subcommittee meeting, a contract for track repair for the county railroad was endorsed by county supervisors. Superintendent of Public Works Kevin Hajos noted that close inspection of the railroad bed — reviewing damage caused primarily by the Halloween 2019 storm — turned up more damage than previously discovered. He suggested approval of a new contract with Real Work Track Services for track and rail-bed repair amounting to $169,535 — exceeding an Oct. 31 estimate of $100,000. “We think we’ll be able to keep it under that price,” he said. Hajos also reported that the Albany area chapter of Project Healing Waters of upstate NY had requested a donation of trout yearlings to be stocked at a local waterway, so disabled veterans and military personnel could experience aspects of fly fishing through an upcoming outing. The supervisors approved both of the proposals.

QUEENSBURY | Confirmed COVID-19 cases among Warren County residents rose to 25 as of early April 6, an increase of five over the prior 42 hours, according to information compiled by the county’s Public Health Department. These new cases, monitored by the agency’s staff members, are considered relatively mild, according to county spokesman Don Lehman. He said in a prepared statement that county officials were pleased to report that a total of 19 were considered fully recovered as of mid-day Monday. County Public Health reported April 6 that 79 percent of the county’s total of 25 cases have been considered mild, 14 percent were considered moderate, and 7 percent of those residents infected remain in serious or critical condition. In addition to those who test positive, Warren County Public Health staff continues to monitor a number of “presumptive” COVID-19 cases based upon clinical interviews with people in the community who call and report symptoms. Due to the continuing scarcity of testing kits, medical providers can’t test all of these people, who are treated in the same manner that positive tested cases are handled, including all follow-ups and quarantines necessary to protect the public health, Lehman said. All Warren County residents who feel sick are urged to call Public Health at (518) 761-6580 and report symptoms, and a medical professional will provide instructions on how best to recover and protect their families at the same time. The county’s data on confirmed cases cannot account for infections that are not reported or are not apparent, Lehman said. In other developments this week, county Public Health Director Ginelle Jones announced that the county had received 100 test kits, and they were passed on to Glens Falls Hospital. Washington County also handed off their allotment of test kits to the hospital. County officials continue to urge the public to adhere to social distancing directives, and that there is a state executive order in force banning groups of people from different households gathering in public places, including at parks, trailheads and other recreational sites. Failure to abide by this executive order can result in a citation of up to $1,000. The Warren County Sheriff ’s Office and Warren County Building & Codes Office will be enforcing these orders, according to Lehman. Although county officials responded to complaints the weekend of March 28 and 29 that people in Lake George Village were not adhering to this executive order banning gatherings, county Sheriff Jim LaFarr reported April 6 that he and his officers found “good compliance” in the village last weekend.

WARRENSBURG | With power failures common in the area, Warrensburg Emergency Medical Services is now gathering contact information on people in the towns of Warrensburg and Thurman who need electricity to survive. This campaign was launched in early February when thousands of people in northern Warren County were left without because of an ice storm. Warrensburg EMS is creating a registry of people who are dependent on home dialysis devices — as well as respiratory machines including oxygen concentrators, electric nebulizers and continuous positive airway pressure (CPAP) devices, Warrenburg EMS President Corey Oullette said April 2. “To protect people’s health when a widespread natural emergency occurs, we need to know who may who may be in distress, and this registry allows us to be prepared,” he said. In the event of an emergency, such information will be shared with emergency responders, Oullette said, noting that his ambulance squad provides advanced life support for the town of Warrensburg and

Burglary convict reinstated as town highway worker By Thom Randall STAFF WRITER

JOHNSBURG | The Johnsburg Town Board voted unanimously in a special meeting April 2 to approve reinstating Daniel W. Hitchcock —who in March 2019 plead guilty to burglary and a sexual offense and spent four months in jail for the crimes — to his prior job position as a town highway worker. Johnsburg town Supervisor Andrea Hogan said April 3 that Hitchcock was reinstated as of that day. Hitchcock remains on five years’ probation stemming from his conviction on charges of felony third-degree burglary and misdemeanor forcible touching stemming from a July 2018 incident. “We look forward to moving beyond this situation and focusing on important town matters,” Hogan said. After his release from jail in mid2019, Hitchcock showed up for work and continued to accomplish tasks for the town through Dec. 31, although town officials had considered him terminated from his position. His father, Daniel B. Hitchcock — who was then serving as the town’s highway superintendent — submitted time cards for his son’s work in the latter half of 2019, but the town did not pay him at that time reportedly on the advice of their lawyer. In June 2019, the elder Hitchcock asked the town board to have his son

reinstated to the position, but the board voted in a split decision not to do so. Hogan abstained from this vote, as Hitchcock was running against her for the town supervisor post in the November election. Although highway superintendents are elected and routinely have the authority to hire their workers, Johnsburg’s ethics policy requires town board approval when a department head seeks to hire a relative. The elder Hitchcock left his position as highway superintendent at the end of 2019, an action he announced months earlier while he was running a campaign to unseat Hogan — but she won the election by a vote margin of greater than 3 to 1. Town board also endorses back pay Hogan said April 3 that the town agreed to a settlement calling for the

town to grant Daniel W. Hitchcock back pay, but she declined to disclose the amount or other details of the agreement, which was signed later that day. This settlement was the result of negotiations after Hitchcock threatened to sue the town, Hogan said. Prior to Hitchcock’s plea agreement in early 2019, State Police said that in July 2018 he entered a home that several women were renting in Bakers Mills, and one of them woke up at about dawn to find a man in bed with her fondling her buttocks and thighs, according to a report in the Post-Star. She had told police she ran from the room screaming, and police arrested Hitchcock later in the day, the report said. Hitchcock told Warren County Judge John Hall that his intention was to have sexual contact with an occupant of the home when he went in without permission and fondled her as she slept, according to the Post-Star. Daniel W. Hitchcock contended in 2019 that the town didn’t follow proper procedures to terminate him from his job as a highway employee, so he never actually left his position. Town officials, however had disputed that opinion, countering that both Hitchcock and his family members understood that he was fired. Hitchcock worked at the Warren County Jail for a length of time in 2013, but was terminated for reasons that the Warren County Sheriff’s Office administrators would not disclose, the area daily had reported. ■

County workers, citizens volunteer to help agency’s efforts By Thom Randall CORRESPONDENT

WARREN COUNTY | With the elderly particularly vulnerable to the COVID-19 pandemic, the Warren County Office for the Aging staff has undertaken additional duties as it services the needs of the public, the agency’s director said this week. Also, employees of other agencies, and members of the public have volunteered their time to help the Office for the Aging in their outreach effort. As the county’s half-dozen or so congregate meal sites have closed down, the agency has experienced an increase in the number of individuals signing up for home-delivered meals, Deana Park said in an email this week. “We’re trying to add on as many as we can, as soon as we can,” she said. The Office for the Aging has also made a number of gestures

to brighten the lives of the county’s elderly. The agency’s staff sent out care packages to over 525-plus clients of Meals-On-Wheels. These packages contained shelfstable food items, information, activity packets and notes from local school children. Also, they each contained enough food items to provide between five and seven meals. The Office for the Aging employees have also been working on preparing and freezing more than 5,000 meals for their clients, to be provided at a later date, Park added. “Our dedicated meal site staff continue to come in every day to ensure meals are going out to the seniors,” she said, noting the schedule of meal deliveries were reduced to Mondays, Wednesdays and Fridays in an effort to minimize contact with the seniors. With the exception of clients who receive meals prepared in the Countryside Adult Home kitchen. These clients receive meals every other day, excluding weekends. One way or another, clients are still receiving five meals a week, she said. The agency’s office staff have not only been expanding

their duties to prepare and pack food at the meal sites and helping deliver the meals, but they’ve also made an extra outreach effort that has been lifting the spirits of the county’s seniors, local officials have said. The employees of the Office for the Aging have been placing phone calls to each of the agency’s clients at least twice a week to check on how they are doing, and share friendly conversations, according to reports. Employees of other Warren County departments have been pitching in as well, locating items the Office for the Aging needs, transporting the care packages, and delivering meals. In a recent meeting, area officials hailed the county’s Department of Public Works employees for volunteering to deliver meals on behalf of the Office for the Aging. Park also offered kudos to these DPW workers as well as other county employees and citizens of the county. “The community support and assistance has been tremendous,” she said. ■

Take a break from home-cooked meals Warren County’s “Taste of Optimism” By Thom Randall CORRESPONDENT

WARREN COUNTY | A photograph of a takeout bowl of mac and cheese beside a rainbowcolored iced doughnut sitting beside Crandall Park has appeared on social media, as well as a photo of a turkey sandwich with a side of fries from the Docksider Restaurant on Glen Lake. The postings are the outgrowth of a “Taste of Optimism” promotion initiated by the Warren County Tourism Department and the county’s elected officials to keep restaurant workers employed — and to give people a break from whatever they’ve been eating while cooped up at home. The effort promotes the many restaurants and stores that are open across Warren County providing takeout food for those either still at work during the COVID-19

outbreak or seeking a change of pace from meals they are accustomed to eating at home. The promotion invites customers to post their food photos or gastronomic experiences online using the tag: #TakeTimeForTakeout. The county’s tourism department compiled an exhaustive list of virtually all the region’s eateries that are cooking up take-out food — from burgers ‘n fries or pizza to gourmet entrées — while their dining rooms are closed because of state social-distancing mandates. In The Sun’s core readership region, this directory features information about 90-plus restaurants and prepared food outlets, including hours of operation, phone numbers, availability of delivery, and links to menus. In The Sun’s primary readership area, the roster includes 10 restaurants in Warrensburg, 19 in Lake George, seven in the town of Chester, six in North Creek, four in Brant Lake/Horicon, three in Bolton Landing, 30 in Queensbury, 21 in Glens Falls and two in Lake Luzerne. The list, updated daily, can be found at: visitlakegeorge.com/blog/takeout-and-delivery-restaurants. ■

HHHN TRIES TO OUTPACE COVID-19 By Laurel Carroll

WARRENSBURG | Hudson Headwaters Health Network (HHHN) is continuing its efforts to stay current with the COVID-19 situation and ready themselves for the possible waves of patients needing inpatient care. Although test supplies remain critically limited, HHHN

will extend testing protocol this week to include some outpatient testing. Testing will be limited to symptomatic people to include the following: healthcare facility workers; patients in long-term care facilities; patients 65 and older; patients with underlying health conditions; first responders. HHHN reports a significant drop in flu tests returning as negative recently, thus suggesting that patients with flu-like symptoms are increasingly likely to actually have COVID19. Mental health is important, too Help for those struggling with the new normal By Tim Rowland STAFF WRITER

ELIZABETHTOWN | Along with physical health in the midst of the coronavirus pandemic, Essex County mental health officials are closely monitoring the community’s state of mind, knowing that disrupted routines, isolation and a loss of income can cause anxiety and distress. Terri Morse, Essex County director of mental health and community services, said there has been an uptick in calls seeking help, but so far the community seems to be keeping its chin up during difficult times. Still, that could change if the outbreak of disease increases locally, or the economic shutdown lasts for a protracted amount of time. “We don’t know how long this is going to last,” Morse said. “The impact of people not having income is going to cause stress, and stress can cause a crisis.”

Easter

Parents who have lost income may now be faced with tasks they are not equipped to handle, such as home schooling, or even simply controlling kids who are now cooped up at home. Mental health care providers can provide coping strategies, whether they are just feeling overwhelmed, or are having a more serious mental health problem. Other unhealthy situations are more likely to crop up as well, such as incidences of substance and domestic abuse, confusion over who to trust and, of course, the fear of getting sick. There are also paradoxes that need to be negotiated, most notably the greater need for connection in the time of isolation. When seeking equilibrium, Morse said the serenity prayer is a good place to start, understanding that the virus and shutdown are beyond one’s control. But there are changes that can indeed make a difference, such as hygiene and maintaining social distancing, and finding ways to productively channel nervous energy. The hardest part is often recognizing what can be changed and what can’t, and acting accordingly. “Anxiety is supposed to get you to take

action,” Morse said. “What action we take is our choice.” That might include, according to health department guidance, finding “meaningful tasks and roles within your support network to channel your anxiety, such as coordinating deliveries of groceries to those unable to leave home, curating kids’ activity ideas for parents working from home, or video calling or calling those who might feel socially isolated. Supporting others is beneficial to the supporter as well.” Nutritious food, frequent exercise and good rest are also keys to staying mentally fit. Some anxiety is to be expected — including difficulty sleeping, irritability and difficulty concentrating — and are not indicative of mental condition in need of treatment. But it may be time to call the mental health department if these conditions become chronic, or devolve into a deep feeling of hopelessness or fear, or an inability to perform routine daily tasks. Essex County Mental Health’s crisis/distress line is 1-888-854-3773. Web information is available at http://www.co.essex.ny.us/MentalHealth.asp. The Mental Health Association in Essex County Inc. maintains a Hopeline that is available where “people can call and just talk

if they need to.” It provides support to those experiencing mental and emotional crises with a staff that’s available 24 hours a day, 365 days per year, by calling 1-800-440-8074 The New York Office of Mental Health also suggests residents resist the urge to follow cable news all day, or to believe information spread on social media. “Continuously scrolling through social media or constantly refreshing the news is likely to lead to increased anxiety,” the department says in its guidance. “Pick a few trusted news outlets ... and commit to checking once or twice a day for updates.” But technology and social media in these times can also be a valuable asset, Morse said. People with mental health issues are still being served, not in person, but through video conferencing. And social media is a good way to stay in touch with people who may need a little company. “A good friend is often the best mental health,” she said. ■

While some other smaller airports across the nation has closed down during the COVID-19 pandemic, county officials and the airport’s flight services operator Rich Air have decided to keep the airport open to accommodate emergencies. This decision proved to be invaluable, one that made all the difference in several human lives. Late Thursday night, staff at Warren County airport and personnel from Rich Air, were notified that a jet crew deployed on an emergency basis to transport human organs for transplanting, needed an open runway to land in the region. Rich Air staff arrived at the airport at 2:30 a.m. on March 27, a Lear Jet flew into the facility, the airport crew parked the airplane and stayed with the jet’s flight crew until 7:30 a.m. when they departed with the life-saving cargo, according to Warren County Public Works Superintendent Kevin Hajos. “This level of service exemplifies the high level of commitment that the Rich Air team has to the community, the airport and to the entire county during this health care emergency,” Warren County Public Works Commissioner Kevin Hajos said. “I am proud to be a part of such a dedicated and talented group.” Thom Randall can be reached at thom@suncommunitynews.com or 518-744-9600. ■

Thoughts from behind the pressline

Hope and life after COVID-19 By Dan Alexander PUBLISHER

We are all going through what seems like a disaster sci-fi movie from the 1970s. Nothing is like it ever was before. Our economy is all but shut down. Many are required to stay home and don’t go out unless its an emergency. Schools, events, entertainment venues, sports, and many businesses are closed, including churches, mosques, and synagogues at one of the holiest times of the year. We are now advised to wear face coverings in public for fear of catching or spreading the dreaded coronavirus. For the most part, our politicians are even trying to get along and work together, which is scary in itself. For a significant portion of my life, this has been an eventful and holy week in celebrating the death and resurrection of Jesus Christ. When I was young, going to church was an expected task. Having an excuse to not go was like getting a free pass. Now that we are being told by the church to stay away from gathering, it seems counter-intuitive given the crisis we face. Typically, when disasters occur, and concerns for death is imminent, are the times when we naturally turn to God for his saving grace and mercy. This pandemic will challenge each of us to consider the things most important in our lives. Family, friends, and protecting each other is taking precedent over the long-standing traditions of many religions faiths. This isn’t to say that God isn’t with us through this pandemic. I believe He is, but how each of us chooses to reflect on the meaning of this current threat is personal. In the Book of Exodus, the Jewish faith celebrates the Passover when the Angel of Death was brought forth by Moses to convince the Egyptian pharaoh to release the captive Jews. We are told that many will die because of this new virus, yet each of us has willingly accepted the sacrifices of staying home while facing economic hardship. Others will work long hours while risking their own lives in the medical, public, or required service fields so that others will have a chance to survive. Those are the very definitions of having faith through self-sacrifice. In doing so, we provide hope to people here and around the globe. God asked no more than that from his Son, Jesus, when he willingly surrendered his life for the salvation of mankind. While we remain in this state of pause I wish you all good health and grieve for those lost to this virus. ■ — Dan Alexander is publisher of Sun Community News.

Opinion

Stay home, practice social distancing If you hear no other message in these unprecedented, worrisome times, hear this. Like never before in our history, the health of our community is in your hands. You. As a member of this community reading this article. The apex is coming and we must shift our mindsets. Every person must take responsibility and change your behavior in order to protect the health and safety of others. It is critically important to stay home and isolate from others if you are symptomatic. Your new assumption must be that if you are sick, you have the Coronavirus. Stay home, take care of yourself, and you will recover. If you are too sick to stay home and you need hospitalization, our hospitals can and will accommodate you. If you have been in close proximity to

somebody who believes they have the virus, the safest thing to do is stay home, and stay away from others. Relax and monitor yourself for symptoms. If you are well, it is critically important to stay away from those who are sick. Keep your distance from people in public even if they look healthy. Practice good personal health habits. Visit the CDC or NYSDOH websites and read their tips on what to do to keep yourself safe. There is a very simple rule of thumb: stay home. Unless it’s necessary to leave, stay home. Try to relax and spend time with your family. Please ask yourself a question. Do I have a loved one who depends on me to take care of them? That could be a child, a parent or grandparent, or a family member with a health condition. Think about that person. You need to keep yourself healthy so you can be there for that person.

Also ask yourself this question: if I get sick and need to go to the hospital, how many doctors and nurses could I infect? And what does that mean for their ability to take care of others who need them? Most people with COVID-19 will experience mild to moderate symptoms and will recover at home. Those with more severe symptoms or with underlying medical conditions should seek medical advice and attention. First responders and healthcare workers will help you. They know how to keep themselves safe from the virus. Call us. We are here for you and we will help you. When we defeat this virus, we will come back with a bang. My staff and I are already formulating ideas and plans to do so. We will be there for you when that very bright day finally dawns. — Ryan Moore, Warren County Administrator ■

Alzheimer’s and their caregivers

To the Editor: While the COVID-19 pandemic threatens the health of millions in this country and around the world, the novel coronavirus presents unique challenges for more than 400,000 New Yorkers living with Alzheimer’s and their caregivers. To help family caregivers navigate the current complex and quickly changing environment, the Alzheimer’s Association is offering additional guidance to families, including: - Help people living with Alzheimer’s practice safe hygiene. People with Alzheimer’s and other dementia may forget to wash their hands or follow other precautions to ensure safe hygiene. Caregivers are encouraged to be extra vigilant in helping individuals practice safe hygiene. - Anticipate and prepare that current care and support options may change. As public health containment strategies for COVID-19 escalate during the next several weeks, it is important for families to anticipate that less help and support may be available. For example, many adult day care programs are shutting down during the crisis and home health services may also become less available. It’s important for families to anticipate these changes and make plans for

filling gaps in caregiving. - Ask residential care facilities about their communication policies. In order to protect the health of their residents, many facilities are restricting access to outside visitors, so it’s important to ask how you can get updates on your family member’s health and how you can communicate with loved ones during the current crisis. Ask to see if phone calls, including video calls, will be offered and how best to coordinate. Caring for a loved one during the Coronavirus outbreak can add stress for dementia caregivers. Let the children write how the corona virus has changed their lives. What do they miss doing? The family needs to have a record of what is happening to you at this time. To the Editor: In 1348 Giovanni Boccachio wrote a series of ten tales called the “Decameron,” in order to entertain a group of Italian folks who had escaped to a villa outside town to wait out the bubonic plague. There they were, staying home, maybe six feet apart, waiting for the end of the virus. Sound familiar? There may be many writers now working on their “Decameron,” but why not write your

been doing for more than 2 1/2 years to help care for my 89 year old Mom. We have a system of best practices to keep her, you and me safe. Please also keep in mind that many of us are coming from Essex County NY for life-saving medical treatments at the hospital because the entire region is now ONE healthcare system. Or we might be commuting to work at the hospital as there are many of us who live on the NY side of the lake but who are on the front line of caregivers at the hospital. If you are still concerned, it might help ease your fears to know that the entire Essex, NY county currently has only 7 cases of Covid-19 whereas Chittenden and Addison counties each have far more cases: 164 and 24 respectively (at the time of this writing). We know that we can all get our essential chores done if we use best practices, which we all should be following. Please don’t let negative assumptions about who we are or why we are here take hold. We have been coming to Vermont for decades supporting local businesses & organizations, enjoying our Vermont roots and family gatherings and paying a lot of money in taxes to support the state we feel is like a second home. We are ONE region. — S. Smith, Westport, NY ■

Urgent care sites remain open Easter Sunday WARRENSBURG | Although Hudson Headwaters Health Network usually closes all its urgent care sites on Easter Sunday, the Warrensburg Health Center, the Health Center on Broad Street and the West Mountain Health Services outdoor screening tents will remain open in an effort to relieve the demands made on local emergency departments due to an anticipated COVID-19 surge. ■

Essex braces for what’s next Virus impacting health, budgets, attitudes By Tim Rowland STAFF WRITER

ELIZABETHTOWN | Essex County government braced for both the knowns and the unknowns this week as a deadly outbreak of COVID-19 marched slowly but steadily from the cities toward the North Country, leaving officials and residents, in popular coronavirus parlance, hoping for the best but preparing for the worst. As of the weekend there had been 14 confirmed cases of COVID-19, a number that health officials warned may be less reflective of the facts and more reflective of the lack of available testing. County supervisors have been putting out fires large and small, in anticipation of the pandemic, from breaking up congregations at a Moriah hot dog stand to canceling parades to warning tourists and vacationers to stay away because of a lack of large-scale emergency and health-care services. Supervisors even had to ask the grisly question of whether the Lake Placid ice rink could serve as cold storage if local morgues are overrun. Supervisor Chairman Shaun Gillilland said he’s seen nothing like this in all his years of naval and government service. “A lot of people are very nervous. They’re dealing with fear and watching the television news — there are additional stresses that we’re trying to help people deal with,” he said. Supervisors have reported that some of their constituents are concerned that infected people from the city will be brought to local spaces for care. Others, including Rep. Elise Stefanik have been critical of Gov. Andrew Cuomo’s plan to seize upstate ventilators for now, and then return them, and more, when the disease’s

apex moves north. That need has since been alleviated with the arrival of ventilators in New York City from China and Oregon. But it’s rekindled a longstanding “us versus them” regionalism that various officials were trying to beat down. Wilmington Supervisor Roy Holzer, in a community email, reminded residents that New York City had sent much-needed emergency help to the North Country during the 1998 ice storm. “Their passion for helping us left a lasting impression on me,” Holzer wrote. “We worked, we ate and we got through things together working as New Yorkers. Back then there was no downstate, no upstate. We were together then as we should be now.” But he also asked that downstaters be considerate of the Adirondacks’ situation, with its limited resources. Willie Janeway, executive director of the Adirondack Council, agreed that vacationers should understand that the North Country’s safety net is already threadbare, lacking extensive health-care infrastructure, rangers and first responders. But he said the communities can still be welcoming and willing to support other parts of the state. “It is understandable for people to be worried, Hathaway said in an op ed. “That shouldn’t lead to panic or distrust of our neighbors or strangers. As the phrase ‘global pandemic’ suggests, there are no places that are 100% safe. Yet, no place in New York should feel defenseless either.” After a multiple week hiatus, the Essex County supervisors met Monday, passing a number of housekeeping resolutions, and giving final approval to a 2% increase in the county bed tax. Ironically, it is a long-planned revenue stream that will do little good in the short run, as the virus has been a weighty drag on traveling. County and town budgets will also have to be reworked to reflect a loss of revenue in other areas as well, most notably the sales tax. “This year we’re going to see some real shortfalls,” Gillilland said. ■

POLICE BLOTTER Moriah man arrested for assault MORIAH | On March 28, New York State Police responded to a residence on Mineville Road in Moriah for a report of a domestic dispute. Investigation revealed that 50-year-old Joseph B. Sherman of Mineville choked a female and struck her multiple times in the face. Sherman was arrested and charged with assault and criminal obstruction of breathing. He was issued an appearance ticket to return to the Moriah Town Court. ■

Port Henry woman arrested for DWAI MORIAH | Authorities believe a woman was “severely” under the influence of drugs when she was recently allegedly found asleep behind the wheel. State Police said officers from the Moriah Police Department reportedly found Maranda McCaughlin asleep in a running vehicle on Champlain Drive at about 11 a.m. April 2. Due to obvious signs of impairment, police said, an ambulance was called to the area, though McCaughlin declined medical attention and blood testing.

Thought for the day

COLUMNIST

TRAGEDY, COMPOUNDED BY MYSTERY

The citizens of Warrrensburg, Queen Village of the Adirondacks, were shocked when the news came that on Sunday, April 24, 1960, the family of Otis Rumble, widely known road construction worker, had reported him missing. Mr. Rumble was last seen Saturday night, April 23rd. sitting on a log railing on Water Street, overlooking the Schroon River. It was assumed that he had fallen into the swift-moving waters of that stream and drowned. However, all day Sunday a search of the Schroon River from the Warren Inn to the A.C. Emerson dam failed to produce any sign of the missing man. The search was conducted by the state police under Lt. Joseph Micklas and the Warrensburg Volunteer Fire Company, headed by Chief Walton Stone and many volunteers. Lt. Micklas told the Warrensburg News that authorities along the Hudson River, south of Warrensburg, have been alerted to look for the body. Mr. Rumble had been wearing a red plaid shirt, green work trousers and slippers. He was described as being 53 years of age, five feet, seven inches tall and weighing 155 pounds. Lt. Micklas said that the minds of the state police were not closed to other possibilities other than an accident. There is abundant evidence, however, to refute the theory that Mr. Rumble had committed suicide. He had not worked at his profession regularly as a skilled engine operator since Christmas. He had recently received news on Saturday afternoon that a job with Albany Construction was awaiting him on Monday morning. Friends and family said he was extremely jubilant to this news and was looking forward to his new job. Before sitting on the log railing by the river he had left his favorite Jeep at the home of his daughter, Mrs. Patrica Rumble DeLoria and drove to the Warren Inn in the family Buick. Mr. Rumble is highly thought of in the Warrensburg community and everyone is highly sympathetic with the Rumble family. (Update – A verdict of “death by drowning” was issued by Dr. H.H. Dyer, County Coroner, in the death of Otis Rumble whose

body was taken from the Schroon River on Monday night, May 2, 1960. The discovery of the body came nine days after he was reported missing. There is a time honored legend that a body submerged in water will rise on the 9th day. It was Mr. Rumble’s son, John, accompanied in a motor boat by Murray Pratt and Karl Duell Jr., who made the discovery just below the point behind the Warren Inn where Mr. Rumble was last seen. The body was held in a snag in ten feet of water about fifteen feet from the river bank. Mr. Rumble’s glasses were still on his face when he was taken from the river. He was transported to the Orton and McCloskey Funeral Home where his daughters, Patrica and Cindy waited. Thus the black curtain fell at the end of this sad story, a true story now forever confined to Warrensburg legend.

We would like to thank everyone for the cards, donations, food, love and support during this very difficult time.

WITHERBEE | On March 29, State Police responded to a residence in Witherbee for report of a domestic dispute. Their investigation revealed that 27-year-old Benjamin S. Teriele of Ticonderoga had violated an order of protection when he menaced the victim with a knife, damaged items inside the victim’s home and punctured a tire on their car. Teriele reportedly left the scene prior to police arrival. He later turned himself in at the Ticonderoga Police Department, where he was arrested and charged with criminal possession of a weapon, aggravated criminal contempt, aggravated family offense, two counts of criminal mischief and menacing. He was arraigned in the Essex County Court and was remanded to the Essex County Jail in lieu of $10,000 bond. ■

The road to the 2021 Bobsled and Skeleton World Championships

Bobsled in New York and the North Country: The Early Days By Jennifer McKeever COLUMNIST

When you think of the sport of bobsledding, you think of Switzerland or Germany, certainly not New York State. But New York has a much unknown history of its impact on the sport. Bobsledding is rumored to

have started in Albany, New York, before being introduced to Switzerland. Newspaper reports confirm that Albany once held bobsled races at its winter carnival as early as 1885, two years ahead of the Swiss. At that time, the sport became popular for elite tourists who enjoyed the risk, and that spurred growth of the sport in winter resorts throughout Europe.

The construction of the first track in the United States, at Mt. Van Hoevenberg in Lake Placid, began in the late 1920’s for the 1932 Olympic Winter Games. Lake Placid won the bid for these Olympic games over Chicago due to the cutting-edge design, the most challenging in the world at the time. Hank Homberger, from Saranac Lake, designed and built the track and it opened for passenger rides on Christmas Day in 1930. Homberger, and his team, the Saranac Lake Red Devils, set a new world record on it in 1932 and later he went on to win a silver medal in 4 man at the 1932 Olympics in Lake Placid. The new track in Lake Placid made the sport of Bobsled an activity anyone could enjoy and not just the elite, just as long as you were unfazed by high speeds on a twisty, icy track with little safety equipment. Subsequently, bobsled squads popped up all over the North Country—The Saranac Lake Red Devils, the Hurricane Bobsled Club from Keene, Capital Region

Bobsled Club, the Lyon Mountain Miners, and many others. Since these early days, Lake Placid has gone on to host a second Olympic Winter Games in 1980, 11 World Championships and countless International and national events and our area has seen many local and regional athletes

participate and achieve success in the sport. We embrace our long history and hope you join us next year and we celebrate 90 years of sliding sports at Mt. Van Hoevenberg with the 2021 Bobsled and Skeleton World Championships in February 2021. More info at lakeplacidolympicsites.com. ■

— This is the first in a series of columns published on the second week of each month that will highlight the North Country’s impact on the sport of bobsled and past and present area athletes leading up to the 2021 Bobsled and Skeleton World Championships in Lake Placid this February.

Glens Falls Third Ward Supervisor Claudia Braymer asked how the annual fish stocking was progressing. The answer voiced was that the state had put it on hold, but the stocking of county waters was expected to start soon. Hajos reported that the coronavirus outbreak has prevented highway workers from their normal spring work of pothole repair, because between four and seven workers need to conduct such work, and that social distancing protocol would require sending out the DPW employees each in individual trucks. He said that many of the county’s Public Works employees are called in for either jobs that can be accomplished individually, or tasks that don’t require working in close proximity. He added that the only crew in his department that was continuing to work full-time was the custodial staff, whose work he said was “truly essential.” Hajos added that several of the DPW employees had called in seeking to return to work, and a substantial number were helping deliver Meals on Wheels for the county Office for the Aging on a volunteer basis. “We will bring our employees back to

work as the work allows,” he said. Sheriff defends purchase of seven police vehicles Warren County Sheriff Jim LaFarr requested a transfer of $90,000 from the Sheriff’s Office personnel budget allocation to the budget fund designated for vehicles, so the county could purchase a total of 10 new patrol vehicles — seven Ford explorer police patrol SUVs, two unmarked specially equipped Jeep Grand Cherokees and one Chevrolet Tahoe canine SUV. Braymer questioned whether the purchases were necessary, as the county would be facing a substantial drop in revenue — perhaps $3 million or more — later this year, primarily due to plunging sales tax receipts. “Our administrator sent out a message calling for austerity, and things that we want are no longer things we can purchase,” she said, adding that acquiring new vehicles should be postponed, and money should not be diverted, if feasible, from budget allocations for county personnel. LaFarr responded that vehicle manufacturers had stopped production of various models again and again, stymieing repairs

and upgrades, thus necessitating that the county purchase new ones. “We have to make purchases or we will be short of vehicles this year,” he said. “We’re not looking at vehicles we’d like to have; and we’re not replacing ones prematurely; these are vehicles we absolutely need,” he said, noting that his office was already “scaling back” its purchases. “Our officers need reliable cars to enforce the law and get to people in need,” he continued, noting that one of the vehicles to be replaced had sustained substantial damage in a recent collision with a deer. “We’re trying to manage a healthy fleet.” County Budget officer Kevin Geraghty, who is town supervisor of Warrensburg, backed up LaFarr’s view. “Because of the change in models, we have to upgrade,” he said. “I applaud Jim for doing the right thing.” The $90,000 transfer for the purchase of the vehicles was endorsed unanimously. All decisions of county committees are subject to approval of the full board of supervisors. Note: Reporter Thom Randall can be reached at: thom@suncommunity news.com. ■

Recently, the squad members have been gearing up for potential calls to transport COVID-19 patients, Oulette said. Any calls for response to citizens with respiratory distress, coughs, fever or other symptoms that indicate potential COVID-19 infection, will prompt emergency responders to don personal protection equipment and take other precautions for the call, he said. During the coronavirus pandemic, emergency responders are temporarily prohibited from administering breathing tubes or nebulizing any patients on-site or during transport, he said, noting that both procedures could spread the deadly infection. Warrensburg EMS, staffed with 42 volunteer and paid staff members, responds to calls with a critical care technician or paramedic on board at all times, Oullette said. The agency has a budget of nearly $500,000 per year, a small portion of which is paid by the town governments of Warrensburg and Thurman. To be listed on the registry of area

Wind Chill Factory gears up for 25th season Owner Bobby Porter saw a need, and just kept growing. By Tim Rowland STAFF WRITER

TICONDEROGA | When personal computers began to come online, Bobby Porter was searching for a catchy name for his new ice cream stand. He entered a few tries into a rudimentary thesaurus program — Ice Cream Factory, Arctic Chill — but nothing was quite right. Porter was opening his business the first year that he came back to his hometown of Ticonderoga to teach school. He’d always wanted to run his own business, and frosty treats sold during the summer, when school was out, seemed a perfect fit. Porter typed “nordic” into the thesaurus, and up popped “wind chill factor.” Factor — factory. He had it. Wind Chill Factory. The name has won awards in national trade publications. And the food isn’t bad either. Porter is going into his 25th season of Wind Chill Factory ownership, a stand that started out with two ice cream machines and the help of his mom Evelyn and his wife-to-be, Jen. “We thought it was nice being able to spend more time together,” Porter said of working alongside his fiancee. We were both very proud” of the restaurant. Along with chocolate, vanilla, and twist ice cream, they sold fat free frozen yogurts, sundaes, milkshakes and banana splits. The food menu included hot dogs, michigans, New

New Building York style pretzels, nachos and chips. Demand was strong enough that the next year, Porter installed a grill and expanded his menu. When he opened, Porter said there wasn’t much in the way of soft ice cream in Ticonderoga, and as the Wind Chill Factory has grown he’s always looked for niches that needed to be filled. “We don’t have a taco Bell, so we serve Tacos; we don’t have a Kentucky fried Chicken, so we have chicken,” Porter said. That first year he had six employees, and he drummed up business by giving kids at school a gift card. “Once I got them there I thought I could keep them,” Porter did. He did, and then some, with exemplary ingredients and exemplary service. Chicken for the tenders is hand cut, steak for the steak and cheese is hand shaved. Pizza dough and sauce is made from scratch, and so is the Michigan sauce. His employees are often former students. “Kids that work hard in school are likely to work hard on the job,” he said. As such, he doesn’t have job application forms — he knows those who apply from first-hand observation. The Wind Chill Factory began life as,

Original Building appropriately enough, an ice cream stand back in the 1950s, run by Charles “Gusher” Smith. It then went through several other incarnations, including an antique store and a television repair shop. When the building came up for sale, Porter was looking for a spot, and the location on 9N just out of town seemed perfect. Porter did much of the necessary renovation work himself, and for better than a decade the old ice cream stand was reincarnated into a popular new ice cream stand. But in 2010 a portable heater caused a fire that destroyed the original building. Porter was light on insurance, but the late Pat Armstrong stepped in and assured the Wind Chill Factory

could be rebuilt for the mount of the policy. “Pat did more for the people of Ticonderoga than you can ever imagine,” Porter said. “And I had a lot of other help along the way too.” Today the Wind Chill Factory’s familiar chalet hops throughout the summer until Columbus Day. The staff has grown to 38 in season to handle the expansive menu and the considerable amount of prep work it takes. It now has five ice cream machines and such varied menu items as buffalo chicken pizza and pulled pork and slaw sandwiches. At the same time he was searching the thesaurus so many years ago, Porter also understood that this new computer thing was here to stay, understanding the need to register catchy domain names before someone else came along and snatched them up. And that is why, today, visitors can peruse the menu, check for hours and get more information at windchillfactory.com. ■
