Message from the Chief Constable Harj Sidhu I am proud to present the Delta Police Department’s (DPD) 2025 Annual Community Report.

Policing is constantly evolving, and each year brings new challenges and opportunities.

In 2025, our team continued to respond to calls for service, remain connected to the community we serve, and advance proactive policing initiatives that help keep Delta one of the safest communities in Canada.

This report highlights the many ways our team serves and protects the community, from complex investigations targeting organized crime and cybercrime, to proactive enforcement initiatives and the safe resolution of high-risk incidents.

We also continued to invest in our people through training, leadership development, and wellness supports, recognizing that the strength of our organization begins with the individuals who serve within it. At the same time, we advanced modernization efforts and investigative technologies to enhance accountability and the way we deliver policing services.

Public safety is strengthened through partnerships. Throughout the year, we worked closely with community organizations, local government, schools, and residents to address emerging issues and support prevention initiatives that help keep our community safe.

The past year also marked the completion of our 2026–2030 Strategic Plan. Developed in partnership with the Delta Police Board and informed by engagement with our community, partners, and team members, the Strategic Plan provides a clear direction for the years ahead. It reinforces our mission: Committed to a Safe and Secure Community.

I want to thank the Delta Police Board for its leadership and ongoing support. I also thank our team for their professionalism and commitment to excellence in policing services every day.

Message from Delta Police Board Chair On behalf of the members of the Delta Police Board, I am pleased to present the Delta Police Department’s (DPD) 2025 Annual Community Report.

Throughout 2025, the Board carried out its governance responsibilities in a number of ways, including receiving regular operational updates, reviewing police performance indicators, overseeing financial planning and resource allocation, and ensuring policies remained aligned with provincial standards and community expectations.

Among the year’s key accomplishments was the development of the 2026–2030 Strategic Plan. Developed in consultation with Chief Sidhu and informed by engagement with our community, partners, and employees, the Plan establishes clear priorities and measurable objectives to guide policing in Delta over the next five years. The Board’s governance role was to set clear direction while ensuring appropriate reporting and accountability mechanisms are in place.

This continued focus on oversight and direction contributes to a strong and stable policing environment. Delta continues to be recognized as one of the safest communities in British Columbia. This reflects the professionalism and dedication of sworn officers, police staff, and volunteers who make up the DPD and serve our community every day.

INVESTING IN OUR PEOPLE In 2025, DPD made significant investments in training, tools, professional development, and team well-being. Modern policing requires continuous investment in these areas to ensure the team can effectively serve the community.

MODERNIZING TOOLS & TECHNIQUES Operational capability was strengthened through: • Deployment of Taser 10, enhancing safety, effectiveness, and accountability • Evaluation and integration of Virtual Reality (VR) training technology to enhance decision-making under realistic conditions • Ongoing review and update of training practices to align with provincial standards and emerging risks

CYBERCRIME INVESTIGATIONS Cybercrime and technology-enabled offences continue to evolve and increasingly impact local communities. In 2025, DPD investigators led several complex cybercrime investigations related to identifying offenders and bringing cases before the courts.

KEY INVESTIGATIONS

CHILD SEXUAL EXPLOITATION INVESTIGATION An investigation into possession of child sexual abuse material resulted in thousands of images and videos being located across multiple devices. The offender pled guilty, received a custodial sentence, and was added to the National Sex Offender Registry.

ARTIFICIAL INTELLIGENCE ENABLED EXPLOITATION Investigators identified a suspect using artificial intelligence software to create child sexual abuse material involving 19 youth in the community. The investigation resulted in a guilty plea.

CROSS-JURISDICTIONAL CYBER/ FRAUD INVESTIGATION A cyber-enabled fraud investigation involving a victim business in Delta led to the execution of two search warrants in Alberta, where the suspect group was located. Two individuals were arrested and multiple electronic devices used in the offence were seized.

INTELLIGENCE-LED CRIME DISRUPTION In 2025, DPD continued to advance intelligence-led policing strategies to address repeat offenders, property crime, and organized crime. These efforts combined intelligence analysis, targeted enforcement, and coordinated operational deployment.

CASE SUMMARY 1 DPD investigated a repeat offender linked to multiple files in Delta involving theft, mischief, drug possession, and arson. The investigation connected the suspect to a multi-jurisdictional property crime series affecting several municipalities. Investigators conducted surveillance, reviewed CCTV evidence, executed a search warrant, and completed a comprehensive investigative package.

CASE SUMMARY 2 The DPD investigated a drug trafficking operation that was operating out of Delta and Vancouver. Investigators conducted surveillance, completed a full investigative package and executed search warrants.

DISRUPTING ORGANIZED CRIME PROJECT DE-SUPPRESS Organized crime remains a priority public safety concern. In 2025, DPD advanced this priority through Project De-Suppress, a focused enforcement and prevention initiative designed to address gang activity, disrupt organized crime networks, and respond to emerging threats.

Originally established to enhance gang suppression efforts, Project De-Suppress expanded its mandate in 2025 to include targeted prevention, disruption, and enforcement activity related to extortion investigations impacting Delta residents and businesses.

In 2025, DPD officers responded to a wide range of complex and high-risk incidents.

The following examples highlight notable files: Arrested a male associated with the gang conflict who was found in possession of a stolen vehicle containing multiple restricted firearms and prohibited devices. The vehicle had been set up to commit a shooting or violent act. Charges were submitted and the individual has since been convicted. afely resolved a high-risk incident involving an armed, suicidal male S on a transit bus in coordination with the Lower Mainland District Integrated Emergency Response Team (ERT). The male was arrested, transported to hospital, and certified under the Mental Health Act.

LEVERAGING TECHNOLOGY TO SUPPORT PUBLIC SAFETY Technology has an increasingly important role in modern policing. In 2025, DPD expanded the use of investigative technologies that help officers analyze evidence, identify suspects, and respond more effectively to criminal activity. These tools are now operationally integrated into investigative workflows, supporting timely and effective investigations in complex files.

VIDEO ANALYTICS TECHNOLOGY In 2025, following a successful trial, DPD implemented video analytics software to support the investigative review of large volumes of video evidence.

The system assists investigators by identifying vehicles, individuals, and movement patterns across multiple video sources, allowing relevant footage to be located more quickly and supporting investigative leads.

RESULTS Video analytics capabilities supported multiple investigations, including extortions and homicides.

FACIAL COMPARISON TECHNOLOGY In 2025, DPD strengthened the use of facial comparison technology as a specialized investigative tool. The system assists trained investigators in identifying individuals connected to criminal investigations by comparing investigative images against existing images legally held in authorized law-enforcement databases.

All use of facial comparison technology is governed by strict legal and privacy standards to ensure it is used responsibly.

RESULTS Facial comparison analysis has supported the identification of 7 suspects in criminal investigations since the start of the program. A recent identification resulted in locating a suspect involved in a credit card theft and fraud investigation in Delta.

DRONE AS FIRST RESPONDER In 2025, DPD expanded its Drone as First Responder (DFR) capability, supporting rapid aerial deployment to assist officers. By providing real-time situational awareness before officers arrive on scene, DFR enhances response efficiency and officer safety, and supports more informed operational decision-making.

NATIONAL LEADERSHIP DPD has emerged as a leader in the operational use of drone technology for policing. Operational testing and data gathered through the pilot program supported collaboration with Transport Canada, helping establish a specialized regulatory framework for first responder drone operations.

KEEPING OUR ROADS SAFE

Road safety continues to be identified as a top priority for our community. Keeping our roads safe is a shared responsibility involving drivers, cyclists, pedestrians, and enforcement partners. In 2025, DPD worked to improve road safety through a combination of enforcement, education, prevention, and collaboration.

ROAD SAFETY CAMPAIGNS In 2025, DPD participated in a number of regional and provincial road safety campaigns with partner agencies such as ICBC, BC Highway Patrol, and neighbouring police departments. These initiatives target high-risk driving behaviours such as distracted driving, speeding, and impaired driving, while also promoting safer driving habits through public awareness and engagement.

BLACK CAT TRAFFIC RECORDER TECHNOLOGY In 2025, DPD implemented Black Cat Traffic Recorder technology, a portable side-fired radar device used to monitor traffic volume, vehicle speed, classification, and lane positioning. The technology collects traffic data that helps identify problem areas and supports more strategic deployment of enforcement resources.
