Boates Family Foundationdonates $1M to Coming Home campaign for long-term care

The community generosity continues to grow withanother significant donation to the Delta Hospitaland Community Health Foundation’s Coming Home campaign.

The foundation has announceda $1-million donationfrom the Boates Family Foundation to support the $18-million Coming Home campaign for thenew Beedie Long Term Care Centre to replace Mountain View Manor, at Delta Hospital.

The project includes a 200-bed long-term care centre, a 32-space day program forolderadults,and astandalone 49-space child daycarefacility.

The Boates family, personally and corporately,via Unitech Construction Management Ltd., has been supporting thehealthfoundationfor more than20 years.

Incidentsofproperty crimeandviolent crime are bothdown intheCity of Delta.

That’s according to the Delta Police Department’s (DPD) latest crime dataforthefirst quarter of2024.

The Community Safety and Well-Being Plan’s Crime Severity Index (CSI) says that commercialbreak andenters have decreased by 23 per cent compared to thefirst quarter of2023 and by 14 per cent compared to the three-year average.

Residentialbreak and enters dropped by 20 per cent, compared to last yearand by 26 per cent compared to the three-year average, while instancesoftheft of

vehiclesdecreased by 42 per cent compared tolast yearand by 25 per cent compared to the threeyear average.

Among theother statistics, assaultsinthe first quarter ofthis year decreased to 80from107 during the same period last year, while robberies sawa significant reductionfrom nine to two.

However, intimate partnerviolence reports had anincrease of19 per cent, compared to the three-year average.

During the Delta Police Board’s meeting this week, Chief Neil Dubord talked about the latest numbers, noting there have also beenno complaintslodged against DPD officers requiring municipalinvestigation, eventhoughthey have thousandsofinteractions

withthe public.

He added it speaksto theprofessionalismof thedepartment’s frontlineoffers.

Fraser Healthdidnotfind evidence of significant healthimpactsinthe short-term following FortisBC’s inadvertent release of natural gasand odourant that overwhelmed parts of South Delta, andthey donotexpect there to be a substantial risk oflonger-term healthimpacts.

That’s according to a response from the health regionfroman inquiry from Delta Mayor George Harvie regarding potential healtheffectsofthe odour event that occurred on Jan.16,when a quantity of natural gas with a high concentrationofthemercaptan was released at the FortisBC Interconnect Station,nearLadnerTrunk Roadand 80th Street

Mercaptansare sulfur-containing compoundsprimarily used as odorants in natural gas.

The odour moved throughthecommunity causing publicconcernanda high volumeof calls to Delta’s fire and emergency services. Two months later,

Council selects new police board member

Anothernewfaceis joiningthe Delta Police Board.

At its May15meeting, Delta Coun. Dan Boisvert was swornin to be council’s representativeonthe board.

Mayor George Harvie had stepped down as chair last monthfollowing theprovincial governmentannouncing changes to the Police Act, includingallowing citycouncils to decide whichcouncillor can sit on a police board.

Municipal police boards cannowalso choose their own chair and vice-chair.

It’s a big part ofwhy we moved here, and we’ve been muscled out by regulationsandvisitors

Conservative leader returnsto Delta withvisitto Ocean Trailer

The economy has slowed down Conser vative party leader Pierre Poilievre heard Tuesday (May 14) at Ocean Trailerin Delta Company president Sid Keay hosted Poilievre for a campaign-style stop saying that the economy has dropped inthe last yearor so

“Life has never been worse, thanitis today,” Poilievre toldthecrowd of workers at thecompany that leases, sells

and repairs highway truck trailers, recounting that Keay toldhimhe’s never seenthe economy so bad. “Andit’s getting worse ever y single day,” Poilievre said

Keay saidthat it’s been slow for the last 15 months, ashigher interest rates takeeffect, along withtaxes, including the carbontax.

“The economy,it’s in thetank,” he said.

For instance, previously, it would be hard to fill unskilled positions at thecompany. Now,if thecompany puts out

a job notice, it gets200 responsesin a fewhours.

Poilievre was back in Delta just a few weeks aftervisiting SilverCity Galvanizing in early April, in support of recently named Conser vative candidate Jessy Sahota

At the Ocean Trailer visit, Poilievre repeated hispromise to eliminate the carbontaxthat he said wouldlower transportationcostswhile cutting spending and waste to reduceinflation, taxes andinterest rates.

He added that Vancouveristhethirdmost expensive housing marketinthe world when housing pricesare compared to incomes

Delta Liberal MP Carla Qualtrough however, disagreed with Poilievre’s descriptionwhencontacted by theOptimist for a follow-up interview.

“I think that Pierre Poilievre’s catastrophizing, andnot giving Canadiansand Canadian businesses enough credit,” she said.

People are struggling now but Canadiansare resilient, and the economy isshowing signs ofcoming back strong, whetherit’s inflation slowing, unemployment steady and risingwages.

But onthe ground,it may notfeelthat way so that’s why government

has launched assistance programs, she said.

During thevisit, Keay also asked about the continued existenceof opennetfishfarmson B.C.’s coast. He owns Duncanby Lodge in Rivers Inlet

“If Mother Nature wanted Atlantic salmon inher Pacific Ocean,she would have put them there,” Keay said.

Poilievre though said that Conser vative policy is a science-based policy that willprotect habitat for Pacific salmonwhile ensuring that, “sustainablefish harvesting is allowed to succeed.

“We’ll be guided by scienceonthat,” he said.

According to the B.C.

Salmon Farmers, science overthe last 30 years showsthat farmed salmonand wild salmon can co-exist.

Qualtrough though saidthere’s broad consensusthat opennetfish farms have to go, pointing out that B.C. istheonly placeonthe west coast of North America where they’re stillallowed.

She saidthecommitment was to have the transition away from opennet penscomplete by 2025 but italso requireshelping communitiesthat are dependent onfishfarms to adjust.

“Thisis happening. It’s just a matterof over thecourse ofhow long and will we meet the

endof2025deadline,”

Qualtrough said. “It’s going to happen.”

“There are very few issuesthat I’ve seen such broad consensuson,” she said.

Keay though saidhe’ll keeppressing the issue with Poilievre.

“We need land-based aquaculture industr y here,” Keay said. “Beyond a doubt. The scienceis there.

“And I don’tintendon letting himoffthehook now. We’re optimistic that he’s listening...

“It’s so incredibly important. To losea speciesoffish - entire runs offish – when we could have done something about it – it’s onus.”

A newdevelopment application has been submitted forproperties at thecornerof12th Avenueand53A Street,in Tsawwassen.

A planning department updateto council onnew applications received includes a rezoning and subdivisionproposalfor a five-storey, mixed-use building at 5360 12th Ave. and 1146,1156and1170 53A St. The building would have commercial space, as wellas65 apartment units, including six lockoff units.A lock-offunit is one that can be divided into separate spaces, usually to rent out separately.

Several residentsinthearea conveyedopposition toapreviousapplicationtobuildanewmulti-storeyofficeand retailbuildingatthesite.

According to theplanning department, the proposalisconsistent withthe Neighbourhood Centres and Corridors (NC) designation in the proposed newOfficial Community Plan(OCP). An application had previously beenconsidered to build a new3.5-storey office/retail building at

the site

Following a public hearing last July, council unanimously voted to rejecttheproposal,preferring the site focus more on residentialuses. The proposal had also been a controversial onefor neighbourswhoargued the building didn’tfit with the residentialarea.

Whenitcomes to thecouncil chambers,critical maintenanceisrequired

to address the“deteriorated condition”of seating, glasswork, flooring anddesktops,the report notes,adding that thechanges willbringa “modestly improved ambience” forcouncilmeetingsandenhancethefunctionalityfor meetingparticipantsand staff.

Thereportalsonotesthat theartistglass display that separatescouncil chambers fromthelobby,initially installedabout1991whencityhall was built,hasfailed.

Staffwill be removingtheartwork andinstallingnewglasswork, a replacementthatwillprovide natural lightintothe chambers while stillprovidinganappropriate levelofprivacy andshadingforwhenthe roomisin useformeetings.

Theoverallcostofthecouncil chambers improvementsisestimated at $150,000.Improvementsare to be completedoverthenext sixmonths,subject to supply availability,and will be timed forwhentheroomisnotinuse.

Asfarasoperationalrequirements ofcityhall,thereportnotesthat a numberofofficerenovationsarebeing completedinthefacilityaswellasthe adjacentannexbuilding, whichwas formerly leased to Fraser Health.

Thosechangesincludethecreation ofadditionalofficesfortheparks recreationand culturedepartment, enhancements to theannextoaccommodate humanresourcesand bylaw servicesas wellasanimprovedpublic interfaceandmeetingspaceand renovations to thecommunicationsand capitalprojectteamareasinthenorthwest corner.

Theofficerenovationsareestimated to have a$400,000pricetag.

What’s thefuture of Delta’s LittleHouse on12th Avenue?

The peopleof Deltashouldcontinue to be served by the Little House building in Tsawwassen.

That was themessage conveyed by councilduring its May6 discussionon the future ofthehouse on12th Ave. that hosted recovery groupsand helped those struggling with substance abuse.

The Phoenix Society,which operated Little House, issued a notificationthat it was closing April 30 withnoother explanationgiven.

The facility was run previously by the Little House Alcohol andDrug Addiction Recovery Society.

In 2021,the PhoenixDrug & Alcohol Recovery & Education Societyand Little House Alcohol & Drug Addiction Recovery Society merged,and Phoenix requested theCity of Deltacontinue providing funding to support thetransition, with Phoenix saying itintended to expanditsoperations in Deltaand apply forexternalfunding.

A staff report to council said Delta agreed to provide$75,000for a threeyear term. As a part ofthe agreement, Phoenixprovided substanceuse counselling forup to four, free sessions for Delta residentsandtheirfamilies and subsequent sessions at a reduced rate, as wellasfree substanceuse counselling to Deltaemployeesandtheirfamily members.

Phoenixalso signed a licence agreement to occupy the Little House building, supporting community-led harm reductionand recovery groups. Phoenix rented out space to various community support groupsincluding Alcoholics Anonymous(AA)and Narcotics

Anonymous (NA),and to counsellors for substanceuse counselling sessions

The three-year term forthe service andlicence agreementsexpired on April30,and Phoenixelected not to renew

“Phoenix’s leadership stated that the operationsin Delta were not sustainable at the current level offunding and Phoenix was not successfulinobtaining grant funding fromotherorganizations,” the report explains.

City staff have beenmeeting with the Phoenixleadership to prepare for a transitional phase forthe Little House building and to explore various options to minimize thedisruptions of service andthe recovery groups’ meetings.

“Staff has developed atransitional planforthe recovery groupsandother community members affected by Phoenix’s ending ofthe service agreement which allowsfortheongoing use ofthe Little House building intheshort term for the recovery groupsthathave used the site for many years. For the next several months, thecity will be responsibleforthe building’s maintenance/cleaning and Phoenix willcontinue its administrative support with recovery groups to ensure that Delta residents have access to criticalcommunity resources,” the report adds.

The city has also held several meetings withcommunity groupsand residents to betterunderstand theimpact ofthe change inoperations at the Little House building.

“Staff will support the transitional phase inthecoming monthsand report back to council seeking directionon a long-term strategy forthe Little House buildingandthefunctions that it has served,” the report notes

City passes secondary suite bylaw changes

Deltacouncil last week gave final approvalfor a series of bylaw amendmentsaimed at streamlining secondar y suite applications and reducing barriers for owners to lease or rent suites.

The changes include, among otherthings, removing the requirement for a person to hold a valid rental permit to lease or rent a secondar y suite and removing the licencefee for a suite fromthe business licence schedule

The bylaw amendmentsare in alignment withthenewprovincial housinglegislation.

Delta overthe past few years has been making several zoning and Official Community Plan(OCP) changes to facilitate more units, oneofthe strategies outlined withinthecity’s Housing Action Plan.

The city recently also introduced the Home Suite Homeprogram to encourage homeowners to add a secondar y suite to theirexisting homes.

The program includes a limited timeofferforthe waiverof building permit applicationfees, as well as a free pre-applicationprocess withtheoptionof havinga city “Secondar y Suite Ambassador” attend a secondar y suite before the permitting process begins.

Meanwhile, the B.C. government this monthannounced the launch of a three-year pilotofthe new Secondar y Suite Incentive Program.

The program willofferforgivable loansofas much as50 per cent of the totalcost of renovations, up to a maximum of$40,000,for successful applicants to add a secondar y suite oraccessory dwelling unit,

such as a garden suite, laneway house, carriage home, ontheproperty oftheirprimar y residence.

The loan can be forgivenifthe newunitis rented at below market rates for at least five years.

Homeowners inmost B.C. municipalitiesand regionaldistricts can apply.

Asfarasthe latest City of Delta efforts, duringa staffpresentation this yearontheproposed new OCP, it was noted one ofthe recommended actionitemsforthe city to undertake islobbying the province tochange the building code to allow more thanone secondar y suite per single-detached dwelling.

Delta’s housing needs report foundthat about 75 per cent of the rental stock isprovided as secondar y rentals, such as suitesin detached homesor rented condos.

The amount ofprimary, purpose-built rentalin Deltaonly accountsfor approximately five per cent of Delta’s housing stock.

City presents bat walk and talk

If you’rea bit squeamish about bats,a bit of knowledge may help ease your fears.

As part oftheCity of Delta’s commitment to be a designated bat-friendly community,it’s hostinga presentationand bat talk and walkon Thursday, May 30 at the Douglas J. HusbandDiscovery Centre, nearcity hall.

The event goes from 7:30 to 10 p.m. and begins withanhourlong presentation about bats, their habitats, and the best places to watch them at night. There also will be tips about how to minimizea bat encounter ifthey’re feeding or living nearby, along with ways of helping support local populations.

After thetalk, at 9 p.m., there will be anhourlong walkthrough a park where people will be able to see and hear bats doing what batsdo.

During the walk, echolocation will be discussed and how to safely watch the critters. Bats are important animals but are feared andmisunderstood by many, thecity says online “Come out for a night ofadventure… Come out foran extraordinar y night of bat educationandfun,” thecity says in a news release.

Peopleare asked to wear closed shoes, pants, and long sleeves forthe walk.

Registrationisdone online at delta.ca and there’sa maximum number of25 participantsand a minimum age of eight.

Los Gitanospresents annual flamencodance show

Life over death- initsdramaticflamenco danceinterpretation -is thetheme of Una Vida, this year ’s productionof Tsawwassen’s Los Gitanos Spanish School of Dancepresented onFriday, May 31 at the Equinox Theatre at South Delta Secondary.

Set inanAndalucian town,a taleofgrief andlove is danced to beautifullive andtraditional music that willtransport the audience to another timeand another place.

“My goalis to provide a fullflamenco experience to our audience,” said Beverly Mantovani, Los Gitanos’ owner, teacher, and choreographer. “The variety of dances, the stor y development, the wonderfulcostumes,andlive and recorded music offer drama, joy, passion and entertainment that is different than any other art form.”

Mantovaniisknown for her innovative choreographies that pushthe boundaries ofwhat has been done before, andthis edition isno exception.

“Theshowfeatures 30 dance students pluslive musicians performinga wide range oftraditional flamenco rhythms,” she said.

Similar to previousproductions, this show isfast paced, exciting and powerful.

“Flamenco must be danced withgreat

heart, anditshowsindividualinterpretationsfromthe various dancers,” sheadds. “Our studentsare of a wide range of ages andlife experiences, each putting their own style and expression to the dance.

“All my students dance with their heart onthelineshowing off their strong technique, their hard work, andtheir dedication

May Days brings someold-fashioned, pre-summerfuntoMemorial Park

Some good oldfashioned fun,hopefully in the sun, returns to Memorial Park from Friday to Sunday, May 24 to 26.

This year’s event marks the128th yearof the small-town fair and will includethe parade, a fastball tournament, beer gardens, food trucks,a craft market,a petting zoo, pony rides, paddle boats, face painting and a midway presented by Shooting Star Amusements.

“We’re just super excited Looking for really good weatherandexcited to have a lotofthe same

entertainment come back,” said May Days volunteer Missy Thornton.

Shooting Star has added at least onemore new ride this year, she said.

“Honestly, it’s insane to me this has been going onfor so long and every year it gets betterand better,” she said.

Things start gradually on Friday when Shooting StarAmusements starts up its rides from 4 to 10 p.m. Friday evening also seesthe start of theLadner May Days Invitationalfastpitch tournament (6:30 p.m.) andthearrival ofthefood trucks.

The Royal Monarchis chosenon May 21duringa selection party from amonga group ofGrade 6 students representing Delta schoolswho volunteered to join the May Royal Court. The traditional may pole dance also willtake place at the stage.

Anhour later, at 2 p.m., the Chesterfield Kings take to the stage, followed by Sound Machine at 4 p.m.

Ladner May Days is still considered one ofthe largest free family fairs in B.C.

May Days has been a cherished traditionin Delta since 1896, standing asthe second-longest-running May Day celebrationin B.C.

Whileits roots harken back to British Victorian spring fetes, it has gracefully evolved into a community event that offers the charm of a smalltown fair withbig-time fun.

Like allcommunity gatherings, thistradition servesas a timefor people to come together and celebrate the year ’s accomplishments Our

missionis simple: to upholdan inclusive fair that provides numerous freeopportunitiesfor children and families to enjoy.From our vibrant parade and lively main stage to the bustling market, delightfulfood trucks,exhilarating rides, and otheractivities, we aim to offer thecommunitya safe andenjoyable way to celebrate.

Overthe years, the Royal May Court has undergone its own evolution, transforming from a predominantly female affair to one thatembracesall genders and those

who seek to represent their school positively.

Annually, we invite ever y elementar y schoolin Delta to select a sixthgrade child topartake inthefestivities. These students volunteer and are chosen at random We ensure that all representativesare involved inthe selectionprocess, where the Royal Monarch and court members are decided. Additionally, they play integral roles inthe parade and main stage ceremonies. Whenever possible, the selected courtalso participatesinothercom-

munity eventsin Delta and engages in volunteer opportunities.Despite the challenges posed by the COVID lockdowns, we adapted by hosting a virtual event in2021 to honor boththe2020 and 2021court participants. Despite theinability to meetin person, the childrendisplayed unwavering passionin representing their school and community. Today, our aimis to foster togetherness, understanding, inclusion, and compassionamong all Royal May Court participants, providing

CFL stats guy fromLadnerheaded to Hallof Fame

Steve Danielwillbeinductedinto theMedia Wing at NovemberGrey Cup in Vancouver

The hub for players statistics, both current andhistorical is notinan office in Toronto or Vancouver. No, it’s based right here inLadner.

Steve Daniel has been a fixture of the Canadian Football League(CFL) since2005,whenhe joinedthe B.C. Lions after11 years intheNBA with the PortlandTrailblazers andthe Vancouver/MemphisGrizzlies

His work has provideda newdirection for theCFL’s team andplayer stats, as he has created the league’s first comprehensive database to providemedia members andtheCFL with real-time, in-gameaccess to allnewanalytics.

“I do a littlebitoftravelduring the season to work withthe stats crew at a particular stadium, but my primar y travelis for leaguemeetings. Otherthan that, stats central for the CFLisLadner, B.C.,” he said. “I audit, andthisis something theNFLdoesnotdo,I audit ever y gameand ever y play live from here The only exceptionis Ialso work for the B.C. Lions, so I dotheir games from BC Place, but any other game, I’m watching ever y play fromhere inLadner.”

As part oftheCFL’s footballoperations team, Danielleadsthedevelopment of systemsthat report onthe quality oftheCFLin support ofthe rulescommittee, ofwhich heis a contributorandmember.

“When I wasa kid, we didn’t have internet.I loved following baseballand the Dodgers and stats. Iwoulddo stats on the floorof my bedroom, andit was really interesting,” he said.

“I loved it but went away fromthat and got another job– at BC Hydro. I

was there for two decades, andit was OK , butI was laid off with a whole bunch of people.I was then fortunate enough to know some people with theTrailblazers. Theywerereallykind to meand showed mehow theNBA worked,how statistics worked.I went down to Portland many timesandone of my last visits to Portland,they introduced me to Stu Jackson [president and general manager] fromthe Grizzlies.”

Following that encounter he was

hired to take care of stats andmedia for theGrizzliesandthen eventually,the CFL

“I love it.I really do Stats are my life,” he said. “I teach archeology as well, at UBC, and I’m just about finished my PhD. The core skillsasanarcheologist are the sameas a CFL statisticsanalyst – it’s all dataandanalytics.”

Statsarenowmoreimportantthan everastheyarea keycomponent to a team’s successonandoffthefield.

Stats for players are now tied into contractnegotiationsas well,meaning somecontractsare based on stats andthe performanceofplayers andare incentive-laden,which makes the work that Danieland his teamdo evenmore important.

“The players, they argue overwho sacked thequarterback, because it’s not always clear, so I have to make those decisions,” he said.

“The players love this work because they get accurate, fair decisions. I can give them numbers that they have never had before.

“The wholeidea was to take records that were just on paper andnowI have builtthis database of our [CFL]history back to 1907 right up tocurrent of ever y game, ever y play The database is huge andthe oneswho benefit are the players andthe teams.”

This November, whenthe Grey Cup ishosted in Vancouver, Daniel will be inducted into theCFL Hallof Fame inthe Media Wing alongside TSN Vancouver Bureau Reporter Farhan Lalji.

Daniel will becomeonly the second CFL stats member to be inducted into the Hall.

“What an honour.I showed up to the selectionmeeting and I saw my name onthe agenda, andI wondered why,” he said.

“Wally Buono was theonewho seconded my nomination. I was overwhelmed… so grateful.

“Wally is a good friend, so that was such an honour to gethisnomination. Thisisnot real work. Thisis for the fans andthe teams to share this information, so to be recognized inthis way,is truly special.”
