Cuomo bans flavored vaping oils Ban takes effect Oct. 4

PLATTSBURGH | The use of e-cigarettes and vaping has recently been a hot-topic issue due to the number of vaping-related illnesses that have surfaced within the last few months.

As of mid September of this year, over 500 cases of lung disease associated with e-cigarettes or vaping

were reported in 36 states, along with the U.S. Virgin Islands. There have also been 9 deaths related to vaping in the United States, as confirmed by the CDC. As a result of these seemingly sudden vape-related illnesses, New York State banned “childish” vaping flavors, such as cotton candy, watermelon, sour gummies and more.

Similar to the Family Smoking and Tobacco Prevention Act of 2009, the idea is to turn children off of the brightly colored and deliciously flavored vapes.

Simon Conroy arrested again Lawmaker found in woods by Bombardier

PLATTSBURGH | Town of Plattsburgh D-Area 4 lawmaker Simon Conroy was arrested again early Saturday morning for criminal trespass at the Bombardier Facility at 4 a.m.

After a recent bomb threat at the building, security had been increased. One of those guards saw someone acting erratically early Saturday and called the police.

JUUL replaces CEO Burns TBCFE warns users of dangers

PLATTSBURGH | Popular vaping company JUUL has replaced its Chief Executive Officer Kevin Burns. K.C. Croshwaite, senior vice president and chief strategy at Altria, the maker of Marlboro cigarettes, was chosen as his replacement.

“Working at JUUL Labs has been an honor and I still believe the company’s mission of eliminating combustible cigarettes is vitally important,” Burns said in a statement following his resignation.

“Since joining JUUL Labs, I have worked non-stop,

helping turn a small firm into a worldwide business, so a few weeks ago I decided that now was the right time for me to step down. I am grateful to be able to confidently hand the reins to someone with K.C.’s skill set, which is well-suited to the next phase of the company’s journey.”

The news of the personnel change came on Sept. 26, shortly following the suspension of $100 million worth of advertising in the United States through broadcast, print and digital ads. JUUL also accepted the ban on non-tobacco and nonmenthol flavors starting early October. Altria, a big tobacco corporation, had invested in JUUL back in December of 2018, buying 35% stake. This caused suspicion of the company’s intentions, which had been marketed as a safer-alternative to cigarettes.

Cashman responds to city settlement offer Lawsuit still ongoing

PLATTSBURGH | The Town of Plattsburgh board responded to City of Plattsburgh Mayor Colin Read’s settlement offer following a lawsuit filed against the town. The lawsuit was filed last year at the Clinton County Supreme Court and accuses the town of not giving the city its share of revenues from the Falcon Seaboard, a property in town the City and Town of Plattsburgh split.

A 1992 agreement that allotted pilot money

to different entities instead of taxes was written regarding this. However, Saranac Power bought the property. “What [the city is] looking for is to be absolved from having to pay those monies to the various jurisdictions,” Town of Plattsburgh Town Supervisor Michael Cashman said. “The taxing jurisdictions are the county, the school, the fire district and so on and so forth. For Beekmantown Central School District - if the city were to be absolved from their taxing responsibilities, over the next 20 years, it would be approximately $3.1 million that the school is giving up.”

The City of Plattsburgh revenue dropped by about 90 percent, raising suspicion of break of contract. According to Read, they

went back and recently identified the problem, which wasn’t specified.

“We found the documents that showed exactly what happened - so we had a sum basis for understanding at that point,” Read said on the incident. “Of course, the breach of contract case is very complicated, but I am confident that either a judge can work it out for us both, or we can sit down and settle our mutual lawsuits amicably and in a way that creates value for both sides,” Read said. “The city hoped we could do that with this settlement offer and expected to see from them some opening for discussion, perhaps even an offer of their own.”

PLATTSBURGH | This is in response to an offer made by the Mayor of the City of Plattsburgh to the Town of Plattsburgh.

In a Press-Republican article dated July 31, 2018, Mayor Colin Read said, “Did you know the city is the largest property owner in the town, by far? I calculate the city owns about six or seven percent of the town’s land and pays taxes on it all.”

His statement is false. The Town of Plattsburgh Board wishes to set the record straight. This fact, and more, must be acknowledged and contended with as we work to make our community whole.

Clinton County is the largest landowner in the Town. In a listing of top taxpayers in the

town, the City of Plattsburgh does not rank in the top five. The city pays the town $62,587 each year. The entirety of those dollars goes to essential services like ambulance, highway, lighting, water and sewer; all of which the city widely benefits from, and in major areas could not function without.

The city recently purchased more land in the town, paying well above the assessed value both times. Now, Mayor Read wants the town to absolve the city’s obligation to pay landowner taxes. The Mayor wants the Town Board to reduce the city’s taxes to zero along with all the other properties they own in the town.

In the proposed agreement, Mayor Read reasons that this special tax exemption serves a proper public service. In truth it would subsidize city taxes from the pockets of town taxpayers. It also would reduce the amount paid to other taxing jurisdictions, which we have no control over, during a 20-year period by the following amounts:

The mayor offers to “provide water to the town at favorable terms.” We appreciate the offer, but as the mayor knows, the town has embarked on a $24 million Capital Plan, including a new well and water tank upgrades to dramatically update capacity to deliver water to its residents, and provide water to surrounding towns. The town is better positioned to provide water to the city more efficiently and economically since the city’s system is in dire need of expensive repairs.

Less than a decade ago, the town faced its own fiscal challenges. We pulled back on spending and tightened up in smart ways. Solvency isn’t just collecting enough cash to pay your bills, it’s collecting enough to plan for future needs; it isn’t achieved through lengthy, expensive litigation. These feuds will never lead to a prosperous future. We can only put the pieces of our community back together through factual conversation, intelligent planning and balanced vision.

Cooperation is implemented every day by dedicated town and city employees who cross the town/city boundaries to get the job done.

The lawsuit, which was commenced by the city against the town, is frivolous. In consultation with our legal counsel, we remain firm in this position. The town is willing to cooperate with the city, but is unwilling to agree to any terms and

conditions that are not in the interest of its taxpayers.

The suit is costing considerable amounts of money to both city and town taxpayers, and the cost will continue to escalate for the foreseeable future. This money could be better spent on useful projects.

We believe the solution is simple — both parties should agree to terminate the lawsuit.

Once again, we invite the elected officials in the city to join us at a joint session with a focus to set our intentions on a healthier partnership moving forward. Together, we can usher in a new era of town and city cooperation, one in which activities mutually benefit both parties. This will not only help the Town and City of Plattsburgh, but will be an economic boon to the entire area. ■

New book makes if offical: Politics is a weird business JAY | New York Times best-selling author Tim Rowland’s newest book confirms what many have suspected: politics is a weird business.

Rowland points out in his newest book, “Politics Weird-O-Pedia: The Ultimate Book of Surprising, Strange, and Incredibly Bizarre Facts about Politics,” that today’s political culture is no more unhinged than it has been at any point in world history.

Alzheimer’s Walk

The Plattsburgh Alzheimer’s Walk returned this year to raise money to support local services on Sunday, Sept. 2019. The nonprofit event started at Sibley Hall, where activity tables, information and merchandise were available, along with live music, food and raff les. The funds raised went to the Center for Neurobehavioral Health: Alzheimer’s and Third Age Adult Day Center.

New York University College of Dentistry’s outreach program and United Way of the Adirondack Region hosted a dental care event from Sept. 28 to Oct. 3. The non out-of-pocket program provided those in need of dental care with all kinds of services. Examinations, fillings, extractions, sealants, root canals and more were available for patients of all ages. The program is for those who cannot access dental care easily due to any reason. A waiting room, examination room and surgery room were at the Westside Ballroom for patients; and many dental students from New York.

A proactive approach is a key component of protecting oneself against breast cancer. While the National Breast Cancer Foundation, Inc.® notes that many breast cancer symptoms are invisible and not noticeable without a professional cancer screening, women can keep an eye out for certain signs of breast cancer they might be able to detect on their own. Monthly self-exams can help women more easily identify changes in their breasts. During such self-exams, women can look for the following signs and symptoms and are advised to report any abnormalities they discover to their physicians immediately.

• Changes in how the breast or nipple feels: The NBCF says nipple tenderness or a lump or thickening in or near the breast or underarm could indicate the presence of breast cancer. Some women may notice changes in the skin texture or an enlargement of the pores in the skin of their breast. In many instances, skin texture has been described as being similar to the texture of an orange peel. Lumps in the breast also may indicate breast cancer, though not all lumps are cancerous.

• Change in appearance of the breast or nipple: Unexplained changes in the size or shape of the breast; dimpling anywhere on the breast; unexplained swelling or shrinking of the breast, particularly when the shrinking or swelling is exclusive to one side only; and a nipple that is turned slightly inward or inverted are some signs and symptoms of breast cancer that can affect

the appearance of the breast or nipple. It is common for women’s breasts to be asymmetrical, but sudden asymmetry should be brought to the attention of a physician.

• Discharge from the nipple: The NBCF notes that any discharge from the nipple, but particularly a clear or bloody discharge, could be a sign of breast cancer. The NBCF also advises women that a milky discharge when they are not breastfeeding is not linked to breast cancer but should be discussed with a physician.

Learning to recognize the signs and symptoms of breast cancer can increase the likelihood of early diagnosis, which greatly improves women’s chances of surviving this disease. ■ ~

reast cancer is a formidable foe. According to the World Health Organization, an estimated 627,000 women lost their lives to breast cancer in 2018. But women are not helpless in the fight against breast cancer, as the WHO notes early detection is critical and could potentially save thousands of lives each year.

Though women may notice various signs and symptoms that could be indicative of breast cancer, breast pain is generally not one of them. The National Breast Cancer Foundation, Inc.® notes that there are various harmless causes of breast pain, such as puberty, menstruation and child birth, but that breast pain is not commonly a symptom of cancer.

However, in rare instances breast pain may correlate with cancer. For example, breast tumors may cause pain, but cancerous tumors are not generally reported as painful.

Though it may not be linked to breast cancer, breast pain should still be reported to a physician immediately, advises the NBCF.

Guild holds quilt show

The Champlain Valley Quilters Guild of New York held its 17th Quilt Show last weekend, Celebrating Creativity. The two day event took place at the Plattsburgh State Field House on Rugar Street.

There, multiple vendors were set up for the event, offering items for sale and information. The Quilters Guild had a raffle to give away the 2019 quilt. Quilters Guild makes blankets, clothing and other material for people who cannot afford them. All money made at the event goes towards supplies for the Quilters Guild to continue helping those in need. Karla Strauss won vendor’s choice (photo right) at the Quilt Show for her quilt titled “That’s Tucker!” Her description reads, “This is a portrait of my dog, Tucker. I signed up for a college class with Lynn Wheatley, but a week before the class I decided to try it on my own. Such a fun thing to do!”

Ceremony marks re-opening of Whiteface Hall PLATTSBURGH | Whiteface Hall students helped cut the ribbon during the official grand re-opening of the SUNY Plattsburgh residence hall Monday afternoon.

The $19 million renovation project, financed with bonds through the Dormitory Authority of New York, included a new open stairway access to allow natural light into the basement recreation area, a new lounge on the first floor and another on the ninth — christened the Mountain View Lounge, which affords views of the Adirondacks and the Green Mountains of Vermont.

The project also included study areas and full kitchens on each floor and a reconfigured office space for the Office of Campus Housing and Community Living and more. Whiteface is one of the college’s three first-year student halls and was renovated with an eye toward the programming needs that support freshman success.

PAID FOR BY REVENUE EARNED

Residence hall projects are paid for through revenue earned by the halls on each campus.

DASNY helps secure the low-cost, tax-exempt bonds that are in turn paid off by that revenue.

The Sept. 30 ceremony featured a welcome from Community Director Danielle Attanasio, who, as an undergrad served as a resident assistant for two years in Whiteface, and remarks from Josee Larochelle, vice

president for administration and finance and chief officer in charge, Bryan Hartman, vice president for enrollment and student success, and Steve Matthews, director of campus housing and community living.

“We are committed first and foremost to student success and the student experience,” Larochelle said. “It is at the center of who we are and why we exist.”

MACDONOUGH FIRST TO BE RENOVATED

Renovations to campus housing began more than 15 years ago when plans were made to renovate the oldest residence hall on campus, Macdonough. Although never taken offline, Macdonough was completed in 2005.

Hood, in May 2011, was the first to be taken offline, re-opening in August 2012. A cycle of one hall in the planning phase, another in construction and another re-opening brought the campus to the Whiteface re-opening.

“The program has flourished and blossomed from when we first instigated this plan,” Harman, who previously served as director of residence life, said at the ceremony. “We know that to have student success, we have to make both social and academic connections to their campus. We keep both of these things in mind — focusing

on community space and focusing on academic work. It’s a priority, and it shows in the renovations here and in the other buildings. This will support student success for years to come.”

Matthews said that like Attanasio, he had lived in Whiteface after transferring to SUNY Plattsburgh.

‘LATEST IN LONG LINE’

DASNY’s managing director of construction, Stephen Curro, said the “cost-effective, sustainable solutions incorporated into Whiteface Hall are a clear example of our mission to meet or exceed SUNY Plattsburgh’s needs and provide its students with an optimal environment for living and learning.”

Kent Hall is the current residence undergoing renovation, having been taken off line in May. With its completion in August 2020, the total will 10 of the 12 on campus to be finished. The college will assess whether to go through with renovations on the remaining residence halls, Banks Hall and Adirondack. ■

‘WONDERFUL MEMORIES’

“It’s really nice to give a renovated building to our first-year students,” he said. “It will make wonderful memories for them — certainly different from my memories of when I first arrived in 1987.”

Although they were not in attendance, Sen. Betty Little and Assemblyman Billy Jones offered comments, congratulating the college on the completion of another residence hall renovation.

“I am delighted for SUNY Plattsburgh, its students and the North Country as a whole to see this multi-million-dollar project completed,” Little said. “It is a symbol of our dedication to our youth, ensuring they have the facilities and tools they need to become the future stewards of our economy. I look forward to watching them flourish and make our communities proud.”

Statewide UP officers to don breast cancer awareness patch Designed by local investigator PLATTSBURGH | University Police across the state will be brining awareness to breast cancer during the month of October by wearing a patch designed by SUNY Plattsburgh UP Investigator Seth Silver.

“The Pink Patch Project started in California with their state police to support breast cancer awareness,” Silver said.

“I found out about it and thought that we could do this.”

Patrick Rascoe, chief of SUNY Plattsburgh UP, said that “after last year’s ‘No Shave November,’ which raises awareness for prostate cancer, we wanted to do something for breast cancer, too.”

DECIDED ON A PATCH

“We had discussed pins and uniform bars, but ultimately decided on a patch,” Rascoe said.

Silver designed the patch, which takes the New York State University Police logo and adds pink details along with the breast cancer pink ribbons on either side of the state seal.

“Seth personally funded its creation and subsequent purchases,

even donating the patches for our uniforms,” Rascoe said.

Silver was quick to give credit where it was also due to Investigator Jess Facteau and Lt. Eric Zielinski, who were involved in its implementation as well.

“I wanted to get the patch out to all the SUNY police so they could wear it on their uniform shirt during October,” Silver said. Rascoe said the effort has grown legs with other campuses, many reaching out to Silver. Word reached the commissioner’s office in Albany by way of the officers’ union, the Police Benevolent Association of New York State.

APPROVED TO WEAR ON UNIFORM

“Three weeks ago, an approval was issued for wearing the patches on our uniform shirts for the month of October,” Rascoe said. Silver said plainclothes officers, who wear no sleeve patch, may wear the pink pin.

With some 550 University Police officers statewide, Silver said it would good to bring awareness to a disease that will kill nearly 42,000 women and 500 men this year, according to the American Society of Clinical Oncology and raise funds for breast cancer research at the same time during Breast Cancer Awareness Month.

“The union has registered the patch with The Pink Patch Project for advertising its fundraising, and they are also selling our patches to the public, with proceeds going to breast cancer treatment and research,” Rascoe said. Beneficiaries will be decided upon by union membership in November.

As a kid some 50 years ago, we didn’t have much in the way of organized sports back then. The vast majority of our games were just pick-up games, be it football, baseball, basketball, or kickball.

But like in the game of golf, where the player calls his own foul based on the honor system, we knew the rules of the game. If you fouled someone, interfered with a catch, double dribbled, trapped the ball or was tagged on a closed play, we very seldom argued over a call that was usually announced by the offender.

Despite being kids, we simply didn’t tolerate someone not playing by the rules of the game. It was generally their teammates who would overrule a habitual fouler who was never wrong when it was clear to all what happened.

They were either forced to pout if they repeatedly were overruled or would not show up to play until they learned to play fairly.

I think we would all be better served today if adults who know better could ever learn to play by the same set of rules we did as kids.

Sadly, too many of us have played along with the bad kid to control the games we play today. The old saying of, “All’s fair in love and war,” and we can now add, “ And just about everything else.”

So long as you can get away with it, and win, it seems nothing else matters.

The rules, standards of conduct, our belief system, and the things we once put our faith in, all seem to be easily swayed now, so long as the ruling goes in our favor.

Even in professional sports, we often see the offender put on a disingenuous acting performance when the foul or red flag is thrown. Just like the kid who wouldn’t play by the rules, even when instant replay shows the flagrancy of their off ense, they act as though the world has wronged them.

Perhaps it’s our judicial system that at times convicts the wrong person or let’s the guilty get away with the crime due to a technicality or skilled attorney. Either way many in our society, but not all, have tipped the scales to a system that seems to encourage it’s alright so long as you get away with it.

I fear we will live in a frustrating world until the value of fair play returns in every aspect of life.

Until our leaders and the vast majority of our people are capable of policing our own actions, we will live in a world where anything goes, and the only value that counts is winning at all cost. ■

To the Editor: There’s been a lot of talk that federal gun laws and their need to evolve. The truth is, they have. Prior to the National Firearms Act of 1934, you could buy a Thompson submachine gun without question along with sawed off shotguns, silencers, etc. Now, you can’t. Again, the media and the politicians don’t know, or don’t care about these facts, because they don’t fit their narratives, like the one that AR-15’s (which has been in production since 1964) are used for hunting, when there are hundreds if not thousands of articles & videos online to prove otherwise.

To the Editor: “If you’re a smoker — quit now.”

These words ring out loud and clear in a powerful obituary written by Geoffrey Turner, a Latham man who passed away earlier this year. Instead of reflecting on his personal or career accomplishments, Turner used his obituary to send an unequivocal message about the dangers of smoking.

“I did many good things, helped lots of people, and even made a decent living,” Mr. Turner wrote. “At 66 years old, I lived a decent life, but there are so many events and milestones I will not be able to share with my loved ones.”

The North Country Healthy Heart Network appreciates Mr. Turner’s candidness — too often, the dangers of smoking are glossed over.

Earlier this year, the Centers for Disease Control, the National Cancer Institute, and the Food and Drug Administration released findings from the 2018 National Youth Tobacco Survey. The results were alarming: for the first time in decades, the use of tobacco products by our youth has increased.

The Heart Network is encouraged by New York State’s decision to increase the age for purchasing tobacco products to 21. Several other proposals under consideration could reverse trends in youth tobacco use, including ending the sale of tobacco and electronic cigarette products in pharmacies and implementing new display restrictions. These steps are important because we know that 90 percent of smokers started before turning 19 — if you don’t start by then, the chances of becoming addicted decrease dramatically.

Northern Insuring taps new senior vice president PLATTSBURGH | The Board of Directors of Northern Insuring Agency, Inc. has announced the promotion of Ed Davis to senior vice president.

Davis joined the firm in 1996 after graduating from SUNY Potsdam with an economics major and fi nance and communication minor. At that time he cited the desire for “a responsible position offering career opportunity, expansion of knowledge and an immediate challenge.”

“For the past 23 years, Davis has met and exceeded goals, grown his insurance and risk management knowledge and taken on new challenges willingly,” a press release said. “He works closely with select clients building positive relationships and mentors a highly successful sales team.”

In his expanded role he will increase his responsibilities to include more direct oversight of the sales team.

I just want to contemplate the lovely autumn leaves as they turn to an array of warm colors. Yet, it is important to read the newspaper and keep abreast of current events. You might be surprised and discover that our government is still protecting our democracy. On Friday, the Department of Homeland Security reported on its Strategic Framework for Countering Terrorism and Targeting Violence: White supremacist violent extremists have adopted an increasingly transnational outlook in recent years… Similar to how ISIS inspired and connected with potential radical Islamist terrorists, white supremacist violent extremists connect with like-minded individuals online... we must not only counter foreign enemies trying to strike us from abroad, but also those enemies, foreign and domestic, that seek to spur to violence our youth and our disaffected — encouraging them to strike in the heart of our Nation, and attack the unity of our vibrant, diverse American society… It is vital that the Department help its state and local partners counter the influence of terrorists and violent extremists in the online space.

DHS has a plan. Let’s hope that they communicate with our local police who do the leg work to protect us in our communities. Let’s hope that those spurred to violence won’t have a gun!

The town board had reached out through different ways to the city council, according to Cashman.

“We have not received a response from the City of Plattsburgh,” Cashman said. “We’ve offered numerous times to sit down between our council and their council on a wide variety of issues and we’ve not received a response to that invitation yet.”

After reviewing the offer from the mayor, Cashman and the town board decided that they would not accept the terms of Read’s offer. ■

“Vaping companies are deliberately using flavors like bubblegum, Captain Crunch and cotton candy to get young people hooked on e-cigarettes — it’s a public health crisis and it ends today,” New York State Gov. Andrew Cuomo (D) said in a statement. “By banning flavored e-cigarettes, we are safeguarding the public health and helping prevent countless young people from forming costly, unhealthy and potentially deadly life-long habits.”

However, this ban Cuomo approved was approved before the full story was confirmed: most of the illnesses and deaths related to vaping are confirmed to be from illegal THC cartridges laced with vitamin E oil. Despite this, places that sell vape juices can only sell nicotine or menthol flavor starting Oct. 5, which will hurt vaping businesses and past smokers according to Earl Dahl, who owns Plattsburgh Vape Co. on Bridge Street.

“It’s going to cripple the business that I’ve put mass amounts of effort in, it’s going to ruin everything that I’ve strived for in the last three years,” Dahl said. “It’s going to hurt every single one of my customers that are going to go back to smoking after we’ve tried so hard together to get them to quit.”

“Teens who use e-cigarettes may have increased coughing, wheezing and worsened asthma symptoms,” Isabella said. “Long term vaping could increase the risk of cancer and higher risk of other addictions later in life… there’s conclusive evidence.”

According to Isabella, one of the ways anyone can help is education. By teaching children about the dangers of vaping, much like schools do now with tobacco, we can prevent children from vaping or using e-cigarettes in the first place. ■

The vaping “epidemic,” as it is being called by some, is still being looked into.

Many confirmed vaping-related illnesses or deaths came from using black market THC cartridges, called “Dank Vapes.” To save money, dealers will dilute the THC oil with other, more dangerous substances, such as vitamin E. Vitamin E oil is a type of tocopherols that is a dietary supplement and used for skin treatment. The oil is potentially dangerous when inhaled through vaporization. It can cause respiratory problems, nausea, weakness and long-term lung damage, according to the Center for Tobacco Control at Northwell Health. ■

CVPH hosted a vaping lecture on Sept. 24 to identify what is unsafe about vaping, specifically JUUL, which contains pure nicotine. Tobacco-Free Clinton/Franklin/Essex (TBCFE) told the audience of the dangers of vaping nicotine.

“There’s another chemical called acetaldehyde that is used to create a stronger addiction to nicotine,” TBCFE Program Director Dana Bushey Isabella said. “That is both in tobacco and nicotinebased products; and the industry knows all about that.”

Isabella told the attendees about different ways kids will use JUULs and how bad it is for their body. One such way is a popular fad called the “JUUL Challenge.” This includes the vaper holding

City extends agreement with Glens Falls National

The City of Plattsburgh Common Council voted to extend the current banking agreement with Glens Falls National Bank by an extra three months. This comes after the expiration of the previous five-year agreement that ended on Sept. 20, and a three month extension will allow more time to write up a new agreement. According to the city council, “A formal RFP will be issued to all local banks in October 2019 to solicit quotes for a new five year banking agreement to take effect beginning with the city’s fiscal period beginning on Jan. 1, 2020.”

PLATTSBURGH | The New York State Public Service Commission (PSC) recently awarded both PrimeLink and Champlain Telephone Company with its annual commendation for excellence in service quality to consumers during 2018.

Each year, the PSC recognizes telephone companies that provide exemplary service to their customers. The criteria includes evaluation of “customer trouble report rates” (CTRR) and the number of consumer complaints received by the commission. WIRY has new manager; station purchase in progress Santa retires as radio station owner

PLATTSBURGH | Owner of the local Plattsburgh radio station, WIRY 1340 kHz and 100.7 fm, William Santa, has stepped down from his position at the station to retire. News Director David Andrews has taken over as general manager after he and three other partners - Clinton County Legislature Mark Henry, Clinton County Sheriff David Favro and realtor Joey Trombley - began the process of buying the station.

“We’re still in the process of that purchase,” Andrews said. “With the FCC, they have what’s called a license management agreement (LMA). Until we our license, we actually operate under Mr. Santa’s license. We expect it at the end of November.”

WIRY covers local news and politics, including Monday with the Mayor and Town Talks with Michael Cashman.

The station also focuses on sports, weather and music such as classic hits and today’s best country.

“We’ve already made some changes in the music,” Andrews said. “We’re going to play music from the 60s, 70s and 80s and concentrate on that.

We’re going to do more local sports.

More highschool football, hockey and basketball.”

WIRY is licensed in Plattsburgh but reaches the surrounding areas and Champlain Valley. The station is going to turn 70 next year and is the only remaining live radio station in Plattsburgh, besides the college station.

“We want listeners to know that we appreciate their support,” Andrews said.

Beekmantown Eagles set to settle into new nest

BEEKMANTOWN | Coming off an impressive 26-0 win over the Peru Indians and setting themselves atop the CVAC football standings, the Beekmantown Eagles can now set their sites on a moment they have been waiting all season for.

On Friday night, the Eagles are set to run onto their new home field for the first time this season, opening the new BCS Athletics Complex in style against Plattsburgh High at 7:30 p.m.

“We have been dying to play on that field,” said Kaden Myers. “PHS is going to be a really tough team and we just need to show up as a team and play.”

Other players said they could not wait to experience a home game on a Friday night, under the lights for the first time at the new facility.

“It is going to be electric,” said quarterback Nate Finley. “It’s against another big team and a lot of people are going to be there. It’s going to be a fun night, hopefully we can go out there and play as a team.”

“It is going to be amazing and awesome, and hopefully it will be our first home win and I know they are working hard to get it done,” added lineman Riley Rafalko.

“We have been waiting for this home game for our senior year,” said lineman Carson LaPier. “We are all excited for this.”

It is also not just players who are anxious for the moment.

“We are going to take that field Friday night,” said coach Jamie Lozier. “We got the kids excited and focused this week for that game.”

Indians, the Beekmantown duo of Rafalko and LaPier shined up front, combining for five sacks and 10 tackles for loss.

“It was a great experience to play the way we did,” Rafalko said. “We were able to read the plays well and react.”

“I think Riley is the best defensive lineman in the league and we have the best defensive line in the league,” said LaPier. “Riley is a monster and it is hard to block him.”

“Carson and Riley are the fastest kids on defense,” added Mcginnis.

“They know what they are doing at all times. They know how to switch and take angles to get through the line.”

“We can move them around and that is the key to why other teams have trouble with them,” said Lozier of his line. “They are tough and they go hard and they are two of the best in the league. If we didn’t get the pressure on, they would have scored because (Peru’s) quarterback (Zach O’Connell) is impressive.”

It was a balanced attack for the Eagles, Myers ran for a touchdown and caught one scoring pass from Finley, who also had a rushing touchdown.

Mcginnis added a touchdown on the ground, as Finley and Mcginnis also had interceptions on defense. ”We have a good thing going and we had a hiccup against Saranac, but it was a nice wakeup call everyone needed, coaches included,” said Lozier. ■

Local response teams take part in hazmat drill First-responders deploy ‘boom’ on Lake Champlain, rein in potential oil spills

PORT HENRY | Local response teams participated in a hazmat drill on Sept. 11 to prepare for a possible oil spill along the route of the Canadian Pacific Rail Co., near Lake Champlain.

The particular area of focus was at the Port Henry Beach and boat launch area with participants on the other side of the lake, in Addison, Vermont, also taking part in the drill.

The New York State Department of Environmental Conservation (DEC) Emergency Spill Response, Essex County Hazmat Response Team, the EPA, Clinton County EOC, ENCON Police, VTDEC, Coast Guard District 1, Fort Dix Atlantic Strike Team, Vermont Hazmat Response Team, and Port Henry Fire Department, CP Rail’s contracted response team: Miller Environmental Group were among several agency response teams participating in the training exercise.

The Environmental Protection Agency (EPA) held a table top strategy meeting the day before with local response departments to put into action a plan the agencies had been devising for a while now, according to EPA’s Karen Way of EPA Region 1 out of Boston.

The response plan is centered around the geographics of the lake in conjunction with CP Rail’s route on Lake Champlain on the New York side. The areas to protect; whether historical or environmental (fish and wildlife), set groundwork for the plan and mutual aid agreements, as to who or what agency will fill certain roles in the event of a large spill.

Carl Pellegrino, EPA director Region 2 out of Edison, New Jersey, explained that, “There are three booming exercises going on simultaneously to demonstrate what it would be like for agencies, public and private, working together. In advanced planning, there are areas that need to be protected and those strategies have been developed ahead of time. But, depending on a number of factors: volume, movement of the water, wind, the spread, and kind of oil can change the game plan and there needs to be a degree of flexibility but also within the plan of action.

“There is a level of artificiality to these exercises but it also is beneficial to have a plan and know how to use equipment in the event of a crisis. These agencies will be the first responders in this type of event and other agencies, such as the EPA, wouldn’t be able to respond for a number of hours. Timely response is key to protecting valuable resources.”

The spill response training/drill involved three boom (a floating device to isolate oil spills) exercises simultaneously on the lake; various agencies practiced the deployment and maneuvering of the boom at the Port Henry shore and on the shore at Chimney Point in Vermont.

The DEC in Washington County practiced using drones to fly over the area and assess spills and placement of the boom with drone-flight video feedback. The drones also monitor the performance of the boom from a point of view that cannot be done by the human eye and makes the operation more effective. ■
