County eyes airport taxi regulations Lawmakers may seek designated company for Plattsburgh International

PLATTSBURGH | As the number of local taxi companies continues to rise, county officials are considering designating an official cab company for Plattsburgh International Airport and imposing regulations on cabs that pick up passengers there.

The regulations would likely be modeled after the City of Plattsburgh’s taxi policies, according to Airport Manager Christopher Kreig, which include limits on the maximum fare cabs can charge within city boundaries, requires cabs prominently post fare prices and requires taxis to register for a license to operate there.

New principal takes helm at Beekmantown Middle School Duff y Nelson starts tenure on Sept. 1

BEEKMANTOWN | Duff y Nelson, a longtime educator from Longmont, Colorado, will join the Beekmantown Central School District this fall as the new middle school principal.

District Superintendent Daniel Mannix announced last week that Nelson had been chosen from a field of “six very qualified

candidates” to replace Campbell.

“We are excited for Duff y to join our school community and are confident she will be able to build on an already wonderful middle school,” he said in a statement.

PLATTSBURGH | The City of Plattsburgh will move forward toward completing the Saranac River Trail.

The Plattsburgh Common Council last week voted to reject a

proposal that would’ve authorized Mayor Colin Read to decline $1.1 million in state funding toward the third phase of the trail.

The measure was initially proposed after the state Department of Transportation (DOT) recommended the city hold off on the project, in part because the agency had concerns about the city’s ability to complete the phase by the state-mandated timeline.

After initially backing the resolution to decline the funding, Read last Thursday advised councilors to vote the resolution down, citing a conversation he had with a DOT official about extending the deadline to complete the work. » River trail Cont. on pg. 9

Peru officials eye cameras after park break-in Town officials discuss purchasing security cameras for Lapham Mills Park

PERU | After a break-in at Lapham Mills Park last month, town officials are considering installing security cameras to deter vandals.

“We’re looking at 4-5 cameras in that area,” Town Supervisor Brandy McDonald told The Sun last week.

The locks on the dugouts at the baseball field in Lapham Mills Park were broken late last month and the equipment stored inside was thrown outside, according to McDonald.

Town Youth Director John Flynn reported that nothing appeared to be missing.

The incident was reported to New York State Police.

In the meantime, Peru officials want to install cameras there to prevent future vandalism.

A discussion on the cameras is expected to resurface in the

coming weeks after officials look at the cost of installation.

This isn’t the first time that the Town of Peru has seen vandalism at its public parks.

In 2016, vandals placed rocks in the port-a-potty at Sullivan Park, kicked out the ventilation screens and shot paintballs at the baseball dugout, windows of local businesses and Peru High School.

There were also reports of someone driving on the grass in the park and on the trails that year, an incident that prompted discussion of security cameras there and forced officials to reinstall a gate that had previously been taken down.

The town also has security cameras set up at the Little Ausable Park Gazebo and Heyworth-Mason Park, according to McDonald.

A number of vandalism cases have popped up around the county in recent years.

Last year, four teens were arrested and faced felony charges for allegedly violating the state’s hate crimes law with antiSemitic vandalism at a park in West Chazy.

The Village of Champlain installed at least eight cameras in 2016 after a string of incidents, everything from graffiti on village-owned picnic tables to illegal dumping in the landfill and suspicious activity at the gazebo in Paquette Park.

No movement yet on Tobacco 21 in Clinton County

As Essex County prepares for revote, Clinton County sits on sidelines

PLATTSBURGH | As stakeholders statewide push localities to raise the age to legally purchase tobacco from 18 to 21, Clinton County has not yet voted on the measure.

“There have been discussions, but no formal action has been taken,” said County Administrator Michael Zurlo.

The Tobacco 21 proposal has been symbolically endorsed by the towns of Champlain, Saranac and Plattsburgh and the City of Plattsburgh along with six out of eight school districts in the county.

On the heels of a national movement, counties statewide have slowly begun adopting local laws that raise the purchasing age to 21.

In June, Ulster County joined numerous others throughout New York state in adopting a local law. Other counties that have pushed tobacco purchasing age to 21 are Albany, Cattaraugus, Chautauqua, Cortland, Nassau, New

York City, Onondaga, Orange, Rockland, Schenectady, Sullivan, Tompkins and Westchester.

“We know that for this to become something that the (Clinton County) legislature will take on, they need to hear from their constituents,” said Karen Derusha, supervising public health educator at the Clinton County Health Department.

Grassroots support and public education are key to making this idea a reality, she said.

“So it’s very important for us to educate the public about the benefits.”

In Clinton County, one in five adults smoke cigarettes, according to a report from the Adirondack Health Institute.

Nine out of ten adults start smoking by the age of 18, the report says.

NEIGHBORS DELIBERATE

In neighboring Essex County, lawmakers are bringing a local Tobacco 21 law back to a vote this month after the measure was defeated in June.

The initial vote was rejected by a weighted vote of 1,359 to 1,264 — but three supervisors were absent, and their 298 absentee votes were counted as a “no.”

“The full board was not present for the vote,” Ticonderoga Supervisor Joe Giordano told The Sun. “Because of the absentees, it failed.”

A public hearing on Essex County’s local law is set for Aug. 6. ■

Murray’s Fools serve up craft spirits Fourth annual Adirondack Craft Beverage Festival to highlight expanded offerings with name change

ALTONA | Back then, they were called “Murray’s Fools.”

That’s the name bestowed by Harper’s Weekly on the unprepared city-slickers who journeyed to the rural Adirondacks in 1869, inspired by the William Henry Harrison Murray novel “Adventures in the Wilderness.”

Nearly 150 years later and a decedent of that writer, Randall Beach, alongside his wife Sarah Beach, have returned to the North Country — and they’re brewing up smallbatch craft spirits.

The couple’s distilling company, named

Murray’s Fools after those inspired by W. H. H. Murray all those years ago, is churning out batch after batch of specialty vodka, apple brandy and whiskey, each with New York-sourced ingredients.

They’ll showcase their wares at the upcoming Adirondack Craft Beverage Festival, formerly known as Plattsburgh Brewfest, at Elf ’s Farm and Adirondack Cider Company on Aug. 4.

The annual event’s name change signals the expansion of offerings this year to include everything from beer to wine, hard cider, spirits and even kombucha.

General admission tickets are $35 and include admission, 15 tasting tickets and a 2018 festival tasting glass. VIP tickets are available for $75.

Randall and Sarah Beach started bottling their first batch of corn-based Snowshoe Vodka at a family farm in Altona two years ago, and since then, they’ve expanded their offerings to include two other products, La Pomme du Lac apple brandy and Wolf Jaw single malt whiskey.

“We started with vodka because brandy and whiskey need to age,” Sarah told The Sun. The couple’s operation is growing. They re-

Just another hurdle to clear The Sun Editorial Challenges are part of daily living in both one’s personal life and that of every business.

By Dan Alexander You’ve no doubt • PUBLISHER • heard about the tariffs being placed on newsprint coming out of Canada.

The Sun has run stories and editorials on the subject in the recent past. So has nearly every newspaper and periodical that prints on a groundwood sheet.

We would prefer the trade battle didn’t exist, and paper cost hadn’t increased over 30 percent since last October, but that’s not how things played out.

Last week we learned tariffs would also be charged on the aluminum plates we also use in the production of The Sun. But like in life, we can’t always control the curve balls that get thrown at us and crying about it won’t change anything.

As a business, we are frequently forced to adjust to increasing costs beyond our control.

An example would be when New York state raised the minimum wage for the second year in a row. It puts us at a labor disadvantage with neighboring states and affects far more employees than a few entry-level staffers.

Government, competitors, equipment failure, or even unannounced power outages that wreak havoc on delicate computer equipment.

They’re all hurdles that are sometimes difficult to deal with, but dealing with them is what we do.

What we won’t do is roll over and give up. Nor will we use this as an excuse to cut services, nor personnel.

We’ll fight back and ask for a level playing field, but we will continue moving forward, tariffs in place or not.

When we prepared our budgets last fall, we could not have predicted how these tariffs would have affected our material costs, but then we’ve had many surprises this year both good and some not so good.

Again, that’s the nature of life and the gamble we take as a local private business.

We’ll have to work a little harder, go without some things, find a way to cut some costs and perhaps pass along some modest adjustments to our customers as would any business facing an unavoidable increase in raw goods, but it will not threaten The Sun’s very existence.

As with every setback, we’ll find a way to stay on course until these tariff storm clouds pass.

Until then, it is your support that keeps us pressing ever forward, and for that, we are thankful. ■

Reviewing facts on merger study

In the wake of changing demographics and tightening budgets, we commended the Elizabethtown-Lewis Central (ELCS) and Westport Central (WCS) boards of education last year for making the difficult decision to jointly authorize a formal merger study.

Decision time is now near.

A joint Merger Advisory Committee has spent the past year meeting to discuss if it makes sense if the two neighboring school districts in Essex County should merge or remain independent.

The subsequent merger study by the Syracuse-based consulting firm Castallo & Silky was released in May. The consultants were not tasked with making a formal recommendation to merge or not, but were rather asked by each board to examine if a merger would be worth pursuing and offering a starting point for discussion.

Among the report’s key findings: • ELCS and WCS have similar operating expenses per student, capital debt, property wealth per student, tax levy and graduation rates; • Enrollment in both districts has been dropping, and each has made “significant reductions” in program offerings since 2010; • A merged district would be able to offer all current courses in each district and have efficiencies to offer more courses or to reduce staff; • Administrative costs in a merged district could be reduced by approximately $220,400; • Net staffing savings that would accrue to a merged district would be approximately $255,832;

‘Stand your ground’ should be a last resort

To the Editor: In reference to the recent incident where a man was shot in a Florida parking lot, the media has once again thrown the wrong slant on “Stand Your Ground” law, trying to persuade the court of public opinion that it is a bad thing.

It’s not a matter of the law being good or bad. It’s a matter of people not considering the consequences of their actions.

All three adults involved were at fault in this incident.

First, the woman broke the law by parking in a handicapped spot. Second, the man who challenged her broke the law by harassing her. Third, her husband, in coming to her “defense,” broke the law by physically attacking the other man and continuing his attack after the man was down.

Had the woman parked legally, her husband would still be alive.

• “Leveling up” teacher salaries would cost approximately $185,131; • A potential merged district would receive $6,249,465 in state incentive operating aid over 14 years, or $657,838 for each of the first five years; • Each district requires $1 million of repairs to their infrastructure, including bus garages and athletic facilities; • The cost of building a new school at a location between the two current locations would be approximately $50 million; • The state would cover 90 percent of capital construction costs within 10 years; • Using only 1 percent of the incentive operating aid and the other savings noted in the report, the true value tax rate for a potential merged district in the first year is estimated to be $13.31 per $1,000, resulting in no increase for ELCS and a reduction of $1.31 per $1,000 at WCS. These are the facts, which now must occupy center stage as each district moves forward with this once-in-a-lifetime decision.

And the districts really have entered uncharted waters.

Despite the budget challenges facing school districts statewide, mergers are rare.

Since 2003, there have only been four mergers statewide, according to the New York State School Boards Association, none of them in the North Country.

Each board now has until Sept. 7 to host public information and discussion sessions.

We all need to apply a little more humility and a little less arrogance to the decisions we make in life and rely on “Stand Your Ground” only when we find ourselves in a life or death situation that we had no control over in the first place.

ber if they should hold straw polls, measures widely expected to pass in both districts as officials have repeatedly highlighted the importance of voter input.

If either district declines to authorize the polls, the process is terminated.

Once authorized, residents of each district will then have a chance to vote in a “preliminary advisory referendum” on Oct. 9.

If the straw polls reveal a majority of voters in each community want to move forward with a formal vote to create a new unified school district, voters will head to the ballot box on Dec. 4 for a final public referendum.

That’s just four months away.

Discussion will inevitably heat up as we head closer to a vote.

The passion in each community is evident by the lawn signs that have sprouted to advocate both sides of the issue.

We acknowledge that school and community are intricately linked, and the decision to merge two neighboring school districts is among the most important decisions a community will ever make.

Agree or disagree, we hope stakeholders are armed with the facts moving forward — not emotionally-charged conjecture or hearsay.

The Sun looks forward to continuing to inform voters in the weeks ahead of the critical votes and playing a leading role in the discussion.

We suspect this will be a precedent-setting debate, and the ramifications will reverberate for a long time to come, not just in our small pocket of the North Country, but statewide. ■

Officer assaulted during arrest at Clinton County Fair

PLATTSBURGH | On July 21 at 6:51 p.m., Clinton County Sheriff’s Deputies arrested Paul J. Potts and Danielle Potts for attempted assault of a police officer in the second degree, a class E felony; obstruction of governmental administration in the second degree, a class A misdemeanor; resisting arrest, a class A misdemeanor and disorderly conduct, a violation, following an incident at the Clinton County Fair.

It’s alleged that the Potts’ became disorderly and obstructed deputies’ attempts to investigate an alleged assault that was reported to deputies working on the fairgrounds. It’s also alleged that Paul Potts lunged at and head-butted a deputy in the face following his arrest. The deputy was not injured.

Danielle Potts was processed at the sheriff’s fair office and released after being issued appearance tickets. Paul Potts was processed at the sheriff’s office and arraigned in Town of Plattsburgh Court and released on his own recognizance. They are both set to appear in Town of Plattsburgh Court at a later date. ■

Parolee caught with marijuana, arrested

PLATTSBURGH | Clinton County Sheriff’s Deputies arrested Allan O’Brien on July 24 at 1:03 a.m. following a traffic stop in the City of Plattsburgh.

SCHUYLER FALLS | Clinton County Sheriff’s Deputies arrested Austin Taylor, of Schuyler Falls, after he allegedly stole a vehicle from a car dealership in the City of Plattsburgh.

He was subsequently located, after deputies initiated a vehicle and traffic stop, operating said vehicle in the Town of Schuyler Falls. Taylor was taken into custody and was turned over to Plattsburgh City Police Department.

Upon being released from the Plattsburgh City Court, Taylor was processed for criminal possession of stolen property in the fourth degree, a class E felony; criminal mischief in the fourth degree, a class A misdemeanor; operating without insurance, a misdemeanor; reckless driving, a misdemeanor; aggravated unlicensed operation in the second degee, a misdemeanor; and improper plates, unlicensed operator and unregistered motor vehicle, all violations. He was arraigned in Town of Schuyler Falls Court.

He was remanded to Clinton County Correctional Facility in lieu $5,000 cash bail or $10,000 bond. ■

Two arrests made in Walmart shoplifting

PLATTSBURGH | At approximately 6:45 p.m., New York State Police responded to Walmart in the Town of Plattsburgh for a report of a trespass.

An investigation revealed that Jamie Blake, 37, of West Chazy

was trespassing at the store. Blake was arrested for shoplifting at Walmart last July and was banned from the property.

Blake was located by responding troopers inside a vehicle in the parking lot. When asked for her name and date of birth, Blake provided the trooper with false information. She was arrested for false personation and trespass. Blake was released on appearance tickets returnable to the Town of Plattsburgh Court on July 31 at 4 p.m.

The driver of the vehicle Blake was in, Krista L. Lavarnway, 31, of West Chazy was found to be operating with a suspended license and an unregistered vehicle. The vehicle plates were removed and the vehicle was towed by Gallagher’s.

Lavarnway was issued tickets for unregistered motor vehicle, uninspected motor vehicle and aggravated unlicensed operation in the third degree, returnable to the Plattsburgh Town Court. ■

DWI arrest made under Leandra’s Law

PERU | On July 30 at approximately 11:30 a.m., New York State Police responded to a report of a one-car crash at 335 Lapham Mills Rd. in Peru.

The investigation revealed that a 2012 Nissan Altima driven

by Roxanne L. Barber of Peru, was traveling west on Lapham Mills Road when her vehicle crossed the center lines, drove off the south shoulder of the road, struck a mail box and then a ditch. Three children, ages 5, 7 and 11 were in the rear seat of the vehicle. No injuries resulted.

Barber was subsequently arrested for driving while ability impaired (DWAI)-drugs.

Barber was charged with three counts of aggravated DWI under Leandra’s Law, DWAI-drugs, criminal possession of a controlled substance in the seventh degree and possession of a hypodermic instrument. She was arraigned in the Town of Schuyler

Clothing donations welcome — but be mindful of usefulness

To the Editor: The First United Methodist Church Thrift Shop has served the community for many years. It offers clothing and household items at very reasonable prices.

It could not exist without the wonderful donations from the community. It is staffed by volunteers who sort these items on Monday and Thursday mornings and who work when the shop is open on Wednesdays and Saturdays.

We have an outside donation box to receive clothing and small items after hours.

Many times items are left outside the donation box and are then subject to the weather.

While most items are sale-able, we unfortunately receive many items that have outlived their usefulness and that no one would want. It is then up to the volunteers to dispose of them.

We are asking the community to please contact us when they have donations that don’t fit in or shouldn’t be left outside the box or have multiple items that would overwhelm our volunteers.

“When we aren’t cheering them on, we are rooting for the Buffalo Bills and Syracuse basketball,” Nelson said. “During our free time, we love to be outdoors: skiing, hiking, fishing, and camping. My family is looking forward to the opportunity to be active members of

the Beekmantown community.”

Nelson was born in Texas, and moved to Beekmantown nearly three decades ago when her parents opened the Beekmantown Grocery and Eatery. She met her husband, Jonathan, at SUNY Plattsburgh.

Nelson brings to Beekmantown a strong understanding of middle level instruction, early adolescent learners, project-based learning, technology integration and the importance of maintaining the social-emotional health of everyone, according to Mannix.

She joins the school from the St. Vrain Valley School District in Colorado, where for the past two years she’s worked as a learning technology coach.

She’s a SUNY Plattsburgh alumna, with a bachelor’s in History and Canadian studies, and a graduate of the University of Colorado at Boulder, where she secured a master’s degree in Curriculum and Instruction. She also at-

tended the University of Northern Colorado, where she earned her principal’s license.

For nine years she was a social studies teacher at Beekmantown Middle School.

“I was the alternative education coordinator for my last year in the high school, prior to moving to Colorado,” Nelson said.

“When I moved to I taught for two years in a 1:1 iPad environment at Westview Middle School, an Apple Distinguished school and STEM focused school, in the St. Vrain Valley School District (SVVSD).”

Her predecessor Amy Campbell, who served as the principal for over five years, has taken a new position as Director of Curriculum and Instruction.

“My goal upon becoming an administrator has always been to have an impact on the largest number of students,” Campbell said in a statement. “So, this new position as Director of Curriculum and Instruction allows

me to pursue my passion and share it with a significantly larger number of staff and therefore students. My hope is that I will be able to have that greater impact in my new position.”

“The great work Principal Campbell facilitated and led in roughly six years at the Beekmantown Middle School was transformational and we will remain thankful for her efforts,” Beekmantown Central School District Superintendent Daniel Mannix said in a statement. “Principal Nelson is committed to bringing the same dedicated service to our students, programming, parents and staff.”

Nelson’s hiring is the third in a series announced by Beekmantown this summer.

The district last month announced that Matthew Bezio would join the district this year as the new Beekmantown High School principal, and Polly Tavernia, the new assistant superintendent of special services. ■

Councilors voted 4-1 to tank the resolution. Councilor Michael Kelly (Ward 2) was the lone “yes” vote — citing advice from department heads, the Community Development Office and Department of Public Works that the city take more time to analyze how the trail would dovetail with the DRI. Councilor Joshua Kretser (Ward 6) was absent.

Now that Phase Three will move forward, the city will be on the hook for $289,800, the local share required as part of the state funding.

“That’s a concern, but it may not be as much of a concern in the future,” Kelly said.

Lawmakers are still exploring ways that the city can

contribute that money without it having an adverse effect on taxpayers, a concern Read floated last month when he said that overruns and the city’s share of the trail’s previous phases could amount to over $1 million and translate to a 10 percent temporary tax increase.

The decision to move forward with the third phase of the Saranac River Trail was hailed by an advocate for the project, Jesse Feiler, president of the Friends of the Saranac River Trail.

State gives Charter marching orders Provider has repeatedly failed to meet merger commitments, says state agency

ELIZABETHTOWN | The state Public Service Commission has booted Charter from the state two years after the state agency approved their merger with Time Warner.

The commission said Charter has failed to meet the terms and conditions set by the $55 billion merger deal — including agreement to provide broadband service to 145,000 rural locations in the state within four years — and has rescinded its approval.

The PSC has given the provider, which does business as Spectrum in New York, 60 days to write a transition plan for a successor to take over broadband and cable services.

“Charter’s non-compliance and brazenly disrespectful behavior toward New York state and its customers necessitates the actions taken today seeking court-ordered penalties for its failures, and revoking the Charter merger approval,” said PSC Chairman John Rhodes in a statement. “Charter’s repeated failures to serve New Yorkers and honor its commitments are well documented and are only getting worse.”

Charter spokesman Andrew Russell said the decision was politicized.

“In the weeks leading up to an election, rhetoric often becomes politically charged,” Russell said in a statement.

Charter contends they had met the guidelines.

“The fact is that Spectrum has extended the reach of our advanced broadband network to more than 86,000 New York homes and businesses since our merger agreement with the PSC,” Russell said. “Our 11,000 diverse and locally based workers, who serve millions of customers in the state every day, remain focused on delivering faster and better broad-

band to more New Yorkers, as we promised.”

But the two parties disagree on which locations should count as unserved: The PSC believes 18,000 of those locations are New York City-area locations that shouldn’t have been included.

Addresses in Buffalo, Rochester, Syracuse, Schenectady, Albany and Mt. Vernon were also flagged.

Russell declined to discuss the provider’s next steps.

The PSC fined Spectrum $2 million in June for failing the latest state-mandated deadline to wire 58,417 new addresses by more than 40 percent.

The commission tacked on a $1 million fine, bringing the total amount to $3 million, and directed its counsel to bring an enforcement action in State Supreme Court to seek additional penalties for Charter’s “past failures and on-going non-compliance.”

PSC ordered the transition should be orderly and must ensure no interruption in service to customers.

Failure will do so will result in “injunctive relief in (state) Supreme Court in order to protect New York consumers.”

Charter has previously attributed construction delays to utility pole owners, which must make room on their poles to accommodate new equipment.

The commission dismissed those claims and said the their general counsel has referred a false advertising claim to the state Attorney General’s office for enforcement.

Charter currently has approximately 2.5 million subscribers across New York state in more than 1,150 communities.

BROADBAND PROGRAM

The decision to evict Charter comes when the state has committed $500 million to its universal broadband initiative to provide service to every home and business in the state.

As part of the plan, Charter had been tapped to provide broadband coverage to a specified number of homes across the Adirondacks.

But Charter and the state Broadband Program Office has not made those locations public, citing their proprietary nature.

LOCAL REACTIONS

The Essex County Board of Supervisors passed a symbolic resolution in support of booting Charter on Monday.

“They haven’t met any of the milestones,” said Moriah Supervisor Tom Scozzafava. “They had set milestones to increase service to rural areas in Moriah,” he said, pointing specifically to hamlet sections like Cheever and residential areas along Routes 9N/22.

“Yet they have had constant cost increases to customers with no increase in service.”

Since 2014, the former Time-Warner contract with Moriah has sat idle and unsigned, Scozzafava said.

“Their representation to the consumer is horrible,” he said. “And they are a monopoly.”

Westport Supervisor Michael “Ike” Tyler seconded the resolution, which passed unanimously by voice vote.

Tyler told The Sun Westport still has no contract in place for cable service.

Their contract with the former Charter side of the new company ended last November, Tyler said, and the town offices have had no service.

“They don’t care,” Tyler said of Spectrum’s lack of response to their repeated requests to provide cable.

Board of Supervisors Chairman Randy Preston, from Wilmington, said Spectrum has not provided services the way they should to rural parts of Essex County.

“Things are not happening the way they should, the way we were told they would,” Preston said. ■

SUNY Plattsburgh touts multimillion dollar economic impact

New study shows school is “economic engine” for North Country

PLATTSBURGH | SUNY Plattsburgh has an economic impact of more than $307 million annually and has helped create or sustain 4,238 jobs, a new college-backed study says.

Tax revenue generated by SUNY Plattsburgh activities totaled more than $56 million per year from a variety of avenues, including employee compensation and sales tax, according

to the report, which was released last month.

“SUNY Plattsburgh is truly an economic engine for the North Country,” President John Ettling said in a statement. “The college is directly invested in economic development in the area through such efforts as START-UP NY, the North Country Regional Economic Development Council and more.

“But the college’s activities — from operations and events to human resources and volunteerism — contribute a great deal more as well, as this study shows.”

The school’s more than 5,600 enrolled students participated in over 12,000 hours — roughly equivalent to 16.3 jobs, according to the report — of community service through Project HELP, the United Way of the Adirondack Region’s annual Day of Caring and more.

SUNY Plattsburgh in the 2016-17 fiscal year employed 2,911 workers — 876 of them full-time — and paid those employees over $95.7 million between payroll and benefits.

That compensation in turn allowed employees to purchase more than $28 million in goods and services, equivalent to 192.6 direct jobs locally and a labor income of $6.2 million, according to the report.

The study estimates that the college’s indirect impact on the North Country’s employment numbers resulted in an additional 102.2 jobs in the region through facility support and the medical, food, retail and wholesale industries with a total of 294.8 jobs arising from support of college operations.

The number of licensed cab companies between those two years increased from six to eight, with two existing companies dropping off the list and five new ones signing on.

Between off-campus housing, food, transportation and other personal expenses, SUNY Plattsburgh students spent nearly $55 million locally.

From the college’s 5,245 students, 54.6 percent lived off-campus in the City of Plattsburgh or surrounding areas, the report says.

With an estimated rent of $6,000 per semester, those 2,864 off-campus students paid local landlords an estimated $17.1 million.

The school released the new report detailing its impact on the local economy last month.

It was prepared by the Office of the President, Office of Sponsored Research & Programs and Colin Read, mayor of the City of Plattsburgh and professor of economics and finance at the college.

Hochul touts Adirondack tourism in North Creek Officials trumpet uptick in tourism, but no mention of overuse

NORTH CREEK | Tourism statewide is booming.

The state welcomed 243.8 million visitors in 2017, nearly 5 million more than the previous year, generating a total economic impact of $108.7 billion — up $22 billion since 2011, according to the governor’s office.

Direct spending clocked in at $67.6 billion, nearly $3 billion more than 2016, and almost $14 billion more than in 2011 when Gov. Andrew Cuomo took office.

Lieutenant Governor Kathy Hochul delivered the cheery news at the Adirondack Challenge in North Creek on Sunday, the annual weekend event designed to promote tourism by shuttling lawmakers and state officials to the region to engage in goodnatured athletic events.

“For me, it’s a state of mind,” said Hochul as ski gondolas whizzed up and down a verdant green landscape at Gore Mountain. “When the street signs change to gold and brown, I know I’m back in heaven.”

According to a study by the Regional Office of Sustainable Tourism, an estimated 968,550 travelers visited the Adirondacks last year, generating about $240.4 million.

Hochul said the state was particularly focused on steering resources to the Adirondacks and ticked off a series of recent state investments, including funds to boost snowmaking operations at the state-owned Gore and Whiteface Mountain ski facilities and airport facilities in Plattsburgh.

More than 350 people attended the event, including state department heads and members of the state legislature, many of whom lavished praise on Gov. Andrew Cuomo, who took a pass this year, opting instead to stay in the New York City area, according to his public schedule.

“They’re the movers and shakers of the Adirondacks,” said state Sen. Betty Little (R-Queensbury).

Activities included whitewater rafting, a guided three-mile hike through the newly-acquired Boreas Ponds and mountain biking through the Indian River tract of the Essex Chain Lakes.

The event, Little said, is also critical in familiarizing downstate lawmakers with Adirondack issues, a tutorial that has proven to be useful in budget negotiations, including securing funding for infrastructure and natural disaster recovery efforts.

“We want to make sure they’re given all

resources in state government, and we have done that,” Hochul said.

OVERUSE ISSUES

But while officials trumpeted the success of the state’s tourism promotional efforts, no mention was given of overuse in the High Peaks, or the growing calls to boost the numbers of Forest Rangers who patrol an ever-growing expanse of state-owned land which now numbers some 5 million acres.

Keene Supervisor Joe Pete Wilson said he was supportive of the state’s efforts to boost tourism, noting the industry is the lifeblood of the High Peaks community and Essex County.

Getting people to come is the first step, he said, and managing resources must follow.

“In the big picture of how we manage use in the Adirondacks, I think that we’ve got to have

the frontcountry and backcountry infrastructure,” Wilson said, “and a lot of that is human beings having boots on the ground and being out there educating people, managing behavior when necessary and protecting resources, which is a critical part of the whole system.”

Cuomo has implemented a 2 percent cap on state spending, which applies to agencies like the state Department of Environmental Conservation (DEC).

“While the amount of acreage they steward and the amount of search and rescues have increased, rangers are trained to adapt to changing conditions, which they have effectively done to manage for these increases,” said a DEC spokesman. “DEC is committed to ensuring that ranger staffing remains at historically high levels.”

The spokesman continued: “In 2016 and 2017, we were able to hold the first back-toback academies in decades, and positions from the recent ranger academies have been concentrated in the Adirondack region.”

DEC is also ensuring rangers are being outfitted with the “newest and best equipment available” and the state agency continues to keep an eye on the latest technology, said the spokesman.

Forces have also been augmented by assistant rangers alongside a growing coalition of stewards and volunteers, as well as law enforcement agencies during search and rescue missions.

As overuse reaches critical levels, DEC has strengthened education and outreach efforts in the High Peaks this season, as well as rolled out new policies to combat overuse, including redirecting visitors to alternative hikes and cracking down on parking problems alongside the state Route 73 corridor between Lake Placid and Keene.

“I think it’s pretty clear the time is on us now to start acting,” said DEC Region 5 Director Robert Stegemann at the Common Ground Alliance in Lake Placid last month. ■

Clinton County secures funding for addiction services

PLATTSBURGH | Clinton County will be among 17 other counties to receive funding from the state for jailbased addiction services.

The state is set to allocate $156,000 to the Clinton County Jail to expand existing drug counseling and addiction treatment, state Sen. Betty Little (R-Queensbury) announced in June.

“Several years ago, when as a member of the Senate’s Task Force on Opioid and Heroin Addiction I hosted a forum in Plattsburgh, I listened to the painful testimony of a mother who had determined the only way she could help her only son was to have him imprisoned for forging a check,” Little said in a statement. “In jail, he wouldn’t be able to use the drug that was ruining and threatening his life.

“Access to treatment is improving in the North Country, which is great. But for many, addiction leads to crime, which leads to incarceration and what should then be a chance to get clean and make a positive change.”

Jail-based addiction services, Little said, will be a great help for many looking to turn their lives around.

According to a report from the New York State Division of Criminal Justice Services (DCJS), substance use disorder treatment services in jails save taxpayers $2,170 per person and victims $676, with a total impact of $2,846 saved for each person served.

The DCJS study, conducted in partnership with the Washington State Institute for Public Policy, also found that jail-based treatment has reduced the average five-year reconviction rate from 51 percent to 42 percent, and reduced victimizations by 13 people per 100 program participants. “(This funding) should help reduce the likelihood of recidivism by offering guidance and counseling that will help those in jail overcome their addiction at a time when they can and should really be able to focus on recovery,” Little said.

Last year a group of local officials, including Favro and Champlain Valley Family Center (CVFC) Executive Director Connie Wille, kickstarted a program that brought drug counselors into the jail for safe discharge planning and referral, assessment and education services.

The program was brought off the ground with a mix of funding from the state, the CVFC and the jail. ■

PLATTSBURGH |For the second consecutive week at the friendly confines of Melissa Penfield Park, the Plattsburgh North Stars jumped out to a big first-half lead and went on to another convincing victory in the Empire Football League (EFL) last Saturday.

This time, the Glens Falls Greenjackets were on the receiving end of a 50-0 pummeling at the hands of the North Stars, who evened their record at 2-2 on the season. Fullback Elijah Parks ran for three touchdowns in the decisive first half for Plattsburgh.

“We have continued to improve each week, for sure,” said North Stars head coach Scott Aguglia. “Our special team’s play, our ability to run the football and a swarming defense have been our strengths the past couple of weeks. We have also added a couple of players to help offset some injuries and that has helped us as well.”

Having the top-rated quarterback in the league hasn’t hurt the North Stars either as Harry Rascoe once again threw for over 300 yards as he completed over 60 percent of his passes. Rascoe fired touchdown passes

to speedster Trey Bucci and newcomer Troy Lawyer during the onslaught.

Jordon Keleher was Rascoe’s favorite target as he hauled in nine receptions to lead the receiving corps for Plattsburgh.

Rascoe and Sawyer Veneto also chipped in with touchdown runs for the winners.

New placekicker Anthony Montanaro booted a 32-yard field goal and also made five-of-six extra point attempts for the Stars.

The North Stars’ offensive line deserves a lot of credit for their success this season as they continue to open up big holes for the running game and have been giving Rascoe plenty of time to find open receivers in the passing game.

Center Jim Reisdorf, guards John Dubuc and Nick Moore and tackles Brandon Fox and Ben Saunders have been solid through the first four games for Plattsburgh.

Defensively, Plattsburgh shutout Glens Falls (2-2) and limited the Greenjackets to just over 100 yards of total offense. James Braid plucked an interception for Plattsburgh while Brandon St. John and Justin Lancaster pounced on Glens Falls’ fumbles.

Linebacker Josh Nephew also registered a sack to lead the winners.
