CouncilsaysyestonewpoolforTsawwassen

Publicengagement will getunderway,and adetaileddesign will be completed,fora replacementofthe Winskill Aquaticand Fitness Centre in Tsawwassen, afacilitythat willcost in the$120-to-$130million range.

On Monday, Deltacity council gave anenthusiastic go-aheadfor staff to startconsultations with usergroupsafter agreeing to have anewfacility built ratherthan renovating theexistingfacility, whichopenedinthe mid-1970s.

Council was told a recentassessmentdeterminedthecosts would be equivalent.

“Factoringinthese

considerations, replacementis recommended asit best meetsthe long-termneedsofthe community,minimizes disruptions to current Winskillusers, and reduces potential risks andunknown costsassociated withtheproject,” a staff report notes.

Sayingit will be importantforcouncil to look overtheproposed design andany changes before proceeding, Mayor George Harvie said theproject, which will involve thecity borrowing funds, will be paid off, in part, withthenew two percent recreation capital investmentlevyonthis year’s property taxbill.

Thelevy willalso be used to help payforprojectselsewherein Delta, while governmentgrants

also will be sought forthe Winskillproject.

Park closer to 56th Street,the report notes However, Harvie stressed it would be preferable not to loseplayingfield useand have the new

facilityonthe west side of the current building, addingthat more parking willalso be needed.

groups,it will be important to have theproposed neweight-lane pool expanded to 10 lanes fromthe start.

Coun. DylanKruger described a new building asthe“fiscally responsible”optionasthenew facilitycould servethe growingcommunity’s needsforanother50-to60 years.”

Theanticipated timeline would seegroundbreaking in 2025 withthe newfacilityopeningin 2027, at whichtimethe old building would close.

Thefutureofthefacility has been talked about for years with various conditionandfeasibility assessments,including an earlier recommendation to proceed with renovations ratherthan an entirely new building.

Bigturnoutstohearaboutcity’snewplan

Openhousesandonlineinformation sessionshosted by thecity last week in South Deltaand North Delta saw large turnoutsas residents wanted to find out more aboutproposed major changes to theOfficial Community Plan.

Theopenhouses at the North Delta Recreation Centre, South Delta Recreation Centre, as wellastheLadner Community Centre, sawcity staffon hand to explainthe myriadofproposed zoning changesthat council willconsiderforfinaladoptionthis June.

The North Delta Centre fortheArts will be the site ofanotheropenhouse on Thursday, March14,from6 to 8 p.m.

Mayor George Harvie,who was on hand at theopenhouses, toldthe Optimist heispleased withthe turnouts andtheamountofinterest andinput, notingcity staff have beendoing a good joborganizingthe eventsand explainingtheproposed changes.

“I’m reallypleased we get to talk aboutalotofissuesandwhere we’re goinginthenext20-to-30 years withthe members ofthecommunity,”he said.

Notingthedialogue has been respectfulandthoughtful, Harvie said amongtheconcernshe hasheard was thatthetimeframe to approvethenew OCPis tooquick, but Deltais respond-

ing to provincial requirements.

He alsonoted there has been much discussionontheissueofdensity,addinghe personallyisnotinfavourofthe province’s new requirementallowing many moreunitsonlotsin single-family neighbourhoods.

Harvie saidheinsteadprefers to targethigh-density growth onthe major corridorsincludingLadnerTrunk Road, Scott Roadand56th Street.

Theprovinceis requiring municipalities to update their zoning bylaws by June30,2024, to permitsmall-scale,

multi-unithousingonalllots currently zonedfordetached single-familyor duplexuse.

Allcitiesarealso required to have updatedhousingneeds reports, which Delta hasalreadyundertakenasthe basisforthecity’s Housing Action Plan, which hasalso already been approved by council with severalactionitems plannedoralready initiated.

Housingneedsassessments will becomethe basisfor reviewingand updating each municipality’s OCPand 31,2025.

TheCityof Delta,which last fall was givenahousingtarget by theprovince to add3,607newunits withinfive years, is currentlyundertakingthat initiative as wellas part oftheupcoming zoning change for single-familylots.

Theplanningdepartmentnotesthat to enablethecity to meet the housing target, measures, including significant changes to the OCP, are required.

The changesarefocused mainly aroundincreasing developmentopportunitiesinurbancentres,allowing small-scale multi-unithousingas well as simplifying landusedescriptions.

Asfarasthetimeline, Coun. Dylan Kruger said,“We would have loved to have moretime, butthe realityis we are responding to thelegislated changes andthehousingtargettheprovince has putinplaceandthey’ve been very clear we must adoptthese changes.

“Our staff hasdonea reallyimpressive job gettingallthese materials out in such ashortamountoftime. Oneof thebiggestthingsishowdo we effectivelycommunicateallthiswhen there is so much misinformation outthere. If wewere doingthison our own volition, wewould be doingthis so much different, but we have to respond to these legislated changes,”Kruger said.

Adraftofthenew OCP will go outfor publicinputin Aprilprior to a public hearing.

Smallcity-owned parksandgreen spacein Delta willnot be eyedfor conversion to residential development.

TheCityof Delta hasnotifiedthe public that proposedOfficial Community Plan(OCP) changes would maintaingreen spaceand that recently mailed-out maps onproposed land usedesignations will be corrected to clarifythat fact.

Several residents recently raised concern thatthecity-wide maps appeared toindicate parks would be revised into residential zones

Oneofthose sites includedImperial Village Park in Tsawwassen, that appeared to havea small-scale residential designationproposed.

Staffnotedthat site currently hasa singledetached residentialin the current OCP, butthat designationis outdated anddoesnot reflectthe existinguseofthe park.

Due tothe current residentialdesignation, the map system automaticallytranslatedthe properties tothesmallscale residential category intheconcept map includedinthe mail-out to residents.

However, theintent is to securethose landsas parksandthedesigna-

tions will be correctedin thefinal maps Planning staffarealsointheprocessof reviewingthenew OCPdesignationsforall parksinthecity to make sure theyare appropriatelydesignated.

Stolen-vehiclesuspectarrested in Ladner

Delta policearrested a stolen-vehicle suspectin Ladner last Wednesday night,thanks to theefforts ofalocal resident.

Around5:30 p.m. March6,the resident noticedatruck with a snowmobile matching thedescriptionofa stolen truckthat had beencirculatedon socialmedia The vehicle was reported stolenfrom Merritt.

“Recognizingthe importanceofthe situation,theobservant individualpromptlycontactedtheDPD to reporttheir findings,” saidA/Insp James Sandberg.

“Upon verificationof the stolen status,officers, incollaboration with (RCMP) Air1andthe Integrated Police Dog Service,quicklymobilized

Constructionisunderway to raisea sectionof the Boundary Baydike, asmallprojectwhen consideringwhat will be needed to protectthe community.

TheCityof Delta,in a notice to residents, says a200-metre sectionof thedike, southofthe Boundary Bay Airport, has been selected for the first phaseofwhat will be along-termplan to raise all the dikesinthecommunity.

Theexistingdike will be raised to 4.1 metres, whilea100-metre section inthecentre will be further raised to 4.7 metres. Thedike willthen be sloped back to the exist-

ingdikecrestelevation symmetrically at both ends,thecityexplains.

Thedike’s currentcrest elevationis3.4metres.

The Boundary Bay dike path will be closed untilthe April30 scheduledcompletionofthe project.

Residentsshould anticipateincreasedtruck activityalongLadner Trunk Road,72nd Street and88th Streetduring constructionhours.

Thecitynotesthat, basedonanalysisand studies carried out by theprovince, Delta’s dike system must be raised to 4.1metres to accommodate sea level rise to the year2050.

Thedike willneed to be raised a further to 4.7metres to protect

thecommunityfroman anticipated additional sealevel rise by 2100.

The B.C. government, meantime,continues to work onaprovincial flood strategy, with a draft strategy to be done this year.

According to theCity of Delta,theestimated costforextensivedike upgradesand seismic improvements to protect the Deltacommunityis pegged at morethan$1.9 billion.

Thecity currently has $6.5billioninprivate property and public infrastructureprotected by Delta’s diking infrastructure, whilethe estimated damage by a majordikebreach isanywherefrom$1billionto-$3billion.

Motoristsshould be awarethat driving and usinga handheldphone is dangerousandillegal and police will be onthe lookoutfor such driversduring ramped-up enforcementeffortsin ing March, also known asDistracted Driving Awareness Month.

In the past, Delta Police,ICBCand Surrey andLangley RCMP have joinedforcesinan enforcementblitzforthe month,on Hwy.10inall three cities.

He saidifthephone isfixed andmountedon the dash with audioor speakerenabled so it can be used withone touch only,that’s allowed.

Sandbergnoted that basedon recentcourt

decisions,it’s OK to put yourphoneina cupholder,aslongas you’renot holdingorusingorlooking at thephone.

ICBC hasmoredetailed instructions to avoiddistracted driving. If you’re using your maps app fordirections,program yourGPS before you start drivingand pull over to update directions.And usethe audioprompts forthedirectionsinstead of having to watch the

phone,added Sandberg.

ButICBCalso suggests you consider turningoff yourphone,ornotifications or putit on silent modeandthen putit out of sightand outofmind, such asintheglove box orcentreconsole before turningawheel.

“Driving willalways require yourfull attentions so set yourselfupfor zero distractions before you startdriving,” says ICBC.

Whereisthe support?

TheCity of Deltais two weeks into publicconsultation to helpcreate a draftof its updatedOfficial Community Plan. Open houses in both Southand North Delta have been well attended. Engagement has been good Lotsofquestions are popping upon social media regarding the OCP including thetimeline, which many feel is rushed, issues arounddensity and size of possible developments and does Delta have the needed infrastructureinplace to accommodate this growth.

Delta must build3,607newunits ofhousingin thenextfive yearsorits approval powers could be taken away by theprovincial government. This fact has been well documented.

Theprovincial government hasalso put in place strict measures forcities to update their OCPsandhousingplans–anotherfact that is well documented.

We allknow we areinahousing crisis and governmentisdemandingthatcitiescreate housing options, butIcontinue to ask whereisthefinancialhelp to improvetheirinfrastructure to support that housing?

Theprovince hasnot approved a possible secondexit out ofLadner, nor have thefeds agreed to pay for it, forthenewFraser River tunnel – a projectthat should have beenopen by now.

Delta, on Monday, approved the replacement ofthe Winskill Aquatic and Fitness Centre – aprojectthat willtake three yearsand cost between$120 and$130million. Willthere be financial supportforthat projectfrom theprovince? The jury is still out onthat question.

What abouttransitimprovements, more improvements to Delta Hospital … the list goes on andon. Whereistheprovinceonallthese issues?

Thefedsplay a huge roleinthis too, forexamplethrough immigration policy,andtheyarenot helpingeither.

Last week, Delta was one of severalcities denied millionsofdollarsfromthe Housing Accelerator Fund– a$4-billioninitiativethat will assist cities in planning, zoningupdates, technology and streamliningthe permitprocess–all thingsthat both governments have orderedcities like Delta to do to help with thehousingcrisis. Yettheprovince andthe feds won’t pony up.

While senior governments make lofty policies, cites andtheir taxpayers, have to pay thecosts.

Growth is coming, like it or not

By now, you’ve all seen the notice fromthe city on howtheOfficial Community Plan isproposed to be changed. There has been a mandate fromthe province, in response to the rapid population growth and lack of housing.

I’dlike my kids to some day have a home to call their own. Currently,that’s just a dream, or anunlikely lottery.

South Deltais going to change, just as it changed many years ago, to what it is today.Ofcourse, there are residents worried about this change, andfor good reason.

I attended one of the open houses last week and spoke with Mayor George Harvie. He attended all of the open houses to hear people’s concerns and

answer questions where possible. It’s a draftplan at this point, going back for revisions based onwhat’s being heard, then back to us foranother review.

Personally, I’m concerned aboutthe potentialforup to 24-storey buildings in themiddle of Tsawwassen. That might just be the first one. As soonasthe gatesopen, it’s hard to control,and revi-

sionsare always requested It seemsnot many approved plans end up builtthat way.

There’slotsof chatteron social media aboutit. Just search Tsawwassen OCP or Ladner OCP on Facebook and you’ll see it, some concernsfounded, somenot.

Personally,I trust Mayor Harvie,council,andcity staff to findthe right balance between thegrowth we need without ruining the character of our respective communities.

Because if Deltadoesn’t update the plan,the province will send their plannersin to doit.And we know how well that will go.

Provincegetting tougherontruckers

Theprovinceis getting even tougheroncommercialtruckdrivers involved ininfrastructure crashes.

On Tuesday, Transportationand Infrastructure Minister Rob Fleming saidproposed changes to the CommercialTransport Act willenablethecourts to impose finesforas much as$100,000,as well asimprisonmentup to 18 monthsuponconviction forviolations.

“Withthesenew penalties, we aretakingthe

strongestaction possible to keep our roads safeand to keep people, goodsand servicesmoving,” said Fleming. “This also sends amessage to commercialtruckdrivers that theyare responsible forthe safetransportationof goodsand serviceson our roads,and a lax attitude toward safety willnot be tolerated.”

Thelegislative changesare in response to 35crashesthat have occurred since late 2021 by over-heightcommercial vehicles.

Twoofthosecrashes occurred in Delta.

“The repairs to the crossing have been extensive, involving demolitionandgirder installation,”the ministry said. Repairs to the damaged sectionsof the overpass have beencompleted, withcrewsand equipment remaining on site to completeadditional work onthebridge pieranddeck structure.

Cost ofthe repairs will ring in at about$1.7million.

Motorists adjusting to tunnel counterflow changes

Motoristsusingthe George Massey Tunnel on Hwy.99areadjusting to a change to rush-hourcounterflow operationsthat began Monday,asthe Ministry ofTransportationand Infrastructureupgrades the lane-control system.

Theexistingelectronic lane-control system will be offlineforfour weeks and will be replaced with temporary manual counterflowoperations whileanew,$10-million systemisinstalled.

During peakcommutingtimes,traffic-control crews will manually installthecounterflow usingacombinationof traffic-control vehicles, traffic-control personnel

andconesand barriers, to safely guidetraffic usingthe tunnel.

The manualcounterflow will be inplace from approximately 5:45 a.m. until9:30 a.m.,and 3 p.m. until6:30 p.m. on weekdays,the same time windowsthat are currentlyinplaceforthe counterflowuntil April3.

The tunnelthen will be closed overnightforfour consecutive nights, April 4through April7, to completethe change to the new system,afterwhich electroniccounterflow will be back inoperation.

Closuredetails anddetours will be announced laterin March.

Theministry said that thefirst morning of manualcounterflow was monitored carefully,on site and remotely,and

wascompleted without incident.

“Theministry,along withits maintenance contractor, willcontinue to monitor to ensuretrafficmovesefficientlyand safely,” saidanemail.

Thenew system will have a similar lookand process to theprevious system, but willprovide increased safetyand reliability,includingbrighter LEDsand better cameras, to make switchingthe counterflow easierduring rushhours.

Theproblemoriginated at FortisBC’s Interconnect Station inLadnernearLadner Trunk Roadand80th Avenue,ascrews were conductingplanned work onnew equipment.

When gasisinitially received,itisunodourized but odourant is added to the gas before itisinjectedinto thedistribution system.

During acontrolled

releaseof gason site, there wasanelevated amountof odourant withinthe released gas that wasunexpected, theyexplained.

During the venting process, the vented gas rose into the atmosphere, withan east-west windblowing the odour overLadnerand surroundingareas.

Thecrews at the site were unawareofthe issue.

At approximately11:30 a.m.,thefirst odour calls cameinto FortisBC’s contactcentre. Due to

theelevatedlevels,the smell was reported by hundreds of residentsin the surroundingareas.

Cameronnoted the FortisBCemergency responseprocessis robust buttriggering that responseneeded to be reviewed following the incident.

HealthIM hasalready saved policetimeand money by reducing the numberofarrests, paperwork, andtime officers spent waiting to transfer patients into hospitalsunder the Mental Health Act.

The system was unveiledforusein Port Moody March6,where it willhelpcops “create efficienciesand better outcomes,” forthosewho encounter police, said Port Moody Police Chief David Fleugel.

“Simply put, by using HealthIM, ourofficers have gotten better overtime at assessingthe overall situation,” Sandberg said.

“This has resulted in improveddecision makingandconfidencein thosedecisions.”

The app guides police officers, by asking questions, to helpthemunderstandthe behaviour of the personincrisis.A report will be generated using clinical language for other responders.

The app canalso storeinformation about peoplethat can be used if police have had previous encounters and can offer tips abouttriggers,deescalationtips, flagging violence or weapons. It alsoprovidesa risk analy-

sisinthree categories, risk of harm to themselves, risk of harm to othersor inability to care forthemselves.

Sandberg saidinapreviousinterview withthe Optimistthat officers are trained to use the app inanadvisoryfunction onlyandthat they have theultimatedecision on what action to take. Nursing safety hasalso improved.

Theprogram also has gonethroughaprivacy impactassessment to ensureitdoesn’tbreach any laws.

Sandberg saidasmore police agenciesusethe program,moreprecise de-escalation data will be available. Theprogram is expected to roll out to the rest of B.C. by 2025.

“Police officersin ourprovince have seen first-handtheimpacts and challengeswhen responding to mentalhealth or substance-use crisis-related calls,” said Mike Farnworth, Minister of Public Safetyand Solicitor General.

“We arehelpingofficers to support people incrisis with HealthIM, a risk-screening tool that willhelpthem to de-escalate and better navigatethecomplexitiesofmental-health emergencies.”

It’s lookinglike you will be permitted to crackopenacoldone at Centennial Beach in Tsawwassenthis summer.

Metro Vancouver’s Parks Committee last weekendorseda staff recommendation to launchapilotprogramallowing responsibledrinking at six regional parksincluding Boundary Bay Regional Park.

Theproposal, which will go to the Metro board for approval, would see alcoholicconsumption permittedin selectareas at the parks, withopen consumption to bepermitted at anytimeduring park hours.

Signage will be installed at each ofthe proposed sites to inform park visitors where the designatedareasare located.

Whendeveloping site selectioncriteria forthe pilotprogram, several factors were considered

includingtheareas beinghighlyvisible, non-remote locations withemergency vehicle access, as wellas washroomfacilitiesnearby.

Alcohol salesare still not permitted.

Committeemember and Delta Coun. Dylan Kruger,whooriginally putforward themotion, toldthe Optimist that the populationofthe region willgrow significantly in thenextfew years but

many,likehimself,don’t have a private backyard space to enjoy time with familyandfriends,and have a beverage.

“I’m raising my family inahome withnoprivate yard spacewhatsoever, so we rely onaccess to our localand regional parks. Regional parks willplay an even more significant roleascitiesgrow, to have afamilypicnic and barbecue, to have a burgeranda beeror

glass of wine. What better place to do that than at Centennial Beach,” said Kruger.

Noting publicintoxicationandunderagedrinking remainillegal,Kruger saidthat a similarprogramin Deltaandother municipalitiesexperiencedno realincrease in bylawor policeincidents.

Deltacouncil last year gave the thumbs-up to a staff recommendation to expandthe number ofcity parksthat can have designatedareasfor publicconsumptionof alcohol.

Now,21 park sites allowdrinking yearround.

“Allowing responsible adults to be responsible usuallymeans bringing a beer with yourfamily to the park and watching the kidsplay while you spread outtheblanket and have a picnic that mightincludealocal craft beer. It’s been really positiveforthecommunityandit’s great to see thisnext step at Metro parks,”addedKruger.

CityofDeltaintendstofix farmirrigationproblems

TheCityof Delta hasissued a request forproposalsforanengineeringconsultant to comeup withapreliminary design,detaileddesignandconstruction to improve theefficiencyofthe city’sirrigation system.

Partiallyfunded by the BC Ministry ofAgriculturethroughthe Investment Agriculture Foundation’sAgriculture Water Infrastructureprogram, theproject hasatightconstructiondeadlineas set by thegrantfunders.

According to the requestforproposals,theprojectincludesconveyance systemupgrades at twolocations,one beinga culvertupgrade at Ladner Trunk Roadand72nd Street,whilethe otherisanirrigation channelupgrade along Hwy.17, west ofthe72nd Street overpass.

It isanticipated that a new culvert, or siphon,is required underLadnerTrunk Road to conveymoreirrigation water along72nd Street. Theproposed culvert crossing should be able to convey approximatelythree cubicmetres per second withminimalheadloss.

Asfarasthe second site alongthe east sideof Hwy.17,theexistingdrainage/irrigation channelisconstricted at spotsfor approximately400metres, adversely affecting boththe irrigation anddrainageflow capacityoftheditch.

Thecitynotesthat the chokingof flowleads to reducedirrigation water flowthroughthearea during peak summerdemand season. Theproblem needs to be removed to provideamore efficientirrigation waterconveyance.

However, thegroundunderneath the channeladjoining Hwy.17primarily consistsof peat,which makes thegroundconditions challenging. A detailed geotechnical investigation is required to determinetheideal solution to remove theconstriction.

Allfeasibleoptions must be considered including,but not limited to,enclosingthe channel with large diameterpipesor culverts, oranopen concrete channel,anopen channel withsheetpiles walls,as wellasa pump station.

Thepreliminarydesignfor the LadnerTrunk Road crossing should be completed no laterthan May31,while external agency approvalsneed to be completed before Dec. 31. Construction isanticipated in early2025 before the irrigation season.

Asfarasthe Hwy. 17 irrigation channelupgrade,theinitialinvestigation should be completed no laterthan theendofthis May. The initial report outliningtheconstriction causes with conceptual solutionsisexpected to be submittedin July 2024.

Thedetaileddesign,external agency permitting applications, tenderand construction services will be awarded in August 2024,after the recommended optionis selected.

FourthannualArt for Autism raises $9,200

Reach Childand Youth Development Society’sfourth AnnualArt Auctionfor Autism fundraiserenjoyedthegreatest success yet, raising$9,200 thanks in part tolocalartist Sandra Taylorwhodonated manypieces fromherprivatecollection.

Otherartistsfromthecommunitycontributed paintings, pottery, sculptures,and jewelry lotsthat weredisplayed through theonline auctionfrom Feb. 11 to26. Successfulbidders are currentlypickinguptheir artprizes attheLadner Child Development Centre.

Oneofthe happy successfulbidders was Kathleen Siba, whoisadedicated supporterof Reach.

Her late husband Tom Siba

wasa volunteer board director atthenon-profitfor many years. Fundraising eventsliketheArt Auctionfor Autism would not be possible withoutthe charity’sdedicated volunteersand the supportivecommunity aroundit,comprised ofartists whodonatedtheir work andthe appreciativebidderswho purchasedit.

Delta jumped out to a2-0lead scoringa pair of goals just16 seconds apart.

The Winskill Dolphins Swim Club begantheir spring competitive season withthefirst ina seriesof championship meets.

Asa resultof somegreat performancesand best times inthe swimmeets so far,11 Dolphinsqualifiedforthe Divisional Championshipsheld in Vancouverin late February.

Divisionalqualifiersincluded Kyla Marshall, Caitlyn Fowler, Leo Kim, Keaton McGregor, Tiffany Ho, CocoXie, Bodey Iverson, Aidan Lew, Matius Raffai, Sophie Raffaiand Lucas Chown.

During thethree days, undertheleadershipand guidanceofassistantcoach Katie Rosychuk,the swimmersdelivered morethan32

personal best times, several provincialqualifyingtimes and multiplemedalsincluding:one silverandone bronze for Marshall;one gold, two silvers, andonebronzefor Ho; one silverand two bronze for Iverson;one gold,one silver andonebronzefor Kim; two goldsandone silverforXie; andabronze for Fowler.

Swimmingmorethan70 kilometresin10 sessions acrossthe week,the South Delta swimmers performed exceptionally well.

Patwaspredeceasedby theloveofher life Alanin 2006,hermother andfatherHenryandJessieBarr and sixofher 8siblingsGirlie,Joan,Harry,Dennis, Sheilaand Brian.

She issurvived byherchildrenKaren (Simon), Graham(Deb), andSusie(Bob),five grandchildren Kirsten(Brian),Jeff,Natasha,Ryan(Aline)and Kyera(Marco)andthree greatgrandchildrenOlivia, Sebastian,and Leo.Thesurvivingmembersofthe BarrclanarePat’sbrothersJohn(Sherry)and Cliff (Penny).Fromsucha largefamilythere aremany niecesandnephewsthat lovedtheirAuntie Pat.
