PLATTSBURGH | The Plattsburgh Common Council last Thursday passed a moratorium that will temporarily halt new commercial cryptocurrency operations from moving into the city for the next 18 months.

The measure was passed unanimously 6-0.

“I think a moratorium needs to happen now to stop the bleeding,” said Councilor Patrick McFarlin (Ward 5). “But our public doesn’t deserve to wait for 18 months.”

Lawmakers said they will use the time to study how to mitigate the impact of cryptomining on the electrical grid ahead of the

temporary ban’s termination.

City officials have also raised health and public safety concerns stemming from improper ventilation of the mining operations.

In a time when the city is contending with a structural deficit, an anemic fund balance caused by systemic overspending, rising taxes and projected expense increases, neither the city nor its ratepayers can afford to subsidize large infrastructure upgrades necessary to serve new cryptocurrency operations, said Mayor Colin Read, and the city has recently received a number of requests from miners looking to set up shop.

“My goal is to protect the ratepayers at every single turn,” Read told a packed crowd.

Lynn Wilke remembered as a champion of music education

PERU | The community is paying homage to a long-time Peru Central music teacher who passed away earlier this month.

Lynn Wilke passed away on March 5 at the Essex Center in Elizabethtown. He was 87.

Wilke worked as a music teacher at Peru Central School for 33 years.

Born in Brooklyn, Wilke lived a life dedicated to the impact an education in music could have on a student’s life.

“He was one of the most influential men in my sons’ lives,” wrote Sandra Gagnier on a memorial page. “He instilled in them a love of music and taught them what I could not.

“I have always had a special place in my heart for this man. He will be remembered fondly by so many people.”

As band director, Wilke lead the Peru Indians Marching Band through the opening day ceremonial parade at the 1964 World’s Fair in New York City.

He also lead the band through a performance at the 1980 Winter Olympic Games in Lake Placid.

Wilke is remembered as a happy man, well-respected and with a penchant for making every lesson an adventure.

“One of the nicest teachers I ever knew,” wrote Christine Cook Barcomb. “Awesome music teacher.”

“He was such a joyful person that he made everything fun and exciting — not to mention that his talent and dedication achieved bringing us to the World’s Fair,” wrote Carol Zimmerman-Stone.

He worked at Peru Central School from 1952 until 1985, when he retired.

Wilke graduated from Long Island’s East Rockaway School in 1948. He received degrees in music and music education from SUNY Fredonia before studying at Columbia University, SUNY Plattsburgh and the USAF Air University.

He served in the Adirondack Mountain group of the Civil Air Patrol on Plattsburgh’s Air Force Base and received the National CAP Meritorious Service Award in 1969 for his help in saving the life of Dr. F. Peter Simmons

Lynn Wilke, a beloved retired Peru Central School music teacher, passed away on March 5. in the high peaks of the Adirondack Mountains, according to his obituary.

Simmons went on to play a role in building and launching the Hubble Space Telescope.

Wilke lead a rich life scattered with triumphs both large and small, known for his life-long service to the community.

Wilke volunteered as an organist at St. Augustine’s Church in Peru for decades, and even designed the organ there.

He was a hunter safety instructor for the New York State DEC Volunteer program.

Wilke also organized events for the Battle of Plattsburgh. He played the cello for the Plattsburgh College Community Orchestra.

He studied American bugle signals used by George Custer at the Battle of Little Big Horn in 1876, according to his obituary, and presented his study at the 2000 National Convention of the Little Bit Horn Associates at West Point.

Alongside his late wife, Joanne Coffey, who was also a music teacher at Peru Central School, he helped produce many-a student theater performance.

Survivors include Wilke’s wife, Ann; his daughter and son-in-law, Carol Lynn Heinick and Dr. David Heinick; his son and daughter-in-law, Kirk Wilke and Dr. Susan Hayes-Wilke; three grandchildren, Christina Lee Wilke, Susan Park Heinick and Thomas Kirk Wilke; his brothers, Douglas Wilke and Dr. Kenneth Roemer; his four step-children from Ann’s late husband, Dr. Travers Robbins: Lynn Robbins Manning, Diane Robbins Neyenhouse, Suzanne Robbins Frechette, and David Gerson Robbins.

Wilke’s family is asking that donations in memory of him be made to the St. Augustine’s Pipe Organ Maintenance Fund.

“May he rest in peace and may the angels lead him joyfully to his heavenly reward,” Sister Helen Hermann wrote.

“Let the heavenly choir give him a royal welcome.” ■

Increases would be limited to 2 percent or the change in level of assessment, whichever is lower.

The swap would open up efficiencies and relieve regular assessments by local officials, said the state agency, and payments on the state-owned land would likely increase under the new system.

ALBANY | A controversial executive budget proposal that would change how state-owned land is taxed in the Adirondack Park has been stripped from the state Assembly and Senate one-house budget bills released last week.

“This is a top priority for our region, something that everyone I have heard from adamantly opposes,” said state Sen. Betty Little (R-Queensbury). “The push needs to continue through budget negotiations, but today’s formal rejection is an important step for us all.”

Localities within the Adirondacks receive at least $70 million annually from New York state in property tax payments.

For towns with vast tracts of land holdings like Minerva, Long Lake, North Hudson and Newcomb, the state share constitutes a significant chunk of their annual budgets — including about $3 million for the latter.

Mayor says PSC tariffs on cryptocurrency only ‘first step’ PSC allowing power authorities to charge cryptocurrency miners more. But Plattsburgh’s mayor says that’s not enough

PLATTSBURGH | Just hours after the state Public Service Commission (PSC) announced it would allow local power authorities to charge cryptocurrency miners more for electricity, Plattsburgh Mayor Colin Read warned ratepayers that the decision doesn’t mark the end of the city’s energy concerns.

PSC’s ruling allows municipal lighting agencies like Plattsburgh’s Municipal Lighting Department (PMLD) to create a new rate class for high-density users like cryptocurrency miners.

But Read argued that it doesn’t give PMLD the latitude to charge miners extra for costs incurred by ratepayers when the operations push the city’s energy consumption beyond its allocated amount of cheap power.

And blowing that quota is something ratepayers can’t afford to do, he said.

“My goal is to protect the ratepayers at every single turn,” Read told a packed crowd at last week’s Common Council meeting.

The city is guaranteed a fixed amount of electricity each month under a rate of $4.29 per megawatt hour.

When the city’s collective consumption runs over that fixed amount, the city has to purchase more at a rate of $36 per megawatt hour — a nearly 800 percent increase, a cost that’s spread out among every resident and business that uses city electricity.

In the winter, that can result in an average added fee of $30-40 on everyone’s bill, according to Municipal Lighting Department Director Bill Treacy.

This past December, the city had to purchase an additional 11 million kilowatt hours.

That’s equivalent to 11,000 megawatt hours — or approximately $396,000 worth.

And in the following month, the city had to purchase an additional 16 million kilowatt hours.

If a new rate class is created under the PSC’s ruling, it would apply to any user that consumes 250 kilowatt hours per square foot per year.

CALL FOR HELP

Councilor Michael Kelly (Ward 2) asked miners and cryptocurrency experts in the audience on Thursday if they would be willing to jump into the conversation and help the council come up with an equitable solution for everyone.

The response was a resounding “yes” from the audience.

“Yes, absolutely!” called Doug Butdorf, a Plattsburgh resident and landlord for one of the city’s commercial mining operations.

It appears that commercial cryptocurrency miners in the area are willing to pay a premium on their electricity usage if it means taking the burden off of ratepayers, and many tech experts volunteered their time to help educate local lawmakers on the issue.

“I think (the PSC tariff) is completely fair, but it might not actually be enough,” David Bowman, owner of Plattsburgh BTC, told The Sun. “It sounds like ratepayers could still be on the hook, and there isn’t a way to charge miners up to the real cost. So there needs to be some other mechanism to make up the difference so that rate payers aren’t paying extra.

“We’ll have to figure out how to do that and I’d like to offer my help to the city however I can.”

Bowman, a medical student, isn’t the only one who offered an olive branch last week.

MORATORIUM

The Plattsburgh Common Council last Thursday approved an 18-month moratorium on new commercial cryptocurrency mining operations to bide time for finding solutions.

The measure comes at a time when the city has received “a lot” of interest from miners looking to move in, according to Read.

And some of them may still be able to, according to the city’s corporation counsel, Dean Schneller.

The moratorium wouldn’t address companies with “substantial investment” who have effectively established vested rights, he said, though he didn’t elaborate on what constituted “substantial.”

“That’s generally decided in the courts,” he said.

The moratorium was passed with an in-

formal understanding that the problem of how to mitigate these operations’ impact on ratepayers would be solved as soon as possible and the moratorium would be subsequently terminated.

The moratorium, Local Law P-3, was passed unanimously by the Plattsburgh Common Council on March 15.

NOT THE FIRST

The City of Chelan, Washington passed a moratorium last month.

The problems in Chelan mirror Plattsburgh’s in some ways, but there’s one major difference.

With three hydro-dams in the county, Chelan’s utility corporation, the Chelan County Public Utility District, has a vast amount of available resources but lacks the proper infrastructure.

Meanwhile, Plattsburgh has limited resources, limited infrastructure and limited cash to invest in a major system redesign.

“This (moratorium) isn’t because we’re Luddites,” Read said on March 15. “We have to manage this as a fixed resource.

“This is a capacity issue.” ■

EYE CANDY

The City of Plattsburgh is attractive to miners for a number of reasons, according to Lois Sanchez, a former investment banker and economics professor based in Manhattan.

Its weather is ideal — often cold, which helps combat the heat generated by mining equipment.

SUNY Plattsburgh is here, which has a

legion of students who may be interested in the technology.

And the city has Plattsburgh International Airport just beyond its borders, Sanchez told The Sun, offering a convenient travel option.

Perhaps most of all, the city has cheap electricity, widening miners’ profit margins.

All of these things combined make the City of Plattsburgh eye candy for cryptocurrency operations.

But the latter can sometimes prove costly for residential ratepayers here.

Read has attributed this in part to commercial cryptocurrency miners, which he said sometimes make up to 10-16 percent of the city’s total energy consumption.

“We shouldn’t be burdened with this on our backs,” said one resident, Laverne Hicks, who questioned why the second had been permitted to move in after the city had seen the energy consumed by the first.

The state Public Service Commission last week approved a measure that will allow local power authorities like Plattsburgh’s Municipal Lighting Department (PMLD) to essentially impose a tariff on cryptocurrency miners’ electricity by pushing them into a new rate class.

Read has argued that the decision doesn’t give PMLD the latitude to charge miners extra for costs incurred by ratepayers when the operations push the city’s energy consumption

beyond its allocated amount of cheap power.

And blowing that quota is something ratepayers can’t afford to do, he said.

Jeff Moore, a city resident and former mayor of the Village of Champlain, wholeheartedly supported the council’s moratorium, citing a need for the Common Council to have time to get a handle on the situation.

“It’s fine now,” Moore said, citing the frigid weather that’s helping to combat the heat given off by mining equipment. “In the summertime, this is going to be a big problem.”

A number of experts pledged to help the Common Council find an equitable solution to the city’s concerns and educate lawmakers on the technology, including SUNY Plattsburgh lecturer Cristian Balan, a cybersecurity and technology expert; Lois Sanchez, a former investment banker and economics professor based in Manhattan; SUNY Plattsburgh computer science professor Steven Crain; David Bowman, owner of Plattsburgh BTC; and Pillsworth.

Two cities in Washington beat Plattsburgh to the punch in proposing a moratorium on new bitcoin ops, and their utility company’s work may have paved the way for solutions in New York

The decision came as the City of Plattsburgh mulled a moratorium on new commercial cryptocurrency mining operations, citing the burden on the electrical grid and potential fire hazards stemming from the heat generated from the energyintensive computer banks tasked with running the operations.

The Plattsburgh Common Council formally approved the moratorium on March 15, just a few hours after the PSC’s announcement.

As a direct result of the intense computer data-processing efforts, cryptocurrency companies tend to use vast amounts of electricity — typically thousands of times more electricity than an average residential customer would use, according to the PSC. But in smaller cities like Plattsburgh that lack the population density to absorb the increases, the usage is leading to higher costs for customers.

Monthly bills for average city residents increased nearly $10 in January because of the two cryptocurrency companies, according to the PSC. The new tariff can be imposed by power authorities on highdensity load customers that do not qualify for economic devel-

WASHINGTON SETS PRECEDENT

The groundwork for the action was partially paved by a Washington state utility corporation.

The Chelan County Public Utility District (CCPUD) temporarily imposed a moratorium on cryptocurrency mining operations before introducing a new rate class last year, which applies a surcharge to what they call high-density load (HDL) users that consume under five megawatts of electricity.

Faced with multiple service requests from interested miners that would more than double the company’s current load and require more infrastructure to be built to accommodate them, CCPUD also imposed a more stringent application process and began requiring HDLs to pay for engineering work in advance.

“The intent was really to weed out those who were serious and not serious about their requests,” CCPUD spokesperson Suzanne Hartman told The Sun. “We want to know who’s really serious — and in a sense, it’s helped.”

Chelan, a lakeside city of 4,100 located about three hours east of Seattle, also imposed a moratorium on new cryptocurrency mining operations on Feb. 13.

And nearby Wenatchee issued an interim control ordinance barring operations from residential areas, a measure designed to mitigate health and safety risks posed by operations that aren’t properly ventilated.

CCPUD conducts usage audits when they suspect a bitcoiner may be operating in a residential district.

“We need to be aware of, and deal with, those who are trying to fly under the radar,” Hartman said. “We need to be cautious about them, particularly if they’re in a residential area.”

SAFETY CONCERNS

The health and safety factor is also the driving force behind the City of Plattsburgh’s proposed moratorium.

City of Plattsburgh Mayor Colin Read has compared the computer boxes used to solve complex equations and generate digital currency like bitcoin to space heaters.

What electricity the computer boxes use — which could be up to 10 percent of the city’s total consumption in a month — is output in heat, he said, and that presents a possible ventilation issue.

“They may protect their own investment, but are (miners) going to do their due diligence of protecting their neighbors’ property? This has greater community interest,” Read told reporters last week.

The City of Plattsburgh has imposed a moratorium on operations using at least 250 kilowatts per month for the next 18 months, a period Read has said the city will use to generate solutions of their own.

Asked if those solutions would be a result of collaboration with miners, Read said yes.

“I have already been speaking with miners, experts, and investors from that industry to see how we can both protect our residents and create an environment within which they can still succeed,” he said. ■

PLATTSBURGH | The state Public Service Commission (PSC) announced last Thursday that it will allow upstate power authorities to impose tariffs on the electricity used by commercial cryptocurrency mining operations.

“We always welcome and encourage companies to build and grow their businesses in New York,” said Commission Chair John B. Rhodes in a statement. “However, we must ensure business customers pay an appropriate price for the electricity they use.”

Rhodes said this is particularly true in small communities with finite amounts of low-cost power available, including the City of Plattsburgh, which is served by New York Municipal Power Agency (NYMPA), who petitioned the agency following concerns that local operations were taxing the power grid.

“If we hadn’t acted, existing residential and commercial customers in upstate communities served by a municipal power authority would see sharp increases in their utility bills,” Rhodes said.

Had the new rates been in place in January, the two cryptocurrency companies in Plattsburgh would have seen a more than 60 percent increase in their monthly electricity costs, according to the PSC. NYMPA’s petition also noted while cryptocurrency operations soak up utility usage, the companies do not bring the economic development traditionally associated with similar loadsized companies, including job creation and capital investment.

There are at least three cryptocurrency companies operating in upstate New York, according to NYMPA.

We do our best to recognize the right intentions in all we meet, but more and more, we see serious cracks in the overall moral structure that was at one time the hallmark of our national personality.

Stories come to light all too frequently these days. Over the weekend, we heard about four individuals in Indiana collecting funds for the Wounded Warrior Foundation — not the Project.

The Secret Service discovered their good intentions were nothing more than a scam to put over $125,000 at their disposal instead of sending the funds to wounded military personnel.

Last week, we reported on the dealings of a man in Ticonderoga whose ambition outweighed his good intentions when he sought investors and took advantage of employees who were sent out to do his bidding.

Sadly, there will always be those who see opportunity in the disguise of service.

Perhaps even sadder is the number of service clubs and organizations that once carpeted the nation made up of energetic local community members whose sole purpose was to support their community through good deeds.

Around the country and even here locally, their memberships are in decline — not because the need is no longer there, but because these upstanding men and women are growing old and passing away.

The next generations, especially in smaller communities, have not stepped up to fill the voids.

These devoted community clubs work tirelessly to raise funds by hosting events and projects only to return the funds to the community where the needs were the greatest.

There are so many good causes and valuable local organizations that need our support, not just in funding but in member volunteers to keep these pillars of service fully staffed and actively serving the needs of our communities.

These organizations defined what a community is all about, reminding us of the importance of giving back, but they’ll fade into history if we don’t take steps to reverse these trends soon. ■

As we get ready to shift gears out of winter and into spring — maybe — we can now look back at what has been a very successful winter sports season.

In our region, we can now boast three state championships.

First off the bat, the Lake Placid Blue Bombers boy’s Nordic ski team won their third straight NYSPHSAA championship at Gore Mountain in North Creek.

Three straight state titles is unprecedented in Section VII. The Chazy Eagles have won three state titles in four years twice, but no one has won three straight until the skiers of Lake Placid.

These are skiers who you may see again after high school on an Olympic ski trail near you.

The next state title came in perhaps the most unexpected of places: the bowling alley.

Along with a new bowling center in Syracuse hosting the state championship came a new state champion as the AuSable Valley boy’s team became the first male squad from Section VII to win a bowling state title.

The championship was also the first ever for the school, which recently has had chances to win in both boy’s and girl’s basketball.

Then comes Lake George. They just won

Executive budget proposal could harm rural health programs

To the Editor: Gov. Andrew Cuomo’s proposed budget again this year seeks to undermine important rural health initiatives which have prevented disease, enrolled residents in health insurance, trained health care professionals to serve in rural communities and leveraged millions of federal and foundation dollars that have been invested here in the North Country.

The governor again this year has put at risk the Rural Health Network (RHN) program.

Thankfully we now know that the state Assembly and Senate have rejected this year’s cuts in their budget bills, but unfortunately have left in place the 21 percent cut levied in the 2017-18 budget.

As one of New York state’s 35 rural health networks, the North Country Behavioral Healthcare Network (NCBHN) vigorously opposes the proposed cuts to the rural health network program which

The Warriors had to work hard to get the win, almost joining Panama from two years ago as giving up a 17-point lead, but Caleb Scrime’s layup in the last five seconds gave them a guaranteed win.

As we reference in the story, the top moment after the game was father and son, coach Dave and point guard Alex Jones, got a chance to embrace between the interviews that come with winning a state title.

It was not just a year for the victors, but those who had great seasons.

For the second straight year, Moriah sent both their boy’s and girl’s basketball teams to the final four, with the girl’s team falling and the boy’s team returning for the third straight year to the state title game, this time falling to Buffalo East.

What many people have commented on is the horde of fans that follow the Vikings to Binghamton and Troy, with some even driving back and forth between the two towns which are almost exactly two hours apart. They brought the home court with them to both places.

girl’s hoops team, who made the state final four with a roster of young talent before falling to perennial powerhouse Irvington in the semifinal round, a run that should make other teams in Section VII nervous, Also, we feel a shoutout to the Ticonderoga boy’s team is in order. Over the past two years, the Sentinels have a combined record of 35-12, with all 12 of those losses coming against either Moriah (state champ and state finalist) or Lake George (state finalist and state champ) over those two years.

Led by Evan Graney, they have had a great two years, showing themselves to be one of the best teams in the state.

Unfortunately, they’ve had two more immediately in their path.

And for the most part, fans were better this season. After what was an iff y fall season, basketball season seemed more civil then any season in recent history. There was the occasional mishap, but for the most part, we are hopeful the annual “it’s just a game” mindset is seeping into some brains.

Now we’re off to spring. Good luck to all the teams and thank you, winter teams, for making this a memorable season in Section VII and II sports.

Stefanik delays on taking a stand on issues

To the Editor: My friend Jeff, a man of science, has a passion for guns.

He called me a “gun hater.”

That surprised me.

We had just agreed that “something has to change” and that we can not go on having our children shot at with assault rifles.

We wanted to talk with one another but were mired in arguments that we had never had, with words that other people put into our mouths.

I realized that my friend feels a sense of loss, as do the 90 percent of Americans that support gun change. People are arguing that “my loss is greater than yours, more justifiable than yours.”

Congress must renew funding for vital environmental programs

Despite snow blanketing the North Country in March, spring is near and many of us here in New York are preparing for the return of migratory birds, such as Black Terns, Hooded Mergansers and Sanderlings, who visit us briefly at Lake Ontario during their long and treacherous migration north from their wintering grounds in warmer climates.

While our region won’t be their final destination, our wetlands — designated Important Bird Areas — are vital resting and mating grounds for migratory waterfowl and shorebirds, and breeding marsh birds.

As Dr. Thomas Lovejoy once noted, “If you take care of the birds, you take care of most of the big problems in the world.”

The same is true of the conservation challenges we face in our backyard.

Programs like the Great Lakes Restoration Initiative (GLRI), the Land and Water Conservation Fund (LWCF), and the Lake Champlain Basin Program are important tools to protect the Great Lakes, Lake Champlain, and the surrounding water systems and natural habitat, so that human and natural communities can continue to thrive together.

The GLRI is an incredibly effective federal program that provides key funding to remedy the most pressing ecological problems in the Great Lakes Basin. » Letters Cont. from pg. 6 I yearn for leaders to bring us to solutions bridging the gap between gun owners’ fear of loss and children at risk. I desire leaders to move the conversation forward.

Rep. Elise Stefanik has not been a leader moving the conversation forward based on her recent actions. She deflects, delays and divides.

She co-sponsored deflecting bills HR4909, the STOP School Violence Act, and HR 4811, Securing Our Schools. These bills deflect from the issue of so-called assault rifles, like the semi-automatic rifles AR-15, and their woeful results of death of American children and adults.

Stefanik delays. Consider her stance on various Republican led issues. She delays until her vote will not matter before voting “no.” When she votes “yes” at the last minute, she issues statements to her constituents with various excuses.

Stefanik divides. She does not work to bring together the people of the North Country. She barely comes to the North Country. She “calls in.”

Elise Stefanik is looking out for her own political career. We need better than that. We need a representative that can bring different views to the table and identify solutions that work.

Stefanik is not that person.

These projects address a wide range of problems such as habitat loss, toxic pollution and runoff, invasive species, and wetland and beach degradation.

Without the GLRI, we would not be able to support these critical projects, which would mean trouble for the important bird species and other wildlife that depend on our natural resources. It would also have a grave impact on local economies throughout the North Country, too.

Some lawmakers in Washington are proposing a 90 percent cut in the funding that protects and restores the lakes.

This would be problematic for the Great Lakes, for Lake Ontario, and for our district. In New York, the Great Lakes provide fresh drinking water and support outdoor recreation. Together, the lakes have a $2.27 billion impact on the economy and bolster almost 12,000 jobs.

It’s also the foundation of our multi-million tourism industry in the New York Seaway Trail region, provides critical hydropower generation, and so much more.

This area — equally vital to birds — is already experiencing degradation and loss of habitat, so an interruption in the funding that seeks to reverse and restore those places would force birds to seek refuge and breeding ground elsewhere.

Similarly, the Lake Champlain Basin Program and the Land and Water Conservation Fund (LWCF) allow Congress to protect and restore our natural ecosystems and habitat, and the vitality of water in the region.

To the Editor: In response to Mr O’Neill’s letter (“Declining to vote is irresponsible,” March 10 edition of The Sun), I take it I’m supposed to vote for someone who I don’t want in the office they are running for?

I’m giving them the wrong message. Candidates study polls all the time. I like to think that with my not voting in past presidential elections, it sent a message to our current president that we wanted another option.

Inspiring to see students protest NRA

To the Editor: I want to congratulate the throng of Saranac Lake High School students who braved the storm for the March 14 National School Walkout.

It was so inspiring to see these kids refuse to let this massacre be forgotten. They led a sobering minute of silence for each of the 17 named victims in Parkland.

And thanks to our school administration for supporting this. Not all communities were so lucky.

POLICE BLOTTER PLATTSBURGH WOMAN ARRESTED FOR DRUGS, PRISON CONTRABAND

DANNEMORA | On March 15, Clinton County Sheriff’s Deputies arrested Trisha L. Lord on charges of introducing dangerous contraband into a prison, a felony, and criminal possession of a controlled substance, a misdemeanor. Clinton County Correctional Officers allegedly found Lord, 35, to be in possession of a controlled substance that she brought into the Clinton County Correctional Facility. Lord was processed on the above charges and arraigned in the Town of Plattsburgh. Lord was remanded to the Clinton County Correctional Facility in lieu of $2,000 cash bail, $5,000 secured bond. Lord is scheduled to reappear in the Town of Plattsburgh Court on a later date. ■

There were also a respectable number of community members present in support. If these students don’t persist, who will? We older adults can’t seem to get anything done; maybe these young adults can, if they stick together and don’t give up.

The NRA has more money and propaganda than our nation’s high schoolers will ever have, but they have something the NRA doesn’t.

First, the actuality of having to live in fear for their lives simply by being students in a public school in America in 2018.

Second, too many American high schoolers have the passion that comes from seeing classmates shot to death, or hearing actual gunfire in their school, or smelling gunpowder, or slipping in a friend’s blood while being rushed out by a SWAT team, of having to imagine it actually happening in their school, to their friends, to themselves, of having practice shooter survival skills… in school, of all places!

And of course it will happen again somewhere, because there aren’t enough politicians with enough integrity to stand up to the hyperbolic fear-mongering by the NRA. I pray that these youngsters across the nation will persevere even though the NRA politicians will do everything to discourage, obstruct, intimidate and ignore them. Please, students, the rest of us need you to bring some sanity to our out-of-control gun culture!

ALTONA MAN ARRESTED FOR DRUG POSSESSION

ALTONA | On March 7, at approximately 2:15 a.m., New York State Police conducted a traffic stop on Devils Den Road in the Town of Altona on a 2001 Dodge Ram pickup truck, for operating with inadequate plate lamps and unauthorized stickers on the rear windshield. The driver, Christopher D. Peryea, 36, of Altona, was found in possession of 16 pills of acetaminophen and hydrocodone, approximately four grams of marijuana, and a smoking device containing marijuana residue. Peryea was arrested and charged with criminal possession of a controlled substance and unlawful possession of marijuana and further ticketed for unauthorized stickers. He was released with appearance tickets returnable to the Town of Altona Court on March 13, 2018, at 7 p.m. ■

Last year, Congress adopted the Stefanik-Welch bipartisan amendment to restore $4.4 million in federal funding for the Lake Champlain Basin Program. Audubon joins in supporting the continued flow of critical resources to help protect the lake and its watershed’s biodiversity because that’s good for birds, other wildlife, and the people who live, work, and play in this region.

For these same reasons, it is also crucial to ensure the renewal of LWCF this year. LWCF enjoys broad, bipartisan support in Congress because it has protected special water and land across our state, including places like the Saratoga National Historical Park.

The program has also provided grants to improve state and local parks in every county in New York, including state beaches along the shores of Lake Ontario, Plattsburgh Parks, White Face and Gore Mountains, as well as Lake George.

The health of our natural resources is of vital importance to our region’s outstanding quality of life and the livelihoods of families across the North Country and all of New York.

These programs help protect those resources, and do so in a fiscally-responsible way that’s good for the people of New York and good for birds. Satellite isn’t the answer for universal broadband

To the Editor: Do not be fooled by promises of high speed internet connections by HughesNet. Out of desperation, I have been using them for a number of years.

Their service is nowhere near the high speed that is necessary for reasonable access to the internet. Something as simple as a five-minute YouTube video will start and stop as it downloads. In addition, the limited access and usage based billing makes the service expensive.

I find it necessary to monitor my usage and curtail essential activity at the end of each billing cycle when the monthly allotment renews.

During the TARP investments after the 2008 financial crisis, Hughes was given large subsides to connect rural areas. They were unable to see that my home qualified. They noted my Westport mailing address but were totally incapable of realizing that in spite of the Westport address, I lived in the Town of Moriah.

HughesNet satellite is not the solution we need.

We need true high speed internet access. At this point, that must be cable or fiber optic lines.

TWO MEN ARRESTED IN PLATTSBURGH FOR FORGED CHECKS

PLATTSBURGH | On March 16, New York State Police in Plattsburgh investigated numerous instances of forged checks being cashed at local financial institutions in the Plattsburgh area over three days. James R. Garrow Jr., 20, of Plattsburgh, was arrested for four counts of both criminal possession of a forged instrument and grand larceny. William G. Sloan Jr., 30, of Keeseville, was arrested for two counts of both criminal possession of a forged instrument and grand larceny. Both suspects were arraigned in the Town of Plattsburgh Court and remanded in lieu of $5,000 cash bail or $10,000 secured bond. Both were due back in court on March 20. Investigation into the source of the forged checks is ongoing. ■

Conservation conversations

Cobwebs will be all that remains if dairy business doesn’t see relief It was -10 below this morning. For the third week in March, that is cold.

Too cold.

But last night’s news was even colder.

By Rich Redman farmers discussed the low prices • COLUMNIST • dairies are getting for 100 pounds of milk, or roughly 11.5 gallons.

Dairy farmers are getting paid today what their fathers or grandfathers were paid 40 years ago. Milk prices have fallen and stayed down for a few years now.

Normally, there are the cyclic up and down years. The good years pay for the bad years.

But lately there have been no good years. We are losing family run dairy farms!

Forty years ago, a wage of $2 per hour would have been normal, and if you got $5 per hour, you hit it big time.

It was a better time for farms. The milk price was up and costs were in line with what a farm was paid.

But today the ends cannot be met.

Like cars, tractors now have a mortgage payment plan now attached to them, and the fuel to run them is expensive. Taxes, labor costs, fuel, clothing, grain, lubricants, and farm equipment have all gone sky high, while income has decreased.

Environmental concerns also cost dollars, but come in last when ranked with other farm priorities.

The small family farm will die unless there is a change in both state and federal policies.

So what can we do?

Write letters to our local, state and federal government elected officials.

If you can’t write, call.

Voice your concern, and demand a new dairy policy that works and supports our dairy farmers.

No one should lose a farm that has been in their family for eons because of an outdated and dysfunctional pricing system.

Fix the problem before the farms are just memories.

And secondly: Drink more milk.

Part of the milk pricing system is supply and demand.

Demand is down because people are drinking cokes and other soft drinks along with all the vitamin water, flavored water, colored water and just plain old bottled water water.

If a multinational company can afford to buy a half

minute of advertising during the Super Bowl for millions of dollars, they are not hurting. Dairy promotion can’t afford that kind of time slot or cost, and should not need too.

It’s time to be a wise consumer and support the dairy industry even more than normal. Instead of buying a bottle of water or pop to ease your thirst, try some milk.

Milk is hydration power food. It’s loaded with calcium and protein to replenish your body and if you buy chocolate milk, you get a flavored energy boost. Top exercise trainers are now encouraging the use of chocolate milk, replacing the commercialized sports drinks.

So replace those empty calorie, sugar-laden, donothing-for-you, weight-gaining, diabetes-causing soft drinks, and power up with whole milk — the original power drink.

Put your money to work for the local dairy farmer.

Drink milk, buy some ice cream, have a cheese sandwich or macaroni and cheese for lunch. With the morning cereal, have some yogurt and toast with real butter and feel good about what you are doing to your body and for the local dairy farmers.

We are all in this together. The earth supplies us food and housing. Farmers grow food, and forests supply us with wood to build. We need both to be economically sound for the owners.

If we as a society don’t act on both the political and consumer front lines, the only thing left in the wooden dairy barn will be cobwebs. ■

“The city is looking for $1.4 million for the period from 2009 to the current date and an indeterminate amount from the current date until the end of 2022.”

VIOLATED AGREEMENT

City of Plattsburgh Mayor Colin Read contends the town violated the 1992 agreement inked with the city over proceeds from the co-generation plant now known as Saranac Power Partners.

That agreement initially staved off the city’s plan to annex the 96-acre parcel, which is located within town limits.

The resulting deal offered PILOT payments divided between the town and city: the town would receive one-third, and the remaining two-thirds would go to the city, an agreement that garnered a total of $850,000.

But a host community agreement negotiated in 2009 following a reassessment of the plant saw the formula change, and the city’s share was reduced to $93,000 annually.

Some $280,000 in funds were then redirected to the four special districts in the Town of Plattsburgh that serve the facility, including fire, water, ambulance and sewer.

Read claims the city had been carved out of the loop, and wasn’t informed of revisions he said resulted in a cumulative loss of about $1.7 million.

The dispute became public following a hot mic incident last December in which Read and Councilor Mike Kelly (Ward 2) were overheard discussing the issue.

Since the spat became public, the city claims the town hasn’t been forthcoming with information, and was forced to file Freedom of Information Law (FOIL) request for documents pertaining to the deal.

The city hired Stafford Owens when they felt the town did not fulfill the FOIL requirements.

“By mid January, the law firm was able to

obtain and analyze some of the requested documents,” said Read in a statement. “This analysis gave greater reason to believe that the town may owe the city additional sums as part of the 1992 revenue sharing agreement.”

A meeting with town and city stakeholders on Feb. 5 filed to stave off litigation, said Read, who pointed to the fact that the town hired Albany law firm Maynard O’Connor immediately following the session.

“The City of Plattsburgh has waited since January for substantive talks to begin,” Read said.

Owens defined “substantive” as “conversations about how to resolve the matter.”

But Town of Plattsburgh Supervisor Michael Cashman disputes that narrative, and argues the town has been willing to hold substantive talks since the issue first became public.

Following the hot mic flap, Cashman sent Read an email asking to connect in earlyJanuary following the holiday season and a pre-scheduled vacation.

“I asked for suggested dates, which I did not receive,” Cashman told The Sun. “Since that time, Mayor Read on numerous occasions has misrepresented the facts regarding the town’s willingness to meet and provide documents.”

When he returned from vacation in early-January, Cashman was served a notice of claims by Stafford Owens.

Cashman said the town provided the documents requested by the city and went to the table to discuss the facts on Feb. 5.

“During the approximate one-hour meeting, the city offered no evidence of wrongdoing — only opinion,” Cashman said. “The town’s position is unchanged.”

The supervisor noted the power plant is located within the town’s jurisdiction, and the town will not budge on the current agreement.

“These aren’t funds going into the general fund — they’re going to special districts,” Cashman said. “I don’t know too many volunteer fire companies who raise their hand to take on a power plant.

Read declined to discuss the complaint, citing ongoing litigation.

“I can say that, ever the optimist, I of course hope we can figure out ways for both the city and the town to work to resolve this in our mutual interest, and I remain very open to that preferred route,” Read told The Sun.

EVIDENCE PROVIDED

Owens contends his firm has evidence of wrongdoing.

“I’m not sure Mr. Cashman was relating the facts properly,” Owens said. “Obviously we have a disagreement as to if we have evidence to support our position. We think we do.”

Owens noted a memo from then-Town of Plattsburgh Attorney CJ Madonna to Lawrence Zimmerman of Hiscock & Barclay, acting as outside counsel, dated Jan. 9, 2009 that Stafford Owens believes states the town’s intent to reallocate funds from the PILOT agreement to special assessment districts.

In the memo, which carbon copied thenSupervisor Bernie Bassett, Madonna outlines a series of proposed amendments to the PILOT. Six weeks later, then-Clinton County IDA Executive Director Adore Kurtz sent a letter to stakeholders asking them for a status report on an updated agreement, which hadn’t yet been determined.

Kurtz wrote some of the parties “may have overstepped the boundaries provided by the agency” as they attempted to work out an amended PILOT. “While the (Clinton County IDA) has been willing to consider the wishes of the town in this matter as the town sought to reduce the proceeds it will see from a PILOT and to add a ‘base payment’ to its special district taxes for the con-gen plant, it is now time to move forward toward the two separate agreements the agency envisions,” Kurtz wrote.

The city was not included as a recipient.

Ultimately as a result, the city contends it should have received $186,670 in annual payments between 2010 and 2017.

“We consider that to be a breach of the agreement from 1992,” Owens said. ■

City mulls reduction in police force, staff City eyes $1.3 million in cuts over 18 months

PLATTSBURGH | An ongoing effort to slash expenditures in the City of Plattsburgh culminated in a discussion about potential cuts to the city’s police department last week.

City officials continue to look for ways to shave off $1.3 million in expenses during the next 18 months, an effort to stave off double-digit tax increases.

“Perhaps the police force is too large,” Councilor Michael Kelly (Ward 3) said on March 15, citing calls from constituents.

The Plattsburgh City Police Department has grown to over 40 members, he said, when in the 1960s it had fewer than 10.

“There’s no way I would suggest we go back to the staff levels we had back in the ‘60s. I can’t imagine being with that few officers today,” he said. “But there is some happy medium.”

Plattsburgh City Police Department Lieutenant Brad Kiroy deferred comment to the

mayor’s office, citing the recent retirement of Plattsburgh City Police Chief Ken Parkinson.

“We currently are in between police chiefs,” Kiroy said. “Normally we would respond, but that’s a response better suited to a department head.”

Lieutenant Levi Ritter, a representative of Plattsburgh Police Local 812, also declined to respond to Kelly’s remarks.

“Those comments weren’t made to me directly so it doesn’t feel proper for me to comment on them without speaking to Councilor Kelly first,” Ritter told The Sun in an email.

Kelly also referenced the size of the Plattsburgh City Fire Department, which currently stands at its contractual minimum staffing requirement of 37 members.

That minimum staffing requirement, built into the Plattsburgh Professional Firefighters union’s last contract with the city over five years ago, has been a major sticking point in contract negotiations.

Plattsburgh’s firefighters have continued to work under their old contract with the city under the Taylor Law, entering into arbitration every few years to secure back-pay and retroactive wage increases.

The Plattsburgh City Police Department is also represented by a union that negotiates with the city on behalf of staff.

But the department doesn’t have a mandated minimum staffing requirement.

Kelly said that while the city’s tax base has remained stagnant for decades, the size of its government has ballooned since the 1960s.

“We’ve been flat for decades in terms of our tax base, but our city government has grown and grown and grown,” he said.

He went on to say that people wonder why the city can’t afford to pay for street repairs.

“Well, the answer is, we’re paying tremendous payrolls. We don’t have any money left over to pay for road repairs.”

ONGOING PROCESS

These budget talks were the latest in a series stretching out over a year, which have resulted in the closure of four city departments and the transfer of a fifth to county control.

“We have a lot of work to do. We made big cuts last year and we need to do the same again this year,” Kelly said.

Read said last year’s cuts amounted to around $2 million from the city’s total $55 million spending plan.

The Common Council is looking at cutting $360,000 worth of expenses in the coming year, and now another $1 million in the proposed 2019 spending plan. (Earlier this month the gap was anticipated at $558,000 in 2019.)

The reductions are an effort to stave off double-digit tax increases, save the city from reaching the constitutional tax ceiling and rebuild the city’s fund balance.

Read has repeatedly said that those anticipated cuts would primarily come through attrition, or a gradual workforce reduction by not replacing staff who retire or resign.

Though he mentioned the possibility of high-level retirements, Kelly appeared to offer a divergent perspective for the cuts last week.

“Where’s that $1 million going to come from?”

Kelly said. “We’re all afraid to discuss that.

“We have to decrease the size of our government. That’s what we have to do. And that means jobs, that means payroll, that means things very near and dear to people and very emotional. But that’s where we stand.”

Budget talks are expected to continue for the foreseeable future.

The city’s 2019 budget isn’t due until January of next year. ■

ALBANY | Local National Grid customers will see an 11 percent increase in their electricity and gas rates over the next three years.

The agreement announced Thursday by the state Public Service Commission (PSC) totals 10.5 percent for electricity and 11.5 percent for gas usage phased in over three years.

For the first year, that equates to about 3 percent per month.

Under the new rate plan, a typical residential customer will see a total monthly bill increase of $2.22 or 2.9 percent in the first year starting in April 2018, $3.03 or 3.8 percent in the second beginning in April 2019, and $3.25 or 3.9 percent in the third year starting in April 2020.

The gas bill for the typical residential customer using 77 therms a month will increase by 1.7, 4.5 and 4.4 percent during the same period, or $1.20, $3.10 and $3.18 respectively.

National Grid has agreed to a smaller rate increase than it was initially seeking: 13.9 percent per month for electricity bills, and gas by 14.9 percent.

The provider’s initial $407 million proposal was reduced by $351 million, or 86 percent.

Lake Placid and Tupper Lake will not be impacted because those localities have wholesale agreements with National Grid that see municipal utilities distribute the service to local customers.

AARP, who lobbied against the increase, said they were appreciative of the reduction, and praised regulators for incorporating low-income energy programs that have been a part of other recent utility rate cases into the decision.

But the organization continues to harbor concerns on the impacts of low-income residents.

“A double-digit rate increase is simply too much for the overburdened New York consumers who rely on National Grid for their energy,” said New York State Director Beth Finkel.

AARP is also disappointed regulators did not lower fixed customer charges, which the organization contends “hurt low-energy users while failing to encourage conservation.”

The group renewed calls for New York to join 40 other states by establishing an independent utility consumer advocate with the power to challenge unfair rate increases in court.

“We’re glad the state Assembly included creation of such a consumer advocate in its state budget proposal this week,” Finkel said.

Adirondack Community Action Programs CEO Alan Jones also said he is mindful of the increases on low-income populations who are on a fixed income, including senior citizens.

“Any client we serve will face an additional burden on their expenses,” Jones said. “We have a rising number of senior citizens in our communities. It would impact them the worst.” ■

National Grid will also modernize its electric transmission and distribution system, including investments to address the increased frequency and severity of storms.

“This plan allows us to invest $2.5 billion over the next three years in our energy infrastructure while reducing the short-term impact on bills and providing customers a level of delivery price assurance,” said Virginia Limmiatis, a spokesperson for National Grid.

When adjusted for inflation, gas prices have been static since 2007, said the provider, and electricity delivery prices are lower than they were in 2004. But during that same period, the provider has invested $6 billion in infrastructure upgrades.

National Grid held a public hearing in Lake Placid last summer to detail their proposal.

The effort was supported by Clarkson and Paul Smith’s College, both of whom said upgrades to the provider’s microgrids will aid in ongoing renewable energy projects.

PSUC shooter bring home title Marksman Club competes in Massachusetts

PLATTSBURGH | During championship season, a Plattsburgh State group of sharpshooters brought home a title of their own.

The Plattsburgh State Marksmanship Club competed in the MAC Rifle Championships held at M.I.T. in Cambridge, Mass. on March 3.

In the air rifle championship event, the Cardinals shot for 2,005 points and won the title over John Hopkins University. They were led by Freshman Christina Dunn, who had the top score with a 522.

In the smallbore shooting event, Junior Mike Buck set several club records, including an overall scoring mark of 514 — the first 500-plus score in school history — prone score of 190, and knelling score of 178.

Also tying a record was Dunn, who scored 160 from the standing position, tying herself.

While the team scored their highest mark ever in the smallbore event with 1,993 points (previous record: 1922), they were unable to surpass the team from SUNY Maritime, who scored a 2,033, placing PSUC in second.

SUNY Plattsburgh was going up against well known colleges, including the Coast Guard Academy, John Jay, MIT, SUNY Maritime, Wentworth, Yale, Penn State, John Hopkins, Canisius and Loyola. The team is coached by Peter Visconti and practices at the Plattsburgh Rod and Gun Club.

“I thought the team performed well above what anyone expected,” Visconti said. “When planning our schedule, we never even considered a championship. The students were

bility that the proposed tree placement could cause safety issues if they overgrow and snag power lines above.

The Main Street plan doesn’t specifically address parking concerns.

“We already have a problem with what we already have, so it will still be an issue with special parties,” Town Supervisor Brandy McDonald said.

And Douglas said that where power lines hang above, shorter trees would be planted to avoid any possible complications.

Another resident, Judy Kirby, expressed her excitement over the plans.

She and her husband — when the weather is good, Kirby joked — frequently walk through the hamlet and along local walking trails.

“I think this (tree line) is going to buffer you from the traffic,” she said. “I’m excited.”

The first project phase, including the planning leading up to construction, is expected to cost anywhere from $96,768 to $149,765, according to planning documents.

The $175,000 state grant funding the upgrades expires at the end of the year. ■

After appearing to assuage resident concerns over tree placement and limited parking, the Peru Town Board last Monday unanimously approved a resolution that will allow a number of landscaping and redesign projects to go out to bid as planned.

The Main Street plan, which is funded by a $175,000 state grant with the 50 percent local match expected to be paid through in-kind services, is on track to be completed this year.

Planners are eying tree-lined lanes with consistent sidewalks and streamlined bike and passenger routes, with cosmetic upgrades slated to brighten up the bridge leading into town.

Other improvements flagged by Schenectady-based consultant Ian Law of Place Alliance, Monica Ryan, a Troy-based planner with River Street Planning, and Community Development Coordinator Adele Douglas include narrower streets with lower speed limits to bolster safety for pedestrians.

NCCS program offers journalism exercise for students

CHAMPLAIN | A group of seven press corps members crowded into a small room, ready to hear from UN delegates on the fate of North Korean leader Kim Jong Un. They heard from delegates from China, Russia, the United States and more about the criminal council proceedings where justices were trying to determine if the dictator was guilty of any war crimes.

This was not something playing out in New York City or the Hague, but rather in Champlain at the annual Northeastern Clinton High School Model United Nations (UN), where students got the chance to step into the world of international politics — and for the first time this year, journalism.

The press corps was the brainchild of NCCS senior Easton Francis.

“I was in the press corps at the Harvard Model UN and thought it was a very challenging group but very fun as well,” Francis said. “When we came back, I suggested the idea of a press corps to the advisors here and they supported it right off the bat.”

Francis served as the head of the press corps as she tutored a crew of seven on the first day of the Model UN March 15.

“I really want this experience to the one I had with the Model UN at Harvard,” she said. “It lets the reporters get the chance to see every committee and be more involved in what is going on.”

Francis gave out deadlines and offered advice to the members of the press corps, which included Colby Fortin of Peru, Dana Klein of Willsboro, EmmaLee Turner of ElizabethtownLewis, Benn Delisle of Beekmantown, Lila King of Beekmantown, Jack Pelton of Chazy and T.J. Miner of Saranac.

“I am very interested politically about the freedom of the press, especially at these times, and I believe it is something that is very

important,” said Pelton, who ends his days by reading three articles a night from a variety of national and international sources.

“I wanted to do something that I was interested in and gave me the full experience,” he added. “The deadlines are something that surprised me, but I am learning how to adjust and maneuver with those.”

“I did this last year and I wanted to challenge myself more,” King said. “I thought this was a great way to get into different conferences and see more things. “I think this is a great way to get us into the middle of what is going on and get us more engaged.”

Turner said she enjoys writing.

“Even though this is not creative writing, I felt this was something that would help me add to the skills I have,” she said.

“I have had an deepening interest in English and I wanted ways to get into it,” said Delisle. “This has given me a chance to look at the community of the Model UN.” Miner had a chance to be a part of the Model UN press corps at Harvard, and said once she had heard there was going to be a press corps at NCCS, she, “jumped on it.”

Klein said she felt press corps was something special to do during her senior year.

“It was an option I had never seen for Model UN and thought it was a great area to do for my senior year,” she said.

The group worked throughout the three-day event, posting events and stories online. ■

Green Party candidate Kahn enters race for Congress Lynn Kahn is positioning herself as a government reformer in bid to unseat Stefanik

SCHROON LAKE | Just call her the “Government Mechanic.”

After spending four decades working to untangle the federal bureaucracy as an organizational psychologist, Dr. Lynn S. Kahn is pivoting to a run for Congress.

Kahn, 71, announced her campaign last week for New York’s 21st Congressional District as a Green Party candidate.

“When I talk to people, I see a lot of pain under the anger, a lot of struggle, and quite a bit of despair,” Kahn told The Sun. Kahn, who has resided in Schroon Lake since 2016, will also circulate petitions as an independent.

The candidate ran as an independent in the 2016 presidential campaign, putting 70,000 miles on her car in 20 months and talking to countless people in the process, experience she said provided an intimate look at the problems facing everyday Americans.

“I listened a lot, and I understand how much struggle and pain there is in the country,” Kahn said.

Kahn ultimately came in 15th nationally.

EXPERIENCE TOUTED

Kahn’s entry to the race makes her the ninth candidate seeking to deny Rep. Elise Stefanik (R-Willsboro) a third term, joining seven Democratic candidates and one Republican.

candidate was brought in to reform federal agencies, including the Internal Revenue Service and Federal Aviation Administration, where her efforts resulted in what many in the industry have called the “gold standard of strategic planning,” said the candidate.

She has also served on the National Partnership for Reinventing Government, a President Clinton-era initiative to make government more efficient.

As a psychologist, Kahn was tasked with organizational management and helping agencies streamline operations and find common ground.

“How do you make a plan to deliver lofty goals in a complicated environment where people from different points of view have to agree on clear actions?” Kahn said.

Culling government waste was a keystone of those efforts, and Kahn argues she is the only candidate with such an intimate look at how the executive branch operates.

“I know how to look under the hood,” Kahn said. “I’m the candidate who knows how to implement changes that need to happen.”

Kahn later offered consulting to several

New York City departments, including the city’s Department of Juvenile Justice and Department of Probation.

Additional campaign planks in the candidate’s platform include expanding health care, growing green jobs, solving veterans’ complaints, transforming family law and protecting and repairing the environment.

Kahn, who is also an author and columnist, is particularly interested in veterans issues.

During her presidential campaign, she participated in 12 presidential debates and forums. In doing so, she got to know Veterans Party of America candidate Chris Keniston, who offered a keen insight into issues from a veteran’s perspective.

The U.S. Department of Veterans Affairs needs a complete overhaul, Kahn said, and its mission statement should be rewritten to focus on providing “world-class benefits” to veterans and their families.

“There’s 100 VA facilities under internal investigation, from negligence to prescriptions of opioids,” Kahn said. “You need to send in really tough consulting teams. You need 100 consulting teams.”

LOOKING TOWARDS PETITIONS

The candidate’s platform and persona appear to be wildly divergent from that of Matt Funiciello, the Green Party’s candidate in 2014 and 2016.

Funiciello, a baker and political activist, based his freewheeling populist bids around single-payer health care and attacking the two major parties as equally-unpalatable vessels controlled by corporate interests.

Funiciello also delighted in needling his Democratic opponents and offering a steady stream of commentary on social media.

Kahn joins the race when Democrats are hustling to circulate petitions for ballot access before the April 12 deadline — just

three weeks away.

The field is sure to winnow if candidates cannot meet the 1,250 signature threshold: All but one, Katie Wilson, have promised to support the eventual nominee if they fall short in making the ballot.

Democratic hopefuls occupy a wide swatch of the political spectrum, from moderates like Tedra Cobb to more progressive candidates like Patrick Nelson, a Stillwater-based activist and former legislative aide who has largely adopted many of the campaign platforms highlighted by Funiciello, including sharply deriding the role of money in politics and calling for a less interventionist U.S. foreign policy.

Does Kahn see an opening for her candidacy in the race?

“I think there’s a huge opening,” she said.

“I don’t like labels. In some ways, I’m a fiscal conservative because I don’t like waste.

“Neither party has solved problems for decades.”

But government also has a role in ensuring everyone has the resources to prosper, she said.

Kahn is now circulating petitions for both the Green Party and as an independent candidate.

She held her first public event last week in Glens Falls, a meeting with the Warren County Green Party.

The candidate envisions a wide-ranging retail campaign, knocking on doors, talking to voters across the district and most importantly, listening.

Stefanik won re-election in 2016 by 35 points, the largest point spread by any federal Republican lawmaker in the state.

Funiciello garnered 10.6 and 4.6 percent of the vote in 2014 and 2016, respectively.

Kahn said she isn’t dissuaded by the numbers.

“I think every incumbent is vulnerable,” she said, “and I think the Republican Party is particularly vulnerable.” ■

CHAZY | Just over one week before voters of Area 3 take to the polls to elect a new legislator, Rep. Elise Stefanik (R-Willsboro) visited Chazy over the weekend to stump for Mark Henry, a candidate for the vacant county seat.

“I’m here to support Mark Henry,” Stefanik told a group on Saturday.

Stefanik, the region’s highest-ranking Republican lawmaker, first backed Henry in January after the two were endorsed by the Clinton County Republican Committee.

Henry faces Jerry Marking, a Democrat, for the vacant seat in the March 27 special election.

Through a dense snowfall on a blustery Saturday afternoon, Stefanik emerged into

the warm, sweet-scented Bechard’s Sugar House clad in jeans and a thick flannel button-down.

She was quickly surrounded by local officials and easily made her way through the crowd to Henry, exchanging a friendly greeting with the former Chazy Town Supervisor.

Neither politicians made formal remarks, and a campaign spokesman told a reporter that the visit wasn’t political.

A representative of Bechard’s took Stefanik and Henry on a personal tour of the operation, weaving through a smattering of Maple Weekend visitors and into a room with clusters of machinery.

POUNDING THE PAVEMENT

Ahead of the tour, Henry spoke with a reporter about his time pounding the pavement and speaking with residents in Chazy and Beekmantown.

He estimated that by March 27, he will have knocked on over 1,200 doors.

Vaping, e-cigarettes added to public smoking ban Clinton County Health Department warns residents of nicotine’s ill-effects

PLATTSBURGH | Use of electronic cigarettes has been added to New York state’s ban on smoking in public indoor spaces and certain outdoor spaces where smoking is prohibited.

The Clean Indoor Air Act (CIAA), which has been in existence since 2003, was expanded in November to include these products.

New York State Commissioner of Health Dr. Howard Zucker said that “although ecigarette use is promoted as a healthier alternative to tobacco use by the vaping industry, research has shown that they may carry long-term health risks for users and those exposed to secondhand emissions.”

Vaping is a term that describes the use of an electronic nicotine device such as a vape pen or electronic cigarette often referred to as an e-cigarette.

The expansion of the Clean Indoor Air Act builds on previous legislation that banned the use of e-cigarettes on all public and private school grounds in New York state.

New York state is still in the process of updating Clean Indoor Air Act written materials, but the Clinton County Health Department wants residents to know that the expanded version of the law, which includes all electronic nicotine delivery devices, is currently in effect.

Ryan Davies, director of the department’s division of environmental health and safety, is reminding business owners and the public that “all restrictions that apply to smoking cigarettes, cigars and pipes, in workplaces including res-

taurants, bars, bowling facilities, taverns, bingo halls and other public spaces, now extends to electronic nicotine delivery devices.”

Enforcement of indoor smoking and vaping restrictions is primarily a complaint driven system,” according to Davies.

Anyone who witnesses a violation may contact the health department.

Complaint forms are available on the department’s website at clintonhealth.org in the environmental section, or a complaint can be made by phone or in person.

When a complaint is received, it will be assigned to a staff member to investigate and the building or business owner may be subject to fines and enforcement.

Electronic nicotine and vapor delivery systems, which include e-cigarettes, vaping pens, e-hookah and similar devices, typically contain nicotine. Some ingredients found in e-cigarettes are considered toxic and there is no regulation of the chemicals e-cigarettes may contain or how much nicotine the user is inhaling. These factors could lead to long-term adverse health effects for e-cigarette users and bystanders.

In New York state, e-cigarette use among high school students nearly doubled from 10. 5 percent in 2014 to 20.6 percent in 2016 and it now far exceeds the rate of cigarette smoking.

New York’s high school student smoking rate in 2016 was the lowest on record at 4.3percent, down from 27.1 percent in 2000.

However, like cigarettes, e-cigarettes are aggressively marketed to teenagers to make them as appealing as possible with flavors such as mint chocolate and melon candy, with the mistaken belief that they are not harmful to users.

A report by the U.S. Surgeon General also found that the use of e-cigarettes among youths and young adults is strongly associated with the use of other tobacco products. ■

As Henry and Stefanik toured the maple syrup operation, Marking was busy putting up campaign signs around the area.

The candidate also attended the Clinton County Firefighters’ Association banquet.

A retired career firefighter with the City of Plattsburgh Fire Department, Marking says he retains close ties with local law enforcement and public safety officials.

The candidate also has a penchant for community service, serving as a volunteer

“I think (Marking) is the prototype of the kind of individual this county needs on the legislature,” McManus said.

He has also been endorsed by County Treasurer Kimberly Davis.

“We know that Jerry will do an outstanding job representing all of the people of Area 3,” she said, referencing his union ties and volunteer efforts.

Marking has been endorsed by the Clinton County Democratic Committee and the Working Families Party.

The Area 3 seat, which represents the towns of Beekmantown and Chazy, was left by former legislator Samuel Dyer, who was sworn in as the new Beekmantown Supervisor in January.

Three polling stations will be open throughout the towns of Beekmantown and Chazy next Tuesday. Polls will be open from 6 a.m. to 9 p.m. ■
