By Liam O’Donovan denpubs@denpubs.com LAKE GEORGE — The temperatures were mild for mid-November, but donations were red-hot at the fourth annual Lake George Polar Plunge for Special Olympics New York.

"I never believed we'd get this much," said Kaila Horton, who coordinated the Nov. 20 event for Special Olympics. Without all the contributions counted on Monday, this year's plunge into Lake George raised more than $78,000.

Local organizer Bill Toscano said the sum far outpaced the three previous events and exceeded the organizers' most optimistic goal of $75,000. Final results will be available next week, he said.

Even with the plunge concluded, the team title has yet to be decided and won't be definite until all the money is verified. Adventure in Food Trading team of Menands already has $10,184 on the books and TEAM Momentive of Waterford has $9,600.

The top Warren County team team was "Agni Dentati," which raised more than $6,500, including a $1,000 donation from BMI Supply, Inc., of Queensbury.

Eric Guenther, president of Adventure in Food Trading is well ahead and will be the top individual fund-raiser at more than $6,000.

Some plunge participants basked on the beach to soak up sun rays, others frolicked in the water long after the sanctioned plunge ended. The atmosphere was like a party, with plungers cheering, goading each other on, and exchanging high-fives. Prior to the plunge, dozens of swimmers gyrated in a group zumba session led by mentors in bizarre costumes.

The largest team was the 29 plungers led by Lisa Jackoski, whose son Max attends Lake George High School and is a Special Olympian. The Max's Buddies team raised $4,105, which is expected to be the fourth highest

Adirondack Park Agency: Enforcement cases declining

By Jon Alexander denpubs@denpubs.com RAY BROOK — The number of Adirondack Park Agency enforcement cases against property owners is declining, and the agency is crediting better use of technology.

In 2008, the regional zoning authority opened 496 costly enforcement cases against landowners seeking to subdivide their property without APA input.

That number dropped to 467 in 2009 and through October this year, only 392 cases have been launched.

APA spokesman Keith McKeever said the decline in enforce-

ment actions is a result of the agency’s use of subdivision data collected by the state Office of Real Property Services.

“The Office of Real Property Services has a computer system that we have access to so that we see when subdivisions occur,” he said. “We are able to get to people before they move to far along and put in roads and the kinds of land use and development that are expensive.”

The agency has maintained access to the massive ORPS database since 2005.

And with the ORPS data, McKeever said the APA is getting to landowners before development or a violation occurs. Landowners can then apply for an after-the-fact permit before a pricey violation is assessed.

The most common enforcement action at the agency occurs when landowners subdivide property into substandard lots — particularly lots with soil not deemed suitable for septic systems.

And McKeever said another factor in the decline is a greater awareness of APA jurisdiction among landowners and developers.

“People in real estate and development professionals are becoming aware and maybe doing a bit more due diligence to get people in here for jurisdictional determinations,” he said.

But with environmental agencies shouldering a significant share of the state’s budget crisis, other factors could be at play in the decline. APA enforcement staff has only conducted 216 site visits so far in 2010, down from 426 in 2009.

Sen. Little named to Cuomo’s transition team

ALBANY — Governor-elect Andrew Cuomo is welcoming officials from across the political spectrum to his transition team with open arms – if not a big old bear hug.

The Democrat and current attorney general was overwhelmingly elected as New York’s next governor Nov. 2, soundly defeating Tea Party Republican Carl Paladino.

Cuomo began announcing his transition team last week and it appears – on the surface at least – that he’s ready to work with Republicans and Democrats alike to bring New York out of its fiscal crisis.

Two North Country officials – state Sen. Betty Little and Franklin County District Attorney Derek Champagne – have been named to Cuomo’s transition team. Both are Republicans.

Little will serve on Cuomo’s State and Local Government Reform transition committee. She says she’s pleased to lend a hand to the governor-elect.

“Serving on a transition team is an honor,” she said. “As a former locally elected official and having led the Senate Local Government Committee, I look forward to sharing my perspective and adding to the discussion of how best to deal

with the fiscal crisis impacting our state government and our municipalities.”

Meanwhile, Champagne was appointed to Cuomo’s Public Safety transition subcommittee. He’ll also serve on Democratic Attorney General-elect Eric Schneiderman’s transition team.

North Country Assemblywoman Teresa Sayward – a Republican – thinks Cuomo is doing his best to unite a fractured political scene in Albany.

“If you look at the economic development transition team that he’s put together, you’ve got Garry Douglas from the Plattsburgh-North Country Chamber of Commerce and our GOP Assembly leader Brian Kolb,” she said. “Cuomo has tried to reach out and get an assortment of folks, irrespective of their political affiliations.”

Whether or not Cuomo continues to preach bipartisanship after he takes office in January remains to be seen, Sayward says.

“I hope that this is just not eye candy for all of us to see,” she said. “I hope this will be the way he operates when he takes office.”

Cuomo will need Democrats and Republicans to work together come January, as it appears likely that the state Senate will fall into Republican control.

Christmas Cantata to be offered at two venues

BOLTON LANDING — The annual Christmas Cantata presentation by a local ecumenical choir is to be offered in two performances in northern Warren County this next week.

“Canticle of Christmas,” by Tom Fettke and Camp Kirkland, will be performed by a holiday choir at 7 p.m. Saturday, Dec. 4 in Saint Sacrement Episcopal Church in Bolton Landing and at 3 p.m. Sunday, Dec. 5 in the United Methodist Church in Chestertown.

Lenore Simpson is once again directing the choir, assisted by Robert K. Flachbarth on the piano. Al Tolomeo is to provide rhythm on percussion.

The traditional free-will offering collected at the end of the performance will be donated to the After School Program at Saint Sacrement and the Community Share Program located at the United Methodist Church in Chestertown.

All are invited to attend. Light refreshments will be served after the Sunday performance.

First Presbyterian schedules events First Presbyterian Church of Warrensburg will host Rev. Tim Coombs from Scotia in a one-person presentation of Charles Dickens’ "A Christmas Carol" at 6 p.m. Saturday Dec. 11, and all are invited. Refreshments will be available from 5:30 to 6 p.m. and during the intermission of the performance. Donations to cover Rev. Tim's travel expenses will be collected. The church is located at 3 Stewart Farrar Ave. A Christmas program including carol singing and a holiday youth drama will be presented on Sunday Dec. 12 during the 10 a.m. worship service. The choir will lead the congregation in Christmas carols, while the youth of the assembly will provide the acting.

Presbyterian youth group is busy A few months ago Rev. Lucy Harris of the First Presbyterian Church of Warrensburg started a youth group which meets the first and third Wednesday of each month. The group consists of 6-8 teenagers at this time, and more from the community are welcome to join.

The group gives the youth a place to hang out and have fun while exploring spiritual, ethical and philosophical issues, Harris said. Each meeting of the ecumenical group starts with a dinner at 5:30 p.m. that appeals to teens, followed by open discussion. The group is having fun as well as serving the community, we hear. The group recently went on a trip to the Great Escape and on Saturday Dec. 18 they will deliver homemade cookies and sing carols to the seniors at the Countryside Adult Home on Schroon River Rd. A future retreat trip, including a theme entitled The Gospel according to Harry Potter, is now in the planning stages. All are welcome to join in the group — contact Rev. Youth continue charitable works A group of teenagers at St. Cecilia's Catholic

Church participated in a work mission this summer in North Carolina, but their return to a familiar locale hasn’t dimmed their enthusiasm for volunteer work.

Mission organizer Phyllis Welsh reported this week of what they’ve been up to in the last several months.

In September the teenagers and their adult mentors collected and delivered back-toschool clothes for distribution to the local needy by North Country Ministry. During October, the teens observed Make a Difference Day and over twenty youth and adults performed yard and landscape cleanup for various local residents, including the elderly and homebound.

One crew went to Thurman and assisted a resident picking up shingles from around his home. Ten youth also helped the Lang family clean up their yard.

The “Youth on a Mission” group will be collecting gift certificates for Wait House as their Christmas project. On Saturday Dec. 4 they they will be selling soup and hot beverages at a church holiday bazaar to coincide with the Christmas in Warrensburgh fest. The funds from these sales will go toward their 2011 Mission trip to Pittsburgh.

Four young adults — E.J Brown, Kade Hamelin, Jill Bailey and Cindy Viele — spotted her and brought her the the rectory of St. Cecilia's on Main St. Sister Linda Hogan talked to the lady and called the Warren County sheriff ’s office which responded and they determined this lady was Josie's 87year-old mother. The teens get a hearty “Thanks” from Baker and the entire community for guiding the elderly woman to ap-

Complete with Adirondack-style architectural influences, the new building was constructed to replace the deteriorating building which was originally the home to the local Fish & Game Club, which dissolved and donated the structure to the town in the late 1990s.

The afternoon open house drew a crowd to celebrate the spacious, attractive structure that offers stunning views of Edgecomb Pond and surrounding scenery. The building, with a well-equipped kitchen and upscale amenities, is set on 22 acres of property. The new facility, now known as Conservation Park, features a spacious patio with waterside benches — plus a trail along the pond.

Former Bolton Supervisor Kathleen Simmes was a leader in the 10-year effort to reconstruct the building. She said Monday she was very pleased with the outcome, and that local citizens love it — already five parties are planned to occur at the facility over the next several weeks.

“The new Conservation Park building has

beautiful architecture — it’s spacious and functional — and with its Adirondack theme, it lends itself to its surroundings,” she said. “For years, I’ve thought it’s needed in the community.”

Others who volunteered their time and talent to make the Conservation Park a reality include: Kevin Kershaw, Barry Kincaid, Richard Horsch, Susan Wilson, Jack Robinson, David Greene, Jack Hall, Myrna Oatman and Rich Simmes.

Holiday art show set for next weekend Local painters, photographers and artists will be conducting a holiday show and sale 11 a.m. to 4 p.m. Saturday Dec. 4 and Sunday Dec. 5 in the Bolton Town Hall. Author Jodi Auborn will be on hand to sign copies of her adventure novel, "Stormwind of the North Country." Written for young adults, the book has appeal for older readers, too.

Door prizes and refreshments will be offered. Admission is free for either day.

Bolton Central computer labs reopen to public BOLTON LANDING — Bolton Central School’s computer labs, complete with a variety of available peripherals and programs, are again open to the public for one session per week.

The computers are open to the community from 6 to 8 p.m. on Mondays through May 23. The computer labs are located on the second floor in Room 240 and on the first floor in Room 106. They will be used alternately so that the Computer Lab nights can serve both students and Bolton community members, Bolton’s business education teacher William Green said.

Bolton High School students work on projects in one of the school’s computer labs. The facilities are now open to the public one night per week, and a wide variety of peripherals and software will be available for use. The sessions are to be overseen by BCS business education teachers, who will be available to give instruction on a variety of applications.

"The public computer lab time was very successful last year," he said. "Community members were eager to learn computer basics and students took advantage of more computer lab time to finish school projects."

The lab will be supervised alternately by Green and Jennifer Trowbridge, both business/computer education teachers at Bolton. They will be available to assist with computer software, hardware and Internet questions. Instruction will also available for those interested in learning new techniques or programs.

•100 Years Ago – November, 1910• Hill View doctor killed While driving the night of Nov. 18 1910 to the home of a patient in his hometown, Dr. C.B. Stiles of Hill View (now known as Diamond Point) guided his horse over a steep embankment in the dark and was thrown from his carriage on to the macadamized state road, striking his head and fracturing his skull.

Dr. Stiles was on his way home from a call to visit a patient at Flat Rock and attempted to stop at the home of Edward Norton to see another patient on his way. To reach this place he was obliged to leave the state road. In the darkness it was impossible to see the outlines of the road and he guided his horse over an embankment near the Henry George place. He was taken to his home by rescuers where he remained in a comatose state until he died of his grievous injury the next morning. Dr. Stiles was highly esteemed by all who knew him.

Plane dropped, pilot died in front of fans Word has been received that world famous daredevil Ralph Johnstone was fatally injured by a drop of 800 feet in his biplane at Overland Park in Denver, Co. He tried to remove his helmet after he struck the earth, gave a few short gasps and expired. From the time Johnstone lost control of the machine until it struck the ground it turned three complete somersaults.

Police lifted the motor which pinned him to the ground and struggled to hold back fiendish fans in the crowd and to prevent them from tearing bits and pieces from the wreckage to carry away as souvenirs.

Only recently in the Belmont Park tournament, Johnstone broke the world’s altitude record in an ascent of 9,714 feet.

Adirondack woodsman looks north Harry V. Radford, a well known Adirondack woodsman and a member of the Brown’s Tract Guides Association, has just returned home to civilization after 14 months in the wilds of Northern Canada. He is now preparing to penetrate the north on a three years’ journey that will carry him to the northernmost edge of the continent.

About 3,000 pounds of clothing, ammunition and food

have been shipped to his new headquarters on the Slave River near the northern border of Alberta, Canada.

Last winter, for scientific purposes, he killed the largest wood bison known in the records of natural history.

Vigilantes girdle prized shade trees The village of Lake George was a hotbed of indignation when it was discovered the Monday morning Nov. 21, 1910, that sometime during the night the line of fine Maple shade trees just off the center of the main street,\ in front of the Lake House property, had been girdled and were most probably ruined.

Little evidence has led to the discovery of the perpetrators of the foul deed. The work was done evidently by at least two persons, one of whom used a sharp axe. No noise was detected in the night but at three o’clock in the morning chopping was heard by residents who didn’t bother to investigate.

Recently an ongoing controversy has been going on among residents about weather the trees should stay or be eliminated but most villagers wanted them to be left alone.

An attempt has been made using an application of wax, rosin, oil and tar to save the trees but they are not expected to survive through next summer.

A purse of five hundred dollars has been raised in the village as a reward for information that will led to the arrest and conviction of the vandals who are responsible for this dastardly deed.

Town board struggles over $3,457 budget The Warrensburgh Town Board has set aside $300 in the town budget for snow removal and miscellaneous expenses for the coming winter. It is a major concern to them that the town is indebted at a major sum of $939.60.

Supervisor Alfred J. Pitcher receives a salary of $140.06 per year and receives an additional $18 per year for serving on the Town Board. The largest town expenditure is the salary of the Superintendent of Highways who receives $425.00 a year.

The total budget for 1910, which included the indebtedness, was $3,457. Supervisor Pitcher is a member of the Equalization Committee of the Warren County Board of Supervisors who are meeting daily at Lake George and a long term is expected with plenty of hard work as many matters are to be considered.

• In a plea bargain, Andrea L. Gillingham of Burdick Ave. in Warrensburg pled Guilty to second-degree Harassment in lieu of a charge of third-degree Assault. She had been arrested following an incident at Bill’s Diner. A witness had reported that Gillingham, a cook at the diner, threw items out of the diner’s refrigerator onto the floor and a female co-worker told her to stop. Gillingham them pushed the woman against a hot cookstove and sink, then grabbed her and put her into a headlock, according to the witness. Police said Gillingham’s mother then pulled her off the victim.

Gillingham was sentenced to a Conditional Discharge and a fine and surcharge totalling $225. An order of protection was issued and she was ordered to attend an anger management course.

• Joshua J. Murphy, 28, of Friends Lake Rd., Chestertown pled Guilty to Driving While Ability Impaired, a Misdemeanor, based on an Oct. 30 road rage incident involving another vehicle at 2:32 a.m. on River St. in Warrensburg, according to police. Murphy was Sentenced to a Conditional Discharge, a fine and surcharge totalling $745, his license was suspended for 90 days, and he was ordered to attend a Victim Impact Panel session.

Originally, Murphy was also charged with Reckless Driving, driving with an blood-alcohol level of more than 0.08 percent, speeding in a zone, and moving unsafely from a lane. A breath test had measured Murphy’s blood-alcohol level at 0.15 percent and he had an open container of alcohol in the car. Judge Nissen determined Murphy was exempt from a requirement to install an ignition interlock device.

• The Case of Christopher M. Daley, 39, of 3875 Main St. was adjourned to Jan. 5. He is accused of third-degree Aggravated Unlicensed Operation, based on a traffic stop 11:24 a.m. Oct. 30.

• Adjourned to Dec. 8 were the cases of David Amiano, Eugene Barnaby, Lynn Bennett, Jamie Durham, Kade Hamblin, John Kindred, Joshua Lylyk, Michael Masonius, Amy Mears, Jennifer Murphy, Bradley Persons, Kelly Rafferty, James Straight, William Szabo and Sadie Wells. Adjourned to Jan. 5 was the case of Patrick Cobb. The case of Maria Natale was dismissed.

Nov. 3 — Judge Mindy Fisk presiding • Carl LeClerc, 35, of Dorion, Quebec, Canada was arraigned on a charge of speeding 96 m.p.h. in a 65 m.p.h. zone at 3:43 p.m. Oct. 24 on I-87 Northway. His case was adjourned to Dec. 15.

• Manuel F. Castro, 16, of South Johnsburg Rd., Warrensburg, was arraigned on a charge of second-degree Harassment based on an October incident. Police said Castro threatened a boy that he was “going to kick (his rear).” Police said Castro also told the boy “when you see me in the hall, you’re going to be hurting.” Castro was granted an adjournment in contemplation of dismissal and he was sentenced to 20 hours of community service, and an order of protection was issued to protect the victim.

• A hearing was held on case in which Ann Moschera of Lake George sought the eviction of Rose Marie Torres from her residence at 11 Hudson St. Apt. 2 in Warrensburg. The request was based on failure to pay two months’ rent. Judge Fisk granted an eviction as well as a judgement of $1,420.

News roundabout It was 8 degrees above zero on Nov. 22, 1910. Ponds are all frozen over including Loon Lake. The severe cold of the past few days is causing much trouble for persons using row boats on the Hudson River which is filled with floating ice. A severe epidemic of the grippe is sweeping over East Thurman and nearly everyone is affected.

Charles Waddell of Wevertown has come from his work at Cold River waiting for sleighing to begin log drawing on the jobs under his supervision. In Chestertown they are blasting rock out of the creek so as to float logs this winter.

Horse clipping is the order of the day as road horses do much better when clipped. Orlin Needham is drawing hay from Athol to Lake George for Silas Tucker.

In North Creek, Harry Carr has his new house ready for plastering. That makes five new houses built there this season. Cashier Martin and Harry Liddle moved the bank furniture on Nov. 25, 1910 into the new bank building.

In Bolton Landing the frame work on Orlin Vandenburgh’s barn is now up. Mrs. Stewart Fuller of West Bolton, while washing clothes, broke a sewing needle off in her hand which had to be cut out by Dr. Goodman of Warrensburgh. I.S. Smith, who has been very ill, died Nov. 12, 1910 in Pottersville. He leaves a widow and five children.

A bright little baby girl arrived on Nov. 5, 1910 at the home of Clarence Brown in Athol. The next day a baby boy arrived in the same town at the home of Clayton V. Kenyon. A 7-pound boy arrived Nov. 18 1910 at the home of Ted Bump in Adirondack.

Claude C. Potter and Miss Nellie May Alger, both of Chestertown, were married by the Rev. S.C. Fox on Nov. 22, 1910 at Fair View Cottage, Warrensburgh. Truman H. Smith has bought a lot here in town.

The new state road in Minerva is like a city boulevard on Sundays with automobiles, buggies and people on foot trying the pleasures of such a fine thoroughfare.

Doctors advise that plenty of fresh air, sleeping outdoors in winter weather and a plain, nourishing diet are all good and helpful to help cure tuberculosis, the dread disease of mankind.

InBrief Holiday concert to include handbells GLENS FALLS — The choral group Adirondack Voices will present its annual holiday concert at 7:30 p.m. Tuesday Dec. 7 at Christ Church United Methodist, 54 Bay St. Under the direction of Penny Schiek, the chorus consists of about 70 voices. This year ’s concert is titled, “Songs of Winter,” and will consist of not only holiday favorites, but also non-holiday music with a winter theme. Joining the Adirondack Voices for several selections will be members of the Glens Falls Symphony Children’s Chorus, under the direction of Carol Ann Elze-Sussdorf. Another addition to the concert will be songs played by the Bells of Shalom handbell choir, also directed by Penny Schiek.

Schiek is the vocal music director at Queensbury High School. Accompanying the concert on piano will be Carol Ann Elze-Sussdorf.

Now, Republicans are hoping that two unresolved races swing their way and give them instant influence in the chamber.

Fresh off his unanimous re-election as Assembly Minority Leader, Brian Kolb told Susan Arbetter of the Capitol Press Room Tuesday that the amount of influence the G.O.P. will wield in the Assembly has yet to be decided.

“In terms of our total head count, it’s going to be somewhere between 49 and 51 members. If we get to 51, that breaks the supermajority, which I think is good for public policy. It adds more divergent points of view in the committees and on the floor. I think it’s all good.”

Republicans are feeling confident about the currently too-close-to-call re-election bid of Westchester ’s Bob Castelli. The GOP incumbent currently leads his Democratic challenger Tom Roach by over 100 votes.

In the 100th Assembly District, Democratic incumbent Frank Skartados leads Republican Tom Kirwin by about 300 votes. Republicans see Kirwin’s race as the deciding factor as to whether or not they breach the Democratic domination of the floor.

But either way, Assemblywoman Teresa Sayward said because of the big Republican gains in Assembly elections, the GOP is likely to possess significantly more influence in the coming session.

“In order to fit all of our new members in, the Speaker is going to have to shuffle his

committees around,” she said. “Democrats will be pulled off of committees they have sat on before and that’s not going to sit too well.”

And she has some evidence that Speaker Sheldon Silver could have a tough time keeping his rank-and-file from rebelling.

“I’m holding a letter in my hand from Mark Schroeder from Buffalo. He’s a Democrat and his letter basically says I can’t support you anymore,” she said. “He’s (Silver) going to have to hold it all together and I’m not sure he can do it.”

Even if the GOP doesn’t gain the other two seats, the 49-member conference would be at its largest in years.

While unseating seven Democrats and winning a vacant seat, Republicans also successfully defended nine seats held by retiring members.

Assembly Republicans are having a hard time hiding their excitement over the victories, especially considering they were outspent by Democrats by more than three-toone.

“Every time we’d pick up the phone — when Brian asked us to try and find money — people would say, ‘I’m giving my money to the Senate. We need to take back the Senate,’” she said. “That’s fine. It’s not a bad thing because we needed the Senate in Republican control to have balance in Albany.

But we were behind the eight ball all the way.”

In the Senate, Republicans are waiting for re-canvassing and absentee counts to find out if they indeed took control of the state’s upper house.

Alana Kilcullen named Rotary Student of the Month BRANT LAKE — The Chestertown Rotary Student of the Month for September is Alana Kilcullen. Alana is the daughter of Mark and Nadine Kilcullen of Brant Lake, and is a young woman with specific goals, aspirations and the drive and ability to achieve them. Alana’s focus, diligence and willingness to do whatever is required to excel are noteworthy. Alana is a senior at North Warren.

A National Honor Student, Alana has provided many contributions to the North Warren girl’s basketball and tennis teams each year while in high school. Alana has been an integral part of the chorus and newspaper club. Her musical talents have placed her in NYSSMA and CASMA auditions for the past four years. She has also graced the North Warren stage in multiple drama productions, including “Anything Goes” in 10th grade. In her free time, Alana has also pursued tap and ballet dance lessons and

recitals throughout her high school experience, and since the time she was 7-years-old.

Her natural ability in academics has resulted in a significant list of “most outstanding” academic awards in the areas of Spanish, English, Global Studies, Science and more. Her character, dependability and loyalty resulted in her nomination for the 2010 Empire Girl’s State conference, representing North Warren, as well as election as Class of 2011 president for two years running. Involvement in her community has been reflected in her participation for the American Red Cross, Dollars for Scholars, Girl Scouts and helping to provide annual community Thanksgiving Dinners.

When not involved with her many structured activities, Alana enjoys reading, spending time outdoors camping, hiking, kayaking and snowmobiling. Alana’s goal is to pursue a degree of secondary education in mathematics, with a minor in English.

There was a second team from Lake George High School, as well as teams from many other high schools and colleges. The Saratoga Women’s Rugby team was among the most enthusiastic.

Many plungers wore creative and fanciful costumes for their scampering in the cold waters.

Jennifer Melchert of Queensbury, on the Angi Dentati team, plunged into the water garbed in a 14th century linen gown she made herself. Another plunger was costumed as Luigi from the Mario Brothers video game. There were women in tutus, a man dressed in women's clothing and at least one princess.

Special Olympics New York provides the opportunity for 49,000 intellectually challenged athletes to compete in a wide variety of sports. Special Olympics officials estimate it costs $400 per athlete per season. Saturday's plunge was one of 12 taking place across the state over the next several months.

The Shepard Cove restaurant was a sponsor for the third straight year and opened fora special "Icebreaker" party the night before the plunge and was open all day for the event.

The Adirondack Pilot program is a model of health care that emphasizes primary care and enhances coordination with medical specialists. Health-care officials say it is an innovative approach to improve the quality of health care and hold down costs.

Most primary care health care providers in the Adirondack Region are participating, including all 13 of Hudson Headwaters’ health centers. Key organizers have been Adirondack Medical Center in Saranac Lake, CVPH in Plattsburgh, as well as Hudson Headwaters.

Hudson Headwaters CEO Dr. John Rugge hailed the announcement of new federal government support.

“We are elated,” Rugge said Friday. “In effect, with seven others across the nation, we have won the competition to redesign primary care to make our services as effective as possible. This selection by Medicare represents a huge source of support and vote of confidence in us.”

Until now, seven payers including Medicaid, the Empire Plan for state employees and the five leading private insurers, have been participating in the Pilot. These payers provide additional reimbursement to primary care doctors in return for new, expanded services including same-day appointments, health education and enhanced coordination of care.

The announcement from Washington means that Medicare will join the Pilot to support the additional payments and new services for seniors.

“Our success with the Pilot program builds on years and years of dedicated local support to obtain this kind of matching effort from Washington,” said Dr. William O’Dwyer, chairman of the board of Hudson Headwaters. “Now we are national leaders in primary care for sure.”

In announcing the award, U.S. Sen. Charles Schumer said the Adirondack Home Pilot program combats the number-one problem nationally with health care — that waste, duplication and lack of coordination in services means the cost doesn’t always match the service.

“The Adirondack Region Medical Home has been recognized as an innovator that will change how our health care system works – putting patients first,” Schumer said, noting that the Pilot will test payment methods that could lead the way to cost-saving changes nationwide.

Medicare’s demonstration project will provide an additional $3 million in support to primary care providers participating in the Pilot, and it will help to recruit and retain physicians.

Rugge said Friday that Hudson Headwaters and the other entities in the Pilot were appreciative of the new financial support and endorsements.

“We thank Sen.
