By Ryan Edwards ryan@denpubs.com JOHNSBURG Ñ On Friday, April 24, Judith Dunkley saw an advertisement in the News Enterprise for personal loans with flexible payments. The ad — purchased by Evergreen Lending Services — boasted a 24-hour response, claiming bad credit was a non-issue.

But she soon found the this was too good to be true.

She and her husband — 70 and 74 years old respectively Ñ applied for a nine-year, $25,000 loan late that Friday afternoon, and by Saturday morning, they were approved. Ò This was going to solve a lot of problems for us,” Dunkley said. Ò We were really counting on it.”

The man who serviced the loan — who identified himself as George Willcone Ñ assured the couple that his organization could alleviate the burden of their financial woes. Ò He was Mr. Sweetheart — so nice, so sympathetic,” Dunkley said.

When she recalls this first encounter, however, she is not so enamored by what she now considers to be the sweet-talking swindler.

After eventful career in public service, Monroe to retire

a cover page shot at 13 different locations — and, ironically, under a clear blue sky and a sweltering sun, the four Angels present shot their January photos in Ti. The company designs and sells biker-themed t-shirts.

“Some of the stuff is a little edgy, but it’s what we do,” said Motor City Apparel owner Ken Hall, of Warresnburg.

The Angels are a part of an what Hall describes as an unique advertising campaign with recurring, identifiable models.

“We didn’t want to use nameless, pretty faces,” Hall said.

But, according to Hall, thatÕ s not all he hopes to achieve through Motor City Apparel: he is looking to team up with local charities along the way to help re-brand the biker image and garner outside respect for their community and way of life.

“When you see all these documentaries, you only see the bad side of bikers, but what you don’t see is all the good they do,” Hall said, noting the various charities and community-servicerelated events hosted annually by motorcycle clubs across Amer-

ica.

“Bikers are the most patriotic of all people — it’s about freedom, it’s about helping others” he added.

The Angels do not discriminate among riders, either, according to Hall.

“Anyone can submit their bike, whether you’re a dirt biker or a Harley rider,” he said.

Hall also cited plans to expand the brand to other motor vehicles, from classic cars to airplanes.

“We’re not provincial to motorcycles,” he said.

Also, starting on this tour, the group will be filming behindthe-scenes footage, which they plan to use for a show on their YouTube channel.

At the Ti shoot, each of the girls posed for her “casual” calendar with four local riders and their bikes — Bob and Hank Tompkins, Jeff Antonetti and Pub owner Jeremy Treadway.

In addition to the mighty machines, the Angels were captivated by the sprawling lakes and rolling vernal hills adorning the landscape of their first ever North Country experience.

“It makes me not want to go back home,” Sammy said, soaking up the sun in front of The Pub. Ally echoed her sentiment: “It was just an amazingly beautiful experience,” she said.

The Angels will be back again for their Americade cover shoot in June, where they will set up their home base at Ciro’s Restaurant in Lake Luzerne.

According to Hall, the whole enterprise is a new experience for both him and the Angels.

Local Government Review Board, for the first five years as its attorney, and since 2005 as its Executive Director. Monroe said this week that he plans to continue leading the panel, which is known for advocating for area citizens in landuse issues.

Also, Monroe spent considerable time during 2009 and 2010 in implementing the Adirondack Park Regional Assesment project Ñ as well as its subsequent update — which has provided the stateÕ s leaders with vital information on the trends of population, employment and culture in the Adirondacks. The study revealed how the residents in the center of the Adirondacks are moving elsewhere at a disturbing rate.

In Chester, heÕ s also presided during a time that downtown Chestertown has experienced a revitalization. Monroe defers credit to Mary Jane Dower for the downtown streetscape upgrades, and to the Tri-Lakes Business Alliance for launching the remarkably popular Chestertown FarmersÕ Market and an array of events that have brought cultural and recreational vitality back to town.

Monroe also presided over the town while Dynamite Hill Ski Area underwent improvements, including the development of a ski lodge and initiation of snowmaking capabilities.

Monroe said he plans to take life a little easier once he retires as supervisor, filling his free time with hunting, fishing, kayaking and canoeing.

“It’s been both a pleasure and an honor to hold these positions,” he said. “I’ve worked with lots of good people and many wonderful volunteers that make good things happen.”

CHESTERTOWN — Town of Chester Supervisor Fred Monroe — who’s been a town official since 1980 and prominent in Warren County government since 1992 — has decided he will be retiring as of Dec. 31.

Monroe, 70, let people know a month or so ago that his retirement was likely, but he decided definitely this week he was going to step down as town and county supervisor. The decision was partially due to health issues he has encountered, as well as the emergence of two candidates for the supervisor post Ñ Karen DuRose and Craig Leggett, Monroe said.

Monroe served as town attorney from 1980 to 1988, then he held the post of supervisor since Jan. 1992.

In the latter role, he’s spearheaded or contributed to many changes and achievements, both locally and county-wide.

During his tenure leading Chester, the town has experienced a commercial, recreational and cultural revitalization.

The town has also taken on an array of environmental initiatives. Since 2013, the town’s municipal center, highway garage, health center, landfill and water system pumps, have been energized by solar power.

The town municipal center is also in the process of converting to biomass fuel in an effort to keep the fuel supply local and affordable, while boosting the sustainability of the local economy and saving taxpayers a large sum.

Monroe was among several leaders of Warren and Washington County who strategized and negotiated new contracts with the owners of the bicounty trash burn plant.

The renegotiation of the operational contracts and refinancing of the plant’s debt saved local taxpayers more than $10 million, ending a serious financial drain for the two counties.

A town of Chester resident since he was in grade school, Monroe returned to the town after serving five years in the U.S. Air Force — choosing to raise his family and practice law in northern Warren County.

When he first was elected supervisor, there was no library in town — only a traveling bookmobile. He lent government support to an effort of private citizens to establish a full-service, well-stocked library.

The library is now situated in spacious quarters in the Chester Municipal Center, which itself is another major achievement of the town during MonroeÕ s reign. The town consolidated all its offices in the former Chestertown school in 2001, The move not only providing spacious facilities, but saved a prominent historic landmark. The effort was led by citizen Marv Cole.

Early in Monroe’s tenure as supervisor, he worked alongside Dean LeFabvre, Jean Raymond and George Canon to establish the Adirondack Association of Towns and Villages, which now exerts a substantial influence in public policy in the region and statewide.

But perhaps most prominent environmentally has been MonroeÕ s leadership in battling the spread of invasive species, whether through milfoil control programs on local lakes, or his advocacy of boat inspection and decontamination programs Ñ on Loon Fred Monroe Lake and the muchheralded program on Lake George.

Monroe is now active in efforts to establish such a program throughout the Adirondacks, an initiative which lately has garnered support from top state government officials. Monroe worked on establishing the first boat decontamination station in the Adirondacks, installed in 2013 at Loon Lake.

Monroe served as chairman of the county Board of Supervisors from 2008 through 2010 Ñ during the most economically stressed times for government in modern history.

During those years, he was instrumental in cutting the size and expense of local government, which included eliminating 75 job positions in the midst of the national economic crisis.

Adirondack Winery announces wine and food festival

ryan@denpubs.com QUEENSBURY — The North Country has seen a significant craft beverage boom in recent years, and one local winery has endeavored to use that increased enthusiasm to gain exposure for area businesses and stimulate the local economy, all while serving up some of the regionÕ s best locally-made spirits.

Adirondack Festivals, LLC — a subsidiary of Adirondack Winery in Lake George Ñ held a press conference April 29 at the SUNY Adirondack culinary arts center to officially announce their plan for the first, “Adirondack Wine and Food Festival,” coming to Lake George the last weekend in June.

Catered by SUNY Adirondack’s culinary students, the event was attended by president and co-owner of Adirondack Winery Sasha Pardy, festival coordinator Stephanie Ottino, Queensbury town supervisor John Strough and officials from SUNY Adirondack, the Adirondack regional chamber of commerce and the Lake Geroge chamber of commerce.

Representatives of Adirondack Winery, Lake George distilling, Lake George Olive Oil and Adirondack Brewery were also present, sam-

pling their products from booths akin to the tents they will have set up at the festival.

The two-day outdoor event will be held at the Charles R. Wood festival commons in the south end of the village on Westbrook Road, and will showcase locally made foods and craft beverages from 30 wineries, breweries and distilleries, as well as gourmet food and winerelated vendors.

Upon arrival, attendees will be given a souvenir wine glass from which to sample handcrafted wines, beers, spirits and ciders — as well as tasting locally made foods including olive oil, maple products, sauces, chocolates and cheesecake.

And, similar to a farmersÕ market, festivalgoers are invited to purchase their favorite items on the spot.

The festival will be the first event of its kind for the region, and, according to Pardy, it is projected to draw a crowd of 3,000 attendees. Ò Our research shows that a wine-related tourist has an annual household income about 14 percent higher than that of the average tourist,” Pardy said. “So we’re confident that the festival will attract an important demographic to Lake George that will result in significant spending at nearby hotels, restaurants, shops

On the following Monday, April 27, Dunkley and her husband travelled to Staples in Queensbury, where a contract faxed by Willcone awaited them which, according to Dunkley, seemed legitimate even to bank officials.

She and her husband signed the contract and returned it the next day, April 28, along with a voided check, on which could be found their names, account number and bank routing number.

But that wasn’t all Willcone required.

When they spoke on Tuesday, Dunkley was asked to send via Western Union the first two months’ payment up-front, and not to Evergreen Lending, but to a woman evidently named Paulette Brewer in Orlando, Fla. The Western Union machine was down at the Dunkley’s bank — Glens Falls National branch in Chestertown — requiring the pair to travel to the bank’s Warrensburg branch, where they sent out a sum of $625.32.

“The lady kind of didn’t want me to send it, because it was going to a person,” Dunkley recalled. “But at that point I wasn’t listening — I had been approved for the loan and that was all I cared about in that moment.”

But, by what Dunkley now believes to be divine intervention, she got a call from the bank on Thursday, April 30, requesting that she pick up her money, which had been returned. The account she’d sent it to evidently had been closed in the interim.

SUNY Adirondack Foundation has been named the official beneficiary for the 2015 festival, and a portion of the ticket proceeds will be donating to foundation, and several foundation volunteers will be present to help out at the event.

The culinary students will also have a tent of their own on the festival grounds, where they will offer cooking demonstrations and samples.

The Dunkley’s went back to their bank in Chestertown, but this time it wasnÕ t the machines that stopped them from sending the money, but the bank’s vice president, Karen Smith. Ò She said Ô DonÕ t you dare send it Ñ there are too many scams coming from Canada right now,’” Dunkley recalled.

According to Dunkley, Smith told her that whomever was to receive the money in Florida had probably moved on from that location, as these “scammers” frequently move from place to place to avoid detection.

Dunkley didn’t send the money, but she hadn’t given up on the loan just yet. Instead, she made Willcone an offer: “I said, ‘You put the money in my account, and within 20 minutes, we will send the money electronically, from my bank,’” she recalled.

Willcone consented to the agreement, but something in him had changed, according to Dunkley.

He told her he would call her back with a number for an account into which to deposit the money, but the call never came.

“At that point he was so snippy about it; he just kind of hung up,” she said. “That was the last nail in the coffin. This was a scam — a definite scam.”

A representative of Evergreen Lending Services assured the News Enterprise on Monday, May 4, that Dunkley had been refunded, although she never actually transferred any funds.

“We do not do business like that,” the representative said. “We do not do anything outside the scope of ethics.”

When asked if anyone from the company had called Dunkley back, the representative replied, “Oh, yes. There was some kind of mix-up with the brokerage fund. It’s being looked at, and she is being refunded.”

Dunkley says she never spoke with anyone from the company since Willcone hung up on her.

She and her husband have since opened a new checking account, and the compromised account is being kept active to monitor any suspicious activity.

As of Monday, Dunkley had nothing nefarious to report.

She has given up on trying to contact the company, and has since washed her hands of the situation entirely, glad to have not lost anything but time in the ordeal.

“They are crooked,” she said. “No doubt about it.”

Inter Lakes Health holds hearing on future of ‘medical campus’

keith@denpubs.com TICONDEROGA — Over 100 residents from Ticonderoga and the surrounding towns packed into a dining room at Moses Ludington Hospital April 29 to hear about the proposed changes at the medical facility.

Interim ILH CEO Rod Boula was joined by members of the ILH and University of Vermont Medical Center-Elizabethtown Community Hospital boards, UVM-CVPH CEO Stephens Mundy and representatives from Hudson Headwaters Health Network to talk about the creation of a “medical campus” partnership.

ILH board president Rolland “Rolly” Allen put the cards on the table early.

“You have probably heard a lot about joining with Elizabethtown Community Hospital and a network enterprise for the future, and it’s all true,” Allen said. “What we want to tell you is now that we are living in (a) sinkhole, how we are going to get out of it and ensure the community has high quality health care services which are also financially sustainable.”

Allen referred to the “sinkhole,” which was part of a Wall Street Journal article in 1997 talking about the decline of rural medicine which used Moses Ludington Hospital as an example for the piece.

“It’s a $20 million business and we lose $20 million a year and we are not getting better,” Allen said. “We the board have spent untold hours dissecting this thing in every way possible. We are going to keep and ER here. We will have clinical care. We need to bring this back to a point where we are breaking even. This is not something we just decided on last night.”

Allen and Boula spoke about declining numbers in all areas of the hospital.

“2013 and 2014 have been very big losses,” Allen said. “This year we are on track with 2013 and 2014.”

Inter-Lakes Health (ILH) leaders are hopeful to start the creation of a medical village at the start of 2016, with the following features: Emergency Department - “The ED stays the same, with enhanced emergency services, enhanced pathology, enhanced outpatient physical therapy, enhanced ambulatory care and the addition of telemedicine with the support of CVPH and UVMMC (Burlington),” CEO Rod Boula.

Grants - MLH has applied for a $7.2 million grant top renovate 23,000-square feet of the current hospital/nursing home for use in the new nursing home facilities.

- HHHN has applied for a $3.5 million grant to build the Ticonderoga Primary Care Clinic, located on the current hospital property.

Mundy also spoke to the need of a constant face at the helm.

“There have been nine different CEO’s here over the last 13 years,” he said. “We are committed to this. You are going to have stable leadership through this and we will be able to share so many resources, which will also be very valuable.”

Allen added he has heard from local state representatives who have offered their support and cooperation.

“Sen. Little and Assemblyman Stec have both heard you,” he said. “There has been a ton of feedback to both and they want to make sure this is figured out the right way.”

Changes

Having previously announced seeking a new owner for the nursing home and adult home along with the dental clinic, Allen said the board is in discussions with potential owners. Ò We are in discussions with a potential new dental owner right now,” he said. “We are also expecting the sale of the homes to happen near the end of this year.”

Allen and Boula both said they could not get into further details on either potential sale.

Moriah Supervisor Tom Scozzafava, who was a vocal opponent of the Essex County sale of the former Horace Nye Nursing Home, said the board should proceed with caution.

“Everything I have heard is the quality of care has went down,” Scozzafava said. “Half the people in here are going to need these places and we need to ensure the quality of care is there for them.”

Tucker Slingerland of HHHN said the potential new primary care facility would be a benefit for the community.

“We always have been and always will be primary care focused,” Slingerland said. “We have no interest in owning a hospital or going into that kind of situation. We believe the future of

medicine really lies in working together with different partners who are all committed to this community and excited to be part of this new medical village.”

Slingerland added the new primary care facility would allow HHHN to add services and provide a “team approach,” to health care.

“We think we have some great partners in this room,” he said.

Reaction

Those who spoke following the presentation expressed frustration over the current condition the board faced as well as concern over the proposed changes.

“We need to have this open and we need to have an ER here,” Kim Vilardo said. Ò This community has trusted you for many years and things continue to go downhill. We are the people of this community and we want a hospital here.”

Cindy Trudeau added she was weary after hearing the board talk of proposed changes in the past which fell through. Ò Some of the things we have heard have not come to pass in the past, so where can our comfort level be hearing this again,” she said.

Joe Vilardo, whose father was a well-known doctor at the facility, said he currently does not use MLH for his care.

“You have said nothing tonight which would convince me to come here,” he said. “Why have you not addressed the issues into why this facility is being under utilized? I think you should.”

Vilardo added he felt the hospital should seek hiring its own doctors and medical practitioners rather than contracting through HHHN. Afterwards, Mundy said the key was to focus on moving forward.

“Everyone is doing a lot of finger pointing as to who’s problem this is,” he said. “The fact is, it’s everyone’s problem and we have to work together to solve it.”

Community rallies for kids following nickel nabber’s exit

pete@denpubs.com ELIZABETHTOWN — The community is uniting around Elizabethtown-Lewis Central fifth graders following last month’s Valley News report that told the story of a local businessman who bilked the kiddos out of their field trip funds.

Since the story broke, community members have been quick to offer both moral and financial support, said Dina Garvey, the tripÕ s organizer.

“They’ve been wonderful,” she said.

A series of fundraisers last month saw donations pouring in, while numerous others have come forward with assistance after learning of the plight that jeopardized the classÕ pending fourday trip to Washington, D.C. next month. Ò It just really makes you happy that you live someplace that does this,” Garvey said. “There’s not many places in the world that people would do this.”

‘Pain and suffering’

Since the Valley News broke the story of Tim Record’s malfeasance last month, a half-dozen additional individuals have come forward to share their stories of similar fraudulent experiences with the now-shuttered Rapid Returns Redemption Center in Elizabethtown.

In a form letter addressed to county residents and customers dated April 27, Record admitted guilt and apologized for what he referred to as his “inactions.”

“I can not begin to imagine the pain and suffering I have caused to you and the community through my former business,” he wrote.

Record said he closed Rapid Returns on Feb. 1 and that everyone should have been paid before he did so.

He explained that some accounts were settled while others werenÕ t.

Record wrote that while he did pay out tens of thousands of dollars in a “timely and honest manner” during the short-lived life span of his business, he “ruined” everything he had accomplished “and more.”

The disgraced businessman promised account holders full payment of monies owed.

Record filed for a DBA for Rapid Returns in September 2013 and opened the following spring.

“The business started well and ended tragically,” he wrote, Ò and it is one hundred percent my fault and my inaction in settling this matter will haunt me for years to come.”

Record told the Valley News last month that he had outstanding balances with some 24 local groups, including cemetery, veterans

and educational organizations.

All of the groups expressed skepticism at the validity of his records, claiming that past drives, including some at Rapid Returns before Record apparently funneled the proceeds into an ice scraper business and moved to Florida, had resulted in far-larger returns. Ò If heÕ s willing to pay the Tim Record amount he owes, thatÕ s wonderful,” said Garvey. “But I don’t believe that’s all he owes — I don’t think he kept accurate records.”

Record disagreed: “I can assure you that I did keep accurate records,” he wrote in the form letter. Ò Many of you saw the daily tally sheets that were then transferred to the index card file. On many occasions, customers wanted to donate bottles to me and I always insisted that they chose [sic] one of the not for profits that were available for donations.”

‘He committed fraud’

Former account holders said they were skeptical that Record, a former North Creek planning board member, would follow through with his promise.

“I have no confidence,” said Pat McCray.

The Lewis resident hoped the donations of she and her husband, Harry, would be given to the Lewis Veteran’s Memorial Park Fund.

But they received nothing.

In a letter, Record said he planned on sending her a money order for $110.30 on Monday, May 3.

In the event he doesnÕ t deliver, RecordÕ s letter is now an instrument for possible legal action, McCray explained.

The McCrays are proud parents of two military veterans.

“He committed fraud on people of Lewis and Elizabethtown,” said McCray. Ò WeÕ re just an old couple doing something for our community and wanted to help out. He violated our trust and it’s terrible to do that to somebody.”

Garvey hoped the fifth graders could walk away from the experience with a positive message.

“I want them to know something horrible happened, but you can overcome it — the community will rally around you.”

More fundraisers are planned for the trip, including a dinner at the Texas Roadhouse in Plattsburgh on Monday, May 18 from 4 to 10 p.m.

All donors will receive postcards from next month’s trip, said Garvey.

Doug Downs, of Keene Valley, was the long-time Christmas tree vendor whom Record booted from the Rapid Returns parking lot last winter.

Downs sold trees for years and would donate a portion of the proceeds to the Elizabethtown-Lewis Ambulance Squad.

After Record put the kibosh on the sale, Downs opted not to relocate to another location in Elizabethtown because he didn’t want to give residents the impression of competing vendors working to raise funds for the squad, who ended up receiving nothing.

While he moved what he could of his 150 trees to Lake Placid, Downs took a loss on the rest.

“It’s almost impossible to sell that many trees late in the game,” he said.

Downs said he hoped the incident wouldnÕ t lead to kids losing faith in adults.

“It would be good if the kids understood that not everyone is out for themselves, or selfish,” he said.

$500 donation

A Lake Placid-based businessman is hoping to lead by example.

Jerry Strack, of Central Garage, is donating $500 to the fifth graders and is urging other local garages to do the same.

Strack cited the memory of his departed friend, Spencer Egglefield.

“We were great friends,” he said. “He was a good man.”

Strack said he had a simple message for children: “Honesty is always the best policy,” he said.

He hopes his contribution will help bring out the inner humanity of the North Country.

Open questions

The total amount of funds owed to the organizations is unknown because interviewees said owing to Record’s business model, itemized receipts were not always available, making it his word against theirs.

Record told the Valley News last month that the fifth graders are owed $373.74; the Elizabethtown Fish and Game Club, $228.30, and the Lewis Veterans Park, $110.30.

The Wadhams Library and Westport Fish and Game Club are owed over $50, he said, while Champlain Area Trails and the ELCS Field Fund are each owed $25.

Seventeen additional accounts are owed under $25, according to his calculations.

Lotus hosts first poetry slam, raises $1,500 for library WARRENSBURG — The Lotus Group of Companies hosted its first “Lotus Loves Literacy Poetry Slam” last Wednesday, April 29, raising $1,500 for the Richards Library in Warrensburg.

The contest was divided into three categoriesÑ Littles (ages six-11), Juniors (ages 12-17) and Seniors (18 or older).

As only two Littles participated in the contest, both Lilly San Antonio and Kadin Collard were awarded iPods for their contributions.

For the Juniors category, a Google Chromebook, a Kindle Fire and a Barnes and Noble gift card respectively were awarded to Khadeeja Ferguson (first place), Stephenie Brown (second place) and Carter Carpenter (third place).

lor (first place), Adam Hoffman (second place) and Jason Hughes (third place).

The contest was judged by Richards Library director Michael Sullivan and local published poets Marilyn McCabe, Kathleen McCoy and Ryan Edwards.

The event was the first installment of the Lotus Loves Literacy charity initiativeÑ a series of literacy-related fundraising events to benefit area institutions that are “devoted to learning.”

These events will accompany the June opening of LotusÕ lat-

est Warrensburg venture, Small Tales Early Learning Center and Daycare.

The next event of the initiative—scheduled to occur before the end of the academic year—will be announced later this month.

Towns need to think smart with long-term planning

S

hared services. Two percent tax cap. Rebate check.

These are the buzzwords that haunt governance in the North Country and shadow all other concepts.

To combat renegade tax growth, the state has been requiring municipalities and school districts to keep spending increases under two percent per year. They must also demonstrate annual savings of at least 1 percent through shared services with their counterparts.

District taxpayers than receive the difference in the form of a rebate check.

All of this, according to the governor, will provide $1.5 billion in direct property tax relief over the next three years.

Our local leaders have largely bemoaned these measures, and rightfully so, arguing that the landscape in the sparsely-populated Adirondack Park doesn’t exactly lend itself to more scrimping and saving because there’s simply nothing left to cut.

Municipalities have been sharing services for years, they say, none of which will be grandfathered in.

Unfunded mandates and declining demographics present additional headaches, while other stressors include challenging terrain, the harsh climate and the sheer distance between towns.

You can’t draw blood from a stone.

The Adirondacks are a brutal place to live and local leaders are simply concerned about keeping the lights on.

But this is now the new normal and we need progressive thinking to ensure sustainability.

Here’s another buzzword: Consolidation.

It’s coming down the pipeline for both municipalities and school districts whether they choose to acknowledge it or not.

ItÕ s already happening.

Chances are that you drop off your trash at a dump jointly run by two towns.

You might voice your code and animal control complaints to a roaming official.

Your local ambulance squad may serve two communities.

And perhaps your kids live in one town, go to school in another and compete in an athletic team based in a third.

More examples abound, from shared administrative services governing payroll and benefits to transportation and fuel agreements.

All of this was born from necessity.

The next logical step, it seems, is for local officials to preemptively draft a long-term roadmap and invest in projects and infrastructure that will accommodate this new normal.

Take town highway and public works departments, for example.

Following these trends, we envision significant

potential to tweak how theyÕ re structured.

Do a pair of towns along the same stretch of rural highway, for instance, each need a $200,000 road grader, or is that something that can be shared?

What about sand and salt?

Perhaps towns can enter joint purchasing agreements and store them in hubs located in strategic locations across several municipalities.

Once you crack this nut, the opportunities for shaving away duplications in local government are endless Ñ especially in the sparsely populated towns across the North Country.

Local governments have their marching orders.

The state has given them until June 1 to submit a plan demonstrating proposed efficiencies.

Tough decisions await.

To complement their re-organizational planning, we encourage them to also consider the long-term infrastructure investments that may be necessary to accommodate this shifting landscape.

There are several highway garages across the North Country that are in shambles — like the one in Westport, for instance.

It’s a pen stroke away from being condemned and town officials have raised concerns about safety issues and its ability to accommodate equipment.

Furthermore, itÕ s an eyesore.

As the town considers accepting a $500,000 grant to give the town hall a facelift that restores historical flourishes, a measure that would require $180,000 share from local taxpayers, we really have to question the wisdom of such an investment.

We encourage the town to reject the grant and instead use the $180,000 as seed money on a garage replacement solution.

Since it’s a straight shot to Essex, it may play a role in a future shared services plan, one that brings together personnel, vehicles and heavy equipment from numerous townships under one roof.

Of course, this is just one example — and a hypothetical one at that.

More storms are brewing on the not-so-distant horizon on a road paved with tribal obstacles, like the situation facing the Elizabethtown Fire Department.

If they opt to spend six figures on a new addition, then perhaps they should only do so if they indicate that they are genuinely open to the idea of exploring ways to work more efficiently with their counterpart in Lewis, which is just a click up Route 9.

While the details may differ in each community, itÕ s clear that we will never return to the past in which each town existed in a neat bubble with their own unique identity.

By Jean Hadden Fifty Years Ago – May, 1965 Newspaper celebrates glorious past

The Warrensburg – Lake George News, on June 10, 1965 will have been in existence for 87 years. Mr. Robert Hall, Editor and Publisher of the newspaper at 35 Main Street, has received a letter from New York Governor Nelson A. Rockefeller at the Executive Chamber, Albany, congratulating him on the birthday of this fine, time honored, newspaper.

Rockefeller wrote to Mr. Hall, “You are to be commended for having been one of the original backers of the Adirondack Northway, Gore Mountain Ski Center, the Lake George Park Commission and many other projects for the general public welfare.

(Note – The grand old Warrensburgh News came into existence on January 30, 1878 when Warrensburg was a far, far different place than we know it in our time. It would take volumes to document its long history which today, in 2015, spans 137 Years.

It was the creation of owner/editors J.W. Morris and A.H. Morris from Granville. In January, 1881, Captain M.N. Dickinson purchased the paper and a short time later it was sold to Lester Coolidge Dickinson, who served as editor, assisted by C.E. Cole. In 1890 Lester Dickinson sold it to J.M. Somerville, with John L. Tubbs as editor and general manager.

Mr. Tubbs, born in 1861, was a legend in his own time and I have spent the last 34 years, re-living his stories in his own words, with him cheerfully looking over my shoulder. He believed, in the words of Benjamin Franklin, who wrote, “If you would not be forgotten as soon as you are dead and rotten, either write things worth reading, or do things worth the writing.”

The newspaper building, at that time, was in a two story structure in the “Pasko Block”, just south of the Merrill – Magee House, on Elm Street, built by Somerville, directly behind the bandstand, which served as the newspaper office from 1899 to 1936. Today the lot is vacant. Mr. Tubbs, his wife, his niece and his daughter, author Margaret Louise Tubbs (1909-1975), lived in an apartment upstairs. John Tubbs was a master of the English language and he played the violin, piano, organ, bass fiddle and tuba. He died in 1937.

In 1938 the newspaper was sold to Paul and Anne Bosse, taking time out several years during World War II when Paul Bosse was in the military. In 1958 Bosse sold it to Robert F. Hall and the name was changed to the Warrensburg – Lake George News. In 1971 Mr. Hall sold the newspaper to Denton Publications who printed their newspapers in Elizabethtown.

Thom and Diane Randall started their own newspaper, the Adirondack Journal, in 1987 and in 1990 Mr. Randall purchased the Warrensburg – Lake George News. In 1993 the entire publishing operation was sold back to Denton Publications who now publishes many newspapers as well as the original Warrensburgh News under the title of Adirondack Journal.

Thom Randall came back in 2008 to once again become editor and now, no longer editor, he is still here, taking his remarkable photographs and writing his fine articles. Many thanks go to Denton Publications for carrying on a long tradition. Ò The more things change, the more they are the same.” Time moves rapidly onward.

May Day

The first of May has been a festival of merrymaking, dancing and flowers from earliest times among many peoples. In all probability the observance grew out of the natural joy that spring had arrived after a dreary winter. Some authorities carry its origin back to the Druids, others believe that it goes back to the old Roman flower festival.

Some years, however, give us little to celebrate. For instance it was just twenty years ago, May 4, 1945, that snow fell on Warrensburg. On May 10, 1945 the worst snow storm for May in three quarters of a century arrived when six to eight inches of snow fell on this area.

Jack Murray gone

Funeral services for Jack Murray, operator of Jack MurrayÕ s Dude Ranch near The Glen, Town of Johnsburg, who died Friday, May 7, 1965, were conducted the following Sunday at the Mid-Wood Funeral Chapel, Brooklyn. Internment was in Hebron Cemetery, Flushing.

Surviving are his wife, the former Mildred Berkowitz, a son, Abraham Schwartz and a daughter, Mrs. Morton Schultz, six grandchildren and one great-grandson.

(Note - Marcus Bruce, on May 26, 1965, confirmed reports he had purchased the Jack Murray Dude Ranch at The Glen from the Murray estate.

He said he would reveal plans for its operation at a later date.)

Accident kills noted sculptor

David Smith, resident of Bolton and internationally known sculptor, died Sunday night, May 23, 1965 after an automobile accident in Shaftsbury, Vermont. He was transferred to an ambulance for transportation to

Albany Medical Center but died en route.

Mr. Smith was a pioneer in metal sculpture and was the subject of many articles in noted magazines. He exhibited here and abroad. He is survived by his wife, Jean and two daughters.

Meeting at Rising House Howard Swan, of Chestertown, was elected President of the Northern Warren County Development Corporation, on May 6, 1965 at the Rising House, Chester. Other new elected officers include, Robert Hall, J. Philip Sullivan, Katherine Bischoff and Roy Gibb. Present was Supervisor Spencer LaFlure, of Chester.

Graduation time

Stewart Farrar and Laurel Kenyon have been designated as valedictorian and Salutatorian respectfully of the Senior Class of the Warrensburg Central School. Stewart is the son of James Farrar, of Warrensburg. Laurel is the daughter of Lawrence Kenyon, of Athol.

Jan Countryman, daughter of John Countryman, was crowned queen of the Junior Prom on Saturday evening, May 8, 1965, at Warrensburg Central School.

Gala wedding

Mrs. June G. Kenyon, 19 Alden Avenue, Warrernsburg and Henry D. Harvey, of North Caldwell, were married on Saturday, April 17, 1965 at 7 p.m. at the home of Marcus and Edna Bruce, 194 Main Street, Warrensburg.

The bride is the daughter of Mrs. Edgar Stockwell, 21 Alden Avenue and the late Mr. Stockwell. Mr. Harvey is the son of the late Mr. and Mrs. Bertram Harvey.

The double ring ceremony was performed by Rev. Richard Chatterton. The couple is now living at 19 Alden Avenue, Warrensburg. (Note – Marcus and Edna Bruce, at that time, were living at what is today the Cornerstone Victorian Bed and Breakfast at 3921 Main Street, North Warrensburg, now owned by Doug and Louise Goettsche.)

Peter Drexel, 19, son of Mr. and Mrs. George Drexel, 6 Adirondack Avenue, Warrensburg, is the winner of a five-minute shopping spree sponsored by the Pepsi Cola Bottling Company. Peter, a student at Hudson Valley Community College, in Troy, will arrive home Friday evening, May 28, 1965 and will go on a wild tour at the local Grand Union store the next morning. George Whitford, manager of the super market, is opening the doors to members of the press and the event will be broadcast over Glens Falls radio station W.W.S.C.

Nelson Rockefeller has been twice elected governor with majorities of more than a half million. He has announced that he will run yet again.

The ice went out of Brant Lake on April 26, 1965. The Warrensburg – Lake George News print office, 64 Main Street, will swap maple syrup labels for syrup.

Supervisor Charles E. Hastings has announced that the Town of Warrensburg has instituted a program of street lights modernization which, during the next two or three years, will result in the installation of the newest, most modern equipment throughout the town.

Sweet and sour notes

Mrs. Grethel Waters, asst. manager of the Colonial Arms, left Warrensburg, May 5, 1965 for New York where she embarked on a steamer for a weekÕ s cruise of the West Indies.

Dr. and Mrs. Clinton E. Lawrence, 32 Elm Street, Warrensburg, are the parents of a daughter, Elizabeth, born April 27, 1965 at the Glens Falls Hospital.

Walter Hill, a former resident of Warrensburg, at the Pleasant Valley Nursing Home, celebrated his 93rd birthday on April 30, 1965. Mr. Hill is the father of Jenniemae Monroe of North Warrensburg.

LYNDONVILLE — Camille Delongis, of Athol, was named to the Fall 2014 Dean’s List at Lyndon State College. For inclusion on the Dean’s List, a student must have completed at least 12 graded credits with no incomplete or failing grades and a minimum grade-point average of 3.50.

Delongis is a Junior majoring in Electronic Journalism Arts.

Correia named Oneonta graduate

ONEONTA — Hayley Correia of Warrensburg, is among 334 students who graduated from SUNY Oneonta following the Fall 2014 semester.

Graduates were honored at a December recognition ceremony hosted by College President Nancy Kleniewski and held in the Dewar Arena of the Alumni Field House. Hayley received a BS in Business Economics.

Siletti earns degree, summa cum laude

OSWEGO — Dante Siletti of Warrensburg completed his baccalaureate studies in technology education, magna cum laude in December at SUNY Oswego and was recognized at the college’s Commencement. A student who graduates with honors is indicated by the traditional Latin

FREDONIA — Fredonia President Virginia S. Horvath announced that Sarah Lin Fuller of Chestertown, Brittany Shyanne Bala of Lake Luzerne, Teresa Rene Parker of Lake Luzerne, James Arthur Deavila of Queensbury, Stephanie Alexandra Willis of Queensbury and Zachariah J Willmart of Queensbury to the SUNY Fredonia Dean’s List for the fall 2014 semester. Mother’s Day

C

an you remember the words to the old Mother’s Day song? I’m listening. Sing it to me.

“M is for the million things she gave me…”

Kaye and I tried it as I wrote this last Sunday. She gives me that quizzical look when I make these requests, but does her best to comply. We stumbled at a few of the lyrics, possibly learned wrong as kids. The last line should be, “Put them all together, they spell Mother, a word that means the world to me.”

What you might not recall is that H o w a r d Johnson (not THAT one) penned it in 1915. Some sources refer to another song he wrote as being more

by Gordie Little famous. Perhaps you remember “I scream, you scream we all scream for ice cream.” Being of Irish descent on my fatherÕ s side, I favor another of his Tin Pan Alley hits, “Ireland Must be Heaven for my Mother Came from There.”

As we prepare to celebrate our moms this weekend, we should reflect on their importance in our lives from birth forward. Kaye and I choose not to dwell on negative things, but events of recent months deserve mention. A big part of what has happened in our house and so many others recently is generically called the “stomach flu.” We’re rarely sick here. We just donÕ t have time for that.

However, the flu bug nailed us this spring and put us both right down to the mat for a while.

While we were in a weakened condition, all of KayeÕ s children that live locally pitched in to bring us food and offered assistance in so many ways. Some travelled across country to be with her and all—whether they made it here or not—embraced her with their love.

I won’t embarrass them by mentioning their names here, but they know who they are. Daily, they appeared, to clean the floors, make the bed, bring goulash and healthy soups and sandwiches and much more.

When Kaye heard I was writing this MotherÕ s Day piece, she insisted that I acknowledge all of her offspring along with many friends who offered their support.

All of them are humble enough to shun the limelight on this topic, but I can assure you that, if they are honest, they would say in unison that they are just repaying their wonderful mother who made untold sacrifices to raise them. When I tell people that Kaye had twelve babies, all by natural childbirth, they are understandably astounded. Then to bring me into her fold with my two boys forty-one years ago on May 4th, should earn her another good conduct medal.

There have been times over the past few weeks and months that I wasnÕ t certain we would survive to celebrate this anniversary, but when her children came to sit by her sick bed, she looked all of them in the eye and said in a tiny voice, “You’re not gonna get rid of me yet.” And she was right.

Here we sit in full recovery mode with apologies for not being our usual sociable selves for a while. WeÕ re grateful for every minute and every new day. Yes, we often speak about our own mothers and I’ve written about mine in local publications.

My mom was Alta Grace Requa Little, born in 1901. Kaye’s was Leona Trudo Vaughan, born in 1900.

I donÕ t think they ever met each other, but Kaye and I agree that their conversation would have been most interesting. Sadly, all four of our parents left this earth within a short span of time, one from the other.

While you are choosing cards and flowers for your mothers on Sunday, we urge you tell them face-to-face what they mean to you.

If they live far away, a phone call would be good; or, if they are gone, a little prayer of gratitude would be terrific.

I hung the hummingbird feeder outside our back deck last week. Kaye reminded me that our first ruby-throated visitor appeared on Mother’s Day last year. Wouldn’t it be nice if that happened again?

Stay safe during tick season

The warmer weather is finally upon us and many folks have been itching to get outside for weeks, but you don’t want to be itching for the wrong reason. If your outdoor activities include venturing into the woods, remember to wear proper clothing and insect repellent to prevent being bitten by a deer tick which can cause Lyme disease as well as dozens of other debilitating illnesses. When you are through with your hike or yardwork, check your body over carefully for tiny black ticks. Tick infestation has been on the rise since 1986, with over 95,000 cases having been confirmed in New York State. Lyme disease and associated tick infections are now at epidemic level, and people need to be vigilant to prevent lifelong disability which can occur if a bite by an infected tick — often undetectable — is left untreated for several weeks. If you have been bitten, seek the treatment of a health care professional Ñ they are aware of the latest recommended treatment regimens.

Arbor Day was April 24. This is the day when citizens and groups plant trees for the future. Our growing season in the North Country isnÕ t always conducive to planting in late April, but it is never too late to plant a tree for tomorrow’s generation.

Mother’s day which was nationally adopted in 1914 is this Sunday, May10. I hope all mothers have a splendid day.

The Thurman Town Board Meeting is held on the second Tuesday of the month. The fiscal meeting begins at 6:30 p.m. with the regular meeting following, starting at 7 p.m.

While driving on our roadways please stay alert to those on bicycles — and bicyclists, always wear a helmet. It is a good idea to teach bike riding safety measures at home. Bike riding is a lot of fun, but accidents can happen. Every year, about 300,000 children are injured while riding their bicycles, and at least 10,000 children have injuries that require a few days in the hospital.

Additionally, wearing bright clothes and putting reflectors on your bike also can help you stay safe. It helps other people on the road see you. And if they see you, that means theyÕ re less likely to run into you. Daytime riding is the safest so try to avoid riding your bike at dusk and later.

I’d also like to take the time to mention being cautious of motorcyclists who are getting their bikes ready for the warmer weather. Please keep your eye out for them, too.

Templeton announces Thurman Town Clerk candidacy

thom@denpubs.com ATHOL Ñ Kathy Templeton Ñ a local news correspondent, community activist and baked-goods entrepreneur — has announced her candidacy for the position of Thurman Town Clerk.

Until recently, Templeton worked for two years as the Thurman correspondent for the Adirondack Journal.

Her community involvement includes serving on the town Board of Assessment Review, as well as volunteering to assist at a variety of town Youth Commission events.

But her most prominent role in community work over the past three years has been organizing the town’s Jackwax Party, a traditional fundraiser for the American Cancer Society. The duties in coordinating the annual event require months of volunteer work.

Templeton said this week her qualifications for the Town Clerk position include her working knowledge of various computer programs and her practice of routinely attending town board meetings, as well as successfully managing her enterprise, Breads by Smith.

A graduate of Johnsburg High School, Templeton noted this week that she has deep roots in Thurman Ñ generations ago, her greatgreat grandfather was a resident of Thurman.

If elected, Templeton plans on making the clerk’s office more accessible to working people by keeping it open five days per week — including one Saturday per month, she said.

Templeton also said she intends to bring impartiality Kathy Templeton to the town clerk position, working with citizens of the community as well as the board, regardless of prevailing politics.

Cynthia Hyde is now serving as town clerk. She has been in the post for nearly eight years.

Three upcounty bridges to be upgraded

thom@denpubs.com QUEENSBURY — Three bridges in northern Warren County are to be refurbished, following decisions reached at the April 27 county Public Works Committee meeting.

Rust removal, painting and minor structural steel repairs are to be accomplished on the South Horicon Bridge in the Town of Chester, as well as the Patterson Creek Bridge in Thurman on Glen-Athol Road.

The South Horicon Bridge carries Horicon Avenue across the Schroon River.

These two projects could be completed by late 2015 or early 2016, county Public Works Superintendent Jeff Tennyson told county supervisors.

In addition, a project for minor work to shore up support of the Palisades Road bridge over Brant Lake inlet in Horicon has been expanded after inspection by county engineers turned up more substantial deterioration.

Monday, county supervisors approved undertaking a preliminary engineering review of the bridge accompanied by proposed solutions — rehabilitation or replacement. The cost of the full reconstruction or replacement is estimated to range from $3.1 p.m. Details: 793-2773, worldchildrensmuseum.org.

Burghers struggle in recent games after hot start Warrensburg loses three straight but remains undefeated in Adirondack League play

thom@denpubs.com WARRENSBURG — After a high-flying streak of wins opening the 2015 season, the Warrensburg High School Baseball team came down to earth this week as they lost several games in a row.

As of April 27, the Burghers were 4-0 in the Adirondack League and 6-3 overall after defeating Argyle-Fort Edward April 27 by a score of 17 to 4.

The Burghers scored a flurry of six runs in the third inning against the team comprised of two schools that have for years featured strong sports programs.

Relief Burgher pitcher Jake Nemec, who took over in the third inning, stifled the Argyle-Fort Edward offense. Nemec started off the game with a flourish, slamming a two-run homer. He tallied 2 for 3 at the plate, and achieved three RBIs, scoring four runs himself.

Marcus Perrone scored four runs and was 4 for 5 at the plate.

Brady Rounds drove in two runs and Alek Olden scored two Ñ Coach Rex Reynolds noted that all his players contributed of-

fensively and defensively.

“Many guys stepped up and put the ball in play to move runners around the bases and score runs,” Reynolds said.

But beginning the next day, their troubles started.

April 28, the Burghers played Broadalbin-Perth, a far-larger school, in a non-league game in Cooperstown, and lost in the annual showdown.

Although the Burghers achieved 12 hits to Broadalbin’s 14, the final score deficit was wider, at 20-8.

Warrensburg Coach Rex Reynolds, who set up this classic series in the nation’s baseball capital, said his team’s seven errors made the difference in the game.

Burgher pitcher Shea Irish, however, had a strong 3-for-3 showing at the plate, garnering a triple, a double and a single, plus 2 RBIs and three runs. His performance in Cooperstown boosted his batting record to .585 at the end of April.

Also experiencing a productive day were Jake Nemec and Alek Olden, each batting 2-for-4. Olden scored four runs while at bat.

Next up was a league game April 29 against Fort Ann, which enjoys a legacy of Sectional championships.

Reynolds said that Shea Irish pitched well, but the rest of the team struggled with defense, committing seven errors, a failed bunt and base-running slip-ups.

Although Warrensburg lost the game 7-0, Irish only gave up

six hits and one earned run, Reynolds noted.

“Lack of discipline and focus was the culprit,” he said, adding that the team was missing several starters.

Mike Kareglis was responsible for the Burghers’ sole hit, achieved in the sixth inning.

Next up was an evening game May 4 on Glens Falls’ East Field against Corinth that was called with the Tomahawks leading, but has been contested by Reynolds and it’s still in limbo whether it’s over yet. A decision was expected on the issue May 6.

On May 4, the Burghers lost 8-2 to Whitehall, a team which is enjoying an undefeated season, and is expected to be a strong contender in the Sectionals Ñ and perhaps in regionals and the state tournament.

Reynolds noted that Irish again pitched well, containing their offense to under 10 hits, a rarity for the Railroaders’ opponents this year.

Warrensburg tallied 9 hits to Whitehall’s 14.

Irish had two hits, and seven others had one each, demonstrating the BurghersÕ solid effort.

Alex Olden and Irish both scored. The game score could have been substantially more favorable to the Burghers, as in the 7th inning they ended the seventh inning with two strikeouts Ñ while the bases were loaded.

After an away game against Salem on Wednesday, the Burghers play Bolton at 5 p.m. Saturday at East Field in Glens Falls.

WARRENSBURG — Since 2011, the Warrensburgh Community Garden has been growing.

The garden is located in the center of the hamlet on the grounds of the Senior Center — the nationally recognized 1873 Miles Thomas House Ñ which is currently the focus of grant monies and fund raising efforts to restore the building for year round use as a gathering place for many community activities.

The community garden is yet another initiative to create awareness of the benefits of locally grown foods. Many gardeners return year after year, with over thirty raised beds roughly 4’ x 12’.

Individuals, youth groups, civic organizations and businesses who would like to grow their own fresh produce for themselves or others are encouraged to sign up.

On site composting is available for those who wish to recycle nutrients. Free soil testing and beginners’ workshops will be offered on an as-needed basis.

Invasive species meeting planned

BOLTON LANDING Ñ The Bolton Terrestrial Invasive Plant Program (BTIPP) will be holding an informational meeting Wednesday May 13, at the Bolton Town Hall, at 6:30 p.m. Neighbors will be discussing how some of the non-native plants are physically dangerous, negatively impact property values, and simply not native to the beautiful Adirondacks. The Bolton Town Board recognizes the seriousness of this issue as they fully support BTIPP and their mission.

Perennial plant sale slated

LAKE GEORGE — The Lake George Community Garden Club’s annual Perennial Plant Sale will be held Saturday, May 16, in Shepard Park, from 9 a.m. until 2 p.m. The sale offers hundreds of high-quality perennial plants grown and dug from member’s zone 4 and 5 gardens. Garden club members will be available to share planting instructions, tips for successful gardening, and other information. Special features of the sale include a tag sale of good quality, gently-used items and the sale of garden art objects created by talented garden club members. Proceeds from the sale are used to further civic beautification and community service projects.

Each year the Garden Club awards scholarships for high school students pursuing a career in horticulture or ecology, and camperships for youth to attend New York Department of Environmental Conservation’s Camp Colby near Saranac Lake.

In keeping with the Club’s mission of promoting the conservation of natural resources and environmental preservation, the Perennial Plant Sale will be held in conjunction with the Fund for Lake George “Stewardship with Style’ Festival to be held on the same weekend of May 16-17 in Shepard Park.
