BC Assessment sending notices to Delta property owners SANDOR GYARMATI

Delta homeowners over the coming days will be receiving their 2024 property assessment notices. The notices reflect market value as of July 1, 2023. According to BC Assessment, a typical single-family detached property in Delta, as of July 1, 2023, was $1,406,000, down two per cent from July 1, 2022. For Delta, strata residential properties, including condos and townhouses, the typical assessed value, as of July 1, 2023, was $747,000, up two per cent from the previous year. “Across the Lower Mainland and throughout B.C., the overall housing market has generally stabilized in value,” said BC Assessment Assessor Bryan Murao in a news release. “Most homeowners can expect only modest changes in the range of minus five per cent, to plus five per cent. These assessment changes are notably less than previous years. “Commercial and industrial properties are generally increasing in value at a higher

rate than residential, especially in areas such as the Fraser Valley where properties are up in value as a result of limited industrial land,” added Murao. Breaking the numbers down further, the assessed value for a typical single-detached property in Ladner was up just under one per cent from the previous year. It was down 5.8 per cent in Tsawwassen, but the Boundary Bay neighbourhood was up one per cent. Also, according to BC Assessment, a typical singledetached property in Sunshine Hills-Scottsdale was down just under one per cent and North Delta Centre was down 1.2 per cent. Burnsview-Sunbury was up just under one per cent and Kennedy-Annieville was down almost three per cent. Meanwhile, the light industry category in Delta was up 18 per cent, while the business/ other category was up 11.2 per cent. Murao noted that if a property owner is still concerned about their assessment after speaking to one of BC Assessment’s appraisers, they can submit a Notice of

The overall housing market in the region has generally stabilized in value, according to BC Assessment. Complaint (Appeal) by Jan. 31 for an independent review by a Property Assessment Review Panel. “It is important to understand that changes in property assessments do not automatically translate into a corresponding change in property taxes,” added Murao. “As noted on your Assessment Notice, how your assessment changes

relative to the average change in your community is what may affect your property taxes.” Delta council recently approved a 7.75 per cent property tax increase for 2024. The increase works out to 5.75 per cent for city operational services and a two per cent recreation capital investment levy. According to the city’s finance

department, for a typical Delta home assessed at $1.34 million in 2023, the average increase would be $208, from $2,687 last year to $2,895 in 2024. That amount doesn’t include what other taxing authorities, including TransLink, will charge homeowners on their property tax bill. Council also approved a $95 increase to the 2024 flat rate utility bill, or 7.5 per cent, from $1,262 for a single-family home in 2023 to $1,357 this year. Meanwhile, the provincial government this week said the homeowner grant will continue to cover 92 per cent of homes with the threshold set at $2.15 million for 2024. The grant amounts remain the same as last year, providing as much as $570 relief on property tax bills for owners in the Capital Regional District, Fraser Valley Regional District and Metro Vancouver, and $770 outside of those areas. Seniors, veterans or people with a disability can qualify for an additional grant. To be eligible, homeowners need to use the property as a principal residence.

The company involved in last summer’s crash that damaged the Hwy. 17A overpass on Hwy. 99 has been fined a total of $2,002. Bright Sky Disposal Ltd. was issued the violation tickets totalling that amount, the Ministry of Transportation and Infrastructure told the Optimist. The ministry will also work through its claims division with the vehicle operator’s insurer, to maximize recovery of repair costs, said the ministry. However, no dollar amount associated with that process was provided. The overpass was damaged July 18 when a truck southbound on Hwy. 99 hit the underside of the Hwy. 17A structure. The cause of the accident was listed as, “driver error/failed to secure bin properly,” according to the ministry’s Commercial Vehicle Bridge/Overpass Crash Report. The company also voluntarily surrendered its

safety certificate. The incident resulted in the closure of the southbound lanes for several days, shutting down access to Ladner and Tsawwassen from that point. Repairs to the overpass began on Monday at a cost of $1.7 million, and will take about two months to complete. Transportation minister writes to Ottawa The issue of trucking safety has B.C.’s transportation minister asking the federal government to help by making it possible to enforce measures across provincial borders. “Collaboration between all levels of government is necessary to hold these organizations accountable across all Canadian jurisdictions,” Minister of Transportation and Infrastructure Rob Fleming said in a Jan. 8 letter to his federal counterpart. Fleming wrote to federal Minister of Transport Pablo Rodriguez saying that because safety certificates are not connected, “a suspension or

a cancellation of a carrier’s safety certificate in one jurisdiction does not affect their operations based in another jurisdiction.” “Depending on the legislated or regulatory authority in the other jurisdiction, the other jurisdiction may not have sufficient cause or authority to pursue a similar course of actions for the vehicles plated in their jurisdiction, even if they agree with the enforcement action taken elsewhere. “This leaves a carrier who has had their operations suspended in one jurisdiction free to continue their operations with no change to their safety practices by using vehicles plated in another jurisdiction.” Fleming said by email that the vast majority of commercial drivers and carriers operate safely and responsibly, “but the few who don’t have a huge impact when they cause costly collisions with infrastructure: they delay commuters, affect the movement of goods and can impede first responders.”

Truckers’ group says broader approach needed for safety in B.C. transportation PHIL MELNYCHUK

The United Truckers Association has issued an “urgent call” to Transportation and Infrastructure Minister Rob Fleming to introduce a wide-ranging safety review across all of B.C.’s supply chain. But any new training and protocols must be equally applied across all parts of B.C.’s transportation system, UTA spokesperson Gagan Singh said in a release Wednesday (Jan. 3). Additional training and safety measures must be extended to cargo shippers and large importers/exporters “to truly achieve success,” he said. The request was made following the latest crash by a commercial truck with an over height load into the 112th Street overpass on Hwy. 99 on Dec. 28, plus another two overpass crashes on Jan. 2. “For reforms to have a last-

ing impact, the B.C. government’s efforts to tighten up the Commercial Transport and Motor Vehicle Acts must be far-reaching and not simply focus on commercial truck companies and operators,” Singh said. As an example, the release said that clearances for commercial vehicle load heights vary greatly between Canada and individual U.S. states, sometimes with differences of more than 30 centimetres. With commercial trucks that regularly cross the border with a variety of loads, this must be factored into any review by the B.C. government. As well, shippers must be expected to know the exact height of their loads, to ensure they meet B.C.’s 4.15-metre clearance standards, the UTA said. In 2021, BC introduced the mandatory Class 1 MELT (Mandatory Entry Level Training) Program training for

all new Class 1 commercial licences. The association said it supports this new level of training, but safety in other areas of the supply chain must be addressed. “The UTA is imploring Minister Fleming to be comprehensive in his future deliberations by understanding that all parties within our province’s supply chain must be held to account effectively. Everyone has a role to play in improving safety,” Singh said. City sends urgent letter to the province Meanwhile, Delta Mayor George Harvie has sent a letter to Fleming urging the Province to conduct a comprehensive assessment of the affected overpass, increase fines for those who collide with overpasses due to oversized loads, and create a formal plan to upgrade aging overpasses along vital trade routes to modern heights and standards.

Delta greenhouse charges draw farmers’ ire SANDOR GYARMATI

Greenhouses in Delta will have to pay their share of development cost charges (DCCs). Council recently gave preliminary approval for a new set of DCC’s, which help fund transportation, water, sanitary sewer, drainage and parks projects needed to support the additional demands generated by new residential, commercial, institutional, industrial and agricultural development. A staff report notes that the Delta Farmers’ Institute (DFI) expressed concern that the intensive agriculture DCC rate increase was significantly higher than the other land categories in some instances.

The Farmers’ Institute generally supported the change in the way DCCs would be calculated, moving from a gross site area calculation, which includes parking and other exterior components, to a gross-floor area calculation which only charges for the building area. “However, there were concerns that the proposed rate increase could have a disproportional impact on the agricultural community compared to the other land uses, especially for large greenhouse operations, produce washing facilities, and livestock operations,” the report noted. Those concerns were reiterated by Coun. Alicia Guichon at council’s Dec. 11 meeting, saying

she feels there needs to be more discussion when it comes to the definition of intensive agriculture. She noted Delta is one of the only cities to charge an agricultural DCC and that there was a feeling in the farming community that greenhouses were being unfairly targeted. Deputy city manager Marcy Sangret responded that Delta has been charging a DCC for intensive agriculture since 2001, and it had been acknowledged at the time that certain types of agriculture are more intensive and can burden municipal services, including water and drainage. Noting not all agricultural uses are charged DCCs, such as barns, Sangret said the charges

apply to not only greenhouses, but also livestock facilities, as well as manufacturing and processing of products, but at much lower rates than commercial or industrial manufacturing operations. Although the Farmers’ Institute suggested the growing areas within greenhouses be excluded, staff decided that option would not reflect the actual impact of those buildings on Delta’s infrastructure, she added. Through discussions with the DFI regarding projected agricultural growth, rainwater capture efficiencies, storm water retention and limited road impact with employees often living onsite, staff recommended that the proposed intensive agriculture DCC rate be reduced

from what was originally proposed. As a result, the city lowered the proposed rate by 12 per cent from the current intensive agriculture DCC rate in year one, with a 20 per cent municipal assist factor, and then increase it by 19 per cent from the current rate thereafter, with a one per cent municipal assist factor. A report last year on the city’s draft Agricultural Plan noted that in 2010, there were 152 hectares under glass greenhouses and 11 hectares under polyethylene structures. In 2016, there were 179 hectares under glass greenhouses and 10 hectares under polyethylene structures. The crops grown within the greenhouses are primarily vegetable vine

crops such tomatoes, sweet peppers, and cucumbers, as well as strawberries, propagation/nursery services and cannabis. “Since the legalization of cannabis in 2018, there have been expansions and contractions within that industry locally. Some existing greenhouses have converted to cannabis production and new greenhouses have been constructed for cannabis production, while conversely more recently some cannabis greenhouses have reverted back to growing fruit and vegetables. This fluctuation points to the fluidity of these commodities and the ability of Delta operators to shift production with market demand,” the report notes.

The City of Delta is notifying residents that the wharf at Wellington Point Park is closed until further notice because of erosion exacerbated by king tides. The city notes it will provide updates on the condition of the wharf once it has been further reviewed. King tides, which are the highest tides of the year, are storm surges that can lead to coastal flooding and erosion. Areas around Westham

Island, Boundary Bay and Beach Grove are most vulnerable in Delta. The flood risk to those communities is highest during the winter months when tides can reach or exceed five metres at Point Atkinson. fter checking out the results of a recent Optimist online opinion poll, it’s clear, much work remains to figure out Tsawwassen’s future. Our online opinion poll in December, shows only 38 percent favour more bike lanes on 56th Street, while 62 percent oppose the idea for the main road that leads into the sleepy suburb. But how do you not support bike lanes, or multi-use pathways, that shelter cyclists from SUVs, keep moms and kids safe, and lets slowpoke seniors amble along? What kind of thinking is that? It seems to be the kind of thinking that sees bike lanes, as the beginning of the end of traditional Tsawwassen. Cycle lanes likely will be part of a new Tsawwassen that will be more dense and more modern, as will hundreds of other B.C. neighbourhoods, as they respond to the housing crisis. The keystone project that will set the trend is the redevelopment of Tsawwassen Town Centre Mall. After years of planning and listening, and readjusting and more listening, Century Group is expected to make a pitch

to council this year for a project that will include four towers, averaging 20 storeys, plus six-storey buildings, for a total of 1,250 new homes. Residents are right to have reservations. The proposal is a dramatic one under an ancient OCP that hasn’t been fully updated since 2005. The current Tsawwassen area plan, at least a decade old, says buildings can’t exceed six storeys, with a maximum of 1,000 multi-family units in the town centre. That shows the magnitude of change that is upon us. But Tsawwassen residents are not alone. Even areas zoned single family, will now have to allow three or four units on a lot, across B.C. The pace of change won’t relent as the province demands that Delta do its part to provide housing. There must be a way to build enough badly needed new homes, in a financially viable development, that will reassure all residents, old timers and newcomers, they will have a place in a new Tsawwassen. Staff, council, community members and the developer need to find a plan that displeases many, yet reassures many, a sure sign that it’s a good plan.

Think about Daylight Saving now, not when the clock changes

ere we are, the dark days of winter, the joy and celebration of the Christmas holidays behind us. Now we cling to the hope that a rodent will tell us when spring is coming, but even that is a few weeks away. Why is it so depressing? Well, the Christmas credit card bill is showing up, so that doesn’t help, but mainly it’s because it’s dark. Any light available is during work or school hours. Toss in some rain – or heaven forbid, snow – and it makes things seem even more bleak. It would make sense to maximize the amount of sunlight we get, wouldn’t it? Isn’t that why it’s called Daylight Savings? The big complaint is people are a bit fatigued when the time changes. There are more accidents on the Monday after the

clocks spring forward. If we eliminate the time change, the assumption is we’d eliminate that problem, but there’s no consideration for new problems that might arise, is there? If we stick with daylight savings, between November and March the time remains one hour later, so darker longer in the morning, lighter in the evening. But think about it around this time of year. This morning, the sun wouldn’t rise until 9:05

a.m. In fact, between Dec. 14 and Jan. 11, the sun won’t rise until after 9 a.m. Between Nov. 20 and Feb. 10, the earliest we’d see the sun is 8:30 a.m. So how do darker mornings affect us? Kids are walking to school in the dark. Agreed, there’s a bit of twilight, but on cloudy days, not so much. So are we going to trade a few traffic accidents for a potential increase in childhood pedestrian accidents? Doesn’t sound like a good idea to me. Stay on standard time - that’s the solution! Sure, if you are an early riser. Between May 27 and July 7, the sun will be up by 4:15 a.m. . . . so will your dog. Between April 25 and Aug. 13, it will be up before 5 a.m. I’m sometimes on the road at 5 a.m. and there are not that many people around. What a waste of daylight.

Change can be a good thing Editor: I thought I’d create a positive comment on upcoming changes in Tsawwassen with the Town Centre redevelopment plan, as a recent resident (moved here 2021 from Calgary, have tons of family here going back to my great grandmother). I’m a young, 26-year-old, and this lovely place affords (a bit expensive and precariously) a walkable, transit-oriented lifestyle I couldn’t have in Calgary, with my “solopreneur” office, groceries, cafes, shops, and the beach all within 15 minutes of walking/biking. And between Tsawwassen and Ladner, I’ve never experienced such a welcoming, tight-knit, warm community, both personally and professionally, as I have here. I’m excited for the new development based on how people-first it apparently will be. By the looks of it, this will be a wonderful new place of community, connection, and business that we don’t really have now.

Am I a developer/government shill? No, in fact, if I’m honest, I despise capitalism and I prefer to have had more housing and shops created from the bottom up by individuals creating cooperatives and collectives. I’m not a fan of big business or government. But that’s the system we’re in now so we make the best of it. Will there be growing pains? Yes. Intense noisy construction which I will despise? Yes. Struggles with schools, health care, traffic/transit? Yes. Will these units be “affordable?” No probably not, but they increase supply which helps ease demand and makes older housing more affordable. Will it make this place feel different? Yes. But we as a community will work through these struggles together as the strong folks we are, and warmly welcome (lots of) new neighbours. Corbin Auriti

Seniors need a place to walk Editor: Re: Letter from S. Corber (Optimist, Jan. 4) What view are you afraid of losing? While I agree some of the proposed heights maybe extreme for the area, my personal preference would be for heights between three and 10 storeys and at the extreme, 12 storeys, with no two buildings being

As for views, having been on the top floor of the condos that back on to Thrifty’s and the library, I do not recall a view, other than the occasional blue skies and maybe the top of Mt. Baker. I doubt very much if residences further to the west would be losing

their view either. As for infrastructure, I’m pretty sure you will find that the majority buying in will be couples downsizing and moving into retirement housing before making the final move to assisted living. Editor: Thank you, Mr. Schneider, for your community comments (Optimist, Jan. 4). You have many valid points; however, some of your thoughts seem to be skewed. As a responsible and caring senior, I take exception to your opinion that “Tsawwassen would be destroyed.” I fail to see how the proposed development will result in what the developer is aiming to achieve. Do I agree that Tsawwassen Centre is tired and needs to be redeveloped?

Yes. Do I like the fact that the developer plans to give the buildings a cohesive look to give our town an identity? Yes. Do I think the infrastructure is in place? No. Constructing high-rise buildings that are sold as strata suites will not result in more rental units that are affordable for the younger generations. The proposal for these high-rise buildings is over the top, and definitely needs to be moderated to maintain the village environment that we all currently enjoy. W. Tindale

Maybe time to slow growth? Editor: On New Year’s Day, I was down at the Southlands area, and noticed the Century Group development is only partially built out. I was surprised because I was under the impression it was almost finished. This got me to thinking, why are we now going through the whole process of the Century Group pushing for another major development in the town centre at this time? My concern is we have

not felt the full extent of the Southlands build out and the extra traffic this will bring to the now busy 56th Street congestion. Can we not finish one project before we start another? Are we really in such a hurry to increase the population of Tsawwassen by thousands more? Do we really want more people, more congestion, traffic? Think about it, no change in 50 years to the two main roads into Tsawwassen, but devel-

opers want to add thousands more. Add to this, you have HUB lobbing for bike lanes on 56th Street, Southpointe Academy wants to double in size, plugging up 19th Street right when everyone wants to get to work. I hear no discussion on car traffic improvement into or out of Tsawwassen. This should be serious food for honest discussion well before any decision is made on the Town Centre redevelopment. Not all baby boomers oppose everything, we can densify Editor: As we watch the ongoing “debate” over new construction and densification in Tsawwassen, it seems the same small group write and show up at information sessions and council meetings to rail against development proposals. As a “boomer,” I am in favour of Tsawwassen incurring its fair share of densification. We will suffer some inconvenience in the long run and some annoyance dur-

ing construction, but why are we more entitled than anyone else to share in Tsawwassen? Our local businesses who support our community, our sports, our charities, will benefit and our schools will fill. Another year has come and gone, so it’s time to ask politicians what they’ve been up to for the past 12 months. 1. Question: How would you describe 2023? What has been your most challenging issue? Answer: I think 2023 was a year of transition as we wrapped up what was going on with COVID. We tried to find our way into the new normal and Canadians and Deltans really struggled with affordability challenges, being able to make ends meet, being able to pay bills, worried about interest rates. Inflation went up at the beginning of the year, it’s coming down now, which is a positive. But I think the biggest challenge at the local level, and honestly, at the national level, was affordability. 2. Question: As sports minister, you describe the current state of amateur sport as being in crisis. Could you explain briefly? Answer: I think that Canadians have lost confidence in the sports system. In a time when there’s so much uncertainty, I think Canada needs sport more than ever. We need good sport, we need reliable sport. With everything that’s been uncovered in the past couple years about ongoing cultural issues and abuse and unsafe practices in sport, Canadians and Deltans are concerned about whether they should

be putting their kids in sport. And with everything else that’s been going on in the world, I think we need to boldly address the culture of sport. We need to change how we participate in sports, and we need to get sport back to a place where Canadians can have confidence in the leadership and how we run sports and just allow their kids to play happily and safely, while everything else is going on in the world. … Follow-up question: And your (Future of Sport in Canada Commission) will come up with that report and you’re confident that will go a long way to addressing that? Answer: Absolutely. The commission is focused squarely on figuring out how we move forward safely in sport and what we need to put in place within our system, to make sure there’s safe sport for everyone. That would include the abuse we’ve seen highlighted over the past couple of years, but also the normalized poor behaviour that we’ve seen play out in sport all the time, whether it’s parents yelling at other people’s kids, yelling at refs, whether it’s coaches being super hard on our kids … the language that’s used, the discrimination, the racism that happens in sport … I really want every kid to be able to access sport in a healthy, safe, welcoming way. 3. Question: We could be facing a federal election this year and opinion polls are saying that

Answer: We’re in a minority government situation which means we always have to be ready for an election. I am squarely focused on Delta and on governing the country. I have the utmost confidence in the prime minister’s leadership. I have thought a lot over the past month as I hear these stories come out and I don’t share the concerns about his leadership. I think he’s done a good job of leading this country through incredibly difficult times. It’s up to him obviously . . . but he has my unwavering support.

your home and it is one way that we’re trying to incentivize clean, green behaviour, is by getting out of the business, in Canada, of heating our homes with heating oil. Which isn’t to say that other actions won’t be taken. We also are providing rebates for people to purchase electric vehicles. It’s kind of one step in a series of measures we’ve taken over the years, to incentivize climate action that is positive, and at the same time, recognize the cost of this way of heating your home. Absolutely, it is most prevalent in Atlantic Canada, but it is all over the country, to tell you the truth, home heating oil.

Question: The Liberal government has paused collecting carbon tax for three years from heating oil, mainly helping the Maritimes, while there has been no such break for those provinces which use natural gas. Is this fair? Answer: I think home heating oil is the dirtiest way, and the most expensive way to (heat)

5. Question: According to Statistics Canada, from July 1 to Oct. 1, Canada’s population grew by 430,635 people, or more than a million immigrants this year. Are you happy with this level of immigration? Answer: I am convinced that we need to continue to welcome newcomers to Canada. Canada was built by

immigrants. Canada is prosperous in large part, due to immigration. We’ve always welcomed people from around the world. It’s part of our identity. It’s part of how we see the world, is that we welcome people. So, yeah, I am. I’m not dismissing the challenges that come with housing or other realities associated with welcoming people, but I do not think those are in any way reasons not to do it. 6. Question: The provincial Ministry of Transportation and Infrastructure has said the only way an interchange can be built at River Road and Hwy. 99, in concert with the new Fraser River tunnel, is with a federal financial contribution. Have you expressed any concern to the appropriate minister on behalf of Delta? Answer: Oh, absolutely. I think we will get that interchange. With respect to funding of the tunnel more broadly … it’s a matter of timing. It’s a matter of waiting for the environmental assessment to go through. The federal govern-

ment will support and will fund the tunnel. You know, I think it’s a matter of what budget that funding will be in, not if there will be funding whatsoever. This is something that is on my mind all of the time, but I have no worries about … because it’s going to happen. It will be part of the design. And I appreciate that the B.C. minister says that can’t be part of the design unless there’s federal funding, but there is going to be federal funding, so that will be part of the investment that we make, will be to make sure that interchange happens. It’s going to happen. 7. Question: Is it acceptable in our current world to have Canada’s ports unprotected? Answer: It’s an interesting conversation because I’ve spoken to the minister of public safety about this. Of course, it’s one of the priorities of the mayor (Delta Mayor George Harvie). I completely agree with his assessment that we need enhanced policing. I know that they’ve gone to Seattle, and they’ve looked at a specific port-policing model. I don’t know if it should be a separate police force altogether, or if it should be part of the RCMP, but there should be definitely dedicated police who have expertise in port safety and specific criminal activities that happen in port environments. Delta council recently gave final approval for a rezoning proposal in Tsawwassen that will see three singlefamily lots split into 10 lots. Located at 5121, 5135 and 5149 12th Ave., each lot will contain a new, singledetached residential dwelling with a basement and a secondary suite. The site is surrounded by singledetached residential properties, with various lot sizes to the north, east and south across 12th Avenue, while Brandrith Park and Cliff Drive Elementary School are located immediately to the west. A previous planning department report noted that the majority of the houses in the area are built on larger lots. The subdivision would create opportunities for gentle density, which is consistent with the strategy in the city’s Housing Action Plan. The development includes a new public road, but concerns were raised at a December 2022 public hearing that

Delta Coun. Dylan Kruger was recently reappointed as chair of Metro Vancouver’s flood resilience committee. Among the issues on the committee’s agenda in 2023 was the Lower Mainland Flood Management Strategy Update, the forthcoming BC Flood Strategy, as well as the region’s freshet preparations and response. Kruger told the Optimist that, in 2024, the committee will be focused on working with members on vital prioritization work for flood protection across the region, as well as reviewing and providing feedback on the upcoming provincial flood strategy. “Cities need to stop competing with each

other for scarce senior government grant dollars. We have to work together on flood protection for the sake of everyone in the region,” said Kruger. “I’m also renewing my call for the province to re-take responsibility for dike management in British Columbia. The cost of necessary dike upgrades in Delta alone is over $2 billion. There is simply no way that any municipality of our size will ever have the resources to tackle such an expensive project.” Meanwhile, the provincial government continues to work on its flood strategy, with a draft strategy to be completed in 2024. In late 2022, the government released the British Columbia Flood Strategy Intentions Paper and gathered feedback from stakeholders includ-

ing local governments. A Delta staff report on the Intentions Paper noted that a great deal of technical flood analysis has already been undertaken for the Lower Mainland through the work of the Fraser Basin Council. The city has undertaken a number of specific studies and capital works, including detailed design of dike-raising improvements for a section of the Boundary Bay foreshore, dike armouring along sections of the Boundary Bay foreshore and is reviewing policies relating to flood protection for new developments. However, the most significant challenge identified by the City of Delta is funding to undertake improvements and it is essential that the flood strategy address the issue, the report added.

The City of Delta has begun gathering public feedback on a proposed 40-unit, three-storey townhouse development in Ladner. The Official Community Plan (OCP) amendment application was submitted this year to consolidate properties at 4876, 4888, 4896, 4906, 4918, 4928 and 4938 57th St. The almost 70,000-square-foot site is

located one block to the north of Ladner Trunk Road. Maple Leaf Homes Ladner Ltd. applied to have the existing singlefamily houses torn down and the site rezoned for higher density. The current designation for the site is oneand two-unit residential, which is intended for single-detached housing of low urban density, including homes on large and conventional-sized lots and comprehensively planned subdivisions.

A previous application for a 40-unit, three-storey townhouse development for the site was submitted four years ago, but the application was defeated following a public hearing in February 2020. A staff report at the time noted that while the current land use designation for the properties is for single-detached dwellings, there are many existing multi-unit residential developments surrounding the site. Additionally, the townhouse proposal complied

A new residential development fronting the Cascades Casino Delta is still waiting for a sign-off from the provincial government before Delta council grants final approval. The project includes 138 condos in two buildings and 15 townhouse units. Located near the interchange of Hwys. 99

and 17A, the residential buildings would be connected by an underbuilding parkade for residents and visitors, accessed via a new private road. The application required Ministry of Transportation and Infrastructure approval because of its proximity to the highway. Once the applicant has completed all the third reading conditions, the bylaws will be

presented to council for final consideration and adoption. The owner will also be required to enter a restrictive covenant to advise potential purchasers of the proximity of the site to agricultural properties and operations, a major highway and an entertainment complex, and the associated nuisances such as noise, dust, odours, light and air pollution.

Should traffic signals along Tsawwassen’s main roadway be better synchronized? The city’s transportation advisory committee recently discussed a request put forward by a resident that the traffic signals along 56th Street be automatically synchronized, specifically between 12th Avenue and Hwy. 17, to reduce traffic congestion, vehicle emissions and vehicles running the red light. Meanwhile, it remains to be seen when the City of Delta, which is working on a Vision Zero traffic accident reduction strategy, will be implementing additional safety measures at the busy intersection at 56th Street and 12th Avenue. A previous report for Delta by Binnie Consulting Ltd. outlined the top Delta crash sites, as well as potential countermeasures that could be implemented in the short-, medium- and

City looking to expand Seniors Bus service

The City of Delta may expand its Seniors Bus program. The city’s mobility and accessibility committee recently got a staff update on the potential expansion of the free service, advising that staff had a meeting scheduled with TransLink to discuss a possible expansion and that a follow up would be provided to the advisory committee. Staff had indicated in a previous meeting of the committee that ridership has increased significantly in the past year. Launched in 2013, the service now has four buses in operation, each with two wheelchair spaces. The service operates Monday to Friday mostly in Delta, with limited exceptions to Surrey and the Tsawwassen First Nation. It is a requirement that the rider be able to embark and disembark the bus independently.

With a minimum age requirement of 65, users can book the service in advance and select a desired pickup and drop off location. Meanwhile, in partnership with LevelUp Planning Collaborative, the city last year began undertaking a community Assessment and Action Plan to better understand the unique needs and challenges of older people in Delta. The goal was to gather public input to get a better understanding of what older adults and the community feel about the age-friendliness of Delta. The previous year, Delta received a grant from the BC Healthy Communities: AgeFriendly Community Grants Program to undertake an assessment of the seniors’ demographic and develop an age-friendly strategy/action plan. According to Delta’s Social Action Plan, the community’s unique geography presents significant challenges to seniors moving around and accessing services.

Fraser River estuary highlighted in free new resource created by KPU instructor A Kwantlen Polytechnic University (KPU) instructor is shining the light on the importance of the Fraser estuary with a new open-access multimedia resource. The website and digital booklet walk quietly / ts’ekw’unshun kws qututhun: walking with respect and honour along the shore tells the story of Hwlhits’um, the Brunswick Point area of Ladner, from the diverse and complex perspectives of scientists, artists, and Indigenous Peoples. Curated by KPU fine arts instructor AmyClaire Huestis and Douglas College instructor Kim Trainor, the project leads participants in a community-guided walk through an area of cultural and ecological importance that Huestis

says is at “immediate risk” due to planned port expansion. “I wanted to know deeper, more complex stories of the place,” says Huestis, who walked the area daily for years before embarking on the project. “As a settler living in Ladner, I just wasn’t hearing the deeper stories, and I wanted people to be able to share them.” Created in participation and consultation with the Hwlitsum First Nation, walk quietly received funding from the Teaching and Learning Innovation Fund at KPU, and further support from Douglas College, Metro Vancouver, and Birds Canada. area where development looms. The Vancouver Fraser Port Authority is proposing to build a three-berth marine container terminal at Roberts Bank, adjacent to Brunswick Point. The terminal would be located next to the existing Deltaport and Westshore Terminals, and would provide an additional 2.4 million units of container capacity per year at Roberts Bank, according to a federal assessment. Huestis says the project puts wildlife at risk, including the Western sandpiper, Fraser River

Chinook salmon, and endangered southern resident killer whales that rely on salmon for survival. “It is the work of the community to rebuild and maintain a healthy estuarine ecosystem, and to ensure the survival of our more-than-human kin — all the incredible creatures who live in this place,” says Huestis. “The walk quietly project points to the need to preserve that site for people and for the creatures that rely on it. I really hope it can help tell the story of that place and how important it is.” Participants can follow the walk quietly booklet online or in printed form, or use a mobile device to connect with 11 signs along the dyke trail. Signs link to unique multimedia content, each featuring a different contributor, that provides a wide variety of perspectives on the land that include Indigenous history, present-day stories, and the ecological importance of the Fraser River estuary. Getting around when you’re battling cancer isn’t easy, which is why the Volunteer Cancer Drivers Society can be your wheel man if you’re fighting the disease. The society organizes volunteer drivers who use their own cars to drive patients back and forth to their appointments, in an area that extends from Horseshoe Bay to Chilliwack. The need for those drivers is expected to grow by 25 per cent next year, says Bob Smith, president of the society in a news release.

“We need drivers in all the Greater Vancouver and Fraser Health communities,” Smith said. He said that in the South Delta area currently, the society is doing “marginally good” for drivers, but it also sometimes needs drivers from this area who can help in nearby areas such as Richmond or North Delta. “But if there’s any individual who is willing to drive, we’d like to talk to them,” he said. As well, next year, another 100 drivers will be needed as the number of cancer patients grows. This year saw an increase of 31 per cent

in trips, compared to last year, he added. “We would like to talk to anyone who has an interest in joining this organization,” said Smith. “The important thing for us is to find those people who have the compassion we need for taking care of cancer

patients.” In the South Delta area, drivers usually take patients to Surrey Memorial Hospital or into Vancouver. I f the cancer treatment takes only a half hour or a few hours, drivers can wait, and then drive patients’ home. If the

appointment is longer, sometimes another driver will take the patient home. “Drivers drive when they’re available,” Smith said. Volunteers are reimbursed 55 cents per kilometre from the point when they leave their house to when

they return, but about 20 percent of the drivers just donate that back, he added. In order to cover the costs of remuneration for drivers’ cars, the society welcomes cash donations, which can be made online at: volunteercancerdrivers.ca.

Delta Police Pipe Band takes on new leadership The band welcomes its first female pipe major in more than 50 years CAMERON THOMSON

The year 2024 marks a new beginning for both the Delta Police Pipe Band (DPPB) and Corey Tillyer, the band’s newly promoted Pipe Major. Tillyer is the seventh Pipe Major to carry the title since 1971. It is a role of great leadership and responsibility within the band, a position held not only by talented musicians, but respected leaders within the group. Tillyer’s predecessor, Steve Ramsden, handed off the title on his last parade on Nov. 11, 2023. The DPPB is led by two majors, the most recognizable of which is the drum major who can be seen out in front of the band wielding a mace. The Pipe Major however marches with the band in the front rank. Together the Drum Major and Pipe Major can control the band and the tunes that are played. Ramsden, who will now join two previous Pipe Majors in the back rank, believes Tillyer is the perfect fit for this role. “Corey is a very accomplished piper and leader; she has demonstrated her ability to lead the DPPB at a very high standard. In my opinion the band just got an upgrade,” Ramsden said. Ramsden has been a member of the DPPB for more than 40 years and while it was never a goal to become Pipe Major he took up the position in the short term – which turned into six years. Within those years Ramsden led the band through two international tattoos and dozens of local parades and concerts. With all that accomplished, he says his time as Pipe

Major has been a grand one. “There is a lot of satisfaction in having a positive influence on the management of the band and its members,” Ramsden said. “After months of hard work and practice it is an amazing experience to be part of this pipe band as they go out and perform at a very high standard. As the Pipe Major and one of the leaders of the band it is very nice to have contributed, in a positive way, to the band member’s experience.” In the 1980s Tillyer was a piper in the now-defunct Vancouver Ladies Pipe Band. The Vancouver Ladies was

one of the earliest all female pipe bands to form in Canada and during Tillyer’s time with the group they competed and won one of the highest levels of international bagpiping. While being the DPPB’s next PM may not be as stressful as competing against some of the top players in the world, the role is daunting, nonetheless. “I am honored, excited and a little bit nervous taking on the role,” Tillyer said.” I want to do a good job and hope my leadership style is a fit for a large band the likes of DPPB.” Tillyer’s main priorities for the band under her leadership include keeping the band’s

members healthy and safe as we yet emerge from the COVID-19 pandemic which made fundraising a steep challenge. While the band comprises more than 60 members both playing and auxiliary, Tillyer says the recruitment of pipers and drummers is on her mind. As the band recovers financially from their latest trip to the Belfast International Tattoo, Tillyer says she wants the band to stay local and focus on the community of Delta for 2024. The year after though Tillyer is setting a longer-term goal of another international trip. “International travel raises the profile of the City of Delta

and gives the band something to work towards,” Tillyer said. “DPPB is already known as a first-class international performance pipe band, I’d like that to continue.” Tillyer’s first task as Pipe Major is not a small one: leading the band through the 48th Annual Robbie Burns Supper. This year the boisterous poet-celebrating event will once again be held on Jan. 26 and 27, held at Sacred Heart Elementary (3900 Arthur Drive). Signs you’re exercising too much The formula for healthy living has remained the same for decades. Healthy eating paired with regular exercise can lower risk for several ailments, including chronic diseases. But it’s important that individuals avoid overdoing it in regard to exercise. Too much of anything can negate its benefits, and exercise is no exception. Those tempted to exercise even more or to extreme levels should be advised of the potential pitfalls of too much exercise, or something called “overtraining.” Overtraining syndrome If a person exercises too much for weeks at a time, the body is put at risk of overtraining syndrome. For stronger muscles to form, the natural process involves exercise breaking down muscle fibers and the body repairing and rebuilding

them. Without time for repair, the body’s rebuilding process is interrupted, which affects its ability to build strength. This results in chronic stress known as overtraining syndrome. Mood swings and irritability Pushing too long and too hard can cause a person to feel overworked and tired. This may lead to trouble sleeping, which can cause irritability and mood swings. Immune system impact Overdoing exercise may adversely affect the immune system. When the body is run ragged, it cannot do its job well. Illnesses may be able to sneak past the body’s defences even easier, particularly if exercising too much is paired with calorie restriction that affects balanced nutrition. Overuse injuries Sore muscles and heavy

limbs come from exercise sessions and can be signs of muscle breakdown and repair. Overuse can lead to injuries to various parts of the body, particularly if workouts are not varied. Missed menstrual periods Exercising too much can cause missed menstrual periods or make a woman’s period stop entirely. Athletes who train hard regularly have been known to have irregular or missed periods. Weight gain Many people exercise to lose weight but overdoing it can have the opposite effect. Exercising too much without resting in between can lead to low testosterone levels and high levels of the stress hormone cortisol. These hormonal changes often are associated with loss of muscle tissue,

U18 Delta Stars win gold in Nanaimo The U18 Delta Stars C1 hockey team owns Nanaimo. For the second straight year, the team won gold at the recent Nanaimo Female Winter Classic. The Stars competed against three other female associations in the tournament (Richmond Ravens, the Nanaimo Clippers and Cowichan Valley Capitals. The Stars beat the Ravens 2-0, Clippers 3-1 and Capitals 4-1 which

gave them a first-place ranking going into the championship game against Nanaimo in which Delta won 3-0. Violet Stevens got the first goal in the first period with the assist going to Claire Bannister. Taylor Murrell got the second and third goals in the third period with assists from Kaitlyn Yim and Ameeran Grewal. The full roster included: Malea Ashe, Claire Bannister, Ameeran Grewal, Chloe

On December 27, we lost our beautiful and vibrant matriarch shortly before her 101st birthday.

On December 9, 2023, Jean Violet Ryan passed away peacefully in her sleep. She is lovingly remembered by her daughters, Brenda (Garry) Horwood and Linda Ryan (Luke Vorstermans), her 12 grandchildren, 15 great-grandchildren, and by many nieces and nephews and their families.

She lived her life independently in her condo and playing "serious bridge" to her last days. For 25 happy, involved years, she lived in Prince Rupert, then returned to her birthplace of Vancouver, settling in sunny Tsawwassen, with warm winter homes in Mexico and Arizona where she could garden, golf and play bridge year round. Mom lost her husband, Tom, in 2015. She’ll be sadly missed by her daughter, Shannon; granddaughters Janet (Ian) and Lynne (Don); great −grandchildren Adrienne, Katie, Laurel, and Geordie; and two great−great−grandchildren. Special thanks to Tony, Stephanie, Annemarie and Dr. Lee.

Jean was predeceased by her beloved husband, Denny Ryan, her infant daughter, Shauna, and by her 3 brothers, 5 sisters, and their spouses. The family is grateful for the care and companionship Jean received from the staff and residents of St David’s Senior’s Residence (Tsawwassen) and Suncrest Retirement Community (South Surrey), and for the kindness and compassion shown by the staff of Just Cremations. A Celebration of Life service will be held on Saturday, January 20th, 2023 at 1:00pm at Tsawwassen United Church, 693 53 St, Tsawwassen.

Winston Patrick Toney was born at VGH to George and Doreen Toney. He grew up in Ladner, where he enjoyed playing various sports including soccer, baseball and football. He joined the work force at an early age and was always working hard until his last days. Winston is survived by his parents, his older brother Donald and younger brothers George Jr., and Cory (Natasha and Calyx), his partner Barbara (Grace) and his World Champion and Olympian daughter Camryn Rogers, who he was very proud of and looked forward to seeing her participate in her 2nd Olympics this summer.

WALL, Agnes Ellen (Edgar) September 4, 1941 - December 13, 2023 It is profound sadness that we announce the passing of Ellen, after a battle with cancer. Born in Fort MacLeod Alberta, she grew up in Calgary and moved to Delta in 1975. She worked many years as a orthodontic lab assistant. After retirement, she was a volunteer at the local community centers. She loved her many cats. Predeceased by her son Allen, brother Larry, and sister-in-law Win. Survived by her husband Michael of 48 years, sister Elaine and her family, and many nieces and nephews far and wide. Thank you to all who were involved in her care this past year.

November 8, 1965 - December 14, 2023 It is with great sadness that we announce the passing of Steve after a brief but brave battle with cancer. He passed away peacefully at Irene Thomas Hospice in Ladner with his wife by his side. He will be lovingly remembered by his wife Candace, son Coby, mother Gloria and father Lorne (pre-deceased), sisters Lisa (John) and Karen (Brad), and brothers-in-law Jim and Kevin (Larissa) and sister-in-law Desiree (Shannan). He was a wonderful uncle to Jordyn, Tanner, Erin, Billie, Gabby, Iesha and Niesha. He will also be remembered by the many friends he made over the years - some of them lifelong and many others built over decades. Steve was born at Vancouver General Hospital and raised in Tsawwassen, graduating from South Delta Secondary School in 1983. After high school, Steve worked a few odd jobs until he found his career path in aviation. He worked at Coast Seal, Canadian Helicopters and finally for 30+ years at Aviall where he was a Western Regional Manager overseeing parts of the U.S. and Canada. His dream was to have his own aviation company, which came true with Canadian Air Parts (CAP). He was so proud of CAP and the amazing CAP family who worked with him. Steve had many passions - cars, boats, swap meets/vintage shopping but most of all family and friends. He loved lake life and being on the water, skiing or wakeboarding. He and his sidekick Coby were always together, either at the lake or attending swap meets or car shows often in his prized ‘69 Beaumont. He loved having his family around him often hosting family dinners or even just happy hours at Pat Quinn’s. His quick wit, impersonations and impromptu dancing often had us in stitches. He just loved to make us laugh. Steve will forever remain in our hearts. We hope he is keeping company with Dad, playing crib and enjoying a Cuba Libra or two with his trusted pup Rocky at his side. We would like to thank all the incredible staff at Irene Thomas Hospice for the wonderful care and attention given to Steve in his last few days. In lieu of flowers, donations to Irene Thomas Hospice or BC Special Olympics. A Celebration of Steve’s life will be held at 2:00 on January 20, 2024 at CAP’s hangar, 7410 Ottawa Street, Delta.

We regret to announce the passing of Merle Noreen Mooney (Routledge) on December 30, 2023, 12:33 AM. She was surrounded by family at her time of passing. Merle Routledge was born March 18th, 1931 on the Routledge family farm in the Lenore District. She was the youngest of four children of William Henry (Harry) Routledge and Mary (May) Hester (Pollock), joining older brothers Doug, Glen and Elgin. Merle was the last surviving family member. Merle received her formal education at Ravine and Lenore schools. Merle moved to Virden with her mother in 1948. But enrolled at Logan Business school in Brandon. After graduation she worked in the Ag. Rep. office in Virden. It was here she met the love of her life, John Robert (Jack) Mooney. They were married August 11, 1951. Jack was transferred to Winnipeg with his job and later to Regina. They retired to Tsawwassen B.C. to travel and enjoy the good life. Along the way they had three children. Brent, Blaine and Marylea. They have 7 grandchildren. Kaitlin, Maude, Eric, Braden, John, Cailea and Daniel, great grandchild Lorelei with another one on the way. Merle and Jack were soon the record keepers and family historians and put together an extensive Family historical archive that she has preserved and added to over the years. When Jack passed in 2010 Merle eventually got the itch to move back to Winnipeg. While leaving family and friends was a difficult move, Merle quickly settled in at River Ridge Assisted Living in 2020. Making friends has never been a problem for Merle who was liked by residents and staff alike. Merle was known as the “Marathon Lady” doing her daily multi-kilometer walks! We would like to thank the staff at River Ridge where she resided for the wonderful care they provided. Special thanks to the nurses and doctors at the St. Boniface Hospital for their compassion. A family celebration of life will take place in Virden, Manitoba later this summer. SUTHERLAND, Gary Ross May 21, 1937 - December 28, 2023 In Loving Memory Gary Ross Sutherland, born in Edmonton, Alberta, on May 21, 1937, to farmer parents Bill and Mina, was a cherished brother to his two older sisters, Lucille and Agnes. Gary’s journey through life was marked by remarkable stories from his childhood, and at the tender age of 17, he embarked on a journey of hard work in heavy equipment jobs, eventually finding his way to Richmond. In 1967, he began his fulfilling career as a Power Plant Engineer at Richmond General Hospital, where destiny intertwined his path with his future wife, Margaret - a dedicated nurse there at the time. They exchanged vows on July 26, 1969, sealing a bond that would bring forth four beautiful children: Gary (Barry and Cheryl) and Margaret (Kelly and Sherri), completing their family with the arrival of their son Derek in 1971. In 1979, Gary assumed the role of Chief Engineer at Delta Hospital, where his passion for his work thrived until his well-earned retirement in 2000. The years that followed were a celebration of life and love as Gary and Margaret traversed the landscapes of Canada, the USA, and Mexico in their fifth-wheel trailer. Annual reunions with friends became cherished traditions, especially the unforgettable moments shared around campfires, strumming the guitar alongside his dear friend Ray Ekren. Gary’s greatest role was that of a Grandfather to 10 beautiful grandchildren (Ryan, Brandon, Ashley, Casey, Stevie, Kyle, Makenzie, Levi, Aiden and Ava) and a Great-Grandfather to 5 wonderful great-grandchildren (Kaiya, Kehlani, Marcus, Wes and Marcus D). His legacy lives on in the countless memories of summers spent camping, tubing, and fishing in the scenic Okanagan, creating bonds that transcended generations. From 1969 to 2013, Gary and Margaret called Ladner, BC, home, where they raised their family. In 2013, they embarked on a new chapter in Comox, BC, where they found solace in a beautiful condo overlooking the water - a place that brought Gary immense joy. Tragically, in April 2023, cancer touched Gary’s life. Undeterred, he faced his illness with unwavering positivity. The last three months of his journey were spent in the embrace of Hospice care, surrounded by compassionate nurses and doctors. Gary’s resilience shone through as he shared quiet moments with loved ones, savoring the warmth of their presence until his final days. On December 28, 2023, Gary passed away peacefully, enveloped in the love that defined his life. Raise a glass and strum a chord for Gary because if there’s one thing he’d want, it’s a celebration filled with good music, laughter, and love. Cheers to you, Gary! May your joyous spirit live on in our hearts, forever. Celebration of Life will be held on Saturday, January 27, 2024 from 2:00 to 4:00pm at 888 RCAF Komox Wing, 1298 Military Row, Comox, BC. DEMOSTEN, Leonidas 1967 - 2024 Leonidas Demosten was born on November 11th, 1967, in New Westminster, the youngest of five siblings, and passed away January 4th, 2024, in Burnaby. He was predeceased by two brothers and his mother Anastasia and father Aristeides. He is survived by two older brothers, several nephews and nieces, and relatives both in Greece and in Canada. Leo was born with Down Syndrome, which presented many challenges. Nonetheless, he attended and graduated from both elementary and high school. As a young adult, before the onset of Alzheimer’s began to ravage his cognitive functions, Leo was very independent and worked at several jobs ranging from recycling plants to returning shopping carts at the Richmond Ikea, and even working at a fast-food restaurant on Number Three Road. Leo was very outgoing and vivacious and enjoyed interacting with merchants in Ladner, the many care givers from DCLS who provided support for so many years, and even complete strangers. He was at his finest at Greek weddings, where he enjoyed dancing till the music was turned off. Prior to his most recent medical issues, Leo enjoyed cycling around town and taking the bus to North Delta and Richmond. Leo, also, enjoyed spending time at the community pool in Ladner near his home. As his illness progressed, his options became increasingly limited. But the one thing that never waned in Leo’s life was his effervescence and joie de vivre. We will all remember with tears in our eyes the joy that Leo brought us during his brief lifetime, and his smile will forever be indelibly etched into our collective memory. We now wish Leo smooth sailing, as he awaits to cross the Styga where the devoted son will be reunited with his mother and father. We should like to thank the staff at DCLS, especially Siwan Stanton and Tracy Palmer, and so many others there who devoted years advocating to ensure that Leo received the support and care that he needed. Our thanks to Tom Burke who spent years engaging with Leo to ensure that Leo always had something special to look forward to, as well as to care givers Denny, Sonny and May Lou who took Leo into their homes for so many years. Further, our special thanks to Dr. Gemeinhardt at Kin Village for her support, and the dedicated staff on Unit 3B at Burnaby General for their compassion and charity while Leo was under their care. There will be a trisagion for Leonidas at Saint George’s Orthodox Cathedral, 4500 Arbutus Street, Vancouver, on Thursday, January 18th at 7:00 pm, where a funeral service will be held on Friday, January 19th at 11:00 am. Father Nikolaos Sideras officiating. The internment will take place immediately afterwards at Boundary Bay Cemetery.
