voted unanimously to postpone compensation for all but one of the government’s elected officials, pay off a $300,000 debt to the bank, and temporarily lay off the town’s six hourly workers.

The decisions followed Glens Falls National Bank placing a “hold” last week on about $191,000 of the town’s general account to secure loan repayment, and the board members learning that the town had only about $34,000 available in their bank accounts to pay ongoing town operations other than highway-related expenses.

In contrast, in early January 2017 immediately before former town supervisor Evelyn Wood resigned, the town had $410,000 set aside in savings and unexpended balances.

QUEENSBURY | Hudson Headwaters was heading towards an iceberg earlier this year following the pending expiration of a Affordable Care Act-related funding stream for community health centers.

The health care provider was poised to lose about $4 million, which would have severely hamstrung operations.

“It would have been a 72 percent reduction in federal support for our program, which would be disastrous,” said Hudson Headwaters Executive Chairman Dr. John Rugge.

INTEGRATED APPROACH

Centers like Hudson Headwaters, which provide service to low-income, uninsured and geographically isolated residents through their 35 North Country locations, are heavily reliant on federal grants, Rugge said.

The safety net facility takes an integrated approach by housing numerous medical specialists under one roof, including behavioral health specialists who can aid patients and family members with the psychological impacts of a health care diagnosis.

Rugge said the system of team-based care fosters a sense of community and teamwork, and he joined Stefanik in citing their model as a potential blueprint for providing health care across rural America.

“It’s important to make sure we continue providing that high-quality, cost-effective model of care,” Stefanik said. “I think that every patient who sometimes feels they get a runaround in today’s health care system, that concept of a warm handoff — that’s what everybody’s looking for.”

$7.8 BILLION

While Rep. Elise Stefanik’s bill to extend funding for five years wasn’t signed into law, the lawmaker’s CHIME Act was ultimately folded into an appropriations package signed by the president in March.

The result was $7.8 billion allocated to community health care centers nationwide until Sept. 2019, by which point, Stefanik hopes to craft a permanent strategy to ensure a stable source of funding.

“I think that momentum with 219 cosponsors and counting allowed us to give a signal to House leadership that this was important, and allowed us to get included in the appropriations package and ultimately in the budget,” Stefanik said following a tour of Hudson Headwaters’ Queensbury facility last Friday.

Stefanik, who serves as co-chair of the Community Health Centers Caucus, visited the facility as somewhat of a victory lap.

“If we had not gotten that, the impact would have been closure of 2,800 health centers across the country, and a job loss of 15,000,” Stefanik said.

led to reduction of $880 million in Medicaid funding over the next decade.

The proposed American Health Care Act led to an outcry from health care providers and organizations across the district, which contended the reduction of funding would have harmed programing.

Asked how her health care vote meshed with the funding boost for centers like Hudson Headwaters, Stefanik said, “This is the type of example to find bipartisan coalitions and to fix aspects of the Affordable Care Act that are broken.”

Stefanik said she continues to field complaints from constituents with high deductible plans over rising costs. The sophomore lawmaker also renewed calls to repeal the medical device tax and lower prescription drug costs.

UPCOMING PRIORITIES

Stefanik co-sponsored legislation in May that would allow patients with high-deductible plans to obtain access to two primary care visits per year instead of one, a measure designed to focus more on prevention and lower long-term costs for patients.

“I really think when it comes to health care, we do need to reimagine,” Stefanik said. “We need to utilize technology more effectively

— that’s something Hudson Headwaters does very, very well.”

Hudson Headwaters staff said solving transportation challenges for patients and navigating Medicare’s “donut hole” prescription gap are also high priorities.

“When they fall into the donut hole, they stop taking their medication,” Leslie McNulty, a care manager, told Stefanik.

The lawmaker said she will work to ensure the federal government’s 340B program that requires pharmaceutical manufacturers to offer discounts to eligible health care organizations — including Hudson Headwaters and the University of Vermont Health Network — are fully funded.

The Trump administration rolled out a plan to combat the high cost of prescription drug prices in May, but did not include provisions to allow Medicare to negotiate with drug companies, an idea popular among Democrats.

As a result of securing the funding, Stefanik was awarded the 2018 Distinguished Community Health Center Champion Award by the Community Health Center Association of New York State for going “above and beyond” in her support of the health care centers. ■

Hyde had suggested paying back only a portion of the bank loan — and making installment payments toward the remaining overdue balance, but Seaman said she had talked to bank officials, and they needed the delinquent debt paid back as soon as possible.

Hyde walked out of the meeting after contending that the town could forestall paying the bank back until the state legislature passed a home-rule measure that would legitimize the loan, and after a quarterly sales tax revenue check was received, likely in early August.

“We’ll be quickly getting a whole bunch of money from sales tax — were not in bad shape at all,” Hyde said, contending that the austerity measures, effective July 2, were too drastic.

Board member Gail Seaman countered that there was “no guarantee” the legislature would reconvene in several weeks and pass the home rule-legislation.

Hyde said she had “run into somebody who had run into somebody” that said the home-rule approval was imminent.

The home-rule legislation would grant retroactive approval to a $313,000 loan the town received last year to develop two new town wells and supply water to six homes and town buildings after groundwater around the town hall was contaminated by runoff from the town’s former road-salt stockpile.

The legislation was a legal necessity because the loan was obtained without first getting approval from the state comptroller, which is required for towns in which the assessed value of state land is more than 30 percent.

The town board’s June 29 resolution calls for compensation for elected and appointed officials to be postponed until the town receives revenue to both pay off an overdue bill of $50,000 from Warrensburg Emergency Medical Services for their annual contract with the town, and have a balance to meet its routine payroll.

“Public safety comes first,” Seaman said.

Hyde objected to the resolution repeatedly when it was proposed.

“This is my full-time job — I am not giving up my pay!” she said. “We’ll quickly be getting a whole bunch of money from sales tax; we’re not in bad shape at all.”

Seaman countered that the measure only postponed issuing paychecks.

The temporary “hold” on hourly workers pay means that Thurman’s hourly workers — the deputy town clerk, the supervisor’s secretary/town bookkeeper, one part-time landfill attendant, a town maintenance worker, the cemetery maintenance worker and a town hall cleaner will be laid off for about five weeks.

One position exempted from the layoffs was that of town court clerk, who was allotted eight hours work per month to conduct her duties.

Seaman said that citizens in town had volunteered to accomplish the work that the hourly employees routinely accomplished.

In another action, the three remaining members of the town board voted to pay the two bands booked to perform in the town’s first two summer concerts.

Hyde earlier had proposed that all the bands appearing this summer be paid, but Seaman countered that the contracts had not been signed, and she had questions about a

Seaman noted that town highway superintendent Pat Wood had volunteered to spend extra time at the landfill if necessary, and it would continue to be open its regular hours.

His salary, which is drawn from a separate bank account that has no “hold” on it, will continue.

Hyde had argued to suspend his paychecks also, but Seaman countered that keeping his compensation and the pay of all highway workers current was a matter of assuring public safety. ■

Stefanik: GOP-led House ‘looking at all options’ for immigration fix Legislation remains elusive despite GOP control of House

QUEENSBURY | The GOP-led House rejected a compromise immigration bill last Wednesday, marking the latest setback in Congress’ inability to cobble together a long-term legislative fix.

Rep. Elise Stefanik (R-Willsboro) voted for the legislation, which was defeated 301-121.

“I was disappointed that the bill failed,” said Stefanik.

The compromise fix included $25 billion of appropriations for President Trump’s border wall as well as technology upgrades, modernization of ports of entry, as well as a pathway to citizenship for Deferred Action for Childhood Arrivals recipients.

“We’re looking at all options,” Stefanik told reporters following in event in Queensbury last Friday. “I think the key here, ‘How can we get something done?’ So obviously that compromise bill was disappointing in my experience.”

President Trump signed a executive order last month ending the administration’s family separation policy, and a federal judge in California issued a injunction last week ordering children to be reunited with their families within 30 days.

Stefanik has also co-sponsored legislation that would reunite children separated from their families at the southern border.

“I anticipate that will be coming to the floor in the month

of July,” Stefanik said.

The lawmaker is also a co-sponsor of the Hurd-Aguilar bill.

“If we’re able to bring to that to the floor, I think that would be a step in the right direction as well,” said Stefanik.

Some 2,300 children have been separated since the administration’s “zero tolerance” crackdown took effect in April.

But as public outrage mounts, Trump has proven to be an unreliable partner, and Republicans struggle to craft an immigration fix.

The compromise vote was postponed twice, and a conservative bill was defeated late last month.

Hundreds of thousands of protesters marched across the U.S. on Saturday in opposition to the administration’s immigration policy, including hundreds in Plattsburgh and Glens Falls.

“We are asking why would Stefanik, Trump and the Republicans do such a barbaric, cruel thing to children?” said Joe Seeman, an activist and co-organizer of the event in Glens Falls. “The only answer is scapegoating.”

The lawmaker said she understands the concerns of those protesting.

“I agree with them that we need to pass standalone legislation that addresses family separation,” she said.

Trump claimed Saturday that he never pushed for House GOP support on the failed compromise bill despite tweeting that lawmakers should support the bill three days earlier.

New light on community newspapers

Last week’s tragic shooting at the Capital Gazette in Annapolis, Maryland has shed new light on the close ties

Typically left to toil away at their trade with local issues, it’s always been the larger metro papers that have been viewed to operate in a position of greater prominence covering national and international matters, presumably leaving them more susceptible to acts of violence.

But those of us in the trade realize the close working relationship with members of the community and the open door policy most community newspapers operate under puts them on the front lines.

It’s almost unheard of at a community newspaper to conduct active shooter drills or have locked doors and/or security guards at the front entrance.

According to the U.S Press Freedom Tracker, 13 journalists have been physically attacked in the United States so far this year while 45 journalists were physically attacked in 2017.

I think it’s fair to say we all witness the growing anger and frustration in our society these days.

Forget politics for a minute: You would be surprised at some of the phone calls — and even verbal abuse — our staff are subject to over everyday stories like a published real estate transaction, a police report or even the incorrect spelling of a local school athlete’s name.

I have had threats left on voicemail both at home and the office; I’ve had an arrow left in the door jam with a message, and I was even accosted at church once for a letter to the editor that appeared in the paper.

None of those confrontations come anywhere close what occurred in Maryland last week, but the issue at the heart of the shooting was no more significant than the examples I’ve used here.

All of this speaks to the changing attitudes, mental health issues and the assumption of a civil society where people can disagree but still resolve those issues in a peaceful manner.

The frustration and anger generated over major issues seems to affect much smaller issues once society accepts the notion that violence, harassment and civil discord are accepted methods of getting things your way regardless of being right or wrong.

I’ll doubt you’ll be seeing any security guards at the front doors of The Sun anytime soon, but we must realize these flashpoints can happen even in the smallest of communities. ■

Newsroom attack brutal reminder of everyday threats Five people are dead after a gunman stormed the Capital Gazette newsroom in Annapolis last week.

We watched the tragedy unfold from our own newsroom.

Like others in this hardened business, we were aghast, but not surprised.

“Sooner or later, it was inevitable all of this would come to a head,” sighed one of us.

And then we went back to work.

The deadliest loss of U.S. reporters in a single incident in recent memory was not politically motivated, but rather the result of a deranged reader who had a long-running grudge against the daily newspaper.

Despite the scorn and hostility heaped on the national press corps on a daily basis by a hyper-polarized public and antagonistic White House, local journalists are actually more vulnerable to actual violence, according to the Committee to Protect Journalists — particularly when covering protests and demonstrations.

“If someone has a beef with you, and you’re a local reporter, it can get ugly in a hurry, because you’re accessible,” Joel Simon, executive director of the Committee to Protect Journalists, told NBC News.

NCCC tech program has been delayed long enough

To the Editor: I was glad to read that North Country Community College (NCCC) will be working with Ti-Alliance to develop an applied technical skills program.

For decades, for a variety of reasons, post-secondary education in this country has been producing graduates with degrees of questionable value, few job prospects and mountains of debt.

Meanwhile, industry has been calling for more skilled technical employees. So this program is very much the right idea.

However, the supervisors need to keep a close eye on this.

I am not confident of the actual commitment level here. Imagine how much further ahead our region would be if NCCC had started this when the supervisors first called for it five years ago.

We’ve dealt with several scares this year following the publication of controversial stories — including a phone call we took seriously enough that we reached out to the authorities to put a patrol on our building.

Running parallel to this extreme polarization of public sentiment is the decline overall discourse in this country, which is now gutter-like — even when it comes to the most pedestrian of topics.

The default reaction to something people fi nd disagreeable is now accusatory, harsh and uncivil.

All of this has made our jobs as reporters exponentially more difficult.

Like us, the Capital Gazette is a small town community newspaper with the same mission, core values and team members: Local folks selflessly dedicated to making their communities a more vital place.

Oftentimes, this not glamorous stuff.

Most of our time is spent sitting in uncomfortable chairs in local government meetings. It’s reporting on school budgets and from the sidelines of high school football fields in bone-chilling weather.

It’s sifting through reams of government records in an attempt to keep elected officials

necessary, but in my experience that is often a “delaying tactic.”

The supervisors should keep pushing this to make sure the program does not wait another five years.

accountable by holding a check on their power.

It’s a lifestyle of high stress, irregular schedules, bad eating habits and extracting information from people who would rather not to talk to you.

But every once in a while, we get to share the story of a normal person doing something extraordinary.

And that makes it all worth it.

Slow down in work zones — lives depend on it

injury or even death to those men and woman who work so hard to maintain and improve our roads to keep us safe.

I recently prosecuted a work zone intrusion case where a driver swerved around a stopped vehicle and drove past the fl ag man holding a blinking red stop sign. Two other vehicles traveling in the opposite direction were forced off the road and the lives of workers were put at risk.

Thankfully, no one was hurt.

As the Hamilton County District Attorney, I take work zone intrusions very seriously and am dedicated to ensuring that our highway workers stay safe. Therefore, I ask everyone to take this issue seriously and to proceed slowly and cautiously through work zones.

We need to give our highway workers a break and do all we can to help keep them safe. Let’s all share the goal that these workers return home, unharmed, to their family and friends at the end of the day.

Felony DWI in Queensbury

QUEENSBURY | Kirby M. Lopez of Hudson Falls was arrested on June 20 by the Warren County Sheriff’s Office. Lopez was stopped at a traffic stop on Quaker Road in Queensbury, when his vehicle was observed traveling down the road without license plates. Officers discovered that Lopez was intoxicated and operating with a revoked driver’s license.

Lopez later submitted to a chemical test and was found to have a blood alcohol content of .13. Lopez was charged with felony driving while intoxicated and felony aggravated unlicensed operation of a motor vehicle.

Lopez was released pending prosecution in Queensbury Town Court. ■

Motor vehicle accident leads to DWI

QUEENSBURY | Bonnie J. Steele of Glens Falls was arrested in connection with a two-car property damage motor vehicle accident on June 21, at approximately 9:40 p.m. at the intersection of Dix Avenue and Quaker Road in Queensbury.

Officers discovered that Steele was intoxi-

cated and had struck a vehicle stopped at the intersection. Steele later submitted to a chemical test which showed that she had a BAC of .19.

Steele was charged with misdemeanor aggravated driving while intoxicated and issued a traffic citation for the motor vehicle accident.

Steele was released and is scheduled to appear in Queensbury Town Court at a later date. ■

Driver arrested after collision with stolen car

WARRENSBURG | On June 26 at 12:52 a.m., a sheriff’s patrol located a motor vehicle crash on State Route 9 south of Industrial Park Road in the Town of Warrensburg.

The accident occurred when a southbound 2006 Subaru Legacy operated by Kyle P. McMurtry, 23, of Queensbury, drove off the west side of the roadway striking guardrails and severing a utility pole. McMurtry was pronounced dead at the scene.

Investigating officers believe McMurtry was traveling at a high rate of speed and using his cell phone at the time of the accident. Officers also believe that alcohol may have been a factor.

A toxicology report is pending.

No other vehicles were involved the crash and the accident is currently being investigated by the Warren County Sheriff’s Office. ■

QUEENSBURY | Alejandro (Alex) C. Becerril was arrested on June 22 at 6:30 a.m., when sheriff’s officers were dispatched to a personal injury car crash in the area of the Sky Zone on Corinth Road, Queensbury.

Officers discovered that Becerril, 22, crossed double yellow lines and collided head on with a vehicle operated by Mikayla Renaud, 23, of Hudson Falls.

Renaud and her 7-month-old daughter were transported to Glens Falls Hospital with apparent minor injuries. Becerril was not injured in the crash.

Becerril was involved in a hit and run crash on Stephanie Lane, just moments prior to the Corinth Road crash. Becerril also struck a tree located in a yard of a residence with the same vehicle involved in the Corinth Road crash and fled the scene.

bury man incarcerated for violating an order of protection faces additional charges after violating the order by phone and mail while in the Warren County Correctional Center.

On June 21, the sheriff’s office charged him with two felony counts of criminal contempt in the first degree.

Sparks was arraigned last week in the Town of Queensbury Court and returned to the Warren County Correctional Facility, where he remains without bail. ■

Glens Falls man exposes himself to a minor

QUEENSBURY | Brandon L. Burke, 19, of South Glens Falls was arrested on June 25 at 10:49 p.m. at the Walmart in Queensbury for exposing himself to an 11 year old child and her mother in the parking lot and displaying an illegal spring loaded Brandon Burke knife when confronted by Photo provided the child’s father.

Burke was charged with public lewdness first degree, endangering the welfare of a child, menacing second degree and criminal possession of a weapon fourth degree. All charges are class A misdemeanors.

Burke was released to his parents. He is scheduled to appear in Queensbury Town Court on July 9. ■

LAKE GEORGE | The aerial fire truck responding to fires in Lake George is out of service now with a blown engine and needs extensive repairs, new Lake George Fire Chief Scott A. Smith told town board members earlier this month, adding that it is now an urgent public safety issue that the town and village take action and commit to buying a new ladder truck for $900,000 or more.

truck was dispatched to respond to an emergency during a severe storm several weeks ago, and the engine quit while traveling toward Bolton, spewing a mixture of oil and antifreeze over the roadway — indicating that it had blown a head gasket or incurred a similar serious problem.

It was towed to a repair facility where it now sits, out of service awaiting repairs, he said, noting it might be weeks or months before the repair shop can fi x it.

“Our old truck has suffered a lot of damage, and repairs are very labor intensive,” Smith said. “I’m here to make my plea —we need to make a move,” he continued, adding that buying a new aerial truck would save ongoing expenses of repairs to the existing 24-year-old Sutphen ladder truck.

Smith said that he and other Lake George Fire Department officials had renewed discussions of what was needed in a new truck, and they’d decided to eliminate a lot of options and electronic conveniences, cutting the cost potentially

When he estimated that a new truck minus the options would cost $900,000, town board member Marisa Muratori said the last cost quote including options had been about $850,000.

“If you wait a few years, a new ladder truck will cost $1 million to $1.5 million,” Smith responded, saying that the truck that the fire department had sought to buy late last year for $920,000 had just been sold to another fire company for $1.5 million.

“If it saves one life, it pays for itself,” he said.

“I’m not prepared to make a decision on this tonight — this situation is brand new to me,” Muratori replied, referring to the existing fire truck’s recent breakdown.

In 2016, the 1995 Sutphen was out of service for about six months with a cracked ladder turntable, faulty electrics and an inoperable pump, and repairs were made for about $65,000. ■

The numbers add up on Trump impeachment

This following guest column was written in response to The Sun Publisher Dan Alexander’s “Thoughts from Behind the Pressline: A Deceptive Master Plan” published in the June 16 edition.

Although I may be a bit tardy, allow me to accept your invitation: You are nuts.

If “something doesn’t add up,” it is because you are missing a number of factors from your equation.

Let’s start in the middle where you assert that Donald Trump was “once a highly acclaimed, successful entrepreneur.”

Actually, Donald Trump has, by many accounts, always been a demonstrable liar, cheat, fraud and a conman. He is the epitome of mendacity.

He is a serial bankrupt of such poor creditworthiness that his businesses and projects have been denied traditional American bank financing and been obliged to resort to foreign banks and possibly to money laundering for Russian oligarchs.

Do your numbers still not “add up?”

Let’s see, “historic accomplishments in regulation roll backs?”

You mean like exposing consumers to greater risks of financial fraud and our nation to another big-bank related “great recession?”

You mean like freeing polluters to poison our air and water? You mean like taking our public lands and surrendering them to rapacious exploitation by fossil fuel companies?

Or maybe you mean his rollback of health insurance for a substantial portion of your fellow Americans or his rollback of the basic necessities of education, food and shelter for the least able of your countrymen or the threats to our Social Security and Medicare systems from the looming budget deficit created by his rollback of taxes for the wealthy.

Perhaps you are still unable come up with the right numbers to explain the “calls for impeachment, negative press… and entertainers cheering profanity-laced insults.” This failure may be due to some other miscalculations on your part.

You tout the “unemployment lows” and the “booming economy,” but Trump inherited a growing economy from Obama

and whatever accomplishments you may think he has achieved are not truly his own, no more so than the wealth that he inherited from his father and purportedly stole from his brother in order to initially fund his “successful” entrepreneurship.

The area where Trump’s economic policies have actually achieved “historic accomplishments” is more accurately the U.S. budget deficit, which is expected to reach almost $1 trillion by the end of his first term.

We won’t know until then how drastic the consequences will be for our economy, but the projections are dire, and the probabilities deserve at least some consideration in your arithmetic.

Giving Trump any “credit” for the present economy doesn’t overcome his abysmal failures in international affairs: from alienating our closest friends and allies such as Canada and Germany, to cozying up to autocrats and dictators such as Putin and Duterte.

You naively believe that the recent “sit down with the Hermit Kingdom Chairman” was a diplomatic success, but you ignore the fact that North Korea acquired its nuclear tipped ICBMs and the ability to reach the U.S. under Trump’s watch and that Kim is still considered an ex-

traordinary threat to our national security. Kim will not surrender his nuclear weapons. Trump got played.

Tell me how the United States is greater today than it was in 2016. I’ll tell you how it is not.

Never in our history have our rights and liberties, our democratic institutions, come under a greater attack from within: from Trump’s calling our free press the “enemy of the people,” to his denigration of the religions and nationalities of minority Americans, to his championing of racial enmity, to his rejection of due process, to his inhumane abuse of innocent refugee children, to his conspiracy with a foreign government to undermine our democracy.

Never in our history, except for the time of our Civil War, has this country been more divided than as it is now.

And never before has our nation stood so alone on the world stage. Trump’s touted “mayhem” is divisiveness and incivility, and the rest of the world pities us our loss of honor and prestige.

Add those several factors to your equation and see if you still do not understand the calls for Trump’s impeachment, etc. ■ — Edward Pontacoloni lives in Lake George

HORICON | Brant Lake property owner Scott Campbell addressed the Horicon Town Board saying he would like to purchase the parcel of land where the Watering Tub is located, but Horicon Supervisor Matt Simpson said neither the town nor the Schroon Lake Park District (SLPD) can sell him the property.

“The town doesn’t own the land — it belongs to the Schroon Lake Park District,” he said.

SLPD was established in 1955 for the sole purpose of regulating the level of Schroon Lake.

He said there is no legislation, wording, or section in the law that permits the park district to sell land.

Campbell said he worked in marketing for 40 years, adding, “I always say there are no problems, only solutions.”

Simpson said the solution could not be found in Horicon.

“You have to get authorization from the legislature,” Simpson said.

Campbell has been visiting Brant Lake in Horicon since 1950, and the Watering Tub was always his family’s first stop into town and last stop out of town.

Last year, however, the Town of Horicon was having the water tested and closed the Watering Tub after it test positive for coliform four months out of five. After a positive test for e-coli in September, Simpson personally removed the water spout from the tub.

Campbell said since that time he has received about 500 messages from people supporting his efforts to have the Watering Tub reopened. His ideas range from drilling a well at the present location, to constructing a solar water purification system, to moving the tub and reestablishing it elsewhere.

Simpson told Campbell he understands the connection people have to the Watering Tub and he doesn’t believe they would want it recreated at some other location. He said the town was not going to spend any more taxes dollars on property it doesn’t own.

The town paid about $5,000 for the granite Watering Tub. ■

Crown Point

CROWN POINT | Crown Point evolved from its strategic location on Lake Champlain, being a chokepoint in the waters that were the main form of travel in the 1700s.

The French constructed a fort there in 1731, but the

ground was eventually claimed by the British during the French and Indian War. In 1759, the British built Fort Crown Point, and extensive ruins of these fortifications still stand — despite much of the fort being devastated by fire in 1773.

On the civilian side, Vermonters settled Crown Point in 1800. Today it is popular for fishing, boating and hiking. Nearby Cheney Mountain offers spectacular views of the High Peaks to the west and the Champlain Bridge to the southeast. ■

Penfield Homestead Museum Ironville boasts a fabulous industrial industry, which is now interpreted and preserved by the Penfield Homestead Museum. In 1962, the extended Penfield family deeded the historic Penfield Homestead to the new Penfield Foundation board, which began preservation work on the homestead, along with the foundations at the site of the old Crown Point Iron Company.

In 1974, the entire hamlet of Ironville earned the designation of Historic District on the National

Register of Historic Places. Ironville is known as the “Birthplace of the Electrical Age” due to Allen Penfield’s industrial use of Joseph Henry’s electro-magnet.

Ghostly industrial ruins can be seen on a beautiful trail up Putnam Creek that is maintained

by Champlain Area Trails.

The museum is open Friday, Saturday and Sunday from 11 a.m. to 3 p.m. Group tours are available by appointment by calling 518-5973804. Penfield is located at 703 Creek Road. ■

The Crown Point State Historic Site maintains and interprets fortifications dating back to the 1700s when the French and British were fighting for control of the lake.

The story is told at the site’s museum, which is filled with stories and artifacts. Other points of interest at the site include access to the historic Crown Point Pier, the Champlain Memorial Lighthouse, the walking paths on either side of the newly constructed Lake Champlain Bridge, and spectacular views of Lake Champlain and the mountains that surround it in New York and Vermont. Fossils in shoreline rock can be seen, which date back 400 million years.

Moriah/ Port Henry

PORT HENRY | Port Henry has a rich history on the Adirondack Coast, dating back 250 years, when it was part of a tract set aside by the British for veterans of the French and Indian War. Global cultures met in Port Henry, where native American Mohawks and Oswegatchies were still

living into the 19th century.

Port Henry was most famous as an iron town, as the product of local mines was shipped up the lake to the Hudson River.

Today Port Henry is home to a number of beautiful, historic structures, including churches, railroad buildings and the

Sherman Free Library. It maintains an active marine culture, with boating, fishing and camping being popular pursuits.

The Moriah Chamber of Commerce in hosts the Moriah Challenge, a collection of four hikes in the Port Henry area, including trails up low peaks that have fantastic views of

Henry Beach and Marina. ■

Champ Day

Railroad and mining history exhibits are presented by the Town of Moriah Historical Society in a restored carriage house at the former Witherbee-Sherman and Company mining headquarters. The museum documents the operations of the local iron ore mining industry, which flourished from the 1820 to 1971, its impact on worker’s lives, and the preparation, processing, and transport of iron ore from Lake Champlain to the world. Port Henry was the largest pre-war producer of iron ore in the country. High grade iron ore was mined in deep tunnels near the villages of Mineville and Witherbee.

The museum is located at 34 Park Place. It is open limited hours, so it’s recommended visitors call 518-546-3587 for hours

Port Henry is “home” to Champ, the Lake Champlain version of the creature reputed to live in Loch Ness, and each year the town celebrates with Champ Day, which this year will be held on Sunday, July 15 from 10 a.m. to 3 p.m.

There will be games, music, boat races and exhibits, a clown, vendors and an appearance by Katy Elizabeth, Champ’s premier hunter and researcher.

Chester cited by DEC for drains, fuel tanks Town fined $7,600, mitigation costs may be higher

The Jan. 19 letter, which came from Benjamin Hankins, DEC assistant environmental engineer, referred to a notice of violation issued July 11, 2017, and a follow-up letter dated Nov. 21, 2017, regarding a petroleum bulk storage (PBS) program site.

The letter refers to three tanks and says it had been over six months since the July 2017 notice of violation, and the town had not yet addressed the violations, including: the PBS registration certificate had not been signed and displayed as required; problems associated with a floor drain had not been addressed; secondary containment equipment was not maintained; monthly inspection reports for above ground petroleum storage tanks were “quite apparent” to be photocopies of one previous report with the dates changed; reports provided showed daily inspections, including weekends, rather than monthly inspections; one tank had two installation dates listed; and the spill bucket on one tank needed to be “locked to prevent an accidental release of product to the environment.”

The Jan. 19 letter says the matter was being “referred to the office of general counsel for further enforcement,” resulting in the $7,600 fine which the town attempted to have reduced or eliminated. ■

CHESTER | The enforcement office of the state Department of Environmental Conservation (DEC) has fined the Town of Chester for violations related to floor drains at the highway department garage and landfill.

Chestertown Supervisor Craig Leggett told the town board last month that the DEC had issued an order of consent, which the town needed to sign, and the DEC needed to sign off on the town’s work plan.

The DEC fined the town $7,600, payable over three years, for not correcting the violations in a timely manner.

Warrensburg Wrestling Club’s golf tourney coming up

Golfers to tee off on July 14

WARRRENSBURG | The 14th annual golf tournament sponsored by the Warrensburg Wrestling Club is set for Saturday July 14 at Cronin’s Golf Resort, and reservations are now being sought.

This golf tournament is the primary fundraiser for the organization which supports wrestling programs of all levels offered to youth and teenagers in Warrensburg, Thurman and Bolton.

The tee-off time for the golf tournament, a four-person scramble, is 8 a.m. July 14.

On-site registration starts at 7 a.m., although advance reservations can be made by calling Scott McKenna at (518) 623-4565 or Mark Trapasso at (518) 744-7390.

Over $1,000 in prizes, much of it in cash, is to be awarded in the tourney. Food and beverages will be served throughout the day.

The cost is $55 per person for a members of Cronin’s Golf Club and $85 otherwise.

A steak roast immediately follows the tournament, and the meal’s cost is included in the above fees.

For those who attend the steak roast only, the cost is $25 per person.

In addition to fully supporting the youth wrestling program, the club provides vital funding for the wrestling team at Warrensburg High School which has won various top regional awards, Assistant Varsity Wrestling Coach Scott McKenna said this week.

The Wrestling Club pays for off-season wrestling meets and tournament entry fees, travel to tournaments, and wrestling gear for students of low-income families, McKenna said.

In past years, the Club has — through the generosity of its members and donors — provided sets of wrestling mats and other equipment for Warrensburg High.

Sponsorships of the golf tournament can be secured by calling either of the above phone numbers.

The Warrensburg High School Wrestling Team has accomplished an unequaled record in recent years.

Last winter, the team won third place in the New York State Dual Meet Championships, took first place in the state quali-

fier tournament, won the Adirondack League Championship, and captured the Section II Class D championship. It was the third straight year for the team to win the latter two titles.

In recognition of the Warrensburg Wrestling Team’s accomplishments, Coach Mark Trapasso was named the 2018 Section II Division II “Coach of the Year.”

Eyeing a goal of continuing the team’s unparalleled success, McKenna urged area citizens to participate in the July 14 tournament.

“We welcome area residents and visitors to enjoy a day of golf and the festivities afterwards,” he said. “Your support for wrestling in our area will be much appreciated.” ■

DEC launches plan to combat harmful algal blooms Lake Champlain, Lake George subject of new testing program

LAKE GEORGE | Harmful algal blooms are a concern for safe water play come summer.

So far, there are no reports of blue-green algae, also known as cyanobacteria, in Lake Champlain.

But as summer heats up, many points along the lake are monitored by the Vermont Health Department and tested through programs at New York’s Department of Environmental Conservation (DEC).

Pollution from wastewater treatment plants, septic systems, and fertilizer runoff from farm fields are major causes of cyanobacteria bloom.

Climate extremes can create conditions ripe for algae overgrowth with higher temperatures, increased rain and invasive species.

This summer, DEC launched Water Quality Rapid Response teams to take action through Harmful Algal Bloom (HAB) Action Plans put in place by Gov. Andrew Cuomo.

To begin, they target response to 12 lakes, including Lake Champlain and Lake George.

DEC has identified repeated beach closures and blue-green algae impact in Port Henry and Isle La Motte as priority areas for initial response.

Short term solutions in the plan include

improved stormwater runoff management and feasibility studies to upgrade wastewater treatment facilities.

Wastewater treatment in Moriah may eventually “include filtration of phosphorus ... to reduce phosphorus loading to that portion of the lake.”

The 2018 recommendation by the DEC includes cost-benefit analysis of such improvements to the Moriah wastewater treatment facility.

In the meantime, testing continues to monitor for signs of pending blue-green algae blooms.

Some of the tests this year are timed to coordinate with NASA Landsat satellite crossings overhead “to allow for the effective use of satellite imagery when characterizing lake conditions,” the DEC said.

Runoff, stream flooding into the lake and other data will be available from the images.

Satellite photos were and will be taken once a month: May 14, June 15, July 1, Aug. 2, Sept. 3 and Oct. 5.

The state has set aside approximately $60 million in grant funding to implement the 12 action plans. The funds will also support new monitoring and water treatment technologies.

“Remember, dogs, pets or livestock should be kept out of any surface scums or heavily discolored water. (Pets) should be rinsed with clean water if they are exposed to harmful algal blooms.”

to and become concentrated on animal fur, creating a health risk when the animal grooms itself.”

Harmful algae does release a fast-acting nerve toxin that can be dangerous for pets, especially dogs.

“Seek veterinary assistance should your pet show any signs of distress after exposure to a bloom,” the DEC cautioned.

Signs of exposure can include: stumbling, seizures, convulsions, paralysis; excessive salivation or drooling; disorientation, inactivity or depression; or elevated heart rate, difficulty breathing.

“If you see or suspect any of these symptoms, particularly within 30 minutes to a few hours after exposure to an algal bloom, seek immediate veterinary care,” the DEC warns of summer water safety.
