PLATTSBURGH | Five people were arrested Monday for criminal possession and sale of methamphetamine.

Justin Houghtaling, Austin Dapo and Victoria Sheppard, all 24 years old and from Plattsburgh; Charlene Gonyo, 28, of Schuyler Falls and Joseph Yelle, 30, from Beekmantown were arrested by Clinton County Sheriff Deputies and charged with two felonies each.

Sheppard and Yelle were both charged with criminal sale of a controlled substance on school grounds, a class C felony, and criminal possession of a controlled substance, a class D felony.

Houghtaling, Gonyo and Dapo were charged with criminal possession of a controlled substance and criminal sale of a controlled substance, both class D felonies.

The five were arrested on warrants without incident after an investigation by the sheriff ’s office, according to a news release.

They were processed and remanded to the Clinton County Correctional Facility.

Houghtaling, Gonyo and Shepard were released on pretrial release.

Yelle was held with bail set at $2,500 cash, $5,000 bond.

Dapo released on pre-trial release but remains incarcerated on unrelated charges, according to the sheriff ’s office. ■

PLATTSBURGH | The state is advising the City of Plattsburgh to put the brakes on the next phase of the Saranac River Trail project, citing a lack of confidence in the city’s ability to meet a state-mandated engineering deadline.

“We have expressed concern with (the) city’s ability to complete the project on time,” state Department of Trans-

portation spokesman Michael Flick told The Sun. The state agency recommended the city temporarily hold off on accepting $1.1 million in grant funding because it may not be feasible to get the design completed within the state-mandated timeframe.

“Since the state and local agreement was executed (in October 2017), the city had not moved forward with design,” Flick said. “To date, no consultant has been brought on board to progress the design.”

Flick continued: “Given that, there is no longer time to complete this work and meet the requirements of this program.

Three-year-old Michael Hart III has a congenital condition called Noonan Syndrome, which requires heart surgery for the tot and correction for hearing impairment. After one round of successful heart surgery at Boston Children’s Hospital in June, the Hart family, of AuSable Forks, has several major hurdles ahead.

Three-year-old Michael Hart III is the son of Au Sable Forks firefighter Michael II and Jessie Hart. Little Michael’s grandfather, Michael Hart Sr., is also a firefighter with the AuSable Forks company.

The little boy has a congenital condition called Noonan Syndrome, a disorder that presents with heart defects, hearing impairment, sometimes skeletal growth problems and often bleeding disorders, among other symptoms.

In Michael’s case, the family just went through one successful heart repair surgery in June with their little boy.

The medical procedure was done at Boston Children’s Hospital.

Continued travel to appointments at UVM Medical Center and to Boston present financial difficulty.

To help, Art Buesser and the Mountain Riders motorcycle club is honoring Michael III and his family with their annual Fallen Angel ride this weekend.

The benefit ride began 12 years ago as a way to provide support for Buesser’s grandson.

“We expanded my grandsons ride and changed it to the Fallen Angels Ride to help any child in our area in need of medical care,” Buesser explained of their benefit.

Transit company to expand at Plattsburgh International Airport

State-subsidized effort to create 52 jobs

PLATTSBURGH| The expansion of a train and subway door manufacturer is expected to bring 52 jobs to the region.

Vapor Stone Rail Systems, a division of Wabtec Corporation, plans to expand its operations at the Plattsburgh International Airport.

The company will lease 60,000-square-feet of manufacturing and warehouse space adjacent to the airport facility, according to the governor’s office, who made the announcement last week.

Vapor Stone will invest nearly $2.5 million in machinery, relocation expenses and employee training to fit the facility, which is currently under construction as part of the airport’s ongoing effort to upgrade and modernize the facilities.

The project is supported through a publicprivate partnership between the state Department of Transportation and Develop-

ment Corporation.

The state’s economic development arm, Empire State Development, will provide up to $700,000 in performance-based Excelsior Jobs Program tax credits to support the creation of the new full-time jobs.

Th e company plans to also retain its current Plattsburgh-based workforce of nearly 100 employees.

The state has committed a total of $38 million for the sweeping upgrades designed to transform the facility into a regional hub to support the growing transportation equipment and aerospace industry in the region.

The project has included fl ightline, concession and infrastructure improvements, as well as the construction of a new U.S. Customs Facility designed to expedite future international fl ights and the demolition of eight on-site buildings.

Plattsburgh Dems back Ward 3 candidate Local races fall into place as deadline to file petitions passes

PLATTSBURGH | Elizabeth Gibbs, an English teacher at Peru High School, has entered the running to represent Ward 3 on the Plattsburgh Common Council.

Incumbent Dale Dowdle, a Republican, has declined to run for re-election.

The Plattsburgh City Democrats formally announced their endorsement of Gibbs on Monday, three days after the final date to file petitions for candidacy.

“I’m thrilled that Elizabeth Gibbs is running for the Plattsburgh Common Council, Ward 3,” Matthew Waite, chair of the Plattsburgh City Dems, said in a statement. “She is smart, passionate and steadfast in her dedication to her community.”

Republicans have not announced a candidate, which means Gibbs may run opposed

this November.

Gibbs, a mother of two and city resident for 30 years, says the pillars of her campaign will be those brought forth by her constituents.

“My campaign is really just about serving the interests of the people,” Gibbs told The Sun.

With the deadline to fine petitions looming, she and a team of volunteers collected 69 signatures in two days, nearly double the required 37 signatures.

It’s on the doorsteps of city residents over that time that she asked what was most important to them.

With the deadline to file designating petitions now passed, the race to represent the two other council seats up for election, wards 5 and 6, is shaking out.

Councilor Patrick McFarlin (Ward 5), who has no party designation but is running on the Democratic line to fill the remainder of former Councilor Becky Kasper’s term, is the lone candidate in his ward.

The lone contested race this year appears to be that for Ward 6, which runs along most of the city’s main avenues, including Cornelia, Brinkerhoff, Bridge and Margaret streets.

Councilor Joshua Kretser (Ward 6), who has served since 2014, will join Dowdle in declining to run for re-election this November.

Both parties have endorsed candidates to fill that seat: Republican Peter Regnier, a local veteran, and Democrat Jeffrey Moore, former mayor of the Village of Champlain.

To secure the Republican ballot line Regnier needed to garner 13 signatures in Ward 6.

Moore needed at least 30.

The Common Council is presently majority-Democratic. Only two Republicans, Dowdle and Peter Ensel (Ward 4), are currently serving on the council. ■

It’s also an open question, he said, if the city will have enough money to fulfill the $289,800 local match for the grant.

“It’s fiscally responsible to turn this money down,” Durrin said.

Lawmakers tabled the resolution and are expected to continue the discussion on Thursday, after this edition went to print.

Flick said the state wouldn’t object if lawmakers ultimately opted to decline the final round of funding.

“If the city can’t move forward and complete this portion of the project on time, this is the best time for them to back away and regroup as they have not expended any funds,” he said.

The city is responsible for nearly four miles of the projected 27-mile trail, which currently runs from George Angell Drive and through SUNY Plattsburgh to the Max Moore Memorial Treehouse.

The second phase — which requires the

construction of two pedestrian bridges — is expected to connect the trail to the Stafford Middle School, down and across Pine Street and loop around to the downtown core.

The final stretch will extend the trail to the waterfront on Green Street.

The state has granted the city a total of $2.8 million in funding for the first second phases, Flick said.

The third round of funding for phase three was announced last April, with a requirement attached that the city move to construction

by April 2019.

CITY ‘REMAINS COMMITTED’

Read countered the project isn’t delayed, but rather the city needs more time to factor in the potential interplay with the $10 million state Downtown Revitalization Initiative (DRI).

“This is not an issue of a delayed project.

It is an issue of coordinating that project with others,” Read told The Sun on Tuesday.

The DRI hadn’t yet been awarded when the third phase was approved, Read said.

“So there was no alternate plan or state mandate to further develop the riverfront and the har-

borside,” Read told The Sun in an email. “We must now coordinate, and hence reevaluate.”

Read said it would be “imprudent” for the city to request further state grants — many of which contain a local match — until larger plans are finalized, including design elements of Durkee Street and Dock Street, and other possible changes to the downtown streetscape.

“As I noted, this recent declination the council is considering in no way rules out additional phases of the SRT,” said Read, who pointed out the council “acted decisively” in favor of the second phase of funding, noting the council’s unanimous decision to accept a $500,000 state grant to aid in constructing one of the pedestrian bridges in February.

“We see no adverse impact in declining to proceed with a prospective Phase Three until we have more clarity in other related projects,” Read said. “The city, along with our stakeholders and funding partners, remains committed to the Saranac River Trail.”

NO RELATION WITH DRI

Kevin Farrington, the city’s former engineer who previously oversaw the project, acknowledged that the Saranac River Trail

was directly tied to the waterfront development outlined in the city’s DRI plans.

But he contends both projects can be tackled simultaneously without interference.

“I think the state would take great issue if they thought that the DRI program kills existing projects,” Farrington told The Sun. “The DRI doesn’t kill projects. This is a wonderful opportunity for planning and program management.”

With the overlap between the projects, the city could “almost certainly” use DRI expenses to offset the 20 percent local share for the trail, or vise versa — he said.

“It’s really a zero-cost project,” Farrington said of Phase Three. “You’re giving away free money because you don’t have the administration.”

They were probably right.

It is so difficult to understand what others go through unless you have been through it yourself. I write with the hope that I might give others a true glimpse of what ALS patients and their families experience, so others can understand.

When a person hears the dreaded diagnosis of cancer, it can strike great fear in their heart. Being faced with the concept of our own imminent death is numbing. But as soon as the initial shock passes, the response is to ask the doctor about all possible treatments available. We face those doctors with hope that they have answers and we are going to survive.

ALS is a diagnosis that comes with no offers of treatments or a cure.

There will be no ALS Survivor Walks for these patients.

My husband, Roger, felt his first symptoms in the summer of 2008 but he figured those tell tale weaknesses were due to aging.

ALS presents itself differently in all of those who have it and is easily overlooked.

The symptoms mimic those of many diseases and are easily attributed to ‘anything’ but a terminal illness.

Roger didn’t worry about his early symptoms. In fact, as they progressed, he made a point to hide them from me, knowing I would push him to see a doctor. He was a typical “ignore it and it will go away with time” kind of person.

But then in January 2009, during an afternoon rabbit hunting outing, he fell down eight times and couldn’t get back up without the help of his friends.

A trip to the doctor’s to find out what was happening brought about a diagnosis of asthma. But as time went by and he began losing weight, and he struggled to do tasks he normally did as he continued to weaken. A

number of discussions and a series of tests culminated in a doctor reaching out to shake Roger’s hand.

“I don’t believe in beating around the bush, you have ALS,” the doctor told him.

“You need to go home, get your life in order and then do whatever you have always wanted to do while you can.”

We left in stunned silence.

It was a long ride home.

The difference with ALS is that many questions have no answers.

The doctors assure you that they will make you comfortable and you will have access to support systems. You will have occupational therapists and physical therapists to show you how to walk and move safely as your mobility declines. They will work with you to find medical supply companies to get equipment to keep you mobile.

You will see speech therapists to help you communicate as you lose your ability to talk.

Writing, alphabet cards, and even computers that respond to eye gazing will work for a period of time.

Eventually, some patients live long enough to reach the “locked-in” phase, where even eye movement is difficult.

Roger reached the point where I would have to carefully look under his left eye to see a tiny muscle twitch in response to yes or no questions.

Doctors, nutritionists and therapists can help in many ways. But nothing will change the course of the disease.

There will be no treatments.

Nothing will cure you.

Someday soon we hope that will change for those with ALS. Until that time, we all need to live our lives as fully as possible and to do all we can to spread awareness for support for research.

Given the upcoming battle over the recent nomination of Brent Kavanaugh to the Supreme Court, I thought it might be worthwhile to look at the oath each member has sworn to uphold.

At the start of each new Congress, in January of every odd-numbered year, the entire House of Representatives and one-third of the Senate performs a solemn and festive constitutional rite that is as old as the Republic.

While the oath-taking dates back to the first Congress in 1789, the current oath is a product of the 1860s, drafted by Civil War-era members of Congress intent on ensnaring traitors.

The outbreak of the Civil War quickly transformed the routine act of oath-taking into one of enormous significance.

In April of 1861, a time of uncertain and shifting loyalties, President Abraham Lincoln ordered all federal civilian employees within the executive branch to take an expanded oath.

When Congress convened for a brief emergency session in July, members echoed the president’s action by enacting legislation requiring employees to take the expanded oath in support of the Union.

Criticism of parade unwarranted

To the Editor: This is in response to the letter from Art Summers in the July 14 paper.

He was questioning the racist views of the parade organizers in Ticonderoga because a truck was in the parade flying a large confederate flag.

Do you have any idea how hard it is to organize an event like the “Best 4th in the North” in Ticonderoga?

Instead of criticizing all the wonderful people who organize this event every year, you and everyone in the surrounding communities should say “thank you” for a job well done!

How do you know that the truck was even part of the parade plan?

You don’t.

Could it be possible that the truck slipped into the parade without any of the organizers even knowing about it?

Quite and most likely possible.

It’s possible that the owner of the truck was invited to participate, but the organizers wouldn’t necessarily be aware that the truck would have a confederate flag flying on it.

To question the racial views of the organizers because this truck was in the parade is ridiculous.

Mr. Summers mentioned in closing as a longtime summer resident that he was giving serious thought to taking the money he spends on restaurants, rentals, and other activities in Ticonderoga and heading to another town.

in December 1861, members who believed that the Union had as much to fear from northern traitors as southern soldiers again revised the oath, adding a new first section known as the “Ironclad Test Oath.”

The war-inspired Test Oath, signed into law on July 2, 1862, required “every person elected or appointed to any office ... under the Government of the United States ... excepting the President of the United States” to swear or affirm that they had never previously engaged in criminal or disloyal conduct.

Those government employees who failed to take the 1862 Test Oath would not receive a salary; those who swore falsely would be prosecuted for perjury and forever denied federal employment.

The Senate then revised its rules to require that members not only take the Test Oath orally but also that they “subscribe” to it by signing a printed copy: I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter: So help me God. Sometimes when things get too complicated and heated, it’s best to get back to basics. All elected and appointed officials would be wise to remember their primary job is to support the Constitution and the country. ■

Two similar resolutions for mortgage filing taxes were approved unanimously, again bipartisan but no enactment.

Stefanik misleads by conflating increased assessments with increased tax rates, the only true measure of tax increase or decrease.

New, renovated and previously tax exempt properties all raise the county’s assessed value.

Between 2008-2012, Tedra voted with the large bipartisan majority to raise taxes twice (by 0.13 percent and 2.4 percent), lower them once by 1.58 percent and to keep them the same once.

Two resolutions put exempt property back on the tax rolls, including 8760 acres owned by the NY Power Authority.

There were three “fee” — not tax — increases. One passed on 50 cents of the $2.50 per ton for contaminated soil imposed on the county by Development Authority of the North Country.

Hotel or motel resolution simply deleted “having less then 6 rental units” as an exemption of the bed tax. This passed the burden to the visitor, not the tax payer.

Finally, a vote that actually increased, fees, not taxes for recording documents in the County Clerk’s Office which passed with both parties voting unanimously.

In fact, all these resolutions passed with bipartisan support.

To the Editor: Immediately after the primary, Rep. Elise Stefanik declined to answer a question about who made up the nickname “Taxin’ Tedra” but went on to say “she voted for tax increases and it’s sticking,” indicating the only goal here is to label and mislead.

In sharp contrast to such misleading name calling, Tedra Cobb fought for an ethics bill as a legislator.

Plattsburgh man charged with felony DWI

Plattsburgh man charged with lawn mower theft

PLATTSBURGH | New York State Police on Sunday arrested a Plattsburgh man for allegedly stealing a lawn mower from a residence on Route 9 in Ausable.

Jimmy J. Hemingway, 29, of Plattsburgh, was arrested on July 15 and charged with one count of petit larceny and one count of criminal trespass in the third degree.

New York State Police said in a news release that Hemingway was seen by witnesses and identified as the thief of the Craftsman riding lawn mower.

He was released on an appearance ticket returnable to the Town of Ausable Court and was scheduled to appear on July 18 at 4 p.m. ■

Champlain man arrested on felony DWI

CHAMPLAIN | New York State Police last week arrested a Champlain man on a felony DWI charge after he allegedly lied about his name and date of birth and refused to provide a breath sample.

Ray Casavant, 43, of Champlain, was charged with felony DWI and false personation. He was also ticketed for moving between lanes unsafely, unlicensed operation and refusal to take a breath test.

Casavant, driving a U-Haul box truck, was pulled over on Interstate 87 at approximately 11:54 p.m. on July 14 after police observed him swerving several times and moving between lanes unsafely.

He allegedly gave the trooper who pulled him over a false name and date of birth, and was found in possession of open containers of alcohol in the vehicle. Police say that he refused to provide a breath sample during roadside tests and refused a breath sample to determine his blood alcohol content.

Casavant was found to have two prior DWI convictions in Vermont, one in 2010 and another in 2014.

He was arraigned in the Town of Chazy Court and remanded to the Clinton County Jail in lieu of $5,000 cash bail, $10,000 bond. ■

PLATTSBURGH | A Plattsburgh man was arrested by New York State Police in the Champlain Center Mall parking lot last week on a felony DWI charge.

Joseph A. Babbie, 36, of Plattsburgh, was charged with felony DWI and aggravated unlicensed operation in the first and second degrees. He was also ticketed for use of a vehicle without an interlock device, unlicensed operation and operating in violation of restrictions.

Police responded to the mall at approximately 6:24 a.m. on July 14 after receiving a report of a vehicle in the parking lot with a male driver who appeared to be intoxicated.

Babbie was found in the parking lot near Regal Cinemas, in a 2011 Suzuki parked across multiple spaces. When he was awoken by state police, he refused to submit to a breath test to determine his blood alcohol content. Police later learned that he had previous convictions for DWI. Babbie was arraigned in the Town of Plattsburgh Court and remanded to the Clinton County Jail without bail. ■

Mooers woman arrested for DWI

PLATTSBURGH | Following a traffic stop on State Route 3 in the Town of Plattsburgh last week on a Jeep Cherokee for turning without signaling, 22-year-old Emily A. Larsen of Mooers was arrested for DWI. New York State Police say Her blood alcohol content was 0.10 percent. She was charged with DWI and ticketed for failure to signal a turn.

Larsen was released with tickets returnable to the Town of Plattsburgh Court on July 19. ■

Beekmantown man arrested for DWI after nearly striking officer

PLATTSBURGH | A Beekmantown man was arrested on a DWI charge last week after nearly striking a Clinton County Sheriff’s Deputy on the side of the road.

Jonathan R. Brown, 22, of Beekmantown, was arrested for DWI with a blood alcohol content of 0.12 percent. He was also found in possession of approximately 5.7 grams of marijuana.

He was charged with DWI, unlawful possession of marijuana, and further ticketed for reckless driving, unlawful stickers,

failure to yield the right of way, and consumption of alcohol in a motor vehicle.

New York State Police conducted a traffic stop on Brown’s vehicle on July 14 at approximately 2:20 a.m. as it was traveling north on state Route 190, and nearly struck a Clinton County Sheriff’s Deputy who was on the side of the road with an investigation.

Brown was released with tickets to appear in the Town of Plattsburgh Court. ■

Plattsburgh man arrested on assault charge

PLATTSBURGH | On July 10 at 9:41 p.m., Clinton County Sheriff’s Deputies arrested Mark L. Allen, 54, of Plattsburgh, on a charge of assault in the third degree.

Allen was arrested following an incident that occurred at the Dollar General on Route 9 in the Town of Plattsburgh, police say. It’s alleged that Allen assaulted an employee of the Dollar General, resulting in physical injury.

Allen was processed at the Clinton County Sheriff ’s Office and transported to Town of Plattsburgh Court for arraignment, after which he was committed to Clinton County Correctional Facility in lieu of $1,000 cash bail, $2,000 secured bond. He is set to reappear in court on a later date. An order of protection was issued for the victim. ■

Plattsburgh collision left no casualties

PLATTSBURGH | On July 15, Clinton County Sheriff’s Deputies responded to the area of State Route 374 and Wallace Hill Road in the Town of Plattsburgh for a reported two car motor vehicle collision with injury.

Taylor J. Duquette was operating a 2014 Nissan Sentra north on Wallace Hill Road at the intersection of State Route 374 when she failed to yield right of way to and collided with a 2005 Toyota Camry being operated by William C. Vincent west on Route 374.

The front of Duquette’s vehicle collided with the driver side area of Vincent’s vehicle.

Vincent was transported by ambulance to University of Vermont – Champlain Valley Physicians Hospital for head pain and rib pain.

Duquette was ticketed for failure to yield right of way.

Deputies were assisted at the scene by Town of Plattsburgh District 3 Fire Department, Morrisonville Fire Department, Morrisonville EMS and UVM CVPH EMS. ■

Peru Main Street project headed to bid — again Peru officials hope third time’s the charm

PERU | The Peru Main Street project will go out to bid for a third time.

After the first round garnered zero bids and the second a single, over-budget bid, the Peru Town Board on Monday directed Community Development Coordinator Adele

Douglas to put out a request for bids again for the first phase of the beautification project.

In this round, the scope of the project will be pared down in an effort to bring costs below the state grant-funded $150,000.

Instead of revitalizing and landscaping a half-mile stretch of North Main Street, the project will be scaled back a few hundred feet in an effort to reduce costs, according to Town Supervisor Brandy McDonald.

Town Engineer Peter Gibbs told the town board last Monday that the over-budget price in the single bid garnered may have stemmed from uncertainty surrounding the amount of gravel that would need to be removed from North Main Street before the landscaping detailed in the

project plans can take place.

As part of the grant funding the state has required that the town remove all of the gravel by the roadside before moving ahead with planting trees along the main strip, Gibbs said, and it’s unclear how much gravel exists.

McDonald told The Sun that he expects the project, which is expected to take around 3-4 weeks to complete, will go out to bid again in the next few weeks.

The project must be completed by the end of this construction season in February, Douglas told the board. If it isn’t, the state funding will be lost.

Asked if he was confident the project could be completed by the state deadline, McDonald said, “It has to.” ■

It causes a crusty rash that can itch and burn. Microbiologist, John Jelesko has some interesting information: 1. Know your leaves, poison ivy looks different in various parts of the country.

2. It can be a vine on the ground or climbing or even look like a shrub.

3. Poison ivy growing on a tree can mimic the leaves of that tree.

4. Your dog cannot get poison ivy, but you can get it petting your dog if they ran through a patch.

5. Poison ivy reactions get worse the more you times you get it.

Broad Street construction reroutes traffic

PLATTSBURGH | A stretch of road from Broad Street to Draper Avenue will be partially closed for one week of construction starting July 23.

According to the City of Plattsburgh Public Works Department, all west-bound traffic in the area, which runs through the SUNY Plattsburgh campus, will be rerouted onto Oak and Cornelia streets.

Construction hours will be 7 a.m. to 7 p.m.

From July 20-31, all on-street parking in the area will be prohibited. ■

Peru golf tourney raises money for local fire squad

PERU | The annual Mark Dragoon Water Rescue Fundraiser to benefit the Keeseville Volunteer Fire Department (KVFD) returns for its third year on Aug. 4.

The location this year is Adirondack Golf Course in Peru.

Port Kent golf tourney supports ALS research

PORT KENT | A golf tournament to benefit the ALS Raising Hope Foundation and ALS research is slated for Aug. 12 at the Harmony Golf Course in Port Kent.

A number of raffles on-site will raise money for the cause, and a DJ will perform from 4-8 p.m. to celebrate the lives of those lost and those still fighting ALS. Donations can be sent to the ALS Raising Hope Foundation at P.O. Box 2094, Plattsburgh, NY 12901.

East Coast Watercross Tour returns to Lake Champlain

PLATTSBURGH | The East Coast Watercross Tour will return for its second year on Lake Champlain July 28-29 from 10 a.m. to 5 p.m. each day.

A variety of class levels will be offered, and ages eight and up as well as amateurs can compete in an action-packed race around a 30-buoy course.

The Dogfather Food Cart and Frosty Cow will be on site serving up lunch and dessert.

City of Plattsburgh Mayor Colin Read will compete in a special exhibition race at Plattsburgh City Beach with a few of the more experienced racers July 28 at noon.

The tour has launched their “Bring a Friend” program, where existing racers can bring a “newbie” to race in the tour.

The Mountain Riders’ barbecue continues in Wilmington through the afternoon with a Poker Run, Silent Auction and 50-50 raffles.

PLATTSBURGH | The Clinton County Sheriff’s Office is warning residents of an ongoing phone scam where callers are impersonating law enforcement.

Scammers are calling homes under the guise of the sheriff’s office and demanding money to avoid arrest, according to a news release from the Clinton County Sheriff’s Office.

said in a statement that at no time will his office direct anyone to send money over the phone for any purpose.

“This agency would not act on the behalf of any inmate to seek out a person to provide bail monies over the phone,” Favro said. “These scams are used often and the basic premise may change slightly.”

According to the sheriff’s office, there have been accounts of scammers identifying themselves as law enforcement to call recipients and saying that they “have a warrant for you because you didn’t pay a fine,” and directing their victim to “transfer us the money for the fine or we will come arrest you.”

Scammers are also posing as the federal Internal Revenue Service, claiming their victim haven’t paid their taxes and threatening arrest — a phone scam that pervaded Essex County last year.

“With these scams nobody is immune,” Favro said in a statement. “We have had members here receive the same type of calls.”

It’s estimated that consumers lose $40 billion a year through telemarketing fraud, according to the state Attorney General’s office.

The public is reminded that they should never provide banking information, account numbers or transfer funds in any way over the phone to persons claiming to be a government entity.

To verify any information, try to garner names and or badge numbers from the caller, look up that agency on your own and contact them directly.

North Stars rally comes up short against Utica Plattsburgh falls to 0-2 for the first time since 2007

SAUQUOIT | The Plattsburgh North Stars lost for the second consecutive week late in the contest on Saturday night in Empire Football League action played at Sauquoit High School.

This time it was to the upstart Utica Yard Dogs (2-0) by the score of 34-26.

The North Stars, who were defeated by the Hudson Valley Mountaineers 26-20 in week 1, came up a yard-short and had to turn the ball over on downs with under a minute left to play in the game.

“I thought our effort was good, but we can improve our execution in all facets of the game,” said North Stars coach Scott Aguglia.

Utica’s Jvon Evans had a 22-yard rushing touchdown and Plattsburgh’s Harry Rascoe an 11-yard touchdown pass to Dexter Geohagan which made it 7-6 Utica after one quarter.

Utica extended its lead to 10-6 when kicker Jed Lamont nailed a 39-yard field goal early in the second quarter.

Evans had another touchdown run of 21yards that gave Utica a 17-12 lead.

Utica was driving in the red zone again but Plattsburgh’s Jared Croy recovered a Utica fumble and returned it from the Plattsburgh 5-yard line all the way to the Utica 26.

Rascoe then found a wide-open Bouyea on an 11-yard touchdown reception as time expired in the first half. Jordon Keleher’s twopoint conversion reception gave the North Stars a 20-17 halftime lead.

For the second straight week, however, the North Stars allowed a long return for a touchdown as Evans started the second half with a 76-yard kick return to give the Yard Dogs a 24-20 lead.

After a defensive stop, Utica’s Lawrence Elliott then sprinted 62-yards to paydirt and gave Utica a 31-20 lead with 10:33 remaining the third quarter.

Plattsburgh answered on its ensuing possession when Rascoe found Dominick Bordeau on a 60-yard bomb to get within 31-26.

In the fourth quarter, Utica kicker Lamont, who missed a field goal earlier in the quarter, nailed a 33-yard field goal with 2:30 remaining to extend Utica’s lead to 34-26.

The North Stars return home July 21 as they are scheduled to host the shorthanded Venom of Seaway Valley (0-2). Glens Falls (2-0) defeated the Venom 35-0 on Saturday night while Hudson Valley (2-0) beat Tri-City (0-2) 16-8 in other EFL action. ■

Local lawyers pen second explainer Schneider & Palcsik release “Totaled” booklet on crash recovery

PLATTSBURGH | Earlier this year, Cathy Ellis was rear-ended on a rural street in West Chazy.

She was hit at a high-speed, and though she walked away from the accident without injury, her car was deemed “totaled” by her insurance company.

Then came the inevitable back-and-forth fight: Ellis’ boyfriend, local attorney Mark Schneider, negotiated with an insurance adjuster for the next month to get a fair price for her car.

Through it all — the calls, the emails — he learned a lot.

And it’s this experience that inspired him to pen “Totaled,” a free booklet that aims to help victims of a car accident navigate negotiations with their insurance company after their vehicle is deemed totaled.

“I became a lawyer because I believe in justice,” Schneider said in a statement.

“If someone pays for auto insurance every month and has a crash, they should expect that their insurer will give them a fair price to purchase new or equitable vehicle.”

In talks with his girlfriend’s insurance provider, the adjuster offered “several thousand dollars less” than the actual market value of her Honda Civic, according to a news release from Schneider & Palcsik.

Overall, he was pleased with the outcome of his negotiations — but he realized his experience may not be unique, and sharing his knowledge may help others.

“New York law protects car owners with the ‘Unfair Settlement Practices Act,’” Schneider said. “I cannot represent everyone, but I can write a book to help people get the money they deserve for their car.

“If you read this book, you will learn how to use the law to get a fair settlement for your totaled car. You will learn how to file a complaint with the New York State Department of Finance and Insurance.”

The 24-page booklet, “Totaled,” is available for free in paperback from the attorney’s law office on Court Street or online at northcountrylaw.com. ■
