On July 15, the CCHA will offer boat rides from the Peru Dock to Valcour Island, the home of the Bluff Point Lighthouse.

A round-trip ride, available every half hour from 9 a.m. to 2 p.m., will cost $25 per person. That fee will include a trail guide and a book on Lake Champlain Lighthouses.

“I think this is a unique chance for people to get over there who perhaps haven’t been able to yet,” said Helen Nerska, director of the CCHA. “We haven’t done this before. This is a first for us to provide transportation.”

County, city probe shared services

PLATTSBURGH | In an effort to find areas of cost-cutting collaboration, Clinton County legislators met with the Mayor of the City of Plattsburgh and two city councilors earlier this month to discuss mutually-beneficial ways taxpayer dollars could be saved.

Legislator Simon Conroy (Area 4) suggested city police rely more on SUNY Plattsburgh University Police, New York State Police and Clinton County Sheriff’s Office for help rather than accrue overtime costs.

Officials also discussed the possibility of transforming the city’s fire department into a hybrid half-paid, half-volunteer squad with more reliance on the county-wide mutual aid system.

No action was taken, and details remain scant, but stakeholders said the discussions

are ongoing.

HYBRID FIRE DEPARTMENT

Mayor Colin Read outlined the importance of retaining a strong police force amidst rising crime as a result of the opioid epidemic.

Read told legislators that as a result of the close proximity of buildings in the city, a professional fire department was also key, though moving to a hybrid department was a possibility.

“I do want to ensure we have a fast-response, professional core there,” Read said. “We can’t afford to not have a professional fire force.”

It’s unclear how much money the City of Plattsburgh could save if the fire department transitioned from an all-paid to a partiallyvolunteer department.

A total of $7,691,802 is expected to be spent on public safety in the city this year. The total fire department budget for 2018 is $3,018,777.

Legislator Robert Hall (Area 10), who represents the city, said he wasn’t in favor of a volunteer force.

“I don’t want to see anything happen to (the fire department),” Hall said.

Both the police and fire departments are served by unions, Legislator Mark Dame (Area 8) said, and staff changes would be subject to collective bargaining agreements.

The contract between the city and the union that represents the city’s firefighters, the Plattsburgh Professional Firefighter’s Local 2421, has been expired since Dec. 31, 2007.

The department continues to operate under the Taylor Law and the union enters into arbitration with the city every few years to secure backpay and retroactive wage increases.

The last arbitration resulted in a panel directing the city to award the union $740,109 in back pay and retroactive wage increases and an additional $250,000 in health insurance-related funds. That decision was issued last summer.

Read floated a number of other ideas, from merging the city and county’s IT and electronic systems — a recommendation also suggested in a report by the state’s financial restructuring board for local governments last summer — to greater county support for the city’s recreation facilities, programs and special events.

“Any way we can collaborate on the quality-of-life stuff, that would be great,” Read told county legislators.

Legislator Patty Waldron (Area 6), who owns a business in the City of Plattsburgh, cautiously broached the subject of morale in the city, and asked that when the council talk about budget deliberations, they speak more about the positive

“We are optimistic,” Councilor Michael Kelly (Ward 2) said, noting that he felt for years sound fiscal planning was pushed down the road. “It’s finally a reckoning that we have this issue that we’re going to address.”

Read agreed.

“We did a 10 percent reversal in our budget by displacing 2 percent of our labor force,” he said.

And in the end, through four department abolishments and the elimination of the city’s assessment office, no one was hurt, he said: “They all ended up with great positions.

None of them were hurt.”

Read denied city employees had low morale.

“Just saying there is over and over and over doesn’t make it true,” he said, referencing what he perceived as negative press coverage in the city’s newspapers.

“I wonder where that comes from. Certainly not the people I speak to.”

Hall said discussions with the city’s police department and Department of Public Works also disputes that narrative.

“Their morale is sky high,” he said.

“When a few people get laid off and let go, sometimes it’s necessary,” he said. “I think we’re headed in the right direction.” ■

City Republicans endorse Ward 6 candidate Peter Regnier to run for Common Council

PLATTSBURGH | Local veteran Peter Regnier has garnered the city Republican Committee’s endorsement for Ward 6 city councilor.

“People are tired of hearing about Plattsburgh’s ‘potential,’” Regnier said in a statement. “It’s time for Plattsburgh to realize that potential. I can help small business and entrepreneurs take their ideas and turn them into reality. I humbly ask for the support of voters in Ward 6.”

The City of Plattsburgh Republican Committee announced their endorsement of Regnier last Thursday.

“Peter Regnier brings an outstanding combination of experience and vision,” Bruce Lawson, chair of the city Republican Committee, said in a statement. “Peter is a proud U.S. Navy veteran, and a former member of AFSCME (union) and current member IATSE union.

“He is a member of Clinton Community College Alumni Board of Directors and is past-president of their Veterans Club.”

Regnier and his wife live on Brinkerhoff Street in downtown Plattsburgh, Lawson said.

Councilor Joshua Kretser, who currently holds the Ward 6 seat, is declining to run for re-election this year.

The Plattsburgh City Democratic Committee in April endorsed Jeffery Moore, former mayor of the Village of

Champlain, for the Ward 6 seat.

Moore is a member of the Citizen’s Finance Advisory Committee and has been outspoken about the need to drastically cut expenses to save residents from a double-digit tax increase.

“I firmly believe that we can make our city a better place to live and work for everyone with a coordinated effort to improve,” Moore said in a statement after receiving his endorsement.

Local vets make Honor Flight mission

Spring trip helps most veterans in program history get to D.C.

PLATTSBURGH | Even at near 11 p.m. at the Plattsburgh Oval, there was no signs of fatigue on the faces of the 29 members of the 23rd North Country Honor Flight, even from 99 year-old Arthur Miller from Utica, the oldest member of the group.

“My day went perfect, couldn’t have been better,” said Miller, trying to hold back tears. “After everything I saw today, America is going to be alright, you can take my word for it.”

Nearly all the veterans who attended the fl ight shared those feelings of gratitude and patriotism.

“I would have never been able to do this without Honor Flight,” said 96 year-old Dr. Neal Fee of Westport. “It was very impressive when they drove through Arlington National Cemetery. When we were at the memorials and talking to the kids — I was always concerned that the kids were not learning enough about our time and but after this, you could tell these kids had studied and they had great questions about what we did and the time we lived in.”

Fee and Miller were two of the three World War II veterans who made the flight. Also on board were veterans from Korea and Vietnam, including two sets of father-and-son.

“It was a beautiful day that I would recommend highly and it was beautiful to be there with my son,” said Korean veteran Russ LaPine from Plattsburgh. “We wanted to do some-

thing like this for a long, long time and we are grateful to Honor Flight to get us there.”

“I was very glad to be there with my father,” said Steve LaPine. “It was just awesome to have the motorcycle escorts to visiting the memorials — just, just awesome.”

North Country Honor Flight is part of a nationwide effort to get veterans to their national memorials in Washington, D.C. To date, the local program has sent 346 veterans to the national capital in 23 flights.

The day started at 7 a.m. May 19, as the veterans were honored by the community and local officials at the Plattsburgh Recreation Center.

Following the ceremony, the members of Honor Flight 23 loaded onto a bus and were escorted by local and state police and fire departments, along with motorcycle brigades to the Plattsburgh International Airport, with well-wishers and fl ags adorned the sides of the road. ■

SkyWest to continue Honor Flight service Local group nears deal with new air carrier

PLATTSBURGH | While Barrie Finnegan said it was a bittersweet day as the North Country Honor Flight ended their partnership with one last flight on PenAir May 19, the program looks to be ready to operate a flight in September.

PenAir has partnered with North Country Honor Flight for the vast majority of operations, sending veterans from World War II, Korean and Vietnam from Plattsburgh to Washington, D.C., to see the respective memorials to the conflicts in which they served.

But incoming carrier SkyWest will continue service.

“We have heard back from SkyWest and got a great rate and we feel we are all ready for September,” said Finnegan.

“We are looking into a charter option or a block of tickets on a regular flight, so we are very happy that we are starting up with a positive discussion,” said Richard Cutting with Honor Flight.

Finnegan said the organization has grown fond of the PenAir team over the years.

“We said goodbye to the crew at the airport and it was really hard,” said Finnegan. “We were always hoping somehow it was not going to end, but it has. The relationship has been so good for us.”

“Our people started to volunteer for this flight months ago,” Former said. “They came back to the office with tears in their eyes and a joy in their hearts they carry forward with them forever. It has truly been an honor to do this.”

For the final flight, PenAir’s flight crew was made up of all veterans who volunteered to serve their fellow servicemembers. ■

Long overdue

Last week saw yet another disturbed young man take out his frustration and anger on his classBy Dan Alexander mates after stealing • PUBLISHER • his father’s guns to kill eight classmates and two teachers in Texas.

Congress and the president need to quit playing political football over the preferred party solution and establish preventative actions that will reduce and/or eliminate these occurrences.

I heard someone on the radio the other day claim there are estimated to be 100 students nationwide that might be contemplating similar actions out of approximately 13,800 school districts across the nation.

While it may sound like impossible odds to find those 100 disturbed kids, according to the Washington Post there has been over 187,000 students that have experienced some form of gun violence since the Columbine shooting in 1999.

We can no longer argue about which method will prove the best in curbing this violence. We need to move on all fronts if we are to put an end to these misguided events.

We need metal detectors and limited entrance access at each school.

We need armed guards and trained school personnel armed to protect the students.

We need mental health professionals capable of screening troubled students to identify likely candidates who could have tendencies to take such action to get them the help they need.

Such actions might also include recognition of their access to guns from family members or friends and have those weapons secured.

Parents who own or allowed minors in their home to own firearms must be more responsible for those weapons by facing stiff consequences if they are used in a shooting.

Sadly we live in a society today where anger and retribution seem to be out of control. Look no further than our two leading political parties that will go to any extent to see the other fail, even if it means hurting the nation.

Law abiding gun owners have rights but with those rights must come immense responsibilities. If your gun is involved, it’s the same as pulling the trigger.

In years gone by, at 10 or 11 p.m.

TV stations used to state the time and ask, “Do you know where your children are?”

Perhaps now TV and radio stations need to remind us in the morning before school, “Do you know where your guns are? Do your children know they are loved and do you think they could harm others at school today?” ■

Proposed trade school a wise move North Country Community College (NCCC) has proposed a new School of Applied Technology.

The $4.8 million facility would be housed at the former Lowe’s building in Ticonderoga.

NCCC will host public presentations next month in Ticonderoga and Malone, and the college will soon issue request for proposals to vet a previous feasibility study.

College brass said if a successful finalist is identified and selected, they hope a consulting firm will begin work by July 1.

Great idea.

The need for the trades is sizzling. The Institute for Advanced Manufacturing at Clinton Community College (IAM) in Plattsburgh has become the apple in the region’s eye, and is acknowledged to be a model that should be emulated in order to provide skilled workers to feed the region’s emerging manufacturing, transportation and aerospace cluster.

The idea to open a trade school, of course, comes after years of prodding by the Essex County Board of Supervisors, who have lamented for years that NCCC — which has campuses in Saranac Lake, Malone and Ticonderoga — has ill-served local students who have instead drifted to SUNY Adirondack and elsewhere and never to return, leading to a brain drain paired with a questionable

county financial investment.

While pursuing a four-year degree program has become the gold standard, not everyone is cut out for academia, and many are better suited to a drill press or titanium molding machine than a Sociology 101 textbook.

Nearly 70 percent of high school graduates were enrolled in college in October 2016, according to the U.S. Bureau of Labor Statistics.

But at the same time, college is no longer a sure bet.

Over 44 million Americans collectively owe more than $1.6 trillion in student loan debt, but just 45 percent of students earn a degree at the first institution they attend within six years, according to the most recent study by the National Student Clearinghouse.

Students ultimately lose if they’re pushed towards the wrong career path.

While one could be forgiven for believing manufacturing is in its final death throes, the industry is rebounding in the United States.

Over the past year, the sector has added 222,000 jobs, Bloomberg reported in March, citing stats from the Bureau of Labor Statistics.

And the North Country is poised to capitalize as it positions itself at the vanguard of a new world-class hub leveraging its proximity to Canada.

The state has taken notice, having sprayed

a firehose of investment and other financial incentives into the region as part of its Regional Economic Development program.

But again, the key is having that workforce primed and ready to go.

Economic development officials have long said they could attract more manufacturing companies to the North Country with a guaranteed workforce while also serving existing businesses.

Now this model can be replicated in the southern part of Essex County.

Kudos to NCCC and local lawmakers for taking the leap forward; for realizing the economy is continuing to evolve, and for opening up pathways to career trajectories for many students who may have otherwise drifted elsewhere.

While the financial details must be hammered out — we assume the state will be asked to commit heavy funding like with IAM —the proposed center is a win-win for everyone involved, including Ticonderoga, which could use the economic catalyst generated by a new regional hub and student activity.

But most of all, it’s a win for local students, who may decide to remain here and contribute to the vitality of their communities, and not leave them in the rearview. ■

I think of a trail through a tree covered canopy that once belonged to another ancestry.

Privileged to walk the same ground once trod, in another world unchanged from history’s transitions, now kept preserved from man’s ambition.

Hero’s battling; French, Indian nor British would come to possess, what was of a different time, suffering that’s unfair to compare with our stress.

We are not without our tragic causalities; still, reluctant to compete where war is now silenced in serenity retreat, offers the same healing of life’s lost meaning in a place of nature redeeming.

For those souls it beckons, in a harmony more felt than expressed, waterfalls, lakes, vistas on granite cliffs, in a story only she will tell, come sojourner be healed, be well.

As the Plattsburgh Common Council prepares its annual five-year budget plan, the council continues to hold budget sessions in an effort to carve out a path toward rebuilding the city’s fund balance while keeping tax increases low.

A year-to-date budget report from the City Chamberlain’s Office shows that the city has spent approximately $368,543 less than they had this time last year.

“We’re pretty far ahead,” said City Chamberlain Richard Marks. “We’re doing really well. The news is good in the general fund.”

Those savings are only expected to grow, according to Mayor Colin Read.

At a finance meeting last Thursday, Read estimated that as a result of shuttering the doors of four departments last summer and moving assessment services to the county, the city will see an annualized savings of approximately $523,000 from salaries alone, and another $1,018,000 in healthcare savings.

The City of Plattsburgh’s total budget is $55,972,992 this year.

But despite those savings, the council expects to make another $500,000 worth

PLATTSBURGH | On May 16, deputies of the Clinton County Sheriff’s Office initiated an investigation on Kayla Whelden, of Plattsburgh, an inmate at the Clinton County Correctional Facility.

Deputies suspected that Whelden,

At hearing that figure, Department of Public Works Assistant Superintendent Mike Bessette said: “That would amount to one department.”

“I hope we don’t have to do it,” Kelly said.

“But I don’t want to not do it at the expense of the taxpayers.”

Though he hopes that most cuts will be made through attrition, Kelly told The Sun that more staff cuts could happen.

“The easiest way (to make cuts) is to cut staff, though it’s difficult from an emotional standpoint,” he said.

PROPOSED CODE OF CONDUCT

The Plattsburgh Common Council last week also opted for the third time to leave Mayor Colin Read’s proposed city government-wide code of conduct on the table.

The code, proposed by Read in April in an effort to curb “dramas” and bolster taxpayer trust following a wave of negative headlines detailing employee resignations and leaked emails, has been criticized for utilizing vague

Whelden was subsequently trans-

ported to the University of Vermont Health Network – CVPH facility, where an x-ray was conducted.

Whelden was found to be in possession of a substance which had been secreted in a body cavity. Clinton County Sheriff’s Deputies seized a substance from Whelden, suspected to be a heroin/fentanyl mix, weighing approximately 18 grams.

Whelden was processed at the Clinton County Sheriff’s Office on the above listed charges. She is scheduled to appear in the Town of Plattsburgh Court at a later date and is remanded to the Clinton County Correctional Facility until such time. ■

State, federal efforts to bolster hiring of addicts moves forward Stefanik, Little support legislation to aid recovering addicts find work

PLATTSBURGH | As the opiate crisis continues to ripple across the North Country, Rep. Elise Stefanik (R-Willsboro) has cosponsored legislation that would make it easier for recovering addicts to rejoin the workforce.

The lawmaker has signed onto a bill that would direct the Secretary of Health and Human Services to establish a five-year pilot program to provide $200 million in annual grant funding for initiatives that expand workforce participation amongst recovering addicts.

“We must be vigilant in the ongoing fight against the devastating opioid epidemic that is sweeping our country and our region,” said Stefanik in a statement.

A study released by the American Action Forum in March found that the opioid epidemic kept over 900,000 individuals out of the workforce in 2015, according to the lawmaker’s office.

The crisis shows no sign of weakening, and authorities are increasingly seizing caches of fentanyl, an opioid derivative that is between 50 and 100 times more powerful than heroin.

The bill would also provide an additional $25 million for the Community Development Block Grant program to administer a competitive grant funding program to transi-

tional housing services for recovering addicts.

Essex County Health Director Linda Beers supports the initiatives.

“The impact to the workforce by this insidious disease will be felt across this nation particularly in rural America where the number of young people in comparison to baby boomers is a significant issue,” Beers told The Sun. The proposal comes on the heels of a raft of initiatives co-sponsored by the lawmaker in January, including legislation that would boost funding to hire specialists at veterans treatment courts, end a ban on Medicaid reimbursement for drug treatment for incarcerated addicts, crack down on “doctor shopping” for pain medications and expand access to medication-assisted treatment for pregnant and postpartum women, among others.

Stefanik is working with colleagues to bring the bills to the floor for a vote in June.

“Expect some of those measures to be included as well as legislation currently working through committees,” said a spokesman.

Sen. Chuck Schumer of New York has also proposed legislation to combat drug abuse, including a bill that would give first responders access to devices designed to better screen for fentanyl and other narcotics.

STATE EFFORTS

Reducing stigma of addiction is a chief concern of the recovery community, and the effort dovetails with efforts at the state level.

The state Senate earlier this month unanimously approved legislation that would create a state tax credit for businesses that hire addicts in recovery.

The proposed tax credit would be available

only if job candidates are enrolled in a state Office of Alcoholism and Substance Abuse Services-approved rehab center.

The employee would need to be employed full-time for at least 180 days or 400 hours before the credit could be claimed. Employers could claim 35 percent of the first $6,000 in wages that the qualified employee is paid in their first year of employment.

The employer would be able to receive a federal work opportunity tax credit for a second year of wages paid, which would again be based on 35 percent of the first $6,000 in wages.

State Sen. Betty Little (R-Queensbury) said she hoped the legislation would open the door for those seeking to rebuild their lives.

“We know addiction is very powerful, especially opioid addiction,” Little said in a statement. “Having a job, a sense of purpose and fulfillment, strengthens the resolve of someone fighting their addiction.”

She continued: “The legislation also includes professional oversight that would be in the best interest of the recovering addict as well as the person or company hiring them.”

Companion legislation is being sponsored by state Assemblyman Billy Jones (D-Chateaugay), who crafted the bill.

Little welcomed any movement at the federal level that would complement state efforts.

“Coordinated, or at least complementary, efforts by our state and federal governments to help recovering addicts find employment will be of tremendous help,” Little told The Sun. “Congresswoman Stefanik’s initiative would be very beneficial. Certainly any time we can pull in the same direction, especially in a fight this challenging, all the better.” ■

Who’s the frontrunner in Congress race?

Metrics for determining which candidate leading race to unseat Stefanik are fuzzy

ELIZABETHTOWN | Ex-candidate Don Boyajian used his formidable war chest to brand himself the frontrunner in the race to unseat Rep. Elise Stefanik.

But with the attorney exiting the race for New York’s 21st Congressional District in order to run for state office last week, the field of Democrats has been winnowed down to five, the fewest since last summer.

Who’s the frontrunner?

Tedra Cobb, Emily Martz, Patrick Nelson, Dylan Ratigan, Katie Wilson are also seeking the nomination.

Each was coy when asked if they were leading the pack.

But several candidates conceded Boyajian’s departure means

they will have to lock up more votes to eek out a plurality.

About 44,000 registered Democrats voted in the 2016 Democratic presidential primary.

With Boyajian’s departure, Nelson, who lives in Stillwater in Saratoga County, appeared optimistic he could sew up more votes in his home turf.

“We’ll be the only campaign now in the primary from the southern part of the district,” said Nelson.

Ratigan, Martz and Wilson all live in Essex County, and Cobb resides in Hermon, St. Lawrence County.

Green Party candidate Lynn Kahn of Schroon Lake is also running, and Wilson has secured the Working Families Party ballot line.

Stefanik, a Republican, is seeking a third term, and has unified the support of the Conservative, Independence and Reform parties.

While each of the candidates touted their strengths, traditional metrics for determining which candidate leading the race are fuzzy.

Publicly available polling is unavailable, and Democratic committee chairs have pledged to stay neutral in the contest.

Political scientists have said the lack of precedent paired with the volatility of President Trump makes the outcome of the primary race difficult to predict.

Rowden called each of the candidates qualified and said all of them have been busy putting in shoe leather campaigning.

“It’s hard to predict how it’s going to work out,” Rowden said.

Power outage at Adirondack Hatchery kills majority of DEC’s salmon stock Malfunction prevented flow of water to raceways

SARANAC LAKE | A power outage at the Adirondack Hatchery earlier this month resulted in the deaths of about 86 percent of the facility’s salmon fry stock.

The state Department of Environmental Conservation (DEC) said last Friday while a backup generator at the hatchery functioned properly during a power outage caused by severe winds throughout the region on May 4, restored power from the main

“This malfunction prevented the flow of well water to raceways holding fry, quickly depleting the water of oxygen,” said the agency in a statement. “It is estimated that 41,000 of the 296,000 fry in the raceways survived.”

The DEC acknowledged a “significant decrease” in the number of landlocked salmon that will be stocked in state waters next year.

But although “unfortunate and significant,” the quality of fishing in most of the 41 waters stocked will not be “diminished appreciably,” said the agency, because anglers typically catch landlocked salmon 2 to 4 years old.

DEC has stocked its full compliment of 230,000 spring yearling fish this year, said the agency, and landlocked salmon join rainbow and brown trout as part of the state’s

The faulty transfer switch is currently being repaired and the state agency is “actively identifying options” for installing new, more modern monitoring and alarm systems to prevent similar events from happening in the future.

The facility, located 12 miles north of the Village of Saranac Lake, is among the 12 fish hatcheries operated by the DEC statewide, joining numerous county and privately-owned operations.

The facility specializes in rearing landlocked Atlantic salmon, according to their website, averaging 30,000 pounds of the fish annually.

The Bureau of Fisheries is also working to secure surplus landlocked salmon fry from other northeast states and federal fish hatcheries to help offset these loses, said the DEC. ■

This years’ Caring for Others Award recipient was Dr. Kjell Dahlen, but was unable to attend the event. President Gonyo-Horne lauded him for his tireless work raising money for the Interfaith Food Pantry. Dr. Dahlen will receive his

The evening culminated with the presentation of the Citizen of the Year/Community Leader Award to Janet McFetridge of Champlain. Village Mayor Greg Martin of Champlain introduced McFetridge and spoke of “Community” and her dedication to the revitalization of the Champlain Downtown.

In her acceptance speech, McFetridge talked about the history of the village and the drive to reawakening the social connections there. She spoke of giving the community hope and a place to gather in the form of the Champlain Meeting House, which she and her husband, Clark Herdic purchased in 2014. The building was restored and has been host to many successful community events.

Two-hundred and ninety dollars and over Three-hundred pounds of food were donated at the event and was distributed to a local food shelf.

“It’s a really great way for the exhibitors to connect with other exhibitors in the room,” said Jody Parks, executive vice president of the North Country Chamber of Commerce.

“Every business and organization and government entity in the region should not only send at least one person to take advantage, but should try to send several to maximize the value,” Douglas said. “Office managers, HR and procurement people, sales staff, GM’s and others will each get some different and added value and contacts to bring back to their daily work.”

Doors open at 10 a.m. for exhibitors only — booths are $450 for chamber members, $500 for partner members and $550 for non-members — before opening to the public from noon 4:30 p.m.

Last year the Business Expo attracted over 1,000 attendees and 100 vendors from all around the North Country.

“This event – now known as Business Expo – has grown to be the largest business-to-business marketing event in northern New York and is one you definitely don’t want to miss,” said Parks.

Admission is $5.

Free coffee will be served all day, courtesy of La Quinta Inns & Suites and hundreds of door prizes will be raffled off.

“There are always lots of games and giveaways and it’s fun and exciting,” Parks said. “The exhibitors put a lot of energy into their booths.”

Circular firing squad emerges as Farm Bill collapses

Stefanik blames hardright faction — but also Dems

PLATTSBURGH | The Farm Bill is dead.

The measure, which would have imposed stronger work requirements on 40,000 food stamp recipients in New York’s 21st Congressional District, was voted down in the House 213 to 198 on Friday.

The leading culprit was intra-party warfare amongst Republicans: 30 GOP lawmakers voted against the legislation, including members of the conservative Freedom Caucus upset over unrelated immigration concerns.

House Speaker Paul Ryan (R-Wisc.) blamed the hard-right coalition.

“This is all the more disappointing because we offered the votes these members were looking for, but they still chose to take the bill down,” Doug Andres, a Ryan spokesman, told Politico.

Rep. Elise Stefanik (R-Willsboro) supported

the tightened work requirements, which mandated adults spend 20 hours a week working or participating in vocational training.

The bill, which is hashed out every halfdecade, is usually non-partisan, and Stefanik joined Ryan in pinning the blame on the Freedom Caucus — but also Democrats.

“Congresswoman Stefanik is disappointed that Democrats and the Freedom Caucus joined together to defeat the Farm Bill — pivotal legislation for farmers across the North Country and across the nation,” said Tom Flanagin, a spokesman. “However, she is optimistic this bill will eventually pass the House and continues to work with her colleagues on the path forward.”

Stefanik agrees with GOP lawmakers who are pushing for an immigration fix, said Flanagin, citing the discharge petition the lawmaker signed earlier this month to force votes on immigration and border security bills, including a fix to Deferred Actions for Childhood Arrival program, which President Donald Trump terminated last September.

The lawmaker has long called for a longterm fix for the country’s 800,000 Dreamers, about 100 of whom live in the district.

“However, she does not believe that the important Farm Bill should be held up over this,”

Flanagin said. “She is very disappointed that Nancy Pelosi and Democrats have chosen to politicize this issue rather than pass this bill that would support our dairy farmers, expand rural broadband, support specialty crops, and combat invasive species, among other measures.”

Stefanik, co-chair of the Invasive Species Caucus, managed to insert two amendments to combat environmental threats into the bill, including measures to add forest restoration to an existing grant program, as well as invasive vegetation to the Designated Treatment Areas program within the Healthy Forests Restoration Act. The current Farm Bill expires at the end of September.

Free basketball camp returns to Plattsburgh

PLATTSBURGH | The only free basketball camp in the state of New York will return to the Plattsburgh City Recreational Central this year.

The Adirondack Coast Basketball Camp will take place in two sessions: June 25 through June 29 for the girl’s camp and July 16 through July 20 for the boy’s camp.

Each will run 9 a.m. until noon.

Tom Lacy, Plattsburgh High School girl’s varsity basketball coach and local referee, said the camp has over 300 participants this season

but wants to ensure that all players who would like an opportunity to get coaching and experience in a camp setting get the chance.

“We have a great staff of coaches and players to help youth learn the game and improve their skills,” Lacy said. “The entire staff donates their time and knowledge for the camp. It says so much about our community. I checked with many sources and no one has ever heard of a camp being free, especially with over 200 campers.”

Lacy also said he could not run this camp without the many sponsors.

PLATTSBURGH | A single comma, and the lack of a definition for what constitutes an “inquiry” in the City of Plattsburgh Charter, is creating confusion over what councilors can ethically discuss with department heads without the mayor’s oversight.

A provision in the charter, C39-B, limits one-on-one conversations with department heads “except for the purpose of inquiries and investigations” without going through the mayor’s office first.

But councilors contend the language is so vague and subjective that it effectively imposes limitations on the city’s flow of information based on whomever holds the office of mayor.

“It seems to me that every time you speak to a department head, you’re playing jeopardy,” Councilor Peter Ensel (Ward 4) said at a special meeting of the council last Friday. “We’re handcuffed in doing our responsibilities as an elected official.”

The special meeting followed an email exchange last month that saw Mayor Colin Read accuse Councilor Dale Dowdle (Ward 3) of violating the city charter for seeking information from a department head.

The meeting also comes as the council discusses whether or not to implement a city government-wide code of conduct that would impose limitations on how internal information

is handled, first proposed by Mayor Colin Read in April, and the council prepares to convene an ethics board.

NEED CLARIFICATION

Ensel and Dowdle noted their concerns were based in the lack of a legal definition of “inquiry” in the charter, and a comma that indicates a distinction between what’s considered an investigation or an inquiry.

In the charter, an investigation is defined as a look into “the affairs of the city and the conduct of any city department, office, or agency and for this purpose may subpoena witnesses, administer oaths, take testimony and require the production of evidence.”

But what’s considered an “inquiry” isn’t defined.

“There is no definition of inquiry in this charter,” Corporation Counsel Dean Schneller told the council.

Schneller, who presided over the meeting to answer questions, walked councilors through a variety of scenarios where a discussion with a department head could be appropriate or inappropriate.

“I think it would depend on what the request is,” Schneller said.

If the information councilors seek from department heads will be used to build a policy?

“That would be inappropriate,” he said, if the mayor isn’t included in the discussion.

If councilors request a report on something that could necessitate the use of city resources, or request a meeting with a department head?

“The mayor has purview over meetings,” Schneller said.

Th en, later: “A cautious practice would be to limit those questions.”

Read said that resource allocation — which would mean the time department heads spend on answering a question — is under the purview of administration, which is the mayor’s job.

After several minutes of back-and-forth with examples of various scenarios, including a discussion on whether or not councilors could bring constituent concerns directly to department heads without the mayor’s oversight, Ensel appeared to grow frustrated.

“So we’re here to set the budget and that’s it?” He said.

“You’re here to legislate and not to manage,” Read shot back.

“Isn’t that the distinction?”

Lawmakers are expected to continue discussion on the code of conduct on Thursday, after this edition went to print. ■

That’s the problem, Ensel said.

“A lot of this is extremely subjective.”

Dowdle said that without a clear definition, that’s “all up to interpretation.”

According to a release from the mayor’s offi ce, last week’s meeting was designed for officials to review the city charter together and discuss the roles of the council and mayor in government.

“If I recall, a councilor or two asked for a workshop with Dean Schneller, our legal counsel, to help explain some of the confusion with regard to the Charter,” Read told The Sun in an email.

But councilors draw a direct link between the meeting and the mayor’s proposed code of conduct.

“The council wanted an opportunity to receive some clarity, regarding the mayor’s proposed code of conduct, from the city’s corporation counsel as a full body,” Councilor Joshua Kretser (Ward 6) told The Sun. The Plattsburgh Common Council has tabled the mayor’s proposed code of conduct for the last three weeks.

“There could be some areas that may make (the code of conduct) a little more restrictive (than the charter),” Ensel said.

A new code of conduct, drafted by councilors, is expected to surface in the coming weeks.

Dowdle noted that councilors have met with the city attorney multiple times in the past few weeks for a variety of reasons, one reason being the ongoing process of setting up an independent ethics board.
