The RCMP’s BC Highway Patrolis stillinvestigating a seriouscrashinvolving amotorcycleandan SUV on Hwy.17in Tsawwassen, Saturday.

Policearelookingformore witnessesand dash-camera video to determineexactly whathappened.

According to BC Highway Patrol,on July 12,around11:15 a.m.,ablack Harley Davidson motorcyclecollided with a dark,green Toyota SUVon Hwy.17and Tsawwassen Drive. A second SUV, agrey Honda, was damaged by debris fromtheinitialcollision.

On Nordel Way,in North Delta,amotorcyclist riding inagroup, lostcontroland struck aconcretedivider. The motorcycle caughtfireand was destroyed.

Fortunately,the rider sustainedonlyminorinjuries. Early indicators suggest rider inexperienceand speed may have been factors.

On Admiral Boulevard,in Ladner,a single-vehiclecrash occurred whenamotorcyclist lostcontrolandhit two parked cars. The rider wastaken to hospitalincriticalcondition. Investigators believe speedand potentialimpairment may have contributed to theincident.

“We want to emphasize the importanceofshared responsibility,”added Whiteley.

“Motorcyclists must ride withintheir skilllevel, avoid speedingor ridingimpaired, and wearproperprotective gear.

“Drivers must also stay alert, double-check blind spots,and yield appropriately —especiallywhen turning.”

The VancouverFraser Port Authorityisnow searchingforaconstructioncompany to plan and buildthe Roberts Bank Terminal2container port projectwharfand landsidefacilities.

The port said July 9 the state-of-the-art marine container terminal at the Port of Vancouver will support Canada’s trade diversification goals by unlockingmorethan $100billioninnewtrade capacityandcontributing $3billioninGDPannually.

Theproject would be a three-berth marinecontainer terminalin Delta.

Constructionis planned to beginin 2028,andthe terminalis expected to be inoperation by themid-2030s.

Theproject, to be locatednext to the existing Deltaport and Westshore Terminals,is planned to providean additional2.4million

20-foot equivalentunits ofcontainer capacity per year, saidthefederalministerofenvironment’s April2023 decision statementon anenvironmentalassessment.

Port CFO Victor Pang told BIVthat Terminal 2isexpected to become a regional economic driver.

The port authority has signed mutual benefits agreements with27 First Nations,who have provided consentforthe project to proceed.

“It willalsocreate lasting benefitsforthecommunityof Deltathrough the$6million Roberts Bank Terminal2communitylegacy fund,which will launchthis summer,” the VancouverFraser Port Authority said.

The port authority has pledged continuedconsultationandcollaboration with First Nationson economicdevelopment opportunities,including Indigenousprocurement, contractingandemploy-

mentopportunities.

Following thefederal andprovincial governments’2023 approval oftheproject, the port authority submitted a Species at Risk Actcompliant Fisheries Act authorization application in2024.

A decisiononthat, thefinal major permit, isexpectedno laterthan October2026,the port

authority said.

In collaboration with First Nations,the port authority hascommitted to restoring more than 94hectaresofoffsetting habitatincollaboration with First Nations, to protectpriority specieslike juvenile chinook salmon and Dungenesscrab.

Many oftheprojects inthisplan were selected basedon First Nations’

priorities. Thisincludes a habitatenhancement projecton Tilbury Island, which is a priorityproject forthe Musqueam Indian Bandand Tsawwassen First Nationthat will increase marsh habitat andprovide ecological benefits.

Still,thefederalminister saidin2023that “the significantadverse environmentaleffects”

theprojectislikely to causeare justifiedinthe circumstances. Multiple conditions were puton that approval.

The port authority said that to move the environmentalplanforward,the contract to be awarded alsoincludestheconstructionofa marine terminalfish passage to support juvenile salmon migration,andthecivil worksforonsite habitat enhancementandthe SouthArm Jetty Tidal MarshProject.

“[It] remainsapriority projectfor First Nations to benefitfishand wildlife,” the port authority said. Thecontractincludes thedeliveryofan approximately100-hectare marine landmass, 35-hectare widened causeway,1,300-metre wharf structureand berth pocket, andexpanded tug basin.

The port authority will shortlistthree teamsthis fall,who willthen be invited to submitaproposal.

Shovels went into theground recently signallingthe startofconstructionon thenew Winskill Aquaticand Fitness Centre at Winskill Park in Tsawwassen.

Citycouncilandmembers of theproject team were on handforanofficial groundbreaking ceremonyon July 8.

“The startofconstructiononthenew Winskill Aquaticand Fitness Centre is a majormilestonethat I’mincredibly proud to celebrate,” said Mayor George Harvieinanews release.

“There have been plentyof behindthe-scenesefforts to getus to this point, and with work beginningon site by the

endofthemonth, I’mlookingforward to seeingthevisionforwhat is bound to bean outstandingcommunityasset.”

Crewsare set to begin work in late July withthe removalof topsoil to prepare for vehiclesand equipment.

A temporaryconstructionaccess point withtrafficcontrol systems will also be inplacealong56 Street at this time,which will last for theduration of theproject.

After site mobilization,a main stormdrainagelineadjacent to the worksite will be upgradedprior to beginning work onthe buildingfoundations.

The current Winskill Aquaticand Fitness Centre will remainopen to the

publicforprogramsandactivities duringmostoftheconstruction period, exceptforthe closureof theU13 baseballdiamond number twoon July 16. Facilityusers will still be able to access the parkinglot at the currentfacility, withadditional parking available by the Winskill Park Lawn Bowling Fieldhouse Pre-design work forthenew facility startedin January2024, with Delta staffdoingathoroughconsultationanddesignprocess.

This past spring alone saw649 residents participateinthe finalphaseof theengagementprocess, thefeedback fromwhichinfluencedthefinaldesign.

That culminated intheformaladoptionofthe layout by council on May5.

Delta Mayor George Harvie has stepped back fromasking staff to take closelooks at theirdepartments with theaimof stretchingthe taxdollar,asthe budget loomsinthefall.

Staff were also going to be asked to lookfornew sourcesof revenue, or

ways to enhance revenue, while maintaining current levelsof service.

The suggestions were part ofthepreparation forthecity’s2026 budget. Hismotionalsonoted that the housingindustry isfacingan“unprecedented, challenging financialenvironment” resultingin limited new construction oradditionaltax revenueforthecity.

A25-year-old Delta man has been sentenced to three-and-a-half yearsin prisonafterhisconvictionthis week inthe2021fatal stabbingofa manin Whistler.

The Integrated Homicide Investigation Team said recentlythat on July 8, Dedaar Jhooty was sentenced to three-and-a-half yearsinprison. The courtalsoimposedaDNAorderand a lifetimefirearmsprohibition.

On Aug. 14,2021, at around2:09 a.m., the Sea-to-Sky RCMP responded to the Whistler Medical Clinicaftera male had attended sufferingfroma stabbing. Policearrivedandlearned thevictim haddied becauseofhisinjuries.

IHIT assumedconductoftheinvestigationandidentifiedthevictimas Henry Stanley Garcia Molina who was26 yearsold at thetime. Through

theassistanceof witnesses, investigators determined that Molina had been attackedinthe4100block of Village Green.Anextensive video canvassin the area led to theidentification of several personsofinterest.

IHIT worked in close partnership with the Sea-to-Sky RCMP,the Integrated Forensic Identification Service(IFIS), the BC Coroners Serviceandthe RCMP ForensicLaboratory Services to advance theinvestigation.

On June22,2022,then22-year-old Jhooty wasarrested and subsequently charged with manslaughter.

On July 16,2024, Jhooty pleaded guilty to manslaughter.

“Mr. Garcia Molina hadhiswholelife aheadofhimwhich wastaken away due to a senselessactof violence,” said Sgt. Freda Fong of IHIT.

“Ourthoughtscontinue to be withhis familyasthecourtproceedingscome to aconclusion.”

Aftera potentiallytragic weekend on Delta streets, Delta police have stepped up withmessaging and reminders forthemotoring public.

Three badcrashes–allinvolvingmotorcyclists–in Tsawwassen,Ladnerand North Deltaall resulted ininjuries– some potentially life-altering.

Delta policeand B.C. Highway Patrolofficersare stillinvestigating the circumstancesthat resulted inthecollisions,andit is unclearwhenor ifany charges may be laid.

What iscertain,however, istheneed for alldrivers to sharethe road safely this summer. According to Delta police,motorcycle ridersaremorevulnerableinacrash, so driversareurged to take a secondlook before changing lanes.

Ridersalso have a responsibility to stay visibleand ride withintheir skill set.

Police saythat motorcyclecrashes increase duringthe summer.

On average, 30 ridersare killed and 2,200are injured each yearin B.C.

Speed andinattentionarethe topcontributingfactors.

Formotorcycle riders, make sure that you gearup witha DOT-approved helmet andbright, protective clothing.

Avoiddrivinginbind spotsandtake curves at a safe speed.

Thereisno roomfor speeding, no marginforerror. Payfull attention, have full gearand have full respectfor the road.

As Delta police saidthis week, every ride isa risk, so make sure that every rideis a smartone.

Fordrivers, you have a responsibility too.

Doubleshoulder check before turningor changing lanes. Leaveextra following distanceand avoiddistractions–likelooking at yourcellphone.

Bottomline,inorder to have a safe summeron our roads,alldrivers, whether they are ina caroronamotorcycle, have a responsibility to slow down, stay focused anddrive safely.

Ah,another week,another generous helpingof publicmoneyflung into the void by Deltacouncilandthefinefolks at Tourism Delta.

More than$319,000thistime becausewhat’s taxpayer cashforifnot funding vague “strategic tourism planning” andglossy pamphlets?

We’re toldthere’s beena“37 percent increase in Visitor Centre visits,” but forgivemeforasking —37 percentof what?

Ten people?

Twenty?

Throwing around percentage increases withoutprovidingactual numbersislikebragging you doubled your stepsthis week because you took outthe garbage twice.

And speaking of meaningless wherearethefinancialprojections?

The business case? In anylegitimate business setting,you don’t get to stroll into a budget meeting, ask for$320K, andleave withoutanswering what return you’rebringing back You’d be laughed outofthe room. Butherein Delta,thislot behaves like that single unclewholeavesa massivetipifa waitress flirts withhim.

How canthishigh salary be justified?

This numberis outrageousand out-of-sync withothercommunities.

Do we have ourcouncil to thankfor approving such ahigh salary - with yetanother reason to vote outcouncilforfinancial incompetence?

Forexample,Langley Township witha populationof162,269, paidtheir CAO$321,792. Delta with125,000 people, paid our CAO$393,496. In Coquitlam,itscity manager was paid$345,453 with a populationof148,625.

The Delta salary just

Andformorecomparison…howisitthat ourformercity manager made$266,144?

What exactly justified this$130,000increase?

Soundslike Deltacitizensare getting cheated.

between Hwy.17andthe border, goesfrom two trafficlightsin1977, to 15 today,thisisnotprogress. Populationgrowthis a worldwideproblemin many ways.

How we deal withit hereshouldnot be inthe handsofdevelopers.

Whenever I’mpreparing to go ona journey, I like to create aplaylistfor the drive.

I’ve learnttheancient Israelitesused to sing along to playlists, too.

Threetimesa year,the peopleof Israelused to travel to Jerusalem on a pilgrimage, to comeinto thepresenceof God.And ontheir journeys,they would sing and repeat songs called Psalms.

Oneofthe songsthey sang was Psalm 126. And asthe lyricsplayed on repeat, they wouldcontinue to sing: “Restore ourfortunes, Lord,like the streamsofthe Negev.”

The Negevisanimportantplacein our journey. “Negev” meansdry, or parched land. It’s the nameofthedesertthey walked throughontheir pilgrimage. This can be a

Atalented young musician from Delta will have a summer to remember.

Caleb ChiuofLadner has been selected to jointhe National YouthOrchestraof Canada (NYO Canada)onits65thAnniversary cross-country tour.

He will representBritish Columbiaonthe national stage.

Chiu currently studiesviolin performance at the University of Torontoandisaformermember ofthe Vancouver Youth Symphony Orchestra.

“I grewupplayingtheviolinand itisa huge part of my life,” he said. “NYO Canada wouldallowme to experiencewhat itislike to live as anorchestra musician. “I ammost lookingforward to goingon tour.”

Led by acclaimed Music Director Naomi Woo, the tour marksherfinal season with

The popular Sun Festival Car Show hasanewhomefor2025.

Due to theconstructionofthenew aquaticcentre at Winskill Park, Sun Festival Car Showhas been moved to Dennison Park. This wouldallowthe main portionof Sun Festival to remain at itshome at Winskill Park andallow families to attendand to watchthe

paradeasit passes by on Monday, Aug. 4. To tie bothlocations together, ashuttle will remaininplace between Winskill Park andthe South Delta Secondary parkingloton8A Avenue,whichis just acrossthe streetfrom Dennison Park In addition,thereis a pathwayfrom Winskill Park throughthetrees and new baseballdiamonds to thehigh school parkinglot,for easy walkingaccess. Dependingon walking speed,itis

about a 10-minute walk.

At Winskill Park,the carshow held a maximumof300 vehiclesinthe space allotted.

Oneofthe benefitsofmoving to Dennison Park isthatthecommittee feelsthere will be spacefor at least 450 to 500 vehicles, as wellas many food trucks and some vendors.

When peopleflock on to the tarmacof the Boundary Bay Airshow this Saturday, July 19, they maynotknowit, butthey’ll be under close supervision by first responders.

Several agencies, such asAlpha Aviation, B.C. Ambulance,Cityof Delta departments, Delta police, Deltafire, Nav Canada, andairport security all must be onthe spotand knowwhat each other will do in case of anyemergencyduringthis year’s airshow, July 19.

“Itcomesdown to preplanningandpreparedness,” said Delta Fire

and Emergency Services Chief Guy McKintuck.

“It’s goingthrough potential scenariosthat could happenandfiguring how we’re going to properly respond to them.”

Allthegroups were involved in atabletop exerciseson June10, anotherin early July,then to make sure,briefingsand meetingsinvolvingfirst respondersandpilotstake placeonFriday, July 18. Pilotsalsoaredebriefedon Friday and Saturday (July 19)oftheshow.

To make sure first respondersareas ready as possible,a simulated crashormishap takes placeonFriday,the day beforetheshow.

Responsetime forthat

must be aminuteorless.

In case anything should happenonthe hottarmacwherefast planesarenear aviation gasand kerosene,thefire department will have two trucks, each staffed with fourfirefighters,onthe airshow grounds.

And just in case,inthe backgroundas back up, there’sanotherfiretruck on standbynearby, at Fire Hall No.4.

“Ifanything happens that they need more support, we’ll pullin other resourcesfromaround Delta to assist them,” said McKintuck.

Thecity’semergency operationscentrealso opens at Fire Hall No 4 duringtheairshow.

A truebon vivantand rebel,Joanenjoyedthe companyofthose whomade her laugh, agood scotchand anicecigar.She wasadventurouslearning to ride abikeand competingintheBC Senior Gamestwice in her60sand70s.She travelledextensively around theworld:France,India, Antarctica,Portugaland more.Sheloveddeeply, had acareer in health care,was aFoster Parent to manybabiesand teens forover10years, and embracednewexperiences.Joan volunteered generously,especiallywithMcKeeHouseand numerousLadner specialevents.

Joan is survived by her childrenKelly, Dan, Jason and Stephen. Oneofsix siblings from apioneer family ofLadner,sheleavesbehindher youngest brother Normanandbrother-in-lawJack.Her extended family includes five grandchildren,one great-grandsonand multiple niecesand nephews.Her lifewouldneverhave been so full withouther wide circle ofdevotedfriendsand family around theworld.

Vickiloved theoutdoorsand lived aphysicallyactive lifeofcamping,hiking, cycling, canoeing,kayaking and skiing. In 2008,at theageof61, sheand Don walked800 km across Spain on theCaminode Santiago.Vicki wasa warm and compassionate personwho waswellknown foropeningherhome andheartto friends,travellers andpeopleinneed. Shewasalso aloving, funand involved Grandma, always ready to join thekidsfor aswimora hike.

In her careeras apharmacist,Vicki worked for almost40yearsinOntario,New Zealandand BC, especiallyatTsawwassenPharmacy in Delta, BC.
