Sylvia Bishop is first out of the gate. The next civic election is still seven months away, but the twoterm Delta city councillor officially entered the mayor’s race last Friday at a campaign launch in North Delta. Bishop headlines Team Delta, a slate of five that includes Delta council incumbent Robert Campbell and newcomers Joan Hansen, Kim Kendall and Simran Walia.

In an interview with the Optimist at the New Era Banquet Hall, Bishop said she’s thankful for Mayor Lois Jackson’s years of service and looks forward to the opportunity to serve in the same capacity. “I’ve been fortunate to have the support of Delta voters to serve two terms on council. My commitment to my community, and I’ve lived here since 1966, is I’m ready to serve as mayor if people are confident in my ability to do so,” she said. “It’s me saying thank you… I’ve grown up here in Delta,

The Delta Police Department is the first in the province to roll out new roadside electronic traffic violation tickets (e-Tickets) in a pilot program that started Monday. The DPD is one of five police agencies that will scan a driver’s licence information into a new online ticket template that auto-populates offence details, ensuring accuracy while saving time. In turn, the vehicle-mounted equipment will rapidly share the information with justice-sector partners like ICBC, eliminating the need to mail tickets to these partners and for them to re-enter the details. “ETicketing will allow police officers to leverage technology,” said DPD Chief Neil Dubord. “The process is simply more efficient and quicker, and police officers will be freed

Nearly half of the trucks checked last month by Delta police traffic services and Commercial Vehicle Safety and Enforcement officers were put out of service. On Feb. 20, 25 trucks were checked in the 700and 1900-blocks of 56th Street in Tsawwassen and at 27B Avenue and 41B Street in Ladner. Of those trucks, 12 were pulled from the road. Police making effort to reach out to seniors

The Delta Police Department is continuing its efforts to provide outreach and programming for seniors in the community. Through its community police stations (CoPS), the DPD has embedded outreach directly into its programming strategy as an important element of crime prevention. Chief Neil Dubord outlined the strategy at last month’s Delta police board meeting. “Delta police is committed to seniors outreach at a grassroots level,” said Dubord. “The volunteers and staff of the community police stations believe strongly in engaging seniors through programming and outreach.” Dubord said a lot of the planning and development of the programing is due to the efforts of Const. Leisa Schaefer, district liaison officer for the

Tsawwassen Community Police Station. According to Dubord, police present to seniors’ groups on a regular basis regarding elder abuse and elder fraud. In addition, officers attend a number of workshops targeted to seniors hosted by other community organizations. The Delta Hospital Program utilizes volunteers from the CoPS offices who visit patients in the extended care unit at the hospital. The program started in 2012 after a suggestion by a CoPS volunteer. The DPD also uses informal programming such as the popular Cappuccino with a Cop program at seniors’ facilities throughout the city. This casual form of outreach is beneficial to seniors who may be at risk of isolation or be vulnerable to fraud or abuse. Seniors are also encouraged to volunteer in CoPS programming, including Block Watch, Citizens

Village Farms gets marijuana licence

Health Canada has given the go-ahead for another large-scale Delta greenhouse to grow pot. Emerald Health Therapeutics, a B.C.based licensed producer of medical cannabis, announced Monday it has been granted approval to grow medical marijuana at the Village Farms International greenhouse in East Ladner. The joint venture is planning to grow recreational cannabis when it’s legalized this summer. A news release states the licence permits Emerald Health to capitalize on its optimally designed 1.1- million-square-foot cannabis growing facility, called the Delta 3 greenhouse, which is expected to “conservatively” produce more than 75,000 kilograms of marijuana annually. Conversion of the first 250,000-square-foot section of the 1.1-millionsquare-foot Delta 3 is substantially complete and

Conversion of the remainder of the 1.1-million-square-feet is underway and the entire facility is expected to be in production by 2019. The joint venture holds options on two additional greenhouse spaces owned by Village Farms, called Delta 2 and Delta 1, with 1.1-million-square-feet

and 2.6 million-squarefeet of growing capacity, respectively. Meanwhile, in East Delta, the SunSelect greenhouse was also recently granted approval to grow pot. It’s a joint venture with a firm called Canopy, creating a new company called BC Tweed. The City of Delta is bringing forward a resolu-

tion at this year’s Union of B.C. Municipalities convention calling on the provincial government to “prohibit or place restrictions on the use of ALR land for cannabis production.” Outlining concerns about the displacement of traditional food production and adverse effects on agricultural land values, the city notes, “There has

been considerable interest from cannabis growers involving the potential for several million square feet of greenhouse space being turned over to cannabis production.” Delta South Liberal MLA Ian Paton said he’ll be speaking with the agriculture minister this week about the issue. “I know now for a fact we have three different

greenhouses in Delta converting close to between 80 to 100 acres of greenhouse space from food production to marijuana production,” he warned. Mayor Lois Jackson said marijuana should be grown in warehouses. Council turned down a motion by Coun. Jeannie Kanakos to remove the word “prohibit” from the Delta resolution, saying as strong a message as possible needs to be delivered to the province. Coun. Robert Campbell said having “prohibit” in the motion is where the discussion needs to start. “I think what’s going to happen in the long-term is that we’re going to see that, like any other product, cannabis has its market limits, and there isn’t going to be an endless need for the product not only in our community but in British Columbia and Canada. There’s a limit to the market,” Campbell said. “Everybody wants to get in on it but only so many are going to make money, and the rest are going to fail.”

Heritage preservation efforts expand

Delta is looking at a number of ideas when it comes to heritage conservation, including expanding heritage conservation areas in Ladner. Two heritage conservation areas, on Arthur Drive and 48th Avenue, currently exist, which require specific alteration permits prior to changes to land or structures. Proposals must meet certain guidelines when it comes to building height and setbacks. Last summer, Delta council approved a new Heritage Strategy in which a study of heritage conservation areas was initiated. “The study is to explore the possibility of expanding or adding to existing heritage conservation areas in Ladner. Heritage conservation areas are intended to protect existing heritage landmarks and landscapes, encourage preservation and restoration of heritage buildings or structures, and ensure that new development is sensitive to the

The city held an information meeting for residents in February to gather feedback. Planner Susan Elbe told the Optimist a

Council also approved a policy which prioritizes restoration of heritage buildings when they are part of a larger development. Also new is a heritage conservation levy of five per cent that’s applied to all new building permits, which will be added to a fund to promote heritage conservation initiatives. Owners of heritage buildings in Delta can apply for money from this new fund to complete works that preserve and protect their heritage buildings. Applications are on a first-come, firstserved basis for a maximum of 50 per cent of the capital cost of projects. The maximum any property owner can obtain in a single year is $15,000. The planning department last month noted $46,000 had already been collected for the fund since council approved the special levy last summer.

ne of the two worst kept secrets in this fall’s civic election was revealed last Friday night when Sylvia Bishop announced her intention to seek the mayor’s chair and unveiled a slate of four council candidates under the Team Delta banner. It had been widely rumoured that the two-term councillor was looking to succeed the retiring Lois Jackson so it was more a question of when, not if, she would make that announcement, which she did before about 200 people at a Scott Road banquet hall. If there was any drama to the evening, it was in the unveiling of the council candidates, a group that reinforced the notion that party lines don’t really apply to local elections in Delta anymore. Like many of the civic slates we’ve seen since IDEA set the precedent almost 30 years ago, Team Delta is a mix, evidenced by the fact council candidate Kim Kendall worked in the constituency office of former Delta North Liberal MLA Scott Hamilton, who just happened to have narrowly defeated Bishop in the 2013 provincial election when she ran for the NDP. Sixterm council veteran Robert Campbell, a former Jackson running mate, is also on the Team Delta slate, while a table full of provincial Liberals, including former Delta South MLA Val Roddick and husband Noel, were on hand for last Friday’s announcement. This shouldn’t come as much of a surprise as Bishop has struck a centrist tone while on council over the past seven years to the point where those on the right of the political spectrum appear comfortable with the voting record of the lifelong New Democrat. Her speech certainly didn’t give them any reason to worry as it touched on several Jackson-like themes, including Delta remaining open for business, the city continuing to be debt free and the need for more affordable housing options. In fact, given the contents of that address, it might be hard to distinguish Team Delta’s platform from the one that will be put forth by its opposition in this October’s civic election, which brings us to the other worst kept secret in Delta political circles. However, it looks like we’ll have to wait at least a couple of months before we officially learn who will take on Bishop in the race to become Delta’s next mayor.

Retailers listen because our spending power matters

am a big fan of Mountain Equipment Co-op. This Christmas I did a lot of my shopping at the co-op, and last month I found an awesome deal, a cozy MEC fleece jacket for 50 per cent off. Change is coming to the popular brand and in my opinion it’s for the good. MEC sells products made by Vista Outdoors which also happens to be the biggest manufacturer of guns, assault-style weapons and ammunition in the U.S. An online petition with over 6,000 signatures asking MEC to drop its vendor agreement with Vista has worked. MEC announced it will no longer buy from Vista because of its connection to gun manufacturing and I applaud it for doing so. Who could have predicted that a horrible mass shooting of 17 innocent people in Parkland, Florida would reverberate all the way to the Canadian retail sector? The sleeping consumer is finding a conscience and this could be the start of a mass consumer backlash if the momentum continues. Enterprise (my rental car company of choice) will no longer offer discounts to NRA members. Right on Enterprise, you have my

continued loyalty because I don’t want any of my money to profit an organization that supports the use of weapons that kill innocent children. I like to shop local, but now that Tsawwassen Mills and Tsawwassen Commons are open, local means shopping at American-owned chains. I am referring to mega retailers Walmart and Bass Pro Shops. Walmart has acted fast since the recent mass shooting. It will no longer sell firearms to anyone under 21 and will not sell toy guns marketed to children. One baby step for mankind. Bass Pro Shops is under pressure to also change its gun policy now that Dick’s Sporting Goods, its biggest competitor, announced it will no longer sell assault-style

weapons and capacity magazines. At the time of writing, Bass had not responded to its critics. Knowing that Bass Pro Shops is selling assault weapons and guns to people as young as 18 in the U.S. means I choose not to shop there. A quick look at its website shows 710 gun options, including a selection of assault-style weapons. I recognize my consumer choices will not affect the profits of Bass Pro Shops here in Tsawwassen, but I can use my voice and my cash to make a point and educate others. I am sick of watching news stories about children being gunned downed in their schools. I have family and friends who work and attend schools in the United States and I worry about their safety. Our family travels to the U.S. regularly, it is one of the joys of living in Canada. It’s in our interest to do our part to help bring change, no matter how insignificant it might seem. Thoughts and prayers are not enough. We can make a difference, even here in South Delta, one dollar at a time. Editor: Re: Strategy to make 56th St. safer, Feb. 28 In responding to the article about an increase in pedestrians being struck by vehicles, there are two things I want to mention. Tsawwassen has the rudest, most idiotic drivers in the Lower Mainland. As an independent contractor, I drove and worked all over the Lower Mainland. Since I moved here 12 years or so ago, I have been angered and horrified to watch the behaviour of drivers in this town. I have watched seniors with canes or walkers and

women with small children being harassed and hurried up in crosswalks by turning vehicles literally inches away from them, slowly moving forward until there’s enough room for the vehicle to go speeding through. I get so angry seeing this. This is a warning to someone out there: One of these days I’m going to lose it and your vehicle is going to receive some attention from me. I literally had to control myself and stop from going there and kicking in a door. It’s unbelievable what some people do.

law-abiding citizens who speak out against this practice that are somehow the ones with a problem. All I can say is these individuals haven’t come head to head with my wife, who when challenged by entitled dog owners, will leave her virtual footprint on their head for them to ponder long after the altercation. So for my part, I see your “off-leash” dogs as strays and I am considering proactively collecting the dog and taking it to the

pound (if I encounter such asinine behaviour). When you retrieve your dog, you will be charged $125 as a reminder there is a fine in Delta for such off-leash activities. We are dog owners whose two small dogs were attacked and hospitalized after an altercation with such an off-leash dog on public property and do whatever is necessary to protect our dogs from this unlawful off-leash menace. Our paradise is losing its livability Editor: Tsawwassen is a paradise by the sea. A compact community bounded by ocean, boasting one of the best family beaches anywhere, and with a town centre that is walking or cycling distance or a short drive from most of the community, it’s hard to beat. We can squander this place, however. Our ever-busier roads are too close to sidewalks, our intersections dangerous.

Dads, moms and families cannot walk as safely as they should whereas family bicycle outings can be truly frightening. Safe bike lanes are urgently needed to link residential areas to the beach, town centre (merchants could do a better job with parking lot design and by providing bike racks) and to bike lanes leading to Ladner (a surprisingly short distance). At present, no one can blame kids or families for

riding on the sidewalks on 12th Avenue, while even confident cyclists are justly wary of 56th Street and 52nd Street. Cyclists that do ride on 56th Street necessarily get in the way of traffic — there is nowhere to ride except in the vehicle lane of an already too busy road. Without such planning, our paradise by the sea will be surpassed by much larger cities working more actively on livability. Wes Pue

Backed by a panel of industry experts and politicians, Mayor Lois Jackson laid out the many reasons why Delta is the place to do business during the Mayor’s Economic Business Breakfast last Friday at Tsawwassen Springs. “Delta is one of the strongest places in all of Metro Vancouver in which to invest for future business, for good jobs and economic growth,” Jackson said. “Our geographic location and the availability of developable lands creates the best investment environment possible for the business community.” The six-term mayor pointed out that Delta is home to the largest container terminal in Canada, the largest coal terminal on the west coast of the Americas and is home to a pair of economic dynamos in Annacis Island and Tilbury Industrial Park. She said all of these are examples of why Delta is and continues to be open

for business. “Combined, Annacis and Tilbury that is over 3,450 acres of industrial land, a home base to over 700 businesses providing over 18,000 good paying jobs. They provide nearly $40 million annually in municipal taxes alone,” she stated. “Within that you have aerospace, manufacturing, construction, distribution, energy, high tech, transportation, deep sea and shipping, communications, farming and tourism industries – all here in Delta. “Delta’s location provides incredible opportunities.” But she said location only tells part of the story. “Location provides the potential, but we need to do the rest,” Jackson added. “Through leadership and hard work, our Delta city staff and council have created an environment that is ripe for development. Delta builders and designers are vying in 13 categories as the Greater Vancouver Home Builders’ Association revealed the finalists for the 2018 Ovation Awards last week. “The Ovation Awards recognize industry leaders who are changing the way we think about housing. Over twenty six years ago, two eager career women decided to try their hand at selling cruises. Carole Petersen and Gina Holvick opened the sixth center, in what is now a chain of over 250 Expedia CruiseShipCenters North America wide. Having seen such a great success with Richmond, Expedia CruiseShipCenters, Carole and Gina decided it was time to branch out and set up their second center here in “Sunny South Delta”. My top three childhood pastimes were Dress up, Barbies, and Store keeper. While other 6 year olds were playing house and feeding baby dolls I was busy fashioning my friends in bath towels (pretending they were fine fabrics of course) and then fashion-showing these creations to my parents, grand parents, baby sitters, dog, basically whoever would watch. I would then happily ring the luxurious imaginary garments into my pretend cash register, and send my happy play mates on their way with their treasures. Barbie is a girl I hold near and dear to my heart because Barbie could do anything, be anyone and have the perfect outfit while doing so! My personal favourite was “Day to Night” Barbie. She was dressed in a 1980’s power suit complete with briefcase, but after 5:00, she would loose her blazer to reveal a hot pink sequinned top, and reverse her pencil skirt into a calf length netted full skirt! Proving that she could go from successful business woman to cocktail party ready in a heartbeat. She could really do it all! Just like Barbie, I always knew that I wanted to be a business woman and also seemed to naturally possess an entrepreneurial spirit. I wore many hats over the years, working most of my adult life at an executive level within the wedding industry, I was also a real estate agent and in-between all that worked to satisfy my strong commitment to health and wellness as a yoga instructor.

Coming from a fifth-generation farming family Danielle and Alicia Guichon understand the importance of supporting and buying local produce. In 2001, beginning as the youngest vendors at The Ladner Village Market and carrying only 6-10 items, they eventually took their business to the roadside of Arthur Drive. Community Lions support food bank NOTICE OF ALTERNATIVE APPROVAL PROCESS Metro Vancouver Regional District Disposition of Eastern Portion of Aldergrove Regional Park Bylaw No. 1261, 2018. Notice is hereby given that, pursuant to the Local Government Act and the Community Charter, the Metro Vancouver Regional District (MVRD) proposes to adopt the bylaw referred to above for the purpose of the disposition of all interests in the eastern portion of Aldergrove Regional Park. The total area of lands to be disposed of is approximately 127 hectares. This parkland is within the municipal boundary of the City of Abbotsford and is proposed to be transferred to the City of Abbotsford. The Richmond Sockeyes are finding out the hard way it’s going to take a complete 60-minute effort to knock off their crossriver rival. The Delta Ice Hawks used a strong start and their superb back end play for a 3-2 home ice win Sunday night to take a 2-0 lead in the Pacific Junior Hockey League best-of-seven semi-final series. Game three was last night in Ladner and the teams head to Richmond on Thursday (7 p.m.). Coming off a 4-2 game one win on the road, the Hawks opened up a 3-1 lead in the early stages of the second period and that was good enough, even with the Sockeyes carrying a good portion of the territorial play over the final 40 minutes. They were blanked in the third period for the second straight game despite

having three power play opportunities. “It’s funny how these games have ended. Game one we were down 3-2 with power play at the end and it was deja vu,” said Richmond head coach Brett Reusch. “Unfortunately the bounces weren’t going our way. I thought we were definitely the better team at the end of it. “The first seven minutes when we weren’t playing up to our standards and that’s what cost us. Coming off a regular campaign that saw the Storm earn the Flight One League champions banner with a 16-2-4 record, they secured a

spot in the playoff finals by sweeping a pair of games from Langley A2 by 4-1 and 7-3 scores. They will be joined by the three teams directly behind them in the league standings — Cloverdale (17-4-1), Semiahmoo (16-4-2) and Langley A1 (17-3-2). What helped the Storm emerge from the tight four-team battle was their 18 sportsmanship points — which

Fram has leading role with top ranked Golden Bears

After a stellar WHL career, Jason Fram is thriving at the university level with Alberta, earning the Canada West’s top defenceman award.

Jason Fram has been recognized for his outstanding season with the University of Alberta Golden Bears. The 22-year-old from Ladner is the recipient of the Mervyn “Red” Dutton Trophy as the Canada West Conference’s top defenceman for the 2017-18 campaign. The second-year Arts student finished third in conference scoring among blueliners with 23 points in 28 games (9 goals and 14 assists). His plus-25 rating was the best in Canada West, as he played a pivotal role in Alberta’s first-place finish during the regular season. He was also one of four Golden Bears named to the Canada West First All-Star Team. “I really like how Jason’s game has evolved over the course of this season. He has become a very well-rounded defenceman who plays in every key situation for us,” said Alberta coach Serge Lajoie. “He has excellent poise with the puck and his decisions on transition are high level. It is great for Jason to be recognized for the excellent season he is having.” The Golden Bears captured their second straight Canada West Conference championship by sweeping a pair of games from the Saskatchewan Huskies on the weekend, including a 5-1 win on Saturday night in Edmonton. Fram led the way for Alberta with a pair of goals — both coming in the opening 20 minutes. He also added an assist to earn first star

honours. “Any given night it’s anyone on our team (that steps up), that’s what so special with this group of guys,” said Fram in helping the Golden Bears win their 27th Canada West banner in the program’s history. “It’s unbelievable. We have that depth that any line on any night can get the job done.” Alberta and Saskatchewan will now head to Fredericton for the 2018 U SPORTS University Cup, March 15-18. Back in December, Fram helped the U Sports All-Stars sweep a pair of games from Canada’s U20 team that went on to win gold at the World Junior Hockey Championships. His goal with just six seconds remaining lifted the all-stars to a 4-3 victory in the series finale. Previously Fram enjoyed an impressive five-year career in the Western Hockey League with the Spokane Chiefs. He capped the run by being named to the WHL Second All-Star Team back in 2016 when he finished with a career-best 12 goals. A year earlier, he managed 62 points in 70 games. He also served two seasons as team captain. After coming through the South Delta Minor rep program, Fram spent one season in the B.C. Major Midget Hockey League with the Greater Vancouver Canadians. That year, he was also a 15-year-old call-up for the Richmond Sockeyes during their run to the Cyclone Taylor Cup.

JESCHELNIK, Rose Rose Jeschelnik of Burnaby, BC died March 2, 2018 at Carleton Gardens Care Centre. Her loving family were with her in her last days - daughter Alice, grandsons Chris and Colin and their dad Ken, Chris’ wife Nicole, great grandchildren Shaela and Drake and brother Ludwig Michelitsch and family. She was predeceased by her husband Tony in September 2011. Born August 28, 1922 in Draga, Slovenia (Suchen in the Gottschee area of the former Yugoslavia) where she and her beloved Tony met as children. They were married in Villach, Austria August 26, 1944. In 1948 they immigrated to Calgary, Alberta then moved to Thunder Bay, Ontario where Rose worked as a cook and baker. The next move was to Toronto, ON, then back to Thunder Bay where Tony and Rose built and operated The Old Country Motel and eventually found their way to a happy retirement in Ladner, BC. They then settled in Tsawwassen, near Rose’s brother Ludwig and his wife Katie and family, enjoying many years of camping with their grandsons, lawn bowling, 5 pin bowling, fishing, gardening and socializing with family, friends and neighbours. They then moved to Burnaby, BC to share a home with family. LIX, Steven 1960 - 2018 It is done with great sadness to announce that Steven Lix, 58, passed away on February 22nd, 2018. He died of what paramedic’s suspect was a heart attack. He was born in 1960 in Montreal, Quebec to Erzsebet and Istvan Lix. He grew up playing Hockey and was a lifelong fan of the Montreal Canadians. He worked a variety of different jobs from warehouse manager to vehicle service attendant, always going above and beyond his job description. He was dearly loved by his family and is survived by his parents and only child Amber. The service will be held at the Delta Town and Country Inn, 6005 BC-17A, on March 10th from 12:00-4:00 PM.

Helvi passed away peacefully on February 6, 2018. She is survived by her son Michael (Gail) and granddaughters Jessica and Erin, as well as niece Helvi Winter and nephew Gordon Paterson and their families. Helvi was predeceased by her sister Mary (Paterson) and loving husband of forty−six years, George. Helvi was born in Vancouver, to Fanny (Korhonen) and Adolf Ilmonen. She grew up on Parker Street, graduating from Grandview High School of Commerce in 1950. She worked for Western Canada Steamship Company, in the Marine Building, until Michael came along in 1963. She was an avid skier (at Grouse) where she met George (a Hollyburn boy). They married in 1962. Travel was also a passion and Helvi and George (and Michael) travelled to many parts of the world as tourists (and to ski). Her other passions included dancing, socializing with friends, gardening, sewing and she was a long time member of the "Annabelles" bridge club.
