PERU | If voters approve, the Peru Central School District will embark on a four-year, $18.4 million capital plan this summer to upgrade infrastructure at buildings districtwide and convert the high school’s wrestling room into a multi-level fitness center.

The plan, which Superintendent Thomas Palmer said is years in the making, will be presented to voters on May 8 before formally going out to vote on May 15.

WILLSBORO | Marc Molinaro effectively sewed up the Republican nomination for governor last week when the Westchester County Republican Chairman said his committee will

endorse the Dutchess County Executive in his effort to unseat Gov. Andrew Cuomo.

But Molinaro didn’t know it at the time because he was ankle-deep in mud on a trip to an Adirondack dairy farm with patchy cell service.

SUNY Plattsburgh police chief retires University Police Chief Jerry Lottie says farewell May 24

PLATTSBURGH | SUNY Plattsburgh University Police Chief Jerry Lottie has served the campus community since the turn of the century.

On May 24, he will retire.

“I’m certainly going to miss this campus community,” Lottie told The Sun. “The students here have been fantastic and they’ve welcomed University Police into the educational environment, which is great because that’s where I think police can be most effective.”

Lottie joined University Police in 2000. The next year, he was appointed assistant chief.

He took the helm as chief in 2015.

“Chief Lottie will be greatly missed for his dedication and service to the University Police Department, SUNY Plattsburgh, and most importantly our students,” said Vice President for Student Affairs Bryan Hartman in a statement. “I and the rest of the campus wish him

community to University Police’s law enforcement partners, for their help over the years.

“We have a really good police department here that is well-positioned for future,” he said.

UNIVERSITY POLICE MARK 50 YEARS

SUNY Plattsburgh University Police celebrated the 50th anniversary of the creation of New York State University Police (NYSUP) at a special ceremony last Wednesday.

NYSUP, the police force that oversees law

enforcement on campus at nearly 30 state universities, was first created in September 1968.

“We’ve come very far,” Lottie said at celebration at college President John Ettling’s home last Wednesday. “Our mission isn’t just to protect and serve this campus community but also to be a part of it. Nearly half of our officers hold or are in the process of obtaining their master’s degrees from SUNY Plattsburgh.”

“Keep it up for another 50 years,” Ettling said. ■

A search for his replacement will begin immediately, according to a news release from the college, with the goal of hiring someone prior to Lottie’s departure.

“Chief Lottie has been a strong advocate for a community policing model that has developed a strong supportive relationship between his department and the student body,” Hartman said. “This has been acknowledged by numerous student organizations over the past several years that have provided University Police citations for their collective good work.

“Chief Lottie modeled the importance of being visible and present at important campus functions.”

Lottie was seen at multiple events on campus in the last few years, everything from forums on pedestrian safety, to meetings about policestudent relations and more.

“The things that stand out to me the most is when University Police was recognized by student groups,” Lottie said, citing a number of student groups, including Black Onyx and the Student Association. “That was the benchmark that we were doing what was expected of us and achieving our goal.”

First-ever downtown ‘walking conversation’ slated for May 5 Plattsburgh latest city to join “Jane’s Walk” movement

PLATTSBURGH | Downtown Plattsburgh has so much culture to absorb, organizers of an upcoming walking tour had a tough time cramming everything into a brief itinerary.

As a result, Friends of the Saranac River Trail were forced to lop the itinerary off at Upper Bridge Street.

“We had too much,” said Jesse Feiler, the organization’s president. “We have enough stops we can do two or three more walks.”

Included on the first-ever “walking conversation” on Saturday, May 5 is a blend of traditional and unconventional destinations, including the North Country Co-Op, Wayward Sound Studio and the Plattsburgh Shoe Hospital, which Feiler said was one of the city’s hidden treasures.

The downtown mainstay is also a model of a how a busi-

ness can successfully adapt over time.

“They do a tremendous amount of business over the internet,” Feiler said. “And they don’t compete with Amazon.”

Downtown revitalization is happening in subtle ways, he said.

Not many people may perhaps realize that the former Johnson’s Auto Glass Building at Macdonough Street is being transformed into a studio space, he said.

The Lake City is ripe for this type of adaptation, he said, because people enjoy relocating to a city with pre-existing infrastructure that can be transformed into new uses.

The walk is the first-ever local installment of Jane’s Walk, an event paying homage to Jane Jacobs, the famed reporter whose work “Death and Life of Great American Cities” was a landmark volume in the field of urban renewal in the early-1960s.

Organizers hope groups of ordinary folks can join and share information about their neighborhoods.

“Walking is a key way to learn about a city,” Feiler said.

“It’s amazing.”

Plattsburgh is the latest city to join the movement, with dozens of cities across the U.S., including Syracuse, Hudson and New York City, holding similar events.

As the city hurdles towards its own renewal through the state-funded Downtown Revitalization Initiative, Feiler feels confident about the future.

PLATTSBURGH | When he wasn’t in chemotherapy treatment last year, John Weare, a local Air Force veteran, could be seen out on the water with a fishing rod in his hands.

Weare, 33, was diagnosed with colon cancer last February. But even multiple rounds of chemo, surgeries and days when he just felt unwell couldn’t deter him from the simple joy of taking his kayak out on the water as the sun rose on the horizon.

The plans also include a proposal to convert the middle/high school wrestling room into a multi-level fitness center with weight-lifting and fitness equipment; convert the weight room into a training room; and install a $300,000 lighting system for the football field.

“Th is is a no-frills building project,” Palmer told residents and the Peru Town Board last Monday.

When paired with state funding, a $700,000 fund balance expenditure, and the retirement of debt from past capital projects, the plan is expected to translate to virtually no increase in taxes, he said, noting that the district had set aside over $1.7 million in the capital reserve for the project.

“This is the result of good, prudent planning,” Palmer said.

Priority items are expected to be completed

by August 2019, while the project as a whole has an anticipated end-date of August 2021, according to district documents.

“I very much appreciate the various structural repairs, safety upgrades, health and wellness focus, and ADA upgrades to portions of the school — these changes will benefit everyone’s children,” said Steve Peters, a local parent and school board candidate. “LED lights and new heating systems can easily save the equivalent of a teacher’s salary. “The doctor is hopeful that all cancer has been removed, but recovery is harder this time around and the financial burden only continues to grow,” a news release from the family reads.

“Although we wish we could, we cannot cure cancer, but we can help them with the medical debt that has grown during this stressful time.”

Two men arrested for drug possession

PLATTSBURGH | Subsequent to a traffic stop on April 25 on Irish Settlement Road in the Town of Plattsburgh, two suspects were arrested for drug possession.

The vehicle failed to stop at the stop sign at the exit 36 offramp from I-87. The driver, 31-year-old Curtis J. Lagrave of Plattsburgh, and the passenger, 49-year-old Abraham Collazo Jr., of the Bronx, were found in possession of approximately 10 grams of heroin and 17 grams of crack.

Lagrave and Collazo were each charged with one count of criminal possession of a controlled substance in the third degree (with intent to sell). Lagrave was additionally charged with unlawful possession of marijuana for having a small quantity of marijuana. He was additionally ticketed for failure to stop at a stop sign.

Both suspects were arraigned in the Town of Peru Court. Collazo was remanded to the Clinton County Jail on no bail. Lagrave was remanded to the Clinton County Jail in lieu of $2,500 cash bail, or $5,000 fully secured bond. They are scheduled to reappear at the Plattsburgh Town Court at a later date and time. ■

Astoria teen arrested for trespassing

PLATTSBURGH | On April 28 at 4:01 p.m., Clinton County Sheriff’s Deputies arrested Gaoussou Sympara, of Astoria, on a charge of criminal trespass in the second degree, a class A misdemeanor. It is alleged that Sympara, 18, had entered property located at Dormitory Drive in the Town of Plattsburgh and remained unlawfully after being directed to stay away from and off of property at that location.

Sympara was processed at the Clinton County Sheriff’s Office and issued an appearance ticket for the above charge, directing him to return to the Town of Plattsburgh Court on a later date to face the allegations. ■

ALTONA | Subsequent to a traffic stop on April 25 at approximately 8:30 p.m. on Boynton Avenue in the City of Plattsburgh for a turn signal violation, Kahlil Ambersley, 36, of Altona was arrested for drug possession.

Ambersley was found in possession of approximately 30 grams of cocaine. He was charged with criminal possession of a controlled substance in the third degree.

Due to Ambersley having two prior felony convictions, he was arraigned in the Plattsburgh City Court and remanded to the Clinton County Jail without bail. ■

MORRISONVILLE | On April 24 at 2:30 p.m., Clinton County Sheriff’s Deputies arrested Tammie A. Guay of Morrisonville following a traffic stop in the Town of Plattsburgh on charges of aggravated driving while intoxicated with a BAC of 0.18 percent or more, a felony; driving while intoxicated with a previous conviction within 10 years, a felony; aggravated unlicensed operation, a felony; used lease/rented/loaned vehicle without interlock device, a misdemeanor; speed in zone, an infraction; and unlicensed operator, an infraction.

It is alleged that Guay, 44, was operating her motor vehicle above the posted speed limit. Upon further investigation, it was revealed that Guay was allegedly operating her motor vehicle while in an intoxicated condition with a blood alcohol content over .18 percent and without an ignition interlock device. Additionally, it is also alleged that at the time of the traffic stop, Guay’s New York state driver’s license was revoked due to a conviction of aggravated driving while intoxicated on a previous date.

Guay was transported to the Clinton County Sheriff’s Office where she was processed on the above charges. Guay was then arraigned in the Town of Plattsburgh Court on the above listed charges and remanded to the Clinton County Correctional Facility without bail. Guay is scheduled to reappear in the Town of Plattsburgh Court on a later date. ■

Champlain man arrested for probation violation

CHAMPLAIN | On April 25 at 12:10 a.m., Clinton County Sheriff’s Deputies arrested Brent M. Tedford of Champlain on a violation of probation warrant issued by the Town of Plattsburgh Court.

It is alleged that Tedford, 28, who was previously convicted of attempted aggravated harassment in the second degree and attempted aggravated family offense in March 2017 and placed on probation, violated the conditions of his probation.

Tedford was arraigned in the Town of Plattsburgh Court on the warrant and committed to the Clinton County Correctional Facility in lieu of $1,000 cash, $2,000 secured bond. Tedford is scheduled to reappear in the Town of Plattsburgh Court on a later date. ■

SCHUYLER FALLS | Clinton County Sheriff’s Deputies arrested Latasha Lord of Schuyler Falls on a bench warrant issued by the Town of Schuyler Falls Court. PLATTSBURGH | Thomas A. Burnell, 36, of Plattsburgh, plead guilty last week to selling heroin mixed with fentanyl that caused the death of a customer.

Burnell separately plead guilty on April 27 to possessing a weapon while incarcerated as a federal inmate at the Clinton County Jail.

As part of his plea, Burnell admitted that on Jan. 16, 2016, he went to the Plattsburgh apartment of a male customer, “J.G.” and gave J.G. two bags of what Burnell believed to contain heroin, for $70. J.G. ingested the substances that Burnell sold to him, which was heroin mixed with fentanyl. J.G. died that day due to opiate overdose.

Burnell was a registered sex offender at the time of the crime, having been convicted in 2003 of sexual abuse in the first degree.

In pleading guilty, Burnell also admitted that on March 30, 2017, while detained at the Clinton County Jail on the drug charge he pled guilty to today, he possessed a sharpened toothbrush as a weapon. Officers found the weapon while conducting a random search of Burnell’s cell.

Senior United States District Judge Norman A. Mordue is scheduled to sentence Burnell on Aug.20.

Subject to Judge Mordue’s approval, Burnell’s plea agreement requires him to serve 18 years in prison for the drug offense. On the weapon offense, Burnell faces up to five years in prison. Burnell also faces a term of post-imprisonment supervised release of at least three years and up to life.

The drug overdose case was investigated by the DEA and the Plattsburgh Police Department. The prison contraband case was investigated by the U.S. Marshals Service and the Clinton County Sheriff’s Department. The cases are being prosecuted by Assistant U.S. Attorney Douglas Collyer. ■

Sheriff’s Office. Verga was then arraigned in the Plattsburgh City Court and granted pre-trial release under the supervision of the Clinton County Probation Department. Verga is scheduled to reappear in the Plattsburgh City Court on a later date. ■

As a nation, we’ve tolerated this foolishness long enough.

What was once goodBy Dan Alexander natured ribbing at the • PUBLISHER • annual White House Correspondents’ Dinner in Washington has turned rude, crude and even obscene as comedian Michelle Wolf went full-on attack mode in the most bizarre blistering attack that was anything but funny or good-natured.

Both sides are to blame for the venom that was showcased last week in the nationally televised event attended by approximately 3,000 elite politicians, celebrities and reporters.

The long-standing event’s purpose is to honor journalists for their achievements over the past year, but after the comedic keynote, not many felt honored — especially White House Press Secretary Sarah Huckabee Sanders who was invited as a special guest of the organization and was seated at the head table.

Sadly she wasn’t alone.

In the past roasts of this nature performed by stars like Don Rickles, Dean Martin or Jerry Lewis, the jokes were fair-handed and there was more love in the room than opposing sides could stomach in today’s environment.

That’s where we’ve crossed a line.

We can no longer just disagree or even poke fun without true hatred pouring out. There is no resolution to today’s disagreements.

It’s all-out nuclear vocabulary warfare.

And when name calling and insults that cut deep don’t hurt badly enough, sooner or later, it is going to turn violent like we’ve seen on far too many college campuses and even ordinary town hall meetings.

The examples these professional adults are setting for our youth is simply despicable.

The political machines created this evolving blood-sport mentality and it’s up to them to figure out a way to turn things around and soon.

Ever wonder where bullies who have no sense of respect for anyone other than themselves come from?

For people who act in this manner, there is no line that can’t be crossed, no words too vulgar nor no analogy too sacred... for no other purpose than to tear down our society and shred all common decency for nothing more than a moment in the spotlight.

Spotlights and pedestals should be reserved for those who know how to act and take pride in themselves and those they serve.

None of us can justify bad behavior and it’s time we demand better or be prepared for much more in our future. ■

Bag ban a bad idea Gov. Andrew Cuomo wants to ban single-use plastic bags and is calling on the state legislature to approve a bill before the session concludes next month.

New Yorkers use 23 billion plastic bags annually, according to the governor’s office, which contributes to pollution of waterways, forests, landfills and neighborhoods statewide.

The governor’s ban proposes to prohibit all single-use, plastic carryout bags at any point of sale in New York state effective Jan. 1, 2019.

We disagree with this approach — and not because we’re pro-bag, but rather anti-ban: A blanket ban of anything typically results in unintended consequences.

A better solution to combat plastic waste would be to simply issue a 5 cent per bag fee, a measure the state legislature blocked last year when proposed by the New York City Council.

The Daily News pointed out the fee is a more effective way to reduce bag usage.

In Suffolk County, for instance, a nickel fee on all bags has resulted in a decline in more than half within just four months, the newspaper reported.

But as the News also pointed out, a task force ordered by the governor reported bans backfired in San Jose, Chicago and Honolulu “as merchants just switched to using slightly heavier ‘reusable’ plastics or relied more on paper bags.”

The proposal has already met resistance from Wegman’s, the upstate New York food giant who said a ban would “likely lead” to an increase in the use of paper, which also carries risks to the environment.

For each tractor trailer used to transport plastic bags, it takes seven to haul the same number of paper bags, said the grocer, and it takes about 90 percent more resources and energy to make and recycle paper compared to plastic.

The governor’s proposal does offer exemp-

tions — including those used for bulk products, deli meats and takeout food bags, among others — and the state Department of Environmental Conservation would also be allowed to exempt certain bags through regulations.

But to us, that just amounts to more bureaucracy and paperwork on top of our already beleaguered small businesses.

Yes, wanton waste must be addressed. But implement a fee on all bags — paper and plastic alike — before issuing a blanket ban.

If it doesn’t work, let the voters decide through a proposition like they did in California.

In the meantime, all of us should get into the habit of carrying reusable canvas or heavyplastic bags available at any point of sale in businesses throughout the state.

But we don’t need another regulation — or worse yet, another edict a la the governor’s decision to restore voting rights to parolees — hoisted upon us without due process. ■ —The Sun Editorial Board

Tonko lashes embattled EPA chief; Stefanik not satisfied with responses EPA chief remains in spotlight for ethical lapses

WASHINGTON, D.C. | Scott Pruitt, the embattled Environmental Protection Agency chief, was in the hot seat last week for a congressional grilling probing ethical lapses and a firehose of questions surrounding personal spending.

During a pair of six-hour committee hearings, Pruitt largely blamed the scandals on staff, and said he was unaware of pay raises to aides.

“I have nothing to hide as its relates to how I’ve run the agency for the past 16 months,” Pruitt told the House Energy and Commerce subcommittee.

Rep. Paul Tonko (D-Amsterdam) was a chief critic, lashing proposed budget cuts, staff reductions and what he said was overall mismanagement and abuse at the agency that will ultimately weaken public health.

“Under Administrator Pruitt, commonsense public health and environmental protections are being slated for elimination with no regard for scientific evidence and little justification beyond the wishes of regulated entities,” Tonko said in his opening remarks.

Tonko, who represents the Albany area, also got Pruitt to acknowledge a shifting stance when it comes pay raises for staffers.

Pruitt previously told Fox News that he hadn’t known about the raises until afterwards; that he did not know who authorized them and that they shouldn’t have been handed out, Politico reported.

But under questioning from Tonko, Pruitt acknowledged that he had authorized his chief of staff to award pay bumps to staffers — but said he was unaware of their extent or they would circumvent the White House.

Mayor proposes city-wide code of conduct “Drama” overshadowing positive efforts in city, says mayor

PLATTSBURGH | In the wake of what he characterized as a wave of negative press, Plattsburgh Mayor Colin Read proposed a new city government-wide code of conduct designed to maintain taxpayer trust and promote harmonious work by the Plattsburgh Common Council.

The proposed code, which follows a series of resignations and retirements from city staff and lawmakers, would crack down on behavior perceived as “an abuse of power, or otherwise amounts to discrimination, intimidation, harassment, verbal abuse, or the adverse or disrespectful treatment of others.”

The statute would also bar staff and advisory members from being party to litigation against or involving the city, and would deny councilors the ability to make public statements that could be perceived as “reflect(ing) poorly on city staff or councilors or invoke city business for political purposes.”

Other provisions in the policy include limitations on discussions between councilors and department heads without approval from

the mayor’s office; safeguards against conflicts of interest, potentially influential gifts and personal benefits.

The full text of the proposed code of conduct will be made available to the public online as part of the April 26 meeting minutes, according to the mayor’s office.

‘DRAMA SELLS NEWSPAPERS’

Since taking office last year, Read has presided over rounds of staff cuts and difficult budget talks.

The once-brotherly bond with the Town of Plattsburgh has frayed as the city is now suing Town of Plattsburgh over power plant revenues, and a number of lawmakers have found themselves in hot water after controversial comments have been made public.

And a wave resignations sent three city officials — two of whom cited a hostile or dispassionate work environment — and one city councilor packing this year, along with a number of early retirements and an ongoing effort to slash expenses that shuttered four city departments last summer.

All of it has has dominated headlines.

“I think what taxpayers want to see on the front page of the paper is the Common Council working together,” Read said last Thursday. “We’re all in this trying to serve the same taxpayers.”

On Friday, there is usually a fly tying demonstration at the Whiteface Ski Lodge, and on Saturday night, there is a bucket raffle and awards are given out after a delicious buffet meal.

“I see it as almost overlapping with the charter,” he told The Sun. “My initial feelings are that I don’t know if it’s really needed.”

Ensel said that before the council votes on whether or not to implement the policy, he feels it’s important that the city’s employees, who will also be effected, be able to speak.

The state’s dairy industry is in a tailspin and Molinaro listened attentively as fourth-generation dairy farmer Lee Garvey explained the threat of low milk prices paired with rising costs.

Milk prices are hovering at between $13 and $15 per hundredweight, he said, but he needs to garner at least $17 to break even.

“Right now, I’m getting paid what my father got paid in the 1970s,” said Garvey, who sells milk to Cabot and Agri-Mark for cheesemaking.

Molinaro told Garvey he grew up working on his stepfather’s farm in the Hudson Valley.

“I mucked stalls for four years, which has prepared me well for politics,” he quipped.

“There’s a lot of boots in Albany, but they’re for different stuff.”

The gubernatorial hopeful admitted it was more profitable for his stepfather to sell the

property than it was to maintain it.

And in a departure from a nationwide political tradition, Molinaro admitted he has never milked a cow.

“I hate the phoniness of it,” he said.

Albany lawmakers fail to understand upstate issues, he said. Perhaps a press junket like the one he held in Dutchess County to promote Hudson Valley Fresh might lead to increased awareness of the needs of food producers.

“Maybe get all the Albany guys on a bus and show them where food comes from,” he said.

But the state should first help dairy farmers by driving down costs.

“There’s no business like farming. And then we go make it more difficult for you,” Molinaro told Garvey. “You have one guy doing all aspects of a small business, but he’s working with everything stacked against him — it’s an added cost on an industry that’s already starting underwater.”

Gillilland, who is a cattle farmer, cycled through what he said was an unfavorable business climate for farmers, including increased costs and regulations and a steadily-escalating minimum wage.

“It’s just so prohibitive,” he said. “It’s going to kill us, independent and commercial farms.”

“This governor has avoided this because it’s too much work,” Molinaro said of streamlining government. “It’s not sexy. You don’t get to stand in front of a camera and announce that you’ve streamlined a regulatory process which reduces cost.”

Plattsburgh naturalization ceremony welcomes 20 to U.S. “I had a sense of belonging,” says Scotland native

“It’s like home,” she said. She paused, then smiled wide.

“Well, it is home.”

Twelve years later and here she was, a guest speaker at a naturalization ceremony at a college where she has taught for the last 17 years.

Her commute to school is long, but she takes a route by the lake.

“Every morning I drive past the lake. It’s so beautiful,” she said. “I’ll never take that for granted.”

During the last fiscal year, just over 715,000 people were naturalized at ceremonies nationwide, according to the U.S. Citizenship and Immigration Services.

Last Friday, 20 people from Canada, China, El Salvador, Finland, Georgia, Ghana, India, Jamaica, Mexico, Pakistan, Togo and the United Kingdom joined their ranks at a ceremony on campus at CCC. U.S. District Court Clerk Dawn Shaheen administered the Oath of Allegiance and Hon. Gary L. Favro, magistrate judge for the U.S. District Court, Northern District of New York, presided over the ceremony.

“America is not just your home, it’s your country,” Favro said. “You are now as fully, equally American as any others.

“You are American citizens to the fullest extent.”

Favro said he hopes to see a day when we are not Italian-Americans or Chinese-Americans, but Americans. If that ever happens:

PLATTSBURGH | When Dr. Lynn Fowler, a Scotland native, touched down in Ray Brook for the first time 27 years ago she had no plans whatsoever to stay in the North Country.

“But I’m still here,” she laughed, speaking before a group of 20 freshly-minted Americans from 13 different countries at a naturalization ceremony at Clinton Community College (CCC) last Friday.

Fowler first came to visit on a student visa. When her plane landed in the Adirondacks on a cold, snowy November evening, she remembers being overwhelmed.

“I thought: ‘I’m not at Disney World,’” she said.

It wasn’t long before she fell in love with the area. A selfdescribed outdoors-type, the North Country landscape, to her, never ceases to be awe-inspiring.

“I had a sense of belonging,” she said.

Fowler was granted citizenship in 2006 at a ceremony in Albany. She settled in Wilmington with a husband and young daughter.

“We’ll have a brighter and more powerful country,” he said.

Fowler watched, smiling wide, as each person strode across the stage and shook hands with Favro, taking their certificate of citizenship in hand.

Once the line had run through, the judge said: “Court is now adjourned.”

And out the door went the country’s newest crop of citizens. ■

‘Day of Caring’ draws a crowd Nearly 600 volunteers combine forces in tricounty charity effort

PLATTSBURGH | Billy Jones traded in his suit and tie for slacks and a pair of boots last month.

Alongside nearly 600 volunteers across the tri-county region, the state assemblyman spent a Saturday morning late last month doing volunteer work as part of the United Way of the Adirondack Region’s annual “Day of Caring.”

“Excuse the mud on my boots,” Jones joked later that day. “This day serves as a reminder of what the community already does. There’s a lot of good people here that do a lot of good things for the North Country.”

The United Way’s annual event helped complete nearly 50 projects across the tri-

county region, everything from yard work to carpentry and sewing.

“The best resource we have are the people that live, work and play here,” Plattsburgh Town Supervisor Michael Cashman said.

“On this day, people roll up their sleeves, neighbor for neighbor and effect change.”

Cashman presided over a clean-up effort at the Cadyville Rec Park.

Across town, a group of volunteers from Plattco helped with yard work and food shelf stocking at the North Country Veteran’s Association.

In the city, two grocery stores, Yando’s and Sam’s Club, held food drives.

The Day of Caring this year was a collaboration between United Way, Project H.E.L.P. at SUNY Plattsburgh and the Adirondack Coast Visitors Bureau.

Throughout the day on April 21, volunteers donated their time to 14 nonprofits, 26 residential areas, two Adopt-A-Highway projects, two park clean-ups, three food drives and one street and highway clean-up. ■

Champagne starts spring season strong AMHERST | Former Seton runner Margaret “Meg” Champagne has started the new season strong for the University of New Hampshire.

Champagne won the 5,000 at the Pre-Conference Meet hosted by UMASS-Amherst with a time of 17:17.92.

Champagne red-shirted the indoor season and has seen steady progression since opening her outdoor season at the Raleigh Relays in Durham, N.C. on March 30, when she ran 17:37.99 in the 5,000.

ELLENBURG | The Northern Adirondack varsity baseball team will have a lot of positions to fill heading into the first season back in Class C after capturing the Class D title last season.

“Seniors Connor Coty and Gregory Boulrice along with Juniors Cody Peryea and Brent Juntenen will have to step up their game,” said coach Dennis LaBarge “I am also expecting them to become positive leaders for a very young team. As the season gets going, I expect our pitching to be a strength. Brent and Cody will return to the mound.

Sophomore Casper LaBarge and Freshman Cody Lambert will also see significant time on the mound.”

CVAC Division I is going to a tough division and we have to be ready everyday. There are no easy games or games where we can afford a letdown.”

PERU | While Peru is reeling some from having retired two seniors who almost won the doubles champions last year, they look to fill the loss with young talent and a new student to the district.

Peru’s single lineup remains very strong with veteran players. Cydney Bond, who is a three time top-three player in the sectional tournament, will be returning at number one for her third year in a row. Mikayla Fountain and Dakota Mousseau, both of which played second and third singles last year, round out a formidable match up for Peru’s opponents again this year.

At doubles, Peru is returning Emma Posada and Carah Hoffman, and are bolstered by the seventh th grader Stephanie Davis and a former PHS player, Trinity Carter, both of which have turned in very impressive preseasons. ■

“The core strength of our team this season resides in the large amount of talented young sprinters and specialty event athletes,” said coach Vern Harrison. “Those groups are lead by very

capable individuals who inspire each other to work toward greatness. The hard work and dedication during the winter, produced a championship title at the end of the season. We hope that will be the case for the outdoor season.”

PLATTSBURGH | For Richard Jensen, the term “getting off the mat” has meant more than just persevering in the sport of wrestling.

On Thursday, May 10, Jensen will talk about his story of triumphs in wrestling and over addiction at the Strand Center for the Arts in Plattsburgh from 7 until 9 p.m.

The event, hosted by Substance Abuse Prevention and Recovery of Clinton County (SPARCC) and will be free to the public.

Jensen grew up in Portland, Oregon, wrestling for his high school before becoming addicted to methamphetamine and other drugs.

The path of abuse and addiction led Jensen into the criminal system, where he would spend

almost six years in prison over a 17-year stretch.

In 2003, Jensen started serving a 13-month sentence for manufacturing methamphetamine. Shortly after, he learned his mother was dying from cancer, promising her before her death he would turn his life around. » Jensen Cont. on pg. 14

County allocates $44K for community projects Seven organizations awarded funds, City of Plattsburgh left out of the mix

PLATTSBURGH | Seven local organizations were awarded $44,000 last week through the Clinton County Legislature’s annual allotment of tobacco reserve funding.

This year’s recipients include the county youth bureau, the towns of Chazy and Dannemora, the Clinton County Agricultural Association, the North Country Veterans’ Association and the Plattsburgh

Farmers’ and Crafters’ Market.

The only applicant that didn’t receive funding were the Friends of the Stage in Rouses Point, who requested $8,000 toward a trip for four to Disney Land. (According to Steve Merchant, a representative of the group, the trip would’ve been awarded as a grand prize for the winner of an annual kid’s talent show.)

The legislature torpedoed that request, citing noncompliance with the goal of the funding, which is to bolster economic development and quality of life through community-wide projects.

The City of Plattsburgh, who requested $15,000 for upgrades to gym equipment and special events funding, was set to receive $9,500. But the award was taken out of the mix at the last moment.

“I would like to propose an amendment temporarily pulling out the City of Plattsburgh funding for the gym,” Legislator Chris-

topher Rosenquest (Area 9), who serves the city, said last Wednesday.

Rosenquest said that there was some legal question as to whether or not the city’s Recreation Center gym was ADA (Americans with Disabilities Act) compliant, and whether or not the county could legally award funds to a project that’s not ADA-compliant.

“Those compliance concerns are something we need to figure out,” Rosenquest told The Sun. “Just to be safe.”

The legislature unanimously approved Rosenquest’s amendment and the city was temporarily struck from the list of awardees.

From nine applications, the county awarded the Clinton County Youth Bureau $4,000 for a youth leadership conference; the Town of Chazy, $10,000 for improvements to the West Chazy Rec Park; the North Country Veterans’ Association, $7,500 toward a building expansion;

PenAir, flouting DOT order, says goodbye to Plattsburgh

Departure could signal twomonth gap in Essential Air Service at Plattsburgh International

PLATTSBURGH | PenAir said last Friday that the airline plans to cease service to Boston from Plattsburgh International Airport (PBG) on June 30.

But the pullout comes in direct opposition to an order from the federal Department of Transportation (DOT) requiring the airline to remain until incoming provider SkyWest begins service.

PenAir’s departure could translate to a two-month gap

in service at the airport and temporarily leave fliers without a northern-state connection. Service to Florida and South Carolina would not be interrupted.

The airline’s announcement came as a surprise to airport and Clinton County officials alike.

PBG Airport Manager Christopher Kreig said that after hearing NBC5’s report on PenAir’s plans last Wednesday, he tried to get in contact with officials at PenAir to confirm, but as of last Friday had gotten no response.

“If that is in fact the case, that is deeply disappointing,” he told The Sun. That expectation of continuity of service stemmed from an official DOT selection order, which says that despite the airline’s Essential Air Service (EAS) contract expiring on June 30, “PenAir is required to serve Plattsburgh with the current service pattern until SkyWest begins full EAS at the community.”

For remaining in the community to ensure a smooth transition, PenAir would be compensated at a higher rate based on its latest EAS bid, according to the DOT docu-

ments. (PenAir CEO Danny Seybert confirmed this was accurate in a phone interview with The Sun.) Seybert told The Sun that the airline was departing when their contract with the DOT expires on June 30, citing the same order that requires the airline to stay.

“We are assuming that SkyWest is going to start July 1,” he said.

Clinton County Legislator Robert Hall (Area 10), who chairs the county PBG committee, said he doubts that PenAir will actually leave prematurely.

“I honestly don’t believe this is going to happen,” he said.

“I think it would be in their best interest to stay.”

After hearing Seybert’s comments on Friday afternoon, Hall said: “The DOT has told us that PenAir has to stay here, they are expected to stay here, until SkyWest starts service, which would be Aug. 29,” he said. “They have informed PenAir of that and it’s in their contract.”

City awards funds to rehab downtown properties Nine property owners net funds for building restorations, renovations

PLATTSBURGH | Nine property owners in Plattsburgh were awarded $819,000 through the Downtown Grant Program (DGP) last

month for building rehab projects.

The awards signal the first step toward implementing the state-funded Downtown Revitalization Initiative (DRI).

Award winners include John and Randy Carter, who received $100,000 for 15 Clinton St.; Stephen Parker, who received $90,000 for the home of Hobie’s Sports Den, 68 Margaret St.; Randall Larkin, who received $73,000 for the Green Room property at 9 Bridge St.; Kevin O’Hara, who received $100,000 for 21 Bridge St.; and Lei Ni, who received $90,000 for 55-59 Bridge St.

Other awardees include Nicolas Charron Geadah, who received $76,000 for 47 Clinton St.; and Bridge Side Properties, who received a total of $200,000 between 39 Bridge St. and 33 Bridge St., home to All Floors and This & That, respectively.

Ben and Ash Clark, the owners of 26-30 City Hall Place, also received $90,000 through the Downtown Grant Program.

“This group of worthy recipients for the first round of spending as part of the Downtown Revitalization Initiative fit well into the spirit of the DRI,” said Mayor Colin Read in a statement. “These projects will help build

a more robust downtown community, and that is what the DRI is all about.”

The two-month DGP application process ran through the holidays last year, November to December. According to a news release from the city’s Community Development office, 31 applicants applied for a total of $2.3 million in funding.

From the $1 million Downtown Grant Program fund, $819,000 will go to awardees and $181,000 will go toward an engineering firm for consultation, environmental testing, technical assistance and administrative costs. ■

SCHROON LAKE | David Mastrianni, a candidate seeking the Democratic nomination for New York’s 21st Congressional District, has dropped out of the race following a successful challenge filed with the state Board of Elections by a voter questioning the validity of his petition signatures.

Mastrianni’s campaign hired a firm during the petition process who paid staff to collect signatures to bolster volunteer efforts, one of several campaigns to do so.

But the firm failed to verify the party affiliation of some of the canvassers, resulting in some of the signatures being invalidated, thus failing to meet the threshold for ballot access.

“The board of elections agreed,” Mastrianni said on Sunday. “Despite this outcome, I am grateful to those who collected signatures in an attempt to support democracy and our campaign.”

Mastrianni ultimately hoped to challenge Rep. Elise Stefanik (R-Willsboro) in the November midterm elections.

The Saratoga Springs and Schroon Lake-based oncologist was the only candidate in the sevenway primary whose signatures were targeted for specific objections when Barbra Kingsley filed a formal objection last week to 1,256 signatures collected during the petition process, which concluded on April 12.

“Running for office is a remarkable experience,” he said. “I encourage everyone to run for office — public service is not just for politicians.”

Kingsley outlined a list of objections in a signed affidavit to the state Board of Elections on April 21.

She objected to 1,256 signatures, contending four witnesses who circulated petitions were not registered members of the Democratic Party, a requirement for petition-carriers.

Kingsley also cited several technical objections, including incomplete and incorrect addresses.

“The petitions purports to contain 1,833 number of valid signatures,” wrote Kingsley. “Based upon the objections and specifications herein, the petition only has 597 valid signatures, which are insufficient to qualify.”

The objections, filed last week, ignited a rigorous review process of each petition by the state Board of Elections.

Mastrianni campaign manager Tred Hulse declined to speculate which campaign was behind the objection, a common hardball tactic used to clear the field ahead of a hard-fought primary.

Six candidates remain in the race: Don Boyajian, Tedra Cobb, Emily Martz, Patrick Nelson, Dylan Ratigan and Katie Wilson.

When asked about the challenge last week, a spokesman for Boyajian’s campaign said, “It’s important for campaigns to meet the legal requirements to qualify for the ballot.”

“All of the campaigns hustled to collect petitions and we should all play by the same rules,” said Rich Thuma, the spokesman. The Board of Elections will determine the validity of this citizen challenge and whether or not Dr. Mastrianni’s petition gathering was compliant with election law.”

Despite the statement indicating support for the objection, Thuma repeatedly ignored questions on potential connections to Kingsley, who serves as the Democratic Committee Chair for the Town of White Creek.

Thuma previously criticized a Cobb surrogate for filing general objections, calling the process “inconsistent and wasteful.”

The Sun asked how the campaign reconciled those two statements.

“The two statements are not inconsistent,” Thuma said. “Tedra challenged every candidate regardless of whether there was wrongdoing. We think candidates should follow the rules though, so where there is wrongdoing, the candidate should be held accountable.”

Stefanik, who is seeking a third term, will appear on the Republican, Independence, Reform and Conservative party lines.
