Members from the Democratic committees met in Long Lake two days before ValentineÕ s Day to quietly make their choice for a candidate to replace the current incumbent Congressman, Democrat Bill Owens of Plattsburgh, who announced earlier this month that he would not be seeking re-election.

ELIZABETHTOWN Ñ A handful of county department heads delivered their annual reports to the Essex County Board of Supervisors Wednesday, Feb. 12, bringing rays of cautious optimism to a cash-strapped county.

County treasurer Michael Diskin told the finance committee that occupancy tax generated $1.9 million in revenue for the county in 2013, up $120,000 from 2012, or 6.7 percent, making it the largest amount of revenue generated since the tax was implemented in 2000.

Essex County workshop aimed at raising meth awareness

pete@denpubs.com ELIZABETHTOWN Ñ Methamphetamine use is apparently on the rise in Essex County and is no longer unavoidable, District Attorney Kristy Sprague told the Board of Supervisors last month. Ò A lot of people donÕ t think thereÕ s meth here,Ó she said. Ò ItÕ s here and we just have to know what to look for.Ó To assist the countyÕ s 18 supervisors in identifying, reporting and squashing use of the drug in their towns, the DA’s office will hold a twohour training workshop on Monday, Feb. 24 at the Public Safety Building in Lewis.

Essex County Sheriff Richard Cutting said the countyÕ s Narcotics Task Force is seeing more signals of the, Ò single pot method,Ó of production in the county. Ò WeÕ ve seen a rise of this homemade, fairly simple to make procedure,Ó he said. Ò We donÕ t see a lot being produced for sale Ñ itÕ s made for home use: inexpensive, made right at home and creates a very, very extremely addicting product, an insidiously addictive drug.Ó Also known as, Ò shake and bake,Ó this method of producing Ò crankÓ essentially involves mixing store-bought chemicals together in a

two-liter plastic soda bottle.

A single hit, said Cutting, can keep users going for days at a time.

A synthetic substance closely related to the FDA-regulated amphetamines, meth is a strong stimulant and is mainly manufactured in clandestine laboratories. ItÕ s used primarily by working class folks and has steadily grown in popularity since emerging from its midwestern stronghold in the 1980s. Ò This is not something that youÕ re going to buy,Ó Cutting said, explaining that itÕ s relatively cheap to make from over-the-counter ingredients like batteries and cleaning supplies.

The relatively simple manufacturing process means that the drug can easily be concocted by self-styled amateur chemists, a process prone to dangerous mishaps from the volatile chemicals and the alchemistsÕ disregard for safety procedures.

A 2013 report by the Government Accountability Office showed the number of clandestine meth incidents Ñ when secret manufacturing operations resulted in injuries or structure fires Ñ more than doubled in 2010 to some 15,000 after an all-time low of about 7,000.

Last year, according to DEA statistics, more than 11,000 incidents were reported, 147 of which were in New York State. Missouri, clock-

ing in at the pole position, had 1,825.

In Tulsa County, Oklahoma, law enforcement officials identified 979 contaminated meth lab sites Ñ the most of any county in the nation.

According to the same report, Essex County had two. Clinton County had five, Hamilton had one and the other counties within the Blue Line had zero.

Another of the countyÕ s concerns is children, said Cutting.

While no current arrest statistics were readily available for Essex County, the DEA estimates at least 30 percent of domestic meth possession busts occur where children live or visit.

Cutting said county officials who deal with the public, including probation officers and case workers, should be familiar with the red flags that indicate production. Ò WeÕ re trying to tell those who check in on service recipients that if you see five cans of drain cleaner or too many instant cold packs, then those may raise some concerns,Ó said Cutting.

The upcoming workshop in Lewis, which is open to the public, will also discuss the specialized cleanup methods necessary after authorities seize assets related to meth production. Ò Specialized crews have to come in and clean it up,Ó said Cutting.

Ò We trying to be ahead of it,Ó said Sprague. Ò WeÕ re doing our best.Ó About 40 people, mostly officials from the countyÕ s department of social services, attended a similar workshop in Lewis last month.

Willsboro seeks pre-k students

WILLSBORO Ñ Any child living in the Willsboro Central School District that will be four years old by Dec. 1, 2014, is eligible to enroll on pre-kindergarten at the school.

WHALLONSBURG Ñ This month the Northeast Wilderness Trust and Elizabeth Lee, Outdoor Guide are beginning a series of natural history programs. All programs will be held at the Whallonsburgh Grange in Essex.

The series begins with renowned naturalist and photographer Susan Morse speaking on Friday, Feb. 21, at 7 p.m., entitled Ò Animals of the North: What Will Climate Change Mean for Them.Ó Suggested donation is $8.

In addition, Connor Stedman will return to the Champlain Valley on March 7-8. Connor is a lifelong naturalist with 10 years of experience sharing nature awareness and traditional skills with students of all ages. He is the director of the Vermont Wilderness School and teaches courses in bird language, wildcrafting, and land stewardship around the Northeast.

Neil Luckhurst to attempt 46 winter summits in 12 days

pete@denpubs.com KEENE Ñ For one man, his attempt to scale all 46 High Peaks in 12 days starting Tuesday, Feb. 18, is a way to honor the memory of his son while raising money for a good cause. ÒT his is my Everest and something I have a good chance of pulling off,Ó said veteran climber and MontrŽal -based chiropractor Neil Luckhurst.

In October 2005, Luckhurst completed climbing the tallest 46 mountains in the Adirondacks with his son, Dominic Cartier-Luckhurst. That experience inspired the latter to embark on a career as a mountain guide. He quickly relocated to the Canadian Rockies from MontrŽal and passionately threw himself into the field. ÒH e was really gifted,Ó r ecalled Luckhurst.

But on Jan. 7, 2008, during a backcountry skiing trip on Mount St. Piran in Alberta, Canada, Cartier-LuckhurstÕ s promising life was tragically cut short when he got caught in an avalanche as the snowpack unexpectedly gave way.

By all accounts, it was supposed to be a safe route. ÒF or years, weÕ ve been processing and dealing with this,Ó h e said.

The outpouring of support manifested by the members of the ADK High Peaks Forum that Luckhurst founded and ran with Tim Dubois inspired the two to found the ADK High Peaks Foundation, a non-profit designed to provide financial assistance to individuals or organizations whose activities provide a benefit to the New York State Forest Preserve and the people who use it.

According to their website, the foundation has a particular interest in funding wilderness zone and environmental protection, safe recreation, public education and biological research. So far, the foundation has raised close to $8,700 for Project 46, LuckhurstÕ s upcoming climb, through a pledge-per-peak system in which donors pledge a certain amount for each summit that Luckhurst successfully climbs during the 12-day adventure. ÒT his fundraising is kind of helping me work through my loss,Ó said Luckhurst. ÒI donÕ t how it works, but it does.Ó

Preparation

Ò ItÕ s going to be a tight, intensively-focused 12 days,Ó said Luckhurst, who will start his trek on Tuesday morning by tackling four peaks in the Seward Range. ÒW eÕ re going to ski in about three miles before swapping out the skis for snowshoes,Ó said Luckhurst. ÒT hen weÕ ll climb the four peaks and swap back into skis Ñ t hatÕ s a pretty long way.Ó The dayÕ s climb wonÕ t see a tremendous amount of vertical ascent Ñ approximately 5,500 by LuckhurstÕ s estimate Ñ but instead presents a specific set of challenges because of distance. Ò We practiced in November and it took us about 14 hours Ñ and this is when we were able to park at the summer parking area which is three miles closer to the peaks than the winter parking area,Ó said Luckhurst. Ò We made it through wet, gloppy snow, often sinking into the mud.Ó Luckhurst will tackle all climbs out the same base, Random Scoots Cabins in Keene, where owners Tom and Doreen Haskins are helping Luckhurst with logistics, including cooking, washing and ferrying him between the trailheads and back to the command center after the dayÕ s climb. Ò WeÕ re going to make sure heÕ s well taken

care of and provide him with all nutritional requirements,Ó said Doreen Haskins. Ò Both Neil and his wife Sylvie are wonderful people and weÕ re happy to get involved.Ó Luckhurst has also enrolled his friends to join him on some of the climbs. Ò These guys are all solid and strong hikers,Ó he said.

Team Luckhurst will scope out some of the tricker ranges beforehand to report back on the weather and trail conditions. A foot of snow can be a total gamechanger and can increase the time it takes to summit the peak by 50 percent or greater.

Luckhurst will then return to base camp each day to prepare for another pre-dawn wake up. Ò It will be all business each night when I get back,Ó he said. Daily tasks will include repacking his gear, replenishing his food and water supplies and discussing climbing logistics with his team. Ò I canÕ t thank them enough,Ó he said.

Ascent

Some of the peaks will be particularly difficult to navigate — especially under winter conditions.

The most challenging peaks are those in the deepest, like Basin and Saddleback, explained Luckhurst.

Ò ItÕ s a long way in to get there Ñ Basin has a final steep 1000 feet to get up and then Saddleback afterwards, which has its own set of cliffs to get over.Ó These tend to be particularly slippery and coated in snow in the winter. In addition, thin layers of hoar frost also pose unique challenges. Ò I did them together on a practice run and it took us a while,Ó Luckhurst laughed. Ò It was pretty challenging.

Haystack and Marcy, he noted, also present a challenge due to their sheer vertical ascent.

The peaks are up high and exposed above the treeline. If there are whiteout conditions, he said, it can get tricky.

The fourth and fifth days, scheduled for a spell of good weather, will see a combo of the six high-risk peaks Ñ Gray, Skylight, Marcy, Haystack, Basin and Saddleback Ñ that are strung together with an estimated 8,000 feet of elevation gain.

“Once you’ve done your first peak, you’ve done a good chunk of your total elevation. After that, itÕ s all bite-sized pieces,Ó said Luckhurst.

For some perspective, the elevation gain from the base camp to summit on Mount Everest through the northeast ridge route is 11,445 feet.

Luckhurst estimates the total elevation gain for the entire 12 days will clock in at 70,000 feet total, the equivalent of going up and down Everest six or seven times.

Ò I want to bring the donors as close to the hike as possible,Ó Luckhurst said.

Throughout the project, LuckhurstÕ s position will be updated every 10 minutes by his Spot device. Afterwards, his web team will pull the data from that file and plug it into GoogleMaps.

here will be a public meeting this Monday, Feb. 24, at 7 p.m. at the Town Hall to discuss the plans for a new combined Fire Station and Town Highway Garage, and also to discuss the plans to renovate the Town Hall building. The committee working on this project has been looking at all the angles for more than a year now, and the last public meeting in December drew a large and interested crowd.

As most of us recall, previous plans to combine the Town Hall with a Highway Garage and Fire Station in one municipal building were voted down twice in the recent past. I donÕ t think anyone really questions the fact that the Fire Department and Department of Public Works both need new facilities. Among other major issues, both are currently housed in old buildings that are simply too small to accommodate the newer trucks, which basically seem to get bigger every year. The main stumbling block (as I see it anyway) was that many people really liked having the Town Hall where it is, within walking distance of the village center, and not up at the Town Shed, which was the proposed site.

his Friday evening there will be a talk at the Whallonsburg Grange given by well known photographer and naturalist Susan Morse. She will discuss the impacts of climate change on northern animal species illustrated with her beautiful photos. The talk starts at 7 p.m. and the suggested donation is $8.

This Saturday afternoon at the Belden Noble Library, Essex residents Katharine Preston and John Bingham will describe their 12,000 mile road trip to Alaska last summer. This begins at 3 p.m.

The other evening the local public television station ran a piece on the Whallonsburg Grange. Many Essex luminaries and even a certain Valley News editor got themselves on camera, although I was baffled when the reporter described Whallonsburg as Ò remote.Ó While admittedly itÕ s small as far as population goes, there are paved roads and street lights which to me indicate a certain level of civilization, not to mention the large number of prominent Essex residents who reside there. I would accept secluded but certainly not remote.

In addition to savings on shared resources, this will also have a real benefit in practical terms of emergency response time, since a high number of highway workers also serve as your volunteer firefighters and volunteer ambulance squad personnel.

This meeting will be another important opportunity for residents to engage in the discussion about these two projects, both of which are absolutely vital for the future of our community.

I recently got a detailed report about the organic facials offered at Lake Champlain Yoga, which is on Main Street in the hamlet.

My source very much enjoyed the expert massage of her visage and said that her skin has stayed surprisingly moist since the treatment, in spite of the cold and dry winter conditions.

ItÕ s wonderful to see the lake frozen over and covered with dazzling white snow, with just a narrow path for the ferry to use. Snowmobilers and skiers are pleased to have so much snow to play in after so many disappointing winters. However, signs of spring are showing up here and there. My neighbors plowed the snow from around their sugar house and I spotted a flock of several hundred robins (or so it seemed) near the hamlet. And my inner redneck is delighted that the Daytona 500, the first race of the year, is this Sunday.

guess the groundhog knew itÕ s stuff, winter is not over yet. Some of the pushed back snow piles has created very high snowbanks. This makes it hard sometimes to get out of our driveways safely, well it is said that spring will be here soon and most of us are ready.

It was nice that the local Catholic church had a nice memorial service for Catherine Sullivan recently, as her family lives away and they wanted to have her service near them, it kind of left us here not able to have our closing with Cay. She lived her whole career life here in Willsboro and she had many friends here so we did need this time to share our feelings.

I am hearing from several locals that had gone to Florida or other parts in the south for the better winter weather, but their reports tell me the winter there has not been all that great, maybe they will stay here next winter??

It is always great to spend time with the residents at the new Senior Community located in the old school building. They have quite a few now residing there and for the most part it is a great place for our Senior Citizens to live when they no longer feel they can live at home. It does take some time to get used to this new kind of lifestyle and it can never be like our own home. The staff try very hard to serve them as best they can but we all need to remember this is a new kind of residence here in this community. All things new take time for it to reach all that can be offered.

his week the feature film in the “Created Equal: AmericaÕ s Civil Rights StoryÓ s eries is ÒS lavery by Another Name.” The film will air 1 p.m. Saturday afternoon at the Plattsburgh Public Library.

The American Legion Post 1619 will be holding an Honor Flight Curling Tournament Saturday, Feb. 22 at their Post located on Rand Hill Road in West Plattsburgh. Still on my bridge kick but promise to find something new next week, probably concerning the peanut railroad we used to have here. Did you ever notice how we have three distinctly different bridges spanning the AuSable River that each are of completely different constructions that represent the time periods in which they were built. It is like crossing a time warp. I mentioned the keystone bridge last week that was built in 1843. Next we had a wrought iron Pratt bridge erected in 1878 and finally a twisted wire cable suspension bridge built ten years later in 1888. Sadly our iron truss bridge has been closed and in need of repairs before it can be safely crossed again. Enjoy our historical community.

Demos and mini clinics will be held at Otis Mountain in Elizabethtown on Saturday. State needs to repeal the SAFE Act now

N

obody needs 10 rounds to kill a deer,Ó or so bloviated our governor while he was in the process of ramming the so called ÒS AFE ActÒ down New YorkerÕ s throats.

Passed in the dead of night in the wake of the Newtown school shooting, an outlier in the world of homicides if there ever was one, the SAFE Act takes away much of the protections New Yorkers are afforded under the Second Amendment of the U.S. Constitution. In his Ò10 rounds” pontification, the governor was referencing one section of the SAFE Act, since ruled unconstitutional, limiting magazine capacities to no more than an arbitrary limit of seven rounds.

If you donÕ t need it to kill a deer, the governor implied, you shouldnÕ t be allowed to have it.

LetÕ s look at this concept a little more deeply.

First off, by this logic, we canÕ t imagine why snub-nosed revolvers should be legal. Nobody needs a snub-nosed .38 to kill a deer after all.

And what about any shot smaller than 00 Buckshot? Nobody needs bird shot to kill a deer. Taking the governorÕ s Òl ogicÓ ad absurdum, only slug shotguns, and rifles with calibers between 30-30 and 300 Winchester Mag should be allowed. Nobody needs anything other than that to kill a deer after all. And why seven rounds?

A good hunter needs one, maybe two or three rounds to kill a deer. Why stop at seven? Ban anything above three rounds?

What the governor overlooks here is the Second Amendment, the single most costly incomplete sentence in American history. The Second Amendment does not give Americans the right to just keep and bear deer rifles. It affords citizens the right to keep and bear arms. Assault rifles, Mr. Cuomo, are arms. They are protected under the Second Amendment.

Gun control advocates will most certainly argue that itÕ s a matter of safety. Our children are being mowed down by assault rifles. While that was tragically true at Newtown, and Aurora, California, and unfortunately some other mass shootings, itÕ s simply not the case that assault rifles are killing more people than other means.

Statistics abound, but the FBIÕ s are typically considered the gold standard. LetÕ s take a look at the 2012 homicide stats, compiled by the Federal Bureau of Investigation. Homicides by all methods of firearm totaled 8,855. Of those 322 were by rifle — not assault rifles, any kind of rifle. (Separate statistics are not kept for assault rifles.) Add to this some unknown percentage for a category the FBI has for ÒF irearms, type not stated,Ó which totaled 1,749. Even given the statistical impossibility that all of these were rifles, that gives us a possible total of 2,071 homicides by some sort of rifle. An unknown, but definitely smaller, number of these rifles were assault rifles. Handguns on the other hand were

used in at least 6,371, plus whatever percentage of the 1,749 unclassified guns were handguns. So at the very farthest statistical borderline you are 66 percent more likely to be killed by a handgun than some sort of rifle. The true gulf between handguns and rifles is likely much higher.

But wait, there are plenty of other ways to be killed. Keep the 322 deaths by rifle figure in mind. Now consider that 1,589 people were killed in 2012 by knives or cutting instruments.

Also notable, 518 were killed by blunt objects, and 678 were killed by “fists, feet, etc.” Shotguns bring up the rear at 303, plus again some percentage of the unknown firearms. So, to keep our children safe, the governor targeted the second least dangerous death-inducing implement there is, based on FBI statistics. More people would be made safer if he had banned blunt objects, something, by the way, which isnÕ t constitutionally protected.

Ignoring that obvious problem in the governorÕ s logic, anti-gun advocates will argue that the SAFE act also keeps us safer by mandating that mental health professionals report anyone who might espouse suicidal tendencies to the State Police, undoubtedly so their guns can then be confiscated by the State Police. Here is where this idea runs off the rails. Gun owners love their guns. Suicidal gun owners, or borderline suicidal gun owners, also love their guns. If a gun owner is considering suicide, they now know that if they reach out to a mental health professional and try to get help for their condition, they will lose their guns. Thanks to the SAFE Act, fewer people on the borderline of mental illness or suicide will seek help. Any gun owner who is feeling suicidal is going to keep that fact to themselves, instead of getting help. How, Mr. Cuomo, does that make us safer?

LetÕ s make no bones about the true purpose behind the SAFE Act. Mr. Cuomo has for some time set his sights on higher office — now rumored to be that of vice president. He saw the possibility of gaining some national spotlight, plus lining up some liberal Bona Fides, for fund raising and national campaigning time, with a ÒA ndrew Cuomo is tough on guns, so vote for the Clinton/Cuomo ticketÓ p latform.

As they say, the devil is in the details, and the parts of the SAFE act which havenÕ t already been found unconstitutional either do nothing to make New Yorkers safer, or will have the exact opposite effect. We respectfully ask our state legislators to repeal the SAFE Act now, and go to work on some measures that might have a chance of doing something other than making the situation worse. Ñ

To the Valley News: Law enforcement officials have urged me to share my own experience with hacking.

Two months ago I received an Ò urgentÓ phone call informing me that Ò International Security ProtocolÓ had determined my laptop was being used for criminal activity. I asked the caller to identify himself. He responded with something about having been hired by, Ò security experts from your computer company,Ó to follow up with me. This was urgent, remember, and why would he bother calling if he were making this up? I should see for myself! Just go turn on my laptop, if it werenÕ t already connected to the Internet, and heÕ d show me what he was talking about.

When I repeated my request for identification, and he again did not give it (in a long-winded answer), I said he could well be the hacker himself. I hung up.

I wish I could say that was the end of it. It was not. Two weeks ago I received an identical call, only this time I was not alert -until nearly too late. Ò We tried telling you about this but you hung up on us, just connect to the Internet and weÕ ll show you!Ó I hate to admit this: I did. Several instructions later, all sorts of warnings flashed in a box on my laptop, confirming all the dates heÕ d listed. Ò See, I told you! Now just -- .Ó Thank God my smoke alarm went off. Not once, but three times. Each time, I hung up. Each time, the guy called back.

There’s more to the story, but suffice it to say I disconnected the computer before he could (apparently) get what he was after.

Still, all financial accounts have had to be cancelled or frozen, passwords changed and other precautions taken.

When I reported the incident, I learned that such hacking networks are completely untraceable, well beyond the reach of any law, and tend to target women. Also, unfortunately, that there are many, many victims right here in the North Country whose bank accounts, etc. have already been totally wiped out. I hope sharing my story will prevent it happening to you.

To the Valley News: I would first like to sincerely thank the Valley News for a positive and objective write up about pot laws and especially for choosing to print the letter from Ms. Gail Durand regarding Ò badÓ weed. It was a perfect example of how ignorant even the most successful and educated amoung us are about marijuana. IÕ m not writing to speak of the medical benefits, or increased tax revenues for legalized pot, or to point out how the sky has not yet fallen on Washington state or Colorado. I am writing simply to point out some of the literal absurdities in Ms. DurandÕ s six paragraphs. And WOW, there are many to choose from.

For starters, she offers us her Ò anecdotal evidenceÓ as to why pot is bad. MaÕ am, the term anecdotal evidence is used to contrast scientific evidence. Which, truth be told, was a perfect way to begin your absurd letter. In her next paragraph, Ms. Durand makes mention to marijuana intoxication being cumulative and carrying on for two weeks. Please tell us where you get your pot, as any I have tried never seemed to last quite that long.

Next, she admits to us that she worked for the Deportation arm of the INS. IÕ ve been to Philadelphia. To me, it looks like she is telling us the only two stories about deportations that ever happened in her city! Philly is packed to the rim with illegal and undocumented persons which, if I were you, I certainly wouldnÕ t brag about. But, I digress, one of those illegals had Ò PCP sprinkled on his hempÓ and tried to jump out a window. MaÕ am, nobody reading these words wishes to see PCP legalized or available. You are describing a problem with PCP, not pot. There has been NOT ONE case of contaminated medical or recreational pot. Ever. Laced pot is a problem of the black market that you apparently seem to be so comfortable with. Also, thank you for your lesson in dangerous drugs, Doctor Durand, but, IÕ m also certain that no person reading this would ever combine PCP with Thorazine. Especially if we had legal access to marijuana! Who needs booze or pills after you try a taste of New York City Sour Diesel!!

Then we have your second anecdotal evidence example about a Jamaican who seemed high. MaÕ am, are you aware that you are insulting and trivializing one of the sacred sacraments of the Rastafari religion? IÕ m certain that this Jamaican man would be more respectful of your Christian friends silly beliefs.Your Christian friends who attend churches where alcoholic beverages are passed around as Jesus blood. Also, how comical that you mentioned the jail facilities in which he was detained had no Ò drug canteen privileges.Ó Ms. Durand, are you kidding me that you believe drugs arenÕ t available behind bars? Good lord, my friends who regularly smoke weed are much more down to earth, based in reality, and far more scientifically literate and socially aware than you appear to be based upon your letter and message contained within it. The further I read into the body of your letter, the more I am thankful that people with opinions like yours are now considered Ò the fringe,Ó and also somewhat comical. If persons like you would just stop with your marijuana silliness, then the lawmakers might actually help the police to finally make a dent in the flow of heroin, opiate pills, or meth.

Right now, police are too busy picking the low hanging fruit (petty marijuana crimes, grow room busting, possession, etc) to be able to stop or even slow the never-ending flow of opiates plaguing our society today. And meth...then thereÕ s meth. Are you kidding me that you are still hung up on pot?

Have you read a newspaper since 1970-something?

I would like to make it perfectly clear that I fully support your right to never consume cannabis. Though along your lines of thinking, it would only be fair to force you with the threat of law enforcement to smoke some pot! Turn about is fair play, no? How outrageous you say? Well, you have no more right to impose your beliefs on me than I do on you!

Please, MaÕ am, save your letters to the editor for topics you know something about. We are truly embarrassed for you.

To the Valley News: To many relatively newer residents of Willsboro, you have seen but probably did not know, and could not have appreciated, that downtown Willsboro bent-over elderly woman patrolling Route 22 between the diner and St. PhilipÕ s Church. She survived. Not as straight. Not as tall. Still proud. ÒN ow is the time for all good men to come to theÉÓ Then came osteoporosis, and mini-strokes, I believe. Her neck cranked forward, her chin touched her chest, but she would clutch her walker and still hit the streets. If you chatted with her momentarily, she might complain about what a dastardly disease osteoporosis was, and she would wish the peace of Christ be with you and be on her way. Ultimately, she had more than just osteoporosis, I heard she had ALS, too. Lord knows it would take more than just one disease to buckle that straight, tall, proud woman. ÒN ow is the time for all good men to come to the aid of their country.Ó How many millions of times had Miss Sullivan delivered these phrases in her measured staccato manner, raised her hand to passersby wishing her hello, and prayed for people in our town? There is no debate that the Chinese manufacturing environment has left a path of environmental destruction in its wake.

Chinese officials have alluded to the American industrial revolution and have pointed out that during its industrial development; the United States did not conform to any rules that protected the environment. These same officials have stated that during Chinas industrialization they should not have to observe any rules either. I think it is safe to say that no one can force the

Chinese to protect its workers as abuses are rampant, the Chinese environment and ours is suffering as smog from industrial Chinese cities are now sometimes settling on the U.S. west coast . As China produces more and more of our food, where will that leave American food producers who cannot exploit workers the way the Chinese do or cast a blind eye to costly environmental concerns? I donÕ t know about you but I would rather pay more for my food, clothes cars and any other item knowing that my purchase was providing another American or Americans jobs.

As a nation, it seems to be a poor policy that allows us as a nation to become food dependent on forces outside our own nation.

Sure, a number of Americans are becoming even richer by investing in China, the Walton family most notably. They are producing a product that is green; it is money and no matter how much you have of it you cannot eat it. Hopefully some of the efforts to restore local food economies will be successful. Americans will at least have options where these food economies exist. Thankfully, we have local food producers on both sides of the broad lake and signs of expansion around these efforts. They are also producing green things, some of it is money but some of it is real food which you can eat and can provide employment to area citizens.

Remember, all kids count.

Vet’s exemption unfunded To the Valley News: School boards across NY are having to consider whether to give a Ò veteranÕ s exemptionÓ to partially exempt some veterans from paying the school taxes on their homes. A 2013 NY state law authorized this but did not provide any funds for the lost taxes, unlike the STAR exemption arrangement where the state makes it up.

IsnÕ t that nice? The legislature says, Ò you can honor them with a tax break but have the other taxpayers foot the billÓ - but you non-veterans will have to pick up the slack. In Plattsburgh it was calculated to be a $12 to $58 per house tax increase to cover this Ò honor.Ó Most veterans are not homeless, nut cases, down-and-out nor even poor. I was raised in a veteranÕ s home: my father and his five brothers were in WWII, my grandfather in WWI, and my motherÕ s brother was killed in the Battle of the Bulge. I enlisted in the Army myself and have stayed in regular contact with lots of veterans.Never once, in that 50 years have I heard any solder or veteran say: Ò I donÕ t want to pay my share of school taxes after I get out.Ó In fact, I have heard many veterans say that the public support for quality schools, both public and parochial, was a major factor in where they chose to live.

Somebody, somewhere, probably in Albany, thought this new law would get them some votes or maybe a veteranÕ s organization’s support. Most of us old soldiers, though, will figure this out and wonÕ t like being bought off with our own money. School boards should not feel guilty about using the childrensÕ school money for education instead of politically-motivated Ò honorsÓ to veterans.

To the School Boards: Say Ò noÓ to this unfunded mandate. Tell Albany to find its own money to give away, not the childrens’ school tax money.

Our Food Comes From Where!

O

ver the past weekend I travelled with a friend to an estate sale and auction. As is my custom, I stopped at a store that is located in a very small town. Though located in a small town, the store had beautiful cuts of meat, chicken, turkey, and a variety of fish, fresh baked goods, a nice deli and much more.

One of the things I like about Vermont is that their citizens really support local businesses at a much high rate than most other states making that really cool store in a very small town a possibility. I love peas coated in wasabi and frequently get them at the coop but on that day, I purchased them at that Vermont store. As I opened the bag and ate a few peas I flipped the package over and at the bottom, in small letters was printed, three dreaded words, Ò Made in China.Ó I have read so many bad news articles about food coming out of China I paused to consider what might be secretly embedded in my peas, some secret chemical designed to make me eat only Chinese food. Actually, I could easily eat only Chinese food with no secret chemical casting its spell on me, that is, of course, another story. Not too long ago a story was disclosed that accused the Chinese of putting melamine into pet food and baby formula and cadmium in rice. Just recently a shocking disclosure was made that Chinese food manufacturers had combined fox, rat and mink meat and treated it with gelatin, pigment and nitrates and were selling it as mutton.

Now China is acquiring the worldÕ s largest producer and processor of pork, an American company called Smithfield Foods for a reported $7.1 billion. Americans consumed 4.1 billion pounds of food produced in china last year. Surprisingly, just over 50 per-

CVS lauded To the Valley News: I was very excited to wake up this morning and hear the news that CVS made the decision to stop selling tobacco. Just think, there will be 7,600 more pharmacies in the United States that are tobaccofree pharmacies. CVS is setting a powerful precedent that a pharmacy should be promoting the health and wellbeing of its clients consistently throughout their store. Tobacco-related illnesses are the number one cause of death in the United States.

Think about it, you go to buy nicotine patches at a pharmacy to help you quell your tobacco addiction and they are behind the counter right next to the cigarettes. Without tobacco products behind the counter those trying to quit will no longer have to face a trigger to make a tobacco impulse purchase. Also, kids who shop with parents will no longer see tobacco imagery and marketing that makes smoking look cool and not as dangerous. For every one person who dies from a tobacco related illness two people must replace them for the tobacco industry to stay profitable and 90% of new smokers are under the age of 18. There have been studies that show that kids who shop regularly at stores with tobacco advertising have an increased chance of starting to smoke. Thanks to CVS more kids will be tobacco free because they wonÕ t be exposed to tobacco marketing.

For decades, tobacco control and health advocates have been fighting the tobacco industry diligently and that work is paying off.

Over the past 50 years we have whittled away at the ways in which the tobacco industry markets, especially how they market to kids.

If kids start using tobacco they will not have to quit, they wonÕ t have to deal with the struggle with nicotine addiction. That means we will have less adult smokers and we will see a decrease in state and federal spending on tobacco related illnesses in our health care costs.

IÕ m happy that CVS has become a health care champion by taking a stand that they will no longer sell the poison and the antidote too.

Continued from page 1 Westport town supervisor Daniel Connell told the board he hoped a Òs mall sliceÓ of that revenue would be made available to promote smaller towns like Westport, namely for funding their struggling visitor center and promoting specific events.

“We have four or five bed and breakfasts,Ó h e said. ÒW e contribute.Ó Connell said an additional $3,000 or $4,000 to help promote his community would produce a significant return.

He asked Diskin about receiving some additional funds from the Regional Office of Sustainable Tourism (ROOST), the agency to which 95 percent of the occupancy tax revenue is handed over to promote the county. ÒI wish we could take a look at this,Ó Connell concluded. ÒA little bit of money would increase tourism and keep our visitor centers open. ItÕ s a small impact [on ROOST] but a huge impact on individual towns. What IÕ m asking for is a way the towns might receive a set amount, something that we can budget in our tourismrelated activities.Ó ÒY ouÕ d have to address that with them,Ó said Diskin.

Connell, who said that he was very appreciative of everything that ROOST has done for the region, later told the Valley News that while Westport has discussed the idea of reaching out to the agency at board meetings, they havenÕ t yet contacted them directly. ÒI f the occupancy tax doesnÕ t grow, weÕ re not doing our job,Ó said ROOST chief James McKenna, who attributed the increase from last year, in part, to the recently-opened Hampton Inn and Suites in Lake Placid, a facility that upped the countyÕ s total number of hotel rooms by five percent.

McKenna said ROOST is happy to work alongside town agencies and community organizations to promote events designed to drive visitation to the region. ÒW estport has some great opportunities and we have to look at strengthening the infrastructure Ñ thatÕ s where we want to be more helpful.Ó

Westport lies within the Lake Champlain Region and is promoted within that organizational structure. ROOSTÕ s promotional efforts include traditional outreach paired with a strong web presence on social media and on the agencyÕ s online properties.

Connell had previously expressed support for a two percent occupancy tax increase, bringing the total from three percent up to five percent. ÒA two percent increase wonÕ t pass,Ó said Wilmington town supervisor Randy Preston. ÒI Õ ve received word from the higher-ups and I donÕ t think itÕ s going to happen.Ó Preston is referring to the state officials who have final authority over a potential increase, including the state legislature and Governor Andrew Cuomo, both of whom have indicated they aim to keep tax rates stable.

Preston, whose town is home to Whiteface Mountain, said heÕ s going to closely follow what neighboring Franklin County will do.

“The proof is in the figures,” Chesterfield town supervisor Gerald Morrow said. ÒI t helps your county budget Ñ itÕ s one of the best things that Essex County ever did.Ó Morrow said the occupancy tax alleviates the financial burden of towns having to draw tourism-related funding from revenue generated by the property tax.

Westport, once a bustling vacation getaway for high society, saw its star fade in the 1950s with the rise of automobiles offering a more diverse spread of vacation opportunities.

The townÕ s attractions include Lake Champlain, the Westport Marina, the Westport Golf Course, the Depot Theatre, the National Register of Historic Placeslisted Essex County Fairgrounds, several fine restaurants and a historical walking tour.

It is also the birthplace of the nationally-known Adirondack Chair, the simple wooden chair originally conceptualized in 1903 by an enterprising summer resident. ÒT ourists can come and they donÕ t even need a car to get around,Ó s aid Connell.

Clerk’s report

County clerk Joseph Provoncha reported a total $8,271,805 received by the clerkÕ s office for the 2013 fiscal year, a figure up 1.5 percent from 2012.

Local mortgage tax was up 13 percent from 2012 Ñ $411,732 against 2012Õ s $363,894, an indicator of a rebounding real estate market.

DWI fines increased by a hearty 47.8 percent this year to $15,889, an indication that, at the very least, county residents are continuing to get clipped by law enforcement officials for driving under the influence.

Local agencies, including the SheriffÕ s Department and the Community Resources Department, were unable to explain the increase.

Several calls to the District AttorneyÕ s Office went unreturned by the time this story went to print.

Provoncha told lawmakers he was pleased the DMV was in the black for the first time in many years, with actual profit at $1,733.68. Ò ItÕ s not a large number,Ó said Provoncha, Ò but thatÕ s good for us.Ó Provoncha also put forth a resolution to hire a new deputy county clerk to replace a retiree.

STAR

Real Property Tax Service Director Charli Lewis told lawmakers that only 87 percent of county homeowners, the lowest in the region and amongst the bottom five in the entire state, have now registered for STAR, the state initiative designed to lower property taxes.

While the original deadline of Dec. 31 has passed, county residents are still allowed to sign up on the website, said Lewis. Ò If they want to retain their basic STAR exemption, you need to register,Ó she told lawmakers, stressing that they should encourage their constituents to register.

Those who fail to do so will be removed from the STAR ranks and will have to contact the Department of Tax and Finance for an appeal Ñ not the assessor.

The town of Lewis has the highest registration rate at 93 percent; Newcomb has the lowest at 82 percent.

Jonathan Gay of Westport will be heading to the NYSPHSAA indoor track and Field Championships Feb. 28-March 1 at Cornell University in two events after qualifying races at the Plattsburgh State Fieldouse Feb. 15.

The sophomore finished second in both the 1,000 (4:56.2) and 1,600 (2:44.7) races, falling to Jeriqho Gadway of Plattsburgh in the 1,600. In the 1,000 Sean Tyrell of Saranac beat Gay to the line by three-tenths of a second.
