PLATTSBURGH | The city’s year-to-date spending report was presented to the Plattsburgh Common Council last week, and lawmakers appeared cautiously optimistic about the results — though one councilor warned that their work is far from done.

“Let us not assume that the $2.9 million surplus we have right now is the way it’s going to be at the end of the year,” Councilor Michael Kelly (Ward 2) said last week.

The two appeared at the Essex County Republican Committee Pig Roast on Saturday.

Molinaro and Stefanik delivered their comments alongside other GOP officials — including state Assemblyman Dan Stec and state Senator Betty Little — surrounded by a bucolic landscape of rolling fields and red barns.

Lake City hosts summer of street art “Outside Art” ramps up downtown murals

PLATTSBURGH | With sun shining above local artist Jodi Brunner, brush in hand, knelt on a risen platform before her vast canvas as the brisk call of seagulls echoed behind.

She put her paintbrush in a small yellow solo cup and leaned backward, examining her work on the wall of the Plattsburgh Boat Basin building for a moment before turning to another volunteer at her side, Lucid guitarist Kevin Sabourin, and smiling.

Brunner and her husband, Todd Brunner, are the artists behind the newest lake-inspired Outside Art mural, “Set Sail.”

The Brunners’ mural depicts a smiling Champy surrounded by sailboats beneath a fiery-red sky and red, white and blue waves, a nod to the Battle of Plattsburgh.

“It’s a dream come true,” Brunner told The Sun, standing with a group of artists last week who helped bring her vision to fruition.

The origin of “Set Sail” stems back to 2012, when Brunner entered the design into an art contest sponsored by the Adirondack Coast Visitor’s Bureau.

“Never did I see this becoming a mural,” she said. “It’s so exciting.”

For the Brunners, and the rest of the Outside Art crew, this is a summer of pivotal motion.

“Set Sail” is the second of four murals slated to be completed this season.

Earlier this month, Outside Art — a local volunteer organization dedicated to promoting Friday, July 27th – Tuesday, July 31st the Lake City as an arts destination — completed a mural 3D on the side of Ashley’s Fur3D Mission: Impossible niture on Durkee Street that Fallout celebrates the Fourth of July.

be completed last week, and in the next month, two more murals will pop up around the city.

Sabourin, a longtime musician in the area, will design one of them with a music theme. That’s expected to go right above an existing mural at 30 City Hall Place. Another, with a unity theme, will come sometime after that.

This series of street art projects has been partially funded by the Clinton County legislature, along with in-kind and financial donations from various community members.

Over the last few years, Outside Art has completed six murals around Plattsburgh, including the “4TH OF JULY in Plattsburgh” mural on Durkee Street, the Mountain Lake Mandala and Battle of Plattsburgh commemoration on City Hall Place, the “Woods and Wild Things” mural by Trinity Park, the Gharan Burton mural behind the North Country Food Co-Op on Bridge Street, and a harvest-inspired mural

As of late, the creation of these murals has become something of an event, said local artist, author and Outside Art coordinator Amy Guglielmo.

Residents and visitors alike can walk by and watch as the murals come together, she said, and even a quick glance can solidify a memory for some.

“We hear from people years later who say, ‘I was there, I remember when this happened.’

“Just watching is participating,” she said.

Guglielmo is inviting everyone to stop by and see this roving group of artists whenever you spot them around town.

An official unveiling of the Brunners’ “Set Sail” mural hasn’t been scheduled yet, but a celebration of the “4TH OF JULY in Plattsburgh” mural on Durkee Street is slated for Aug. 3. ■

Rouses Point welcomes new Italian restaurant Ristorante Casa Capitano celebrates grand opening

ROUSES POINT | The Village of Rouses Point is seeing an uptick in new business this season.

The latest to open its doors is Ristorante Casa Capitano, an Italian restaurant owned by Montreal expats Tom and Elizabeth Brilotti.

Last weekend marked the restaurant’s grand opening after two and a half years of planning and building reconstruction — and according to Tom, all the seats were booked through their three-day celebration.

From the restaurant’s upper deck expansive views of Lake Champlain can be seen, the water twinkling under the bright sunshine above. Its 100-seat capacity, paired with a wide window that allows patrons to peek into the kitchen, lends the place an intimate feel.

The menu features items from the couple’s family recipes.

Everything from the freshly-made pasta and the woodfired pizza, to the restaurant’s airplane theme — Tom spent his entire career in commercial aviation — invites visitors into the family’s world.

“Like other Italian families, we’re used to cooking for hundreds of family members,” Brilotti said, noting that both he and his wife had familial ties to Italy. “We’re originally from

Working the Clinton County Fair beat Local police sergeant talks community policing at summer staple

PLATTSBURGH | On a normal day, local law enforcement may be paroling the streets, investigating a crime or responding to citizen complaints.

But when the Clinton County Fair is in town, the Clinton County Sheriff’s Office diverts part of their operations to the fairgrounds.

Sergeant William Dominy is in the thick of it.

Walking around the midway at the fair last week as the sun set behind him, Dominy passed vendors with crafts for sale, game stalls with heckling hosts, and rides carrying visitors screaming with glee.

All the while he observed everything.

When a crying child passed by, Dominy listened for signs of duress.

He watched for people acting suspiciously, or any abnormal activity.

Larceny, lost children, fights, people sneaking in without a ticket — he’d seen it all.

“And without fail, every single year, we serve various arrest warrants,” Clinton County Sheriff David Favro told The Sun. But for Dominy, the scope of work that the Sheriff ’s Office does there every year goes beyond traditional law enforcement.

“There are so many facets to this job,” he said.

times even on ATVs, according to Favro.

Dominy said that sort of face-to-face interaction with the community offers a unique opportunity.

“More than anything we want people to feel they’re in a safe environment,” he said.

“Here, we get to get out on our feet, say hi to the kids, take pictures with them, give them a high-five.”

Beyond education — Favro noted that the department brings along a display booth, D.A.R.E. (Drug Abuse Resistance Education program) car and usually has a representative on hand to answer questions — the interaction has the potential to break barriers in

a time when tragedies, tense standoffs and mass-incarceration make headlines across the country, according to Dominy.

“We are like everyone else,” he said. “We like ice cream. We like fair foods.

“This is a little bit we can do to connect.”

As he spoke an older couple pulled him aside, asking for directions. He pointed them down the right path and listened to another officer speaking over the radio before continuing.

“This part of the job is just as important as dealing with the crime that comes with any society,” he said.

For any law enforcement agency, the public often act as its eyes and ears out in the field,

a collaboration that bolsters safety for everyone, according to Favro.

As neighbor of his passed by and said hello, before a man at the dunk take gave him a ribbing: “Hey, I spoke with the EMS guys and they said you’re slipping,” the clown called.

“I’ll keep an eye out,” Dominy replied, smiling.

Back at the sheriff’s office outpost on the grounds, Dominy watched as groups of people filed in from the parking area across the street, kids skipping alongside their parents and into the flurry of family-friendly activities.

I was told many years ago when I first joined the industry that once you get ink in your veins by working at a news

The days and weeks seem to fly by with one deadline after another.

Projects, events and the people we serve keep each day brimming with both the unexpected challenges and rewarding opportunities the keeps one’s interest peaked.

No two days ever seem to be same despite the repetitious nature of our work.

What makes what we do so interesting are the people we come in contact with each day. Readers, advertisers, co-workers, vendors, suppliers, elected officials, government employees, law enforcement as well as lawbreakers, postal workers, truck drivers, delivery personnel, non-profit groups, school officials, teachers, candidates, clergy, military, and other publication personnel.

You name the field, and we have a connection sooner or later that puts us in close contact with folks from all walks of life.

Some of the encounters are rewarding, while others can be heartbreaking.

We deal with happy folks, downright angry folks, some who are scared facing life-changing events, or others who’ve lost a loved one.

There are days when we aren’t always sure what planet some folks are from, and then there are those days when we aren’t sure what planet we are from, but wished we were there.

Reaching out to over 70,000 homes each week puts us in contact in a unique way with connections throughout the North Country region.

Through it all, we get a front row seat that is one of the best viewing portals of life in our community, around the region, the state, nation, and world one could imagine.

Every week we start with nothing but blank pages knowing that there are hundreds of thousands of stories happening all throughout the vast region we cover and despite our best efforts we know we will barely scratch the surface telling but a few of those stories.

Perhaps that’s why the days and week fly by, as we no sooner put one issue to bed and we are in hot pursuit of the next important story that needs to be reported.

In the end, it’s always filling the pages of The Sun and getting the product into your hands that keeps us sane, and on an even keel.

Despite the many ups and downs we may face in a week, we are honored to do it all for you. ■

good example for leadership We encountered a fleeting phenomenon last week: Civil discussion.

It was almost uncanny.

Hundreds of people from across the Adirondacks gathered at the Lake Placid Golf Club House to discuss some of the most pressing issues facing the region, including workforce development, overuse in the High Peaks and the perennial question of how to attract young people to sustain our struggling communities.

There were no screaming matches, hurt feelings, fistfights or resentful diatribes.

Twenty years ago, some of these people wouldn’t have been caught dead sitting across from one another (and would have been ostracized by their peers if they had, one attendee wryly remarked).

It’s easy to scoff at some of the soaring rhetoric coming out of this year’s Common Ground Alliance, but the annual event is an exercise in what can be possible once people

Our president, the man elected to protect us, our country and the constitution keeps siding with our adversary, a former KGB agent, while discrediting our intelligence community and degrading our allies.

Let that sink in.

He sided with a person that Trump’s own agencies say meddled in the 2016 election.

It’s time to recognize that Putin controls Trump, for reasons we can only speculate, and that Trump has hijacked the Republican Party.

Thus, Putin has influence over Republicans, seven of whom visited Putin the week before Trump’s summit. The party that claims to be so patriotic has chosen partisanship over patriotism.

Common Ground, for instance, has been credited by state officials for planting the seed for many current policies — including some of the overuse safeguards implemented by the state Department of Environmental Conservation earlier this month in the wake of the region’s explosion in popularity as a tourist destination.

Other discussion topics at this year’s installment included how to navigate climate change, how to best balance recreational opportunities with new state land acquisitions and the challenges facing vacation destinations.

Following small group sessions, attendees were required to craft at least one concrete legislative solution to present for future consideration.

Tension underpins all relationships in the Adirondack Park.

Our communities must balance environmental protection with economic growth.

We must navigate the fault line between those advocating for a regional approach for promotion and development versus those committed to retaining their parochial fiefdoms.

Local officials grapple regularly with state bureaucracy, while the schism between tourists and full-time residents characterizes any vacation community.

But attendees acknowledged in order to move the needle forward on these issues, they need to work together.

My department heard the request for manpower and equipment for Monday, July 16, so we worked to get a crew together that was able to have the day off from work.

I have Mondays off. It is the only day my wife and I have off together, but I was willing to give it up to help the community.

After coordinating everyone and notifying Clinton County OES of the equipment and personnel we had available and that we could only be available onscene until 4 p.m., we were told to be there for 7 a.m.

Due to the shortage of volunteers, many of us do many tasks and several that were going to volunteer needed to be at an important budget meeting at 6:30 p.m., hence only being available until 4 p.m.

This still was providing volunteers for at least a nine-hour shift in the summer July heat. We were notified late Sunday night that if we could not be on scene for the full duration till 7 p.m. or 8 p.m. then we would not be needed.

This was disappointing for the volunteers who changed their schedule to help.

“I think it shows his lack of ability to work with the New York delegation on issues like the mandates that are pushed down to the counties,” Stefanik said. “That’s something we really need to get under control in New York state because that obviously has an impact on issues like health care when we’re voting for that.”

Molinaro said Cuomo, who is frequently mentioned as a 2020 Democratic presidential contender, is too focused on injecting himself into the national discussion.

“In the process, he’s discarding and overlooking hardworking taxpayers who need a governor who’s going to respect them and listen to them, and I’ll be that governor.”

Stefanik echoed Molinaro’s criticisms of the state’s high property tax burden, and pinned blame directly on Cuomo, who is seeking a third term.

“It obviously highlights the failure of Gov. Cuomo to reign in our taxes and the pressure on the counties,” Stefanik said. “That’s why

As governor, Cuomo has implemented a two percent property tax cap and has re-

quired counties to convene panels to probe for possible shared services.

But counties continue to complain over Medicaid costs.

Libertarian Party candidate Larry Sharpe, Green Party candidate Howie Hawkins and Stephanie Miner, an independent, are also running.

Molinaro faces an uphill battle to unseat Cuomo, who is also fending off a primary challenge from Cynthia Nixon.

The governor has raised $6 million this quarter compared to about $1 million for Molinaro.

A Quinnipiac University poll released last week reveals Cuomo would lead Molinaro 43 to 23 percent in a six-way general election matchup.

In a two-way race, Cuomo leads 57 to 31 percent.

Among all voters statewide, Cuomo’s approval rate is slipping.

Fighting back against the opioid epidemic In 2016, over 3,600 New Yorkers died of an opioid overdose.

In some counties in our congressional district, overdose fatalities have doubled and tripled in recent years.

Since arriving in Congress, I have prioritized combating this tragic epidemic. I have met and visited with many of the local organizations focused on this crisis.

I toured St. Joseph’s Addiction Treatment and Recovery Center’s outpatient clinic in Malone and their inpatient and veterans program in Saranac Lake.

I have met with organizations including the Alliance for Better Communities in Watertown, and I have kicked off a constructive roundtable with the Essex County Heroin and Opioid Prevention Coalition (ECHO).

I have brought together stakeholders on all sides of the issue — from law enforcement to those in recovery — for roundtables and meetings to discuss the path forward.

In my first year in Congress, I joined the Bipartisan Heroin Task Force to focus on federal policy solutions.

Our legislative approach has been comprised of four pillars: prevention, treatment and recovery, protecting communities and fighting fentanyl — the most widely used synthetic opioid.

In my first term in office, we successfully advanced two major initiatives to combat this epidemic that were signed into law.

People wonder why there is a lack of volunteers for many things today, it is because of being treated like this that people stop volunteering.

Thurman board members need to grow up or be replaced

To the Editor: Wouldn’t it be great if a couple living in Thurman could bring their middle-school aged children to town meetings?

They start at 6:30 p.m. That’s early enough so that after calm discussion of routine business, future leaders could get to know the adults who run their town.

This month, after learning of the unsafe conditions at the youth building and playground, they might have been reassured to hear from the board member in charge of maintenance that he was concerned enough to address the matter quickly. That would have been the case last year.

But this is 2018. Those of us who care about

landmark bill that made major investments to promote treatment and recovery from opioids.

In fact, this bill recently made two grants available to the Massena Drug Free Community Coalition and the Alliance for Better Communities in Jefferson and St. Lawrence Counties.

We also passed the 21st Century Cures Act, a major reform to our healthcare delivery system that advances research into developing better recovery treatments, helps customize patient recovery programs, and included significant funding to New York state to respond to the opioid epidemic.

In total, I have supported over $4 billion in federal funding to invest in the fight against opioid abuse.

But this fight is ongoing, in our communities and in the halls of Congress.

Just recently, I helped lead the effort to pass dozens of bipartisan bills to continue providing solutions and resources to communities across the nation.

One major comprehensive initiative we passed is the SUPPORT for Patients and Communities Act. This legislation expands access to improved treatment and recovery services, encourages non-addictive opioid alternatives for pain management and improves data that will help at-risk patients, and gives law enforcement tools and federal resources to get dangerous drugs out of our communities.

Included in this bill are important measures that will aid the fight in the North Country as well.

For instance, one provision will offer student loan repayment of up to $250,000 for participants who agree to work as substance use disorder treatment profes-

Inaccuracy clouds abortion debate

To the Editor: I would like to thank you for printing Raynard Corrow’s letter in the July 14 issue of The Sun. Your paper has provided me with an opportunity to help close a door on an inaccu-

sionals in areas of the nation most in need, particularly rural areas like the North Country. This will increase crucially needed treatment capacities in our district.

And as the home of more veterans than any congressional district in New York, I am pleased this bill requires the Department of Veterans Affairs to hire Veterans Justice Outreach specialists to ensure that our veterans don’t fall into the criminal justice system due to struggles with opioid abuse and addiction, PostTraumatic Stress Disorder, or mental illness.

This comprehensive bill also includes updates to Medicaid and Medicare to give these important healthcare programs added tools to fight opioid abuse.

There is no one silver bullet to tackle this issue and this fight will be ongoing across our communities.

I will work to ensure that community organizations such as ECHO, the Alliance for Better Communities in Jefferson County, the Substance Abuse Prevention and Recovery of Clinton County, and others in our region have the resources they need to bring education and recovery resources to as many North Country residents as possible.

We know our neighborhoods and communities best in the North Country, and some of the most effective strategies come from our local advocates.

Raynard provides a statement that illustrates a fundamentally misleading assumption surrounding the abortion debate often disseminated by fervent opponents.

Specifically I draw attention to the statement that appears in the letter’s third paragraph, “I find it a bit shameful that killing the unborn is so important to Democrats.”

What I think is particularly shameful is that Raynard, or anyone, Democrat or Republican, would honestly believe that there is any truth to this.

Do you really accept the validity of this?

That Democrats, specifically, are “demanding the right to kill the innocent” as claimed?

If you do believe this, perhaps it is because you either wish to frame the debate in this particularly offensive and inaccurate fashion, or you sadly misunderstood the complicated, sometimes exciting, sometimes tragic, circumstances surrounding any pregnancy, wanted or otherwise.

I have never been pregnant, making it difficult to imagine what goes on in the mind and body of someone experiencing a pregnancy.

However, one truth I have experienced is that I have never met anyone, of any political leaning, who was pregnant and “looking forward” to killing their baby.

To suggest that any pregnant person is

thinking this way is very, very sad and a little alarming. I think we would agree that there is almost no one in this great country who gleefully wants to murder children.

If you want to discuss abortion and you want to talk about the truth, let us first return to sound reasoning and legitimate claims.

Heating and cooling concerns unaddressed

To the Editor: I have been a renter at Inter-lakes Moses Ludington since June 22, 2017.

During the fall of 2017, I purchased an electronic fireplace from Lowe’s due to inadequate heat.

Also, during their construction, the air conditioning and heat fluctuated constantly.

After Elderwood took over, a man came into my room and told the management that my fireplace is illegal. It was removed from my room on my 86th birthday so I gave it to my grandson, Jacob.

Still, some of my fellow renters have tried in vain to receive answers to both air conditioning and heating concerns to no avail.

As it is 70 days until fall, let’s hope that the air conditioning and heating concerns will be addressed.

Inmate arrested for grabbing corrections officer Mooers man allegedly violated order of protection

MOOERS | Real J. Boulerice, of Mooers, was arrested last week and charged with criminal mischief and violation of an order of protection.

At approximately 3:45 p.m. on July 18, New York State Police responded to a residence on Gilbert Road in the Town of Mooers.

There, a complainant informed police of a current stay away order of protection between him and Boulerice.

The victim observed Boulerice, 79, on his land tampering with his electric fence. Boulerice pulled a fence post out of the ground and removed an electric fence solar charging unit. The solar charging unit, valued at $400, was damaged as a result.

Boulerice was arrested and charged with criminal mischief third degree and criminal contempt second degree. He was arraigned in the Town of Mooers Court and committed to the Clinton County Jail in lieu of $1,000 bail. ■

Woman arrested for theft at Plattsburgh International Airport

PLATTSBURGH | Clinton County Sheriff’s Deputies last week arrested a Diamond Point woman for allegedly stealing money from another person at Plattsburgh International Airport.

Angela Bruce, 63, was arrested July 18 on a charge of petit larceny, a misdemeanor.

The arrest was made subsequent to an investigation into a complaint in which Bruce allegedly stole an envelope containing money

DANNEMORA | Clinton County Sheriff’s deputies arrested a Plattsburgh man for allegedly grabbing a correction’s officer and obstructing his duties.

Joseph McPherson, 34, was arrested July 15 on charges of obstructing governmental administration in the second degree, a misdemeanor, and harassment in the second degree, a violation.

The arrest was made subsequent to an investigation of a complaint in which McPherson allegedly grabbed a corrections officer in the Clinton County Correctional Facility and obstructed the officer from performing his official duties.

McPherson was processed at the sheriff’s office for the charges and is scheduled to appear in the Town of Plattsburgh Court on a later date. ■

Plattsburgh woman arrested for suspended license, DWAI after crash

BEEKMANTOWN | A Plattsburgh woman was arrested on Sunday for driving under the influence with a suspended license after a car crash in Beekmantown.

Erica L. Harvey, 26, was charged with DWAIdrugs, aggravated unlicensed operation in the first degree, and aggravated unlicensed operation in the second degree. She was arraigned in the Beekmantown Court where she was remanded to the Clinton County Jail in lieu of $500 cash bail.

On July 22, at approximately 5:32 p.m., New York State Police responded to a report of a motor vehicle crash at the intersection of State Route 190 and Jersey Swamp Road in the Town

An investigation revealed that a 1997 Jeep Wrangler, operated by Harvey, was traveling south bound on State Route 190, in front of a 2009 Chevrolet Cobalt driven by Pamela E. Drinkwine, 48, of Willsboro.

Harvey slowed down to make a left turn onto Jersey Swamp Road. Drinkwine attempted to pass on the left, subsequently striking Harvey’s vehicle.

Harvey reported right rib pain and her passenger, Nicole L. Bruso, 45, of Plattsburgh reported right ankle pain. Both were transported to the University of Vermont Health Network at the Champlain Valley Physician’s Hospital in Plattsburgh for evaluation.

Drinkwine and her passenger, 9-year-old Fallon A. Dean, also of Willsboro, declined medical attention. Drinkwine was issued a ticket for following too closely.

Harvey was found to have a suspended license.

She was also found to be operating the vehicle under the influence of drugs.

Bruso, the registered owner of the Jeep Wrangler, was aware of Harvey’s suspension. Bruso was issued a ticket for facilitating aggravated unlicensed operation in the second degree. ■

Man arrested for robbery

PLATTSBURGH | A Glenville man was arrested last week for allegedly stealing a man’s wallet in Plattsburgh.

Robert J. Shaylor III, 37, was arrested by New York State Police and charged with robbery in the third degree.

On July 20, at approximately 10:31 p.m., police responded to a report of a robbery in the parking lot of the Butcher Block on Booth Drive in the Town of Plattsburgh. The victim reported that an unknown male forcefully stole his wallet in the parking lot. No weapon was displayed and the victim was not injured.

Shaylor was arrested and charged with robbery in the third degree. Shaylor was arraigned in the

Town of Plattsburgh Court and remanded to the Clinton County Jail in lieu of $1,000 cash bail, or $2,000 bond. New York State Police were assisted by New York State Park Police. ■

Arrest made after traffic accident

PLATTSBURGH | On July 20 at approximately 4:22 p.m., Clinton County Sheriff’s Deputies responded to a two car personal injury accident at the intersection of State Route 374 and Wallace Hill Extension in the town of Plattsburgh.

Wendie Collins was traveling east on State Route 374 and Paul Gibeau was traveling north on Wallace Hill Extension. Gibeau allegedly failed to yield the right of way to Collins traveling on Route 374 and failed to stop at the stop sign on Wallace Hill Extension. Gibeau’s vehicle struck Collins’s vehicle in the passenger side area as he crossed into the intersection. Gibeau was transported to CVPH for a laceration to the arm.

At the time of press release, Gibeau was still being evaluated and Collins was expecting to seek medical attention for a complaint of lower back pain. Gibeau was cited for failing to yield the right of way and failing to stop at a stop sign. ■

Driving while drug impaired leads to arrest

BEEKMANTOWN | On July 20, Clinton County Sheriff’s Deputies arrested Marie Jabaut for two counts of moving from lane unsafely, failure to keep right and driving while ability impaired by drugs (misdemeanor) after Jabaut was allegedly found to be operating a motor vehicle while her ability was impaired by drugs.

Jabaut was allegedly observed crossing the hazard markings and changing lanes unsafely while traveling on Interstate 87 in the Town of Beekmantown.

Jabaut was issued appearance tickets for the Town of Beekmantown to appear on a later date to face the allegations. Additional charges may be pending. ■

“We’re not doing this by cutting services,” Mayor Colin Read said at the council meeting last week. “We’re doing this by managing our resources better.”

With half the year over, expenses thus far have amounted to over $14.1 million, with $17.8 million in revenue coming in.

The city’s total budget for 2018 is $59,972,992.

“So far so good,” Chamberlain Richard Marks said, pointing to indications that one of two funds

currently in the red — the recreation complex fund — is seeing a more balanced budget this year.

Program revenue through the city’s recreational facilities is ahead by $7,200 over last year, according to Marks, and expenses are behind $103,000.

“The biggest factor is that the general fund is sending (the recreation complex fund) $13,614 less every month,” Marks said, referencing savings through abolishing the Parks and Recreation Department last summer.

“It’s improving, I think.”

“The people working in the rec center are doing an incredible job. They know they have a bit of a hole to fill from previous budgets,” Read said of the remaining staff responsible

for the city’s recreation programs. “I’d like to give them six months to a year to see if they can turn that around, and they’re really rising to that challenge.

“I’m optimistic they will turn it around.”

The only other fund not generating more revenue than is being expended is the library fund, which Marks contributes to ongoing capital improvements there.

“This does not mean our fiscal work is finished,” Kelly told his fellow council members.

“We have much more work to do.”

The council’s five-year budget outlook, passed in May, calls for an additional $650,000 in permanent and $65,000 in temporary cuts in 2019.

Those cuts, paired with a projected 1.9 percent tax increase, would allow the city to rebuild its fund balance to at least $1.1 million, according to the plan.

That five-year plan will be used by the mayor as he puts together his proposed budget for 2019.

The mayor isn’t required to produce his budget until October. But much like last year, which saw Read introduce his budget plan months ahead of schedule, the mayor is expected to reveal his fiscal plan next month.

The council also plans to pass a budget early this year, according to a statement provided by the mayor’s office in May, though the city’s budget isn’t due until January 2019. ■

Saranac River Trail completion remains uncertain City council continues deliberations on declining state funding

PLATTSBURGH | A resolution that would authorize Mayor Colin Read to decline $1.1 million in state funding to complete the Saranac River Trail (SRT) remains on the table.

The Plattsburgh Common Council took no action on the proposal last Thursday, with councilors instead opting to deliberate for a second week on whether or not to decline a grant that would bring the trail to the waterfront on Green Street.

Jim Munger, a local teacher, asked the council last week to maintain commitment to completing the trail.

“It’s become one of the greatest assets of our city,” he said.

“I want to see it completed in my lifetime.

“I hope you do the right thing with the SRT.” The resolution was expected to come up for discussion again on Thursday, after this edition went to print.

The city is responsible for nearly four miles of the SRT, which currently runs from George Angell Drive and through the SUNY

The second phase — which requires the construction of two pedestrian bridges — is expected to connect the trail to Stafford Middle School, down and across Pine Street and loop around to the downtown core.

With phases two and three still in the early stages, it’s unclear how much the city’s section of the trail is expected to cost in total.

But Read said that between the first two phases, taxpayer investment would amount to over $1 million, which he says could translate to “a 10 percent temporary tax increase.”

That’s due in part to the cost to build the two pedestrian bridges to complete the second phase. “(The city) is currently seeking cheaper DOT-approved

bridges to bring those costs down,” Read said.

Read also said that though the state Department of Transportation (DOT) has granted the city $2.8 million so far for the SRT, “100 percent of the overruns” are funded by Plattsburgh taxpayers.

This comes at a time when city officials continue to cut costs and seek significant savings in an effort to rebuild Plattsburgh’s fund balance and stave off a large tax increase.

“The City of Plattsburgh is absolutely determined to complete the Saranac River Trail,” Read said last week.

Sportsmen take to the lake this weekend Plattsburgh jet ski, wrestling tourneys on tap

PLATTSBURGH | This summer the Lake City will play host to a variety of sporting events along the shores of Lake Champlain.

Coming up this weekend is the East Coast Watercross Tour, a jet ski racing tourney now entering its second year.

“We are honored to help introduce these racers to the Adirondack Coast,” said event organizer Christopher Yates in a statement.

Hundreds of racers from around the country, aged 8 and up, are expected to land at the Plattsburgh City Beach from 10 a.m. to 5 p.m. on July 28-29 and compete on a 30-buoy course.

“We have the option to hold races in 13 states within our region and, as you can imagine, that allows for a lot of options both in lakes and on the ocean. However, most cities simply do not have such a large public beach area to accommodate all the racers.”

The Plattsburgh City Beach boasts one of the longest stretches of freshwater beach access in the country.

“Plattsburgh is not only a perfect race location, but it is a great getaway for the hundreds of racers traveling from as far south as Florida,” Yates said.

Food carts will be on-site for spectators.

Mayor Colin Read will compete with registered riders at noon on July 28.

BEACH WRESTLING

The Plattsburgh Beach Wrestling Tournament will also return this weekend.

Kicking off at 8:30 a.m., the annual event brings wrestlers of all ages to the city beach.

Different age groups will face off in five individual devisions further separated by weight class.

Registration costs between $20-50 depending on the participant’s number of age devisions and weight classes.

HOW TO PROTECT LIVESTOCK IN EXTREME WEATHER

Extreme weather is seldom fun for anyone. Although people often have the means to escape inclement weather, animals are at the mercy of their caregivers.

Protecting animals during extreme weather is not restricted to domesticated pets. Those who have livestock on their properties must recognize that these animals will need various levels of care as well. Animals such as chickens, cattle, goats, and llamas can be adversely affected by extreme weather. Individuals can heed these safety guidelines to avoid subjecting such animals to the stress, discomfort and illness that can result from exposure to extreme weather.

SUITABLE SHELTER

One of the best ways to safeguard livestock from extreme weather is to ensure they have a place to escape the elements. Animals can get sunburned and may overheat, so make sure shelters can block the sun’s rays on hot days while also allowing for air to circulate through the dwelling.

It’s also key that the shelter be capable of accommodating all of the animals at the same time. Livestock shelters do not have to be complicated. They can be as elaborate as a barn or as simple as carports or tarps and shade cloth.

Access to fresh, clean water is also essential. Dehydration can set in, particularly for animals with thick coats or those that are young or elderly. Animals tend to expend a lot of energy to cool down or stay warm, so they will need an ample supply of water to remain hydrated and healthy. Standing water can become a breeding ground

for parasites and insect larvae. Therefore, change water frequently to make sure it is sanitary. Some farm experts advise aerating troughs to help prevent algae growth or mosquito infestations. A small amount of raw apple cider vinegar may help as well. However, always discuss water sanitation methods with a veterinarian before testing them out on farm animals.

MOLD-FREE FEED

Hot, humid temperatures can cause mold to grow on hay and other feed sources. Cows do not like to eat moldy hay and it can make horses ill. The University of Minnesota Extension says horses are particularly sensitive to dust

from mold spores and can get a respiratory disease similar to asthma in humans called recurrent airway obstruction, or RAO, which is often referred to as heaves. Hay needs to be dried out before it is fed to animals. Any feed should be stored in cool, dry conditions and inspected before being dispersed to livestock.

Wooly animals may benefit from a shear prior to the onset of hot weather, advises the Maryland Small Ruminant group. Do not shear too short. For instance, a one-inch fleece can dissipate heat and help the sheep keep cool.

Plattsburgh trounces Seaway Valley

Plattsburgh North Stars to face Glens Falls Greenjackets on Saturday

PLATTSBURGH | The Plattsburgh North Stars scored early and often over the short-handed Seaway Valley Venom Saturday night at Melissa Penfield Park on their way to a convincing 83-6 win in week #3 of Empire Football League action.

The victory was Plattsburgh’s first win of the season after suffering two narrow defeats in their first two matchups against Hudson Valley and Utica.

The North Stars scored 29 points in the opening stanza and began substituting freely for the rest of the contest versus the Venom (0-3).

Plattsburgh increased their lead over Seaway Valley to 49-0 by halftime.

“It was great to be able to get everyone in the game,” said North Stars coach Scott Aguglia.

Quarterback Harry Rascoe completed 6 of 8 passes for 146 yards and four touchdowns, while backup Dominick Bordeau also fired a 33-yard touchdown pass on his only attempt through the air.

The North Stars were led on the ground by tailback Heath Geiser, who ran for three touchdowns and 96 yards in the game.

Elijah Parks also rumbled for 96 yards and a score for the Stars.

Bordeau also scampered for two touchdowns on the ground.

Tre Bucci, Jordon Keleher, Sawyer Veneto, Sean Dixon and Bordeau all hauled in touchdown receptions during the rout.

Keleher also chipped in with a 54-yard punt return for a score and linebacker Lejon Kelly-Duso was credited with a safety on a blocked punt recovery in the end zone early in the contest.

Defensively, Plattsburgh received interceptions by Josh Rock, Jared Croy and Keleher.

Timmy O’Meara, Donnie Coolidge, Devin Alkinburgh, Donald Beyers and Thomas Goodrow were all responsible for holding the Venom to 80 yards of total offense.

Seaway Valley scored their first touchdown of the season as Nick Bowman hooked up with John Seboe on a 66-yard touchdown pass late in the fourth quarter.

In other EFL action, the Utica Yard Dogs upped their record to 3-0 in the league with a 24-0 win over Tri-City Spartans (0-3), and the Hudson Valley Mountaineers also went to 3-0 win a convincing 44-0 triumph over Glens Falls (2-1). ■

Youth baseball tournament to honor fallen player Memorial games will be area’s first youth wooden bat tournament

PLATTSBURGH| Champions Events, in conjunction with Kangaroo Court North Baseball Club, will be starting a new tradition this summer for local travel baseball teams in the Plattsburgh area.

The weekend of July 27-29 will mark the start of the first annual Battle of the Burgh/ Geoffrey Duquette Memorial Tournament.

state and Canada will participate across four age divisions (10u-14u) in the area’s first ever youth wooden bat tournament.

The tournament will begin the evening of July 27 and conclude the afternoon of July 29.

The “Battle of the Burgh” will utilize all City of Plattsburgh recreational fields throughout the weekend including South Acres Field (Flynn Ave), Gerald Burdo Field (Fox Hill), Lefty Wilson Field (Penfield Park) and the newly named Hector Duquette Field (Penfield Park).

The tournament will honor Geoffrey Duquette, a former Plattsburgh Little League, Plattsburgh High School and American Legion standout who was considered a role model on and off the field. The tournament will mark the 25th anniversary of his untimely passing.

With the continued support of youth baseball from the City of Plattsburgh as well as sponsors Joel Maggy Met-Life Home and Auto, The Fourth Ward Baseball Club and Martin-Harding and Mazzotti, event coordinators hope to start an annual event that will further promote the growth of baseball in the area for years to come.

“Those participating and attending this tournament can expect some great baseball, in a fun and family friendly atmosphere. The ultimate goal of Champions Events, and Kangaroo Court North is to provide a positive experience for all the players and families while continuing to promote the growth of the game of baseball in upstate New York,” said Zeke Perras, childhood friend of Duquette and tournament cofounder, along with Joel Maggy. ■

Inductees announced for local baseball hall of fame

Ceremony for baseball standouts is on for Aug. 9

MORRISONVILLE | Four former Post 20 baseball standouts –John Zerrahn, Peter Proctor, Matt Sames and Tom Neale -have been selected for induction into the Clinton County Mariners Hall of Fame later this summer.

Zerrahn was a standout member of the Post 20 baseball program for four seasons, 1970-73.

He was a member of District IV Championship teams in 1970 and 1971. Following a standout high school career at Peru Central School, Zerrahn continued his baseball career at Plattsburgh State.

Proctor was a four-year standout in the Post 20 baseball program from 1973-76. Following a standout career at Beekmantown Central School, Proctor played his freshman season at Indiana State and his sophomore season at Palomar Junior College before finishing his career at the University of California-Northridge.

Sames spent three years, 1984-86, as one of the top performers for Wally Vanderhoff coached squads. He was a key component on the 1985 District IV Championship squad that finished with a 32-6-1 record. Following his career at Plattsburgh High School, Sames went on to a standout career at LeMoyne College from 1987-90.

Rouses Point to host Adirondack craft show Crafts, artists, food and beer on tap this September

ROUSES POINT | The Village of Rouses Point will host the “Most on the Coast Adirondack Coast Market Day” on Saturday, Sept. 29, from 10 a.m. to 4 p.m. at the Rouses Point Civic Center.

The “Most on the Coast” is a diverse showcase of the best crafts that the Adirondack Coast Region has to offer, including handmade crafts, local artists, food vendors, beer and wine tasting, live music and a kids area.

“Our region has a growing population of artisans, growers and crafters that produce highquality handmade items that are the pride of the

Adirondack Coast,” said Steve Peters, village administrator. “It’s a great honor to showcase what the Adirondack Coast Region has to offer, along with the opportunity to welcome visitors from all over the region to this one-of-a-kind event.”

Chazy class of 1978 to hold 40th reunion weekend

CHAZY | Chazy Central Rural School’s Class of 1978 will be celebrating their 40th class reunion with a 3-day event from July 27-29.

Reunion goers will be treated to Dr. Beaumont’s Tour of Terror, guided by the Greater Adirondack Ghost and Tour Co. in Plattsburgh, July 27 at 7 p.m.

On July 28, an Ausable Chasm tour will start at 11 a.m. A tree planting ceremony on the school lawn will be held at 6 p.m., followed by a celebration party at the Chazy Weathercock Restaurant and Bar at 7 p.m.

The Chazy Lions Club will host Chazy Old Home Day festivities at the Rec Park all day Sunday. ■

Senior trip to Raquette Lake slated for Aug. 10

PLATTSBURGH | The Town of Plattsburgh is sponsoring a trip to Raquette Lake Navigation Company on Aug. 10. The group will travel to Raquette Lake for a barbecue luncheon and boat cruise on the lake.

This day program is open first to any Town of Plattsburgh senior citizen and then to all other county senior citizens if space is available. The cost of the trip is $55 and includes lunch. The bus will be leaving the mall parking

lot at 8:30 a.m. and return at 5:30 p.m.

Clinton County Historical Association will offer trips to Bluff Point Lighthouse

PERU | The public is invited to join the Clinton County Historical Association (CCHA) on Sunday, Aug. 12 at the Peru Dock for the opportunity to visit the historic Bluff Point Lighthouse on Valcour Island.

Round trip transportation will be provided for a fee of $25 each and will include a trail guide and George Clifford’s book on Lake Champlain lighthouses.

The boat, that holds five people per trip, will begin shuttling at 9 a.m. with trips to the lighthouse made every 20 minutes. The lighthouse will close at 3:30 p.m. and all visitors to the island must return by 4 p.m.

Pre-registration, payment and scheduling departure and return times must be done by Aug. 6 to guarantee a spot on the boat. Once on the island, a docent will be available for tours of the lighthouse with self guided tours on the island.

PLATTSBURGH | The 8th annual Run to Remember, a 5K fun run/walk around the oval and surrounding trail, will be held Friday, Aug. 17. Registration will begin at 6 p.m. The kids one mile fun run and walkers will start at 6:30 p.m. and the 5K run will begin at 7 p.m.

Donations of $15 will be accepted up to August 13 and $20 will be accepted up to the day of the run. For the 12 and under run, the cost is $5.

All donations will go to the Third Age Adult Day Program of the Center for Neurobehavioral Health in Plattsburgh that provides assistance to individuals living with Alzheimer’s disease and their families.

Rouses Point preschool expands services Champlain Children’s Learning Center awarded $4,000 Adirondack Foundation grant

ROUSES POINT | The Champlain Children’s Learning Center has been awarded $4,000 through the Adirondack Foundation’s Generous Acts Fund, and the preschool has already used the money to expand their offerings.

The funding has allowed the preschool to open up a new classroom for three-year-olds who need help transitioning from toddler care into the preschool program, according to the school’s director, Rebecca Filon.

“We found that when (some students) were first moved from the toddler room to preschool, they were struggling,” said Filon.

The new “flex-classroom” will allow kids a more inti-

mate learning and care experience, where they’ll get help with potty training and other skills needed before entering into preschool.

“It’ll definitely help us serve more kids,” Filon said.

Funds were also used for room repairs and to adapt the space to better accommodate the age group.

The Champlain Children’s Learning Center also purchased new furniture, toys and a changing table. “(Children) can move into the room at 33 months, and we’ll keep them until we feel they’re ready to make the change into the preschool program,” Filon said.

The $4,000 grant is part of $137,866 in grants awarded to more than three dozen nonprofit organizations through the Adirondack Foundation.

The foundation’s Generous Acts Fund accepts applications

once per year for grants from a pool of donations from generous people who care about local communities, according to a news release from the organization.

“Nonprofits are the heart and soul of Adirondack communities, providing vital programs and services that enhance our quality of life,” said President and CEO Cali Brooks in a statement.

“This round of grants reaches far and wide—from Malone to Old Forge to Essex to Plattsburgh, and lots of places in between. We applaud the heroic work being done by these nonprofit grant recipients.”

Grant awards ranged from $1,000 to $10,000.

Mountain Lake PBS also received a grant to expand its PBS Play Date early literacy program, a collaboration with local libraries. ■
