The girls’ state tournament action got underway this past week, with several of our local teams looking to find their way to Barre and a berth in the “Final Four” of their respective divisions.

Adams is Student of Month Compass Students Brighten Up Overnight Shelter

Submitted by Holly Falzo It is a pleasure to announce that Richard (Ricky) Adams has been chosen the December Elk’s Student of the Month for Bellows Falls Union High School.

Ricky, a sophomore, is the son of Valerie Adams of Bellows Falls. He has worked hard this year and is very deserving of recognition.

Ricky is a bright, hard working student who takes his education seriously. Currently earning straight A’s, he has done a remarkable job of turning his educational life around. Ricky is attentive in class, offers good insights and is always willing to help his classmates.

He is positive and friendly and works well with both his peers and adults at BFUHS. Ricky has a quick wit and a quiet humorous side. He doesn’t say much but when he does speak, it’s memorable and meaningful.

Ricky is coming out of his shell and working to get more involved in school activities. Very interested and knowledgeable about computers, he has been spending some time after school helping the WNESU Technology Coordinator, Wes Vaughn, on some technology issues.

Always concerned with helping others, Ricky helps around the school, helps other students and recently helped serve at local dinners as part of his school community service requirement.

BFUHS is proud to have Ricky represent us as the December Elk’s Student of the Month.

A group of students from the Compass school has brought a warm glow to the Greater Falls Warming Shelter by painting colorful murals on several of its walls.

Led by Humanities teachers Julia Taylor and Lauren Beigel, as well as guest artist Aaron von Seggern, a group of thirteen students first visited the shelter to assess the needs and then traveled to several museums to develop ideas about public art and artistic quality.

They then designed what became the murals that are now brightening up the shelter's interior. SEVCA Offers Information Sessions Southeastern Vermont Community Action is offering additional information sessions for their two major training initiatives for eligible individuals looking to either start their own business or gain employment in an office capacity. Nature Museum Owl Detective Program On Town Meeting Day, Tuesday March 2, 10 a.m.-2 p.m., The Nature Museum, 186 Townshend Road, Grafton, will provide the tools, pellets, and expertise to allow participants ages 8-14 to become Own Detectives.

Museum member $25; non-member $35.

Sleuths will investigate the many different owls in the Museum’s collections, their differences, and the adaptations that make them such successful hunters.

They’ll dissect owl pellets and reconstruct the skeleton to identify what each owl ate. Museum naturalists will use the new ELMO projector to help the group examine the tiny bones at a larger scale, as well as the differences between bird feathers that allow owls soundless flight.

During an owl habitat hike, participants will search for signs and learn how to hoot owls in. Participants

should bring water, snack, and lunch and call the Museum at 802-843-2111 to make the required reservation. Numbers are limited to 15.

Laliberte Makes Northeastern’s Dean’s List Northeastern University is pleased to recognize those students who distinguish themselves academically during the course of the school year.

Rockingham resident Lukas Laliberte, a Northeastern University student majoring in Architecture, was recently named to the University's dean's list for the spring semester, which ended in December 2009.

Rotary Club Spaghetti Dinner Fundraiser The Bellows Falls Rotary Club will be holding its Annual Spaghetti Dinner Fundraiser on Saturday Feb. 27 at the Bellows Falls Moose Club on Westminster Street.

Each year the food is prepared by local Rotary Club members. The proceeds of this year ’s event will benefit both local projects and the Haiti relief effort.

Dinner will be served from 5:30 to 7 p.m. and will include spaghetti and homemade meatballs, salad, bread, dessert and beverage.

Tickets are $6 for adults and takeout; $3 for children 8 and under.

Depending upon conditions, participants in this program, co-sponsored by The Nature Museum and the Grafton Ponds Outdoor Center, will either hike or more likely snowshoe through diverse habitats in the Mollie Beattie State Forest and the abandoned historic village of Howeville on a naturalist-led exploration looking for winter wildlife signs on Saturday, March 6 from 10 a.m.-noon.

Museum members free. Non-member adult $10, children 18 and under $5, family maximum $25.

Participants should dress for the weather, bring a snack and water, and meet at Grafton Ponds Outdoor Center, 783 Townshend Road, Grafton.

Creative Non-fiction Workshop at RFPL The Rockingham Free Public Library welcomes award-winning author and journalist Elayne Clift for an eye-opening look at non-fiction writing, “When Art Imitates Life” on Saturday, March 6, from 10:30 a.m.-1:30 p.m. Brown bag lunches are welcome.

Bellows Falls Woman’s Club News At their Feb. 9 meeting, members of the Bellows Falls Woman’s Club welcomed Heidi Smith of the VTNH Visiting Nurse and Hospice Association, who presented a program on steps to take now for end-oflife issues.

There was a sign up sheet for the April 13 art show at BFUHS and also for the club’s annual luncheon and meeting scheduled for May 11.

Captain Robert Lakin of the Windham County Sheriff ’s Department spoke about identity theft to the club members at their Jan. 12 meeting. Capt. Lakin described this nearly epidemic problem, citing that it is due in large measure to current advances in technology. He answered many questions from the members and gave ideas of how to avoid having personal identifying information stolen and misused.

The Mid-Winter meeting of the General Federation of Women’s Clubs of Vermont will be held in Ludlow on Feb. 13. Local club members are encouraged to attend.

Robbers Nab TV –But Leave the Remote Behind Submitted by Susan Hernandez On Feb. 8 Krystal Hernandez arrived home after work to discover thieves had entered her Cambridgeport home and swiped her new flat screen television.

Hernandez said that when Officer Graham from the Chester State Police barracks responded to her call he told her that there had been a rash of burglaries in the area.

That night Hernandez’s husband Mario Hernandez-Kenyon discovered that the thieves had left behind the remote. In the morning when Hernandez-Kenyon was dropping his children off at the sitters he joked with her about the forgetful robbers.

The sitter, Rebecca Rogers laughingly told him he should put a sign up on his house reminding them.

Hernandez-Kenyon said he thought about the idea on his long drive to work at the Staples Store in Rutland.

“I bought a tri-fold science fair presentation board and wrote ‘Hey scumbag you forgot the remote that goes with the TV you stole.’ One of the guys at work - Steve, said I should duck tape the remote to it - I used the screw gun” said Hernandez-Kenyon.

Hernandez-Kenyon said when he hung the sign at 11 that night his wife wasn’t too impressed with him but his friends and neighbors have gotten a kick out of it.

“There have been many requests for pictures” laughed Hernandez-Kenyon.

The Westminster Cares, Inc. Board of Directors met on Dec. 4. Westminster Cares creates opportunities for seniors and disabled adults to live with independence and dignity in the community. Your support to this care-giving organization is a way for all of us to take care of our elder.

Westminster Cares held their Annual Meeting on Saturday, December 5, 2009, in the Westminster Fire Station. The program began with an election of officers and introduction of three new Board Members who were voted in. Ten residents who are at least 90 years old were introduced and honored by those in attendance. Karen Walter provided a brief up-date on the Elder Housing Project. Refreshments were served.

Westminster Cares began their Annual Fundraising Appeal this month. Letters were sent to many Westminster residents and second home owners. If you are able to donate your generosity will be greatly appreciated and will enable us to continue providing many needed services including delivering MealsOn-Wheels, Living Strong classes, providing rides for medical appointments, visiting with homebound residents, various other activities and workshops.

Services Provided Include: Meals on Wheels to 14 people; 10 rides for five different people by four volunteers for a total of 150 miles; two pieces of medical equipment loaned; visiting – volunteers visited three people. Meetings attended in November: Bookkeeper, Gazette, Quilt Show; the Development Director, Windham Co. Cares; the Art Program. Programs in November: two Secrets of Healthy Aging sessions, five Yoga classes, four Artist in Each of Us classes, 24 Living Strong classes were held. I have gained so much valuable experience and knowledge in the many aspects of public education.

I have enjoyed my service and want to continue supporting and representing my community. On March 2nd I will be on the ballot for a seat on the Green Mountain Union High School Board and I am respectfully asking for your vote.

I work hard to represent the interests of my community in providing every student a quality, enriching and affordable educational experience in a safe and respectful environment.

Weathersfield Should keep Local Control Editor, the Outlook: On March 2nd the residents of Weathersfield will be given the chance to support local control over future development in our town. After nearly 40 years of local control, a group of Weathersfielders are proposing that our local zoning and subdivision regulations be completely abandoned. They recommend that we would be better served by relying on State Act 250 control and state-hired administrators when it comes to making decisions about the way our town should grow.

Our sub-division and zoning regulations have been developed over the past four decades by Weathersfielders, for Weathersfielders. Zoning and subdivision regulations as well as a town plan are constantly being fine tuned to meet the ever changing needs of our community.

Our neighbors and friends make up the allvolunteer zoning and planning boards and newcomers are always welcomed. Our zoning administrator is a long time resident of Weathersfield. In the six years that the current administrator has been in this position, a total of three permits have been denied.

The system is far from perfect. Often it seems that

the process takes too long and costs more than one might expect. These are issues that the boards need to address and with input from the community, the process can be improved. But, this is a community and decisions concerning development need to reflect the best interests of the community. We need to make these decisions locally.

We should encourage and enable local businesses to grow. Small business is good business. But, the pressure of dealing with ever increasing taxes, utilities, and insurance costs are threatening to put small entrepreneurs on the endangered species list.

Businesses should not see zoning and planning as the enemy here. They can and should work together.

On March 2nd, Vote No to Articles 24 & 25 which would completely eliminate all local zoning and sub-division regulations. Let’s remember that we’re a community and that we can and should make our own decisions about how we want to grow.

Speak Up Now on GMUHS Budget Editor, the Outlook Please be advised that the proposed budget for Green Mountain Union High School for the 20102011 school year entails program cuts that will directly impact your children’s education.

Presently students in the seventh grade have the opportunity to take the first half of Spanish I or French I during their seventh-grade year and the second half of Spanish I or French I during their eighth-grade year. This program provides students with a solid foreign language foundation at a time in their development when brain research supports that they are more open to second- language learning.

The proposed budget cuts the program out of the seventh-grade curriculum, leaving students with no intensive language instruction until the eighth grade. At that time students who sign up for Spanish I or French I, will have before them a rigorous high school course to complete during their eighth grade year, instead of the more activitybased, age-appropriate seventh and eighth grade foreign language course. Although the administration is considering a seventh-grade language exploratory program, this type of program is a brief survey at best that in no way provides a sufficient base in any language (French or Spanish) that would help eighth-grade students absorb a high school level one course.

We do not expect students in middle school algebra to complete this high school math class in one year. (They take Algebra IA in the seventh grade and Algebra IB in the eighth grade.) Why are we expecting our middle school students to complete a high school foreign language course in one year?

Please come to the Green Mountain Union High School Board meeting at Green Mountain Union High School on February 11, 2010, and voice your concerns for the education of your children. Please do not wait until it is time to vote on this budget in March. Speak up now so changes can be made.

Two of the candidates are long time school board members, either on the Chester Andover board or on the Green Mountain board. Of the three candidates, I am the only one who brings a new and different perspective to the job. I hope you’ll consider voting for me.

In my work as an attorney representing children, adolescents and adults with disabilities for over eighteen years, I have interacted with school administrators in well over a dozen communities in Southern Vermont. I have been inside numerous schools, met many parents, teachers and administrators. I have been impressed by the commitment and dedication of some, and dismayed by the lack of care, compassion and professionalism of others.

Our own community has a good school system, with qualified staff and strong leadership.

However, the school administration, with support and direction from the current school board, has adopted a culture of fear stemming from real and imagined incidents of school violence.

Video surveillance cameras greet our students as they walk through the doors in the morning.

Students are under surveillance in the cafeteria and hallways. Drug-sniffing dogs are brought in during routine lock-down drills. Students are subject to pat-down searches for suspicion of tobacco use. The board has adopted a now discredited “zerotolerance” policy for infractions of the school rules.

In the name of protecting our children, I believe we have gone too far and must strike a balance between safety and dignity and respect for students.

The American Academy of Pediatrics, The National Association of School Psychologists, The Juvenile Justice Committee of the American Bar Association and many other groups has called for an end to zero-tolerance policies. Why? Because there is no evidence that zero-tolerance policies make schools safer or improve student behavior.

On the contrary, research suggests that the overuse of suspensions and expulsions may actually increase the likelihood of later criminal misconduct, and leads to higher rates of school drop-out.

According to the U.S. Department of Education’s Annual Report on School Safety, the vast majority of America’s schools are safe places.

In fact, data suggest that school violence has stayed essentially stable or even decreased slightly over time. Overall, violence against children has decreased 50 percent in the United States since 1992.

Like any other parent, I want my two school aged children to be safe in school. I also want them to be educated in an environment that promotes dignity and respect for all students.

Effective prevention programs, positive behavioral interventions, fair and consistent response to violations of the school rules are policies the school board ought to be promoting and demanding of our administrators.

Scaling back on some of the security measures and teaching students respect for themselves and others will have a greater impact on their ability to function as members of our civil society which is really the fundamental task of the American education system.

Please vote "NO" on both. It is now our, the citizens, responsibility to protect our resources for ourselves, our children, our grandchildren. Without water there is no life.

Don’t Sell Springfield Reservoir Editor, The Outlook: Springfield has owned the reservoir, which is located in Weathersfield, since 1903.

Since 1965, numerous Boards of Selectmen and five Town Managers have wrestled with what to do with the reservoir.

They have commissioned three engineering reports to find an alternative water source, asked the voters in 1982 to sell the property, and in 1986 asked the voters to notch the dam.

Both times the voters denied their requests.

In 1984 the voters appropriated $100,000.00 to renovate and repair the reservoir. (That sum has grown to $142,595: 2008 Town Report) Since then no renovations or repairs have been made. In fact, even routine brush-cutting has not been done. Work on the reservoir has been ignored.

The administration claims they have no manpower to work there, but suggestions to use the National Guard or a prison work force have been ignored.

My own recent offer to provide a free crew to cut the brush was refused.

Now, for the second time in history, the select board, for no apparent reason, has decided to ask the voters to sell the reservoir property, our backup water supply.

If we keep the reservoir as it is, it costs us nothing except for taxes paid to Weathersfield. If we need to do renovations and repairs, we have the $142,595.00 that has been sitting in the bank since 1984 to put toward those costs. It still costs us nothing.

When, not if, the time comes that we need it, we can reactivate the reservoir. Yes, we will need to add systems to filter and treat the water, but we would need to do that with any other emergency water source.

This coming March 2nd I hope that you, the voters of Springfield, will again reject the Articles 6 & 7 to sell the Springfield Reservoir property. We own it. Don’t sell it!

The Springfield Reservoir is Valuable Editor, the Outlook: While other communities are scrambling to find ample supplies of water, the majority of the Springfield selectboard have voted to put the Springfield Reservoir on the March ballot for sale. This is Springfield's only known back-up source of water in case the well system on Chapman/Gilchrist meadows become polluted or is depleted.

The Springfield Reservoir is located in Weathersfield, but owned by Springfield. It is fed by brooks and underwater springs. Until the wells were discovered, this reservoir furnished water to most of Springfield during the time our industry and our population were at their peak. Eighty-nine acres of land and 56 million gallons of water per day.

Nine test drillings between 1942-1980 for possible alternative sources of water produced no other viable water source than the reservoir. In a 1987 DufresneHenry report to the selectboard 9/9/87 was the following statement: "The ten state standards require the municipal system be supplied by two separate sources of aquifers. The development of another aquifer is recommended." As Dufresne-Henry said (as common sense should tell us), "Putting all our eggs in one basket, (the wells) is not where we should want to be."

The selectboard among other reasons for selling, have stated that the Black or Connecticut Rivers could be used as an alternative source of water and less expensive. The water from the Flood Control dam would be a good soure. Did they forget the Connecticut River is owned by NH, or that other rivers have draw down limits to protect the environment and the communities below?

Have they contacted the state and federal governments to see if this would be possible? Or do they presume Springfield has priority over the rivers? The one "no" vote from this board followed a statement that "further study needs to be done before considering the sale of this reservoir."

A recent TV documentary stated that the world has a major shortage of water. Here in the United States, 36 states have a critical water shortage! That water will become more valuable than oil and more scarce.

Springfield owns the reservoir. Water is a valuable commodity without which any community is a dead community.

Crazy to Sell the Springfield Reservoir Editor, the Outlook: When you reach out to people with letters to the editor, which I have done in regards to the following, here's what can happen.

Recently, in regards to the town of Springfield select board's decision to put the Weathersfield Reservoir up for sale, I have received calls from Michigan and Nebraska and a letter from Florida from former Springfield residents, as well as many residents themselves that have all asked me, "are they crazy?"

They are all of the opinion this reservoir is one of the most valuable assets that the town owns and should be preserved as a backup water system.

We, the Committee to Save the Reservoir, all agree and are asking for your support and to vote "NO" in March on Articles #6 and #7.

Encourages No Vote on Zoning Articles Editor, the Outlook: On the March 2 Weathersfield election, please consider a no vote on Articles 24 & 25. These two articles propose doing away with local zoning and subdivision regulations.

This vote would cede the local zoning board’s control to the state. That would mean the state Act 250 would then control commercial and industrial development on lots with more than one acre. With our local Zoning Board it is possible to appeal the Zoning Administrators decision at no charge for your own permit and or to pay the cost of a hearing, $95, for someone else’s permit.

Without our local Zoning Board, appeals would be made to a district coordinator and cost $250. With our local Zoning Board, zoning bylaws can be changed by a vote of the townspeople. Conversely, Act 250 laws are changed by the state legislature. Let’s keep our local control of zoning-Vote No for Article 24 & 25.

Writer Urges Approval of CAES Budget Editor, the Outlook: Dear community members of Chester and Andover, thank you for supporting our school and helping make 2009-2010 a successful year at Chester-Andover Elementary School. We appreciate the many ways you show your support in our children’s education.

It is time once again for us to ask the community to support our 2009-2010 budget on Town Meeting day.

We are all experiencing in one way or another the impact of the difficult economic situation in our state and country. The administration and Board are sensitive to these tough times and understand the responsibility to present a reasonable and affordable budget. When preparing the budget for next year, the administration incorporated only the items absolutely necessary to maintain the high quality education that we have come to expect.

Our 2010-2011 budget totaling $3,660,693 will be presented for your approval on March 2 and shows an increase in spending of 1 percent over last year ’s budget. The two main areas impacting the increase are Transportation and Special Education. We began last year shifting transportation expense from Green Mountain’s budget to Chester-Andover ’s budget to more accurately reflect Chester-Andover ’s transportation costs. The budget shows a 30 percent increase in

transportation because of this shift. For many years most of Chester-Andover ’s transportation costs were expensed through GMUHS budget. The second major increase is due to increasing our Speech and Language teacher from part-time to full-time. The administration feels this increase is essential to adequately service our students. To help offset the increases the proposed budget reflects a reduction in a tutor position, a reduction in the maintenance staff by one half of a position, and there is no budgeted increase to staff and administration salaries.

We worked hard to prepare a fiscally responsible budget that provides everything necessary to give our students a quality education with minimal impact to our fellow taxpayers. We ask that you give our school your support on March 2 and vote to approve the proposed budget.

What the CAES Budget Has to Offer Editor, the Outlook: The 2010-11 Green Mountain Union High School proposed budget represents an increase in expenditures of 1.53 percent. The total increase affecting taxes includes the cost of students attending River Valley Technical Center and is up even less than that at 1.39 percent, based on a slight decline in the six-semester average count of students attending RVTC. The administration very carefully reviewed all expenditures at GM and worked hard to blend the needs of students against the difficult economic realities facing our state. Regretfully that does include reducing a few positions at GM to part-time, and even eliminating one full position to help offset rising costs in the area of special education.

The Transportation and Facilities manager positions have been blended into one position.

Partial reductions were made in the teaching positions for Family and Consumer Science, Compensatory Education, and Special Education. Foreign Language has been reduced based on small enrollments at upper level courses, but important to note – we have not lost any opportunities for students. Both Spanish and French, Level I to V, will continue to be available, and foreign languages will also continue to be offered in the Middle School.

These are difficult decisions and it is important to note that the administration and board continue to strive to maximize opportunities that are in place at GMUHS, and most notably work to expand the courses students can participate in via distance learning. We must maintain a learning environment that keeps our students in attendance with us and attracts tuition students. The more students, the lower your tax rate!

In order to reduce expenditures as much as possible this year the entire supervisory union office joined GMUHS and Chester-Andover Elementary School in level funding all salaries in the district, union and nonunion alike. While we don’t expect union agreements before summer, the final impact on any approved budget will not exceed the current budgeted dollars for salaries and benefits in the proposed budget.

We are closely monitoring decisions being proposed in the legislature that will impact your taxes. There is a growing disconnect between the work of your local school boards and the education tax you pay to the State Education Fund. We are very concerned about the Governor ’s proposals to shift more costs into this fund as all of that will increase your tax bill. We simply can’t absorb all of that on the back of our students who need the best education we can provide.

We appreciate the support from the community for our schools whether for the arts, sports, technology, or another student celebration. We have a great school – please help us keep it that way. Support our community and students by voting yes on both the GMUHS budget and the RVTC budget. Thank you.

Support Article Aiding BRGNS Editor, the Outlook: On March 2nd the voters of Ludlow have a series of articles to vote on. Article 2 is a proposal to renovate the recently purchased Armory and Tank Barn. If passed, the Armory will be used as a community center for all citizens from seniors to after school programs and family events.

The Tank Barn will be used by Black River Good Neighbor Services, a food shelf and thrift shop, and the public TV station LPC-TV, both are non-profit, 501-C3 organizations.

BRGNS is in desperate need of new and expanded space. Our current location has totally inadequate retail floor space, food handling and distribution space, storage space, office space to insure privacy and parking. Our volume of food assistance has increased dramatically in the past year. The bi-weekly food bags to households have increased by over 60% and our holiday basket program increased 19%. We distributed in excess of $135,000 in food at retail value in 2009. This is food that was contributed by our very generous patrons and food that we bought.

Our programs for temporary assistance providing rent, utilities and heat have also grown relative to previous years.

We sold through our thrift shop clothes and house wares totaling $44,000 in 2009, all of which was donated. We estimate our clothes sell for 10% of new value or $440,000 at retail. This money is used to meet our current assistance demands. We need more floor space to increase our ability to sell more merchandise so we can sustain and provide more client services.

Unfortunately, the USDA estimates 12.1% of Vermont households lack consistent access to adequate amounts of nutrition food. These are your neighbors and ours and we are responding to their needs. We need this additional space to continue to help those in need.

Both BRGNS and LPC-TV will pay Ludlow enough rent to fully pay off that part of the bond used for the Tank Barn renovations. Thus, the bond issue that pays for the Tank Barn will cost taxpayers nothing. We need your “YES” vote on Article 2 to help us to help those who need us the most.

our community, administration and teachers as they make decisions for our students into the 21st century.

Jeanice was a teacher first, with more than 35 years of teaching experience and her main overlying concerns are still our students. She is willing to spend time in our schools and with our students. It is not uncommon for her to attend activities and programs hosted by our schools, both during the day and in the evening. She visits the high school to get a first hand impression of what teachers and parents are talking about. She regularly attends our Positive Parent meetings and is a firm believer in parental involvement in our school system. She is the adult advisor for the Trustworthy Transitions, a group of high school students dedicated to helping junior high students transition into the high school.

Jeanice has been a major influencer and contributor to the recent improvements in our school system. The construction projects are finally coming to an end. Our District has a clear direction. Despite continual cuts to the Operating Budget, our student’s test scores are slowly improving. Jeanice continues to be a positive presence in our community, our schools and in the lives of our children. Her continued presence on the School Board will ensure our schools keep heading in the right direction. We urge you to support Jeanice Garfield, a citizen sincerely dedicated to the well-being of the students of the Springfield School district.

Please Vote No on Article #’s 6 & 7 Editor, the Outlook: The town of Springfield, in 2009, passed a 6 million dollar bond vote to upgrade the water sewer overflow system. Recently the select board voted to spend $1,150,359 of this $6 million to upgrade the ChapmanGilchrist aquifer water system. Is there a problem with the aquifier that the general public doesn't know about?

If the Weathersfield Reservoir (our former never-failing water supply) is as dangerous as some town officials claim, why wasn't some of this money allocated to remedy this so-called dangerous situation?

Please vote no on Articles #6 and #7.

Concerned With Weathersfield Zoning

Editor, the Outlook: Some anti-nuclear activists and ambitious politicians paint a rosy economic history of the shutdown of Maine Yankee. The fact is that employment went from 500 when the plant closed to 135 a year later, according to an industry report.

More persuasive than these assurances is the hard research conducted recently by Vermont economist Richard Heaps, who said closing Vermont Yankee would cost more than 1,200 jobs (employees, contractors, etc.) connected to Vermont Yankee, and $93 million in payroll.

Heaps also said the State of Vermont would lose $7.6 million in General Fund revenue and almost $5 million in the education fund. I wonder if the activists have any suggestions about how to replace that kind of state revenue, especially when Vermont is already $150 million in the hole for this coming year. The education money alone funds the education of 352 students. Absent Vermont Yankee, that burden will fall to the rest of the taxpayers.

Everyone in today’s economy works hard, but we can’t squeeze water from a stone. Vermont Yankee is an important part of our economy, and the consequences of its closure shouldn’t be downplayed.

Editor, the Outlook: I am concerned with the latest idea to end zoning in Weathersfield. I am a 20 year old sophomore at the University of Vermont and have lived in Weathersfield all my life. Our town has everything a person could want when they settle down. We have a great K-8 school and access to larger towns nearby as well as a beautiful town which has not yet been turned into housing developments.

This is my biggest concern with the idea of getting rid of zoning. One thing Weathersfield can offer outsiders is house lots. While this does generate a huge amount of money it is a short term gain with a long term loss. The people of Weathersfield will lose the large tracts of undeveloped land and with that loss of land is the loss of outdoor activities. Instead of hiking, hunting, fishing, canoeing, and snowmobiling in a natural environment we will increasingly be trying to enjoy these outdoor pleasures in our neighbor’s backyards.

Without zoning any type of development would be legal without town authorization. This means that quarter acre or eighth acre lots could be sold off for housing developments. While this might stimulate growth in Ascutney village or Perkinsville, it is more likely that prime farm land along the Connecticut River or on side hills will be developed in order allow for water front property and grand views. While there is nothing inherently wrong with housing developments, they detract from the Vermont that young Vermonters want to live in.

Editor, the Outlook: We write this letter in support of Jeanice Garfield. We urge the voters of Springfield to vote in favor of Jeanice Garfield for a second term on the Springfield School Board.

When Jeanice first joined the school board in November 2006, our elementary schools’ construction projects didn’t have a clear direction. She held steadfast in her commitment to equalize the educational space for our children.

Now, we have definitive dates when the schools will be completed and our youngest students will finally be settled and equipped to begin learning in new buildings ready for the 21st century.

Jeanice facilitates communication between the Board and the community. She was instrumental in developing Springfield School District’s Strategic Plan. The document was developed by the members of this community and adopted by the sitting School Board as a means to guide

Editor, the Outlook: To the Voters of Chester, when the economy turns down, large numbers of people turn to their libraries. It might be to use a computer to conduct a job search or to borrow a DVD instead of renting or to read a new novel that suddenly seems less affordable. Paradoxically, when people need their public libraries the most, funding is flat or even cut.

The Whiting Library is typical. It needs day to day operating support which it receives in large part from the Town of Chester. It raises some funds and has some investment income, but this is not enough. For the library to remain a vital resource for the community, it needs money for capital and maintenance expenses, programming, upgrading - especially automation of the catalog and lending functions and for public computers.

With more than 20 years in managing and directing not-

for-profit organizations, I understand these problems and have helped solve them successfully. In running for a position on the Whiting Library Board of Trustees, I offer the following experience: Non-Profit management experience: Vice President & General Manager - Carnegie Hall Cinema Center 1982-1983, Managing Director B&O Railroad Museum 1989-1997, Founding Director Baltimore Civil War Museum 1997-2002, Board Member - Chester and West River Farmers Market, Past President - Chester Farmers Market, Treasurer - West River Farmers Market Grant Writing and Fund Raising Management Wrote successful grant applications for more than $2,000,000 in Federal, State, Local government grants as well as private foundation and estate funds. Initiated the B&O Railroad Museum?s Individual and Corporate Membership programs. Automated the Membership and Development Departments with state of the art fundraising software. Served as a Peer Reviewer of General Operating Support Grants for the IMS which is now the Institute for Museum and Library Services.

In addition to this experience, I hope to bring some new ideas and energy to bear in supporting the good work that the Whiting Library already does and help it build a much stronger future. I hope you will consider voting for me on March 2nd.

Support Chester USDA Matching Grant Editor, the Outlook: On Monday, March 1, Chester residents will have the opportunity to vote for a $1,000 donation from the town to go toward matching funds for a USDA Rural Development Grant. The grant will help raise the town’s profile during the bridge reconstruction of 2011 and recapture some of the tourist traffic that we will lose during the detour. I urge every voting resident of the town to support this initiative.

Although $1,000 doesn’t seem like much, it can go a long way to helping us secure this much needed grant money.

For those of you who may have only heard of this effort in passing, let me offer some details.

A few days after the public meeting in November, when state transportation officials presented their plans to rebuild the bridges and detour traffic around Chester, I contacted the state for advice on how to deal with the severe impact that this would have on town businesses. As president of the Chester Farmers Market, I was concerned with the welfare of the agricultural community that serves Chester, Springfield and Ludlow. But it didn’t take long to translate that into concern for the entire town. Shutting down our tourist traffic for 12 weeks during high spring and summer months will be devastating to businesses on both sides of the bridges.

In early December, I learned about the USDA’s Rural Business Economic Development Grant. This grant is meant to help small rural communities to develop businesses that will provide or preserve jobs and strengthen local economies. The local USDA office confirmed that this grant could be used to help soften the blow of road closings and I began outlining a proposal. The idea is to make make Chester a tourist destination during those 12 weeks. The purpose of the grant is not to put on festivals or other events, but to promote and publicize the events that the community puts on.

The initial outline includes a new and expanded, more interactive town website, maps and other materials that would help tourists to find Chester and our businesses during the detour and signs, flags, banners etc that would dress the town up for its time in the spotlight. The 250th anniversary of the founding of Chester in 1761 is the perfect stepping off point for the community to come together and show itself off.

Before Christmas, with this outline in hand, I met with town officials to discuss its feasibility. Thanks to David Pisha and Julie Hance for their encouragement. And thanks also to Erron Carey of Chittenden Bank and Rep. Kathy Pellett for their much needed support.

One requirement of the grant -- and only one that we have control over -- is the matching fund pool that shows the commitment of the entire town and not just a single individual or small group. The more of this commitment we can show, the better our chances in securing the grant.

On two cold days in January, you may have met me or my husband, Shawn Cunningham, outside the Post Office seeking your signature to put the $1,000 town donation on the ballot.

In just six short weeks, businesses and individuals have stepped up to pledge nearly $4,000 in cash and $3,500 in “in-kind” contributions. And the fund raising continues.

The grant is due on March 3rd and our goal is to have $15,000 in cash and in-kind contributions to show the USDA. The next and most important step is for the Town of Chester to demonstrate its commitment to its own future and vote yes on the $1,000 matching fund pledge on March 1st.

Originally called the Flat Street Studio opened as a space for adult photography instruction and gallery exhibition, became a non-profit organization in 2001 and since been restructured as the Vermont Center for Photography (VCP).

The VCP has since developed into one of the important entities in the thriving Downtown Brattleboro arts scene and has a reputation as one of the top art venues in Vermont. VCP hosts featured exhibits every month and also provide a number of services including artist talks, monthly portfolio critiques, workshops, professional darkroom rental and ongoing special events.

The VCP facilities are top-notch, offering one of only two traditional black and white darkroom facilities in Vermont, as well as the In-Sight Photography Project, their renowned youth program.

They are also in the planning stages of an on-site digital imaging facilities as well.

Currently and through February, the VCP is exhibiting the work of local artists' Evie Lovett and Suzanne Kingsbury who in 2006, drove from Brattleboro to Browning, Montana to experience North American Indian Days, where Browning is transformed into a makeshift powwow grounds complete with the sounds of singing, drumming, dancing and parades.

The exhibit features the photography of Lovett combined with the writing of Kingsbury, who combine their wonderful talents in this unique show.

Evie presents large black and white photos taken with a 50 year old camera and developed in a traditional dark room setting, while Suzanne provided her unique prose to the image setting.

Grace Cottage Hospital will host a psycho-neuro-immunology (PNI) workshop on six Wednesdays, 6:30-8 p.m. beginning March 3.

Come and learn how to tap in to the healing power of your own mind through lectures, movement arts, and discussion.

PNI, also known as the “mindbody connection,” explores the interactions between behavior and the nervous and immune systems, and how these interactions affect health and prevent illness.

Workshop on Learning to Eat Out of Your Own Garden As part of its continuing workshop series, (Re)learning to Feed Ourselves which is centered on the theme of learning to eat out of our gardens 12 months of the year, Post Oil Solutions will sponsor a workshop that covers a number of basic issues for a would-be successful gardener.

Scout Sunday Celebration

Students from the Riverside Middle School Vermont Kids Against Tobacco (VKAT) group joined each of the 51 VKAT groups from all over the state, to participate in the bi-annual State House Rally in Montpelier on Jan. 27.

The event celebrates youth empowerment and the success throughout 2009 of VKAT programs in reaching more than 21,000 Vermonters with tobacco prevention and education activities.

It was a fun day to visit the statehouse and see so many other people our age supporting no tobacco use.

Thousands of youth have taken part in VKAT since it began in 1995 and Vermont youth have been cut in half during the past Riverside Middle school has had an active group since decade.

“The Vermont Kids Against Tobacco members are 2001. These efforts have resulted in consistently lower smoking prevalence rates at schools, with a decline in dedicated to informing their peers about the risks of the smoking rates happens more quickly and earlier tobacco use,” said Health Commissioner Wendy Davis, MD. “We have to continue to encourage a new in schools with a VKAT presence.

Capital Letter: News from Montpelier by Representative Kathy Pellett Rep. Kathy Pellett Chester, Andover, Baltimore, North Springfield This Capitol Letter will give you some highlights of work going on in other committees in the House.

The Natural Resources and Energy Committee passed S.77, relating to the disposal of electronic waste. This bill addresses the fastest-growing and most hazardous portion of the waste stream makes i t re s p o n s i b i l i t y o f t h e p ro d u c e r t o d i s p o s e o f recycled equipment. Effective January 2011, the bill would ban the disposal in landfills of all electronic devices, such as computers, monitors, TVs, printers and other debris of modern life.

These products contain lead, mercury and other hazardous substances that pose a threat to human h e a l t h a n d t h e e n v i ro n m e n t i f i m p ro p e r l y d i s c a rd e d . C o n s u m e r s o f t e n p a y a b i g f e e t o recycle this equipment and it was found to be a major disincentive to properly recycle. Vermont will join 20 other states now which require the manufacturers of certain electronic devices to take re s p o n s i b i l i t y f o r d i s p o s a l a c c o rd i n g t o t h e i r market share. Manufacturers would pay a fee to the Agency of Natural Resources, again according t o t h e i r m a r k e t s h a re , t o f u n d f re e , c o n v e n i e n t collection sites around Vermont. We expect this l e g i s l a t i o n t o h a v e a m a j o r, p o s i t i v e e n v i ro n mental impact.

T h e H e a l t h C a re C o m m i t t e e re c e n t l y h e l d a three-hour public hearing, listening to a myriad of concerns from the public. While one bill cannot address all the concerns expressed, the committee is working on ways to continue keeping Vermont one of the healthiest states in the nation and continue to make access to health care affordable.

E n ro l l m e n t i n V H A P a n d C a t a m o u n t H e a l t h continues to increase, but now the governor has asked the legislature to increase the premium, copays and deductibles for these programs.

F o r e x a m p l e , h e c a l l s f o r a n i n c re a s e i n t h e d e d u c t i b l e f o r C a t a m o u n t t o g o f ro m $ 2 5 0 t o $1,250, which would make it totally unaffordable for most if not all those covered in these programs.

The committee is studying how to keep the programs sustainable, yet affordable.

The Judiciary Committee recently passed H. 533, relating to Military Parents’ Rights. This is very timely legislation considering the number of military personnel currently deployed or will be deployed overseas. The bill protects the parental r i g h t s a n d t h e b e s t i n t e re s t s o f c h i l d re n o f deploying servicemen and women. The main issue is child custody arrangements when a parent is deployed.

The bill provides for expeditious court consideration of the necessary modifications and custody hearings by phone when necessary; specifies to whom parent-child contact rights may be delegated; and stipulates a requirement by the non-deploying parent to facilitate opportunities for telephone or other electronic contact with the deployed parent.

Another bill we are considering in Judiciary is H. 363, Ignition Interlock devices to be installed in any vehicle owned by an individual convicted of DUI. 47 states have some sort of ignition interlock law, and multiple studies for both firstt i m e c o n v i c t e d a n d re p e a t o ff e n d e r s s h o w decreases in DUI recidivism of up to 64% while the interlock is installed.

S o m e a rg u e t h a t i n t e r l o c k s a re t o o h a r s h a penalty for first time offenders; however, those a r re s t e d f o r a f i r s t o ff e n s e , o n a v e r a g e , h a v e driven drunk 87 times prior to being arrested. We are considering eliminating license suspension as a penalty so that individuals could continue d r i v i n g t o w o r k , t a k e c h i l d re n t o c h i l d c a re , m e d i c a l a p p o i n t m e n t s , g ro c e r y s h o p a n d o t h e r activities that would not disrupt family life.

Yo u w i l l b e h e a r i n g m u c h m o re a b o u t t h i s important bill as we continue to hear expert testimony about how Vermont should strengthen i t s D U I l a w s . L a s t s e s s i o n I i n t ro d u c e d a b i l l which would increase the penalty for conviction of DUI when there is a child in the vehicle.

All State Musicians from SHS Ten students from Springfield High School auditioned this January for the Vermont All State Music Festival and eight were selected to participate, double the number from last year.

Statewide, just half of those auditioning were accepted into the chorus, while Springfield placed five students out of seven.

They are: sopranos, Erika Anderson and Brittany Adnams; altos, Carrie Mobus and Emily Mobus; and bass, Michael Whittemore.

For instrumentalists, in a year where the festival accepted a little over half of those who auditioned, all three Springfield applicants were selected.

Violinist David Castrignano and tubist Nicolas Chlebak will join the orchestra, and alto saxophonist Lindsay Turgeon will perform with the band.

The festival this year is in Rutland.

Live Authentically Courses Join the Live Authentically course that is offered at the River Valley Tech Center in Springfield on Wednesdays or Fridays from 9 a.m.-noon.

Live Authentically is a 30 hour course designed to help discover inner potential and to gain insight into the big questions in life such as “Who am I? What am I here to do? What’s stopping me?” and “How can I create the life I want?”

Komen VT-NH Seeks Survivor Nominations While the Susan G. Komen Vermont-New Hampshire Race for the Cure is a celebration of all breast cancer survivors, one Vermont or New Hampshire survivor will be singled out for a very special honor, the Survivor of the Year Award.

The Survivor of the Year Award is designed to honor a breast cancer survivor who has celebrated at least two anniversaries of her/his original breast cancer diagnosis, has faced the challenges of the disease and turned them into personal triumphs.

Letters of nomination detailing reasons for nomination – including the nominee’s name, address, phone number, and date of original breast cancer diagnosis – should be sent to the Komen VT-NH Race for the Cure, PO Box 2496, Manchester Center, VT 05255. Letters of nomination must be accompanied by two additional letters of support. Nominations must be received by June 15, 2010.

A selection committee will determine the winner after reviewing all submitted nominations; the award will be presented during the 2010 Komen VT-NH Race for the Cure at Hildene Meadows, in Manchester Center, on Saturday, July 17.

Nordic Harmoni Moonlight Ski Party Nordic Harmoni invites all to join them for a Twilight (Moonlight) Ski/Snowshoe Party at the Landgrove Inn on Monday, March 1.

Recently, members of the West River Trail welcomed the Mountain Valley Trails Association to the newly renovated Railroad Depot Visitor's Center in South Londonderry. Thirty-plus members of the MVTA gathered to enjoy the beautiful space for their monthly meeting and potluck.

The Friends of the West River Trail Board expressed thanks to the MVTA for their help and many contributions that led to the completion of of the Depot.

The Board suggested that MVTA share suggestions for future use of the Depot that would benefit the community. FWRT urges any local group to consider using this this large and cheerful space for their future meetings and events. We welcome ideas for use of this space and suggestions for programs related to the old railroad, the West River, and outdoor recreation.

Ski for Heat Event Raises $20K Wild Wings Ski Touring Center was the venue on Jan. 31 for the tenth annual Ski for Heat fundraiser, which benefits low-income families in the area with heating fuel assistance. Sponsored this year by Clark’s Quality Foods in Londonderry, the event brought in approximately $20,000 for the Shareheat fund at BROC. Funds raised from Ski for Heat, as well as from the Blues Concert, donated by Bob Stannard & Friends and held earlier this month, benefit the Shareheat Fund at BROC. “Pam Shambo, of BROC, said the number of requests for help this year has been overwhelming,” said Robertson. “Thank goodness for the many thoughtful folks in the area who came out on Sunday; their efforts will make a difference in the lives of others.”

The success of this year ’s Ski for Heat is attributable to a combination of many individuals and local businesses. “I wish I could take the space to thank all those happy and hearty souls who made this possible.

Okemo Mountain Resort will light up the night skies with a little help from the Ludlow Fire Department on Saturday, Feb. 27. The Amp Energy Light the Night Rail Jam invites skiers and snowboarders to throw down some tricks while the Ludlow Fire Department throws some light on Okemo’s Bull Run trail during this unique competition. The Killarney is throwing in $250 in prize money and they’re throwing a party after the event.

The competition will be a jam format with special guest judge Olympic Gold Medalist and Okemo Snowboard Ambassador Ross Powers. Half of the proceeds from the $20 entry fee will go to support the Ludlow Fire Department.

FOLA Seeks Town Funding for Equipment The Friends of Ludlow Auditorium hope to provide first run movies for area residents in the restored Ludlow Auditorium in town Hall in 2010.

FOLA had already scheduled five summer concerts in the auditorium. In order to underwrite the cost of the movies, FOLA has submitted an approved petition for Town Meeting seeking to raise $3,000 for the purchase of projection equipment for movies.

FOLA has already begun to raise some of the additional funding required to get the equipment. Any equipment purchased by FOLA would be given to the town.

Vermont Apple Pie Carries On Old Traditions, While Also Creating New Ones Story by Joe Milliken - Editor Cheryl James' experience as a scratch baker can be traced all the way back to when she was a child, as she fondly remembers helping her grandmother bake in the kitchen as a little girl.

Cheryl's grandparents also owned the B. A. Pitts General Store in Ludlow for years, with her grandfather running the store seven days a week while her grandmother doing all the baking for the store and family.

"I always remember helping my grandmother bake, I actually helped to make pastries sitting right in my highchair, so baking has always been a big part of my life," Cheryl said in a recent interview.

"My grandmother also

grew all kinds of fruits, raspberries and blueberries for her pies and pastries."

Now the proud owner of her own business, the Vermont Apple Pie & Cheesecake Company located in Proctorsville, Cheryl first began the business in 1988 with her children Jennifer, T.J., Jason and Erica, by selling her homemade pies and pastries "under the tent" in Ludlow.

"We finally converted the pantry area at our house into a retail space, to store our freshlyfrozen pies, cakes and pastries."

Vermont Apple Pie is "technically" open from 10 a.m. to 8 p.m. everyday, (and yes, that includes all holidays), however Cheryl admits that they usually alter

their hours significantly to accommodate their loyal patrons, especially customers from out of state.

"Basically, if the light on our business sign is on, that means we're open.”

Although their classic apple pie may still be the one item that gets the

most comments, other delectable all made from scratch include well over a baker ’s dozen variety and seasonal pies, cheesecakes and various other homemade favorites such as muffins, cookies, brownies, sticky buns and breads.

T h i s c re d i t i n c re a s e d t h e t a k e home pay of eligible individuals.

T h e c re d i t w a s t h e l e s s e r o f $ 4 0 0 ($800 for joint filers) or 6.2% of the taxpayer ’s earned income (from one or both spouses).

The IRS then issued new tax withholding tables to all employers in February of 2009. As an employee, you may have noticed an increase in your take home pay as it permitted you to receive the credit in advance in the form of lower tax withholding.

The tables however, were designed to generate a maximum increase of take home pay by $400 for individuals and $600 for joint filers even though the maximum credit for joint filers is $800.

There are several situations where there could be too little or too much withholding. This difference will be re c o nc ile d o n yo ur 200 9 tax retur n re s u l t i n g i n d e c re a s e d re f u n d s o r increased refunds in some cases.

T h e f o l l o w i n g a re e x a m p l e s o f these surprises.

The most common situation will be an employee with multiple jobs. He c o u l d h a v e re d u c e d w i t h h o l d i n g f ro m e a c h j o b w h i c h c o u l d t h e n exceed the maximum credit allowed ($400). He would then owe the IRS the difference and his tax refund will be lowered.

Another example is when a person re c e i v i n g S o c i a l S e c u r i t y o r a

government pension received a $250 Economic Recovery Payment, as well as a non government pension with the reduced withholding and works p a r t t i m e , a g a i n w i t h re d u c e d withholding. This taxpayer could potentially have received too much and would then have a reduced tax refund or even a balance due.

I n a s i t u a t i o n w h e re a m a r r i e d couple files jointly, and one spouse has a high income and the other spouse not working; the employed spouse could have the maximum w i t h h o l d i n g re d u c e d f ro m h i s / h e r salary (6.2 percent) but which does not amount to the maximum $800 credit. In this instance, the taxpayers would receive additional refund on their tax return.

On another positive note, self e m p l o y e d i n d i v i d u a l s w i l l re c e i v e the credit on their 2009 tax return all at once because they did not have any withholding.

The bottom line is that you may receive a reduced refund or have a b a l a n c e d u e o n y o u r t a x re t u r n , i f y o u r t a x w i t h h o l d i n g w a s re d u c e d too much, or a lucky few may receive more of a refund.

Local Musician’s Spotlight

Story and Photo by Robert F. Smith – Editor I first heard Rebecca Holtz sing several years ago. I doubt that she was even a teenager at the time, but she sure had a full-grown voice, and it was a cappella to boot.

“I guess I’ve been singing as long as I could talk,” she said in a recent interview. “Even when I was a little girl, I’d get up and sing at weddings, and I sang in the school chorus.”

Most recently she’s sung at Boccelli’s on the Canal in Bellows Falls on Bastille Day and New Year ’s Eve, at area churches for services, and last 4th of July in the Saxtons River Parade.

Rebecca Holtz – Young Lady With A Giant Talent starts out with the giants – Ella Fitzgerald, Bobby Darin, Tina Turner and Aretha Franklin. They reflect her self-confessed “strong connection with jazz and blues,” and the fact that she has that kind of big voice.

“The first time I heard Ella Fitzgerald, I said to myself, ‘I want to do that,’” she said.

A 2009 graduate of Fall Mountain Regional High School in Langdon, NH, Rebecca is spending a year as a continuing education student at Keene State College, taking acting classes there and appearing in the school’s latest play, Sam Shepard’s A Lie of the Mind, which takes to the stage the first week of March.

This fall, she enters Smith College as a freshman, majoring in theater and music.

She is also working on performing live as part of a jazz duo with Keene, NH pianist Walt Sayre. We’ll keep you informed here at the Outlook where to see her when the duo starts playing out.

She credits her parents, Patrice Boerum and William Holtz of Alstead, NH, with being unusually supportive of her singing and her choice of singing and acting as a career.

“It’s definitely thanks to them that I’ve gotten this far,” she said.

She looks to modern performers like Michael Bublé, Jennifer Hudson and Canada’s Nikki Yanofsky as inspirations for where she would like her career to go.

Once you hear her sing, there’s little doubt that it’s a dream she has a good chance of fulfilling.

Smith, Editor It is time to head out to Bellows Falls for a performance by popular regional roots singer Eilen Jewell and her band. Jewell will appear at Boccelli’s on the Canal Friday, Feb. 26 with doors open at 7 p.m., presented by Vermont Festivals LLC. As an added bonus, Boccelli’s, which recently closed for regular restaurant service, will be open for dinner that evening.

“Eilen and the band were huge crowd favorites in both 2007 and 2008 at the Roots on the River Festival,” Ray Massucco, Vermont Festivals Producer, said. “They have been building very impressive fan loyalty all over the eastern seaboard and we expect them to be playing to a full house.”

As soon as Jewell’s appearance was announced, the concert’s first ticket sale came in northern New Hampshire.

“This tells you something about how far fans are willing to travel to see Eilen, even in the dead of winter,” Massucco said.

Eilen Jewell (pronounced “ee-lin” rhymes with feelin’), 30, Idaho-born, Boston-based singer and guitarist, has garnered steady-growing praise for her engaging performances, distinctive vocals and vintageyet-unique sound.

“With guitar wizard Jerry Miller, upright bassman extraordinaire Johnny Sciascia and Jason Beek putting

on a masterworks class on the drum kit, Eilen and the band will warm up the crowd and the room instantly,” Massucco said.

Her current tour features her most recent album “Sea of Tears.” It is inspired by late 50s and early 60s rock ‘n’ roll. The record, a classic “heartbreak album” is Jewell's third, following 2007's acclaimed “Letters from Sinners and Strangers” and 2006's self-released "Boundary County."

“Before I discovered Woody Guthrie and folk music, I was listening to Elvis Presley, Buddy Holly and, later on, the Animals and the Kinks,” Jewell noted in her press materials. “I love that stuff, and I love to play it.”

Arts & Entertainment In Brief Saxtons River Art Guild Spring Show “Ready for Spring!” is the title of the latest exhibit by the Saxtons River Art Guild at the Rockingham Medical Center at Hospital Court in Bellows Falls.

Nancy Gaffney of Claremont, NH has an oil painting entitled “Vermont Sugaring” which is a lovely scene of an old fashioned sleigh towing the pails of maple syrup to the sugar house. Heidi Hernes of Alstead has an exquisite scene of birch trees in the woods called “Winter Retreat.”

Many other scenes including “Tulip Burst” by Jane Coffin of Keene, NH and a wonderful abstract by Barbara Homans of Alstead titled “Trying to See” all make for a good mix of styles, scenes, and mediums.

The exhibit may be seen during regular clinic hours and is free and open to the public. The paintings are for sale and may be purchased by contacting the artist or Nan Durling. “Ready for Spring!” will be on display until the beginning of May.

Mud Time Theater Presents “The Nine Questions” Mud Time Theater concludes its Friday Night Free Theater season with The Nine Questions, a new play by Steve Friedman and Denny Partridge at 8 p.m. on Friday Feb. 26 at 17 Canal Street, on the Exner Block in Bellows Falls.

Admission is free, donations are welcome The Nine Questions is a legend of Rockingham in a modern telling. Before the Revolution the wife of a settler disappears in the primeval wilderness; she turns up six months later, naked and bewildered, without her baby. The play is about what happens between the lost wife and her farmer husband after she comes home.

Audience capacity is limited, and there are no advance reservations. The house will open for seating at 7:45.

Flood Brook Drama Club Rehearsing Spring Play The Flood Brook Drama Club has embarked on rehearsals for its spring production scheduled for 7:30 p.m. on March 26 and 27 at the Weston Playhouse in Weston.

Under the direction of Jennifer and Scott Repinski, the students will be the first to perform a new comic thriller adapted and dramatized by Kent R. Brown, inspired by the novel by Sir Arthur Conan Doyle, and with special permission of the Dramatic Publishing Co. The Repinskis, drama majors in college, have a wonderful track record with this age group, having directed a variety of shows during the past 10 or more years. Those who attend have been amazed at the quality of performance produced by these young actors.

A Sound Review Joe’s take on New Music CD Review by Joe Milliken Legendary rockers AC/DC are now reaching a third generation of fans, however for the long-time, hard core fans that go back to the early 70's with the band from "down under”, the box set Backtracks is the real gem to go after. Just close your eyes at the cash register when the price tag appears at $225.

Although there is also an alternative version available without the book, posters, buttons and amp.

However what you get in this Deluxe Collectors Edition is three CDs full

of classic, live and rare tracks, two DVD's full of concert footage, a special 180 gram LP, a 164-page coffee table book, an assortment of memorabilia, all boxed up in a fully functional, onewatt amplifier.

Of course, all the memorabilia and book aside it is the music that really counts the most and Backtracks certainly delivers the goods, but if you are looking for a greatest hits or best of package don’t look here.

For this set is not only full of oddball, live and unreleased tracks, but even many of the familiar

song titles are alternative versions.

More than half of the music on the CDs are taken from the early roots of the band between 1974 and 1978, the years before the passing of original singer Bon Scott.

The last third of the CDs revolve around the Brian Johnson-era, the vocalist responsible for filling the very large shoes of the late front man Scott.

For the die-hard, "I've got to have everything" AC/DC fan, Backtracks is certainly as close to the Holy Grail as you are ever going to get. Albeit a very expensive one.

In Division IV, numberthree seed West Rutland Golden Horde recently hammered Canaan, 6537, at Hinchey Gym in West Rutland.

Marissa Smyrski led the way for Westside with 21 points and 17 rebounds, while Katie Lincoln pitched in with 13 points.

Brooke Griswold and Sierra Pease added 11 points each.

In the second round against number-six seed Rivendell, the Golden Horge punched their ticket to Barre with a wire-to-wire win, 39-28.

And it took a fourth quarter burst to get it done.

In a close one throughout, Westside went on a 9-0 run at the start of the fourth, which gave them just enough breathing room to pull out the win.

--------------------------As the local boys' high school regular season comes to a close, the Springfield Cosmos tuned up for the upcoming state tournament with a convincing, 62-41 win over rival Bellows Falls.

The Cosmos win came on the heels of a victory over Windsor the night

before, seemingly giving Springfield some momentum as they (at press time) climb over the .500 mark at 10-9 with one regular season game to play.

Senior guard Brandon Boyle led the way for the Cosmos with 15 points while Ryan Brady and Ethan McAllister pitched in with 13 and 11 points respectively. Drew Guild led the way for the Terriers with 13 points.

-------------------------In Townshend, the Leland & Gray Rebels improved their record (at press time) to 13-6 with a one-point win over Arlington, 47-46.

With just 10 seconds left in regulation, Rebel Josh Fontaine had two chances to end it in the paint, then finally did just that when after getting fouled, hit oneof-two free throws to seal the victory.

Matt Bizon led the way for the Rebels with 19 points, while Noah Chapin and Fontaine pitched in with seven points each. Kobly Crofut led Arlington with 16 points.

--------------------------The Green Mountain Chieftains recently traveled to Wilmington,

dropping a tough loss in a lop-sided affair, to Twin Valley, 86-40.

The loss put the Chiefs at 9-11 at press time, as they fight for tournament position.

Ian Furrer led the way for the Chiefs with 13 points while John Ditzler pitched in with 11 points.

Scott Hayford led the way for Twin Valley with 22 points, which is exactly what he needed to reach 1,000 points for his career.

---------------------------U.S. Olympic Hockey On the eve of the 30th anniversary of the 1980 USA hockey team's "miracle on ice" win over Russia, the 2010 version of USA hockey is looking to create their own miracle after absolutely stunning Canada, 5-3, on their home Vancouver ice.

USA jumped on Canada early, scoring a goal less than a minute into the game and playing very physical in the first period.

After Canada would come back to tie it at 2-2, team USA would get the last two goals for the 5-3 win, leaving the Canadian team and their fans stunned, to say the least.

Tournament Hoops It's high school girls' basketball tournament time once again, with several local teams looking to find their way to Barre and a shot at a state title.

In Division I and after enjoying a first-round bye, the number-one seeded Burr & Burton Bulldogs hosted numbereight seeded Hartford (13-8), easily knocking off the Hurricanes 51-37 in Manchester.

Jenna Hoffman and Sawyer DeVries led the way for the Lady Bulldogs with nine points each, while Logan Cavanaugh pitched in with eight points.

The Lady Bulldogs (now at 19-2) will next take on number-12 seeded St. Johnsbury, who recently upset the number-four seed CVU,

on Saturday.

--------------------------Also in Division I, the number-seven seeded Brattleboro Colonels won a close one, 41-39, in their first round match up with Spaulding, Mariah Norcia led the way for Brattleboro with 11 points while Kelsey Gerino and Brianna Moore pitched in with eight points each.

--------------------------Staying in Division I, the number-three seeded Rutland Lady Raiders played their usual tough defense, knocking off number-six seeded South Burlington, 40-34, at Keefe Gym in Rutland.

Liz Douglass led the way for Rutland with 17 points, while Meghan Ballard added 11 points and eight rebounds.

Rachel Crews led the way for South Burlington with 13 points and 11 rebounds.

The win put the Lady Raiders at 18-3 as they get ready to face numbertwo seed Burlington, who are coming in at 202.

--------------------------In Division II, the Springfield High School Lady Cosmos recently traveled to Bristol, falling 64-22 to number-

seven seeded Mount Abraham.

Taylor Thomas led the way for Springfield with seven points, while Kayla Perham pitched in with six. Jen Loyer had a game-high 23 points for Mt. Abraham.

------------------------In Division III, the number-five seed Green Mountain Union High School Lady Chiefs recently knocked off Thetford Academy, 6440, in the first round.

Julie Comstock led the way for the Chieftains with 12 points while McKala Benson and Emma Lisle pitched in with nine and eight points respectively.

-------------------------Staying in Division III, the Leland & Gray High School Lady Rebels traveled to Wilmington to take on the numberfour seeded Twin Valley, dropping a tough, 66-31 decision to the Wildcats.

Lady Chiefs Roll In First Round, Then Fall To Twin Valley Story and photos by Joe Milliken - Sports Editor The Green Mountain Union High School girls' basketball team recently entered the Division III state tournament as the number-five seed with a 16-4 regular season record, going up against numbertwelve seeded Thetford Academy with a 8-12 mark, at Nason Gym in Chester.

Despite a slow start and a few anxious moments from a home team that found themselves trailing 8-4 at the end of the first quarter, the Lady Chiefs would slowly but surely take over the game and roll to a 5338 win over the Lady Panthers.

In a game that started slow offensively for both team and mainly due to turnovers, Thetford carried a four-point lead into the second quarter. However, they should have taken better advantage of the early, inconsistent play from Green Mountain.

In the second quarter Thetford would build their lead to eight points nearly halfway through the stanza, before the Lady Chiefs finally began to show signs of life, going on a 16-4 run to take a nine-point lead into the break.

The Green Mountain run was sparked by a tough defense that forced a half dozen steals in the second quarter alone, led by seniors Emma Lisle, Sara Groshens and sophomore McKala Benson. Carley Stauffer and Julie Comstock led the offensive charge with six and four points respectively.

In the second half and to Thetford's credit however, the Lady Panthers’ defense caused a few turnovers of their own, creating three straight lay ups before a Thetford 3-pointer cut the Chiefs lead to three points, causing GM coach Terry Farrell called a time out to break the sudden Thetford momentum.

It would be just what the doctor ordered as Green Mountain came out of the huddle and proceeded to

reel off six straight baskets before Thetford finally hit a jumper to break the run. However heading in the final quarter the Chiefs held a pretty comfortable 3926 lead.

In the fourth, Green Mountain would continue to play sold defense and simply not allow Thetford to get anything going offensively. The senior center Lisle was the anchor in the middle by blocking shots and creating steals, while Comstock really turned it on offensively in the second half, creating her own shots while hustling and diving all over the floor.

Two Lisle free throws in the final seconds sealed the 53-38 win for the Lady Chiefs, with Comstock leading the way with 12 points. Benson piched in with nine points while Lisle added eight points, five steals and five blocks. The win put Green Mountain at 14-7 heading into the second round of the tournament.

-------------------------------------------------------------In the second round against number-four seeded Twin Valley (18-3), the Lady Chiefs fought hard but eventually fell to the Lady Wildcats, 48-31, in Wilmington. It was the third time Green Mountain fell to Twin Valley this season.

The Lady Chiefs fell into a big hole early on as the Wildcats raced out to a 17-3 lead after one quarter, and Green Mountain would spend the rest of the game trying to catch up.

However, the Lady 'Cats were just too good on this day, cruising to the 17-point win and ending the Chiefs season.

McKala Benson led the way for Green Mountain with eight points, while Emma Lisle pitched in with six. Devin Spirke led the way for Twin Valley with 16 points, six rebounds and seven assists. Sam Bernard pitched in with 12 points and eight rebounds.
