Plattsburgh leaders offer divergent forecasts for 2018 Business is booming in town and county, but city continues to bring finances to heel

City of Plattsburgh have outlined their visions for their respective localities.

But while the town and city have portrayed a rosy outlook, the city’s fiscal challenges remain an immediate issue, officials said at a North Country Chamber of Commercesponsored event last Thursday.

McManus painted a portrait of a county that’s never been in better shape, with a low tax rate, strong economic development strategy, stable

government and a recently-hatched shared services plan with neighboring localities that is predicted to save the county $700,000 this year.

“The state of Clinton County has never been stronger,” McManus told the sold-out crowd at the Holiday Inn. “By almost any measure, Clinton County is great financial condition, and is in a strong position to continue that fiscal stability.”

Plattsburgh International Airport is poised for liftoff, he said, updating attendees on a series of state and federal-funded efforts designed to draw in more passengers and strengthen

its role as a conduit with Canada, driving regional economic development in the process.

“The terminal expansion is near complete,” he said.

And a new federal inspection station designed to expedite the processing of foreign passengers should be completed by spring.

Service to Washington, D.C. would begin

by June or early-July, he said.

Owner Gregory Light is retiring and closing his Plattsburgh Plaza outpost at the end of the month.

The business’ last day is Jan. 31.

PLATTSBURGH | Authorities are cautioning residents to implement proper safety precautions when combating the cold.

In the wake of record-breaking temperatures this winter, many people have turned to external heaters to stay warm.

But the units have been the cause

of numerous fires around the region, including a blaze that gutted a fraternity house in downtown Plattsburgh earlier this month, officials said.

Clinton County Emergency Services Director Eric Day said that just in the last three weeks, at least three fires in the county could be contributed to external heaters.

“I can tell you — that’s a lot,” he said.

The Plattsburgh City Fire Department has responded to four calls so far this month, according to Fire Chief Scott Lawliss.

AFTER ALL THESE YEARS

The closure of the Plattsburgh Air Force Base was decades away.

Large corporate-owned box stores were less prevalent.

And everyone knew each other, Light said.

Independent store owners were known and trusted in the community, and businesses were unwaveringly customer-oriented in return.

Light admitted that he can be picky when it comes to jewelry, sometimes on the customer’s behalf.

He wants everything to be perfect for them.

“Our clientele is very local,” he said. “They know my family.”

His father, involved in the jewelry industry since he was a teenager, opened Lights Jewelers after returning from World War 2.

Light was 8 years old at the time.

“I started working here when I was in high school. Through college. I went to SUNY Plattsburgh,” Light said.

His fondest memories are ones shared with his family over the years.

“We were always here, the five of us,” he said. “My parents, my brother and sister and I.”

Light announced on Facebook earlier this month that his business would be closing.

What followed was an outpouring of support from all across the country as current and former customers shared their fond memories of the store.

“Greg, we’ll certainly miss Lights in town,” wrote Dawn Currier-Juneau, vice president of Strategic Alliances at Twinstate Technologies. “Your parents were one of our parent’s first customers back in the late ‘60s. You’ve been a part of Plattsburgh forever.”

Another Plattsburgh resident, Rachel Flemming, wrote that her engagement ring was purchased from Lights.

“My husband saved up and bought my gorgeous engagement ring from Lights Jewelers & Gemologists when we were in college,” she said. “We have been married for five years and it still sparkles!”

Mary Pearsall, a former Plattsburgh resident, recalled fond memories of not only Lights,

but the heyday of “the old Plattsburgh.”

“Although we have not lived in Plattsburgh for 22 years, this saddens me,” she wrote.

“Growing up in Plattsburgh, the Light family took care of all my watch and jewelry needs.

“David Merkel (Merkel’s Department Store) and family, along with Lou Kaifetz (Fit-Rite Shop) and Carlos Austin (Austin’s Men’s Shop) dressed me, and Paul Gordon (Gordon’s Boot Shop) always fitted me with Bass Shoes. Arnie Pavone (Arnie’s Restaurant) and family fed me, and still do in the summer.

“I miss the ‘old Plattsburgh.’”

In the weeks since Light announced his retirement, customers have been coming in on a daily basis to bid the businessman farewell.

“It’s been very heartwarming. Very heartwarming,” Light said. “I’ve had more hugs from people recently than ever.

“I’d really like to thank everyone, and my family, for making it a nice career.”

Lights Jewelers will remain open at 9 Plattsburgh Plaza until Jan. 31. ■

Hundreds march to protest Republican policies

PLATTSBURGH | Hundreds packed Trinity Park in Plattsburgh last Saturday to rally against the Trump administration and the Republican-led Congress.

One protester held a sign that read “Trump is fake news,” while another depicted a Rosie the Riveter-type figure that said, “You can’t take my rights. I’m still usin’ them.”

Sue Coonrod, 62, of West Chazy, was drawn to the march by what she perceives as a prolonged attack on human rights.

“I’m here because I believe all human beings don’t enjoy the freedoms guaranteed to us under the Constitution,” she said.

Coonrod said cuts to Planned Parenthood, attempts to block transgender people from serving in the military and ambiguity surrounding a program for people who were brought to the U.S. illegally as young children present human rights issues.

“Human rights deserve the same protections as guns,” she said.

The event came exactly one year after the Women’s March drew an estimated 500,000 protesters to Washington, D.C. Dozens of cities across the country held similar rallies on Saturday, including Glens Falls, Watertown and Lewis in Essex County, where attendees paid homage to Inez Milholland, a suffragist who is interred in a local cemetery.

Megan Laporte, 27, looked to her 4 year old daughter as her inspiration for attending.

“It has a lot to do with her,” said Laporte, a clinical receptionist at the Plattsburgh branch of Planned Parenthood. “And I’d like to see Planned Parenthood still open.”

Her daughter, dressed in a puffy winter coat, gleefully interrupted with questions of her own.

“We live in a country where people feel we have a lot of rights,” Laporte continued. “Even her generation will need to be involved and fight to keep those rights.

“Abortion and birth control rights are under attack.”

Nearly a dozen speakers spoke at the event.

Mayor Colin Read thanked local advocacy groups like Plattsburgh Cares for the work they’re doing to make the North Country a better place before giving the #MeToo movement a shoutout: “Or as I’d like to call it, the ‘it’s about time’ movement,” he said.

The crowd cheered.

State Assemblyman Billy Jones (D-Chateaugay) decried the gender wage gap, lamenting the lack of progress on the issue.

“Isn’t that sad?” he said. “We can demand we live in a loving and accepting society, and we can demand (income equality).”

Clinton County Treasurer Kimberly Davis highlighted “North Country Women United,” an advocacy group dedicated to supporting Democratic women in politics.

Only one woman serves on the Clinton County Legislature, she said.

“In Essex County, there’s not a single woman on the board of supervisors,” she said disapprovingly.

“Women are not asked to run for office as often as men, and they often doesn’t have the resources to do so that men do.”

One local woman who recently ran for office, Marque Moffett of Peru, appeared to promote a “People’s Forum” featuring opponents of Rep. Elise Stefanik in New York’s 21st Congressional race next month at SUNY Plattsburgh.

Matthew Waite spoke about the importance of millennials getting out to vote.

The number of millennials will surpass those of the Baby Boomer generation this year, he said.

“Take this opportunity,” he said. “Vote.”

The march followed a route from Trinity Park, around City Hall and down Margaret Street, circling around Stefanik’s Plattsburgh office before returning to Trinity Park down Durkee Street and City Hall Place.

As protesters returned to the park, the sun setting behind them, their chants echoed throughout the square: “This is what democracy looks like!” ■

School districts tee off on education funding Proposed bump for public schools less than expected

ELIZABETHTOWN | As the state enters choppy fiscal waters, Gov. Andrew Cuomo has proposed increasing public school aid by 3 percent this year.

The figure is less than the 4 percent bump sought by education advocates, and the revision amounts to a $769 million increase as opposed to $1.2 billion. (The state Board of Regents sought $1.6 billion.)

Foundation aid will see a $338 million proposed increase, far less than the $1.25 billion requested by the state Board of Regents.

The New York State School Boards Association called the proposed increase “inadequate.”

“The governor’s budget proposal would constrain the ability of school board members to do the jobs they were elected to do,” Executive Director Timothy Kremer said in a statement.

The budget released last week comes when the state faces a $4.4 billion shortfall, a number largely expected to widen as changes to the federal tax code take effect.

Cuomo defended the investments, noting education spending has seen a 35 percent increase since 2012, making this year’s numbers the highest number ever.

“We have increased education more than any area in state government, period,” Cuomo said at last week’s budget address.

Charter schools would also see a 3 percent funding increase.

The governor was heckled during the speech by a Brooklyn-based state assemblyman who argued the governor was selling public schools short.

“It’s never enough,” Cuomo responded.

‘SOBERING’

Lake Placid Central School District Su-

perintendent of Schools Roger Catania acknowledges it’s a tough budget year, and noted the increase was welcome despite being below what advocates requested.

“Public education tends to receive higher increases than other programs, and we don’t want to overlook that,” Catania told The Sun. But at the same time, the property tax cap limits what can be raised on the levy.

Catania noted the numbers are a starting point, and lawmakers and other advocacy groups will lobby for increased funding as the clock ticks down to the budget deadline on March 31.

Elizabethtown-Lewis Central School District Superintendent Scott Osbourne called the early figures “sobering.”

“In the big picture, I think the governor has done a fine job proposing programs that are going to have a lot of impact for students, particularly for students in this region,” Osbourne said in a phone interview. “However, the executive budget proposal does fall short of what we were expecting.”

ECLS will see a $99,000 funding increase, but the figure will largely be partitioned off for the state Education Department’s Community Schools Program.

“Seventy-five percent of that is earmarked only for the Community Schools Program that we may or may not have created yet,” Osbourne said.

Districts participating in the initiative have been flagged as high-need districts that emphasize broader engagement with the community — like partnerships with county agencies, for instance, or afterschool programming.

Osborne said he’d to explore a partnership with Essex County in which a social worker will work within the school or through a satellite mental health clinic.

“I don’t like (Cuomo) telling me how to use Foundation Aid, but I like the intention of what they’re trying to tell me to do,” he said.

Ticonderoga Central School Superintendent John McDonald see the district will see a boost of just 1 percent.

“That doesn’t even come close to meeting our needs,” McDonald told The Sun.

Like his colleagues, he acknowledges the funding is the highest-ever. But years of flat increases paired with unfunded mandates is troublesome.

So is how the state defines a poor school district.

“The Foundation Aid formula does not work,” McDonald said.

Property values are not an accurate indicator of wealth in the community, he said, especially in the Adirondack Park, where myriad dynamics skew the values — including the large tracts of state land and high number of seasonal residences.

“It’s very difficult for communities in the Adirondack Park to grow their tax base because of the regulations to keep the Park in its pristine condition,” he said.

The tax cap needs to be a hard 2 percent, he added, and it also needs to take into account uncontrolled capital costs.

Lake George Central School District Business Manager Kate DuBois said district leaders can’t necessarily wait to find out the details, and need to be proactive in planning their budgets.

District officials began developing their budget last October.

Education leaders in Warren, Washington, Saratoga, Hamilton and Essex counties are calling on state legislators to adjust the Foundation Aid formula, including the weighting factor for free and reduced lunch programs which has seen an uptick across the region.

DuBois said educators also want to increase the $30,000 threshold on BOCES Career and Technical (CTE) programs.

“The existing state aid formula for shared CTE programs was established in 1992 and has not been updated since that time,” DuBois told The Sun in an email. “The average salary of a CTE teacher is now $65,000 and education leaders are calling for legislators to provide 100 percent aidability.”

The coalition also wants school districts with 51-100 or more employees to continue to participate in an experience-rated health

care consortium or trust, a measure she said will save school districts and taxpayers hundreds of thousands of dollars.

And like other officials, DuBois said the Building Aid threshold for small capital projects needs to be increased.

By raising the threshold amount from $100,000 to $250,000, “districts could make critical capital improvements in a more timely manner and receive state aid much faster,” she said, a measure that would also save the state money on interest payments.

Cuomo must now negotiate a budget with the state legislature before the March 31 deadline.

Board of Regents Chancellor Betty Rosa and State Education Commissioner MaryEllen Elia said in a joint statement they’re continuing to review the details of the proposal.

While pleased with measures to expand pre-K and afterschool programming, the agency is “concerned” about receiving less than half of the aid they asked for.

“We will continue to engage in discussions with the state Assembly and Senate to ensure state aid funding will meet the needs of every student throughout our state, particularly those in schools with the greatest needs,” read the statement.

But the final allocation is expected to shake out largely along party lines, with state Assembly Democrats lobbying for more education spending while Republicans in the Senate have called for fiscal restraint paired with a series of tax cuts.

State Sen. Betty Little (R-Queensbury) called the proposal “a starting point” and said she looked forward to upcoming budget hearings.

“We’ll also begin hearing from constituents and groups with their reaction to the proposed budget, including our schools, health care facilities, local governments, not-for-profits and employers,” Little said in a statement.

“Their perspectives is what informs me and gives me the information I need to advocate and ensure the budget does a lot to benefit our region. That’s the most important insight on which I can count.” ■

Plattsburgh Leaders offer levity following controversial tape Event marks first highprofile appearance of officials since financial dispute made public

PLATTSBURGH | Would sparks fly? Or would there be a public rapprochement?

It was the question the crowd at the Holiday Inn was waiting for one month after a hot mic revealed simmering tensions between the Town and City of Plattsburgh over changes to payment-inlieu-of-taxes agreement with a local power plant.

The two leaders jointly appeared at an annual breakfast last week.

City of Plattsburgh Mayor Colin Read and Town of Plattsburgh Supervisor Michael Cashman did not delve into the complex deal.

But both cracked jokes about it.

“Is this thing on? I haven’t been having much luck with microphones lately,” Read said before delivering his comments to a room full of business leaders and lawmakers.

Read commented on the standing-room only crowd, which organizers put at 120. “(North Country Chamber of Commerce President Garry Douglas) was a little bit worried about the crowd, so he asked Michael and I if we could gin up a few sparks over the last month or so,” Read said. “So we did our very best to make sure people came out.”

Read alleges the city has been deprived of $14 million over the past decade after the renegotiated agreement, first hatched in 1992, saw funds shuttled to four special town-created districts that serve the facility now known as Saranac Power Partners.

The mayor pinned the deal directly to the city’s ailing fiscal condition.

Cashman joked the city’s events coordinator is working on a special event at the Crete Civic Center.

“That will include a cage match between the mayor and I,” Cashman said. “It will help the city out financially. I’m sure they’ll all buy tickets.”

Cashman later ribbed the mayor for not participating in last year’s second annual Supervisor’s Disc Golf Challenge.

“You didn’t take me up on the challenge last year,” said Cashman. “I’ll be looking for you this year.”

But the light-hearted banter belied an acrimonious distrust between the localities made public by the now-infamous video that saw Read accuse the town of “backhanded dealing” following a City Council meeting last December.

Read later said the town hadn’t been forthcoming with documents; Cashman argued otherwise.

Then the city lawyered up.

A lawyer from Stafford Owens visited the Plattsburgh Town Offices on Jan. 9.

“He spent several-plus hours combing through documents and requested we make photocopies of documents, and we offered to do so,” Cashman told The Sun. “It seemed to satisfy their inquiry.”

Read said the city hired the firm after they sent a Freedom of Information Law request to the town last month, but failed to receive the documents or state when they would be made available within a 20-day window.

Stafford Owens filed a Notice of Claims, a measure that gives the city additional authority to request materials.

“At that point, I understand that many of the documents originally requested were immediately made available,” Read told The Sun in an email.

“The law firm is currently processing those documents so that the city may have some clarity on what might have happened and should be finished soon.”

Read said when the city sought clarity on that narrow question, they did not anticipate litigation, and remain hopeful a lawsuit can be averted.

looking forward to sitting down and have a discussion with Supervisor Cashman,” Read said. “Our hired lawyers were very helpful in that regard. It is always best to have discussions when both sides have as many facts as are ascertainable.”

Cashman downplayed the drama.

“There isn’t a High Noon situation going on,” he said.

Read repeatedly underscored at the North Country Chamber of Commerce-sponsored event last week that both localities are locked into a mutuallydependent relationship, and the survival of one depends on the other.

He offered what he said might be an unpopular prediction: The town and city will “become one” within 100 years.

“I don’t have any doubt about that,” Read said.

“There’s obviously some big roadblocks, and some big things we need to figure out to make that happen, but it simply makes sense, and I’m not one to shy away from difficult conversations.” ■

Loreman said he will most likely be hiring a new employee to help with the new machinery and services, which includes a color transfer machine, engraving machine for unique objects, a small engraving machine and more.

With new space for machinery, Loreman said there will be more of a chance for him to show off what he offers in the main store.

“This will give us more showroom space as we move stuff around in the front rooms,” Loreman said.

Overall, Loreman said the expansion project comes with a price tag of around $165,000, an investment he believes is well worth the price tag.

“Having all of this under one roof gives us the ability to get more done and serve the area better,” he said.

Loremans’ also offers a store in Plattsburgh and a new mobile printing service, which the company uses at numerous sporting and special events throughout the North Country. ■

The blame game

T h e re t h ey g o again, blaming each other’s political party for the downfall of our government.

By Dan Alexander In reality, we should be blaming the struc• PUBLISHER • ture that allows politics to overrule policy.

The filibuster rules were adopted in 1806, and were used well into the early 1960’s to block civil rights legislation.

Since that time, the two-party system has seen clear advantages to use it as a tool of leverage to obstruct a variety of legislative changes.

Average citizens like us think of a filibuster differently than what transpires today in the halls of government.

We think in terms of Jimmy Stewart in the movie Mr. Smith Goes to Washington, where a single member has to hold the floor for hours on end to delay pending action or sway other members.

Today, the goal of the minority party in the Senate is not to allow more than 59 votes for passage of any legislation to effectively block it from become law.

Case in point is the inability of our government to pass a budget resolution to fund the government which at heart is the primary purpose of our government.

Continuing resolutions are nothing more than an ongoing failure by our elected officials who seem content to kick the can down the road.

Sadly our elected officials consistently put their political survival games ahead of the needs of their constituents and instead favor siding with their party and the big money donors who put them in office.

Here is the simple truth: If the Senate wanted to change this process, it could be done away by a straight up majority vote.

Ah, but what’s good for the goose is also good for the gander.

Sooner or later, an election will flip who is in the majority and who is in the minority. So while each side loves to blame the other, they understand this process cuts both ways.

Democrats can blame the Republicans since they currently hold a three branch majority, but the Republicans know the minority hold an ace up their sleeve. That ace serves as a stop-gap control measure both parties obviously value more.

That measure preserves their control over government with a veto vote if they can contain the vote to no more than 59 members in favor.

Perhaps by the time you read this, the parties will have found a solution to the current government shutdown. But this issue remains an ongoing detriment to the people’s national interests. ■

Giving tax credits to employers to hire recovering addicts is a good idea Opiates continue to have the country in a chokehold.

Overdoses are now the leading cause of death of Americans under the age of 50.

And the growth of fentanyl and other laboratory-created derivatives has given the crisis an even deadlier dimension as dealers are increasingly cutting their product with a substance designed for terminal cancer patients.

“We can’t arrest our way out of this” has become a common refrain of law enforcement officials.

They’re right.

Any responsible strategy must pair law enforcement crackdowns with recovery, education and prevention.

Recovering addicts could use all the help they can get.

That’s why we think legislation proposed by state Assemblyman D. Billy Jones (DChateaugay) to provide employers with a tax break for hiring people in recovery from drug addiction is a good one.

Lake George should curb firework displays

To the Editor: I would be happy to see an end to weekly fireworks in Lake George Village for a number of reasons.

Hopefully, someone with influence will look into the environmental impacts on our soil, air and lake water.

The fallout and residue from fireworks has been documented as containing heavy metals and other chemical substances that build up in the environment, especially with regularly repeated “performances.”

Fireworks create air, water, soil, light and sound pollution.

One can only imagine the negative impact they have on our local wildlife, not to mention how they badly affect many dogs.

The North Country is a terrific place.

But its rural, remote nature and general lack of services does lend itself to addiction.

Giving recovering addicts a leg up and a sense of purpose will go a long ways to ensure recovery, and help to incentivize continued sobriety.

Employers may have reservations about hiring a former addict. But addiction crosses all demographic lines, and affects everyone, shredding households and lives with equal

Plattsburgh International Airport’s SkyWest connection merely a ‘white elephant’

To the Editor: With respect to the two airline articles dated Jan. 20, our community should not celebrate but contact their legislators to retain PenAir, which has become our hometown airline.

It serves us with the important

disregard for class, ethnicity and background.

This bill helps end that stigma surrounding addiction.

Of course, the devil is in the details.

We’re always wary of how tax breaks impact others in the community.

And we’re guarded about privacy concerns.

But the proposed bill appears to be a step in the right direction.

We also want to give kudos to Rep. Elise Stefanik, who has co-sponsored a raft of heroin prevention bills as part of a bipartisan task force this year.

Items included in the proposals include ending a ban on Medicaid-funded drug treatment for those who are incarcerated.

This is huge for addicts in jail who have been temporarily stripped of their Medicaid benefits, which include medication to aid in detoxification and other services.

Combating the epidemic is a truly a community effort, and we’re happy to see our lawmakers doing their part.

Turn-and-go SkyWest like our other two Ultra Low Cost Carriers cannot offer us these advantages.

SkyWest to Dulles is 26 miles from Washington, D.C. and not that convenient.

Yes, it is a sprawling airport with

some hub connections, but so would better choices for us like Boston, New York City (JFK), Newark, Detroit, Philadelphia, or Chicago.

In the alternative, these gateways are already available to us, just across the lake, with large aircraft and without taxpayer support.

Like PenAir, SkyWest will be taxpayer subsidized and should not be accepted unless it or any other of the fi ve contending airlines can stand on their own fi nancial merits and provide competitive service for us.

To date, shame on the legislators claiming this is a “home run” or a “game changer.”

It is merely an expensive line to add to their resumes and another white elephant wearing the United Airlines paint colors.

‘Snowball’ series rolling into Plattsburgh Cadyville ‘Full Moon Party’ will ignite seasonal celebration on Feb. 2

PLATTSBURGH | In the North Country, putting a shoulder to the blustery winter wind and pushing through the season is a part of life.

This year, in a winter characterized by below-freezing tem-

peratures, one group of residents are encouraging their community to go out and have some fun before the snow melts away.

This is the Clinton County Child Care Council of the North Country’s first year co-organizing the Snowball winter celebration series, an annual events run that aims to offer fun familyfriendly outings to North Country residents.

“The Snowball has always been a celebration of winter in the North Country,” “There’s only so many snowmen you can build,” said Lori McDowell, a family connections coordinator for the council.

A moonlight snowshoe trek through Cadyville Park kicks off this year’s festivities.

On Feb. 2 at 5:30 p.m., residents can bring their flashlights

to the park for an evening of walking through the woods.

“It’s a lot of fun,” she said. “The town marks each trail by color, so people can choose whether they’d like to walk one mile or more.”

What follows is a myriad of family-friendly events at the Strand Center for the Arts, Champlain Centre Mall, Mountain Lake PBS, Plattsburgh Public Library, local museums and more.

The bulk of Snowball series events are free, with the exception of sculpting and arts classes at the Strand Center, and run throughout the month of February.

The series is sponsored by Plattsburgh Pediatrics and coordinated by the Child Care Coordinating Council.

County to call special election for Area 3 County legislature heeds residents’ call for vote

PLATTSBURGH | Clinton County Legislative Chair Harry McManus (Area 1) announced on Thursday that the county will call a special election to fill a vacant seat on the Clinton County Legislature.

McManus expects the election will be held March 27.

The announcement came nearly three weeks after Beekmantown Supervisor Sam Dyer resigned from his Area 3 seat on the legislature after winning his town’s top slot.

“We’ve made a decision to unanimously approve a special election in the Area 3 vacancy,” McManus said at Thursday’s State of the County Address. “We’ve had many people call us and tell us it’s the right thing to do. We believe it is too, and I think the taxpayers appreciate the fact that we’re going to allow them to select the next person to represent Area

» Fire safety Cont. from pg. 1 “People will overload the circuits,” said Lawliss. “If it’s an electric heater, they often don’t plug them directly into outlets. They use lead cords that can’t handle the amperage.”

Surge protectors, too, can be dangerous.

“I have one here in my office that burned,” he said. “They fail — they can heat up and catch fire.”

Neighboring Essex County, too, has seen its fair share of fires this season.

Twenty-four fire departments have responded to 269 incidents between Dec. 17 and Jan. 17, according to Essex County Emergency Services Deputy Director Michael Blaise.

Six of those were structure fires, he said.

Earlier this month, fires in Ticonderoga and Hague destroyed vacant buildings.

It’s unclear how many were caused by external heaters.

Blaise told The Sun that he believes many residents may leave their space heaters on for most of the night, something he’d advise them against.

“Make sure you shut them off if you’re leaving the house or going to bed,” he said. “I wouldn’t trust a portable heater to be running on high all night long. I’d advise against it.”

RISING FROM THE ASHES

Shane Dutil, a Chazy resident who lost his home to fire last summer, said that seeing his home up in flames was overwhelming. “(After that happens), some days are better than others,” he said. “But you feel like the stress continues.”

The cause was an LED light, he said.

Even with help from an online crowdfunding campaign, which raised over $18,000 toward repairs, it took him nearly six months to rebuild his life.

“You’re trying to get back to your normal lifestyle — but it takes so long,” he said.

From the ashes he rebuilt his home from scratch.

“I finished a week before Christmas. I did it myself,” he said, noting that a contractor had helped him with the framing.

He’s more cautious about fire safety now.

In his new home, he installed a myriad of fire safety measures: more smoke alarms, four fire extinguishers, and everyone knows the fastest escape route.

“I pay more attention to that sort of thing now,” he said.

He implored residents to ensure they heed warnings about safe fire safety practices.

Residents and town officials from both Beekmantown and Chazy have long decried a representative-by-appointment and called for a special election instead.

Advocates twice appeared at county meetings asking lawmakers to consider the latter.

“We listened to the people that came to those meetings,” McManus told The Sun. Whoever wins the upcoming special election will fill Dyer’s term until 2019, he said.

FIRE AND ICE

Fighting fires in frigid temperatures can be dangerous, according to Lawliss.

The extreme cold makes battling the flames labor intensive, he said, requiring more staff than normal.

And the water used to combat the fires creates hazardous conditions as when it, inevitably, freezes over.

This was showcased as the Plattsburgh City Fire Department battled the Brinkerhoff Street blaze earlier this month and temperatures reached well below zero.

“We had equipment that was frozen,” he said. “We had hoses get stiff, making them less pliable and harder to maneuver.

“And of course the guys get all iced up.”

GOVERNOR CAUTIONS

Nationally, an average of 45,900 home heating fires occurred each year from 2013-2015, according to Gov. Andrew Cuomo’s office.

These fires caused an annual average of approximately 205 deaths, 725 injuries and $506 million in property loss.

The governor cautioned New Yorkers earlier this month to take proper safety precautions when using external heating sources.

“As people turn to other sources of heat to stay warm, the risks of fires and elevated levels of carbon monoxide grows,” Cuomo said in a statement. “I urge everyone to take proper safety precautions when using space heaters, fire places and woodstoves, and if you are in need of a warming center in your community, reach out to your municipality for assistance.”

Last winter, over 100 fires reported to the New York State Office of Fire Prevention and Control were determined to be caused by alternate heating sources, according to a news release from Cuomo’s office.

These fires caused five civilian and three firefighter injuries.

“External heaters tend to be dangerous.

I understand the need, especially when temperatures are below zero, but we can’t express our concern enough that they can

Taking a few simple steps can significantly reduce the possibility of experiencing a heating-related fire.

No matter how careful you are with home heating, you and your family should be prepared in case fire strikes.

Here are some ways that New Yorkers can help prevent fires and prepare for emergencies: • Buy and carefully maintain a quality smoke and carbon monoxide detector.

• Inspect your home to eliminate or control fire hazards.

• Install at least five-pound A-B-C type fire extinguishers in the home and teach family members how to use them.

• Establish a well-planned escape route with the entire family.

• Hold practice fire drills until all family members are thoroughly familiar with plan.

• If you have an older home, have the wiring checked by a qualified electrician to make sure it meets current building codes.

• Have your chimney and fireplace cleaned and inspected yearly for creosote build-up, cracks, crumbling bricks or mortar and any obstructions.

• Keep storage areas clean and tidy.

• Keep curtains, towels and pot holders away from hot surfaces.

• Store solvents and flammable cleaners away from heat sources.

Olympics time!

I’m not going to lie, I love Olympic coverage.

You hear a lot of national media

By Keith Lobdell heads talk down • SPORTS EDITOR • the Winter Olympics, but I love the drama of any event or spectacle that has the weight of these moments attached to it.

These athletes play their Super Bowl every four years — not annually.

This is their chance to shine.

This is their one shining moment rolled into two or three weeks with all the drama and intensity it deserves.

I love Bob Costas or Al Michaels telling me about the kid who sacrificed in order to make it South Korea.

Of course, how can you not love hearing the voice of Al Michaels talk the Olympics if you live where we live?

I admit, hockey is more exciting for me this time around because the NHL is not involved, which somewhere makes coach Brooks smile.

I like the fact that we know some of these people who will be on the television over the next month.

I remember covering Tommy Biesemeyer in high school or Codie Bascue when he was the quarterback of the Whitehall Railroaders, leaving right after games and practices to make the almost two-hour long drive up to Mt VanHoevenburg and sled throughout the night.

Those who have followed these young athletes throughout their lives are now rooting for them on the world’s biggest stage.

We also have the returning local heroes: Andrew Weibrecht, Lowell Bailey, Tim Burke and Chris Mazdzer.

People we have seen before and hope to see ascend their way further up the rankings in pursuit of the Gold.

The fact of the matter is, the Olympic Dream, so to speak, is engrained into the North Country.

Yes, every can look at 1980 and say that is when it happened, but that is not true. It’s been since 1932 and before, as these games have been a part of the life of North Country residents for a long, long time.

Does it help that Eric Heiden and the greatest moment in sports history took place in 1980 were huge and were two stories that made the Olympics the spectacle they are today?

But go back to 1932 when the Stevens brothers, Irving Jaffee and, of course, John “Jack” Shea winning two gold medals on the home speedskating ice.

So to those who follow in that Olympic Dream this year, congratulations on where you are and good luck in reaching your goals. ■

as the grim specter of the city’s finances hung over the proceedings like a funeral shroud.

“Of course, the city has its challenges,” Read said. “Everything is rosy in the county, but the city has some very difficult fiscal challenges.”

The city’s fund balance has declined about $1 million annually since 2010-11, he said.

The mayor placed the blame squarely on the Town of Plattsburgh, whom he alleges benefited from a secret rejiggering of a agreement with Saranac Power Partners to lock in more revenues from the power plant.

“A good chunk of that is because of the Falcon Seaboard that Supervisor Cashman and I are discussing right now,” Read said.

“It’s probably two-thirds of the explanation.”

The remainder, he said, was caused by a failure by the city to decrease expenses.

The city staved off disaster by abolishing four departments last year — Human Resources, Engineering, Recreation and Information Technology — a measure Read said gives him optimism when it comes to offering stability.

But more difficult decisions lie ahead.

“Those were the easy ones,” he said. “We’ve got even harder, more difficult challenges this year.”

Later that evening, the city’s Finance and Budget Committee discussed the necessity of making over $600,000 in permanent cuts just to make ends meet.

Early reports show that the city may have ended 2017 with a general fund balance of just $53,000.

Despite the cuts, if $1.1 million in unbudgeted expenses comes through as anticipated, according to City Chamberlain Richard Marks, the city will have a fund balance $400,000 in the negative.

Jacking up taxes isn’t an option, Read said.

The city instead needs to get back to a fund balance of at least $6 million in a $65 million budget, including to account for natural disasters like the flood that displaced hundreds of residents at Underwood Estates last week.

“We need to decrease expenses, increase revenues and increase fund balance,” he said.

And efforts are underway to redevelop the former Clinton County Airport, including brokering a sale of the land and finding someone willing to develop the 580-acre parcel.

“The property is a gem waiting for development,” McManus said.

The chairman also said he felt heartened that the county’s decision to join a class action lawsuit against opiate manufacturers will help curb the local epidemic.

“I think gaining control over our opioid epidemic could have a very positive impact on our local economy,” he said.

The lawmaker envisioned an “economic bonanza” in the upcoming years.

“We’re all in this together,” he said.

City of Plattsburgh Mayor Colin Read highlighted progress on the Downtown Revitalization Initiative, updates on parking solutions and development efforts to make the city more walkable and attractive to residents and visitors.

Read envisioned a mixed-use building on the Durkee Street lot that would attract Millennials and active senior citizens paired with amenities like niche shopping, restaurants and entertainment options.

Green space could then tie the site to the Saranac River Trail.

“You’ll see very soon we’ll be going out to consultants to help design this package to entice developers to do something in what represents about half of the DRI grant,” Read said.

Reconfiguring of the Durkee Street lot would likely lead to a bump of 100 fee-based parking spaces elsewhere, he said, which he envisioned could be coordinated through a smartphone app.

A report is expected shortly.

Read called the harborside underutilized, and said he wanted to ramp up fishing tournaments at the City Marina.

Opportunities to raise revenues are scant, he said, because the city is landlocked.

Read posited the city may be able to leverage its cheap electricity to entice businesses.

He said the state reached out to him recently to ask about 100 acres of land for a project predicted to generate 100 jobs and $100 million in investment.

“We can cut their total costs of their energy-intense operation by half,” he said. “They can be saving $1 million a year just by locating in the city, but the city has no land to put them up. Plenty of power, but no land.”

Read repeatedly underscored that the relationship between the city and town was critical, and they a had relationship similar to a honeybee and an orchard.

“We are mutually interdependent,” Read said. “The survival of one is going to affect the survival of another.”

THE TOWN

Town of Plattsburgh Supervisor Michael Cashman stylized his presentation after a TED Talk, a visual-heavy outline laden with soaring rhetoric and optimism.

Recent projects include a joint dog park with Schuyler Falls and the Cadyville Storybook Trail.

Economic drivers like Norsk Titanium and the Plattsburgh International Airport have led to efforts to shore up the town’s infrastructure. A multi-year effort to upgrade the town’s water infrastructure is underway, a project with a price tag that swings between $18 million and $24 million.

Whispering Maples also remains a priority as repair work continues at the abandoned mausoleum on Tom Miller Road.

“We’re going to do the moral and ethical thing,” Cashman said. “We’re going to take care of these folks.”

And like Clinton County, the town’s business climate is thriving.

Sixty businesses invested $40 million in projects within the town in 2017, he said, and over 400 building permits were issued last year.

Clinton County Board of Realtors said high inventory and low rates have led to the best real estate market in 10 years.

“Real estate is very good these days,” Fry said.

“The town continues to see significant growth and development,” Cashman said.

“The town is looking forward to another strong 2018 in which businesses continue to experience growth, but also new businesses see potential for growth in our region.”

Cashman said he looked forward to ongoing developments with the Saranac River Trail and a proposed war memorial.

Like Read, Cashman also stressed the importance of relationships, but appeared to put distance between the town and city, arguing that relationship with a handful of towns is equally as important, including three school districts.

“We have a relationship with the city, but we also have a relationship with many other people that we have to tend to, too,” Cashman told The Sun after the event. “The relationship and the city will always be there, but we need to expand upon our opportunity to be bridge builders in a larger sense.

“We will continue to advocate for collaboration where it makes sense.” ■

PLATTSBURGH | The Plattsburgh High school varsity indoor track and field team was able to sweep through the third CVAC meet of the season at the PSUC Fieldhouse Jan. 20.

Angelina Lyons started things off for the Lady Hornets with a win in the 55, followed by the Saranac Lake duo of Edina Cecunjanin and Hailey Cornell.

Sue Sivakumaran then beat out Saranac’s Heather Dutko and Peru’s Alexis Rickert in the 600, while the 4-by-160 team of Tenzin Pema, Madeline Woodward, Lyons and Abi Batu-Tiako scored a win, along with the 4-by-400 team of Madison Baker, Sivakumaran, Woodward and Catherine Langlois.

The Saranac team of Dutko, Angelena Fay, Sarique Moore and Rachael Woodruff edged out PHS to block a relay sweep.

Cecunjanin won the 300 for the Red Storm, while Peru swept the podium with Lia Clemons, Ingrid Baggett and Rickert in the 1,000.

Lily Pothast won the 1,500 in a school record time of 5:18.60 for AuSable Valley, while Woodruff scored a win for Saranac in the 3,000 and Grace Clark won the 55 hurdles for Saranac Lake.

The Hornets scored big points when the trio of Andrew Swiescz, Jason Moore and Talon Bushey swept the podium in the 55 hurdles. The Hornet team of Michael Barnaby, Bushey, Michael James and Nolan DeGrandpre won the 4-by-160 relay, while Moore won the high jump, Joseph Gonzalez-Lyons the long jump and triple jump.

Devan Kidd of Saranac Lake picked up the win in the 55, followed by the Saranac duo of James Conway and Jack Drolet, while Dade Cox won the 300 for Beekmantown, Tyler Martin and Micah McCulley took the top two spots in the 600 for Saranac Lake, Logan VanBuren won the 1,000 for EKMW, Jake Glicksman the 1,600 and Caleb Moore the 3,000 for Seton.

Th e relay team of Taylor Whitcomb, Matthew Russom, Zane Moussa and Zachary Lawrence won the 4-by-400 for AuSable, with the team of Anderson Gray, Tyler Martin, McCulley and Adam Hesseltine winning the 4-by-800 for Saranac Lake.

Peru varsity wrestling program makes history - again Indians first team to qualify for NYSPHSAA Duals from Section VII

PERU | The Peru varsity wrestling program has been the trend-setter in all things Section VII grappling, and on Jan. 19, they continued to make history.

With a 42-31 win over the Saranac Chiefs, the Indians won the Section VII bid to this weekend’s NYSPHSAA Wrestling team championships in Syracuse, the first year the state has ever held a wrestling event to reward the top total team in the state.

The match started evenly, with the teams exchanging points throughout middle and heavyweight matches.

At 24-21 in favor of Saranac, Peru received a forfeit win for Elijah Seymour to give the Indians a 27-24 lead.

The Chiefs then changed their lineup, sending Hunter Devins to the mat. After a moment, Peru countered with Jason Hayes instead of Logan Dubuque, who was to have wrestled in that spot.

Saranac’s lineup changed backfired, as Hayes scored a first period pin over Devins and Dubuque then matched up against Bryce Smith, only allowing a simple 4-2 decision win as Peru held a 33-27 lead they would not give up.

The Peru varsity wrestling team will be the first team to represent Section VII in the NYSPHSAA Dual Meet Championships Jan. 27 in Syracuse, the first-ever team state championship meet in the sport.

Photo provided “I wasn’t ready, I thought I was going to get an exhibition match,” Hayes said. “I was excited I was getting a varsity match and I am happy I was able to pin him. I was going for the legs.”

“The kid has come up from modified and has wrestled in two matches and scored a pin in both,” coach Mike Hogan said. “His match was a big difference in this win and so was Logan going out and holding Bryce Smith to a decision.”

“He came up and dropped his undefeated modified streak and has some big pins for us,” Dubuque said about Hayes.

“I was able to have a great match tonight against Bryce and keep it close. I’m sure we will match up again.”

In victory, Hogan said he was very pleased with the win and the chance to go to Syracuse.

“I think our depth is going to be an issue going out there against the teams that will be representing the state, but we will do our best,” Hogan said. “Saranac and our team

The NYSPHSAA Dual Meet Championships will take place Saturday, Jan. 27, at the SRC Arena and Events Center. Peru will open with matches at 10:30 a.m. and noon, with the semifinal round (featuring pool winners) at 2:30 p.m. and finals at 6 p.m. ■

Ensel named mayor pro tem Mayor assigns councilors to head infrastructure, finance subcommittees

PLATTSBURGH | Councilor Peter Ensel (Ward 4) has been named mayor pro tem for the City of Plattsburgh.

Ensel was nominated to the position last Thursday after the council failed to reach a majority vote for a new appointment on Jan. 4.

Where the Common Council appeared at odds earlier this month, last week’s meeting took a more collegial tone, with the council unanimously supporting Ensel to work alongside Mayor Colin Read in the coming year.

Ensel will be responsible for both assist-

ing and filling in for Read if he’s unable to perform his duties.

The councilman, first elected to office last year, said that he hopes to shore up better communication between the mayor and the council.

“There’s always a need for improvement,” he said.

As an associate professor of Communication Studies at SUNY Plattsburgh and a former news producer, Ensel believes he can bring an unbiased eye to the job.

“I come here without allegiance to anyone,” he said. “My only concern is for the people of the City of Plattsburgh.”

Tension amongst councilors appeared to reach a boiling point earlier this month, with one councilor making an impassioned speech for the appointment of Councilor Rachelle Armstrong (Ward 1) to the position, while accusing others of bias against Read.

Three other councilors vied for Councilor Dale Dowdle (Ward 3) over Armstrong, neither garnering a majority vote. Ensel was absent.

COMMITTEE APPOINTMENTS

Councilor Joshua Kretser (Ward 6) was chosen last week to head the city’s governance, strategy and city operations committee, one of six opened by Read on Jan. 4.

Councilor Becky Kasper (Ward 5) was chosen to head the infrastructure committee; Armstrong, the Plattsburgh Public Library committee; Kelly, the finance and budget committee; Dowdle will lead the public safety committee and Ensel will serve as the Municipal Lighting Department’s board president.

Last Thursday marked the first city committee meeting of the year.

The public meeting between department heads, city councilors and the mayor follows a shift in procedure Jan. 4 from individual liaison assignments to larger meetings open to both the public and any city councilor.

The move, according to the mayor, is a concentrated effort to promote transparency.

The infrastructure committee was first up to bat on Jan. 11. Department of Public Works
