ADDISON, Vt. Ñ International Paper (IP) passed a major hurdle towards developing a new energy source for their mill in Ticonderoga on Wednesday, April 9 when the Addison County Regional Planning Commission (ACRPC) voted to support a pipeline that would direct natural gas to the plant.

The decisive 15-11 vote came after a period of public outcry from Addison County towns who argued that the pipeline would serve little benefit to their communities. Ò I donÕ t believe that it was an easy decision for any of our delegates,Ó said ACRPC Director Adam Lougee in a written statement. Ò However, I believe they read the plan in its totality, considered the comments of our citizens and of our neighbors in New York and Rutland, weighed the costs and benefits of the project and used their best judgment to arrive at a vote where a majority felt the project conformed to the Addison County Regional Plan.Ó Prior to IPÕ s involvement, the proposed line stretched from Burlington to Middlebury. If approved by another agency this fall, a new 19-mile-long offshoot would redirect gas from Vermont Gas through a spur in Addison County to Ticonderoga.

MORIAH Ñ Within spitting distance of this townÕ s water treatment plant at the edge of Bartlett Pond is a sprawling half-acre abandoned eyesore that the supervisor of this rural town says is a threat to public health.

In contrast to the tidy-looking treatment facility with beige tin siding that filters water for several thousand community residents, the adjacent property, which straddles an embankment and Bartlett Pond

Road, contained three moldering wooden structures in a muddy yard strewn with rusty detritus and piles of trash.

Herbst leaves editor’s post at Times of Ti TICONDEROGA Ñ Longtime Times of Ti Editor Fred Herbst has stepped down from his position with Denton Publications. Taking his place will be Editor Keith Lobdell.

Herbst has been a cornerstone with Denton Publications for the past three decades, according to company publisher and CEO Dan Alexander. Ò While we are sadden by FredÕ s decision to step back from his editing and writing responsibilities at the Times of Ti, we greatly appreciate the 30 years of service he has provided to our readers and the paper. His presence in our publishing firm will be greatly missed,“ Alexander said. Ò As in sports, the concept of Ô next person upÕ means a new opportunity for our staff and the paper,Ó Alexander said. Ti students clean community for Earth Day project

keith@denpubs.com TICONDEROGA — The day before spring break usually finds students looking out the classroom window in anticipation of the final bell which will set them free for a weekÕ s vacation.

In Ticonderoga, however, students in grades 7-12 get the chance to go outside and spend their last few hours before spring break making a difference in their community.

Since 2007, students at the school have been taking time out of their school day to participate in an Earth Day cleanup event. Ò It started with Marsha LaPoint, who was an art teacher at the school,Ó Ticonderoga business teacher and cleanup organizer Bill Morse said. Ò There is all of this trash that shows up after the snow banks melt away and you get tired of seeing it and want to get it picked up, so that is what we wanted to do with this annual service day.Ó Students have the option to participate during a study hall or other free period during the day. They also have the chance to go with certain classes whose teachers will donate time in the classroom for time serving the community. Ò We had a lot of students come out today,Ó Morse said. Ò One class period saw about 60 students on the bus. They come in and sign up to go out along with the teachers who will get some of their classes to go out. Everyone is into it throughout the school and wants to help out wherever they can.Ó Students get to see up close the mess that can be caused when trash is allowed to pile up along roads and in parks because of the negligence of those who do not clean up after themselves. Ò They get to do something to help their community and they realize not to throw trash away outside because they see how much of it is out there and how much of a problem it can cause,Ó Morse said.

The service project gives students the chance to give back to the community and provides a learning experience outside of the classroom, one that can be needed at a time when the youthÕ s minds may be focused more on the upcoming events of break than the equations and quotations on the board.

The students are transported by bus throughout the town to locations along Alexandria Ave., Baldwin Ave., Black Point Road, Mossy Point Road, Lord Howe, Lake George Street and Champlain Ave. areas.

Students collect trash in plastic bags and leave them at the roadside for pickup by members of the Ticonderoga Town Department of Public Works. Ò The worst are Alexandria, Baldwin and Black Point,Ó Morse said.

“It is unbelievable how much trash you find out there. We were there and found a Taco Bell wrapper. There isnÕ t a Taco Bell for 50 miles!Ó Morse said fast food wrappers are a serious culprit of littering, along with plastic and aluminum bottles.

Wadsworth said fuel costs to run the lime kiln and power boiler at IP are projected to escalate and the pipeline will bring “significant” savings and the project also brings environmental benefits.

Making the conversion to natural gas from oil is slated to decrease greenhouse gases from the mill between 25 and 30 percent, she said, something that dovetails with New YorkÕ s push to reduce greenhouse gases. Ò ThereÕ s a nice synergy between our company, the two states and greenhouse gas reduction plans,Ó she said.

Adirondack Council spokesman John Sheehan said while his organization is supportive of any efforts that will support employment in the region, they will be paying close attention to the details as the project moves forward. Ò A switch to natural gas would be very desirable for the airs of the region,Ó he said. Ò This will make a substantial difference in emissions output from the smokestacks.Ó

Prior to last weekÕ s decision, Ticonderoga town supervisor Bill Grinnell urged lawmakers at the Essex County board of supervisors to join him in lobbying ACRPC for their seal of approval. Ò WeÕ re at an impasse at this moment in time,Ó he told his colleagues. Ò IÕ m not sure if Addison County understands the economic impact that this will have in our communities. ItÕ s the right thing to do, the necessary thing to do.Ó Board chairman Randall Douglas, who accompanied Grinnell to WednesdayÕ s meeting along with Crown Point supervisor Charles Harrington and MoriahÕ s Tom Scozzafava, said he was worried about the ramifications to IP, the largest private employer in Essex County with 600 staffers, and encouraged his fellow lawmakers to pass a resolution in support of the project. Ò This pipeline is critical for IP and for this part of Essex County,Ó Scozzafava later told the Eagle. Ò I was pleased that the commission voted to support it. The process was very well professionally done. There was a lot of good discussion for and against and it really was democracy in action.Ó Grinnell agreed: Ò I donÕ t know what impact we had, if any, but we were wellreceived and the meeting was extremely well-done.Ó Monkton resident Maren Vasatka, a vocal opponent of the project, attended WednesdayÕ s meeting and told the Eagle in a phone call that she believes that ACRPCÕ s decision was strictly a financial one that would benefit all parties except Vermont residents, especially those who are fighting eminent domain notices from Vermont Gas. Ò If itÕ s going to be all about the money, then Vermont Gas needs to pay the homeowners a fair market value, which is

Schools need fresh ideas A W

hile North County school districts received a small degree of relief with last monthÕ s state budget figures that announced a $602 million reinstatement of the state aid that school officials say is crucial to maintaining education programs for their students, and an overall fund increase of $1.1 billion, we feel as if more needs to be done to explore more creative ways of bridging the budget shortfalls that continue to plague districts.

Reach out to alumni. ItÕ s a bitter pill to swallow that the North Country is hemorrhaging young people as they leave the region in droves for higher education and career paths outward. A crucial argument underpinning the need to keep districts intact is that theyÕ ve fostered collective senses of shared schematic experience; of a group identity; of experiences that have shaped young minds into the adults they are today. If their salad days have played such a crucial role in their development, then it bears to reason that graduates whoÕ ve fanned across the globe wouldnÕ t mind kicking in some coin to ensure that those who follow in their footsteps are ensured the same priceless experiences.

Look outward. Make use of the federal F-1 visa program that requires foreign students to pay tuition to study at American high schools. Between 2007 and 2012, the number of F-1 students at American high schools increased tenfold, and the number is only set to increase as formerly insular countries across the Middle East and Asia begin to realize the value of globalization. But despite our gregarious and welcoming nature, America has an odd, often contradictory and politicized viewpoint towards immigration and if our rural school districts want to remain intact, they need to capitalize on the legions of international learners who view the American education system as the juicy apple towards future sustainability and want nothing more to learn English and the soft cultural skills required to catapult themselves onto the global playing field.

Break the unions. Districts complain that rising costs are due to state mandates that they just canÕ t skirt. While we respect the invaluable role that many educators play in shaping young minds, weÕ d like to think theyÕ re no more special than the panoply of professionals who also contribute to young development Ñ from scientists to athletes

to Mom and Dad Ñ and we advocate for a merit-based system, not a corrupt feeding trough. Break their ironclad grip and level the playing field. WeÕ re revoking your hall pass and placing you on academic suspension.

Corporate sponsorships. LetÕ s be realistic Ñ if youÕ re facing the decision to either close your doors and tuition out your students and accepting a bit of corporate lucre, weÕ d like to think youÕ re practical enough to make a reasonable decision. Educational facilities arenÕ t sacrosanct and should be allowed to open themselves up to a bidding process for corporate sponsorship. Naturally, this should be accompanied by strong safeguards to ensure the curriculum isnÕ t compromised and corporate influence be limited to somewhat innocuous areas like athletic team and meal sponsorship, contracts with tech firms and other win-win situations that rise all boats.

Paid classes. Taxes are a touchy issue and we all balk at increases in the levy. But that doesnÕ t mean that individual parents arenÕ t willing to fork over a bit more cash to ensure their kids receive an academic boost. If auxiliary classes are framed in a different lens Ñ not as a tax levy, but rather as a choice between a year Õ s worth of weekend trips to the mall and, say, classes that will give kids a leg up during the collegiate application process Ñ then weÕ d like to think that a total overhaul of how electives are conceptualized, implemented and executed could mark a new golden dawn in progressive education.

Cut more. WeÕ re going to be blunt, like the school nurse who slathers iodine over that skinned knee at recess: More can be slashed away. Get rid of supply budgets entirely, for example, and go after corporate sponsorships to supply your paper, your pens and the other materials you need to disseminate your information. Go paperless or see if manufacturers like International Paper are willing to donate materials for some good PR. Join forces with other districts for bulk purchasing. Outsource extras like plays and class trips to private volunteers or civic organizations. There are always creative solutions to insurmountable problems. It may be limited by a concept known as Ò time, place, and manner.Ó Libelous and slanderous statements (lies) are not protected unless uttered on the House or Senate floors.

I believe that FCC should be investigating broadcast media. It is established that the airwaves are a public resource. Congress gave the FCC a regulatory duty. There is a significant amount deal of dishonesty in broadcast media content. In recent history, I have seen/heard bullying in broadcast media, either directly or through advertising.An example of bullying would be those ads which stated: candidate X Ò voted with Nancy Pelosi,Ó without specifying what item was voted on. Folks, every Congressman voted with Nancy Pelosi on something, if nothing more than a motion to adjourn.

An out-and-out lie uttered time and again was that the Affordable Care Act authorized a, Ò death panelÓ that would decide which Medicare people would not get expensive health care, a form of rationing ( not unlike commercial insurance companies do now, a fact never mentioned). I could not believe that Congress would pass such a thing. This law was an Act of Congress not an Presidential Authorization like water boarding.

I read the law. The panel was charged with containing Medicare costs. In the law, that panel was specifically prohibited from making recommendations as to rationing health care. The panelÕ s recommendations are to be presented to Congress, which will act on them however it chooses. The panel cannot enact the recommendations. I have no problem with the FCC going after liars and frauds on my airwaves. We are supposed to have open debate. Deliberate misrepresentation of the facts should be prosecuted. Such behavior is subversive and contrary to a healthy democracy.

Mr. Gilchrist uses a British High Court ruling about a movie on global warming to make his point instead of using the knowledge of climatologist! Really Mr. Gilchrist, are you also one of those who believe MarinaÕ s arenÕ t part of the problem for Lake GeorgeÕ s pollution?

What was written is right out of Fox News and I seriously doubt Mr. Gilchrist is a climatologist, historian or scientist. One is entitled to his/her opinion but writing about co2 emissions, the ice age and sunspots goes way beyond oneÕ s opinion.

The fact is our planet is going through a climate change as it has since itÕ s beginning. Another fact is that climatologist who are experts are telling us this time the change is occurring at an accelerated rate and co2 emissions from industry are contributing! I have to ask why are the Paul GilchristÕ s of this land afraid to take some of the responsibility for what is happening?

This is not the first time man has been responsible for something that affected our planetÕ s health. We deforested our mountains and polluted our rivers and lakes as well as using our oceans as cesspools! Most conservatives tell me this was done for progress and is different than global warming. Perhaps this is due to their being part of the problem as many doubters are contributors.

Al Gore is one voice and thousands who are educated and knowledgeable about what is happening join him. Those turning a blind eye should stop writing about Medieval, Roman, and Minoan climates, Ice core isotopes, Galileo and Milankovitch subjects they are not educated in. I am not educated with regard to climate change but I am educated enough to listen to those who are.

Fox News is more a comedy show than a credible source and its views should be taken as unsubstantiated and political.

Trailing 53-50 with 4 seconds to play in the title game, the Sophomores scored five points to win, 53-50, against the Freshmen.

Brendan Graney was fouled attempting a three-point shot with the Sophomores down, 50-48. He made the first two free throws to knot the game. He then rebounded his own miss on the third attempt and passed to Steve Burris, who hit the game-winning three-pointer at the buzzer.

The Sophomores, who graduated in the years 2006-2009, had won the 2013 tourney as well.

The team included Graney, Burris, Collin Weber, Hunter Denno, Devon Slattery and Evan Glading.

The Freshmen, who graduated from 20092011, included John Molina, Jake Kelly, Jake Taylor, Michael Pockett, Josh Demarais and Dan Morrison. Raffle to benefit annual Car Show TICONDEROGA Ñ The 22nd Annual Ticonderoga Area Car Show will be held Sunday, Aug. 3, in TiconderogaÕ s Bicentennial Park.

To further expand the car show and its goals, the Ticonderoga Area Chamber of Commerce is having a 2014 Car Show Raffle. Tickets are available for a $10 donation. The first prize is $3,000 and the second prize is $2,000. Only 1,000 tickets will be sold. The drawing will take place at the 22nd Annual Ticonderoga Area Car Show on Sunday, Aug. 3. Ti drug coalition seeks logo through design contest

TICONDEROGA Ñ The Ticonderoga Neighbors Addressing Drug Abuse coalition is seeking a logo to help identify the group.

A contest, open to local students, is being held to secure the art work. Ò The mission of Ticonderoga Neighbors Addressing Substance Abuse is to increase residentsÕ knowledge of local drug abuse problems, provide support for law enforcement and promote effective prevention, treatment and health services to create a drug free community where families can live a healthy lifestyle and feel safe,Ó Phil Kneller, a coalition member, said.

The contest is open to students attending school in Ticonderoga High School, Ticonderoga Middle School and St. MaryÕ s School as well as any Ticonderoga youth who attends Mountainside Christian Academy and those who are home schooled. Students who attend church or church youth groups in Ticonderoga are eligible to enter the contest as are North Country Community College students age 19 and younger.

The deadline for entries is 3 p.m. Friday, May 9.

Ashley Sofia entertains, helps raise funds for CPCS class

CROWN POINT Ñ Members of the freshman class here held a fundraiser with assistance from an up-and-coming Ticonderoga musician.

Ashley Sofia, daughter of Crown Point teacher Margaret Polihronakis, performed a set of songs of her debut album, Ò Love and Fury,Ó at the school April 3 to help raise funds for the Class of 2017.

“I love to make music for a good cause,” Sofia said. “I play charity events pretty often. I was able to play at Pine Brook Middle School in New Jersey with the Traveling Guitar Foundation and we have a concert at Peaceful Acres Horses this summer.Ó Sofia has quite the following at the school, something her mother found out soon after the release of Sofia’s album.

“When her first video came out on YouTube, all of the other teachers were pulling it up to show the kids,Ó Polihronakis said. Ò The kids were really great about it and started playing her music all the time.Ó Ò We have her music in the classrooms and listen to it all of the time,Ó freshman class advisor Paula LaDeau said. Ò The kids in the freshman class are huge fans and we are very glad to have her come here to help us with the fundraiser.Ó Ò We were looking for ideas to get money for the class trip and someone asked if she would play a concert to help,Ó class president John-Roch Sears said. Ò We were very happy when she accepted. It is nice to have someone local around that people know and who is willing to help.Ó Sofia, who is preparing for an east coast tour this summer, played several songs off her album. At times, she would invite elementary students from all classes (kindergarten through sixth) up with her to sing along.

“I had just met these kids for the first time tonight, and I was overwhelmed and grateful for their support,” Sofia said. “I had no idea that some of the youngest kids would know all of the words. It almost makes me feel like a mom. I really didnÕ t expect my audience to have this kind of scope and it will make me think about what I am writing for my next album because I want to have a positive impact in the lives of people who listen to my music.Ó The session ended with Sofia joined by students and her father, Bill Polihronakis, to sing, Ò 1973,Ó a song she wrote about her dad and his inspiration on her music career. The song has received airplay locally on several different stations spanning different genres of music.

CROWN POINT Ñ Crown Point Chamber just passed their three year milestone and itÕ s time to celebrate. Ò We met our goal of 40-plus members this past year and weÕ re planning on 50-plus in 2014,Ó founding co-chair Nancy Ockrin said.

To kick start that momentum there will be a free membership drive dinner for all current and/or perspective members on Friday, April 25, at the Crown Point Fire Station at 6:30 p.m. Ò You donÕ t have to bring anything but yourselves,Ó Ockrin said. Mountainside hosts academic fair

timesofti@denpubs.com SCHROON LAKE Ñ Mountainside Christian Academy hosted its annual academic fair recently. Parents and guests were treated to a variety of projects presented by the student body, ranging from Ò MacbethÓ to the Bible character, Samson.

The younger students focused their topics on lessons theyÕ ve learned from their Bible classes, while the older students displayed subjects on Spanish, math and English.

One could walk a path of the Ten Commandments offered by the third and fourth graders from Jen McNallyÕ s class or watch Ò Journey Through JudgesÓ performed

by Jaime Goodrow’s fifth and sixth class of actors. Parents mingled through displays of Ò Bible Extravaganza.Ó Ò GodÕ s CreationÓ and Ò Mexican Culture.Ó The Spanish class prepared sample dishes that were enjoyed by everyone. Ò We had a lot fun doing this project and the students worked so hard on all of it.Ó Kendi Dray said her first and

second grade class and their projects titled Ò Life after Babel.Ó Ò We traveled the world and even created our own passports and luggage to help us understand the process of customs and world travel.Ó Students sang a song on the Ten Commandments. The fifth and sixth grade class performed on recorders. Some songs were old-time classics while others were original pieces, composed and performed by the students themselves. Maxine Rider introduced each piece and also helped conduct the music.

For the rest of the year, Barker said Honor Society events include the Spring blood drive May 5 and hosting Adirondack folk musician Dan Berggren May 15.

County Attorney Daniel Manning said the transfer was legal under New York State General Municipal Section 72H, a statute that allows counties to give county property to towns under select circumstances. Ò There are lots of situations where this may happen,Ó he said. Ò Each request for such transfers should be examined on a caseby-case basis with an eye towards what the municipality needs the property for.Ó Lewis Supervisor David Blades recommended that if Moriah ever did decide to sell the property Ñ Scozzafava said that wouldnÕ t happen Ñ then the town should give the county a percentage of the sale proceeds as a measure of goodwill. Ò I only mention that because this is what

you requested me to do about 4-5 years ago when we were in the same situation,Ó he said to Scozzafava.

The board formally voted to kick over the property to Moriah, who would then deed it in perpetuity to the water district, on Monday, April 7.

Auction

The discussion follows the countyÕ s tax auction to be held on Wednesday, April 30 when 130 derelict county-seized properties will be auctioned off by the Schroon Lakebased firm Haroff Auction and Realty, including the former Frontier Town property in North Hudson and the Republic Steel Building in Moriah.

Four out of the seven parcels of the decaying former theme park will be auctioned as one package; another two will be bundled together and the others will be auctioned off separately.

The owners of the other properties have two weeks prior to the auction to reclaim their property, said Manning. He said his office will attempt to contact them through the proper legal channels.

The deadline for the owners to respond is Wednesday, April 16.

The sale will cover properties from 2006, 2007 and 2008. The county last held a tax sale in 2006 and aims to hold another this summer for the 2009 properties, with 2010, 2011 and 2012 properties following in the fall.

Afterward, officials hope they can maintain a regular annual schedule of auctions.

TICONDEROGA Ñ The Lake George Park Commission has announced the rollout of LakeGeorgeBoatInspections.com, a website designed to help the public comply with the new aquatic invasive species prevention program for the lake.

Beginning May 15, 2014, all trailered boats being launched into Lake George must be inspected at one of the six regional stations around Lake George prior to launch. The purpose of this inspection is to ensure that boats and trailers are not harboring invasive species.

This new website has information for all boaters coming to Lake George, including how the program works, interactive directions to all inspection stations, frequently asked questions, details on commissionÕ s Ò Frozen BoatsÓ program and more. The site is designed to work on all digital platforms, including computers, tablets and smartphones.

Moriah water district to be worked on

MORIAH Ñ The Town of Moriah Water District No. 1 is to experience an interruption in water service on April 22. In an effort to minimize inconvenience the interruption will begin at 11 p.m. and last approximately four hours. The affected area will be the Hamlet of Moriah from Moriah Center south including the Witherbee Road.

TICONDEROGA Ñ Registration and screening for Ticonderoga Elementary School kindergarten students will take place on May 20, 21 and 22.

Children who turn age 5 on or before Dec. 1, 2014, may attend school in September 2014. Children who turn age 6 on or before Dec. 1, 2014, must attend school from the start of classes in September 2014. Children who turn age 6 after Dec. 1, 2014, must begin school no later than the first day of session in September of 2015.

TICONDEROGA Ñ Easter morning breakfast will be served at the First United Methodist Church in Ticonderoga Sunday, April 20, following the Easter Sunday sunrise service at Fort Ticonderoga.

The ecumenical sunrise service will be held at Fort Ticonderoga at 6 a.m. and include area clergy and all faiths. Breakfast will be served immediately after the service, from about 6:45 to about 8 a.m., whether attending the service or not. Everyone is advised to wear warm clothing to the service.

The menu will include breakfast eggs bonanza, French toast, bacon, sausage, orange juice and coffee, tea and cocoa. A freewill donation will be accepted. High chairs and booster seats are available.
