Commissioner Leilani Crafts Ulrich, of Old Forge, began her first meeting as chairwoman on Nov. 17. She was appointed by Gov. Andrew Cuomo on Nov. 9 to replace Curt Stiles, who retired as commissioner and chairman during the summer. CONTINUED ON PAGE 16
