Councilor: City is ‘overpaying’ for department heads Updated management compensation package sparks debate By Elizabeth Izzo STA FF W RITER
PLATTSBURGH | Amidst a debate over proposed changes to the city’s compensation package for managers, councilors locked horns last week when the discussion turned to annual cost of living increases for long-serving department heads. Among other changes, the plan proposed by Councilors Rachelle Armstrong (Ward 1), Dale Dowdle (Ward 3) and Peter Ensel (Ward 4) would allow some of the city’s longest-serving managers to receive an annual cost of living increase of up to 1.5 percent. That would apply to seven people who have been with the city so long that they’ve “stepped out,” meaning that they’re no longer receiving scheduled salary increases, according to City Chamberlain Richard Marks. The council’s budget officer, Michael Kelly (Ward 2), said that he believed the city was overpaying managers and questioned whether certain managers were “worth” the salary the city pays them. Armstrong, Dowdle and Ensel each took issue with that, and defended their proposal as an equitable adjustment to a complex, outdated system of salaries, benefits and various pay categories. » City management Cont. on pg. 8

Toys collected across the region will be delivered to North Country children on Dec. 9 aboard six tractor trailers, with planned stops in Fort Edward, Ticonderoga, Lewis, Keeseville and Rouses Point. New city police outpost opens this weekend Plattsburgh City Police host open house at Margaret Street office By Elizabeth Izzo STA FF W RITER
PLATTSBURGH | The Plattsburgh City Police have a new presence on Margaret Street. The department will officially unveil the new Community Service Center at an open house this Saturday, 3:30-5:30 p.m.
The original open house date was rescheduled due to inclement weather. The new community service officer tasked with staffing the outpost, Brad Miller, will be on-hand alongside Police Chief Ritter to answer questions and field suggestions from residents. Inside the service center, police have displayed photos, badges and other memorabilia from the department’s nearly 130-year history. There are also two signs: One that says “no one has a monopoly on good ideas,” and another that reads, “build relationships before you need them.” Both, Ritter said, represent what the new office is all about.
“Our bigger focus is being able to have a direct relationship with the downtown business owners,” Ritter said. “They’re really the key to a downtown that people want to visit.” Oftentimes, problems in the core business district can be repetitive, he said. And business owners can become frustrated overtime when officers — maybe a different one every time — are repeatedly dispatched, yet those problems persist. Parking enforcement is a big example, Ritter said. “Now we will have a dedicated officer that they will know personally,” he said. “He will go to these businesses and reach out to them.” It’s a push toward proactive, rather than

reactive, policing. The Common Council approved a resolution allowing Ritter to sign a rental agreement for the new center in October. Designed to provide an accessible, open space to bolster the department’s community outreach efforts, Ritter first brought forward the proposal to open a new office in September. The police department will pay $1,200 a month out of the asset forfeiture fund for the new outpost. Community Service Officer Brad Miller is expected to staff the office for the next year as part of a 12-month pilot program. The open hours for 79 Margaret St. will be 8 a.m. to 4 p.m., Monday through Friday. ■
