For educators in the Delta School District, the end of August feels a lot like New Year’s Eve. “This is the time of the year where everything is hopeful, everything is exciting,” superintendent Doug Sheppard said Monday.

“We know it is a long summer for a lot of parents … We are just thrilled to welcome kids back and our staff to have another phenomenal year.”

As students head back to class Sept. 8, they’ll notice a few updates.

These range from new accessible play spaces, to a pilot project to understand and manage the use of artificial intelligence in schools.

Board chair Joe Muego said the district is moving smoothly through its 2025 to 2028 Strategic Plan. A

The initiative now shapes everything from daily learning to a recent summer audit of human resources practices aimed at reducing hiring barriers and increasing representation. In the classroom, getting the basics right remains the top priority.

Sheppard pointed out that AI features on school Chromebooks are controlled at the account level, meaning they will turn on only for students with explicit parental approval and proper safeguards.

Overall student numbers are staying relatively flat.

The district is projecting a slight drop of 100

to 200 students, keeping total enrolment around the 16,000 mark.

Sheppard noted this steady trend is currently common across most of Metro Vancouver.

The international student program, however, is bouncing back towards pre-pandemic levels.

The district expects to welcome about 600 international students this year. While the board office has been busy

welcoming new arrivals this week, officials noted there is always a pressing need for more local families to host them in the homestay program.

While there are no major classroom expansions this year, kids at Sunshine Hills and Annieville elementaries are getting new accessible playgrounds, tentatively scheduled for completion in October.

With a school board election this October, Muego said the board’s main goal is stability.

“We’re hopeful as a board, that, regardless of what happens at the end of October, we’ve left the district and the future board in a place where it’s easy to transition the reins, if necessary, to continue the good work that the staff and administration are already doing so there’s not so much disruption.”

The Delta Police Department is asking everyone to slow down, stay alert and help make the return to school as safe as possible.

For many children, the trip to school is one of their first steps toward independence.

They may be walking with friends, riding a bike or crossing a busy street without a parent beside them.

That makes the choices the rest of us make on the road especially important.

As students across Delta return to the classroom on Sept. 8, those choices matter even more. Our roads, sidewalks and school zones will once again become much busier.

The Delta Police Department is asking everyone to slow down, stay alert and help make the return to school as safe as possible.

For motorists, that starts with slowing down and paying attention.

Unless otherwise posted, the speed limit in school zones is 30 kmh from 8 a.m. to 5 p.m., on school days.

Drivers should also be prepared for increased pedestrian and cycling traffic, to obey crossing guards, to stop for pedestrians at crosswalks and to put phones and other distractions away.

Parents and caregivers can help reduce congestion by allowing extra time for drop-off and pickup, using designated areas and avoiding stopping or parking where it may block sightlines, crosswalks or traffic.

It is also a good time to talk with children about where to cross, staying alert around traffic and following the rules of the road.

Students walking or cycling to school should use sidewalks and marked crossings whenever possible and stay alert to surrounding traffic and avoid distractions.

Cyclists should wear a properly fitted helmet and make sure they are visible to motorists.

Back to school is an exciting time for students and families, but it also means we all need to adjust our driving and travel habits.

A few extra seconds of patience, slowing down, putting distractions away and paying attention can make all the difference.

Our goal is simple: we want every student to arrive at school safely and make it home safely at the end of the day.

Throughout September, our patrol officers, traffic officers and school liaison officers will be conducting education and enforcement around schools across the community, with a focus on speeding, distracted driving and other behaviours that put vulnerable road users at risk.

Whether you are driving, walking or cycling, give yourself a little more time and expect the unexpected.

The Delta School District is informing parents of a recent cyber security incident regarding DeltaLearns.ca.

The district notified parents in a letter on Aug. 28.

Jonathan Duffin, district secretary treasurer and privacy officer, said the district became aware of this incident on Aug. 10, and have been engaged in the process of collecting more information regarding it since that date.

Duffin said the school district has also initiated the reporting process through their communication with the Office of the Information and Privacy Commissioner for British Columbia.

He said on Aug. 10 they became aware of certain activities by an unauthorized third party (the “threat actor”) within theDeltaLearns.ca computing environment and that

“It was quickly determined that the server had been the target of a cyberattack and had been immediately taken offline to contain the incident,” he said. “Our investigation, including forensic analysis,

determined that personal information may have been exposed as a result of this incident.

“While we have no evidence that any personal information was accessed, acquired, or misused by an unauthorized party, we have been unable to

conclusively rule out that possibility. As a result, and out of an abundance of caution, the school district has determined that it is prudent to notify staff and families who may have been affected.”

He said the affected data contains submitted forms to their Learning Services Department.

DeltaLearns.ca was taken offline immediately on Aug. 10.

He said further remediation actions were completed on Aug. 12, which included vulnerability patching, backdoor removal, PHP execution being disabled, file permissions hardened, security plugin being deployed and monitoring.

“This remediation work did not result in any indicators of re-compromise,” said Duffin.

The school district is encouraging parents, students and staff to remain alert to any unusual inquiries or communications from third parties by:

• Monitoring your email or other personal accounts regularly • Maintaining proper security hygiene, such as using complex passwords and not sharing passwords across accounts • Being suspicious of unsolicited emails or text messages asking you for personal information or that contain links or attachments • Learning about how to protect yourself against fraud and identity theft.

Parents are asked to notify the Delta School District of any such communications that you believe are connected to this event.

“The privacy of our community members is important to the Delta School District, and we apologize for any concern or upset that has been caused by this incident,” said Duffin.

The federal government is providing $10 million to 12 Lower Mainland businesses to help them overcome trade and tariff barriers.

On Friday (Aug. 28) Gregor Robertson, Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada (PacifiCan), announced the funding to help them pivot to new pathways for growth, improve productivity, expand into new markets, reduce costs, and build more resilient supply chains.

According to the feds, this investment will also help protect jobs in key sectors affected by global trade disruptions such as advanced manufacturing, forestry, and steel and aluminum.

Robertson made the announcement at Nickels Cabinets, a Richmond-based manufacturer of custom kitchen cabinets for homes and businesses.

“Trade disruptions are threatening the industries that drive Canada’s economy,” said Robertson. “That is why the Government of Canada is standing up for Canadian businesses and making investments that strengthen our supply chains, grow productivity, and open doors to new markets. By investing in B.C. busi-

One Delta business was among the 12 receiving support.

Plascon Plastics is receiving $841,000.

Plascon Plastics is a Delta-based manufacturer that produces sustainable plastic products using recycled materials.

The investment will support automation, facility modernization, market expansion and increased use

of Canadian-sourced materials. This will increase production capacity, strengthen domestic supply chains, reduce reliance on imported inputs, create jobs, and support growth in domestic and international markets.

“Small businesses and workers drive British Columbia’s economy and strengthen communities across our province,” said Delta MP, Veterans Affairs Minister Jill McKnight, who was on hand for the announcement. “As businesses adjust to unjustified tariffs, our government is investing in their success, protecting jobs, and creating opportunities for longterm growth. We will always stand with Canadian businesses and Canadian workers.”

The Delta Chamber of Commerce wants to hear if any local businesses are getting slammed by the latest round of U.S. tariffs.

It’s emailed its members asking them how tariffs are affecting their businesses, while the B.C. Chamber of Commerce has also sent around a short survey.

The B.C. Chamber is asking if businesses are experiencing impacts in either direction, including losing U.S. customers, experiencing supply-chain disruptions, or facing higher costs on U.S. inputs.

That was to be followed Aug. 26 by a province-wide virtual meeting of the B.C. Chamber of Commerce focusing on U.S. tariffs.

Normally, such products should be exempt under the over-arching Canada-U.S.Mexico trade agreement that’s

still in effect.

“We’re waiting to get feedback from our members, through the B.C. Chamber of Commerce,” then the provincial body can decide how it can best help, said Richard Wischnewski, executive-direc-

tor, of the Delta Chamber of Commerce.

“The B.C. Chamber and the Canadian chamber are all working hard to find the best support that we can give to our businesses.”

He said he knows there will be impacts from the tariffs, just not to what level, nor what effect Canadian countervailing tariffs announced Tuesday, will have.

“It’s a bit of a shock at this time. I think it’s a moment of digestion,” he said.

What they’ve seen previously is not so much an initial impact but a delayed, ripple effect of the tariffs that can affect businesses.

But so far, after putting out the word last week on the new tariffs, he hasn’t heard from any Delta businesses, although he knows there will be impacts.

Once everything settles, then the Delta and B.C. cham-

bers can determine how best to help businesses, he added.

In addition to the new tariffs, 50 percent tariffs are still in effect on Canadian exports of steel and aluminum, while lumber shipments face a 10 percent across-the-board tariff with additional tariffs of between 20 to 31 percent charged, depending on the forestry company.

“As the Delta Chamber of Commerce, our role is to ensure the realities facing Delta businesses are heard.

The experiences and feedback we receive from our members help shape our advocacy and the issues we bring forward to municipal, provincial, and federal decision-makers,” the chamber said by email.

The chamber network across B.C. is also trying to connect B.C. businesses with customers and suppliers across the country to strengthen interprovincial trade.

Proposed regulatory changes by the B.C. Ministry of Agriculture and Food aimed at increasing the number and types of food processing facilities on Agricultural Land Reserve (ALR) land is not sitting well with the City of Delta.

At the Aug. 24 meeting of council, civic politicians received and discussed a report prepared by staff.

On July 23, the ministry published a news release and discussion paper on proposed regulatory changes that would permit more food-processing facilities in the ALR. Processing is defined in accordance with the ALR use regulation as the storing, packing, preparing and processing of farm products.

These would be permitted on land with an agricultural land capability of Class 5-7 or Class 4 lands that have existing servicing, and where at least five per cent of the primary product used in the processing is grown or raised in B.C. Agricultural land is classified into seven capability classes based on soil characteristics, from Class 1 prime agricultural land to Class 7 non-arable land.

As per the province’s news release and discussion paper, Class 4 would be considered if the lot is accessible by road and easily connected to existing water,

As aligned with the current provincial regulation, Delta’s zoning bylaw permits processing on agricultural land only when at least 50 per cent of the farm products processed are produced either on that farm or by an association of which the landowner is a member.

Delta’s Official Community Plan includes five policies related to protecting the agricultural land base for farming and directing farm product processing facilities to industrial areas.

Staff recommended that Delta send a letter to the province outlining their specific concerns regarding the news regulations.

Specifically, the letter would address key issues such as: insufficient engagement period and informa-

tion, agricultural land base impacts, servicing implications and administrative and enforcement implications.

“Council knows in my day job I work with BC Dairy Farmers as well as the BC Agriculture Council and the vast majority I spoke with have serious concerns with this proposal,” said Coun. Dylan Kruger. “There are many issues with this. Enforcement is a major one. How, with the resources that are in place, do they expect that they will be able to apply adequate enforcement. Our staff have done a great job with this and I fully support sending this letter.”

Coun. Alicia Guichon echoed Kruger’s thoughts.

“Thank you Coun. Kruger … I completely agree with everything you said. This seems very odd to me to come forward . . . this will have a very adverse effect on local farms and how we get through production today. It will make it so much harder for everyday farmers to get crops in the ground if we are proposing something of this magnitude on 50 per cent of farm land in Delta.”

Mayor George Harvie appreciated the comments also adding his thanks to staff for their work on the report and the letter.

Council unanimously approved the letter which will be sent to the ministry as well as Delta South MLA Ian Paton, Delta North MLA Ravi Kahlon and the Delta Farmers’ Institute.

nother one gone and another one gone …another one bites the dust!

Last week was likely one of the worst weeks that Kerry-Lynne Findlay has ever experienced.

It started on Monday, Aug. 24 when Delta South MLA Ian Paton sent an early media advisory stating that he was holding a press conference outside the B.C. legislature.

Putting the puzzle pieces together, not too challenging I might add, I knew and judging by the reaction on X, other media outlets knew too what was coming -- Paton was jumping off the Conservative ship.

Paton announced that he could no longer stay in the B.C. Conservative Party and joined his friend and colleague Peter Milobar, who did the same 10 days earlier.

The two will sit as independents. The two long-standing politicians also announced that they are creating a new party and have been working hard behind the scenes in the days since to get all the pieces together, the I’s dotted and the T’s crossed with Elections BC, to have that party in place when the fall session resumes in the legislature on Oct. 5.

In the days that have followed, we now have a total of seven MLAs (as of Aug. 31) that have quit the Conservative caucus.

And there will be more.

It’s a stunning revolt of Findlay’s leadership, but quite frankly, not surprising.

Her whole life, Findlay has been a polarizing political figure.

Her disdain for the media, as well as anyone who seemingly questions her judgment, her moral compass or how she does business … well … they seem to get added to an evergrowing list of people she dislikes or wants nothing to do with.

This is not how a “leader” acts, leads or should conduct business.

Findlay is learning the hard way, and an embarrassing way I might add, that when you treat people the way she has and rule with an iron fist, you don’t win many friends.

That’s a tough way to keep a grasp on a political party and for someone who wants to be premier of this province.

How we use our precious time

ast week, I had the privilege of emceeing the Heron Hospice Gala in Delta.

The week before, I was invited on a tour of Vancouver’s Downtown Eastside.

Two very different experiences. Two very different environments. But I left both thinking about many of the same things.

Dignity, grief, hope, choice, compassion and perhaps most importantly, time.

At the Heron Hospice Gala, I heard stories about people and families navigating some of life’s most difficult moments. Stories that reminded me that dignity matters right until the very end and also to those who are left behind. That being cared for, listened to and surrounded by people who see you as a person, not a circumstance, is something every human being deserves.

Downtown Eastside, I was reminded of that same fundamental truth in a completely different way. Behind every face we might too easily pass by, is a human story. Someone’s child or someone’s friend. Someone who has experienced joy, disappointment, love, loss and hope.

It is easy to measure our lives by what we accumulate. Our homes, careers, accomplishments and our bank accounts. But neither experience left me thinking about money.

They left me thinking about time.

Time with the people we love. Time to make a different choice, to say what needs to be said, to listen and to forgive. Time to help someone feel seen or to simply sit beside another person when there is nothing we can say to make things better.

We spend so much of our lives chasing things we believe have value, only to discover that the things of greatest value often cannot be bought.

Kindness costs nothing.

Compassion requires no status. Dignity should never depend on circumstance.

Perhaps humanity is found in recognizing that, despite the vastly different paths we walk, we all want many of the same things: to be seen, to have choices, to have hope and to know that our time here mattered.

And maybe the best use of our own time is helping someone else feel that theirs matters too.

Bike barricades a waste Editor: The government spent almost $1 million to put in the concrete barricades for less than a kilometre on River Road in Delta for bike lanes.

For some reason, they thought they needed to do this for the four or five bicycles that go along River Road every

day. All they have done is create narrow lanes and made it more difficult for truck and vehicle traffic. There will be a head on sooner than later.

And then driving back to work, I see that a cyclist doesn’t even bother using it.

On July 16, the province and the City of Delta announced a first-of-its-kind ash-scattering site. then this funding decision would probably not even be questioned.

This new ash-scattering site actually benefits everyone, who wishes to participate, in a final potential step in the cremation process.

This includes Caucasian people, who have cremated their dead for hundreds

of years (and others who cannot afford the high cost of cemetery burials).

My father-in-law’s ashes were scattered out to sea a couple of years ago (the last wish of a Canadian naval veteran).

Apparently, no one had an issue with that.

The Delta Police Department continues to investigate the suspicious death of an adult female located in a field in the 6400 block of River Road on Aug. 26.

Investigators would like to thank the members of the public who have already come forward with information and video footage.

As the investigation continues, police are now appealing to the public for information, including dash-cam or CCTV footage, that may help identify the driver or registered owner of the White Dodge Ram 1500 Quad Cab. Metro Vancouver moved the region back to stage one watering restrictions on Tuesday, Sept. 1.

This will now allow residents and businesses to water their lawns one morning per week.

Under stage one restrictions, designated lawn watering days are determined by property address and type.

Trees, shrubs, and flowers may be watered any day in the morning when using a sprinkler, or at any time when hand watered or using drip irrigation.

Edible plants are exempt from the restrictions. Restrictions will remain in place until Oct. 15.

After weeks of recovery,, two young bald eagles have finally returned to the skies over Brunswick Point.

Last week, the Tsawwassen First Nation (TFN) partnered with the Orphaned Wildlife Rehabilitation Society (OWL) to release the rehabilitated birds back into the wild, marking a successful end to their challenging early lives.

Rob Hope, OWL’s senior rehabilitator, said that both birds were young and had to overcome significant hurdles before tasting freedom.

The first eagle’s journey began with tragedy when its nest broke apart.

“Unfortunately, a sibling died,” said Hope. “We saved the brother and he’s about four months old now, so he successfully rehabilitated.”

The second bird was discovered right at Brunswick Point as it was just learning to fledge.

“Unfortunately, he couldn’t get anywhere, so we rescued him, brought him into the centre, and we’ve had him for

The release location was no accident.

TFN lands, and Brunswick Point in particular, play a crucial role in the survival of local and migratory bird populations.

Lola Pavlovic, stewardship and natural resources analyst with TFN, emphasized the area’s importance as part of the Pacific Flyway Zone.

“Meaning birds, while they’re migrating north or south, they stop here, they feed, they replenish, they rest, and then they continue on their journey,” she explained, noting it’s nice to host the birds and let them enjoy the great salmon and food out on the territory.

The successful release highlights a years-long relationship between TFN and OWL. “We really want to keep the eagle population out here healthy and thriving. They’re beautiful creatures.

They’re very culturally significant,” said Pavlovic. “OWL is a core way that we can make sure that this happens.”

People can help wildlife conservation at OWL through donations or by providing supplies like fish.

“Seeing these two eagles take flight again was truly special. What a beautiful reminder of the importance of protecting the wildlife we’re lucky enough to share this land with,” said TFN on Facebook.

Foreign investor pays $18.2 M to buy Tsawwassen Corner Shopping Centre PETER MITHAM B u s i n e s s i n Va n c o u ve r

Strong interest following the listing of Tsawwassen Corner Shopping Centre at 1215 56th St., Delta, last fall has culminated with the property’s sale to a foreign investor.

The transaction closed on July 8, with a final sale price of $18.2 million. This was slightly below the 2025 assessed value of $19 million.

However, lead listing agent Andrew Gormley of Marcus & Millichap’s Western Canada NNN Group said demand was strong, with the open-air mall garnering 86 signed confidentiality agreements from prospective buyers and seven letters of intent during the marketing campaign. The successful offer was unconditional, underscoring the buyer’s confidence in the asset.

Maddie Chen of Re/Max Crest Realty represented the buyer, while Gormley together while Jon Buckley, Joe Genest, Curtis Leonhardt and Armaan Sohi represented the seller.

Built in 1967 on just under two acres, the mall totals 28,010 square feet. It traded at $650 per rentable square foot and a 4.7 per cent cap rate on in-place net operating income.

“The sales price reflects strong pricing in today’s market, particularly given the asset carries approximately $1.3 million in deferred capital maintenance recommended over the next decade,” Gormley said.

“Multiple private and institutional bidders drove competitive pricing, confirming significant investor demand for well-located, nationally tenanted openair retail centres in the Greater Vancouver area.”

Tsawwassen Corner’s anchor tenant, Shoppers Drug Mart, has 30 years of renewal options remaining, providing long-term income stability while near-term value creation is supported by TopCut Barber’s departure on Sept. 1 that will see a new tenant secured at current market rates.

Contractual escalations across the tenant roster, including upcoming renewal opportunities for Shoppers Drug Mart, Vancity, and Liquor Quicker, support long-term value creation.

Paul Richter, director of market analytics with CoStar, noted that the asset’s steady cash flow was particularly appealing, though its valuation has dropped steadily since July 1, 2024, when BC Assessment valued the mall at $20.2 million.

“The property traded for roughly 10 per cent below its peak assessed value,” Richter said. “This is another sign that investors are placing greater value on cash

The transaction represented the largest retail centre sale in Delta since 2022, when Trenant Park Square – a much larger property, at 131,000 square feet – sold for $75 million.

A wetland along a popular trail at Boundary Bay Regional Park is among the plethora of Metro Vancouver restoration projects at regional parks.

In 2025, staff began a project to restore the area along Raptor Trail.

A recent updated report for the Regional Parks Committee notes that the second phase began in the spring of 2026 with staff staking the 2025 site with willow and dogwood.

Staff also worked with contractors and archeologists to grub out invasive blackberry root balls in the new site.

The report also notes that community volunteers will help to replant the area with native species in the fall and another round of staking will follow next year.

The report notes that, this year, 54

restoration projects were planned across the regional parks system, part of the Regional Parks Natural Resource Management Program.

Those projects include stream daylighting and maintaining wetland habitats, removal of invasive species, improving forest resilience, improving habitat diversity, restoring disturbed areas, buffer plantings, creating wildflower meadows, as well as restoring forested and riparian areas.

Last year, 27 restoration projects in 20 regional parks were completed by staff, contractors, and volunteers.

The report adds that, collectively they removed 26,783 kg of invasive species and added 11,727 native plants to regional parks.

A total of 4,649 volunteer shifts supported 412 environmental stewardship work parties in regional parks, contributing 14,299 volunteer hours.

Tsawwassen First Nation (TFN) revealed this year’s Orange Shirt Day design in preparation for the National Day for Truth and Reconciliation on Sept. 30.

Local artist Karl Morgan created the design, featuring the wolf as a symbol of family, loyalty, belonging, and connection.

“This artwork reminds us of the strength found in community and the importance of keeping our families and cultures connected,” said TFN. “The wolf also speaks to the painful history of residential

schools, where Indigenous children were taken from their families, languages, cultures, and communities.”

The nation says it is honouring the children who never came home, survivors, their families, and all those who continue to reclaim their identity, language, culture, and sense of belonging.

“We’ll be selling these Orange Shirts in support of remembering, learning, and carrying these teachings forward,” said TFN. Proceeds will support youth and elder programs in Tsawwassen.

As a Coast Salish carver and member of the Tsawwassen First Nation, Morgan draws deep inspiration from the wildlife and natural landscapes of the Fraser River, the Salish Sea, and the broader Coast Salish territories.

Bringing 35 years of experience to his craft, Karl specializes

in shaping red and yellow cedar.

Morgan’s artwork is featured in numerous prominent community spaces.

The continued use of the Vancouver Landfill in Delta is going to mean millions of extra dollars in the coffers of the city.

According to Delta’s Consolidated Statement of Operations for the year ending Dec. 31, 2025, the city received $6,242,091 from landfill royalties. The city originally had budgeted $4,410,000 for 2025.

In 2024, the city received $4,951,465.

Council earlier this year agreed it wanted the city to renegotiate its financial arrangement as host of the garbage dump.

Whether the increase was shortlived due to other factors, and whether the amount of royalties could steadily decrease due to regional waste diversion initiatives, Delta will nevertheless have millions for longer as a budget item along with investment income, development cost charges and other revenues.

That’s thanks to Metro Vancouver announcing earlier this year that the garbage dump will continue to oper-

ate until approximately 2050, without increasing the area or height of the landfill.

The landfill, owned and operated by the City of Vancouver, was previously expected to close as early as 2030, according to the regional district, noting that extending the life of the landfill by 20 years results in more than $300 million in avoided future tipping fees for residents and businesses, as well as new investments in Burns Bog enhancement and conservation.

Metro notes that the life of the landfill can be extended because more volume is available within the existing footprint than previously estimated due to settlement and optimized operations.

Since future filling will occur within the landfill’s current footprint, there will be no significant additional environmental impacts from extending the life.

The landfill had a total of 741,654 tonnes of waste landfilled last year, according to the 2025 annual operations report.

The landfill’s current operating certificate authorizes disposal of up to 750,000 tonnes of municipal solid waste annually.

Metro Vancouver has issued a request for proposals for a consultant to produce a report evaluating agricultural water demands in the region.

According to the request for bids, the work includes primary agricultural production, supporting agriculture infrastructure and services as well as agricultural processing and value-added activities.

The study will evaluate associated water supply and demand requirements and their potential implications for future drinking water demand.

The project is to begin later this year and conclude in June 2029.

Water to supply Delta’s farming areas is pumped from the Fraser River and moved through a conveyance system of ditches, pumping stations, culverts, outfalls and control structures.

The Delta Agricultural Plan, completed in 2023, notes that the Fraser River surface water quality varies as it moves through the conveyance system throughout the year, and partial “salinity closures” occur along the river from mid-August through to mid-September, along with partial and full closures in October.

The document also notes water demands in Delta are expected to increase as climate change leads to hotter summers and longer growing seasons.

Delta has almost 4,100 hectares of irrigated lands, most among Metro’s member jurisdictions.

Climate change, population growth and expansion of the agricultural land base are expected to result in significantly increased agricultural water needs, especially during summer months.

A study for the Climate Change Adaptation Program, which the Investment Agriculture Foundation of BC operated from 2008 to 2023, assessed current and future agricultural water demand and supply in Delta.

Several different infrastructure improvements were assessed.

The study concluded that the existing infrastructure can largely meet the current demand, with some sup-

ply limitations during periods of high salinity.

The major restriction in the existing system exists between the Tasker Pump station and the Highway 99 Pump Station, and removing that restriction will alleviate current supply difficulties.

Under future climate conditions, the demand increases and the current freshwater supply restrictions are exacerbated, and additional measures will be required to alleviate those salinity challenges.

The recommended additional measures include installation of a new, auxiliary intake at the Alex Fraser Bridge, and connecting that new supply to an expanded system, the report notes.

Among the projects being undertaken by Delta involves construction of a second irrigation intake.

The city notes that an additional intake will ensure a reliable supply of fresh water for local farms, especially during the critical late-summer months when the existing intake struggles to draw suitable water from the Fraser River.

The city last year issued a request for bids from engineering consulting companies to design a new gravity irrigation intake from the Fraser River near 96th Street and River Road.

Another project will be culvert upgrades along 72 Street, aimed at increasing the capacity of the irrigation system, allowing it to efficiently carry more water to farms across Delta.

Historic, dominant Fraser River sockeye run collapses, called ‘disastrous’

The Fraser River’s dominant sockeye run has collapsed this year, falling so far below expectations that commercial fishers will get no opening and some First Nations food, social and ceremonial fisheries have closed earlier than expected.

“The fish are missing, in a nutshell,” said Ladnerbased commercial fisher Darin Chung, a 40-year veteran of the nets and lines.

The 53-year-old, who began fishing as a teen, is among a chorus of others in the industry “be it recreational, commercial or First Nations” forced to speculate on what has happened.

“Everybody’s scratching their heads right now,” said Jesse Zeman, executive director of the B.C. Wildlife Federation.

Last winter the Pacific Salmon Commission estimated 7.7 million sockeye would return to the river.

The commission is an organizing body for several regional panels of stakeholder groups from Alaska, Washington state and B.C. that assess sockeye stocks and opening rights under a treaty.

But as the summer rolled along the estimates became thinner and thinner and now stand at 2.8 mil-

“The big thing for this season is everyone had high expectations that there would be plenty of harvest opportunities for everyone. But they have seen that very quickly disappear,” said Fiona Martens, the commission’s director of fisheries management programs.

Sockeye salmon live within a four-year life cycle.

After they spawn in the river’s tributaries their fry develop in freshwater and eventually swim out to the Pacific Ocean and return four years later to spawn a new cycle.

In 2022, the commission counted 6.6 million sockeye after a pre-run estimate of 9.7 million. The commission counted 1.6 million sockeye caught and retained, including about 318,000 from Washington state, 228,000

by Canadian commercial fishers and 837,000 by First Nations fishers for food, social and ceremonial (FSC) purposes. This left about 3.5 million spawners, after adjusting for factors such as en route mortality.

In 2018, 11 million sockeye were counted. Of those, 4.1 million escaped to spawn and 5.9 million were caught, including three million by Canadian commercial fishers and 835,000 by First Nations fishers.

The figures do not add directly to the total run size because the commission also makes adjustments for factors such as en route mortality and estimated unreported or illegal catches.

This run was the offspring of the more than 5.9 million sockeye that were left to spawn following the large 18.9 million run in 2014. That run was the beneficiary of 13.1 million spawners in 2010 thanks to a 28.2 million run.

September 3, 2026 The Delta Optimist A21 million. He attributed this to extremely limited fisheries in the previous four cycles (16 years). For instance, in 2021 commercial fishers caught about 7,000 sockeye and First Nations only caught about 6,500.

Martens said DFO reports illegal catches to the commission and while it is a concern, the majority of run adjustments have to do with challenging migration conditions.

The department maintains it conducts enforcement of illegal fishing although its online list of current enforcement efforts does not include activity on the Fraser.

Marine mammals could be at play According to associate professor Murdoch McAllister at the University of B.C. Institute for the Oceans and Fisheries, another problem has potentially been identified through recent and ongoing analysis.

“We’ve done a very thorough analysis of factors impacting salmon populations. The stats show the biggest factor is seal and sea lion predation,”said McAllister.

Since seals were protected under Canada’s Marine Mammal Regulations in the 1970s, their populations in the Strait of Georgia has grown to 50,000 in recent years.

McAllister said First Nations no longer cull seals and sea lions on the West Coast, and public perception of a seal hunt has so far prevented the policy option from reaching serious discussion.

In 1970 DFO counted about 5,000 Steller sea lions off B.C.’s coast, while the peak population in 2017 was estimated to be 52,000.

McAllister said the average sea lion eats 18 kilograms of seafood per day.

“The biggest colonies are on the northern tip of Vancouver Island where the sockeye come around the corner. They take in 400,000 tonnes of fish or more.

It doesn’t take a big percentage of sockeye to have an impact,” McAllister said.

In 2018, the U.S. allowed a cull of California and Steller sea lions along the Columbia River and its tributaries to protect endangered salmon, McAllister said.

A transborder all-First Nations seal and sea lion hunt is what retired Washington state-based First Nations fisher Thomas Sewid is lobbying DFO for as president of Pacific Balance Marine Management Inc. Sewid is highly critical of Canada’s management of salmon on all fronts and described this year’s Adams River run “one of the Fraser watershed’s most important sockeye runs as disastrous.”

Meanwhile, Bristol Bay in Alaska is poised to receive more than 43 million sockeye salmon this summer, according to official reports.

“Canada needs to take lessons from the U.S. on how to manage sockeye. DFO has mismanaged what few sockeye runs B.C. has. Overfishing by commercial sectors, allowing fishing in lakes, and no significant monitoring and enforcement of First Nations FSC fisheries,” he said.

Business in Vancouver reached out to the First Nations Fisheries Council and Adams Lake Indian Band (the end of the line for most sockeye) for its perspectives on the sockeye collapse. They did not respond prior to publication.

CONTINUED from Page 20 A Department of Fisheries and Oceans (DFO) spokesperson said in an Aug. 20 email that the commission reported an abundance “enough to meet conservation targets and limited priority FSC fisheries in the Fraser River.”

But as of Aug. 25 the commission’s Fraser River Panel slashed its expectations by another one million sockeye and set its spawning escapement target at 2.8 million, or the entire amount it now expects this season.

Martens said Washington state fishers are typically reserved about 16.5 per cent of the allowable catch and, to date, have taken 31,680 while First Nations in Canada have caught 185,240.

Martens said sockeye runs can vary in timing but the commission is now sure that the run will be historically low based on test fisheries in the ocean.

So far, said Martens, the commission has not observed any particular reason for this year’s collapse. “We know there is en route loss from environmental factors,†such as impacts on marine and freshwater changes, including warmer water temperatures.

However, Chung, who represents the interests of commercial fishers to a DFO consultation group, said if there is one reason for the collapse it has to be overfishing.

He said when numbers begin coming in so low, all fisheries must adhere to conservation efforts.

Chung notes the non-dominant 2025 run was over nine million, up from the pre-season estimate of 2.9

Delta council recently approved funding for the second intake of the city’s 2026 Community Grants program.

Staff reviewed the

applications and selected 24 organizations to be awarded a total of $112,100, projects representing a wide range of community initiatives.

The second intake had received 47 applications, with funds requested

totaling $391,669.

The city will also renew its three-year Health Care Champion sponsorship of the Delta Hospital and Community Health Foundation’s Moonlight Gala at $18,500 per year for 2026,

2027 and 2028.

The 2026 program originally had a total budget of $150,000 for the two intakes.

The first intake proposed the allocation of $87,900 to 22 community organizations, with $62,100 remaining for the second intake.

The first intake received 49 applications, with requested funds totalling $421,175.

Staff recommended that the 2026 total budget be increased by up to $50,000, for a total of $200,000, to support a greater number of applicants, an amount that could be accommodated within the current city budget.

The program was established in 2024 and allocated up to $150,000 annually to provide financial support for local non-profit and charitable community organizations offering

projects, events and initiatives that benefit the community.

In 2025, the program provided funding to 33 organizations, having received 59 applications across both intakes requesting a total of $419,377. In response to that demand, council approved a one-time increase of up to $50,000.

In total, $171,205 was allocated last year.

Following the 2025 applications, staff undertook a review of the application and evaluation process and introduced several improvements aimed at enhancing transparency, accessibility and support for applicants, a report noted.

Possibly as a result of the review, the city saw an increase in the number of applications received in the first 2026 intake, the report added.

I have young children, and this time of year is always filled with last minute preparations for the back-to-school season.

My wife being a teacher perhaps accentuates the transition from summer-mode to school-mode even more for our family.

Whether it’s getting new shoes that actually fit our children or resetting their bedtimes, we have a lot to conquer in the next few days.

However, we’re not complaining because our family thrives with routines. Healthy routines and disciplines help us flourish as a family.

Summer activities have disrupted some of our regular routines, and we’re looking forward to returning to a more disciplined schedule.

and profitable for teaching, for reproof, for correction, and for training in righteousness, that the man of God may be complete, equipped for every good work” (2 Tim. 3:16-17).

He also teaches us to “train yourself for godliness; for while bodily training is of some value, godliness is of value in every way, as it holds promise for the present life and also for the life to come” (1 Timothy 4:7-8).

So, as we transition from summer to fall, let’s get back to healthy spiritual disciplines that help us to grow closer to God. Let’s go back to school not only literally with the new school year but figuratively as well, as we commit to training in godliness.

The new season of South Delta Secondary Sun Devils football has arrived.

Both the senior and junior varsity teams have been busy the past few weeks with daily practices and video sessions in preparation for their first exhibition games of the BC High School Football season.

Both Sun Devils teams will play host to Kelowna this Friday, Sept. 4 with neutral site games in Abbotsford against Kelowna.

The senior varsity team will then play its first official home game on Saturday, Sept. 12 at 1:30 p.m. at South Delta Secondary, against Lord Tweedsmuir.

The junior varsity team plays its second exhibition game on the road in Chilliwack on Sept. 10 against G.W. Graham.

The JVs will play their first home game on Sept. 17 at 2:15 p.m. at SDSS, against Belmont.

Senior varsity head coach Ray Moon said despite graduating a large class of players following last year’s playoff loss in the semifinals, he remains optimistic that this year’s group of players will put forth a solid season.

“We are somewhat similar to the team last year - some holes to fill - at the start of the season,” said Moon. “We lost a number of starters, but the guys who were here last year, a lot of them are stepping up.

Then we have the players coming up from junior varsity as well that are filling in the blanks, so we’re going to be a relatively young team as far as experience goes, but I think we can make a pretty good push this year.”

Moon said exhibition games are a test in a way of trying a few new things and sorting out positioning.

“You have live bullets flying and you find out whether we have the guys in a position that they are able to do the job,” he said. “Offensively, we will be throwing a bit more this year. We have a great, true quarterback coming up from JV in Quinn Kirincic. He has a strong arm. Last year, we had Damian [Dumas] who was more of a running back and he was fantastic and did everything we asked, but now, we have a natural quarterback, a good set of receivers. Junior varsity head coach Scott Martens is also optimistic about the upcoming season.

Despite a smaller roster of about 25 guys, he feels the team has all the pieces to be very competitive.

“A lot of the guys have been working hard in the offseason training on their own and in their own groups, so that’s great to see that level of commitment,” said Martens. “We are not big in terms of numbers, but we have the pieces and it’s just a matter of putting all those pieces together, playing together and understanding what’s going on. I’m super optimistic. This crew has tons of potential, we just don’t have a lot of depth.”

Martens said with last year’s deep playoff run, a lot of guys got extra practice and playing experience which will translate well into this year.

“Guys who were in Grade 10 last year got more reps than some of the starters, so developing the talent year over year is how we can be successful,” he said. “We had a good spring scrimmage with Lord Tweedsmuir in June. They will be the toughest team in our conference. It’s about these guys taking that opportunity. We have receivers that are hungry and can catch, so I’m not worried about that. Very happy to have Raemon [Dosanjh]. He got some good experience last year. This year, he’s a bit bigger, a bit stronger, so I feel like, if you give us 25 guys who want to be here, we are going to find a way to be very successful.”

9 years. It seems like a lifetime ago that we lost you far too soon but at the same, just like it was just yesterday.

Life goes on, but you are never forgotten.

Garry Notenbomer, affectionately known to all as “Big Daddy” passed away unexpectedly on August 20, 2026, in Ladner, British Columbia, at the age of 62.

Born in Prince George BC on June 15, 1964, Garry moved to Holland at the age 4 and returned to Canada at the age of 16 with his family. He graduated from Burnaby Central Secondary School. He went on to build a respected life and career deeply rooted in the waters of British Columbia.

Garry began his professional journey in commercial fishing before moving into marine entrepreneurship. He owned and operated the Massey’s Marine Supply and later brought his vast knowledge and leadership to CMP Group Ltd. The BC marine industry has truly lost a giant, well before his time.

Garry was a man defined by love, humour, integrity, generosity, humility, and deep kinship. He lived life to the fullest, finding joy in golfing, fishing, RVing, boating, and riding his Harley-Davidson motorcycle. As a close friend beautifully shared, “Garry was the anchor. Always. And for all of us.”

He leaves behind his loving wife and best friend of 37 years, Diane, whom he married on June 17, 1989. He was a proud and devoted father to his son Alex, his daughter, Anneka (Annie) and her fiancé, Conor. Garry is also survived by his father, Harm (Harry), his brother, Adrian; his mother-in-law, Editke (Edit) Lanyi, and her husband, Peter; his “sister from another mother” Mia Poblete; and his loyal dog, Boomer. Garry was predeceased by his beloved mother, Fennechien (Gina), and his faithful dog, Nugget.

Garry always made sure his family and friends were looked after. His kindness, generosity, selflessness and friendship touched the lives of many. Those who knew him are better for having shared in his life, and his absence will be deeply felt by all who loved him. Though he is no longer with us, his memory will live on in the hearts of his family and friends until they meet again.

It’s been a year since Dorothy Renwick (Dawson) passed away on August 17, 2025. There is not a day that goes by that we do not think of her. We see her in our days in the morning sun, the twinkle in the stars, rainbows that show up and the gentle blowing wind. She is present in every day, just in a different way.

In lieu of flowers, donations may be made to the Heart and Stroke Foundation in Garry’s memory.

A celebration of Garry’s life will take place on Friday, October 23, 2026 at 3-7 pm, at the Harris Barn, located at 4140 Arthur Drive, Ladner, BC

Born in Aberdeen, Scotland, longtime Ladner resident Thomas (Tam) Guyan passed away peacefully in Kelowna at the age of 88.

It is with profound sadness that we announce the passing of Kent Geoffrey Carbis, who left us on August 26, 2026.

Tam spent countless hours laughing with family and friends, sharing old stories and good times. As a longstanding member of the Ladner Legion, chances are he served you a drink or two while happily volunteering at the May Day’s beer garden over the years.

Born in Brisbane, Queensland, Kent was raised in Surfers Paradise on the Gold Coast, where his lifelong love affair with the water began. At a young age, he became a competitive swimmer and surfer, and it wasn't long before racing boats became just as much a part of his life as the ocean itself. Kent first found his way into the boating world as a boat mechanic, but it was yacht sales where he truly found his calling. He had an undeniable passion for boats, a genuine commitment to his clients, and a gift for telling a good story or joke. He spent decades doing what he loved, selling yachts and sharing his enthusiasm for the water with everyone around him.

True to form, Kent continued working right up until the day he passed. But boats were only one part of Kent's appetite for adventure. He loved taking his motorcycle across Europe, discovering new places, meeting people and seeing the world along the way.

Tam was predeceased by his first wife, Ethel in 1986.

He will be lovingly remembered by his wife of 33 years, Marilyn, his kids; Angela (Dave), Trudi (Dave), Kevin (Michelle) and his grandkids; Caleigh, Travis, Benjamin, Oliver, Gabrielle, Jasper and Audrey. Tam loved his family, friends, soccer and scotch (maybe not always in that order).

So in his honour, please raise a glass. Have a beer or a wee-one for Tam. Cheers!

It is with deep sadness that we announce the passing of John L. Anderson. Born and raised in Melbourne, Australia, John relocated to Canada, where he met Claire, his wife and best friend of 53 years, who predeceased him in 2022. A devoted father and GrandPa, he is survived by his daughters Kristina (Graham), Marie-Claire (Colin), and Nicola (Adam); his son Daniel (Andria); his granddaughters Katie, Emma, and Jessie; and his grandsons Curtis and Jason.

John had a distinguished career in public education, marked by his lifelong commitment to Deaf and hardof-hearing students and his strong advocacy for inclusive education. He worked in Australia, England, Saskatchewan, and throughout British Columbia as a teacher and school administrator before retiring as a district superintendent. He held a Doctorate in Education from Simon Fraser University and remained a lifelong learner, teacher, and contributor to education.

A Rotarian for 36 years, John embraced leadership at every level, serving twice as club president and as District Governor. In 2018, he chaired a Rotary Presidential Peacebuilding Conference in Vancouver. From 2019 to 2022, he organized and led a Rotary Foundation Vocational Training Team that supported teachers in rural Kenya in integrating technology into their classrooms.

John had an insatiable sense of adventure. He treasured time with family and friends, a good dinner party, gardening, and a quiet read. He will be remembered for his generosity and warmth, his commitment to others, and his rare gift for bringing people together. Above all, John loved his family unconditionally. He will be deeply missed.

In 1984, Kent married Marcia, beginning a 42 year marriage filled with love, travel, boating and adventure. Together, they raised three children: Hayden (Hailey), Geoffrey and Lauren, and later became cherished grandparents to Henry and Harrison.

Kent had a curious mind, a strong spirit and a deep appreciation for the people and experiences that made life worth living. He believed there was always another adventure around the corner, and he rarely sat still long enough to miss it. He is now reunited with his parents, Joy and John Carbis, and his baby sister, Dale. Kent will be deeply missed by his family in Australia and Canada, and by the many friends and clients whose lives he touched along the way.

The family extends heartfelt thanks to the incredible and compassionate team at Surrey Memorial Hospital, Peritoneal Dialysis (PD) care team, for their care, kindness, and unwavering support.
