Delta residents will have their sayon three proposed locationoptionsfor the new Winskill Aquatic and Fitness Centre in Tsawwassen.

Council last weekdiscussed a staff report on the public engagement process that ’s getting under way on thedesign for a facility that willcost inthe$120-to-$130million range. Anarchitect has been selected.

The first phase of the public engagement runs through to June16, with a report on the results

of the public feedback presented to council on July 22.

The public engagement willincludeneighbourhood infor mation sessionsandcommunity openhouses

The next phaseof engagement begins in October and a final design isanticipated by Februar y 2025.

The newfacility will includeaneight-lane lap pool that can be expanded to 10 lanes, an accessible hot tub and steam room and a fully equipped fitness centre that will be doublein size from the current facility.

One of the optionsis refer red to asthe West Option, a newfacility immediately west of the current building, fronting Ninth Avenue. It includescentralized parking for 350 spaces

The three balldia-

monds would be maintained withan optionfor a fourth at the nor theast corner of the site, but a newlocation would be needed for disc golf. The old lawn bowling area isproposed to be a flex lawn area, while theintersection at Ninth Avenue would remain the same

The secondoption, refer red to asthe North Option, would have a newfacility fronting 56th Street Three of the balldiamonds at Winskill Park would be maintained but one of them wouldneed to be relocated.

A newintersection would be needed at 10th Avenueand56th Street, whiletheU13 ball diamond would be relocated to the nor thwest corner. There wouldalso be an option for a fourth balldiamond at the southwest corner

The third option, refer red to asthe South Option, would have a new building also fronting 56th Street, but fartherdown the site, with thethree balldiamonds having to be relocated.

A new right-in/r ightout access would be added at 10th Avenue, at 56th Street, whilethere would be the option for a fourth balldiamond at the southwest corner of the site.

The anticipated timeline would see groundbreaking next year with thenewfacility opening in2027, at which time the old building would close.

Theeventsofthe past twoweeks aredisappointingand discouragingbut it’s importanttomoveon for the best interest ofthe CityofDelta.

That’s what Mayor George Harvie toldthe Optimist May9 inan interviewin response to the surprisingmoves by othercouncillorson May6,whounanimously votedinfavourofa series of motions aimedatlimitinghisactivities without their approval,as well as his removalfromthe MetroVancouver board of directors,asofJuly1.

Harviealsowantedto respond to astatementby the groupfollowingthe council meetingaswell as asubsequentstatementissuedlastThursday whichoutlinedseveral allegations regardinghis “regrettable actions”that prompted the need “toreestablishorderandgood governance.”

Wantingthe various

employeegroupstobe contacted fortheirviews onhisleadership,Harvie said, “I’m very concerned that we need to move on. I’mtakingver yseriouslythebruisingthis hascausedtoour Delta brandand the good work that ourstaffdo, and I’m determinedtoget back on track andleave the politicsfor2026.”

claimsdespiteseveral attempts to re-establish communication,includingdirectcalls,textmessagesand emails,most members ofcouncil have not been permittedto speakwithhim outsideof formalmeetingsfor over sixmonths.

Amongotherallegations,the statementalso notes Harvie attempted to directserious policy matters outsideof aformalcouncil resolution. Arecentreporton port policingwas requisitionedoutsideofhis authority, withoutcouncil resolution,and at a costoftensof thousands oftaxpayerdollars, the statementnotes.Harvie respondedthat the importantreportbyPeter German waspresented at council last fall with Krugerhighlycomplementar yofit.

“Would you say that would be on your radar?” the senior asked.

Falcon said the first thing to dois to learn how incentivize and support people so they can stay in their own homes as they age

“It’s way cheaper,” he said. “That would save a fortunefor government.”

He added he would reduce

regulations to encourage foreign trained doctors and nurses to return to B.C.

As well, B.C. is the only jurisdictionin North America that will stillnot rehire unvaccinated health workers, who for a variety of reasons, didn’t

get the COVID-19 vaccine, he noted.

“I tell you,that endsfive minutesafter I become the premierof this province,” he said.

Falcon reviewed BC United’s housing policy consisting of

four points : makingpublic land availableforlong-term leasesfornon-market housing;eliminating the property transfertaxforfirst-time buyers; eliminating the PST on residentialconstruction;and creatinga rent-to-own plan in which the first few years of rental payments can be used to save for a down payment for 15 percent of the unitsin a new development.

Last year, the federal government announced100 percent rebates for GST on purpose built rental housing.

Delta staffare continuing to reviewofan application to redevelop the Ladner Willowslowincome rentalhousing complex before theproposal makes its way to council.

Requiring anOfficial Community Plan(OCP) amendment, the application at 5625LadnerTrunk Rd would seea 146-unit, five-storey non-market rental apartment built at the site.

The project would be owned andoperated by the Red Door Housing Society,which is seeking to redeveloptheirproperty to delivernewaffordablehousing for families, seniors andindividuals withdisabilities

The proposed build-

ing would be developed withthe support of BC Housing, throughthe Community Housing Fund. Over halfthe units would be suitable for families, 20 percent would be adaptable and fivepercent would be fully accessible. Meanwhile, Metro Vancouvercontinues to pushfor ward with its own updated affordable housing plan, to be part ofthenew regional growth strategy Metro 2050.

Delta updates its agricultural zone

Deltacouncil last week gave final approval to a list of changes to the city’s agricultural zone (A1) bylaw to put itin line withupdates by theAgriculturalLand Commission (ALC).

Having received approvalsfrom the Ministr y of Transportationand Infrastructure andthe Ministr y ofAgriculture and Food, theupdated bylaw is tosimplify regulationsandeliminate multiple layers of requirements to streamlinethe approvalsprocess.

Delta’s A1 regulations had been stricterthan new ALC requirements, according to planning staff, noting theamendmentsinclude, among other things, aligning the maximum totalfloorarea for principal residences to be consistent withthe ALC’s rules

Other changes include increasing residential flexibility,including permitting small secondary residences, updating definitionsforfarm uses, including alcohol production facilitiesand agri-tourism, as wellas expanding permitted ancillar y activities to promote farm diversification, such ason-farm events.

Among thehousing changes, Delta farmers will be able to increase the maximumfloor area fora farm house to 5,382-square-feet, regardless oflot size, as wellas have theprincipalfarm house andan additionalfarm house have aheight up to three storeys.

Whenitcomes to agritourism, the newALC regulationsalso permits agri-tourismaccommodation,which isshort term on-farm accommodationintheform of tents, recreational vehiclesorsmall cab-

ins, up to a maximum of10 sleeping units, on a givenproperty. Local governments may choose whether to permitand regulate that use.

A staff report notes that during consultations with Delta’s agricultural and hunting regulation advisor y committee, andthe Delta Farmers’ Institute, concerns were raised about the potentialimpacts of tourism accommodationson agriculturaloperations, including trespassing, anincrease inlitter, crop damage andconflicts withnormal farm practices, suchas berr y spraying.

As a result, staff recommended that proposals to establishan agri-tourism accommodationoperation submit a temporar y use permit application to the city forconsideration,instead ofthecity introducing broader agritourismaccommodation regulationsintheA1 zoneupdate

Despite thenostalgic feel,giventhe current state andplanned lifespan ofthe building, itis overdue.

The existing facility is located west of 56th Street, at Ninth Avenue, between anexisting baseballdiamondand a forested area housing Canada’s first permanent disc golfcourse.

Unlike other Deltacommunities, Tsawwassen currently

has its recreational facilitiesin multiple geographiclocations

Thisinvolves a required duplication of staffing foradmissions, cleaning, and maintenance.

The operationalinefficiency ofthisis a burden to the taxpayer. It also presents a challenge for parents where children may be simultaneously involved in multiple activities.

The current Winskill pool (parking excluded) covers roughly 50,000 square feet of land (roughly half a hectare for themetrically inclined).

At the South Delta Rec Centre,the parking lotfronting56th Street, isa rectangular70,000

squarefeetand space that nowincludesthe skatepark, Lion’splayground,andthe vastly under-utilized lacrosse box.

If we are going to rebuild thisfacility from thegroundup, wouldnot now be thetimeforthe city to consider a location change?

A consolidated and rebuilt South Delta Recreation Centre could provideground-level and/or roof-top parking andcould be built with a transit hub.

Delta can build a world-class recreation facility that will benefit generations to come.

Let’s notmiss out on that opportunity.

A big thank you to ayoung gentleman who was at the Boundar y Bay Airport on April 28. My husbandand I were just finishing lunch whenhe had an apparent TIA episode.

The dining staffimmediately called 911 andthefire department arrivedin less thanfourminutes withthe ambulancefollowing a fewminutes later.

Saying it was indicated to him late last yearthat political campaigning andfundraising was under way forKruger’s 2026 mayoralty bid, Harvie saidhe only did not want to attend any meetingsthat are political.

Anotherdevelopment application has been submitted for a lot onLadner Trunk Roadthat’s long been vacant.

The City of Delta recently received a rezoning anddevelopment variance proposalfor a six-storey, purpose-built 78-unit rental residential apartment building at 5737 Ladner Trunk Rd

Located next to a 7-Eleven,and neartheintersection at 57th Street,the proposal would be consistent withthe proposed newOfficial Community Plan (OCP),which receivedcouncil’s preliminary approval following a public hearing last month, but requiresfinal approvals.

Several proposals havesurfaced overthe years fortheproperty,only to go nowhere. Back in2010,coun-

cil approved theconstructionof a 7,300-square-foot multi-tenant retail building forthe site.

Council waslaterinformed those plans had changed. In addition to some design alterations, thenew building was to have just one tenant,a Core Educationand FineArts(CEFA) school, but that plan was subsequently abandoned.

Meanwhile,council last fall approved a 211-unit residentialdevelopment application just down the street,aproject that includes a rental apartment building comprising 87unitsand a market condo building with124dwelling units.

That site at 5349,5359 and5367 Ladner Trunk Rd and 4834and4844 53rd St., has been since been cleared, but is awaitinga building permit.

Thenewproposalfor the secondphase would increase the numberof non-market rentalunits from68 apartments, with anincrease inheight fromfour-storeys.

The City of Delta has issued a request for bidsfor aqualified contractor to undertake physicalupgrades to existing hard and soft landscaped areas at the Boundar y Bay Cemeter y in Tsawwassen.

The upgrades willtake placein a small sectionofthecemetery andincludes supporting infrastructure forthree new columbaria, according to thecity.

New concrete pad, blocks, plantings and irrigationare to be included inthe upgrade

The city willprovideanddeliver thecolumbaria, which is scheduled to arrive this June

Ten years ago, council approved a $1 millioncontract to upgrade, boththe Boundar y Bay Cemeter y andthe North Delta Cemetery, a project that was the resultof a publicconsultationprocess that began two years prior.

That project was aimed at modernizing and beautifying thecemeteries, as

In Delta, art is being used as avital toolfor improving mentaland physical health, strengthening social relationships, andfostering inclusion.

Three years ago, Meg Neufeld,co-founderand theDirector of People and Culture at Alongside You, was approached by parents seekinga place fortheir young adults to connect with each other inthecommunity posthigh schooland postCOVID.

Now theirgroup has thrived through60 sessions andmore than230 art projects, allofwhich have beentailored and adapted to suit every-

one’s interests, considering their range incommunication,cognition, physical abilities.

“Year after year, these girls have shown mehow to live andcreate joyfully, regardless ofthe challenges we may face,” said Neufeld.“Whenit comes to art, thegirls see itas a way to feel happy andexpress themselves, take prideintheir work, explore the beautiful world aroundthem, and nurture their friendships.”

The thing that brings themthe most joy has been sharing their work withothers.

Involving thegirlsin a fundraising activity was brought up by oneofthe

parents and Neufeld ran withit to create theArt From The Heartfundraiser.

Named by the girls themselves, they have decorated aheartthemed wooden panel usinga wide range of materials, such as paper collage, ink, fabric, beads, plaster, hand-made paper andmore. Each ofthegirls has chosen to support the following charities : Hailey Morrow (The Parkinson Society of British Columbia), Tiana Kirkegaard (L’Archeof Greater Vancouver), Tia Bovilar (TheALS Society ofBritish Columbia), and Taylin McGill(BC’s Children’s Hospital).

The community came out infullforce on McHappy Day May 8, raising $13,000for children withneeds at Reach Childand Youth Development Society.

It certainly wasn’tthe start the Delta Islanders were hoping for.

Deltadropped a pair of home gamesthis past weekendasitopened up the2024 BC Junior A lacrosseseason.

On Saturday night, the high-powered Coquitlam Adanacs paid a visit to theLadner Leisure Centre (LLC).

Coquitlamopened an early 2-0lead, but the Islanders responded with a power play goalfrom Connor Bouma tocut the

lead to 2-1. But the close contest was short-lived, as Coquitlam reeled off eight-straight goals to lead 10-1 before Turner Andersonfoundthenet twiceforthe Islanders.

Scott Williams also scored for Deltainthe thirdas Coquitlam won 13-4.

On Sunday afternoon, the Nanaimo Timbermen came to the LLCfor game two ofthe season.

Pink Whistle initiativeraises record-breaking total

A ‘Call to Foulon Cancer ’ andthePink Whistleinitiative has raised a record $62,000 locally forthe BC Cancer Foundation.

What started out 15 years ago withtheuse of a pinkwhistle by Ladner resident and basketball official Karn Dhillon, has grown into a communitywideeffort from referees, players, fanscoachesand othercommunity supporters during thehigh

school basketball season.

Withthis year ’s total, more than$275,000 has been raised in15 years.

Highlightsofthis year ’s campaign, which started in January,includeda partnership with Four WindsBrewing/Parkside Brewer yandtheirlimited release of Pink Whistle PaleAle with partial proceeds going directly to the BC Cancer Foundation. Patrons were invited to ‘Come Wet their Whistle’ and ‘Call a Foul On Cancer.’

Larry’sparentswereWaltBennett,borninNorthBattleford,Saskatchewan,and Isabel“Scotty”Bennett(nee McKay)borninGlasgow,Scotland.Larryasanonly childwasspoiledbyhisfather’stwobrothers,bothsadlylostinWorld WarII. Larryhadmanyfriendsovertheyears,includingLarryOlsenhisbestfriend,who hemetinelementaryschool

In1955heenteredAirTraffic ControlSchoolin Winnipeg.Ongraduation(which wasanear-runthingforyoungLarry)inthe summerof1956,Larrywas assignedtobeginhisairtraffic controlcareerinGooseBayLabrador Larry lovedtotellstoriesandonewasabouthowheconvincedanotherATC graduate,whohadbeendestinedtoworkat Vancouverairport,toswap assignments.Someliquorand agreatdealofsalesmanshipwas,accordingto Larry’s story, involved.LikemanyofLarry’sstories, thereisprobably akernelof truthinthisone.

InSeptemberof1956,withhispurloinedassignmentforVancouverairportinhis pocket,LarrymarriedElizabethRoseBowron -thesmartestthingheeverdidinReginaandmovedouttoBCwhereLarry began his25-yearATCcareerat the Vancouverairport.Theysettledin Tsawwassenandstarted afamily; Richard,Carol,SandraandKenneth.

Larry’s paternalgrandmother,NellieBennett,hadalsomovedtotheVancouver areainthe1960sandLarrytookuptheobligationofkeepinganeyeon “Grannie.”In1971,unsatisfied withtheresthomesavailableforGrannie,hebuilt the WestShoreLaylumrest homeinLadner,whichultimatelyservedthe communityfordecadesandwasonlyrecentlytorndown.

Larrywasactiveinmanyendeavors.HewasaforceintheATCunionand helpedleaditintojobactionthateventuallyresultedinsignificant improvements inpay,pension,andotherbenefits.Withhisprivatepilot’slicense,heflewTon Onleyfor asummertoremotepartsof BC,andtook Bethonanadventurous Caribbeanholiday.For ashorttime,hewas arealestateappraiser,agentand mortgagebroker,commercialpilot,and ranajanitorial business,Hewasa reservistwiththeCanadianArmedForcesanda volunteer firefighterinDeltain the60s,aswellasvolunteeringwithOxfam as aPeaceObserverinNicaraguain 1984.Larry, anaturalathlete,playedhockeyandbaseballgrowingupand coachedhissonsinminorleaguebaseballandhockey

Despiteanambiguousrelationshipwithreligion,LarryaccompaniedBethto hundredsofchurchservicesoverthe yearsandmademanyfriendsin the process.Maybethatwas,intheend,whatitwasreallyallabout LarryissurvivedbyhiswifeBeth, 4children,15grandchildren,and16greatchildren,themostrecentbeingEnderParsons,bornApril14th,2024.

ThefamilyofLarryBennettwishtothankthestaffat IreneThomasHospicefor theircareofLarryduringhis finaldays.

ChrisissurvivedbyhiswifeMarian;children Shannon,Ken(Tara),Russell(Wanda)andDebora( Bob);grandchildrenGraham,Chris,Kevin,Sophie, Sam,Theresa,Carren,Vianna,Sage,Sennaand Sara;andgreat−grandchildren,Connor,Quinnand Tegan.

ChrisspenthisearlyyearsinVictoria,wherehe graduatedfromOakBayHighandlaterreceiveda MastersinBusinessAdministrationfromSimon FraserUniversity.Chrishad a38−yearcareerwith BCHydro,wherehemadelastingcontributionsto thecommunitiesheserved.Inretirement,his leadershipandservicetoothersandhis communitycontinuedthroughroleswiththeDelta CommunityLivingSociety,Probus,andtheDelta PhotoClub.

Chrislovedtosingand,whenaccompaniedbyhis sonKen,couldfill aroomwithbeautifulmusicand genuinejoy.Asanavidfisherman,hespent countlesshoursonthewaterinconstantpursuitof calmseasandverylargesalmon.Chrissharedhis boundlessloveoffishingandlessonslearnedwith hissonsandasTomMack −thewriterbehindthe popularfishingcolumnintheRichmondReview. Chrisalsohad apassionforgolfandphotography andspentmanyhourscapturingthepurebeauty oftravel,nature,familyandtheoddpowerpole,of course.

Aboveall,Chriswas adevotedhusbandwho adoredandhonouredhiswife,Marian,always puttingherneedsfirst.Theytravelledtheworld togetherandrelishedintimespentsurroundedby theirchildren,grandchildrenandgreat− grandchildren.
