TICONDEROGA Ñ InterLakes Health officials claim the Ticonderoga health care facility has a viable future, despite continued retrenchment.

Inter-Lakes announced March 17 it is temporarily suspending company contributions to the retirement plans of some employees and the facilityÕ s top financial officer is leaving.

Those announcements follow the elimination of 33 jobs in February and the resignation of the chief executive officer earlier this month. Ò TodayÕ s announcements are difficult ones to make,” Charlie Miceli, Inter-Lakes interim chief executive officer, said.

Miceli said Inter-Lakes has signed a memorandum of understanding with Plattsburghbased Community Providers Inc. to explore affiliation with that organization. CPI is the parent company of CVPH Medical Center and Elizabethtown Community Hospital. CPI is a member of Fletcher Allen Partners, based in Burlington, Vt. Ò Through the agreement, leaders from FAP, CPI and ILH are working together with Hudson Headwaters Health Network physicians to identify a sustainable model of care for the greater Ticonderoga community,Ó he said.

AmeriCorps, Ti chamber join forces in special events efforts

grams and special events coordinator for the chamber through AmeriCorps for the Adirondacks. Ò Coming of age in the (19)60s, the advent of the Peace Corps held much interest for me,Ó Curtis said. Ò Although I did not take advantage of the opportunity then, I was not going to let

this AmeriCorps prospect pass me by without careful consideration. Working with TACC my efforts will be directed toward meeting community needs in literacy, healthy futures and economic opportunity. I look forward to the adventure.Ó AmeriCorps for the Adirondacks, sponsored by the North Country Work Force Investment Board, provides skilled volunteers to community agencies. AmeriCorps members work with organizations to create, support, or enhance programs.

Curtis will focus on the Ticonderoga Area Farmers Market, the National Work Readiness Credential Employment Seminar, leadership program research and development, and assisting and coordinating special events. Ò The entire chamber team is thrilled to have partnered with AmeriCorps for the Adirondacks,Ó Matthew Courtright, chamber executive director, said. ‘Ladies Luncheon’ held to welcome spring TICONDEROGA Ñ A Ò Ladies LuncheonÓ ushered in spring on the first day of March. Ladies donned spring hats and sipped from tea cups in the Knights of Columbus dining room decorated with tulips, lilacs, daffodils, forsythia and pussy willows.

The SMC Singers, under the direction of accompaniment of Vaugh Watson, sang a medley of songs including Ò Be My Guest,Ó Ò Tea for TwoÓ and Ò Mein Hut,Ó a German folk song about Ò My Hat.Ó Speakers included Kellie Colleen McCaleb Bilow, who spoke of memories of her grandmother, which was followed by prizes awarded to all the great-grandmothers present. Mary Lou Greenough spoke about how she started her hat collection, which was displayed around the dining room as well as modeled by the guests.

Volunteers lauded

TICONDEROGA Ñ The volunteers at the First United Methodist Church Thrift Shop in Ticonderoga came together recently for their annual luncheon and recognition ceremony.

More than 30 volunteers were recognized for their many hours devoted to the Thrift Shop during the past year.

Leona Simpson became volunteer of the year logging in over 550 hours, the highest number of all the volunteers. She was awarded a special certificate and a gift from co-managers Jeannine Wright and Stephanie Frazier. Ò Her dedication has been appreciated not only for this past year, but also for being a valuable volunteer for four years,Ó said Wright. Ò All volunteers are truly appreciated,Ó said Frazier. Ò Each person and each hour is very important to the success of the thrift shop.Ó The Thrift Shop has been serving the community for about 35 years in the downstairs area of the church fellowship wing. The shop offers the opportunity to recycle gently used clothing and household items donated by individuals from the local area and beyond. Prices are considered very reasonable. Proceeds from sales benefit church ministries and community outreach.

The shop is located at the church, 1045 Wicker St. in Ticonderoga, just up the hill from the hospital. It is open year round on Wednesdays and Saturdays from 9 a.m. to 2 p.m. For more information or to volunteer call 585-2242.

To help celebrate the 16th annual celebration of reading and Dr. SeussÕ s 110th birthday Lender began his day by reading to the second graders at St. MaryÕ s School in Ticonderoga. The class was prepared and excited for his arrival Ð with their Ô Cat in the HatÕ hats all on.

Dr. SeussÕ s birthday has been designated Read Across America Day by the National Education Association.

Ò That said, I also want to point out that InterLakes has performed well on three recent New York State surveys of our lab, mammography service, and the nursing home. This is a tribute to our staff, who have been working under difficult conditions.Ó In announcing 33 jobs cuts a month ago, then-CEO Chip Holmes said the cuts are necessary for Inter-LakesÕ long-term financial health. The health care group lost more than $3 million last fiscal year, he said, citing factors such as more outpatient care rather than inpatient care and continued cuts in reimbursement programs.

Thirteen of the cuts were immediate. Those jobs included ancillary and support positions in the hospital and nursing home. Ten positions will be eliminated through attrition and retirements. Those include senior management and frontline positions. Ten other positions will be converted from fulltime to part-time positions.

Inter-Lakes has also consolidated units of the nursing home, implemented a hiring freeze, deferred raises, reduced overtime and capped paid-time off and long-term sick hour banks.

A week after announcing the job cuts, Holmes announced his resignation.

Holmes, the Inter-Lakes CEO for the past two-and-a-half years, accepted a position with Quorum Health Resources, a Tennessee-based company that provides executive management and consulting services to not-for-profit hospitals throughout the country. Ò I understand this is a difficult time for both the caring employees at InterLakes Health and the community they serve,Ó said Rep. Bill Owens. Ò I have confidence that the ILH board, Fletcher Allen Health Care, CVPH and ECH will work with area stakeholders and employees to resolve these issues and preserve quality health care for the Ticonderoga community.Ó Stephens Mundy, president and CEO of CVPH Medical Center, CPI and Fletcher Allen Partners executive vice president for Northern New York, said Inter-Lakes will continue to meet the areaÕ s health care needs. Ò I want to assure the people served

by ILH that the organization will continue to provide needed services to the region,Ó Mundy said. Ò With the many changes taking place at ILH, we will focus on completing the due diligence that is part of the process and concluding the affiliation as quickly as we can.

I anticipate that the process will be completed within a few months.Ó Inter-Lakes Health includes MosesLudington Hospital, Heritage Commons Residential Health Care, MosesLudington Adult Care, Inter-Lakes Dental Clinic and Lord Howe Estates.

It employs about 280 people and is TiconderogaÕ s second-largest employer.

Affordable? Health Care Act

B

ig changes are coming to health care in 2014. The Patient Protection and Affordable Care Act will soon affect all of us. Signed into law by President Obama on March 23, 2010, the ActÕ s open enrollment ends on March 31.

The Supreme Court controversially upheld the law on June 28, 2012.

Much of the population feels that the law is unconstitutional. Can the government really force people to buy health care? Apparently, yes.

One might think that health care is universally important to everyone, but thatÕ s not always the case.

Many young, healthy individuals donÕ t believe itÕ s necessary because they are, in fact, in good health. For them, the cost can outweigh the benefits.

One trip to an emergency room, even for something minor, may change their opinion. Today the average emergency room visit costs more than $1,200 Ñ 40 percent more than the average monthÕ s rent in the nation. A doctor’s visit is only a fraction of that cost but getting into a doctor’s office in a timely manner is rare.

Although the country is still divided on Obamacare, the increase in enrollment continues due to an enrollment deadline and fine of the higher amount of $95 per adult per year, or one percent of your taxable income, for not signing up by March 31.

There are exemptions to this policy, but the law was designed to force young, healthy people to buy insurance. Obamacare has made some important movements toward an improvement in AmericaÕ s health care. Allowing individuals to stay on their parentÕ s insurance until theyÕ re 26 has been a huge advantage to young people considering the current state of the economy.

A major part of the story is that Obamacare will allow people to get health care outside of the workplace. All Americans will benefit from the new rights and protections, like guaranteed coverage of pre-existing conditions and the elimination of gender discrimination.

However, the positive steps making health care more successful have also been marred by missteps and false promises.

One of the key promises the president made that would allow individuals to keep their current policies if they were satisfied with them was pulled out, only to have it put back in place for a temporary two-year period as a political ploy to aid Democrats in the upcoming midterm elections.

The U.S. government recently announced that 4.2 million Americans have enrolled in private health care plans since Oct. 1 under the new law. Even if a flood of Americans sign up over the next month, that number is unlikely to reach seven million, which was the original estimate for how many people would get insurance during the first year of Obamacare.

Of that number, itÕ s unknown as to how many of those people are newly-insured or were already insured.

Two percent of firms in the U.S. have more than 50 full-time employees and will have to choose to insure full-time workers or pay a fine. To avoid this, some businesses are cutting employees, further weakening the economy.

The Congressional Budget Office alleges the law will cut full-time employment by 2 million people, although a percentage of this loss is likely to be from individuals walking away from the job they had simply to get insurance in the first place.

An argument made from both sides was that the law is a hand-out to insurance companies.

Companies that already get fat on residents of this nation.

Health insurance companies stand to make billions, despite a loss on profit per plan, since they will be insuring millions of new Americans.

That said, the new law does require insurance companies to spend at least 80 percent of premiums on healthcare and less than 20 percent on advertising, overhead, and CEO salaries or provide customer rebates.

Unfortunately, thereÕ s no crystal ball to perfectly predict the long-term impact of Obamacare.

Although many reforms are needed for this law, it seems the most important one should be to make it less expensive and less burdensome to obtain insurance for those who donÕ t qualify for subsidies. Allowing broader plan design, lower actuarial values, and fewer minimum benefits is a good place to start. Red Cross Month observed To the Times of Ti:

Throughout the nation, March is Red Cross Month. During this time, we like to recognize our Everyday Heroes who reach out to help their neighbors when they are in need.

These everyday heroes are our volunteers who help disaster victims get on the road to recovery. They give blood to help someone in the hospital. They brighten the day of an injured service member in a hospital far from home. They take our classes and step forward to help someone having a heart attack or to save a drowning child.

March is also a great time to become part of the Red Cross. ItÕ s easy. Household members can work together on a preparedness plan. People can sign up to take a class or volunteer their time.

They can give blood or make a financial donation.

The Red Cross responds to nearly 70,000 disasters a year in this country. It provides 24-hour support to members of the military, veterans and their families; collects and distributes about 40 percent of the nationÕ s blood supply and trains millions of people in first aid, water safety and other life-saving skills every year.

Here at the Adirondack Saratoga Chapter, we responded to 70 local emergencies, assisted 176 military families and trained over 6,240 people in lifesaving skills in 2013. And people from Northeastern New York Region donated almost 78,000 units of blood.

Red Cross Month is observed in dedication of everyone who supports our mission. We are grateful to people for their generosity which enables us to continue our work, and encourage everyone to become an Everyday Hero during Red Cross Month by helping their neighbors.

The Italy Travelers will host a spaghetti dinner Wednesday, March 26, 4:30 to 7 p.m. in the Ticonderoga High School cafeteria. Dinners include spaghetti, salad, garlic bread, homemade desserts and a drink. The cost is $8 for adults and $5 for children 12 and younger. Takeouts will be available that evening. This is the last fund raiser for the group of 37 who are touring Venice, Florence and Rome during spring break. Kaylee Coon, Makayla Holt, Martin Glazer and Anthony DuShane are four of the travelers.

S-U-C-C-E-S-S Twelve wordsmiths participated in Literacy Volunteers annual winter scrabble tournament on March 2. The event raised awareness and much-needed funds to support Literacy VolunteersÕ adult literacy program.

Marcia LaPierre from Chazy claimed first place, John McKee of Moriah came in second and Michael Rogers from Ticonderoga placed third.

Literacy Volunteers would like to recognize and thank the Country Florist and Gift in Ticonderoga and the Kings Corner restaurant in Moriah for donating prizes. We would also like to acknowledge and thank Avery Energy of Crown Point for sponsoring the event, and the Port Henry Knights of Columbus for providing a venue. Among these buildings is Ticonderoga High School. The Colonial Revival structure was designed in 1928 by New York Architects.

Ti church, Prevention Team set to host drug discussions TICONDEROGA Ñ Doug Terbeek of The Prevention Team and Ticonderoga Police Chief Mark Johns recently addressed the Cornerstone Alliance Church MenÕ s Ministry.

Terbeek presented statistics on prescription drug use and the effects abuse has on families as well as individuals. He shared a video describing five families impacted by young adult child prescription abuse, three of which led to overdose deaths, one to a case of permanent brain damage and one to successful recovery.

Ò It spoke to many of the menÕ s hearts as parents and grandparents,Ó Pastor Charlie Bolstridge said. Ò It gave a stark warning that no family is immune.Ó The video identified signs of drug abuse and gave advice on addressing the problem. Chamber Day to be marked in Ti with presentation, open house

The fourth annual observance by the Ticonderoga Area Chamber of Commerce will feature the presentation of membership plaques and an open house Wednesday, April 2. Ò Chamber Day gives the Ticonderoga Area Chamber of Commerce an opportunity to greet and talk with members as well as thank them for their continued support and dedication to the chamber and the community,Ó Matthew Courtright, chamber executive director, said. Ò Please feel free to stop and talk to a TACC staff member, ambassador or board member if you see them throughout the community on Chamber Day. We encourage all members to display their plaque in a location where community members and visitors can easily see it.Ó The Ti chamber will deliver 2014 membership plaques to local businesses that day.

ThatÕ s what the July 4th organizing committee wants to know. The panel is seeking nominations from the public. Ò We encourage community members, organizations and businesses to submit nominations for the 2014 grand marshal,Ó Debbie Barber, Ò Best Fourth in the NorthÓ committee chairwoman, said. Ò Think of people who are truly dedicated to the community and serve the Ticonderoga area throughout the year. We are looking forward to reviewing and discussing the nominations.Ó The deadline to make a nomination is Wednesday, April 30.

The committee is looking for local bands and musicians who would like to participate in the parade. Ò We are working on adding new vendors, live music and other events in the park,Ó Barber said. Ò We also hope to expand the music within the parade. We encourage businesses and organizations looking to participate in the parade to register early. Ti seeks to expand hamlet designation Sewer, water service key to future growth

fred@denpubs.com TICONDEROGA Ñ The town of Ticonderoga has asked the Adirondack Park Agency to expand its hamlet.

Hamlet expansion is important, Supervisor Bill Grinnell said, because it allows for development without APA approval. The APA has no jurisdiction in hamlets. Ò The governor wants us to expand our tax base to stay within the 2 percent tax cap,Ó Grinnell said. Ò To do that we need to grow our business community.

The state needs to give us the tools to grow.Ó

Ticonderoga officials hope to expand the hamlet to areas now served by water and sewer and to places that could soon receives those services.

The area along Race Track Road to Route 74, including the Ti industrial park has been identified for possible hamlet designation along with Route 9N south of Ti and Streetroad. Ò We approached the APA a while ago,Ó Grinnell said. Ò Now the ball is back in TiÕ s court. They asked for more information and weÕ re gathering that now.Ó Last year town engineers submitted a map to the town officials of the 9N & 74, Commerce Park and Hague Road area served with sewer and water, but not in the hamlet. That map needs to be amended to show areas where Ti could provide water and sewer service.

Before that happens, though, the town must determine the capacity its wastewater treatment plant. Ò The town has a responsibility to serve all parcels within existing sewer districts,Ó according to the minutes of the January town water and sewer committee meeting. Ò Many of these parcels are currently vacant and, if developed, the WWTP (wastewater treatment plant) will be at its full capacity. Further discussion was held on how to increase the capacity at the WWTP; reduce storm water and upgrade and replace clarifiers. Ò If upgrades had not been made at the WWTP,Ó the minutes read, Ò Black Point sewer district would not have received DEC (state Department of Environmental Conservation) approval.

Future growth in Ticonderoga is dependent upon the capacity at the WWTP.Ó

Grinnell, McDonald seek relief from Gov.

pete@denpubs.com ELIZABETHTOWN Ñ Despite their festive attire Ñ including comically-large bow ties and wardrobe choices that protected all participants from Leprechaun pinches Ñ the Essex County board of supervisors was all business at their meeting on Monday, March 17 at the Government Center.

Bringing attention to whatÕ s quickly becoming a signature issue, Ticonderoga town supervisor Bill Grinnell, currently serving his first term after taking office in January, presented a letter written by Ticonderoga Central School Superintendent John C. McDonald, Jr., last month referring to a resolution passed by the districtÕ s board that asked the state to, Ò recognize the unique circumstances that come with living in the Park,Ó and to present a, Ò unified front,Ó to the legislature and the Governor.

Grinnell asked the board to Ò pass it aroundÓ and stressed that it wasnÕ t an official resolution, but rather food for thought.

The letter said the parkÕ s regulations, including what McDonald calls an Ò extensive permitting process,Ó presented a boundary to economic development and that the growing amount of state-owned land hobbles the extension of the tax base.

As such, according to the letter, schools have come to rely too much on local property taxes for revenue, which when paired with the tax cap, puts the regionÕ s children at a disadvantage. Ò Since the Park was established, and is constantly touted as the Ô playgroundÕ for the state to be experienced by tourists and future generations, the state executive and legislative branches should establish a fund to support the public education institutions within the park and reduce their reliance on the property tax.Ó McDonald closed by calling for local school districts and other municipal entities to join them and kick the resolution upward to the state legislature. Ò I might be able to support this, but I canÕ t support it the way itÕ s currently written,Ó said Douglas after quickly perusing the two-page document. Ò Quite frankly, the word Ô playground,Õ is offensive.Ó Ò Feel free to modify it,Ó said Grinnell. Ò But the word Ô playground,Õ is the Governor Õ s choice in words, not mine.Ó Ò I just donÕ t want to be at the crossroads,Ó said Douglas, noting Governor CuomoÕ s intense involvement in the region. Ò The wording has to be very careful.Ó Tom Scozzafava, the Moriah town supervisor chairing the finance subcommittee, called the dynamics of the region Ò cloudy,Ó and said he continually strives to reach a compromise between the Governor Õ s efforts, which he said went Ò above and beyond,Ó those of his predecessors, and those who are more critical of his policies and seek a harder line on economic development within the Blue Line.

Among the othermost salient topics: swelling infrastructure expenditures, a private lawsuit-related discussion session and the North CountryÕ s simmering property tax issues.

Lawmakers grilled outgoing Department of Public Works superintendent Anthony LaVigne on his resolution for an additional $28,000 from the board to pay contractors to refurbish the highway garage in Lewis by stripping off the deteriorating siding and putting up a cement overcoat.

After a volley of hard-hitting questions from the lawmakers Ñ including why the project, which was originally capped at $100,000, needed to go out to bid, the timeframe for project commencement, the choice in building materials (a type of long-lasting concrete, not plastic siding), exactly how long exposed insulation could withstand the elements and what a possible threshold for Ò just good enoughÓ might be when it comes to how much cash to pump into the project before tightening their purse strings Ñ the resolution was tabled by committee chairman Gerald Morrow after a request from Westport town supervisor Dan Connell to allow LaVigne another month to root out the necessary info.

LaVigne is slated to retire in May. A decision to who will replace him has not yet been made public.

Executive session

County attorney Daniel Manning called for an executive session Ñ a privilege the board is awarded by state law to discuss sensitive issues, including discussions regarding proposed, pending or current litigation Ñ to discuss a Ò possible lawsuitÓ related to Level 3 Communications, LLC. Officials emerged after 50 minutes behind closed doors as

members of the public waited in the galley for the animal task force meeting that had been pushed back, many wearing cross expressions, and didnÕ t appear to be keen on informing the press what they discussed. Ò Nothing was decided,Ó said St. Armand town supervisor Charles Whitson. Ò It needs further study and weÕ ll present it again another time.Ó According to their website, Level 3 Communications is a Colorado-based network systems provider.

Following the closed door pow-wow, Crown Point supervisor Charles Harrington asked if the county planned on holding regular tax auctions after the upcoming sale scheduled for April 30, a topic that was not on the agenda. Ò What do you want me to do?Ó asked an exasperatedlooking Manning, who had previously told the board that his office had been working diligently with other county departments to ready the properties seized in 2009 and afterwards Ñ those not included in next monthÕ s auction, which only includes properties from 2006-08 Ñ for what the county hopes will be an annual event designing to bring in revenue.

Treasurer Michael Diskin said the county is shooting for September or October for the next spate of auctions for county-seized property, with the earliest possible date sometime in July.

The last auction was in 2006 and the next is scheduled for April 30. Ò Maybe we can pass a resolution to hire some additional help for Mr. Manning,Ó quipped Randy Douglas, the boardÕ s chairman.

Taxes

Real Property Tax Services director Charli Lewis reported three schools have opted into the VeteranÕ s Tax Break in Willsboro, Ticonderoga and AuSable Valley.

That break would shift a portion of the tax share from veterans to other taxpayers based on a three-tier ranking according to combat experience.

Lewis also told the board 1,062 homes in the county will be stricken from the STAR list if they donÕ t register before the end of the week.

As of March 3, 88 percent of the countyÕ s 6,523 eligible homes have done so. Lewis stressed if their residences are removed from the list, homeowners must file appeals with state authorities — not the county office.

Northway signs

North Hudson town supervisor Ronald Moore said while he was reluctant to bring it up following a contentious three-hour session, he wanted to draw attention to the signage displayed

by GokeyÕ s Trading Post and Adirondack Buffalo Company off Exit 29 on the Northway that drew the ire of the Department of Transportation.

Moore said the DOT asked the two businesses to remove their signs last week from what they say is state land.

According to Moore, the two businesses claim they have seen a 30-40 percent bump in sales since the signs were erected and donÕ t want to remove their signage. Ò ThereÕ s not a lot of businesses in North Hudson,Ó said Moore.

Manning told lawmakers the sale of Horace Nye into private hands is slated to see a changeover at midnight on Thursday, March 20. Ò The funds are in escrow and itÕ s just a matter of the bank signing the paperwork,Ó Manning said.

If successful, the closing would end the half-decade saga from when the board first explored the idea of reevaluating their relationship with the county-owned elder care facility to the decision to sell right up to the ongoing legal wrangling that has held up a transfer that was originally scheduled for the beginning of this year.

Ti board eyes new occupancy law on rental unit inspections TICONDEROGA — A final draft of Ticonderoga’s proposed occupancy law has been completed.

The law, when adopted, will require the town building codes officer to inspect rental properties each time a tenant leaves. The codes officer must then issue a new certificate of occupancy prior to a new tenant moving in.

Supervisor Bill Grinnell said the new legislation was considered at the urging of the building codes officer and the Ticond-

Grinnell, however, said Ticonderoga has no law to adequately address the complaints being referred to the codes officer and police department.

On Campus Taylor Sprague, a student at Moriah Central School, won a $2,000 scholarship to Paul SmithÕ s College after participating in the Presidential Scholarship Competition on campus.

Sprague, of Moriah Center, was one of 100 competitors at the event, which was held Feb. 22.

Contestants participated in a pair of group problem-solving challenges as part of the competition. One was centered around an exercise to build a tower using balloons and few other materials; the other involved writing and acting a play using a handful of provided elements. The students also participated in a one-on-one interview with a college representative.

Scholarship awards ranged between $1,000 and full tuition. Recipients who choose to attend Paul SmithÕ s are eligible to receive the scholarships annually for as long as they are enrolled.

Moriah students take History Day honors St. Mary’s students also win

TICONDEROGA Ñ Moriah Central School and St. MaryÕ s School of Ticonderoga fared well at the annual North Country History Day held at Fort Ticonderoga March 8.

Winners advance to compete at New York State History Day in Cooperstown on April 28. Ò Not only was it exciting to see student projects, but it was great to see students from throughout the region sharing with each other their common interest in history and what history can teach us about ourselves. Students research history topics of their choice related to an annual theme and create exhibits, documentaries, performances, research papers, and website designs. They may enter in competition at the regional, state, and national level. Participants include students in grades 6-8 in the junior division and grades 9-12 in the senior division.

National History Day also provides educational services to students and teachers, including a summer internship program, curricular materials, internet resources, and annual teacher workshops and training institutes.

Fort Ticonderoga hosts teacher workshops about History Day each fall in the North Country and Strum is available to meet with teachers at their schools to introduce the program.

Fire damages Moriah home

MORIAH — A Moriah home was damaged by fire March 11.

The fire, reported at about 12:15 p.m., damaged the James Sprague home on Harry Allen Road, a private road located between County Route 7 and Edgemont Road.

Sprague was not home at the time of the fire.

Fire trucks had problems getting up the driveway, which was icy, fire officials said.

Moriah Fire Department received mutual aid from Port Henry and Mineville-Witherbee fire companies.

The Essex County Fire Investigation Unit will investigate the cause of the fire.

Crown Point crash Three people were taken to the hospital following a motor vehcile accident in Crown Point March 12.

Devin T. Moore, 20 years old of Ticonderoga, was traveling north on State Route 9N in a 2012 Honda Civic at 11:45 a.m. Aaron T. Scalzo, 36 years old of Moriah was traveling south on State Route 9N, operating a 2005 Ford F350. Moore lost control of his vehicle and traveled into the southbound lane, striking ScalzoÕ s vehicle head on.

Moore and two other occupants, Shelby L. Vradenburg, 16 years old of Ticonderoga, and Devin M. McCoy, 19 years old of Crown Point, were transported to Moses Ludington Hospital for treatment.

Scalzo and his passenger, 26-year-old Cory J. Thompson, of Ticonderoga were not injured.

Moore was ticketed for failure to keep right.

Crown Point Fire, Crown Point EMS and Lamoille Ambulance responded and assisted on the scene.

Supervisors discuss fate of former Frontier Town property

pete@denpubs.com ELIZABETHTOWN Ñ For the past several weeks, the Essex County Board of Supervisors have discussed a spate of issues at their committee meetings at the government center, including the fate of the former Frontier Town property in North Hudson, which is headed for auction because of taxes owed.

The tentative plan, said Essex County Treasurer Michael Diskin, is to package four out of the seven parcels to auction as one package; another two will be bundled together and the others will be auctioned off separately. Ò The package with four includes the former Frontier lot itself,Ó said Diskin. Ò The minimum reserve will be whatever taxes are owed on

those properties.Ó Diskin said $146,700 will be owed by the tentative auction date on April 30.

Hypothetically, according to officials, interested parties could bid whatever they wanted on the other properties Ñ including the gas station, which according to North Hudson Supervisor Ron Moore, has solicited two inquiries by a prospective buyer who claimed they could have the facility up and running by Memorial Day. Moore said if the county didnÕ t get an acceptable bid on the four-parcel lot, he surmises the board wouldnÕ t have a problem offering it to North Hudson for the minimum reserve.

The North Hudson town board would then have to approve the purchase.

The current owners have 14 days prior to the auction to reclaim the property, said county at-

torney Daniel Manning. He said his office will attempt to contact them through the proper legal channels.

The county tax auction is scheduled for April 30 will sell off approximately 150 county-seized properties whose property taxes havenÕ t been paid since 2006.

The sale will cover properties from 2006, 2007 and 2008 and yet-to-be-determined number from 2009, said Manning. Ò Somewhere in the neighborhood of 60, but weÕ re not sure yet.Ó The Frontier Town parcels contain decayed and unusable infrastructure and are rumored to contain squatters, said officials. It is unclear how the property provided their water and sewer lines, making environmental concerns another knot to untangle in the run-up to the sale.

The exception is the so-called Ò A-FrameÓ en-

trance building, owned by Keeseville resident George Moore. Taxes on that property have been paid to date.

Also on deck is the county-owned Republic Steel building in Moriah and the adjoining former health center, which is owned by the town.

Moriah Supervisor Tom Scozzafava said it might be useful to bind the two properties together if it will make them more saleable: Ò The views are spectacular and the infrastructure is there, sewer, water and power,Ó he said. Ò It might be enticing to lump the two together to meet future housing needs.Ó The county last held a tax sale in 2006 and aims to hold another this fall for the 2010, 2011 and 2012 properties. Afterwards, officials hope they can maintain a regular annual schedule. Ò WeÕ re right where we should be,Ó said Diskin on the timeline for AprilÕ s sale.

Schools grapple with veterans exemption Moriah, Crown Point, Schroon reject new tax exception

seth@denpubs.com CROWN POINT Ñ School districts throughout Essex County have been deciding whether to implement a Veterans Tax Exemption law signed by Gov. Andrew Cuomo. The legislation allows school districts to offer the Alternative Veterans Exemption.

While expressing support for veterans, most school administrators have complained that not enough information was available on the impact it might have on their districts. Although some schools adopted the exemption by the March 1 deadline, most did not.

The Alternative Veterans Exemption allows school districts to provide a 15 percent reduction in assessed property value to veterans who served during wartime and another 10 percent reduction to veterans who served in combat zones and a larger break to disabled veterans. Previously, this tax break could only be offered by municipalities, but the law was changed in December.

Implementing a tax exemption causes a redistribution of taxes among taxpayers, or a tax shift. Exemptions do not affect the total amount of money a district needs to raise Ð the tax levy.

Therefore, if a townÕ s assessed value decreases due to exemptions, then other taxpayers would need to pay more to make up the difference.

School districts had to hold a public hearing prior to adopting this exemption. Once the hearing took place, the veterans exemption could be adopted by resolution of the board of education or no action taken. If the board wished to increase or decrease the New York State exemption limits ($12,000, $8,000, $40,000), it needed a second public hearing.

If implemented, the Veterans Exemption would be applied first to an eligible resident’s property, followed by the STAR tax exemption. New York State reimburses school districts for the STAR exemption revenue it has lost; it will not be doing the same for the VeteranÕ s Exemption.

Therefore, schools will lose refunds from the state in relation to the STAR exemption.

A veteran who did not serve during a period of war may still qualify if they received an Armed Forces expeditionary medal, a Navy expeditionary medal, a Marine Corps expeditionary medal, or Global War on Terrorism expeditionary medal. School districts may also select limits that are different from the limits set for town purposes. The limits that the school district selects will apply to all the homeowners in the school district for school tax purposes.

The Alternative Veterans Exemption works by reducing the assessed value of the primary residence before the tax rate is applied but does set a maximum exemption value.

There are three levels of benefits: Ñ 15 percent of assessed value for veterans who served during a period of war, up to $12,000 of assessed value; Ñ additional 10 percent for veterans who served in a combat zone, up to $8,000 of assessed value; and — additional benefits for disabled veterans (equal to one-half of their service connected disability rating.

The state division of veterans affairs estimates approximately 5,000 veterans currently live in Essex County. Accordingly to the Essex County Real Property office, 2,080 of those veterans currently receive veterans exemptions.

According to the Director of the Essex County Real Property Tax Services Charli B. Lewis, the law will shift taxes from one group to another. Ò In the past this exemption only applied to county, town and village taxes,Ó he said. Ò However, this new exemption is not reimbursed by the state and does represent a tax shift from one group of taxpayers to another. The impact in Essex County, if every school district were to opt in at the same level as their respective towns, would show a loss of taxable value equaling $52,112,833. The shift of tax dollars would be $600,855.77 based on the 2013-2014 school budgets. If schools opted in at a lesser level or did not opt in at all the impact would be less. If schools opted in at a higher level than their town the impact would be

greater.Ó The Ticonderoga Central School District, with 313 veterans already receiving previous exemptions, is one of the three school districts within the county that decided to adopt the Alternative Veterans Exemption, but at the minimum exemption level for the time being, reflecting an estimated 3 cents per $1,000 of assessed value increase in Ticonderoga. Ò The board of education at Ticonderoga Central received feedback both in person and in writing to support the exemption,Ó Ticonderoga Superintendent John McDonald said. Ò The board needed to find a balance to honor and thank the veterans for their service with the needs of our taxpayers. We will examine the impact this will have going forward and then decide if we want to move to a different level. We had many veterans in attendance at the meeting and they thanked the district for doing this.Ó MoriahÕ s school board discussed the new law in length but decided against it for the time being because of the unknown ramifications on the tax shift that will occur.

The cost to their school district would have been the highest in the area at 55 cents per $1,000 of assessed value. The school district has 309 veterans currently accepting previous exemptions. Ò We support our veterans 100 percent, but this was a very tough decision put on the shoulders of our schools,Ó Moriah Su-

perintendent Bill Larrow said. Ò The time frame allotted to adopt the law was inadequate. We will, however, look into the consequences of the law for further implementation.Ó With 83 veterans already receiving exemptions, Crown PointÕ s school board also had the Veterans Exemption on its agenda for discussion, but believed the time frame to implement the law was too short. Ò A study of the impact of having the exemption as it relates to the entire tax base is needed,Ó Crown Point Superintendent Shari Brannock said. Ò Tax exemptions would be funded by the local tax base with the total amount of exemptions displaced to the rest of the taxpayers. In addition, our state funding of the STAR exemption reimbursement, available to all, would decrease based on the way the governorÕ s real property tax applies the exemption. ItÕ s important that we look at all aspects of this law as we proceed to ensure we make an informed decision.Ó Schroon Lake school also opted not to implement the new exemption for the current school year. The topic will be discussed at upcoming meetings for a possible future implementation.

Schroon Lake has 146 veterans receiving exemptions.

The New York Department of Taxation and finance states that the STAR program is the only exemption funded by the state and the STAR program is always applied last to maximize eligible exemptions.

TICONDEROGA — The Ticonderoga office of Glens Falls National Bank and Trust Company is accepting aluminum can tabs on behalf of Riley’s Wishes, a nonprofit organization that aids sick children. RileyÕ s Wishes was founded in 2013 to honor Riley Knight of Ticonderoga, a boy who lost his battle with cancer at 11 years old. It was his wish to help other sick children.

Tabs from soda, soup or other aluminum cans can be dropped off through April 11 at the Ticonderoga office, 123 Montcalm St., during regular business hours. Anyone who brings in donations will be entered into a raffle for a chance to win a gift basket.

All-American honors for Ticonderoga hurdler Moriah runner sets section records

The Ticonderoga athlete earned that honor with a sixth place finish in the 60-meter hurdles at the New Balance National Indoor Track & Field Championships in New York City March 16. The top six runners were named All-American.

Hebert clocked 8.04 seconds in the final. Isaiah Moore of Burlington. N.C., won the race in 7.79 with Grant Holloway of Chesapeake, Va., second in 7.93 and D-Ante Yarborough of Ashburn, Va., third in 7.95.

HebertÕ s accomplishment was watched via internet in Ticonderoga and supporters rallied at his home that night as he returned from the meet. About a dozen people with signs waited in the cold to welcome home the townÕ s mostdecorated athlete. Ò It was overwhelming to come home to that,Ó Hebert said. Ò It really showed the community spirit and the support IÕ ve received from everyone. It was great.Ó Two weeks ago Hebert won his fourth straight hurdles state championship, taking the 55-meter event. He won the 110-meter hurdles at the outdoor championships in 2012, then captured the 55-meter hurdles indoors and the 110 hurdles outdoors in 2013.

Earning All-American status had been a goal for Hebert.

Ò That (All American) was the goal all year,Ó Hebert said. Ò ItÕ s something I really wanted to do. When I came across the fifth (final) hurdle I powered through the finish line and looked at the scoreboard. She set a mark in the 400-meter run en route to an 11th place finish. She was timed in 56.42 seconds. In the Emerging Elite 60-meter hurdles she failed to advance, but set a section record with a time of 7.91 seconds.

Snyder also competed in the 200-meter run, finishing 43rd in 25.76.

keith@denpubs.com GLENS FALLS Ñ The key for rivals of the Moriah Vikings in the 2013-14 boys varsity basketball season was finding a way to stop sophomore Adam Jaquish.

All had, for the most part, failed Ñ until New York Mills brought the height and quickness needed to the New York State Public High School Athletic Association Class D semifinals at the Glens Falls Civic Center. Mills scored a 57-24 win March 14.

Moriah finishes the season with a 21-3 record.

New York Mills won the state championship the next day, beating Coleman Catholic, 57-50, in overtime.

Jaquish was held to seven points and eight rebounds by the Marauders, who triple-covered the VikingsÕ top offensive option every time he got the ball. Ò They are so long up top,Ó Moriah Coach Brian Cross said after the game. Ò Early on we were able to get the ball into the short corner, but we were not able to finish.”

The Vikings held a 7-6 lead in the middle of the opening quarter before New York Mills scored the final six points of the stanza,

both on three pointers by Andrew Surprenant. From then on, the Marauders out-scored the Vikings, 45-17. Ò The way they started the second half and with Adam in foul trouble, I knew we were in trouble then.Ó Tyler Pratt, in his final game as a member of the Vikings basketball program, scored six points on back-to-back three pointers in the third. He also had four rebounds and two assists. Ò This can happen to the best of us,Ó Pratt said. Ò 21-3 is a pretty good season and it is a great feeling to get this far in both basketball and football.Ó Ò Tyler has done a great job for the last two years at the point for us,Ó Cross said. Ò He is going to leave everything that he has out there on the court.Ó Taylor Slattery added three points and four rebounds, while Noah Gilbo had two points and seven rebounds. Jarrod MacDougal, who was a starter with Ryan Jaquish out due to illness, scored two points. Billy Larrow added two points and Chris Clarke also scored two. Adam Jaquish also added four blocked shots.

MillsÕ leading scorer Nick Comenale paced his team with 28 points, 17 coming in the decisive third quarter. He also had six rebounds and five steals. Surprenant added 10 points, while Zach Vennaro had eight points and five rebounds and Terrance Nichols added seven points and seven rebounds.

Cross and Pratt said they felt the Final Four trip was a good experience for a team that started four sophomores in the semifinal game. Ò To get here is a great accomplishment and it will help them to know how hard they need to work not only to get back here, but to get to play on Saturday,Ó Cross said. Ò IÕ m looking forward to being back here next year and watching them play,Ó added Pratt.

Bug eyed for stream bugs

ive of Trout UnlimitedÕ s Lake Champlain Chapter members, myself included, donated our time to help pass down the magic of fly fishing and fly tying to a young generation of 4H students this past Saturday at the Cooperative Extension building in Westport NY. The 4H class expressed an interest in learning about fly fishing and Trout Unlimited answered the call.

By Rich Redman T.UÕ s Chapter president Derrick Miller opened the show, explaining the philosophy of Trout Unlimited, which is to protect and conserve cold water fisheries. Derrick discussed native species such as Brook trout and Atlantic salmon and their cold water habitats. He also explained some stream ecology and the past threats to the fishery like dams and how they stop the movement or passage of aquatic species. Derrick, dressed in fly fishing attire, with waders, rod and reel in hand, kept things interesting to the young crowd. He also kept the kids smiling, especially after donning his self proclaimed, nerdy, white, wide brimmed fishing hat he wears.

The Kids Guide to Fly Fishing movie was then shown. The star of the movie was a young man named Tyler Befus who explained the ins and outs of vests, waders, fly rods and reels and other equipment. He then showed how to tie a San Juan worm fly, this lead to an on stream discussion of pools, riffles, and pocket water. Tyler then finished the presentation with a demonstration of how to fly fish on a western trout stream.

Jan Opel, TUÕ s local regional representative, had a slide show of women fly fishers and various streams throughout the country where they fish. Jan explained that one goal of Trout Unlimited was to encourage more women to take up the art of fly fishing

and to promote them to get more involved with cold water conservation efforts. She also mentioned that this spring there will be a Woman’s Fly fishing clinic. Trout Unlimited will make that announcement once the dates are set.
