Delta Police first to train for culture-changing project SANDOR GYARMATI

It’s about preventing misconduct, avoiding police mistakes and promoting officer safety and wellness.

The Delta Police Department will be the first police force in B.C. to participate in the Active Bystandership for Law Enforcement (ABLE) project, aimed at first responders intervening when necessary to

prevent their colleagues from causing harm or making costly mistakes.

A program developed by the Georgetown University Law Center in Washington, D.C. which now had many local law enforcement agencies in the U.S. participating, is aimed at creating a police culture in which officers feel comfortable and have the skillset to intervene if they see their fellow onduty officers, including more senior members

or those higher in command, making mistakes when dealing with suspects or the public.

The program started following the tragic killing of George Floyd to serve as a national hub for active bystander scholarship, training, and technical assistance.

Several members of the DPD took part in the training and will be spreading that training throughout the department.

In a presentation to the Delta Police Board Nov. 24, Insp. Mo Parry said ABLE gives officers the tools they need to overcome powerful inhibitors to intervene in one another’s actions.

“I believe it will be one of the most impactful programs that this department will have ever delivered,” said Parry.

The project, launched in June 2020, is evidencebased with training

built upon decades of research, field studies and on-the-ground experience.

Parry said a senior officer about to retire told him it was one of the most profound training sessions he had participated in and wished he had the training earlier in his career ABLE is also not a disciplinary or a reporting program.

“The biggest crises we face in law enforcement

as a profession is public trust and this is really addressing that at its core level by changing the culture,” said Parry.

Police Chief Neil Dubord said the program is being used the U.S. to create a more caring culture.

Deputy Chief Michelle Davey said the innovative training will eventually be folded into recruit training at the Justice Institute of BC where there’s significant interest.

A recently submitted application to redevelop a corner in Ladner Village is still in the early stages of review and won’t be the subject of an upcoming public hearing.

That’s what the city’s planning department is reiterating regarding the proposal for a mixed-use building at 4989 Bridge Street and 4905 to 4915 Elliot Street, a six-storey development.

Having gathered some early council feedback and to gather public input during the notification period, the project would see 14,660-squarefeet of commercial space on the ground floor, 231 parking spaces on the first and second floors and 114 residential strata units on the upper floors.

It involves consolidation of four properties, which includes the Dunbar Lumber site, as well as the closure of a lane to create the 59,180-square-foot development.

The proposal has to wind its way through the application process before going to council for consideration to advance it to a public hearing.

Meanwhile, on a separate front, a public hearing scheduled for Dec. 14 is for residents to comment on proposed

Another comment period has opened for a competing proposal to the Vancouver Fraser Port Authority’s (VFPA) proposed Terminal 2 (T2) expansion at Roberts Bank.

Global Container Terminals, the operator

of the three-berth container terminal in Delta, has been lobbying for its submitted application to build a fourth berth next to the current facility, a proposal called the Deltaport Fourth Berth (DP4) project GCT says its project would provide incremental, market-driven capacity through a phased

expansion of the current terminal footprint, adding up to two million TEUs (20-foot equivalent units) of new capacity, as needed.

GCT recently announced that its Detailed Project Description was accepted, while a Readiness Decision Report along with the

Readiness Decision Order was issued by the BC Environmental Assessment Office (BC EAO) recommending that the project proceed to the next phase of an environmental assessment.

GCT contends that its smaller DP4 expansion is a less expensive and more market-driven project for the port’s growing container cargo needs than VFPA’s T2 plan. of Issues by the regulators.

It incorporates input from consultation and engagement with provincial, territorial and Indigenous jurisdictions, Indigenous groups, the public, federal authorities and other participants.

It also describes how the input contributed to changes to the application.

The Impact Assessment Agency of Canada, meanwhile, issued a Notice of Impact Assessment Decision to move the project to the next phase of the coordinated impact assessment.

The public and Indigenous nations are invited to review and provide feedback on a Process Order, the draft Joint Guidelines and the draft Joint Assessment Plan for the assessment of the project.

The comment period ends Jan. 7. 2022 at midnight..

Comments only need to be submitted to the BC EAO or the Impact Assessment Agency of Canada to be considered in both federal and provincial assessment processes.

Both agencies will also be hosting virtual information sessions.

Meantime, the VFPA is anticipating a decision on its T2 project early next year.

That’s what president and CEO Robin Silvester

told the Optimist in a recent interview following the release of the port authority’s 2021 mid-year statistics for goods movements.

“We continue to be optimistic. We’ve had detailed information requests from the (federal environment) minister and we were on the cusp of answering all those questions. We continue to be strongly of the view that the project is approvable but that’s obviously a decision for the government to make. We’re hopeful that decision will be made early in the new year,” said Silvester.

The federal government has been considering the port’s application to build a new threeberth container facility that would be located on a man-made island adjacent to the exiting Deltaport container terminal.

GCT contends DP4 is more sustainable, phased and a privately-funded expansion of its existing footprint to add a fourth berth, delivering required capacity while minimizing impact on neighbours, environment, Indigenous fishing grounds and the workforce.

GCT took VFPA to court over the port authority’s refusal to process the DP4 application and a Federal Court hearing was recently held where both sides presented their arguments.

DPD looking at curbing fireworks Delta Police are looking into what more can be done to curb fireworks being set off in the city.

Chief Neil Dubord told the Delta Police Board on Nov. 24 that a large number of complaints about fireworks being set off were made during Halloween and other recent celebration events.

Selling, possessing and transporting fireworks in Delta without a permit is prohibited.

Those who choose to go against the city-wide ban could face a $200 fine for possession if they don’t have a permit.

Permits need to be obtained at least 10 days before an event and several conditions must be met, but Dubord noted not many permits are even issued.

It’s up to city bylaws officers and police to enforce the ban, but Dubord also noted it has been difficult for his officers.

“We’re working on a plan to have better prevention on this particular issue as we go forward…

For our officers responding to calls, to be able to see fireworks, stop to respond to the call and be able to respond to another fireworks call just doesn’t happen, unfortunately. And we just don’t have officers roving around that don’t have anything to do and looking for fireworks,” he said.

Dubord said the department is considering having a special dedicated team activated, during special events to only respond to fire wworks complaints and enforcement.

A stronger communication plan on the use of fireworks in Delta being illegal is also needed.

“There’s no easy answer to fireworks. I can tell you it is on our agenda and it certainly is on the agenda of the citizens of Delta, and the mayor’s office and my office have received many complaints,” said Dubord.

The Delta Optimist has a new person at the helm.

Pierre Pelletier took over as publisher on Nov. 16, replacing Matt Blair who is now the new publisher of the North Shore News.

Pelletier grew up in Edmonton and is a University of Alberta grad (BA History/Economics).

He was a freelance writer for eight years (magazines and newspapers), with his first newspaper job in Wainwright, Alta. as a reporter in 1999.

He has been with Glacier Media (the Optimist’s parent company), since 2004 mostly as a publisher or group publisher.

He describes himself as a big history buff, especially 20th century American history and is a big sports fan of the Edmonton Oilers.

He is also a marathon runner and golfer.

Delta investigates Tsawwassen slope stability Concerns heightened with recent heavy rains and instability issues SANDOR GYARMATI

Slope stability concerns in the Tsawwassen Bluff area have been heightened recently due to more frequent instability issues.

That’s according to an engineering department report to Delta council, which notes staff have undertaken a geotechnical review of private properties with the assistance of a consultant to get a better idea of the possible causes of landslide activity.

A review was also undertaken of municipal and private property utility infrastructure to confirm compliance with applicable bylaws and maintenance standards.

The Tsawwassen Bluff

area contains a steep escarpment with residential homes situated at the top and bottom of the bluff.

Slope stability concerns as a result of intermittent landslides have been voiced by area residents over the years.

A historical review was also undertaken of available Tsawwassen Bluff landslide documentation between 1956 and 2020 with 39 landslides identified.

The report notes the information indicated that the most common cause of landslides was heavy, prolonged rainfall during winter months.

The review focused on the 0 to 200 block of the English Bluff Road area, while a similar review was completed in 2017 for the 400 to 500 block

of English Bluff Road.

The report also notes the recent findings of the consultant indicate that city infrastructure is operating properly and that private utility infrastructure is appropriately connected according to requirements.

At its Nov. 22 meeting, council voted in favour of a recommendation to continue with a phased approach to complete the municipal infrastructure and private property bylaw compliance inspections for the remaining areas of the Tsawwassen Bluff over the next five years.

An interceptor drainage system will continue to be installed as part of future municipal utility installations, where feasible, to reduce possible groundwater migration.

here has been much heated debate and discussion on social media about a public hearing on Dec. 14 for the Ladner Village Renewal Plan.

A lot of the online comments and correspondence received by our newsroom, has centred around a recent proposal on Bridge and Elliott streets. It’s a proposal that has not been considered by council and in fact, has not even gone out to the community for public consultation yet. All that has been done is a council workshop to allow the applicant and staff to receive preliminary feedback from council. This proposal is not a part of the public hearing on Dec. 14 and likely won’t come to a public hearing, if the proposal even gets to that stage, until well into next year.

Let us be clear: the Dec. 14 public hearing is for residents to comment on proposed changes for the Official Community Plan for Ladner Village.

The changes, if approved, would see new design guidelines and allow for more density, including possible higher buildings up to six storeys in certain parts of the Village.

If approved, only a couple of sites in the Village have been designated for up to six storeys and these applications, if they come to the City of Delta, would be vetted and move through a full public process. Council still retains the ability to approve or reject any individual projects.

The renewal plan will not result in the demolition of existing heritage buildings, another point of misinformation circulating in the community. In fact, the Ladner Village Renewal Plan committee has proposed radically enhanced heritage protection for existing buildings.

Speaking of the committee, there has also been suggestions that the plan brought forward to council is simply a money grab and is all about lining the pockets of real estate agents and developers.

The committee was formed in early 2019 and was made up of councillors Bruce McDonald and Dylan Kruger along with

The committee spent a year studying the Village and met with a number of experts, including land economists, architects, developers, and planners for background information. The committee also toured other waterfront village areas, including Steveston, White Rock, New Westminster, and Fort Langley. So to suggest, which some people have, that the committee did not do their “homework” is preposterous.

In early 2020, the committee

released a report, which we have reported on extensively, with a series of recommendations to help revitalize the Village.

This version of the plan has been in the works for more than three years. Hundreds of thousands of dollars have been spent on consulting fees. There has been three rounds of public consultation and the plan has more than 90 per cent support of the LBA and the full support of the Delta Chamber of Commerce.

Local businesses know that their long-term survival is dependent on this plan’s success.

Successive councils have been trying to revitalize Ladner Village for more than 40 years.

It’s time that the community gives this council an opportunity to do so.

It reminds me of my own connectedness to nature, in times of joy and in times of sorrow. I’m not alone. Our love of nature is universal. It binds and connects us to one another.

The weather events of the last few weeks have not waived my solace in nature, but rather it’s unhinged me. It’s tested my faith that I could rely on the rhythms of nature through the seasons and through the years.

slammed into us. Days and days of relentless rain and wind have unsettled our little slice of heaven on the west coast of Canada.

Here in South Delta, I feel like we have dodged a bullet. I looked at the fractured dike on the Sumas Prairie knowing that could easily be one of our dikes. This is a wake-up call, and a call to action as individuals and as a community.

My husband and I discussed what would

we do if we knew a king tide in Boundary Bay would flood our home. First we would move our valuables to the second floor and batten down the hatches.

In a worse-case scenario what would we grab if we had only minutes to flee our home?

The dog comes first, followed by my wallet and cell phone. I might not have time for toiletries or a change of clothes.

Six months ago I would not have thought about such things. Climate change was in the future, and not effecting my daily life.

The COVID-19 pandemic has been front of mind and a constant worry. We are already on overload.

After the heat dome, forest fires and now floods, I’ve woken up to what may become our new normal. Hotter summers, wetter winters and extreme wind storms.

We’ll adapt, but only if we heed the words of Wendell Berry and find harmony with nature.

Former Delta MP says flooding should be a wake-up call Editor: News reports tell me that Mr. Trudeau has generously sent two planes with 119 soldiers from their base in Edmonton to assist in addressing the damage caused by the massive flooding we experienced just days ago.

119 soldiers when our land routes to the rest of the country have been severed.

Nevertheless, I suppose we folks on the western fringe of the country should be grateful for the 119 sent to assist us even though the feds probably sent more troops and equipment to Toronto to clear snow a few years ago.

The Lower Mainland is an earthquake zone

and perhaps the region of the country in most need of a land-based military presence, something it had until 1995.

In his budget that year then Finance Minister Paul Martin closed the Army Engineers base in Chilliwack and transferred the personnel and their equipment to Edmonton.

At that time it was made clear to the Chretien government that if a major earthquake hit the Lower Mainland it could very easily destroy land routes in and out of the area as has happened with the torrential rains. As well, with an earthquake there is a real possibility that airport facilities would be unusable.

With the inability of moving troops and equipment from Edmonton it was suggested that any substantial assistance was more likely to come from the huge well equipped US military base LewisMcChord located south of Tacoma.

Moving the Army Engineers from Chilliwack to Edmonton was a huge mistake as the events of the last few days have shown.

The question is, was it a wake-up call to the feds to re-establish a land based military presence in the Lower Mainland or are we still too far from Ottawa to matter?

Potential Ladner pot shop location a poor fit

Editor: For many reasons, a cannabis shop is a poor fit next to the Ladner Dairy Queen. Cannabis shops should be in more isolated areas because of the traffic and congestion they generate, such as Tilbury or River Road West. Marijuana shops do not require walk-by trade, because people who need them search them out.

White Rock’s experience is a prime example, where there is a store somewhat isolated on the eastern waterfront area. There is a constant lineup of people and continual parking hassle.

It is situated away from the main area of shops and restaurants and is probably in a pretty good location. The lineup of people is consistently stretching out the door and down the steps.

Can you imagine such a line of people stretching past the Dairy Queen, or down along by the TD Bank and dry cleaners?

Also, a flood of teenagers comes from DSS every lunch hour and after school to frequent the various sandwich shops, pizza outlets, and the Dairy Queen. A marijuana shop is definitely not compatible.

I have used cbd oil

for a tremor condition (unsuccessful results), and my experience with the outlets is that people are in a surprising hurry.

Contrary to myth, the use of marijuana does not seem to create calmer people; rather, my experience is that they park frantically and are in a great rush to get through the long lineup to obtain their supply. I predict that congestion will be hugely increased in this Ladner mall.

The family malls in downtown Ladner are not suitable locations for a marijuana shop!

Another plea to reconsider Beach Grove proposal Editor: Many thanks to Dora Dueck for pleading to reconsider the Beach Grove townhouse development (Optimist, letters, Nov. 25).

Everyone knows it will be another positive outcome towards Tsawwassen’s housing options. Good on Beach Grove Golf Club for making land available, without impacting the long

established golf course.

City council had a majority ‘in favour’ vote.

Unfortunately, because of some ‘glitch’ the application was still defeated because it requires a technical amendment which requires four affirmative votes.

With so much ‘good’ in this proposal, surely our wonderful community of Tsawwassen will do

The City of Delta is hoping to make things a little smoother for buses travelling through a busy Ladner intersection.

Council last week approved awarding a $53,376 contract for an engineering consultant to undertake the Harvest Drive and Ladner Trunk Road Bus Travel Time and Reliability Study, aimed at addressing delays on Harvest Drive

and Ladner Trunk Road, especially at the intersection of the two roads.

The study will involve reviewing possible upgrades to improve traffic flow through the intersection, particularly for transit vehicles, providing high-level cost estimates for each proposed upgrade and providing a cost-benefit analysis for each option.

According the city’s request for proposals this summer, those potential improvements include a dual left turn

from westbound Ladner Trunk Road to southbound Harvest Drive, a dual right turn from northbound Harvest Drive to Ladner Trunk Road and widening Ladner Trunk Road to three lanes between Harvest Drive and Highway 17A. Widened roads or intersections could be for general purpose traffic or dedicated for buses, the city noted.

TransLink has provided Delta with $70,000 in funding for the study.

Carol ships return to Ladner Dec. 10 and 11 For more than 43 years, beautiful lights, decorated boats and the songs of the season highlight one of Ladner’s favourite Christmas traditions.

The carol ships will sail into Ladner Harbour next Friday, Dec. 10 and next Saturday, Dec. 11 at 7 p.m. both nights.

This year’s special musical guests include recording artists –KickDrive and local vocalists Brook & Summer. They’ll start playing at 7 p.m.

Alistair Milne, from KickDrive has been carolling at the carol ship event for more than 40 years.

“It’s something I really look forward to every year. The event really kicks Christmas off in a wonderful way,” he said.

The Ladner Gospel Assembly has been carolling at the dock for the last 43 years, and now they are passing the baton said Marie Webber from the Ladner Gospel Assembly.

“The Ladner Gospel

Assembly started singing on the fish boats in December, 1976,” said Webber. “They would come down the river and dock at the government wharf where we would sing our hearts out. After a while, the insurance got too high for the fish boat owner, so he was unable to help us out. Then the Ladner Business Association

(LBA) approached us and asked us to come and sing at their tree lighting ceremony. We found a large truck (hay wagon}, filled it with hay, a piano, a sound system, and around 90 carollers, which we did for many years. After singing at the tree, we would then go down and sing again on the show stage.

“The LBA now has the

tree lighting ceremony in November, and because we were connected to all the boat owners, we were still singing carols on the show stage at the dock up until 2019 with large crowds attending. The decorated boats coming down the river and the Christmas music ringing out from the show stage was a perfect start to the Christmas season.”

Delta could soon have six cannabis stores

First non-medical cannabis retail outlet will be located in an industrial area of the city Delta council last week gave final approval for the city’s first cannabis retail store.

The rezoning application by Seed & Stone is for a non-medical cannabis dispensary at 616 Chester Road, located on Annacis Island.

The operation is to be within a 3,638-squarefoot portion of an existing multi-tenant building in the industrial area.

Seed & Stone currently operates a store in Chilliwack and is expanding to Victoria and elsewhere in B.C. Council’s approval will be forwarded to the provincial Liquor and Cannabis Regulation Branch where the final go-ahead is required.

The city is currently reviewing five other applications to open cannabis stores, these ones in commercial areas.

Two of the rezoning applications are for dispensaries in North Delta.

One would see a private outlet opened at the Delta Shoppers Mall at 8077 Scott Road, while the other is for a B.C. government dispensary in the Scottsdale Centre mall at 70 Avenue at Scott Road.

The three South Delta rezoning proposals for private stores include portions of existing buildings at the Tsawwassen Shopping Centre on 56 Street, the Bayside Village mall also on 56 Street and a vacant unit at Ladner Centre on Ladner Trunk Road.

All the applications are still in the public notification and detailed review stage.

available for sale at private licensed cannabis retail stores.

The province announced that, effec-

tive Nov. 26, private retailers will be allowed to sell ancillary items that have a clear link to cannabis and meet certain conditions related to health and safety.

Examples include books about cannabis and clothing or artwork featuring cannabis motifs.

The sale of items unrelated to cannabis, such as snacks and beverages that do not contain cannabis, will remain prohibited.

The rules include, among other things, ancillary items not allowed to depict a real or fictional person, animal or character or include a testimonial or endorsement.

Retailers are also not allowed to sell items that are typically associated with, or could reasonably appeal to, minors, such as children’s clothing.

Traffic stops may now be filmed by Delta Police

Delta Police is expanding the use of body-worn cameras by its officers, with the Traffic Section starting to use these specialized cameras in November. This means that people who are pulled over for speeding or distracted driving may now have an interaction with an officer wearing a body worn camera.

Delta Police began a pilot project in January 2021 with the Axon bodyworn cameras, at that point primarily using the cameras during officer training. Use of the cameras was expanded in May, with the creation of the Violence Suppression Team. At that time the Lower Mainland gang conflict was extremely active. The decision marked the first time in BC that a front-line patrol police team had used the camera on a regular basis.

Recently the Delta Police Board has

approved an expanded use of the program, with an eight additional cameras assigned to the Traffic Section. The DPD now has 16 Axon Body Worn Cameras in total.

“We expect the cameras to be quite useful by providing supplementary footage of incidents such as people talking or texting on the phones while driving, or even in recording drivers who fail to stop,” says Acting Inspector Brian Hill, who oversees the Traffic Section. He notes that officers conducting stops while using the cameras will be informing the public that the cameras are recording, unless circumstances prevent the officer from having this conversation.

Currently, there are a number of police Traffic sections in the province which use dashcams and audio recorders during traffic stops. This initiative

simply puts the camera in a different position during vehicle stops.

The body worn cameras will only be worn by officers in the Traffic Section or Violence Suppression Team, which means not all drivers pulled over

by Delta Police officers should expect to be filmed. Traffic officers will use the cameras at their discretion when issuing tickets, and also in situations where they feel there could be a potential for violence or use of force. General duty patrol officers do not have the cameras.

Academic studies of body worn cameras show they reduce the use of force by and against police, by affecting the behaviour of individuals who are aware of the recording in progress. to issue a timely alert to officers down the road in the case of vehicle which fails to stop.

Losing officers to Surrey’s new police force is a real concern and the Delta Police Department is hoping to minimize the losses and the impact.

That’s what Delta Police Chief Neil Dubord conveyed during last week’s virtual city town hall meeting with Mayor George Harvie.

Dubord noted the Surrey Police Service is expected to hire 200 more officers next year with about 300 more in 2023.

“So, as they build on their march to 800 members or so, we’re going to see transitions of police officers throughout the Lower Mainland to the Surrey Police Service,” said Dubord. “We’re working hard in Delta to try and ensure we provide the environment for our police officers that they enjoy their work and they continue to develop professionally and that they contribute to the community in a meaningful way.

“We do have a different way of policing here in Delta. They have

an ability to connect with the community in a more meaningful way and that’s important that we find in many of the officers we hire and many of them come from this community and want to serve back within their community, and that’s very helpful.”

Dubord said a request has been made to Delta council to use approximately $500,000 in surplus police funds at the end of the year in a special reserve that would be used for offsetting costs over-andabove the budget to deal with officers transitioning to Surrey, including overtime and recruitment costs.

He said some police departments in B.C. have taken unique steps to attract and retain officers including the Victoria department, which had been offering experienced officers $20,000 to relocate to its department.

“That obviously raised many concerns here in the Lower Mainland because, if one department was able to offer that, that causes many other departments to look at that kind of incentive to be able to retain officers,” said Dubord.

“We know that being able to attract the right kind of officers for the next two or three decades, and being able to retain our experienced police officers, is critical, and some of that comes down to us being able to ensure we have the budgeted funds to contribute to not only the advertising for the right officers but the overtime to maintain the right officers and their professional development.”

The most prominent name in the Delta Police Department who has already left was Norm Lipinski, a deputy chief in Delta who was named the inaugural chief of the new Surrey force.

A Union of B.C. Municipalities report notes, “It is reasonable to expect that experienced officers or those with specialized skillsets may view the SPS as an attractive employment opportunity. While the extent of officer attrition is unknown, it is important that the RCMP, municipal police departments, and municipal police boards have robust strategies to assist with succession planning, officer retention, and future recruitment.”

A new plan by Delta to reduce GHG SANDOR GYARMATI

The City of Delta wants to update its Community Energy and Emissions Plan.

A request for proposals was recently issued for a consultant with relevant knowledge and experience to help city staff update the plan.

The new plan will identify additional actions Delta can take towards supporting greenhouse gas emission (GHG) reductions at the community level and include an implementation framework and strategies to engage the community in dialogue and action.

The city notes that as a signatory to the British Columbia Climate Action Charter in 2007, Delta agreed to create complete and compact communities, measure

and reduce community and corporate greenhouse gas emissions and become carbon neutral by 2012.

The Climate Change Initiative focused on reducing GHG emissions from municipal buildings, fleet and operations and Delta has been carbon neutral in corporate operations since 2012.

A Community Energy and Emissions Plan was completed in 2013, which focused on the community’s efforts to reduce energy consumption related to transportation, buildings and solid waste.

In late 2019, Mayor George Harvie brought forward a new motion for further measures the city can take to reduce GHG. The approved motion included a recommendation to adopt a community greenhouse gas

reduction target of 45 per cent reduction of 2007 levels by 2030 and zero net emissions by 2050.

Given changes in programs and policy at all levels of government, it is an opportune time to update the Community Energy and Emissions Plan to identify new opportunities to support community-wide emission reductions and update a path to reach targets, according to the city.

The city has budgeted a total of $50,000 for the project.

Delta’s climate plans and policies include, among other things, corporate action under the city’s direct control as well as community action and policies to support or influence the reduction of GHG emissions from the broader community, residents and businesses.

The City of Delta will soon have a new cycling master plan.

In a recent letter to TransLink CEO Kevin Quinn on transit issues including Transport 2050, Mayor George Harvie noted Delta is currently in the process of finalizing a cycling mater plan.

Once available, the plan will be forwarded to TransLink staff to consider incorporating the recommendations into the draft Transport 2050 Regional Cycling Network map, Harvie noted.

In the works by city staff for a couple of years, the new cycling plan is to develop a well-connected, safe, convenient and complete cycling network.

“The Cycling Master Plan will provide a course of action that reflects the community’s priorities and available resources.

It will outline strategies, recommend infrastructure, policies, and education to help enable and encourage cycling as a practical and convenient form of transportation,” according to the city.

A resident survey was undertaken earlier this year.

Council last fall agreed to award a $55,500 contract for a consultant to help identify and evaluate potential locations for cycling infrastructure improvements within the municipality, as well as update the cycling route prioritization model in a

study from a decade ago.

In addition, the project includes verification of existing routes and the development of road cross section drawings for recommended cycling routes.

A report to city council notes, “From the Cycling Master Plan public consultation earlier this year, the majority of the respondents identified cycling more since the start of the pandemic.

Respondents also noted that one of the top barriers to cycling is the lack of dedicated, on-street cycling lanes, and one of the top ways to encourage more cycling is to fill in the gaps in the cycling network and provide more on-street cycling lanes.”

Council recently gave staff the go-ahead to come up with a conceptual design for new cycling lanes on 12 Avenue between English Bluff Road and 56 Street in Tsawwassen.

New cycling lanes were completed this summer on 12 Avenue between 56 Street and Boundary Bay Road.

The cycling lanes feature a painted buffer that provides an additional separation between the cycling and vehicle lanes as well as high-visibility green paint to demark traffic conflict zones at driveway entrances.

The new cycling lanes are to provide connectivity with the exiting cycling lanes on Boundary Bay Road and connect cyclists to

The city is making changes at a Tsawwassen intersection following concerns by Delta Police.

At a recent meeting of the Transportation Technical Committee, it was noted police raised an issue of vehicles using the bike lane to illegally pass vehicles on the right at the intersection of Saratoga Drive and 52 Street where a marked pedestrian crosswalk is located.

The committee was told the engineering department would install upright delineators at the location to prevent vehicles from passing at that crosswalk The committee also discussed a number of traffic-related concerns raised by residents including one who complained to Delta Police about excessive speeding along 64 Avenue between 120 Street and Fire Hall 5 in North Delta.

Police were to follow up with the resident and conduct targeted traffic enforcement along that stretch of 64 Avenue.

It’s been a hard couple of years for families, and Ladner realtor Margaret Wong is hoping to make a difference for the women and children staying in a Delta transition house this Christmas.

Last year, Wong and a hardworking group of women were able to get 451 “Christmas Shoeboxes” out to various community organizations, but this year, she’s specifically wanting to help out the Women in Need of Gaining Strength (W.I.N.G.S.) transition house, Azure Place.

“These gift boxes do make a difference to the recipients.

They bring so much joy, hope and encouragement this holiday season. So, this year, I am involved with the Shoebox Program again, hoping to collect items and new toys from the community to put

Gift of Speech Holiday Appeal returns at Reach Society Many children have speech deficits that can limit their future and it is critical to provide support as early as possible.

Reach Child and Youth Development Society provides speech therapy to children with complex development needs and also uses augmentative tools like iPads that help children communicate for the first time. In order to support this work, Reach Society is reprising the Gift of Speech Holiday Campaign this year.

Donors to speech therapy help parents who think that their child may never be able to communicate with them.

Gift of Speech 2021 focuses on Nicole, who understood little language and rarely used words to communicate when she began speech therapy at Reach Society.

When she graduated from the under 6 program, she was communicating verbally using words and short phrases and was using an iPad to learn to use longer sentences. Speech therapy assesses and supports issues related to communication development in children.

A 50-year holiday tradition starts Saturday at its familiar location at the South Delta Recreation Centre parking lot.

The 3rd Boundary Bay Scouts will open their popular Christmas Tree Lot at 10 a.m. It will remain in operation seven days a week until Dec. 22 with hours of operation being 5:30 p.m. to 8 p.m. Mon-to-Fri and 10 a.m. to 7 p.m. on weekends.

Due to last summer’s heat dome and subsequent tree damage, Boundary Bay had to purchase 50 percent more trees than previous years to secure an order.

“Many parking lots sell dry trees brought in from the east. We have fresh cut B.C. trees that will last the full season. We also ensure our prices are lower than nurseries and you-cut lots. Each year we have 13+ft trees and the very popular rustic alpines. Scouts also work hard to sell ‘The Beast’ which is typically a fat 17-foot tree,” explained organizer Natalie Shantz.

“We are a community service project. Proceeds pay for programming and Jamborees (week long distance camps).

The Beavers and Cubs have not been able to host Apple Day due to the pandemic, Scouts and Ventures have been helping by donating lot

proceeds, so these groups can thrive. Though the pandemic has altered our programming, it has created financial challenges to ensure we meet all requirements.”

Over the years, the tree lot has evolved to offer more than just trees. Led by the Shantz’s craft-making talent, production of hundreds of hand-made wreaths is underway. They are ideal for families that cannot have a live tree and enjoy the smell of fresh greens.

They also make a great gift.

Assembling food and gift hampers for families in need within the school community is a decades long tradition for Delta Secondary School (DSS).

Having started this year’s Twenty Days of Giving campaign on Nov. 22, their goal is

to collect enough food, gifts and gift card donations to help 25 local families and the food bank, reads a Delta School District press release.

“Last year, they gathered thousands of food items, hundreds of gits and more than $7,000 in gift cards. This year, knowing that many more families are in need of support, the

school community is hoping to match or exceed last year’s success,” it reads.

Until Dec. 10, non-perishable food and new toiletry items can be dropped off in the drop-box at the school’s main entrance between 8:30 a.m. and 3 p.m. from Monday to Friday.

To donate cash or gift cards, DSS is asking that you call the

school office ahead of time, at 604-946-4194, to make drop-off arrangements.

“This hands-on experience has really emphasized the importance of community and been a powerful example of what we can do when we all work together,” said Ms. Blatz, organizer of the initiative since 1999, in the press release.

This year, a global shipping container shortage has seen the average cost to move a 40-foot steel container of cargo by sea rise by upwards of 500% above the seasonal average, according to Drewry Shipping.

The long-lasting impact could mean we see price increases in many common household goods, including appliances, furniture, toys and more.

Then came an atmospheric river event in B.C. on Nov. 15 that wiped out large sections of the province’s highway infrastructure, largely cutting off the Interior and the Lower Mainland.

Tsawwassen teen wins prestigious international ballet competition

Aspiring ballerina Emma Tomlinson says she is incredibly grateful to have still had the opportunity to compete internationally during a global pandemic.

The grade 10 student from Tsawwassen competed virtually at the International Ballet Grand Prix Vienna at the end of October and secured 1st place in the Classical category, ages 14-16, for her Swanhilda Act I Valse variation from the ballet Coppélia.

“We prepare for it the same way we would prepare for any competition that was in-person.

I started learning this variation in, probably, February, and we did the same rehearsal process,” explains Tomlinson.

After months of intense preparation, they filmed the performance.

“We were able to rent a theatre stage to use, and then we filmed the variation as if I was performing it in-person, and then we had to submit it to the competition,” she says.

“It was quite different not being able to perform for a live audience in front of the judges.

We all focused on trying to perform as if we were dancing for a live audience, like, still trying

to really tell the story and project to the audience that would be there. You almost have to be even more exaggerated with your movements because you’re on camera – sometimes, the camera can’t pick up those little details that judges would be able to see in person.”

Tomlinson, who is from the Goh Ballet Academy, also placed 2nd in the Contemporary category, ages 8-18, for her solo

“Waiting ... I Finally Fall” and received a special award for her outstanding execution of the performance.

She gives thanks to Goh Ballet for getting her into competitions, despite all the challenges that the pandemic has brought, as they’re one of the main ways to be visible on the international stage.

This year’s International Ballet Grand Prix Vienna had 193 competitors submit performances

from across 23 countries. It was open to professional dancers and dance students between the ages of 8 to 27, reads the press release from Goh Ballet Academy.

Winners were decided among 12 judges from Asia, Europe and North America.

“Since 1978, Vancouver, Canada has been home to Goh Ballet, a vibrant, innovative and diverse dance organization,” reads their press release.

Delta Music Makers return with Christmas concert

For their first concert in nearly two years, Curt Jantzen’s Delta Music Makers are delighted to be performing in Ladner on Dec. 7 at the Ladner Community Centre at 7 p.m.

“My co-conductor Margaret [Behenna] and I will be presenting a lively set of well-known and well-loved Christmas songs to which the audience can hum along, and of course we will end with the famous Christmas Sing Along,” said Jantzen.

Behenna and Alan Dodds will entice everyone to sing on this final number, which has been a tradition at the Ladner Community Centre for many

years.

Besides the singalong finale, the audience will enjoy several instrumental features, such as Buglers Holiday with three amazing trumpeters, Have Yourself A Merry Little Christmas featuring alto sax and trumpet duet, Gesu Bambino showcasing a lovely baritone horn solo, a gorgeous arrangement of I Saw Three Ships, Jingle Bell Rock, Rudolph the Red Nosed Reindeer, and more.

Delta Parks, Recreation, and Culture Department is hosting this free concert. Everyone should be aware that age-appropriate vaccination passports and

ID will be required for entry, for audience and musicians alike.

December of 2019 marked the last performance of the Delta Music Makers, followed by a complete shut-down for the pandemic.

For the next several months, through the worst shut-downs, members found creative ways to keep their music alive. A number of band members, including Jantzen, played nightly at 7 p.m. off their balconies or their front doors in honour of front-line workers. Still to this day, several soloists or small ensembles continue to give weekly concerts in their neighbourhoods.

“Finally, in summer of 2021, we organized a few carefully managed outdoor rehearsals for 30 to 35 musicians, and to our players this was like manna from heaven, playing in a large band again,” said Jantzen.

The two conductors planned, with some trepidation, to start indoor rehearsals this past October, and were limited to 36 musicians because of the size of the room and the requirement for spacing between chairs. Those 36 are currently enjoying the fall term and feeling very privileged to be back.

The band is sounding good, according to Jantzen.

Going back to performing in front of an audience is exhilarating and simultaneously nerve-wracking, says Delta Choral Society’s media relations person Julie Lymburner with a laugh.

It’s been two holiday seasons since the choirs have been able to put on their usual Christmas festivities, and this year, they’ll be performing two concerts, named “Joy! Joy! Joy!”, at the South Delta Baptist Church this Saturday, Dec. 4.

“It’s a beautiful venue. The people at the church, even though we’re not affiliated with the church, at this time of year, they really pull out all the stops. There’s sparkle and there’s Christmas trees, and hopefully that’ll make people feel really comfortable and safe and warm in this venue,” says Lymburner.

“It’ll be a real eclectic mix of seasonal songs related to Christmas, and we’ve got a brass and percussion group of

‘Joy! Joy! Joy!’ will be held at the South Delta Baptist Church on Dec. 4 at 2 p.m. and 7 p.m. musicians that are performing with us.”

Three Delta Choral Society choirs will be singing, including the Delta community choir, the chamber choir and the children’s choir.

“We’re very proud of our reputation. The Delta Choral Society has been around for decades and it has seen changes in its leadership, changes in its membership, but the music has endured and the quality continues to improve. I think

that this is something that we should be proud of in Delta and we should support one another in Delta,” she says.

The concerts are familyfriendly and COVID-friendly, explains Lymburner, and everyone – including performing choir members – is required to wear masks.

Proof of double vaccination will also be required for entry at the door, and the audience will be spaced out among the pews, with family or friend

groups able to sit closely together.

“We want people to feel both safe and welcome, as this departure back into live music, face-to-face music [is something] that some people haven’t yet experienced [since the pandemic],” she says.

“This is an opportunity to come on out and enjoy yourself and the community, but it’s also a way of supporting one another and showing that we care at this time of year

in another way. Hopefully, it will be a mutually beneficial event.”

Tickets are available from choir members, on the Delta Choral Society’s website and at the door while quantities last for the 2 p.m. and 7 p.m. performances.

Adults are $20, seniors and students are $15 and children 10 and under are free admission.

Don’t stress the mess

I remember when my wife and I decided to get some occasional help with house cleaning. We cleaned the whole day before the housecleaner showed up. I was thinking to myself why am I doing this?

About a month ago I had to go to the dentist, so I brushed and rinsed and flossed and I went hoping that I will get a good report.

I had a strange desire to receive the dentist’s approval.

But last Friday I took my car to the shop. It had a strange squeak. I didn’t pop the hood or wash the car, and the interior was painted with little kid’s sticky finger food hands.

When I go to the car shop, I go messy. I go honest. I hope that they hear the squeak. I go with the hope that the mechanic can fix the problem. I know I sure can’t.

So this brings me to the question; How do we go to church? Do you try to clean

yourself quickly before you arrive? Or maybe we go as we go to the dentist’s office, brush, rinse, floss...repeat?

Or maybe you go the same way you would take your car to the shop? Messy with fixing needed?

Too many of us go to church and fake it. We try to avoid conversation, but if we have to have a conversation, we make sure it is as surface-level as possible. We are afraid the mess that is just below the surface is going to start

leaking out.

Let’s rather go like we go to the car shop. Don’t let your “Sunday best” cover up the truth of where your heart truly is.

Your church family is there to celebrate with you in our happiest moments and also to grieve with you in your lowest moments.

We have this family so that they might speak wisdom and hope and grace into our lives. God has given us a family so that we might receive comfort and exhortation.

We are told to accept one another (Romans 15:7), to “carry each other’s burdens” (Galatians 6:2).

We are told to confess our sins to each other and pray for one another (James 5:16).

We can’t do any of these things truly if we treat church like the dentist’s office, but rather step into the church auto-shop with humble transparency and look forward to the gift of true, messy community.

Rowing her way to Duke University

Sophie Gower’s love for basketball is only fitting given where she will be continuing her promising rowing career.

The Grade 12 South Delta Secondary student has officially committed to Duke University, beginning next September. The junior national team member signed with the North Carolina school that is noted for its powerhouse hoops program that has produced the likes of NBA stars Kyrie Irving and RJ Barrett.

Gower was weighing offers from at least nine other U.S. schools before deciding on Duke where the honour roll student and SDSS student council co-president plans on studying Public Policy.

“I chose Duke because of their history with athletics and the amazing academics in the school because that is really important to me,” explained Gower, who made her official visit back in September. “The school was actually not at all what I expected. It reminded me a lot of B.C., surprisingly. The campus was really big but the

Gower dreamed of being a college basketball player until her athletic career took a turn at 13 when she joined the Delta Deas Rowing Club. Her potential led to her coach encourag-

ing her to enter her test times into the Rowing Canada data base.

Her passion for the sport continued to grow and the opportunities too after participating in the RBC Training Ground, a testing program that identifies

potential national team athletes.

Gower showed well enough at the Richmond Olympic Oval hosted B.C. section to advance to the national finals in Calgary.

“That’s where I got recognized as a Next Generation Athlete,” she continued. “I was

able to start training out of the B.C. Next Gen camp.”

That led to Gower representing Canada at last summer’s World Junior Rowing Championships in Bulgaria. She is now training out of the UBC Boathouse in Richmond with the Thunder Rowing Club.

She will soon play her final season of competitive basketball at the high school level with the Sun Devils.

“As much as I enjoyed basketball, it’s more like a hobby now,” she smiled. “It’s been nice because rowing has been so intense. Obviously, playing on the school team is not just for the fun. But the different movements, it’s really helpful compared to rowing which is basically the same movement that is really dynamic. It’s been great for my training.

“My mom played basketball and also was a rower so that’s kind of neat.”

Duke’s rowing season consists of a few events in the fall, including the famed Head of the Charles in Boston, before continuing in the spring, leading up to the ACC and NCAA Championships.

Dave Bremner has wasted little time in getting to work as the new general manager of the Delta Junior “A” Islanders.

On Monday, Bremner announced the addition of Justin Doucette to the coaching staff where he will join head coach Kyle Goundrey behind the bench for the 2022 season.

As a player, Doucette was a member of the Coquitlam Junior “A” Adanacs before being drafted by the New West Salmonbellies in 1998. He fin-

ished his WLA playing career with the Langley Thunder then established himself in the coaching ranks, mainly with the powerhouse Ridge Meadows Minor Lacrosse program. He also has been part of Team B.C. staffs and last season guided the Maple Ridge Burrards Junior B Tier One team.

Besides thriving in player development, Doucette can provide terrific insight on future talent.

“We want to welcome Justin

to our organization,” said Bremner. “We had had some great talks, with all his knowledge of the minor players in (U16) lacrosse and coming through the Burrards ranks. It definitely gives us some good insight towards future drafts.”

The B.C. Junior “A” Lacrosse Draft takes place in late January with player combines slated for earlier in the month in the Lower Mainland and on Vancouver Island.

Bremner was offered the

club’s GM position last month after spending a number of years with the Nanaimo Timbermen at the junior and senior levels. The Victoria resident likes the Islanders’ position moving forward as they look to be a playoff contender again.

said. “It’s a very competitive league. You have to bring your ‘A’ game. But, it’s a great group of people over there. I definitely think we can turn things around and do some great things.

The South Delta Sun Devils will head to the provincial championships as the No. 1 ranked team in the province and the future certainly looks bright too.

On top of impressive Grade 9 and junior teams, the Sun Devils Grade 8 squad capped a tremendous season by taking top honours at the at the B.C. Invitational Championships.

The result reflects a strong entry level program that is overseen by Mike Kilpatrick who has come full circle since arriving at SDSS 20 years ago to begin his teaching career and coach the school’s Grade 8 girls team then. Now an administrator in the Surrey School District, Kilpatrick lives in Tsawwassen and his daughter Payton Kilpatrick is a key team member. His wife Karen is a councillor at the school and serves as an assistant coach while SDSS teacher Anne Howlett is helping with coaching too.

That special season saw the Sun Devils go 8-0 in Delta League play, without dropping a set, and produced first place finishes at the SDSS and Handsworth tournaments, along with a runner-up at Seaquam.

The girls lost a five set heartbreaker in the South Fraser championship match but then rolled through the provincials, dropping just one set en route to title.

Brianna McKee was named Provincial MVP. Payton Kilpatrick and Willow McComb were selected to the all-star team.

South Delta finished the campaign with a 35-2 overall record.

The team also featured Skye Stemerdink, Milania Kwiatkowski, Haeley Keen, Ryan Assaly, Faye Beatty, Miyla Novotny-Gooch, Lucy Olsen, Selina Dhillon and Angelina Burtini.

REMEMBRANCES OBITUARIES

Fond memories linger every day, Remembrance keeps them near.

ALDEN, Russil (née Stephen Yorke Parker) Passed into the arms of God on Tuesday, November 16th, 2021 at the age of 64. Born on October 12th, 1957 in Leeds, Yorkshire, England, Russil is pre-deceased by his mother Christine and Step-father Elio. Russil is survived by his Wife Laura, Father Gerald, Brothers Nick and Daniel (Amy), Sisters Jackie (Stewart) and Maria (Steve) and many nieces and nephews.

Russil emigrated with his parents from England to Canada in 1966. Russil’s life was a colourful one of adventure, living in many places all over the world.

He had a passion for music and was an exceptionally gifted musician.

Learning was also a passion for Russil; he was what his mother called, an ‘eternal student’. He held many degrees and was still a student at the time of his passing. Russil and Laura were married for 28 years, and travelled to many countries throughout the last decade.

Russil will be profoundly missed by all. He was a devoted son, a kind-hearted, loyal friend, uncle, brother, and husband. In lieu of flowers, please make donations in his name to www.chalice.ca

CHALMERS, Norman Allan May 8, 1946 - November 22, 2021 Born May 8, 1946, Norm was raised on the family farm in North Delta. He attended St. George’s and Lord Byng before obtaining his Aircraft Maintenance Certificate from the BC Vocational School in 1968.

He spent the next 40 years working in the aerospace industry, first as an aircraft mechanic, then as an airworthiness inspector, and finally as a consultant.

Camilla Butschler (nee Jespersen) passed to paradise on Tuesday, November 23rd. She is survived by Anthony (her husband of 66 years); 4 sons and their partners (Anthony Jr., Michael and Carol, Christopher and Marianne, Andrew); 11 grandchildren; 4 great grandchildren; and many extended family and friends.

Camilla was the glue for the Richmond Butschlers.

Her strength and love were needed in raising four boys.

She had the courage to start her own successful business and she developed a love for cooking second to none. Her trips to Paris inspired her and her creations were amazing, exactly like her.

She will be sadly missed, but we take comfort knowing that she will be looking down on us all.

There will be a family celebration of Cam’s life, at a later date.

ESPLEY, Elizabeth (Betty) (nee Whelan) Passed away quietly in the early morning hours of November 12th, just 5 days short of 86 birthday.

She leaves behind her beloved husband of 64 years, Donald (Don), children Carolyn (Dennis), David and Allison (Ali), and grandsons Holden and Marlon.

Predeceased by her 5 brothers, she also leaves her only sister, Terry, sisters-in-law Rena, June, Joy and Leone, as well as numerous relatives and friends throughout Canada, the US, Australia, and of course, Ireland, where she was born.

She was much loved, and will be sadly missed by all who knew her.

Survived by sons, Gerald (Jo-Anne), Donald (Nazrin), Glen (Cathy), Darcy, daughter Lori McDonough (Ken), 10 grandchildren, and 5 great grandchildren. Predeceased by loving wife Mavis in 2011.

Rothwell was born April 25, 1922, and lived his whole life in Delta. He was the son of George and Pauline (nee Boley) Embree, pioneer famers of East Delta, and was the last surviving of their 10 children.

Rothwell and Mavis first met at a dance at Kennedy Hall, North Surrey and enjoyed ballroom dancing and music together, forever after. Rothwell carried on the operation of the family dairy farm on Embree Road (104th St.) where he and Mavis raised their family. Rothwell enjoyed hunting and fishing with siblings and friends in his early years, and camping/fishing trips and other travel with his family later. In middle age Rothwell discovered the joy of flying, owning several small aircraft he flew out of Delta Air Park across the road from his farm.

Rothwell served for many years on the executive of the East Delta Hall committee and with the East Delta Volunteer Fire Dept. After retiring to Tsawwassen in 1974, Rothwell learned to play tennis and joined the local badminton club. He and Mavis travelled and continued to dance. For several years he did seasonal farm work for the Harris family in Delta and, in later years, enjoyed the company of his Kin Village “walking club”. He especially enjoyed the visits of family and friends and his trips to Nanaimo to visit his daughter. Rothwell lived a long, healthy and active life and was fortunate to live all but the last few months in his own home. This was only possible with the support of the Fraser Health Home Care Program, his family and friends, and his wonderful neighbours in the “Village”. Many thanks to Delta Hospital and Dr. Hollinger for their care over the years, and to Morgan Place Care Home, Surrey for their special care these last few months.

Rothwell was much loved by family and friends and will be greatly missed but always remembered.

Notification of a celebration of life will be made at a later date when conditions are more suitable.

WIEBE, John Eric December 18, 1937 - November 25, 2021 LIPTROT, Colin Daniel Colin Daniel Liptrot, aged 78, passed away p e a ce f u l ly a nd i n t h e c o mp a n y o f fam ily on November 24, 2021 at the Irene Thomas Hospice in Delta, BC. His family wish to thank the nurses and staff at Delta Hospital and especially from the Hospice, for their care for over the past month.

Colin will be dearly missed by his devoted wife Sue, son Fraser (Mary Ann), and grandchildren, Calleigh, Michael and Meara. He is predeceased by his sister Jennifer, and parents Dorothy Joan and Daniel Liptrot.

Born in Nottingham, UK, he emigrated to Canada in the late 1960s. Working in the financial services sector his entire career, and primarily for Royal Bank of Canada, Colin was fortunate and moved all over the world with them. Different cities and countries were home, including Melbourne, Australia, Singapore, Hong Kong and New Delhi, India. He returned to Canada in 1988 and lived in London, Ontario before finally settling in Tsawwassen, BC in 1993. Colin had itchy feet his entire life, his career allowing him to travel and photograph almost every continent extensively. He never learned any other languages, but he never let that stop him trying to badly attempt communicating with locals, mostly to buy beer and food. Of all the places he travelled, British Columbia held a special place in his heart.

He developed a love of Norton motorcycles as a young man growing up in Bristol, riding and rebuilding many from scratch over the years. He saw an early Rolling Stones performance, becoming a life-long fan, mistakenly believing that they were the greatest rock and roll band of all time. He was (by his own account) an excellent golfer, a skill he worked on daily while living in India.

Colin was also a passionate fly-fisher, which is how he met and caught Sue, 18 years ago. Sue and Colin enjoyed travelling together including many cruises and trips to Europe and Asia.

His friends, who are many, remember him fondly for his quick wit, based on a classically dry British sense of humour - which translates naturally in England, but not anywhere else. But people saw he had a gentle, harmless nature, and was never afraid to have a laugh at his own expense. If he couldn’t travel, he deeply cherished spending time with lifelong friends and family. He never met delicious food or beer he did not like.

In lieu of flowers, and to honour Colin, donations to charities close to his heart include the Union Gospel Mission, Salvation Army and the Delta Hospice Society. A celebration of life will be held for at a later date.

John was a thoughtful kind man, quick to smile, and loved by many.

John was born in Winnipeg Manitoba the oldest of 5 children. His parents were immigrants and spoke German, John didn’t learn English until he started school. He was a bright student and went on to attend the University of Manitoba to earn a degree in Electrical Engineering. This field suited him perfectly as he had a lifelong curiosity for the way things work. He was always tinkering and fixed everything from cars to vacuums and washing machines.

John met his wife Joanne in Winnipeg, and they married in 1960. They had 4 children, Paul, Karen, Murray and Kirsten. When Paul and Karen were 4 and 2 they packed up everything they owned into a trailer and headed to California where John pursued his masters in Business Administration at UC Berkely.

After California there was an opportunity for them to move to Vancouver which had always been a dream of John’s. Here they settled in Tsawwassen where Murray and Kirsten were born. Living on the West Coast gave John the opportunity to pursue all that he loved in the outdoors. His biggest passion was sailing and the first thing he did upon arriving in Vancouver was to buy a sailboat. The family had many great sailing adventures in the Gulf Islands.

John started his career with Manitoba Tel and then IBM, but spent the majority of his life working for the Federal Government.

When John retired he volunteered with Canadian Executive Services Overseas and him and Joanne went to many places in the world with this organization. He helped developing countries with telecommunications technology and shared his expertise in Kyrgyzstan, Kazakhstan, Russia, Hungary, Armenia, Guyana, Bolivia, Peru and the Philippines.

John and Joanne also travelled for pleasure in their retirement and visited China, Australia, New Zealand, Europe, Hawaii, and had both a Panama Canal cruise and a Baltic Sea transatlantic cruise.

John loved playing crib, doing crosswords and sudokus, and reading novels.

His family was his greatest pride and he was blessed with many grandchildren. He attended their sporting events, school concerts and graduations.

He loved to be surrounded by his family, and the family got together often for big family dinners with all the children and grandchildren.

John is survived by his wife Joanne, son Paul (Janette), daughter Karen (Geoff), son Murray (Sarah) and daughter Kirsten (Jason). He is also survived by 10 grandchildren, John, Tyler, Dylan, Derek, Jake, Nathan, Isabelle, Olivia, Erica and Kieran. He is also survived by his brother Werner (Linda) and sister Annalie and many nieces and nephews. He was predecesed by his parents Abram and Lydia, brother Leonard, sister Else and granddaughter Erin.
