With a $3.2 billion shortfall looming and political battles erupting over the budget, 2009 was a troubled year for a financially strapped New York State. And if New Yorkers expect things to get any better when 2010 arrives, they should think again.

No doubt, there’s trouble ahead.

State politics will ring in the New Year with a flurry of lawsuits from school districts and special interest groups who claim Gov. David Paterson broke the law when he unilaterally froze and slashed state aid payments in December.

Stewart’s From page 1 extends from Elm to Main St. along the northern side of Stewart Farrar Ave. The property includes the former U.S. Post office, which HHHN has used for 15 years or so as a billing operations office for their 11 health centers.

The rest of the land is now used primarily for parking.

The purchase contract is contingent on a zoning change, which would be a decision of the town board.

Some residents have already expressed opposition to the proposed development, noting that the store would mean yet another new commercial operation in a historic district, and invade a residential neighborhood, creating problems with traffic, litter, noise and fumes.

But Lewis responded that such problems would be minimal and that the new Stewart’s store would be an asset to the town.

The HHHN billing office would be demolished to make way for a new Stewart’s store, built with Adirondack-style architecture, plus a multipump fueling island set nearer Main St. than the store. The space on the property, Lewis said, may allow an additional office building to be included in the plaza.

Lewis said changing locations and building a new store

was undertaken to allow for better on-site traffic flow and a more accommodating experience for customers. The proposed site is about double the size of the existing store’s site.

“Anyone who has been in our existing parking lot knows how difficult internal circulation is — and with this new development, we’d completely alleviate those problems,” he said. “At this point, we want to invest in improving our locations.”

It’s no secret that parking at the existing Stewart's store has been frustrating, as customers’ cars are routinely wedged in between the store and other motorists filling their tanks at the gas pumps.

Nearly two years ago, Stewart’s had planned to buy the Potter ’s Diner property next door to their existing store on lower Main Street to accommodate a new store and fuel island.

Stewart’s had signed a purchase contract with the presumed owner, Virginia DeFranco, but after a legal wrangling between her and Potter ’s Diner operator Rena Morehouse, Morehouse ended up selling the property to Toney Properties LLC, a partnership headed up by Jack Toney, for $157,990 this fall and Morehouse signed a twoyear lease to operate the diner, which is now out of business.

art’s for $500,000, a price that Lewis said was far too high.

“The property off Stewart Farrar is much more desirable, considering its size and location,“ he said. “It will accommodate vehicles towing boats and trailers, and the lot is large enough to have more pumps, adequate parking, good traffic circulation and landscaping — the parking area is substantially better too.”

A zoning change would be needed because a rectangular portion of the property on the intersection of Elm and Stewart Farrar is zoned Professional Multi-Family — which doesn’t allow busy retail operations — while the rest of the plot is Hamlet Commercial, which would allow the store.

HHHN founder Dr. John Rugge said he hopes the zoning change is approved soon.

“In my view, this is a winwin situation — the town gets a much nicer Stewart’s in the middle of town in a hightoned professional setting,” he said.

Rugge said the sale of the property would put the property back on the tax roll, and it would mean additional revenue for the town government, considering the new construction.

from property taxes, although HHHN makes a payment in lieu of taxes and provides dozens of local solid jobs.

Eileen Frasier, owner of Seasons Bed & Breakfast just south of Emerson House, said that putting one plot back on the tax roll doesn’t offset the potential loss of property value of neighboring businesses and homes if the new Stewart’s were located there.

“This proposed convenience store would encroach in a historic district and a residential area,” she said. “Besides, there are already three gas stations within four blocks of each other, and two others nearby. Also, nobody wants to buy a house across from a gas station.”

She said her guests at her enterprise would be bothered from gas fumes, and the area would be blighted with litter, traffic, noise and light pollution.

“My guests come here because it’s serene, it’s historic and charming, and in the center of town,” she said.

Frasier said the store would prompt additional traffic congestion at the intersection of Main and Stewart Farrar Ave. “Route 9 is already congested with traffic moving north, and there will be backups with so many extra left-hand turns at the intersection,” she said.

“We’ll be very sensitive to neighbors,” he said. “our studies show that 80 percent of our business is ‘bypass traffic’ and we don’t generate more congestion on the public roads.”

Lewis said his company would use landscaping and natural screening as appropriate with the neighbors in mind. He also said that exterior lighting would not be intrusive, and it would be focused downward to minimize glare — unlike other convenience stores with fuel islands.

But Emerson Bed & Breakfast owner Faith Buck said she was concerned about the likely additional all-hours activity near her enterprise. Noting that Stewart’s stores close late at night and open early in the

morning, she said she’d be fighting a zoning change.

“We don’t need people congregating across the street at all hours of the day and night — I'm absolutely against the proposal,” she said. “This doesn’t add to the community, it detracts from it.”

Frasier and Buck both questioned whether selling beer that close to a church would be legal. Lewis said late Tuesday that he checked with state authorities, and it was indeed legal — Grand Union now sells beer adjacent to the First Baptist Church, he observed.

Warrensburg Town Board member John Alexander said he supported Stewart’s expansion at the present site, where the commercial traffic is routine and accepted.

He said he fully supported preserving the historic character of Warrensburg, which includes the integrity of its gracious residential neighborhoods.

He also questioned whether the additional vehicle traffic around the store would interfere with children getting to and from the local elementary school — two blocks away, and Richard Library, which would be right across Elm St. “I campaigned supporting Stewart’s expansion at their present site,” he said. “I’m hoping they can go back and renegotiate to purchase the Potter’s Diner property.”

Skiing ticket raffle to benefit area’s needy

WARRENSBURG — North Country Ministry, based in Warrensburg, Lake George and Johnsburg, is now selling raffle tickets for for a 2010-11 season pass to Gore Mountain Ski Center as a charity fundraiser.

Raffle tickets are now available at many stores and other locations in North Creek and Lake George.

The tickets are $5 each or 5 for $20, offering chances at a not only the ski passes, but three other prizes — an overnight at Copperfield Inn and ski lift tickets; a lady's ski outfit including jacket, helmet and goggles; and a $25 gift certificate to Common Roots and Gore Ski shop. School board seeks citizens’ input on budget

WARRENSBURG — The Warrensburg Central School District Board of Education is now seeking community residents to serve on the Citizens’ Budget Advisory Council as the board develops the 2010-11 school budget.

Committee members should desire to actively participate in the budget process and attend all budget committee meetings, school officials said.

HHHN jobs moving from Warrensburg

By Thom Randall thom@denpubs.com WARRENSBURG — Computerization and consolidation of medical billing operations at Hudson Headwater Health Network means that soon several such administrative jobs are moving from Warrensburg to Queensbury, HHHN founder Dr. John Rugge said Monday.

For 15 years, HHHN’s administrative building on Stewart Farrar Ave. in Warrensburg has hosted the medical billing operations for the chain’s 12 health centers in the Adirondack region.

But recent upgrades to computerization and streamlining of medical reimbursement have cut the jobs to about 8 or 12, and these positions are to be moved by April to Queensbury, Rugge said.

Some of the billing functions, however, will be undertaken locally by the staff at the main downtown building of HHHN’s Warrensburg Health Center, he said.

“There will be almost no net loss in jobs,” Rugge said, adding that HHHN employees have been offered positions at the new sites. “We remain committed to Warrensburg as our referral hub for all our northern health centers. “ Hudson Headwaters is now seeking to sell its billing office property on Stewart Farrar Ave. to Stewart’s

Shoppes as the site of a new convenience store, and this sale is contingent on a zoning change.

Whether or not the sale is consummated, the billing work will move — most of it to the organization’s relatively new administrative headquarters on Carey Rd. in Queensbury, Rugge said.

Revenue from the pending sale of the Stewart Farrar property, Rugge said, would likely allow HHHN to build an expansion on their main Warrensburg Health Center building and add new jobs.

Under this plan, HHHN’s

Women’s Care, Pediatrics and Behavioral Health services would be relocated or expanded in the main building with an addition constructed in the rear, he said.

Warrensburg Health Center remains a hub of HHHN, Rugge said, because of its extended hours, x-ray, mammography, and ultrasound technology, women’s health care, pediatrics, urgent care, dentistry, pharmacy, and behavioral health services.

“We’re looking toward continuing to grow and meet increasing medical needs, and this is a way of building

more care in Warrensburg for people all over the North County,” Rugge said.

Local government’s critics offer advice for new administration thom@denpubs.com LAKE GEORGE — At the final town board meeting of 2009 — and the last of retiring Supervisor Lou Tessier’s lengthy tenure leading local government — several residents offered their own visions of the town’s future.

Among those challenging the local government to take a new direction was Lake George resident Joanne Gavin, who has been critical of the town government’s conduct, which at times has been autocratic, according to critics.

Prefacing her remarks with a salutation to Tessier to enjoy his retirement in good health, she detailed things that needed to change.

The town government, she said, needed to reform and put an end to secrecy and retribution from those in power toward citizens with opposing views.

She said that such attitudes

curtailed good decision-making and alienated citizens.

“Treat the entire constituency with respect — Eliminate the name-calling,” she said.

It is far more important, she said, for the public to openly discuss and debate vital development, environmental and community issues at board meetings than hear reports at about light bulbs that needed replacement.

“We need to be heard so we can all work together to improve this community,” she said, noting she was speaking on behalf of the Lake George Citizens Group.

Gavin added that comprehensive accurate meeting minutes should be taken that properly reflect the debates and problems that do surface. She also said that all residents should be treated equally, calling for ceasing the practice of favoritism in issuing land-use variances.

“The laws and codes must be followed,” she said. “The bad development must stop.”

Gavin challenged incoming Supervisor Frank McCoy to make changes towards more open, responsive government, and to realize that that’s what the public was demanding through their heavy votes in November for alternative political candidates Dennis Dickinson, Marisa Muratori and George McGowan.

“This was a huge message to all of you,” she said to the town board. “Are you listening now?

People are concerned.”

She said that her group would continue to work toward their goals.

“A government that is responsive to its constituents is far more effective than what we have had over a number of years!”

Town resident Dave Redpath echoed many of Gavin’s opinions.

He also called for more respect of those who had differing opinions and for a government that responds to the inquiries and needs of its citizens.

He also said that town gov-

ernment should provide clear, detailed budgets, and not just spreadsheets with expenditures and receipts identified only with code numbers.

“We are looking for transparency,” he said.

He also said that government should only take up particular functions if truly needed, only if the private sector couldn’t accomplish it on its own.

He noted that the controversial town project to reconstruct aging Gaslight Village buildings should have been preceded with analysis, debate, a comprehensive business plan and with consent of the public.

Redpath also wished Tessier well in his retirement and offered a remark to the incoming supervisor.

“Frank McCoy, good luck, your stakeholders will be watching,” he said.

“You need to get a handle on what’s going on with these development projects and planning review,” he said. “There

Rookie town chief says he’s comfortable in new role

By Thom Randall thom@denpubs.com LAKE GEORGE — For 26 years, Lou Tessier — a strong-willed and often controversial politician — has presided over town board meetings as Lake George supervisor.

Monday night, his understudy and successor Frank McCoy wielded the gavel and called the shots for the first time.

After his initial meeting, McCoy said he had recently lost some sleep over the new role, but now he was comfortable reading resolutions and calling for votes.

“I’m not as nervous as I thought I’d be, after 19 years of town meetings,” he said, referring to his service on various town boards. “I must have picked up stuff by osmosis — all the words rolled off my tongue as I got going.”

The lack of Tessier at the town’s organizational meeting Monday wasn’t the only change in routine.

The board decided to switch its liability insurance — traditionally issued to McPhillips Insurance of Glens Falls — to a competing firm Jaeger & Flynn Associates, also of Glens Falls.

Last year was Goutos’ first Polar Plunge, and he made a mistake by wearing no shoes. This year, he was wearing flip-flops, which he said helped his feet from getting numb in the snow.

Hopper looked at Goutos’ red feet.

“I enjoy doing crazy stuff,” he said.

Minutes later, at the sound of a clanging cowbell, hundreds of people among a crowd of 2,000 or more ran into the water — some for a brief frolic, others diving underwater to really savor the frigid experience.

Many of the Polar swimmers wore zany attire — gladiator outfits, clown suits, fright wigs, plaid kilts, and one man, a coconut bra. A substantial number of them ran into the lake balancing plastic cups of beer.

Holly Klein of the Albany Running Exchange shivered as she stood near the water, her pink bathrobe covering a psychedelic-pattered one-piece swimsuit.

“All I can say is Brrrrr, she said to her friend Keith. We’ll be enrolled in therapy tomorrow.”

Nearby, Cassy Jane Werking, 18 of East Greenbush, stood — without shivering — in her bikini as water ran in rivulets down her body.

“This is the best memory of the whole year,” she said.

The move to Jaeger & Flynn saved $7,000 in annual premium, bringing the cost down to about $63,000, while providing more comprehensive coverage — $12 million per occurrence rather than about $8 million, McCoy said.

“McPhillips has been great, but it was our fiduciary responsibility to put it out for bid,” he said. “And we were pleasantly surprised with the results.”

Upcoming meetings in January now under consideration include a meeting on the possibility of extending sewer mains up Rte. 9 from the village, streetscape planning and beautification efforts at the entrances to town, McCoy said.

Monday’s meeting offered McCoy and the board a breather from the bevy of government critics who routinely have been showing up to air their concerns. Only one local citizen showed up for Monday’s organizational meeting.

The next town board meeting is set for Monday Jan. 11, and McCoy said he expected to take whatever occurs in stride, considering his performance Monday with the gavel.

“I’m cleansing myself from politics,” he said. It’s a new year.”

Unlike many who ran out seconds later, Ellen McDermott of Chestertown ran far into the lake and dove in and savored the experience before she came back out.

“I don’t know why I did this, but it’s so much fun,” she said. “But it’s a lot more intense than I thought it would be.”

Her husband Jim watched her wrap in both a towel and a blanket as the cold water trickled out of her hair.

“This is insane,” he said. “You couldn’t pay me enough to do it.”

Their adult son Ryan, garbed in an insulated polar vest, agreed with his father.

“She’s got more guts than I do,” he quipped.

“It’s actually refreshing,” Ellen retorted.

A trio of WNYT-13 television newscasters — Benita Zahn, Dan Bazile and Tim Drawbridge — were among those participating in the courageous swimming ceremony.

“Omigod, it’s soooooo cold,” Dan Bazile said while he was wringing water out of his T-shirt, a moment after he dashed out of the lake. “It was like hitting ice when I dove in.”

“It’s exhilarating, I’d do it again,” Zahn replied, cold water trickling down her face from her hair. “For 10 years I’ve wanted to do this!”

Bazile’s wife Doreen challenged him to take the frigid swim, and he, Drawbridge and Zahn had decided on the spur of the moment to try it out, Zahn said.

Zahn quipped that through the frigid swim, she was connecting with her Russian-Polish ancestry, famous for their Polar Bear swimming routines.

Twenty-something Erin Clune of Seattle looked at her ruddy toes. Visiting her relatives in Waterford, she joined them in their frigid swim in Lake George.

“I’m slowly getting the feeling back in my toes,” she said. “But this has been a nice family affair, really.”

•100 Years Ago – January, 1910• Motorcar exhaust: a remedy?

The predicted cold wave and blizzard from Alaska has arrived in Warrensburgh. The county roads are badly drifted. The Adirondack Hotel (now Rite Aid location) registered 25 degrees below zero on Jan. 3, 1910 and than 35 degrees above zero on Jan. 6, 1910, a difference of 60 degrees.

F.M. Harrington, the iceman, lost a horse when the animal broke through the ice on Bond’s Pond (now Echo Lake) and drowned.

The dance at the Chester House (corner of Main and Thieriot streets, Chestertown) on New Year’s Eve was a grand success as 55 people were present. At midnight a fine supper was served and dancing was kept up until 5 a..m.

Recap of 1909 in world news By far, the greatest event of 1909 was the “discovery” of the North Pole. On Sept. 1, 1909 Dr. Frederick A. Cook came out of the north and announced that he had reached the goal on April 21, 1908. Six days later, Commander Robert Edwin Peary emerged with the news he had made the discovery on April 6, 1909.

Peary’s papers were approved by the National Geographic Society. Doubt was expressed as to Cook’s claims.

(Note…The bitter controversy as to which man had first reached the pole divided America. Cook’s case began to collapse when the testimony of his two Eskimo companions cast doubt on his claim, dishonoring him. There was, however, no real evidence that Peary, known for his slack navigation, ever got as far as the North Pole either but, given the benefit of the doubt, he was later awarded 22 gold medals and was made a rear-admiral. He died in 1920. A report was published in 1989 by the National Geographic Society producing new evidence in support of Peary’s claim.)

Broken marriage, a life destroyed Despondent over family difficulties, Warren Woodard, 50, was found dead in his bed, Jan. 14, 1910, in the town of Minerva, two miles above North River. His life was taken by the use of strychnine.

About a month ago Woodard had a serious quarrel with his wife and she left with another woman for a sleigh ride regardless of her husband’s protestations. Upon her return, another violent argument ensued with her husband who had an ungovernable temper and in the altercation he broke two of her ribs. She had him arrested and a hearing was held at Minerva where he was bound over for the grand jury and released on bail.

Woodard than made arrangements to board at the Ordway Hotel while his wife stayed at the home of Mrs. Charles Davis.

One day, under the pretext of fetching a rope for work at the hotel, he went back to his home. When he did not return to the hotel, Charles Cassidy was sent to look for him and found him dead with some of the poison still at his bedside. The separation from his wife caused him to be more and more despondent and driven

Woodard left three letters and the one to his wife was folded over his heart with his hands crossed over it. Internment was in the North River rural cemetery.

Death overtakes workman Norman Scryver, 70, of The Glen, died suddenly of heart disease on Jan. 3, 1910 in Warrensburgh. He came to the village to deliver a load of wood to Rev. J.D. Russell. As he was driving into the yard Rev. Russell saw him fall over on his load. Some men near by came to his assistance but he was dead before they reached him. The remains were taken to J.A. Woodward’s undertaking rooms in town and his son in Johnsburgh was notified.

The funeral was held three days later at the Church of the Holy Cross with Rev. G.H. Purdy officiating. Scryver leaves a widow, two daughters and two sons, Fred Scryver and Charles Wilcox to mourn his loss.

News roundabout Warrensburgh is the geographical center of Warren County and with the exception of Glens Falls, its most important town.

Four hundred people have died in this area in the past ten years from the “Great White Plague” (tuberculosis).

The new road over Tongue Mountain has been opened to the public. A telephone has been placed in D.E. Pasco’s store in Lewisville. (Note…the store is now Curtis Lumber Company on River Street , Warrensburg.)

Operations of the Schroon River Pulp and Paper Mill in Burnhamville are almost entirely suspended on account of low water, putting a lot of men out of work.

Charles Frasier, of North Creek and Miss Susan Moore, of Bakers Mills were married Jan. 1, 1910 at the Wesleyan Church in Bakers Mills.

Pupils of the Warrensburgh High School will present the drama, “Tony The Convict” at Music Hall (corner of Main and Adirondack streets) to help defray the expenses on a trip to Washington D.C. in the spring.

Adoniram Hayes has sold his farm on Putney Hill (off Alden Avenue ) to his father, Adoniram Hayes and bought what is known as the Hembuck Hill lot in South Warrensburgh .

Alexander T. Pasco, who is living in the happy twilight of a busy life, quietly passed his 84th birthday Jan. 14, 1910. He is a checker player who has never met his match. (Note… Pasco ’s home and harness shop was located two lots north of the present Glens Falls National Bank, Warrensburg. It was later owned by his children, Emerald and Pearl Pasco. The building was torn down in the early 1960’s.)

Charley Mosher of Chestertown has a very fine two-seated sleigh he bought from the Griffin and Leland Co., Glens Falls, and it adds much to his livery. reckless government spending on items that government shouldn't be involved in, being overly generous in union negotiations — the list goes on and on. No matter, here we are!

How do we make up the deficit projected for 2010? The Warren County Board of Supervisors cut spending to the bone (Yeah, right!) and raised taxes. The choice on how to raise taxes came down to two choices. The first was a two-year. one-percent increase in the sales tax which could be dedicated to offset current expenses and result in no property tax increase — or choose the alternative of raising property taxes dramatically.

Allow me to state here that I abhor both choices. The only fair tax is income tax, as it is based on ability to pay. All others including sales taxes, property taxes, excise taxes, are regressive and hurt low- and fixed-income people disproportionately. In early December, the Board of Supervisors looked at their options and decided that the least harmful of these bad choices was to do the temporary one-percent raise in the sales tax. By their own admission, 40% would be born by tourists and the rest is at least somewhat discretionary.

One week before voting on the final budget, the supervisors were visited by a well-intentioned but short-sighted group of 23 business people decrying the sales tax increase as bad for business and affecting people on fixed income unfairly. I agree, and having run my own business for 32 years, I understand their position. Between taxes and silly mandates, the government is your greatest adversary in operating a successful business. The only problem is that the alternative was far worse! No matter, certain supervisors capitulated and we now have this massive property tax hike.

A property tax increase is in no way discretionary. If you live in Warren County, you pay it. It is incredibly hurtful to those living on fixed incomes and not one dime of it is paid for by tourists.

Whatever increases are paid by the residents is that much less they have to spend on local restaurants, entertainment etc. In many cases, this may be the final straw that drives people out of their homes.

I can guarantee you that the modest and temporary one-percent hike in the sales tax on my spending would have only been a fraction of the increase in my property tax. Add to this the concern that Board Chairman Fred Monroe voiced concerning the fact that most likely, the county will be forced to borrow money at higher than normal interest rates to cover the expected delinquency in property tax collections — and you have to ask, WHAT WERE THEY THINKING? The answer is simple, the supervisors weren’t! These certain board members gave in to special interests to the detriment of the rest of us. It seems that this is the case at all levels of government To paraphrase Abraham Lincoln, we now have government "of the few, by the few, and for the few."

Here are the names of the short-sighted supervisors. If they represent you, I would recommend a personal call to these folks to "thank" them. If you are represented by the other supervisors who maintained their courage and convictions, be sure to truly thank them also.

Frederick E. Russell, 30, of North Creek died Tuesday afternoon, Dec. 28, 1909 at the home of his father, Henry Russell. He leaves a widow and was buried in Union Cemetery.

Rosecrans Phelps, 68, owner of the Albion House at Kattskill Bay, Lake George, has died. Lately the house has been managed

by Claude Granger.

The little son of George Rockwell of Queensbury swallowed a needle which lodged crossways in his throat and doctors dare not remove it because it is so close to the juggler vein.

Death in the news Melious White, 84, died Jan. 19, 1910 at the home of his son, Frank E. White in Warrensburgh. He was the stepfather of Warrensburgh businessman Martin L. Messenger.

For many years, White had been a resident of Stony Creek and came here to live this past summer. He had been blind for several years and in poor health. Internment was in the Dean Cemetery, Stony Creek.

(Note: White’s stepson Martin L. Messenger, a native of Stony Creek, came to Warrensburgh in 1900 to run a mercantile business. Not long after that he built The Messenger House on Hudson Street, a fine hotel and later a summer boarding house. It stayed in the family until 1950 when his daughter, Winnifred Kerr sold it. It was a tavern when it burned, March 28, 1988 in a spectacular fire.)

Movie Theatre opens, electricity expected soon Joseph Levine and Harry Sanders re-opened Fairyland Movie Theatre in one of the Warrensburgh stores in the Swan Block. Until an electric current can be procured they will use a calcium light for the moving picture machine and will be open on Saturday nights. Mrs. M.J. Fitzpatrick presides at the piano and Miss Edna Labrum is the singer.

A special wedding Fred A Jenkins of Queensbury and Miss Ida Marie Worden, daughter of Frank Worden of Lake George were married Tuesday morning, Jan. 4, 1910 at the home of Rev. Charles P. Lounsbury of East Lake George .

Both the bride and groom are deaf and the minister allowed them to read the marriage vows to which they both assented by nodding their heads. The bride is the grand daughter of John Reirden of Warrensburgh and a graduate of the state school for the deaf at Malone.

Let’s retain our town’s character To the editor: Warrensburg appears to be at a crossroads, and the direction it takes now will affect its future. I am referring to the possibility of Stewart’s Shop building a new store at the intersection of Main Street and Stewart Farrar Ave. In years past, Warrensburg’s Main Street consisted of two commercial districts, locally referred to as downstreet and upstreet. In between was virtually all residential. Since that time this “in-between” area added the Grand Union and adjacent stores, a Cumberland Farms convenience store and a commercialized Pillars property.

Some of the remaining residences were adapted to become professional offices but retained the charm of the earlier architectural period and especially the existing landscaping and trees.

This is especially evident when one stands in the Grand Union parking lot and gazes across Main Street. The view of older homes retains the small-town, tree-lined look which makes Warrensburg the charming town that it really is.

It is this kind of co-existence, like the tree-lined view across Aviation Road from the vast expanse of Aviation Mall’s parking lot, which helps us tolerate such intrusion on the bucolic beauty of our area.

Commercializing that view across the street, which would occur with Stewart’s new building on Main Street in Warrensburg, will destroy the ambience which makes the town so attractive to visitors, potential retirees, and indeed, ourselves.

Stewart’s Shop is a fine business to have in Warrensburg, not only for its services but also its generous community spirit. One can only hope that they would pursue their previous plan to expand at their current location, where room for that expansion is currently available.

To those who suggest that Warrensburg should create no impediment to any expansion of business, whatever form that might take, I suggest they take a look at Route 17 in northern New Jersey, or even Route 9 in Queensbury, which will be the inevitable consequence of such lack of control. It would be better to grow our tax base with new upscale homes of interest to those who would like to live in a pleasant, year-round small-town community.

‘Grease’ teen auditions set for Monday CHESTERTOWN — Auditions for the acclaimed musical “Grease” will be held from 3 to 5 p.m. Monday Jan. 11 at the auditorium of the Town of Chester Municipal Center.

The auditions are for a production to be presented May 21 through 23 by the North Country Teen Theater Group.

All prospective actors and actresses, age 14 and up, are invited to participate in the auditions. All are urged to come prepared to sing a selection from “Grease” and read dramatic lines.

Coyotes are topic of presentation in Chester CHESTERTOWN — The Friends of the Chester Library will present a program on Eastern coyotes 7 p.m. Thursday, Jan. 14, 2010 in the Chester Municipal Center.

State Department of Environmental Conservation naturalist Gordon Batcheller is scheduled to speak on the status and history of the Eastern coyote in the state. This will include an overview of their biology and life history as well as an examination of the many management problems that DEC faces when dealing with coyotes.

JOHNSBURG — The Trustees of the Glenn and Carol Pearsall Adirondack Foundation have announced the organizations that have been awarded grants for the current year.

Glenn Pearsall noted that the Foundation received 71 grant applications this year, a new record.

Considering the prevailing need, the Foundation trustees voted to increase the value of grants over last year ’s levels, he said. Over the fence A few gripes came this last week, several after reading the local daily newspaper, have asked why an illegal right of way road is still open to traffic? Shouldn’t it be closed off?

Another gripe asked where the younger generation is when it comes to volunteering in the town?

Why is it that that a nickel-pack of gum now costs nearly $1.50?

A gripe came in on the daily newspaper ’s sports writeups. Why is only one player on the team mentioned each week? Do you wonder why other members of the team want to quit?

LAKE GEORGE — The Adirondack Mountain Club is now presenting an exhibit of travel/art photographs created by one of its members.

Entitled ‘To the Ends of the Earth: Travels in Antarctica and Alaska” the exhibit features works by photographer and longtime Mountain Club member Bob McDermott. The exhibition runs through Feb. 27.

The photographs, available for sale, are on exhibit at the Adirondack Mountain Club headquarters, at 814 Goggins Rd., off Rte. 9N just south of Northway Exit 21.

McDermott’s lifelong passion for travel and photography has developed into a particular fascination with the beauty of reflected images and the optical illusions they create, Mountain Club employee Valerie Foster said.

McDermott has worked traditionally with slide film, but has now found that digital photography has opened new vistas of insight and possibility, Foster said.

Many of these revelations Bob has learned from studying with one of the Adirondack region’s premier professional photographers, Carl Heilman, Foster said, as well as in workshops conducted by National Geographic’s award-winning photographer Bob Sacha.

Bob’s recent adventures have taken him and his wife Linda to the Amazon, the Galapagos, South Georgia Island, Antarctica, Alaska, Bonaire, Vietnam, and other locales.

Recreational user fees revisited

The concept of recreational user fees violates the valuable heritage of freedom of movement. However, it is time for those who regularly enjoy this heritage to guarantee that we have quality places to bike, hike, hunt and paddle in the future. If we want to continue to camp and hike, ski and fish, the discussion must begin soon.

If the purchase of an Access Pass was mandatory for all users of state lands, instead of being a voluntary contribution, it could generate an enormous amount of funding for conservation, environmental protection and recreational infrastructure.

The effort may also serve to reduce some of the friction that currently exists between the park’s various user groups. It would put everyone in the same boat.

It's important to note that 100 percent of hunting, trapping and fishing license fees go directly back to conservation. Every time an angler buys a rod or reel, or when a hunter purchases a firearm or a bow, a portion of these funds are also dedicated to wildlife conservation through a built in, federal excise tax on those products. These funds are distributed back to the states based on annual sporting license sales.

Together, hunters and anglers contribute about $1.9 billion annually to conservation that would not otherwise exist. In fact, hunters and anglers are the nation’s primary source of funding for wildlife conservation. Without their financial contributions, conservation as we know it would cease to exist in our country.

For hunters, trappers and anglers, mandatory contributions are included in the purchase of an annual license. But license

espite numerous studies conducted over the years by a variety of entities, there is little current data available on the number of visitors to the Adirondack Park, their preferences for activities or estimates of their expenditures.

Due to the fact that there are no gates, toll booths or similar entrances into the Adirondack Park, regional tourism officials can only offer estimates on the total number of visitors to the Adirondack region.

The most recent figures provided by the Adirondack Tourism Council estimates that 7 to 9 million tourists stay an average of 2 to 2.5 days each year.

However, a federal study reported that 10 million visitors spent about two days (16 to 22.5 million visitor nights) in the Park.

Overwhelmingly, the majority of visitors report the primary purpose of their visit was “nature based.”

sales can no longer support everyone’s fish, wildlife and other outdoor sporting adventures.

Yet, very few opportunities exist for skiers, paddlers, hikers, birders, bikers, climbers and other non-consumptive outdoor travelers to contribute financially to the Conservation Fund.

Too often, hunters and sportsmen fail to recognize the value of all the grunt work that many volunteers put into trail maintenance. It is a myth that 'self propelled travelers' contribute nothing to fund recreation in the Forest Preserve. There simply isn’t a viable method.

If outdoor folk want to insure there is available first aid and emergency help for them in bad situations, habitat to enjoy and an educated and user-friendly department, they’re going to have to ante up. We've all got to figure out a method to pay our fair share.

Experts in the field agree on the only long-term solution: “Nonhunters and nonanglers-the overwhelming majority of the population-must contribute on a regular basis.”

Establishing a fund dedicated to outdoor recreation and trail improvement would assist in the development, maintenance and accessibility of New York’s recreational infrastructure and extensive trail systems.

Such an effort would help establish parity between the various user groups and serve to bridge the growing divide between conservationists and environmentalists.

Some may view such efforts as the commercialization of public lands or as Edward Abbey labeled it, ‘Industrial Tourism’ and ‘Wreckreation’ or the Disneyfication of outdoor recreation.

However, the federal government and several states have already begun collecting user fees. The Federal Lands Recreational Enhancement Act, passed by Congress in 2004, authorized four agencies—the U.S. Fish and Wildlife Service, the National Park Service, the Bureau of Land Management, and the U.S. Forest Service—to charge access fees in areas that fall under a broad definition of "high use."

In Wisconsin, user fees and state taxes provide most of the money for operating state parks, forests, and trails. The fees include vehicle admission stickers, state trail passes, and camping fees. A trail pass is required for all people age 16 or older biking, in-line skating, horseback riding, or cross-country skiing on certain designated trails.

In high use areas at some National Forests, there are now vending machines at major trailheads to dispense trail passes via cash or credit card. Cars parked at select trailheads are required to display a trailhead parking pass, which costs $15 for a season or $5 for three days. Failure to display the pass is punishable by a mandatory $250 fine.

Boys Varsity Basketball

With flurry of three-point shots, Greenwich defeats Warrensburg Greenwich 72, Warrensburg 60 GREENWICH — A showdown of two hot-shooting teams resulted Dec. 30 in an impressive offensive show for basketball spectators, but a loss for the Warrensburg team.

But if it weren’t for the dead-eye long-distance shooting of Greenwich, Warrensburg would have doubled the Witches score.

Greenwich sank 14 three-point shots to outscore Warrensburg 72-60 to win the title in their Christmas tournament Dec. 30.

Tournament MVP Jason Flynn hit six of the long shots, in his game total of 20 points. Flynn and teammates Neil Fryer and Joe Estramonte were .500 on shooting their 13 threepointers.

Warrensburg, now 4-3 for the season, never gave up despite their opponents’ hot shooting. Down 20 points at the beginning of the final quarter, they outscored Greenwich 1913 to reduce their deficit.

Senior Brendan Frye, who’s the first-place scorer in the entire Adirondack League, scored 18 points to lead Warrensburg. All-tournament awardees Mike Perrone had 16 and Hunter Werner had six for the Burghers. They were aided by Juniors Mike Curtis who scored 14 points, John Joseph tallied 4 points, and Aaron Seeley had two.

Corinth 60, North Warren 23 CORINTH — With a balanced scoring offense and stingy defense, the Corinth Tomahawks beat North Warren 60-23 in a boys basketball game Dec. 30.

Three of Corinth’s players, led by Kevin Tucker with a game-high 15 points, scored in double digits.

Junior Bryan Beckler led the Cougars with nine points, Senior Benn Frasier contributed six, Junior Joe Aiken 4, and Junior Travis Monroe and Senior Jeff Bennett, two each. With the loss, North Warren drops to 2-5 overall.

Bolton rebounds for win in Granville tourney GRANVILLE — Bolton had a hard time getting their offense going in a loss to Granville in the Dec. 28 semi-finals of the Granville American Legion Holiday Tournament held last week. Connor Hoagland scored 15 points to power Granville, the eventual tournament winner, in the crushing, uncharacteristic 50-14 loss.

Leading Hadley-Luzerne, which tallied nine three-point buckets, was Josh Densmore with a game-high 22 points.

Leading Bolton was Dom Pfau with 15 points, Billy Smith with 14, aided by Matt Smith with 8 points, Jordan with 7.

Calzada and Markham contributed 4 points each, and Kneeshaw had 2. Pfau had a trio of three-pointers, and Billy Smith and Calzada had one apiece.

Cougars win NWCS Holiday Tournament CHESTERTOWN — The Cougar Girls Basketball Team established a commanding 21-4 first-half lead to beat Schroon Lake 43-33 and capture the title in last week’s North Warren Holiday tournament.

Schroon Lake rallied late with 21 points in the fourth quarter, but North Warren had already piled up the winning margin. Sophomore Sensation Kiera Warner scored a game-high 21 points in the title game, and she was backed up by Junior Lindsey Meade with 10 points and Senior Katherine Andonucci, Senior Kelsey Hamblin and Junior Morgan Tennyson with four each.

Warner and Kelsey Hamblin were named to the All-Tournament team.

With this Dec. 30 win, the Cougars are now 4-3 for the season, the best record in years.

In the tournament’s prior first-round matchup, the Cougars beat Johnsburg, 58-20.

Hot-handed Kiera Warner, a Sophomore, sank 24 points to lead the Cougars, and Senior Kelsey Hamblin was aggressive in her floor play, grabbing 14 rebounds as well as scoring 6 points. In this balanced effort, Sophomore Cassie Maday contributed 8 points, Junior Lindsey Meade hit seven, Junior Alana Kilcullen sank five, Senior Laura Fahey aided with four, Chantal Millington and Morgan Tennyson, two points apiece. Millington, a Sophomore guard, was elevated from Junior Varsity for this game.

Burghers bounce back for solid win CHESTERTOWN — Recoiling and reloading from a 48-21 loss the prior night to Schroon Lake, the Warrensburg Girls Basketball team defeated Johnsburg 48-32 in a consolation game Dec. 30 of the North Warren Holiday Tournament.

Burgher Senior Forward Holly Gheen, an All-Tournament awardee, scored a career-high 14 points and grabbed five rebounds to lead the Warrensburg girls.

Lake George held even at the start, but Greenwich’s lead grew progressively larger as the game went on, powered by Dani DeGregory’s 20 points which included a trio of three-pointers. Greenwich’s balanced effort, which concluded with a 21-7 fourth quarter, included Emily Eddy’s 18 points and Mary Foote’s 11.

Lake George’s Sara Anderson and Brittany Baker each scored 12 points, and Baker sank two 3-pointers. Aiding in the effort were Caroline Murphy with seven points, Kelly Flaherty with 4, Courtney Mastrodomenico with two, and Jenna Bechard with one foul shot.

The matchups however, were against schools with farlarger enrollment, and Warrior coaches have routinely stressed that such unbalanced matchups traditionally have given Warrior players valuable experience in fast-paced, aggressive play.

Until this past week’s games, Lake George Warriors were undefeated.

In the Dec. 30 consolation game of the Queensbury tourney, South Glens Falls beat the Warriors 46-33.

From page 1 budget season on the horizon, the non-stop strife that has racked the state isn’t likely to end anytime soon.

He said that he expects formidable battles over state spending reductions, necessary to balance the budget, to continue well into 2010 and beyond.

“The bulk of the state’s spending is in education and health care,” Hook said. “We are going to have to make cuts and the bulk of those cuts are going to have to come from those areas.”

Paterson is targeting the two largest state expenses, school aid and Medicaid, for cuts in an attempt to close a huge budget gap, Hook said. The state Office of the Budget expects the gap to be between $7 and $9 billion in 201-2011, he said. This is more than double the sum that nearly brought the state to its knees in 2009-2010.

Last fall, Paterson had called for nearly $500 million in midyear school aid reductions, but couldn’t get them enacted as state legislators considered the move political suicide.

State Budget Office spokesman Matt Anderson said Dec. 30 that the state will distribute $49.2 billion in Medicaid reimbursements and $21.9 billion in school aid in 2009 -2010. And without some form of fundamental change, these figures will only continue to skyrocket.

Paterson will deliver the annual State of the State address Jan. 6 and his office will release the Executive Budget for legislative scrutiny two weeks later.

Hook warned that the situation is likely to deteriorate, especially in fiscal year 2011-2012 when federal stimulus money dries up.

“In the New Year, the story isn’t going to change — the problems haven’t gone away,” Hook said, predicting that in 20112012, the financial imbalances are likely to get even worse.

Hook said that Paterson wants to implement an open-ended 4 percent cap on increases in state spending. He has also proposed a cap on state property taxes, which in essence would limit the amount of cash the state will have on hand.

State Now In Cash Crunch According to state Comptroller Thomas DiNapoli, as of Dec. 30, New York has $3.3 billion in available cash, but has $3.5 billion in bills to pay by Jan. 4.

The situation is so bad, DiNapoli said Dec. 30, that his agency is using the state’s petty cash fund to simply survive December.

According to Jason Koppel, spokesman for Democratic state Senate Finance Committee Chairman Carl Kruger, legislators are in a holding pattern until Paterson releases the Executive Budget.

Nonetheless, alternative ideas to closing the gap without gutting the programs that serve the most people are in the works, but specifics are hard to come by.

“We’ve already started really looking into some things,” Koppel said. “After the State of the State is when everything will get started, but I can’t really give out specifics yet.”

Local Assemblywoman Teresa Sayward and her fellow Republican legislators, however, were willing to suggest some specific ways to cut the state budget fat, Sayward said.

“I would like to see every Assembly member have the same staffing patterns, as they do in Congress,” Sayward said. “I have the largest district in the state and I have three employee — we cover this district pretty well. I know of offices who have 15 employees and they cover only a few city blocks.”

Also, Sayward said she would like to see a cost-benefit analysis conducted of the state’s property holdings.

She notes that the state owns over 100 golf courses, which represent yet another expense that is not an essential government service. The annual expense to maintain these golf courses, primarily located in the lower Hudson Valley, is more than $50 million, she said.

Across-the-board consolidation of state agencies is another G.O.P.-backed concept that could payroll and medical insurance and pension costs.

Republicans are also calling for mandated county social programs to be made optional, which could reduce Medicaid expenses while simultaneously allowing local governments to choose the services that best fit their communities.

But regardless of party or position, another year of intense disagreements, frustrating stalemates and political strife is expected.
