shawn@denpubs.com PLATTSBURGH Ñ It took 56 attempts, but the Royal Order of the Blarney Stone finally chose an Irishperson of the year who has actually lived in Ireland.

At the annual St. PatrickÕ s Day Breakfast, hosted by the North Country Chamber of Commerce and Adirondack Bank, Master of Ceremonies Kevin Killeen conferred the honor of Irishperson of the Year on Dr. Kjell Dahlen.

Dahlen accepted the award to a standing ovation at the packed and mostly green-clad crowd at the Angel Center ballroom.

shawn@denpubs.com PLATTSBURGH Ñ Department heads from both the city and town of Plattsburgh met for several hours to brainstorm on how they can work together to provide better service at lower costs.

The first meeting of Ò Team Plattsburgh, a City and Town CollaborationÓ was held March 14 at the Plattsburgh town office building. After meeting individually by department for several hours, each of the various departments were asked to sum up that they were able to take away from the session.

The consensus sentiment was that the meeting and the direction the town and city are taking are positive and should be pursued. Many departments, such as the Parks and Recreation and Highway departments, advised that they already work together in varying fashions, and this will only enhance their ability to bring quality services to the North Country.

Economy of scale in purchasing was also touched upon as a possible money-saving move.

Ward 5 Councilor Becky Kasper pointed out the possibility of going even farther with the concept.

PLATTSBURGH Ñ The New York State Army National Guard Counter Drug Task Force won national recognition recently from the Community Anti-Drug Coalitions of America (CADCA).

The 72 member strong task force, which includes six soldiers stationed locally from Morrisonville to Ogdensburg, was awarded the 2013 Outstanding State National Guard Civil Operations Program Award at a ceremony in National Harbor, Maryland. Ò We assist law enforcement so that they can spend more time out in the field,” said Sergeant First Class William Tavernia of the National GuardÕ s Morrisonville Armory. Ò We utilize the specialized tools and experience we have with all the training weÕ ve done to assist as analysts.Ó Two thousand-five hundred participants representing anti-drug coalitions from around the country met for the four day CADCA forum.

Ò ItÕ s a validation of protocols that we are developing in conjunction with the NGB Counter Drug program.Ó In 2012, Task Force operations resulted in the seizure of 80 pounds of heroin, and in 2013 they assisted in the seizure of 312 pounds of heroin.

NY Senator calls for first statewide animal cruelty registry Petition gains signatures in an attempt to help pass legislation

seth@denpubs.com PLATTSBURGH Ñ New York state senator Greg Ball is asking animal lovers to sign a petition calling for a statewide animal cruelty registry.

The call for the petition followed the sentencing of an Albany resident who pled guilty to leaving three puppies on railroad tracks to die.

The man will be added the Albany County animal abuse registry so that he will no longer be able to purchase or adopt a pet within the county.

Outside of Albany County, however, he would be able to adopt or purchase animals.

The statewide animal abuse registry was passed by the state senate earlier this year but the assembly failed to pass the legislation.

The registry would contain the names and addresses of persons convicted of violating BustersÕ s Law and allow easy access to the public to provide the information to those involved in the sale or adoption of animals before allowing an individual to take owner-

Buster Õ s Law has been said to be all bark and no bite, allowing many individuals to slip through cases with minor infractions similar to those of traffic violations. Ò I think having a statewide registry would help agencies like the SPCA and Humane Society adopt animals out to an appropriate home,Ó said Elmore SPCA Shelter Manager Rebecca Burdo. Ò Both law enforcement agencies and the judicial systems would benefit from the registry because a lot of hard core criminals start out abusing animals. In our region even if the animal abusers go to court the consequences they face are minimal, a registry would be a deterrent because those individuals wouldnÕ t be able to purchase or adopt another animal,Ó said Burdo. Ò I hope this registry shows the need for a local animal cruelty officer. As good a job as law enforcement does, the need for a specialized officer with specific training should be a priority. In the majority of cases in our area people arenÕ t trying to be cruel, theyÕ re just not educated with what animals need.

Dahlen said that when he moved to the Champlain Valley, he planned to be here for only a year, but between the lake, the mountains and the people, he had found a home. And even with a hard to spell name and an accent, he said, he has always felt welcomed here.

Ò I was totally surprised,Ó said Dahlen of the award. Ò There were so many other people here who were worthy. IÕ m honored and humbled. IÕ ve felt all along that IÕ ve been very well received in the community and the people have been welcoming and good to me since day one that I came to town.Ó After receiving his award, Dahlen and the 450 strong Irish for the Day crowd were treated to an Irish blessing by the Cumberland Bay Chapter of Barbershop Harmony, before venturing out into the still well below freezing Monday morning air.

Affordable? Health Care Act

B

ig changes are coming to health care in 2014. The Patient Protection and Affordable Care Act will soon affect all of us. Signed into law by President Obama on March 23, 2010, the ActÕ s open enrollment ends on March 31.

The Supreme Court controversially upheld the law on June 28, 2012.

Much of the population feels that the law is unconstitutional. Can the government really force people to buy health care? Apparently, yes.

One might think that health care is universally important to everyone, but thatÕ s not always the case.

Many young, healthy individuals donÕ t believe itÕ s necessary because they are, in fact, in good health. For them, the cost can outweigh the benefits.

One trip to an emergency room, even for something minor, may change their opinion. Today the average emergency room visit costs more than $1,200 Ñ 40 percent more than the average monthÕ s rent in the nation. A doctor’s visit is only a fraction of that cost but getting into a doctor’s office in a timely manner is rare.

Although the country is still divided on Obamacare, the increase in enrollment continues due to an enrollment deadline and fine of the higher amount of $95 per adult per year, or one percent of your taxable income, for not signing up by March 31.

There are exemptions to this policy, but the law was designed to force young, healthy people to buy insurance. Obamacare has made some important movements toward an improvement in AmericaÕ s health care. Allowing individuals to stay on their parentÕ s insurance until theyÕ re 26 has been a huge advantage to young people considering the current state of the economy.

A major part of the story is that Obamacare will allow people to get health care outside of the workplace. All Americans will benefit from the new rights and protections, like guaranteed coverage of pre-existing conditions and the elimination of gender discrimination.

However, the positive steps making health care more successful have also been marred by missteps and false promises.

One of the key promises the president made that would allow individuals to keep their current policies if they were satisfied with them was pulled out, only to have it put back in place for a temporary two-year period as a political ploy to aid Democrats in the upcoming midterm elections.

The U.S. government recently announced that 4.2 million Americans have enrolled in private health care plans since Oct. 1 under the new law. Even if a flood of Americans sign up over the next month, that number is unlikely to reach seven million, which was the original estimate for how many people would get insurance during the first year of Obamacare.

Of that number, itÕ s unknown as to how many of those people are newly-insured or were already insured.

Two percent of firms in the U.S. have more than 50 full-time employees and will have to choose to insure full-time workers or pay a fine. To avoid this, some businesses are cutting employees, further weakening the economy.

The Congressional Budget Office alleges the law will cut full-time employment by 2 million people, although a percentage of this loss is likely to be from individuals walking away from the job they had simply to get insurance in the first place.

An argument made from both sides was that the law is a hand-out to insurance companies.

Companies that already get fat on residents of this nation.

Health insurance companies stand to make billions, despite a loss on profit per plan, since they will be insuring millions of new Americans.

That said, the new law does require insurance companies to spend at least 80 percent of premiums on healthcare and less than 20 percent on advertising, overhead, and CEO salaries or provide customer rebates.

Unfortunately, thereÕ s no crystal ball to perfectly predict the long-term impact of Obamacare.

Although many reforms are needed for this law, it seems the most important one should be to make it less expensive and less burdensome to obtain insurance for those who donÕ t qualify for subsidies. Allowing broader plan design, lower actuarial values, and fewer minimum benefits is a good place to start. Sadly, the majority of this law focuses on making sure people are covered instead of addressing the cost of care in the first place. Ñ

Style & Substance: Raising daughters and young women Dear style & substance, I attended your last winter series talk and loved the question you asked about what qualities the women felt were important to instill in raising daughters and young women today. I have been thinking a lot about it and have two daughters myself.

What do you two think?

That is a question that too many parents are not reflecting on enough. Although it takes planning, change and discernment; we call this Ò intentional parentingÓ . The womenÕ s response hit on two very important themes; SELF-AWARENESS and RESILIENCE. We highly agree with the thoughts shared by our speakers and share some additional thoughts from our experiences raising daughters.

Girls change as they grow, but do we as parents? Beginning with a plan of action to intentionally rear in a positive and empowering direction is great;but changing, adding, and developing that plan is crucial in giving her the tools she will need to come out as a well designed adult! We believe in letting them decide their ultimate outcomes; but giving them the tools they need helps them to make smart, unique, and heartfelt choices.

From Sally: When I had children, my plan seemed quite simpleÉ I wanted my children to have a conscience, with spirituality as the guiding force, and to become happy, healthy, independent and productive adults. When having a guiding mantra, I could make those crucial decisions and measure my guidance by returning to my overall objective. I highly recommend developing a mantra, recipe, or code for direction at any point in your childrenÕ s lives! The simpler, the better. The three qualities that I would add to the first two are discipline, curiosity and spirituality.

DISCIPLINE: This works best if you are fairly disciplined yourselfÉ .which is hard to maintain when raising kids and is always a work in progress. Set the rules and the consequences and do the follow up. DonÕ t threaten what you wonÕ t DO. Be consistent. This will give them self-discipline, the ability to regulate their own rules and consequences, as they grow. It also gives them a lot of freedom in the world. I thought of it more as, Ô this is what you CAN do,Õ rather than, Ô this is what you CANNOT doÕ . Saying Ô yesÕ and Ô noÕ as opposed to Ô maybeÕ is part of the discipline of being able to make a decision. School and extra curricular activities can become easier for the child, because they are used to structure and team work.

CURIOSITY: To me, being curious means that you are engaged in the world around you. You are interested in what is going on OUTSIDE yourself; people, places, nature, etc. Having curiosity makes people more empathetic, conversational, and ready for adventure and less self-oriented and fearful. It begins with talking about your world and the people in it and then bringing them out to experience it and talk more about it. Curiosity can give every day life a sense of adventure!

Here is Jasper, an adoptable dog from Elmore SPCA...

Jasper is a collie mix, tricolor, who arrived 03/07/14.

He is male, four years old, and 49 pounds.

Jasper is a great dog who was originally found running at large in the town of Ellenburgh. He was picked up by a concerned citizen who rehomed him with a friend. Within a few days this outgoing dog got out and was running at large again. His new people tried to find him, and with the help of Elmore SPCA, were reunited with Jasper. Unfortunately, his new family quickly learned that he is a dog who needs to have plenty of exercise and that loves to be with his people. They were leaving him alone for hours and hours each day, and Jasper kept trying to get out. Jasper is a very loving and active dog who dislikes being left alone. He will do best in a home where he will be around people or other dogs when his people canÕ t be around. This guy is very smart and is picking up on cues to sit, lay down and to come very quickly. He would love to play with some kids, run around on a farm and go for long hikes with his people. Come in and meet this gorgeous and loving dog! He is now current on vaccinations and has tested negative for heart worm. He will be able to go home after he is neutered!

Malachi is a domestic, medium hair, black cat who arrived 02/27/14. He is an eight pound, two year old male.

Malachi was a community cat who was rescued by a concerned citizen in the town of Plattsburgh. He is a gorgeous cat who was surrendered because his rescuerÕ s home was condemned, and they could no longer provide care. Malachi is a loving cat who lived very well with other cats and special needs children. Come in and meet this great cat who will do well in most homes. Malachi has tested negative for FeLV/FIV and is now current on vaccinations, is neutered and is living quite well in our cat colony. This loving cat would love to be a part of your family! Come in and interact with this outgoing and intelligent cat! He loves to give hugs, to be cuddled and will defend you against all things that crinkle or that have feathers! He loves to play with his people (especially if there is a laser light involved) and is sure to entertain you for hours with his great personality!

SPIRITUALITY: Having a sense of right and wrong goes hand in hand with TRUTH and AUTHENTICITY. What I have found is that it doesnÕ t mean that you will design your childÕ s choice of religion when they become an adult. It could mean going to church, reading and discussing childrenÕ s books about struggles and life decisions, exploring spiritual practices, and ultimately letting your child formulate a moral code by which to live based on some positive exploration and input. When your child grows and they feel that what is on the inside is the same as what they are presenting to the worldÉ that is authenticity. Saying you are sorry when you have behaved badly or made a bad decision is one of the most powerful learning tools for your child.

From Michele: Discipline and living by a code were the foundations my husband and I established from our beginnings as a family. While our paths have differed, our core values have remained steadfast. We have four children, a large family by current standards, and this reality was the guiding force that shaped our family.

We created connectedness through the unspoken rule, Ô all for the greater good.Õ While this may sound prohibitive of nurturing creativity, we found that individuality was not sacrificed but encouraged through supporting one anotherÕ s gifts and talents.

Self-reliance was a life skill developed out of necessity and supported by unconditional love.

VALUES: Gratitude and thankfulness were celebrated everyday through words and actions. We tried to have dinner together every night. The meal began with grace and conversation was focused on the day, the world, any topic somebody wanted to discuss. Family dinners became a challenge as our children entered the teen years so we compromised and set four nights each week where everybody had to schedule ahead and perhaps make accommodations with work and sports Ð Ò all for the greater goodÓ was still guiding us and kept us on track.

ADVENTURE and CREATIVITY: These two values began when we packed our belongings and oldest child, a 9 month old infant at the time, into our Volkswagen and drove to Alaska. Cultivating adventure and creativity is not always an easy, or enjoyable, journey. When this same infant grew into a bit of a sassy mouth teen she once responded to a rebuke by me with Ò this is not my fault, you are the one who raised us to be free thinkers.Ó She was correct in her assertion, just not in the delivery. Cultivating and supporting these qualities can be trying but the end game is what we want as parents; thoughtful and courageous adults with a clear sense of purpose and place in the world.

MEANING: Every family has challenges despite diligent effort and plenty of love. Our Day of Infamy came when two of the children experienced the severe consequences of their actions.

The following morning I went to the store and bought the largest box of Wheaties I could find. I woke the boys, made them each a bowl of Wheaties, and told them to get back to work and act like the champions they were born to be. This is unconditional love in action Ð forgiveness with high expectation. I believe that forgiveness, of self and others, is the greatest gift we can give to our children and a quality that not only builds resiliency, but (and more importantly), builds compassion. So often parents do not hold their children accountable; poor decisions, lack of disciplined action, or blaming others is the default response. Giving children the opportunity to make right what they have done wrong is a powerful act that will serve them well throughout life.

This should stimulate some agreement and disagreement on your, the readerÕ s, part! Raising children is intimate, challenging and quite specialized. That is the purpose of our weekly Ô advice columnÕ ; not to give advice, but to begin a personal thought process to answer the question, Ò what would I do?Ó . We believe that an early start in setting a standard is best, but it is never too late to start over. Parenting is a never-ending reinvention and reinterpretation of the codes you set at your childÕ s birth. Parenting our children at all stages in life is an intentional act of creation and re-creation!

To The North Countryman: Throughout the nation, March is Red Cross Month. During this time, we like to recognize our Everyday Heroes who reach out to help their neighbors when they are in need.

These everyday heroes are our volunteers who help disaster victims get on the road to recovery. They give blood to help someone in the hospital. They brighten the day of an injured service member in a hospital far from home. They take our classes and step forward to help someone having a heart attack or to save a drowning child.

March is also a great time to become part of the Red Cross. ItÕ s easy. Household members can work together on a preparedness plan. People can sign up to take a class or volunteer their time.

They can give blood or make a financial donation.

The Red Cross responds to nearly 70,000 disasters a year in this country. It provides 24-hour support to members of the military, veterans and their families; collects and distributes about 40 percent of the nationÕ s blood supply and trains millions of people in first aid, water safety and other life-saving skills every year.

Here at the Adirondack Saratoga Chapter, we responded to 70 local emergencies, assisted 176 military families and trained over 6,240 people in lifesaving skills in 2013. And people from Northeastern New York Region donated almost 78,000 units of blood.

Red Cross Month is observed in dedication of everyone who supports our mission. We are grateful to people for their generosity which enables us to continue our work, and encourage everyone to become an Everyday Hero during Red Cross Month by helping their neighbors.

Scrabble a success To the North Countryman: Twelve wordsmiths participated in Literacy Volunteers annual winter scrabble tournament on March 2. The event raised awareness and much-needed funds to support Literacy VolunteersÕ adult literacy program. Marcia LaPierre from Chazy claimed first place, John McKee of Moriah came in second, and Michael Rogers from Ticonderoga placed third. Literacy Volunteers would like to recognize and thank the Country Florist and Gift in Ticonderoga and the Kings Corner restaurant in Moriah for donating prizes. We would also like to acknowledge and thank Avery Energy of Crown Point for sponsoring the event and the Port Henry Knights of Columbus for providing a venue. Agree with editorial To the North Countryman: We at Literacy Volunteers of Essex/Franklin applaud your editorial suggestion that Corrections parolees be offered training opportunities more in accord with the needs of their communities than college programs.

LVAEF has been working with inmates at several facilities here in the North Country for nearly ten years now. Very many inmates in the First Offense/Non Violent category come from small Upstate communities and have expressed to us volunteers their extreme anxiety about their hometown reception upon being paroled.

These same smaller communities are typical of those with volunteer staffing problems for firemen and first responders. It is hard to imagine that certified parolees would not be welcome and that their positive contact with older fellow personnel would not expedite their acceptance into their home towns.

I myself have spoken to a number of small town fire chiefs over the years on this subject and they have all been very willing to support such a program.

I hope your suggestion takes root. The North Country and all Upstate stand to gain good citizens and safer homes when it becomes law.

Musical ‘Chicago’ “Mafia Murders” benefit coming to Chazy for Cody Sarbou Fund CHAZY Ñ Chazy Music Theatre is proud to announce Chicago as its 25th anniversary show.

Set amidst the razzle-dazzle decadence of 1920s Chicago, chorine Roxie Hart murders her lover after he threatens to walk out on her. Surprisingly, she is able to convince her hapless husband, Amos, to take the rap…until he finds out he’s been duped and turns on Roxie. Desperate to avoid conviction, Roxie hoodwinks her husband, the public, and the media by hiring ChicagoÕ s slickest criminal lawyer to transform her malicious crime into a barrage of sensational headlines, the likes of which might just as easily been ripped from todayÕ s tabloids. shawn@denpubs.com ROUSES POINT Ñ The Cody Sarbou Memorial Fund will get a shot in the arm March 29 when the Adirondack Regional Theater presents Ò Mafia MurdersÓ dinner theater as a fund raiser for their scholarship.

A mobster mystery set in the 1940s, Mafia Murders will be held at the Rouses Point American Legion Post 912 starting at 5 p.m. with a cocktail hour. The dinner theater starts at 6 p.m., with entertainment and dancing going on until 11 p.m.

Joy Sarbou-Jubert started the memorial fund after her son Cody, a 2007 graduate of Saranac High School, was killed in an automobile accident in Saranac. Each year they have hosted a memorial motorcycle ride to support the fund, but Sarbou-Jubert wanted to change things up this year. Ò I thought that by changing the fundraiser, it would still include his friends, but it would more include people who we know and my business community, and more of the general population,Ó she said.

The fund, which supports a scholarship in CodyÕ s name at Saranac, has been successful so far, according to Sarbou-Jubert, but she his hoping to grow the fund to the point that it becomes self-sustaining. She also wanted to put a fresh spin on things.

Plattsburgh, a new community effort organized by former ROTA board member Matt Hall., wants you to join the push to end street harassment. “It seems to me like every few months there is another incident that gets a lot of press attention in the area,” he said.. “I feel like Plattsburgh needs to develop a culture that does not tolerate that sort of behavior.” To combat catcalls and other obnoxious behavior, Hall plans on launching a website in early-April where residents can submit their stories and monitor the times and locations of incidents. Shared stories will then be added to an interactive map of the city that shows all of the places where community members face issues. Tonight’s event will feature live music by several acoustic artists, including songwriter Taylor LaValley, Return of the Man guitarist Sarah Mundy and Dandersen.
