Sixth annual fun run raises money for student scholarships

CHAZY | Known for his giving spirit and unwavering support for those he loved, James Wilson, a Chazy native, was always willing to help others.

Six years ago, he passed away in a motorcycle accident. He was 26. In his memory his family puts on an annual “Strides for James” fun run, 5K and 10K race. This year’s run, slated for May 12 at 8 a.m., marks the event’s sixth year. “This event is really a lot of fun,” said Rachel Dutil, public relations and marketing coordinator for the Miner Institute, where the event will be held for the fifth time. The proceeds benefit the James Dean Wilson Memorial Scholarship, which doles out funds to students at Clinton Community College and area high schools. “The James Wilson Memorial Scholarship is very meaningful to our family,” the Wilson family said in a statement. “James would be so happy to give the same opportunity he had at Clinton Community College to someone else.” This year five students, one each from Clinton Community College, Northern Adirondack Central School, Chazy Central Rural School, Northeastern Clinton Central School and Beekmantown Central School, will be awarded funds at the tail end of the event. The awards ceremony is set for 11:15 a.m. Registration for the race starts at 8 a.m. and ranges from $0 — for the Children’s Fun Dash, ages 5 and under — to $20 for the 5K and 10K races. “It really is such a great event, it’s a lot of fun and it’s a great time to come to the Miner Institute,” Dutil said. For those not interested in running but still wanting to participate, the Miner Institute dairy farm, horse barn and historical exhibit will be open throughout the event. PLATTSBURGH | A Plattsburgh man has been arrested for allegedly kidnapping an unidentified 22-year-old, threatening him

and stealing his phone. Plattsburgh City Police arrested Austin Okolonji, 25, of Clinton Street, on April 16. He was charged with kidnapping in the second degree, a class B felony; menacing in the third degree, a class B misdemeanor; petit larceny, a class A misdemeanor; and criminal possession of marijuana in the second degree, a class D felony. “This is an example why dealing in a drug like marijuana can quickly escalate into a dangerous and life-threatening activity,” Mayor

Colin Read said in a statement. “Our detectives and officers demonstrated some excellent police work in what could have easily turned into an escalating violent incident. We must remain vigilant in deterring such crime.” Okolonji was arraigned at Plattsburgh City Court on April 17, with bail set at $5,000 cash or $25,000 bond. As of Thursday afternoon, he’d been released by court order and was listed as “Out of Custody” by the Clinton County Sheriff’s Office. An order of protection has been issued for the victim, according to City Police Chief Levi Ritter. Okolonji was due back in court on April 26.

KIDNAPPED

The victim of the alleged kidnapping told police on April 10 that he was forced into a car on Oak Street by several masked people. In the car he was asked about the location of a package, according to a news release from city police, and threatened with bodily harm. When the vehicle came to a stop at a residence on William Street, his cellphone taken from him, the 22-year-old escaped and called for help at Zuke’s Deli on Brinkerhoff Street, according to Ritter. Six days later, as a result of an extensive investigation by city police and the Adirondack Drug Task Force, Okolonji’s vehicle was identified and found. Six pounds of marijuana was found in his car, Ritter told The Sun, an amount with an estimated street value of $15,000. Okolonji was tracked down, and police executed a search warrant of his Clinton

Street apartment. More evidence was found there. Ritter declined to disclose what that evidence was. The investigation is ongoing, and according to a news release from Plattsburgh City Police, more arrests are expected. The Adirondack Drug Task Force is comprised of members of the Plattsburgh City Police Department, Clinton County Sheriff’s Department, United States Drug Enforcement Administration, United States Homeland Security Office of Air and Marine, New York State Police, Homeland Security Investigations, Clinton County District Attorney’s Office and the Essex County Sheriff’s Department. ■

Community contributes $52K to Plattsburgh YMCA

PLATTSBURGH | When the Plattsburgh YMCA’s board, staff, volunteers and donors gathered at Valcour Brewing Company last month to announce the results of their recent fundraising campaign, the group had much to celebrate. In just over six weeks, $52,572 had been raised by over 150 donors as part of the non-profit’s Community Support Campaign. “We’re humbled by the outpouring of support from our community,” YMCA CEO Justin Ihne said. “We can’t do what we do without their support. The fact that we haven’t had one of these campaigns in on over 20 years, to have this kind of success, is truly a great thing.” The funding will ensure equal access to the YMCA regardless of whether or not a community member can afford their programs, according to Ihne. “Not everyone realizes that we provide financial assistance for all programs,” he said. » Code of conduct Cont. from pg. 1 The code, proposed by Mayor Colin Read earlier this month in an effort to curb “dramas” and bolster taxpayer trust following a wave of negative headlines detailing employee resignations and leaked emails, has been criticized by government watchdogs as utilizing vague language, particularly regarding what constitutes confidential information. The updated version of the code, revealed last Thursday, softened language that would have barred councilors and staff from making public statements perceived as “reflect(ing) poorly on city staff or councilors or invok(ing) city business for political purposes.” Instead, the updated version reads: “Councilors’ public statements should recognize the

It helps over 350 youth with swim lessons every year, and over 500 children flourish in after school and child care programs at the YMCA. “The YMCA has been here since 1896 in our community, and we’ve been serving families, children and youth for all that time,” Ihne told The Sun. REVIEW NEEDED

The proposal follows a series of developments that have pried open a window on internal city business, including an email from Councilor Michael Kelly (Ward 2) to fellow lawmakers disparaging the Downtown Revitalization Initiative and suggesting he reveled in low employee morale. Changes to the proposed code also included the elimination of a provision that would have blocked staff and advisory members from being party to litigation, against or involving the city. Though the mayor’s proposed code of conduct

was released to the council on April 26, it wasn’t sent to city managers until May 3, and wasn’t uploaded to the city’s website for public view until just hours before the council was set to discuss the document on May 3. No physical copies were made available outside the council chambers that afternoon. An updated version of the code was emailed to city managers and councilors just before 5 p.m. on May 3, half an hour before the council was set to vote on the policy in open session and half an hour after councilors were set to discuss the policy in committee. An updated version wasn’t immediately available at the May 3 council meeting for public view. I’m very grateful to have the time to review it

CHAZY | If voters approve on May 15, the Chazy Central Rural School District plans to grant the Alice T. Miner Museum a land easement that will allow for a new access road and parking lot. As part of the proposal, over a year in the making and at no cost to local taxpayers, a new access point would connect the back of the museum to an unnamed road that serves as the school’s bus loop. This new road is being offered up as an alternative to the museum’s front entryway on Route 9. “The existing driveway can only accommodate one lane of traffic, and can be tricky to navigate,” Alice Museum Curator/Director Ellen Adams said in a statement. “This leaves street parking on Route 9 as the only other option for visitors. “The new driveway and parking area will make visiting the museum safer and more pleasant for everyone.” Other exterior upgrades at the museum include a new parking lot, new landscaping, gardens and garden walkway, and an outdoor performance area, according to a news release. “We believe that moving the driveway exit away

Trust but verify

“Trust but verify” was a term that was coined back in 1986 in a speech given by President Ronald By Dan Alexander Reagan as he was • PUBLISHER • preparing for talks with Mikhail Gorbachev. Now, some 30-plus years later, the practice is plain common sense, not only for world leaders, but also for ordinary people doing everyday tasks. There are so many scams, careless errors, and companies with selfish motives that it serves us all to be on guard, even when dealing with those we have long deemed trustworthy. In the business world, we run into these situations all too often, especially as personnel or ownership changes. While you can understand and forgive an honest mistake, some honest mistakes can find their way into becoming a valuable money maker, especially when the original error has successfully flown under the radar. Which brings us back to Mr. Reagan’s original point to Mr. Gorbachev which was, I have complete trust in everything you tell me so long as I can validate the information as absolutely accurate. That’s where we find ourselves today, in a world that has limited safeguards and transactions taking place across the internet with unknown individuals who may or may not be who or what they pretend to be. Salespeople, politicians and attorneys tend to be the least trusted in our society, but clearly, you should never trust anyone without verification. Coming from an advertising sales organization, I can assure you we love nothing more than being asked to prove our claims. From circulation numbers to sales statistics, we respect your right to make us back up our claims. Any organization or individual that balks at providing proof of their service should become an untrusted source and anyone claiming to be above reproach has shown their true colors. With any transaction, when in doubt ask a trusted friend or family member for a little help. A third, non-interested party, can help to remove you from an awkward situation by providing a short break from the encounter and allow you to walk away from making an error when being pressured. Additionally, no invoice should ever get paid without questioning the details and making sure exactly what you are purchasing. This practice is especially important in larger companies where the person paying the bill is not the person that places the order. Trust but verify is simply a smart practice in all walks of life. ■

Where’s the infrastructure bill? Inspiration often comes from unlikely places. Like this week, when our car hit a pothole in downtown Plattsburgh and the check engine light came on. We’ve long said infrastructure isn’t sexy. But our crumbling roadways, bridges, waterways, seaports, sewer lines and public school buildings are facing a crisis. According to the 2017 Infrastructure Report Card released by the American Society for Civil Engineers, America’s infrastructure is rated a D+. The City of Plattsburgh is broke and the rest of our municipalities aren’t exactly swimming in cash. Nationwide, the fi x is projected to cost at least $1.6 trillion above current levels, and crumbling infrastructure costs the economy nearly $200 billion annually, according to a report by U.S. Senate Democrats. We’re not the only ones paying attention. Residents at a town hall in Moriah last month implored Rep. Elise Stefanik to take action, citing their deteriorating surroundings. But Congress continues to do nothing. Stefanik held out hope last month that a federal infrastructure plan from the White House may still be possible. “We have a president that is focused on infrastructure and likes to build things,” she shrugged. President Donald Trump ran on infrastructure. It was one of his most-repeated campaign promises as he careened towards the White House.

To the Editor: As a lifelong resident of Long Lake, I would like to thank state Department of Transportation (DOT) and the Hamilton County Highway Department for cooperating to repair a dangerous condition on Route 30 without disrupting our lives and commerce other than adding a few extra minutes to travel from Long Lake to Tupper Lake. Originally the Sabattis (with an “a”) Circle Road was the state highway linking Long Lake and Tupper Lake. The telephone lines still go that way. Children of families residing at Whitney Headquarters on Little Tupper Lake were transported to school via school bus. At that same time, log trucks also traveled the Sabattis Road.

But 16 months into his term, “Infrastructure Week” has become a punchline in Washington, where his administration teeters from scandal to scandal and Republicans have a thin record of accomplishments despite controlling Congress and the White House: No immigration bill, no updated health care plan, no infrastructure fi x. Trump in February called for spending $200 billion in federal money to leverage some $1.5 trillion from all levels of government and the private sector over 10 years. The details didn’t strike us as particularly salivating, largely due to its reliance on tax credits and other unspecified incentives to private investors. But nonetheless, it was something. Congress, however, appeared to quickly lose its appetite. Lawmakers kicked the can down the road by raising spending on infrastructure by more than $10 billion as part of the 2018 omnibus bill, but sprinkling it throughout different funding streams. We’ve drawn attention to this issue as recently as last summer, but it bears repeating now that construction season is again underway. Nearly every Adirondack town is in the process of tackling large-scale water and sewer projects, but we don’t have the population base to bankroll projects through user fees and tax hikes. And that’s to say nothing of state and federal-owned infrastructure. While the state has been a champ at providing grant funding — including the governor’s initiative which has funded critical upgrades at Plattsburgh International Airport

The drivers of 18-wheelers are professionals and probably the safest drivers on the road. There is no more wildlife on the Sabattis Road than on Route 30. They are probably safer due to the lower speed limit. There are no more wet lands on the Sabattis Road, compared to Route 30, so wildlife will not be impacted because of the detour. The birds will be able to mate. My wife commuted daily for 40 years to Tupper Lake and would not have minded the inconvenience of the detour other than leaving a little earlier for work. I realize there may be some damage to the Sabattis Road from the heavy vehicles due to frost coming out of the road. I am sure that was taken under consideration and repairs will be made. They have chosen the optimum time to complete this project before increased traffic in the summer. Kudos to Acting DOT Commissioner Peter Karas, Regional

— the federal government has been largely absent as a willing partner. The push appears to be dead in the water as lawmakers pivot to this fall’s midterm elections. Trump said as much at a recent Ohio rally, and blamed Democrats for not working with him. It’s political brinkmanship at its most typical: Politicians spin and the public loses. A long-term infrastructure fi x will be costly, but Congress should find the mettle to make it happen. Yes, Stefanik has proven to be apt at steering funds to the district in one-off packages — a cool $500,000 to the Town of Plattsburgh through the Regional Northern Border Commission comes to mind — but we think she should use her clout with House leadership to do more. No one likes raising taxes or fees, but we can think of a half-dozen ideas now to generate revenue — including ideas mentioned by Senate Democrats in their report, including closing tax loopholes. Others revenue-raisers are more unpalatable, including a proposed increase in the federal gas tax, which we think North Country residents are ill-equipped to shoulder. Infrastructure is an issue tied directly to the economic development of our region, and should be prioritized by Congress. Doing so could be a tangible legacy that Congress and the White House, in particular, can do more than simply perpetuate their own existence at the expense of the working class people of this country. — The Sun Editorial Board ■

PLATTSBURGH | The Plattsburgh City Democratic Committee last month endorsed two candidates for seats on the Plattsburgh Common Council. For Ward 6, the Democratic committee has endorsed the former three-term mayor of the Village of Champlain, Jeffery Moore; for Ward 5, Councilor Patrick McFarlin. McFarlin was recently appointed to represent Ward 5 after Becky Kasper resigned in early February. “As a resident of the city, I have always endeavored to contribute to its growth and success,” McFarlin told the local Democratic committee. “As a current member of the Common Council, I am excited about moving forward with the state-awarded Downtown Revitalization grant and the additional economic opportunities it brings to our city. I understand the importance of community and constituent input, and look forward to continuing to advocate for Ward 5.” Moore is a member of the Citizen’s Finance

Advisory Committee and alongside his wife, Sue, has been outspoken about the need to drastically cut expenses to save residents from a double-digit tax increase. “We need to balance the city budget to free up resources so that we can begin to restore failing infrastructure in the city, especially the streets,” Moore said in a statement. “We also owe it to the residents to keep future tax increases within the limits of the tax cap so that the city will remain affordable for all residents. “I believe we can accomplish this without any loss of services by collaborating with the city employees to establish best practices for each department and implementing the efficiencies they develop. “I firmly believe that we can make our city a better place to live and work for everyone with a coordinated effort to improve.” Moore has attended nearly every Plattsburgh Common Council meeting for the last few months. “As chair of the city Democrats, I’m proud to stand behind the endorsements of Patrick McFarlin and Jeffery Moore for the Plattsburgh Common Council,” Plattsburgh City Democratic Committee Chairman Matthew Waite said in a statement. “It’s clear that their focus will be on charting a sustainable future for the city and its

residents, and I have a tremendous amount of confidence in their leadership.”

TWO DECLINE RE-ELECTION BIDS

Two city councilors are declining to seek re-election. Ward 3 Councilor Dale Dowdle, a Republican, is up for re-election this year but he’s declining to run again. “I am not seeking re-election at the end of my term,” Dowdle told The Sun in an email. “(I’m) not seeking re-election based upon plans to snowbird during winter months.” Councilor Joshua Kretser (Ward 6), a Democrat, is also declining to seek another term, and declined to offer a reason. “I will not be seeking re-election this November,” Kretser told The Sun. Neither the city Democratic or Republican committees have yet endorsed a candidate for Dowdle’s seat.

REPUBLICAN COMMITTEE PLANS MEET

The Plattsburgh City Republican Committee had not yet formally endorsed any candidates for city council when this edition went to print. The committee tends to endorse candidates within 30 days of the first date for signing designating petitions, per their bylaws, according to local chair Bruce Lawson.

“We plan to meet mid-May,” he said. “We are actively recruiting candidates. I’m optimistic that some or all will be endorsed.”

BY THE NUMBERS

Candidates for the three council seats have from June 5 to July 12 to circulate petitions to get on the ballot. Each candidate must garner five percent of enrolled voters’ signatures for their perspective party. In the City of Plattsburgh, the number of signatures needed varies per ward and per party. In Ward 3, Democratic candidates must secure 37 signatures; while Republican candidates must get 21 signatures, according to the Clinton County Board of Elections. Democratic candidates in Ward 5 must garner 41 signatures, while Republican candidates need 18 signatures. And in Ward 6, 30 signatures are needed for a Democratic candidate and 13 for a Republican candidate. If a primary is needed, it will be held Sept. 13. The Plattsburgh Common Council, as it stands now, is majority-Democratic. From six city wards, four are represented by Democratic councilors. Councilors Peter Ensel (Ward 4) and Dowdle are the only Republicans currently serving on the Common Council. ■

Sea Grant Program sees funding increase Local program garners “Institute” designation

PLATTSBURGH | The Lake Champlain Sea Grant program has a new designation — and a bigger budget for its work. The National Oceanic and Atmospheric Administration and the National Sea Grant College Program have granted the program institute status.

With the new designation comes a 150 percent increase in its base budget — from $400,000 to $1 million annually — in federal support for research, outreach and education to improve the environment and economy in the Lake Champlain Basin. Designation as a Sea Grant Institute is the second-highest level of recognition within the four-tiered National Sea Grant College Program and is a significant achievement. The Lake Champlain Sea Grant program was established as a project by NOAA in 1999. In 2012, its status was raised to that of coherent area program.

The institute designation also gives the program increased national recognition and an enhanced ability to work with key partners throughout the region. The Lake Champlain Sea Grant program develops and shares science-based knowledge to benefit the environment and economies of the Lake Champlain basin. The program is a cooperative effort of the Rubenstein School of Environment and Natural Resources at the University of Vermont and the Lake Champlain Research Institute at the State University of New York College at Plattsburgh. It operates through partnerships with UVM

Extension, the Vermont Department of Environmental Conservation and numerous other local organizations. Research supported by Lake Champlain Sea Grant at SUNY Plattsburgh includes ground-breaking assessments of microplastics in Lake Champlain and installation of a long-term monitoring buoy to track lake temperatures over time. Recent Sea Grant-supported research at the University of Vermont on green infrastructure informed the state’s newly updated stormwater guidance. ■

Chazy Lake legislation passes state Assembly

North Country legend Gary Finney dies Local sports and square dancing icon fondly remembered across region By Keith Lobdell STA FF W RITER

PLATTSBURGH | The North Country is remembering a local icon this week with the passing of former Keeseville Mayor Gary Boyd Finney. Finney passed away Sunday, April 29. He turned 80 just four days earlier. Finney was also known by many as a coach, athletic apparel and trophy maker as well as a musician and square dance caller, a passion which he brought into the schools from Champlain to the Capital Region. He was born in Plattsburgh on April 25, 1938, the son of William and Dorothy (Boyd) Finney. Gary graduated from Plattsburgh High School in 1956 and attended Ithaca College. He owned and operated Finney Sports in Plattsburgh and was a local musician and entertainer for most of his life.

COACH, MUSICIAN

Finney was a three-sport coach at AuSable Valley, coaching baseball, basketball and football. He also coached at Willsboro and Chazy. “Gary was a staple of our athletics program at AVCS,” said Athletic Director Kurt Munson. “He coached our 1986 baseball team to a Final Four run, was a head boys basketball coach, and coached football for years. He was all about the kids. When he would do his square dancing at AVCS, it was like a yearly coming home celebration.” AVCS Superintendent Paul Savage recounted Finney as a friend, as his coach and as a dedicated and respected community member and business owner. “Coach was not only a good friend to me, but was also my football coach and baseball

coach at AVCS many years ago,” he said. “He impacted my life very positively in each of those roles just as he had for many students in the AVCS communities and he will be greatly missed by us all.” “You could not ask for a more knowledgeable guy when it came to sports, sitting down with him and asking questions to him,” said Westport PE teacher and Athletic Director Brad Rascoe. “I’ve known him for well over 40 years. I played basketball against him in high school when he was coaching AuSable. I don’t think kids today know that he was a coach. He also had one of the best set shots I have ever seen.”

SQUARE DANCING

Finney traveled throughout the northeastern half of New York state, bringing his passion for square dancing to numerous schools, spending a few days at each district instructing students at all grade levels in everything from a do-si-do to bringing your partner home. Former Essex County Fair Manager Ernie LaPine said doing so was his biggest joy in recent years. “He told me he couldn’t wait each year for the school year to start,” LaPine said. “He always had a joke or a story he could tell for everything and he enjoyed inter-mingling with the people. Every year, he would come down and walk the old cattle barn before the fair just to walk through it for memory’s sake.” Saranac Central PE teacher Ashley Eney said students would come into gym class the first day of school and ask when the square dancing unit would be, and if Finney would be the instructor, citing his humor, laughter and passion for the activity. “His passion for square dancing and working with students was very evident when he came each year,” Eney said. “He not only taught the students about square dancing, but he also taught them about the importance of trial and error, making your best effort and, most importantly, laughter.” Savage recalled his storytelling abilities, and said he not only enjoyed people, but took

Photo by Keith Lobdell the time to get to know them. “The children loved him, his players loved him, and he was a true character to the every end.” Rascoe referred to him as a “square dance king.” “Northern New York as a whole has lost a very well-known, wonderful guy.” Students also fondly recalled the lessons. “I remember when I was in sixth grade and my partner was Ryan Davis, who was a six-foot senior, just swinging me around,” said Westport senior Lizzie Stephens. “They were my favorite days. The whole high school would show up in the gym.” Finney served as the former mayor of Keeseville and served many communities through his work at Finney Sports and with the Upstate New Yorkers. The band would play at many places throughout the North Country, including the Essex County Fair,

Gary is survived by his wife, Gerry; sons and daughters-in-law, Gary and Patty, Tom and Lori, and Andy and Melissa; grandchildren, Andrew, Trevor, Rachel, Alisha, Jaden, and Jess; great-grandson, Bentley; and many extended family members. Calling hours will be held Thursday, May 3, from 3 to 7 p.m., at the Hamilton Funeral Home, 294 Mannix Road, Peru. A funeral service will be held Friday, May 4, 2018 at 11 a.m., at St. Augustine’s Church in Peru with Rev. Peggi J. Eller, officiating. In lieu of flowers donations in his memory may be made to the Peru Community Church, the Keeseville Rescue Squad or the charity of one’s choice. ■

PLATTSBURGH | Roland Guay was a man on the move May 5. The Northeastern Clinton student pulled into the pits at Airborne Speedway ready for his first start in the Super Stock division. He also was wearing his tuxedo, ready for the NCCS prom. “I hope my date doesn’t get too upset,” said Guay. “I told everyone I would see them after the races.” Guay was last season’s straight stock division champion and enters the new season moving up to Super Stock, the division he had always wanted to race in. ‘I have been racing go-karts since I was in third grade,” Guay said. “This is the division I have always wanted to race in and my goal for this season is to be competitive.”

RESULTS

Alexandria, Ontario native and defending 358-Modified track champion, Chris Raabe started in position No. 12 and methodically worked his way through the field in the 30-lap feature event. Local racing veteran Bucko Branham collected the victory in the Poirier’s True Value Sportsman Modified division. 2017 champion Brent Jarvis collected the first win of the season for the Ernie’s Discount Tools Super Stock division. Tylor Terry and Michael Wright completed the podium. Zach Wood collected the victory in the Mini-Mod division, while Shawn Walker scored the first victory of the year in the Strictly Stock division. ■

Fatal ATV crash in Peru

PERU | On May 4, at approximately 10:14 p.m., New York State Police responded to a report of a fatal ATV crash on the dirt portion of Strackville Road in the Town of Peru. The ATV, a 2003 Arctic Cat, was found overturned on the road with the operator, Craig G. Wright, 33, of Plattsburgh, pinned underneath the ATV. An investigation revealed Wright had been at a hunting camp on Strackville Road. He left the camp alone to return to a residence on Peasleeville Road, a short distance from the camp. For an unknown reason, Wright lost control of his ATV on a downhill grade, resulting in the ATV overturning. Clinton County Coroner David Donah responded to the scene and pronounced Wright deceased. Donah authorized removal of Wright’s body to the University of Vermont Health Network at Champlain Valley Physicians Hospital where an autopsy is scheduled for Monday. ■

Two Plattsburgh men arrested for falsely reporting an incident

PLATTSBURGH | On April 22, at approximately 7:30 p.m., New York State Police responded to a residence on Oakland Drive in the Town of Plattsburgh for a report of an ATV collision. Bruce W. Danville, 42, and 20-year-old Austin G. Devins, told troopers they were riding their ATV’s on trails behind the old Clinton County Airport in the Town of Plattsburgh when they struck each other head-on. Both parties advised

they had no injuries and the ATVs were driven to their residences. Days later, Danville and Devins advised New York State Police that the entire accident report was incorrect. An investigation revealed that the accident occurred on the airstrip not on a trail, and that the crash happened as a result of reckless operation. On May 4, Devins and Danville were arrested and charged with one count each of falsely reporting an incident in the third degree and operation of ATVs on private property. Both were released on appearance tickets returnable to the Town of Plattsburgh Court on May 10 at 4 p.m. ■

AuSable Forks man arrested for drug possession

AUSABLE FORKS | On May 4, at approximately 4:30 p.m., New York State Police conducted a traffic stop on Port Douglas Road in the Town of Chesterfield, on a 2008 Ford F150, traveling east bound in the west bound lane, and crossing over the double yellow hazard markings. The driver was identified as 29-year-old Jared W. Plishka of AuSable Forks. Plishka was found in possession of a small quantity of marijuana and two tramadol pills. He was arrested and charged with unlawful possession of marijuana, criminal possession of controlled substance in the seventh degree, and controlled substance not in original container under the New York State Public Heath Law. He was additionally ticketed for crossing hazardous markings and broken windshield. Plishka was released on tickets returnable to the Chesterfield Town Court on May 14 at 5 p.m. ■

Woman arrested in Chesterfield under Leandra’s Law

CHESTERFIELD | On May 6, at approximately 8:50 a.m., New York State Police conducted a traffic stop on a 2017 Mitsubishi Outlander

traveling north on Interstate 87 in the Town of Chesterfield for traveling at 85 miles per hour on the 65 miles per hour highway. The operator, 39-year-old Natasha M. Poole of Fallsburg, was found to have a suspended non-driver ID only. Poole was determined to be driving while under the influence of a narcotic and she was found in possession of a quantity of suboxone and marijuana. Three children were in the rear seat of the vehicle, two 2-year-old children and a 3-year-old child, who were not in any type of safety restraint. Subsequent to a drug recognition evaluation and a blood draw, Poole was arrested and charged with three counts of Leandra’s Law: DWAI-drugs, criminal possession of a controlled substance in the seventh degree, criminal possession of marijuana in the fifth degree, aggravated unlicensed operation in the first degree, and additionally ticketed for speed, three child safety restraint violations and unlicensed operation. Poole was arraigned in the Town of Chesterfield Court where she was remanded to Essex County Jail in lieu of $2,000 cash bail or $4,000 bond. ■

AUSABLE FORKS | On May 5, at approximately 1:30 a.m., New York State Police conducted a traffic stop on a 2013 Ford F150 on State Route 9N in the Town of Jay for having no front license plate. The operator, 60-year-old David L. Dumas, of AuSable Forks, was subsequently arrested for DWI. His blood alcohol content was determined to be 0.14 percent. Dumas was released on appearance tickets made returnable to the Town of Jay Court on May 14 at 6 p.m. ■

residence on Second Street in Lyon Mountain for a report of a domestic dispute. An investigation revealed that earlier that morning, the suspect, 18-year-old Jeffrey J. LeClair Jr. of Lyon Mountain, left a threatening message on the victim’s cell phone stating that he was going to kill her. He choked the victim at a location on Rugar Street in the Town of Plattsburgh. And later, LeClair menaced the victim with a baseball bat and smashed the victim’s vehicle with the bat while it was parked in the driveway at the residence on Second Street in Lyon Mountain. LeClair also broke a mirror inside the home by smashing it with the bat. The victim’s 2015 Jeep Patriot sustained damage consisting of broken mirrors and dents to the passenger side. LeClair also had menaced another male who tried to aid the female victim when she left the Lyon mountain residence to seek help. LeClair was charged with two counts of criminal possession of a weapon in the fourth degree, two counts of menacing in the second degree, criminal mischief in the third degree, criminal mischief in the second degree, and criminal obstruction of breathing. He was arraigned in the Plattsburgh Town Court where he was released under pre-trial release. ■

Quebec man arrested at border for possessing counterfeit money

CHAMPLAIN | On May 4, at approximately 9:09 p.m., New York State Police responded to the Champlain Port of Entry for a report of counterfeit money. U.S. Customs and Border Protection agents conducted a secondary inspection on a vehicle driven by Philippe J. Morency, 37, of Quebec, and found him in possession of two counterfeit U.S. $100 bills. Morency was arrested and charged with criminal possession of a forged instrument in the first degree. He was arraigned in the Town of Champlain Court where he was released on his own recognizance. ■

The eighth grader is one of 25 Northern Adirondack Central School students who dedicate their time to community service projects with the school’s Builder’s Club, a youth program sponsored by the Champlain-Rouses Point

Kiwanis Club. The act about to perform on a recent Saturday afternoon was local comedy troupe Completely Stranded. A steady stream of community members stopped at Hogan’s table to get their tickets to the show. Though she enjoys events like these, what she likes best about being a part of this group is the community service aspect, she said. At Northern Adirondack Central School, local-minded volunteerism is alive and well: The Builder’s Club works on a number of projects throughout the year. In the past, they’ve done everything from putting together teacher appreciation goody bags to making blankets for the Fitzpatrick Cancer Center and the pediatric unit at UVM Health Network-CVPH Medical Center in Plattsburgh. The students are tasked with coming up with

all of the ideas. “Last year we went to the animal shelter and built toys for the animals,” Harold Carter, 12, said. Hogan’s favorite project: An annual Easter Egg Hunt the club helps put on. This year, the club filled 1,500 eggs for other children to find. “I don’t think people know how much we really do,” she said, hands folded in front of her. These projects are made possible, in part, by student-lead fundraising. The club just closed out a fundraiser where they sold flower bulbs. Together, they raised over $1,200 toward community projects. “It feels good to help,” Hogan said. ■
