WASHINGTON, D.C. | Rep. Elise Stefanik (R-Willsboro) has co-sponsored several pieces of legislation designed to crack down on sexual harassment. Rep. Pete Olson of Texas and Stefanik introduced the Responsible Settlements for Victims and Taxpayers Act on Thursday. The bill will require members of Congress found guilty of harassment to reimburse the U.S. Treasury for settlements paid out to victims — not taxpayers. “Taxpayers should not be forced to foot the bill for lawmakers’ inappropriate behavior,” said Stefanik in a statement. “This commonsense legislation addresses the recent and shocking reports of abuse by some on Capitol Hill, and it protects hard-earned taxpayer dollars.” » Stefanik Cont. on pg. 7

PLATTSBURGH | A leaked video of a private conversation between Plattsburgh Mayor Colin Read and Councilman Michael Kelly (Ward 2) earlier this month prompted a mixed response from the public, but the Common Council remains supportive of Read. When asked if he remained confident that the mayor could continue to lead the city, Councilman Peter Ensel (Ward 4) said nothing he heard in the video had come as a surprise. “I don’t see any reason why not,” he said. “The issues that were discussed were ones we were aware of.”
Councilwoman Becky Kasper (Ward 5), who earlier this year joined Councilman Joshua Kretser (Ward 6) in calling into question the mayor’s commitment to transparency, said that she hopes this video will lead to better communication. “I look forward to more open collaboration,” she said. “I hope this is a sign of that.” Kretser, when asked the same question, took a phone call and exited the interview without answering. Read alleged in the 22-minute video that the Town of Plattsburgh was engaged in “backroom dealing” with an agreement with the Saranac Power Partners, spoke about altering automatic pay increases in favor of a productivity-based pay system, said that the city should consider offering older employees incentives to retire and alluded to the possibility of dissolving the City of Plattsburgh. Town of Plattsburgh Supervisor Michael Cashman has said the mayor is oversimplifying
the issues, and chided the mayor for his comments. He also flatly denied any wrongdoing by the town, and dismissed rumors of a conspiracy to derive the city of revenues from the power plant. Councilwoman Rachelle Armstrong (Ward 1) said she felt the resulting controversy surrounding the video was misguided. “I believe that we’re facing a great period of change. We’re in flux. The mayor is the first mayor in a long time to really consider the farreaching future,” Armstrong said in a phone interview, referencing Read’s recorded discussion on the possibility of dissolving the city. “He’s an urban economist. In some ways, he’s built for that. I think we’re indebted to him for the kinds of (budgetary) analyses he’s done.” The city, she said, is facing a number of financial constraints, including a limited tax base and rising expenses. “This was brainstorming.
