Spring isatimeofoptimismand rebirth, butforfarmersit’s now also a timeof worry about water.

Dry summersand wintersand a snowpack that’s only two-thirdsof normal were weighingonfarmersas theylistened Monday to B.C. Premier David Ebyannounce$80millionfor water, at Westcoast Vegetableson46A Street,in Delta.

“I’menjoyingthis beautiful sunny dayhereinthe Lower Mainland, but inthe back of my mind,I can’thelp butthink aboutthe snow meltthat’s goingon. That preciouslittle snow we have ismelting … it’s making its way to theFraser River. Andoncethat water is gone,it’s gone,” said Werner Stump, vice-presidentofthe B.C. Cattlemen’s Association.

Wateriscriticalfor agricultureand food security,he said.

“Without waterfor agriculture, the AgriculturalLand Reserveispracticallymeaningless,” Stump added.

He saidthe best way to manage wateris to through water storageusing dugouts, wetlands, reservoirs, and lakes scatteredthroughoutthe landscape. Those sourcesalsoprovide refuge for wildlifeduring wildfires andas a water sourceforfightingfires.

“Thecostsoffailing to act to address climate change are huge and

What’s more, thecost oftheentireplazaproject balloonedfromitsoriginallyestimated $200,000 budget to over$650,000, said Harvie, whoalso reada statement regardinghis authorityas mayor, referencingthe Community Charteras wellascouncil’s recent voteonthe sign.

Following thecouncil meeting, Harvie toldthe Optimist that part ofthe problem wasthat decisions were made behind closed-doors, includingcouncil’s recentincamera vote to keepthe controversial sign.

Sayinghedoesnotdispute council’s discretion to vote ina closed-door meeting, henotes everythingshould be transparent, includingthefact that bothheand Coun. Jessie Dosanjh votedfor

the sign’s removal.

Harvie saidthat the publicshouldknowwho voted to keepthe sign andwho voted to have it removed.

He added that signage is part of an overall series ofplannedupcomingLadner Villageand waterfront revitalization initiatives, thus, new signage should have been considered at that time.

During council’s debate on Monday, Coun. DylanKruger putforward motionfor another vote, sayingit was basedonadditional information, butthe vote turned out havingthe same result with Harvie and Dosanjh voting against keepingthe sign, whileKrugerandcouncillors Rod Binderand Daniel Boisvert votedfor it to remain.

Coun. Jennifer Johal wasnotin attendance

and Coun.Alicia Guichon is currentlyonleave.

Kruger toldthe Optimist that, moving forward, heisexcited that council hasnow voted to move ahead witha staff recommendationfora“robust” public engagement campaign onbrandingforLadner Village.

“Successive councils have tried andfailed to revitalizeLadner Village overthe last 30 years. Our Ladner waterfront should be the jewelof ourcommunity. Instead, todayit isdominated by boarded up buildings, chain link fences, andbrokenglass. Ladnerdeserves better,” saidKruger.

Working together with thecommunityandlocal business owners, the city hasanopportunity to make realprogress towards renewal,Kruger added.

Theplanis to upgrade theelectronic reversible lane systeminthe George Massey Tunnel so the latest inelectronics, LEDsand cameras keepthe aging structure functioningas wellas possible.

Buttheupgrade work that startedon March 11 has beenfrayingthe nervesofcommuters whofindthemselves boxedin by bollards in lanesthat keepmotoristsfrom making lane changeswhile jamming uptrafficflow.

Delta SouthMLA Ian Paton saidthe bollards, or posts, keepmotorists from changing lanes.

“I’vedriventhe tunnel acoupleoftimesnow sincethey’ve putinthese bollardsthat delineate eachlanewhich hascreated a massive amount ofgriefandholdupsfor people,” he said.

Peoplearecomplainingon socialmedia sayingit’s takingthem90 minutes to getthrough the tunnel.

Forexample, southbounddriverscoming from Richmondwhofind themselvesintheleft lane exiting outofthe tunnel,

can’t getinto the right lane to get to the River RoadexitforLadner Village, he pointed out.

So people have to knowtheyshould be in the right laneifthey want to exit, headded.

Delta policeA/Insp. James Sandberg said thereare typically solid linesonthe lanesexiting the tunnel, banning lane changes, which many motorists wouldcross anyway.

“Currently, thedelineators have stopped that illegal lane change from being made,” Sandberg said.

Patonaddedthat if there’sanaccidentor breakdown, cars can’t even pull outand go around. “They’repretty much trapped behind whatevertheissueis,” he said.

The bollardsextend forquitea ways oneither approach ofthe tunnel keeping vehiclesfrom changing lanes.

“That’s what causing alotofgrieffor people. I don’tknowexactlywhat’s causing it but somehow these yellow bollardsare confusing people,” he said.

He’s talked to Transportationand Infrastructure Minister Rob Fleming aboutit

and sent himphotosand raised it inthelegislature, explaininghowfrustrating itisfor Deltamotorists.

Theexistingelectronic lane-control system will be offlineforfour weeks and will be replaced with temporary manualcounterflowoperations while thenew,$10-million systemisinstalled.

During peakcommutingtimes, traffic-control crewsare manually installingthecounterflow usingacombinationof traffic-control vehicles, traffic-control personnel andconesand barriers.

The tunnel then will be closed overnightfrom April4through April7, to completethe change to the new system, after whichthenewelectronic counterflow will be back inoperation.

MOTI says there will be more markingof lane boundariesand more signsdirectingdrivers to the proper lanesfor theexitstheyneed to takeoncetheyleavethe tunneland more staff on hand to ensure traffic keeps rolling.

The bollardsor temporary lanepicketsor poles installedfor safetyduring the manualcounterflow will be taken outoncethe newelectroniccounterflowisoperating April8.

INGRID ABBOTT

Forthenextmonth, the Ministry of Transportation and Infrastructureis upgradingthe lane-control system at a whoppingcost of$10million. Excuse me, how much?

Onemightconcludethat there will be no new tunnel inthenear future because allI seeisupgrades to the existing tunnel.

Thankfully, Mayor George Harvie agreesthis latest improvementproject has been handled poorly andhe’s takentheministry

to task overit.

I genuinely wonderif we will see work beginon a newcrossing anytime soon.

There’saprovincial electionin Octoberand Premier David Eby has started campaigning with daily, camera-ready announcements spending on everythingexcept our tunnel.

Whyisit so hard forthis government to commit money to transportation infrastructure, andwhen it finally decides to spendit, ittakesadecade to complete?

Peoplearemovinghere indroves, andnot onlydo we have a lack of housing forthem, but we also don’t have transportation systems to move themaround.

I’m sick of the stalling. We need action, not politics, to geta tunnel built. Stepitup.

Whodecidedonoverpass?

Editor:

Like many others, Iam relievedthe work on the Hwy.99 overpassisfinally coming to anend.

The work onthe overpass wasmeant to be donein December. However, we were suddenlyinformed that the work would be delayed untilthenew year to help local businessesthrough the busy Christmas rush

Who wasconsulted aboutthisdelay?

We liveinademocracy andexpect(hope)the powersthat be would make decisionsthat benefitas many folks as possible.

That clearly didn’t happenhere. Were the extrafewdollarsthat local businesses made (and really, how much wouldthat be given Decemberis so quieton the roadsanyway) worth more thanthethousands ofhours commuterslost

inextra, unnecessary traffic? That’s thousands of hours less that people had to spend withfamiliesandfriendsanddo whateverthey choose.

Onethingisfor sure - you can betthosedecision makers who catered to the specialinterest groupsdidn’t have to suffertheenormous extra trafficthat hasextended, unnecessarily, wellinto thenew year.

Hope we can find anotherGP

beforethisprojectis scheduled to startis very short sighted. Councilshould be encouragingtheexisting businesses to stay and new businesses to come, helping to continue to make Deltaan actual communitythat people want to livein.

We wouldaskthat council waituntilthe Dunbar Lumberlocation is closer to being ready for occupation, asthere would be additional retail space possibilitiesforus andtheother businesses that are beingdisplaced.

Apermanent marketplacein village coulddraw in tourists

Editor:

I have often gone to the Ladner Village Marketandenjoyed the sights and soundsofa busy market withall the wonderfulfoodsandcraftsthat are producedin ourarea.

Ioftenthinkofthegreateffort putin bytheplannersandespecially the vendors, to make these days happen. The vendors must setupshopandshelter andbringintheir wares, starting early inthemorning. It isprobably a very long day.

If we are to revitalizeLadner Village, Ithinkitis good to rememberthe past andthink abouthistorical marketplaces.

We have hereanopportunity to createa permanent settingfor market days Specialized market buildingsare draws, andprovideplacesfor permanent businesses (think cafes, coffee shops, butchers, fishshops)as wellas transient events such asproduce stalls, spotprawn events, crafts, music events, and Christmasfairs.

We have Granville Island Marketand Lonsdale Quay as examples to draw from.

Theseideasofcommunity space wouldfit wonderfullyinLadner, especially with theproximity to water.

TheCityofDelta will provide$2.5millionin fundingwiththe remainingfundscontributedby theLMBA.

Thereare to be no financialliens, mortgagesorchargeslevelled againstthe building or lands to fundthe constructionoftheproject, says thecity.

Citystaff have been workingwiththeassociationand outside legalcounsel thepast 18months to refinethe projectplanandcompletethe required legal agreements.

Theconstructionand leaseagreementsinclude aninitial10-yearterm,

Alease will be granted to LMBA who will be responsibleforthe maintenanceand operation of the facility’sinterior, while thecitywill be responsiblefor maintenanceofthe facility’s exterior.

“This projectrepresentsacollaborative effortbetween theCityof Delta andLadner Minor Baseball Associationto establish afacilitythat addresses the evolving needsofDelta’ssports associations.Aninvestmentintosportsand recreationinfrastructure is an investmentinour youth, whichcontributes to ahealthy, active, and thrivingcommunity.I am proudofthe impact that this facilitywill have as ahub for sportsactivityand trainingground forthe developmentof ourlocal athletes,” said MayorGeorgeHarvie in anewsrelease.

The2021 Cromie Park Master Planoriginally calledfor twoseparate buildings withinthe park, anew baseball trainingfacilityanda standalonefieldhouse.

Over the past 18months, citystaff and LMBA have collaborated on revisions to consolidatethe two amenities into asingle building.

Thescopeofthe project nowincludes aconcession, public washrooms and meetingspace, originallyenvisionedto be housed in aseparate building, in addition to the battingcagesand trainingspaceof the baseball trainingfacility.

TheLMBA’sfinancial contribution will be recognized in the formof apre-paid leaseovera 20-year-period.

Noting his association hassecured itsshareof the funding, LMBA presidentToddAllen told the Optimist combiningthe concession andother features maximizes both fundingand construction, resultingina better project.

He said theyexpectto have ceremonialgroundbreaking in earlyApril and expectthe building to be completed this fall.

TheLMBAwill have preferreduse ofthefacilityforthe sole purpose ofoperatingthe sport developmentcentre, while thecity’sprogrammingofthe spacewill be at thecity’ssolediscretion.

Citychipsaway,removes oldBrackman-Kerdeck

TheCityof Delta last week began removingthedeterioratingconcrete deck at theBrackman-Ker site on Chisholm Street.

Owned by Delta, theproperty is locatednextdoor to thecity-owned Seven Seas site whichisalso vacant.

It’s all part of Delta’s push to revitalizeLadner Villageand the waterfront.

Thecityholdsa water lotleaseforthe portionofthedeck overtheforeshore and water surface.

Builtinthe late 1800s, theBrackmanKer warehousecollapsedintothe river in2010anditscomponents were subsequently removedanddisposedof, but the deck remained.

Thecity overadecade agoused amenitymoneyfrom the Port of Vancouver to purchase the Seven Seas building andadjacentBrackman-Ker warehouse, which wasa recognized heritage building, withtheaimthe sites would be a catalystfor redevelopment at Ladner Harbour.

The warehousethencollapsedinto the harbourand, afew years later, one oftheformerBrackman-Kergranary buildingsalso wasdemolished.

That building wasoneof threegranariesconstructed at Chisholmand Georgia streetsinthe1890s,acrossthe streetfrom the Brackman-Ker warehouse.

Thecitylast weekstarted removing the failingBrackman-Kerdeckon ChisholmStreet.

The warehouse wasoriginally built for J.A. PatersonandH.D. Benson, who solditandtheassociated granaries acrossthe street, to Brackman-Ker Companyof Victoria in 1904.

Rickety, ramshackle, rumbling trucks rolled offthe road

Themotoring public mayfeelabit betterfor awhile, knowing that 70 unsafetrucks arenolongeron Metro Vancouver roads.

A recent multi-agency crackdownandinspectionblitz, including both Delta Policeand RCMP BC Highway Patrol, saw 87trucks inspected duringa safety check stopin Abbotsford.

Outofthose87 vehicles,70 were pulledoff the road, hooked up to a towtruckand hauled away.Another268 safety violations were found.

ButDPD Chief Neil Dubord noted thetrucks pulledoffthe road were chosen becausethey looked liketheymight have problems.

“Weareonly pulling overtrucks that we are suspecting may be problematic to begin with,” Dubord said. “Therearea tonof dangerouscommercial vehicles outthere.”

Two approaches, working withand edu-

catingtrucking companies,andmoreenforcement, couldimprove safety,headded.

Twoofficers from DPD joinedinthe roadside vehicleinspections, along with Abbotsford Police, B.C. Commercial Vehicleand Safety Enforcement, Vancouver Policeand Surrey bylaws.

Aboutone such event takesplaceamonth, but Dubord saidthere’saneed formoreenforcement, notingthatmany people seem to have to drive through Deltaviahighways 91,99,17and17A.

He saidthat it’s good that the publicis aware oftheissue becausetheir advocacy allows police dothisenforcement.

Dave Earle, president ofthe B.C. Trucking Association, welcomes theinspections, though he wishesthey weren’t needed.

“Thisisneeded.I hate that itis,” Earle said.“We applaud CVSE for doing it.I wishthey didn’t have to doit.I wishwhenthey went out, theydidn’tfind

anyproblems. Themore theydoit, the happier ourmembers are. We thankthemforthe work that theydo.”

He saidcommercial vehicle road safetyisnot getting worse, but it’s not gettingany bettereither.

He saidtheassociation though would stillask formoreenforcement, moreinvestigationsand steeper penalties,“until these peoplethat operateinthisindustryare, frankly, run outofit. We have notimefor them They’renot welcome in theindustry.”

However, reputable drivers andcompanies can be constantly undercut by competitors who cutcornersand costs to getashipment. Customersneed to be accountable forhiring a problemcompany just to save afewdollarsand realizethey have a role to play andneed to be diligent andlook at a company’s safetyand environmental record andnotnecessarily choose thelowest price, Earleadded.

Much goesinto being photo-ready on your wedding day.

Aftermonthsofplanning, the wedding dayis thecouple’s time to really shine, and many go to extraordinarylengths to looktheir best. Gowns and tuxes may garner theirfairshareof attention, but hairstylesalso canhelpcoupleslook their best.

Couples can weartheir hairhowthey seefit, but certain hairstyles have exhibited some serious staying powerand can looktimelessinphotos andvideosfor years to come.

Classiclowbunor chignon: Thisisone hairstylethat certainly has withstood the test oftime.A bun can be as sleekasabridedesires, or tendrils can be pulled out to frame theface, and the bun can be anything fromminimal to messy.

Pulling hair back may be morecomfortableon warm days andthere’s nofrizz to worry about if Mother Nature fails to cooperate.

Vintagecurls: Brides whosedresses harken back to a bygoneera may want to complement that style witha hairdo that also speaks to that momentintime. For example, theintricatepin curlsofthe1920slikely willtieinto a gown with anumpire waist.

Fancy ponytail: Like a bun,a ponytail can pull hair away fromtheface forcomfortand style. It’s abitlessformalthan a bunand can be styled in many different fashions, evenincorporating braids.

Something sweet comesneartheendof a wedding receptionand that isthe joythecouple experiencesknowing they have theirentirelives aheadofthem to enjoy together. However, there isanother sweettreatthat isshared neartheconclusionofthe wedding, and itis typically served with tea andcoffee:the wedding cake.

Wedding cake traditions can be traced back to theancientGreeks and Romans. Cakes represented goodluckandfertility forthecouples tyingthe knot. Thefirst wedding cakes were ratherbland andbreadlike, representing purity andvirginity. Some were quitelikethe fruitcake nowenjoyed

duringtheholiday season. Eventually wedding cakestransformedinto the sweetconfectionsthat areknown today. The modern wedding cake asmostknow itdebuted at the1882 weddingof Prince Leopold, Duke of Albany. His wedding cake wasthefirst to be completely edible.Previously, some cakesfeatured woodenbroomstickpillars coveredinicing, but the Duke’s cake used a hardened type oficing, according to EdibleArt Bakery and Dessert Cafe.

Couples today have manyoptionswhenpickingtheir wedding cakes. Thefollowing are some wedding cake tidbits to chewon:

Couples canchoose

amongvariouscake styles: Many optfor a classic style, which is typicallyawhiteorivory tiered cake with simple, elegant decorations. Rustic cakes may be much lessornate, while modern cakes may be rectangularor squareand feature cleanlinesand minimalistdecoration. The cake shouldfitthe overallthemeand scope ofthe weddingasit is anothercomplementary componentofthe larger celebration.

Weddingcakescan be quite costly: Wedding Wire estimatesthe average wedding cake costs around$500. One wayfor couples to save ontheir cake is to have afaux cake ondisplay, withonetier

that is madefrom cake and can be cut. Guests willthen be served slices ofasheet cake that is much lessexpensive.

Couples have many flavors to choose from: Vanillais classicand quite popular becauseit appeals to a vast numberof people. Lemon, chocolate, and carrotare someother popular cake flavors. Whenitcomes to frosting a cake, there are various outercoatingsthat willencapsulate the cake to make it both beautifulanddurable. Buttercream, Swiss meringue, fondant, cream cheese, and ganache all can be used in various applications. Some bakers attest that Swiss meringue, due to the

addition of eggwhites, makesitamore stable option overtraditional buttercreams, particularly during warm weather Ofcourse, couples can optfora “naked cake,” whichusually hasa scant amountoffrosting so that the cake underneath

peeksthrough.

Couplesandtheir guestslookforward to indulgingin wedding cake near theendof the reception. Thelooksand flavorsofa wedding cake can be as uniqueasthe couple saying, “I do.”

Miraclesarenot just abouttheextraordinary thingsdone by God. They are also aboutthe ordinarythingsthat we dointhe nameof God. Miracles happenwhen we come to God with what we have no matter howinsufficient, inadequate, orimperfect.

When we lay ordinary thingsinthe hands of Jesus, they become extraordinary.

McManusretiresfromCanadianfieldhockey

After14 yearsand216 games, Tsawwassen’s Sara McManus has calledit a career withthe Canadian Women’s National Field Hockey Team.

“I’ve beenconsidering retirementforthe past three years, butthere has always been something that kindof pulledme back in,whetherit wastrying to qualifyforthe World Cup, theopportunity to work withnewcoaches ortryingone last time to qualifyforthe Olympics,” she said.

“So, our last chance was in Januaryin Spain, and we failed to qualify, so I was like, thisfeelsliketimenow …feelingconfidentthat now wasthe righttime.”

McManusdebuted withthe national team in2011and madean instantimpactasshe was part ofanear-podium finish at the PanAm Games.

In 2015,she earned a bronzemedal at the Pan Am Gamesin Toronto– a feat notaccomplished by the women’s team at the time, since1999.

Shealso won silver withthe2012 Junior Pan Am teamand joinedthat squadforthe2013 Junior World Cup. Also, in2013, she wonbronze withthe senior team at the Pan America Cup.

Shealso made herdebut at the Commonwealth Games in2014.

“WhenIthink aboutit, Ithink aboutitin parts

withdifferentcoaches anddifferent teammates,” she said. “Those memories withthedifferent teammates standout.

“It’sthesmallthings like beinginthe locker room before games, singingthe nationalanthem

before games,those smallmomentsare really memorable.

“Probablythebiggest momentsarethe PanAm Gamesand winning a bronze medalonhome soiland winningthe silver at PanAm Games

was reallycool. We were withinone gameofqualifyingforthe Olympics so that wasabigmomentas well.”

McManusplayed for theUBC Thunderbirds, helpingthem winCIS nationaltitlesin2012 and2013,memoriesthat arealsoetched in time.

“That wasafuntime… buta hard time, because I wasplayingforUBC andthe national team at the sametime, so it was quitedifficult to balance that as wellas school,” she said.

“Going back to playingin Tsawwassenas well wasthefoundation foritall. Having some great rolemodelsfrom Tsawwassen, the Short brothers, Ali Johnstone, Mark Pearson– good

Tsawwassen people pavingthe wayforme.”

McManus hasalso tried to give back to the gamewhenevershe could.

“It’s hard witha busy schedule, but we’vealso tried to have a clinicin Tsawwassenwhenever possible. Everyoneis so supportive, so it’s always fun,”sheadded.

Sheplans to take some timenow to hang out withfamilyandfriends andfigure outhernext move.

“I’mexcited to have sometime to do other activities–mountainbiking, hiking, trail running camping–allthe outdoor things... choose my one schedule, not have it chosenforme,” McManus said.

Sockeyes endIceHawks season winningseries in five games

ijacques@delta-optimist.com

The Richmond Sockeyesareoff to the Pacific Junior Hockey League championshipafter winningtheir bestof-seven series4-1 overthe Delta Ice Hawks.

Butthe series wasfar from easy for the regular season champswho were pushed by a gutsy Ice Hawks team every stepofthe way.

Gamefive at MinoruArenain Richmondon Thursday (March 14) saw Richmond score twiceinthe second

period to open a2-0lead, butthe pesky Ice Hawksdidn’t quit.

Brandon Petrie cutinto thelead with lessthan twominutesleftinthe period, redirectinga pass from Hawks AP Jack Searsontheleft wing into thenet past goalie Noah Stenvig, making it2-1 through40minutes.

Mattias Uyeda scored his second of the gameinthethird to put Richmond up3-1, butthe Ice Hawksdrew back withinone with1:25leftwhen a Carson Merrimanshot went inoffthe skateof Payton Hu outfront, butthat wasas closeas Delta wouldcome.

“Disappointingend. We certainlyfelt we hadthe roster to compete foratitle again,” said general managerandhead coach Steve Robinson.“Weknew that Richmondand Ridge Meadows would be formidable opponents, but getting healthy again, and we played quite wellinthe North Van series andI was optimistic, butfor some reason, we just couldn’tquitefind our rhythm against Richmond.

“The real storyinsidethe series was that we gave up sixshorthanded goals inafive-game series and lostthe special team’s battle. We outscored them

fiveonfive, butit was just too much to overcomeforus.”

It wasthe second straight 3-2 win for Richmondinthe seriesasthey won gamefourinLadner last Sunday. They won gameone7-5and gamethree 7-6 in overtime.

Delta’s lone wininthe series wasin game two when theypickedupa5-1 decisioninLadner.

Richmond willnowtakeonthe Ridge Meadows Flamesintheleague championshipafterthe Flames swept the Chilliwack Jets4-0intheirconferencefinal series.
