ext year the Optimist will celebrate our 100th year serving South Delta. In this time, the Optimist has gained a reputation as an avid supporter of our community’s charitable and non-profit organizations. Our editorial staff work closely with these groups to make sure their messages are relayed in our stories and event calendars. In addition, many of our staff volunteer time to boards and we have often donated proceeds from advertising features to community ty-minded y organizations.

Most importantly, we have also been able to support local charities through the sponsorship of their advertising – both online and in our printed edition.

As the media landscape has changed so has our financial ability tyy to continue these sponsorships.

We have needed to become increasingly selective in regards to which organizations we can support.

In many cases, we have had to scale back sponsorships entirely. This, inevitably, adds pressure to the organizations to increase their promotional budgets. Unfortunately, in many cases this is not an option and the fundraising initiatives are canceled altogether.

It’s about time that people start paying attention to the atrocities committed against Indigenous peoples, says Shane Hughes.

The memorial tree he started in Tsawwassen’s Highland Park, he hopes, will be a place for folks to reflect on the history of colonization in Canada and pay respect to the growing number of Indigenous children being found at former residential schools.

“People need to be more educated as to what really happened – it was genocide. I want people to stop and take a look and really think about those children,” says Hughes.

Dedicating this tree to the growing number of Indigenous children not

only stemmed from his love for the First Nations cultures that have surrounded him his whole life, but also because his great grandma attended the Mission Residential School, herself.

So far, the tree has been surrounded by flowers and colourfully painted rocks and has its bark adorned with a bird house and handcrafted eagle, butterflies, Indigenous artwork and various other mementos.

The tree, he says, is a place for people to leave a little part of themselves with the Indigenous children who were killed in these schools, whatever that may be.

“It makes me just totally overjoyed that there’s been participation, and it’s a thing of beauty,” he adds. “A little movement of education

and understanding goes a long way.”

He hopes that nonIndigenous people who haven’t been impacted by colonialism are realizing now, if they haven’t before, how “real” the trauma is that Indigenous people are facing at the hands of the Canadian government.

From there, he hopes that they will be compelled to learn more and do more about it.

“I would love to have anybody who would like to come down and drop off a little something in memory and add to the growing tree of reconciliation,” says Hughes.

“Maybe they’ll put something on the tree to add to the memorial and feel a sense of peace as they walk away, knowing that they gave a little something to contribute.”

Delta council gives green light to cannabis store on Annacis Island SANDOR GYARMATI

It’s a first of what could be more cannabis retail stores in Delta.

Council on Monday unanimously approved an application by Seed & Stone to open a private cannabis dispensary at 616 Chester Road, located on Annacis Island.

It will be in close proximity to the Highway 91 Interchange.

“I am thankful and appreciative of Mayor Harvie, council and the community of Delta for giving us the opportunity to bring Seed and Stone to Delta. We strive to educate and ensure our customers are getting the best product at a value based price point.

Community is at the heart of everything Seed and Stone does.

“We are committed to creating an environment in our stores that entices our patrons to discover the Journey within,” said Vikram Sachdeva, company founder and CEO. Sachdeva noted their goal is to serve the community and demonstrate the value of legal cannabis outlets, adding the new store will be ideally located to serve Delta but will be also close to the Surrey and Richmond markets.

The Delta store operation will be located within a 3,638-square-foot portion of an existing multi-tenant industrial building and the retail portion will be in a 1,001-square-foot storefront.

Seed and Stone, a nonmedical cannabis retail brand, currently operates

a store in Chilliwack and Victoria.

It has plans to expand to White Rock and elsewhere in B.C. The owner has over 20 years of experience in retail including managing liquor stores and therefore complying with provincial regulations and the province’s Liquor and Cannabis Regulation licence requirements, a report to council notes.

The store will be

required to purchase cannabis products directly from the provincial government’s distribution branch and would be solely operated as a cannabis dispensary with no cultivation, processing or manufacturing.

“The experience is there. The know-how is there. The responsibility is there. Our customer base is very vast including seniors, and community is at the heart of

everything we do,” added Sachdeva.

Prior to the legalization of cannabis in Canada in 2018, Delta council passed a bylaw prohibiting cannabis stores in all zones, but kept the door open to consider them on a caseby-case basis.

The idea was to restrict any potential new businesses to industrial zones.

A council report notes that to be granted a licence by the province, a proposal must be supported by the host local government.

Many municipalities have regulated the location of dispensaries by setting location criteria either through policies or zoning bylaw amendments.

The intent of the criteria is to buffer dispensaries from sensitive areas such as schools, parks and recreation centres, while some local governments add an additional buffer between dispensaries to prevent clustering.

Delta council on Monday agreed legal stores have shown to be well-regulated, safe and important in steering people away from the illegal market.

Council also agreed other location options may be considered but each application would still only be considered on a case-by-case basis.

a principal residence and small secondary residence on their property with a streamlined approval process.

A news release notes that only permissions from local government or First Nations government will be required, and there will be no application needed to the Agricultural Land Commission (ALC).

The additional residence can be used for housing extended family, agri-tourism accommodation, housing for farm labour or a rental property for supplemental income.

There is also no longer a requirement that additional residences must be used by the landowner or immediate family members.

“Our government’s goal from the outset has been to protect farmland for future generations, so British Columbians can have a secure local food system and our communities can prosper,” said Lana Popham, Minister of Agriculture, Food and Fisheries. “We recognize the unique needs of established farming families, those new to farming and those living in the ALR who don’t farm.”

Examples of flexible housing options permitted under the regulation include, but are not limited to, garden suites, guest houses or carriage suites and accommodation above an existing building, manufactured homes or permitting a principal residence to be constructed in addition to a manufactured home that was formerly a prin-

cipal residence.

The province took the time to listen and come up with solutions that will help both farmers and non-farmers alike, while protecting the integrity of agricultural land, said Popham.

“We hope this regulatory change will assist new farmers starting their businesses, encourage landowners to partner with new farmers to get their land into production, and address the needs of British Columbian families,” she said. “Having an option for housing opens up new doors to families and provides more opportunities for more agricultural land to go into production, increasing our province’s food security.”

Farming families will continue to be able to apply to the ALC for multiple, larger homes if they are necessary for farming purposes, the government notes.

The new rules come into effect Dec. 31, 2021.

Delta South MLA Ian Paton, the Opposition Agriculture and Food Critic, said he’s pleased the NDP government has finally come to its senses on the issue of housing flexibility in the ALR. “This is a prime lesson about the old adage, ‘if it ain’t broke, don’t fix it,’” said Paton. “It’s somewhat laughable that Agriculture Minister Lana Popham is touting these changes as ‘new’ when they simply correct the mistakes the NDP made all on their own. The fact is, they didn’t consult on Bill 52 in the first place

and rammed through legislation that didn’t work for farmers. Then, after they got backlash, they dragged farmers through three years’ worth of reviews and feedback exercises that destroyed their dreams and cost them precious time and money.”

Paton also said he applauds the many farmers and advocates in the agriculture industry who made their feelings known and helped bring about the changes announced.

Delta city council recently gave its support for an application to build a second additional farmhouse on Westham Island.

Owned by the Ryall family, the property on Tamboline Road contains an existing farm house and a second farm house, both of which are to be retained, and the new 1,767-square-foot house will be for family members working the farm.

Council also recently gave support for an application to replace an additional farm house at a River Road farm with a new 3,229-square-foot home.

Also located in the ALR, the property owned by the Sahota family, which is used for blueberry production.

A Delta staff report notes the proposal has demonstrated a net benefit to the farm operation and would have no negative impact on agricultural capacity of the property.

Both those applications had been forwarded to the ALC for approval.

Delta’s mask policy has changed.

Council this week got an update from staff on the implementation of Delta’s reopening plan for municipal hall and parks, recreation and culture facilities when it comes to the transition to Step 3 of BC’s Restart Plan which was announced on July 1.

Step 3 will allow for the transition back to a more “normal” pre-pandemic state of operations for the city.

However, a report to council notes staff had previously noted that some adjustments in response to B.C.’s Restart Plan will be quicker for the city to make than others and that staff will be taking a cautious, conservative approach.

“We will continue to ensure that staff and public safety is paramount and that we have the capacity to deliver the program or service to the

community at the high level that is expected of us,” a report to council notes.

Delta last summer made masks mandatory even before an order came down from the province.

The provincial order is no longer in effect, however, provincial health officer Dr. Bonnie Henry is continuing to recommend the use of masks in indoor public settings for individuals aged 12 and over who are not fully vaccinated.

“Consistent with provincial guidance, face masks are no longer mandatory inside civic facilities but are recommended for persons 12 years of age and over who are not fully vaccinated. Proof of vaccination status is not required. Signage in indoor facilities has been updated to reflect the current guidance on use of mask. Employees working inside Delta’s facilities will no longer be required to wear

masks while at work and the mask policy for staff has been amended to align with the Provincial guidance and recommendations,” the report explains.

The report also notes Plexi-glass barriers will continue to be in place in areas of high interface between employees and the public.

The police and fire departments have also amended their mask policies and no longer require employees to wear masks in their buildings, but recommend them for those who are not fully vaccinated.

The city anticipates the continued return of staff to full complement by the beginning of September, while upcoming meetings of council will allow limited public attendance.

As far as facility use, Step 3 also allows for indoor gatherings of up to 50 people or 50 per cent of the capacity of the space, whichever is greater.

A new multi-sport covered court facility has moved a step closer to reality in Ladner with more on the horizon for elsewhere in Delta.

Council on Monday approved awarding a contract valued at more than $1.8 million to cover the outdoor lacrosse box located next to the Ladner Leisure Centre (LLC), having received federal funding last year to help make the project a reality.

A report to council notes that although lacrosse will continue to be the predominant and priority user of the facility, covering the surface will provide rain protection for a multitude of sports groups looking to play or practice outdoors year-round.

In addition to lacrosse, it will also act as a training facility for sports such as baseball and soccer and will include basketball nets for more informal play.

The facility will be equipped with a roof and lighting to also relieve conflicting needs in the early spring and late summer when there is an overlap of differing sports wanting dry floor space at the LLC, the report notes.

Councillors wondered when North Delta and Tsawwassen would be getting similar covered facilities.

City manager Sean McGill noted that, while there’s no set timetable, he’s discussed options with Parks Recreation and Culture director Ken Kuntz.

The plan is to introduce other facilities over the year or two, propos-

als that will be discussed during the city’s budgeting process.

Mayor George Harvie said the lacrosse box at Delview Park is an ideal location for the next covered facility and it will be discussed at council’s next business plan workshop.

He added Delta has four outdoor lacrosse boxes but a couple are currently in poor shape.

Coun. Lois Jackson agreed that the next covered sports court should be in North Delta, but feels the community should have at least two since it’s larger than Ladner and Tsawwassen.

Coun. Bruce McDonald noted a foundation document is being prepared that will outline what future parks and recreation projects should be next for all three communities.

Delta committee gives Four Winds plan positive feedback SANDOR GYARMATI

A new application by Century Group to build a brew pub for Four Winds Brewing Company at the Southlands has cleared an important hurdle.

The city’s Advisory Design Panel recently discussed the proposal to build the mixed-use building, which would include a brew pub, at the Southlands Market District.

The development would be anchored on Market Avenue with an 8,600-square-foot Four Winds craft brewery and restaurant.

It would also contain 35 residences in the form of garden flats and stacked townhomes.

Four Winds said the brewing facility would be just under 2,600 square feet, but provides the ideal space for a small batch specialty brew

house and restaurant.

Details of the development were discussed including parking, design features, landscaping and public spaces and, following their input, panel members commended the applicant “on an excellent project and presentation.”

The panel agreed that, with consideration of comments provided, it supports the project as presented.

The planning department has already confirmed that based on the submission, the brew pub complies with the zoning regulations and therefore would not require rezoning or a public hearing.

A brew pub is permitted with its combined floor area limit of 250 square metres for manufacturing and warehousing, wholesaling and distribution, while all other regulations that apply to

commercial uses would continue to apply.

The new buildings in the Southlands are still subject to development permits when it comes to form and character, based on the guidelines registered in the Southlands master plan.

In 2019, city council voted 4-3 to defeat a previous proposal

by Four Winds and Century that would have seen a new brewery and eatery housed in a 30,000-square-foot building at the Tsawwassen development.

That larger proposal to build a craft brewery and 200-seat restaurant in the commercial component of the Southlands would have contained the brewing and bottling part of the operation, while the warehousing and distribution would have been handled at an industrial location elsewhere.

And I’m not alone as many of us have been rolling up our sleeves and getting our COVID-19 vaccinations.

My first shot was at a local pharmacy in North Delta in late April.

The process was quick and efficient and the pharmacist friendly and knowledgeable.

I received my second shot last week – July 8 in fact – at the North Delta Recreation Centre.

I was more than impressed with the systems in place.

For starters it was gratifying to see the long lines of people, both inside and outside the rec centre, who were on hand, doing their part.

The staff were friendly and helpful every step of the way. The vaccine clinic was well run and from the time I walked up to the door, worked my way through the line-up, got my shot and waited the required 15 minutes before leaving, the whole process was 37 minutes.

That’s pretty amazing service.

I know in the beginning of the vaccine rollouts there were many issues with booking appointments, wait times and miscommunication. I’ve written some critical thoughts in this space, but I’m more than happy to eat my words and give praise where praise is due.

As of Tuesday afternoon, 79.1 per cent of those 12 and older in B.C. have received their first dose and 46 per cent have received their second dose.

In addition, 80.2 per cent of all eligible adults in B.C. have received their first dose and 49.1 per cent (myself included) have received their second dose.

The system is working. People are getting vaccinated and we are winning this battle.

I’ve never been so happy to get a shot, and you all made it easy to do so.

PNE deserves all our support

n 1975, my summer was cut short on Aug. 15 when I got the bad news that my mom, who knew someone at the PNE, found me and several of my friends jobs at the annual fair.

Suddenly, our carefree Frisbee playing days at Jericho Beach were no more. Now we had to get up early and bus down to Hastings Park to sling tacos, fry onions, set up the ring toss booth and in my case collect tickets for the train that circled the grounds.

I was choked that I was missing valuable beach time, but after a couple of days I liked the idea of making some decent coin before heading back to school.

Riding around the grounds turned out to be a lot of fun.

I can still smell the various fragrances at different points of the route. Onions and candy floss would morph in to popcorn and candied apples, and as the train approached the barns at the western edge of the property, the pungent aroma of cow manure.

The fair at the PNE was originally an agricultural exhibition that was a vehicle for ranchers and farmers to showcase their livestock and

products and to buy and sell inventory.

Last week Delta South MLA Ian Paton participated in a rally in Vancouver to support PNE workers and the fair in general. Paton’s family has been involved with the PNE since the 1930s and he has been a director of the British Columbia Youth in Agriculture Foundation (BCYA) for 35 years.

The PNE is looking for funding to creep out of COVID debt and is looking for provincial government support to come up with $8 million to ensure the fair can continue to operate. This has resulted in Vancouver and Victoria squabbling with each other over whose responsibility it is to

keep the fair viable.

The agricultural component of the PNE is hugely important as it supports 4-H initiatives and the BCYA. And, if you have children, you more than likely have seen the faces of joy and wonderment as kids and toddlers pet the cows and pigs in the stalls.

The BCYA used to have a yearly auction and fundraiser to raise money for youth agricultural projects around the province. Fresh Roots, and Delta’s own Farm Roots and Project Pickle have benefitted from this fundraising opportunity in the past.

I am hopeful that local and provincial governments, and possibly private industry, can get together to keep this renowned institution afloat.

The PNE contributes about $200 million to the local economy during the course of two weeks. The fair will not generate that revenue in its limited operations this year, but it will be open. I encourage everyone to head down to Hastings Park and enjoy a free concert, pet a cow and enjoy a foot long hotdog.

SkyTrain light metro is the wrong way to go

Editor: Friday’s federal funding photo-op for the $3.95 billion, 18 km Expo Line extension to Langley didn’t mention that the project is almost $1 billion short of funding and the shortfall must be made up by the province and TransLink, with higher user fees, transit fares, gas taxes and the many more hidden taxes that subsidize the present SkyTrain light metro system.

That does not make for good photo-ops.

If Trudeau and Horgan really wanted to reduce pollution and congestion, SkyTrain light metro is the wrong way to go, because it doesn’t. It has been recognized for decades that lightmetro is very poor in reducing congestion and associated pollution, as

Vancouver has demonstrated.

Metro Vancouver’s SkyTrain light-metro system has been one of the most studied systems in the world and the results show that when compared to modern light rail, Vancouver’s SkyTrain not only costs much more to build, it costs more to operate and maintain, lacks capacity and lacks flexibility in operation.

Most telling is mode share for transit has not changed much in the past 50 years and hovers around 15 per cent.

The SkyTrain has not attracted the motorist from the car.

No one has copied Vancouver’s transit planning and only seven examples of the proprietary railway that is used on the Expo and

Millennium Lines have been sold in 40 years!

Despite the shrill claims, alternative facts and fake news of the SkyTrain cult, Friday’s announcement has condemned Metro Vancouver and the Fraser Valley to massive traffic congestion for another generation.

For a $1.5 billion investment, using the Rail for the Valley’s Leewood Study, Vancouver/Richmond could have been connected to North Delta, Central Surrey, Cloverdale, Langley, Abbotsford, Sardis/ Vedder and Chilliwack, with a modern 130 km regional railway that by its very nature would attract far more customers.

Putting value on and into our parks Editor: In the July 1 edition of the Optimist Mr. Tom Morrison wrote regarding Boundary Bay Park and the Metro Vancouver plans for it in the future.

Mr. Morrison raises a great question around Metro Vancouver’s plans for the park and what its value is. How do we as a society or as a civilization value natural spaces? In my mind not very well - everything is assigned a value and seen as a resource to be exploited, generating an ROI that never considers the bottom line of the real cost of environmental degradation.

In my mind, I want my tax dollars, in part, to be used to aid in the preservation of something, some small slice of this damaged and decaying planet (which obvi-

ously will still be here long after we are gone).

I value being able to look at open space and being able to imagine it not criss-crossed with gravelled walking paths, bicycle trails and dog excrement, but a place of refuge for native plants, some surviving birds, insects and wildlife.

I am not sure what people want or expect of the park - certainly thousands see it as a great beach in the summer.

Perhaps people would feel they were getting tax dollar value if it was one third dog park, one third parking and maybe the rest split between a water slide park (enclosed for all weather use) and barbecue pits.

Unlikely, but it would be great to really hear the community voices!

gests a contact at Metro Van Parks. That is a great idea.

An alternative would be to become involved in the Boundary Bay Park Association, who, in partnership with Metro Van Parks, promotes community awareness, appreciation, understanding and enjoyment of Boundary Bay Regional Park while preserving and enhancing its natural and historical features. We meet regularly with Park representatives and are always looking for volunteers (and particularly Directors).

Metro Vancouver is installing the Annacis Water Main South – Phase 1 in the City of Surrey and the City of Delta. Construction will begin along 96 Avenue between 119B Street and 117B Street starting this summer until late 2021.

Road Closure Along 96 Avenue During construction there will be a full road closure along 96 Avenue between 119B Street and 117B Street. Access along 96 Avenue will be for local traffic only on both sides of the work zone.

Delta is buzzing with activities to be a Bee Friendly city.

A report to city council notes staff are in the process of installing a demonstration pollinator garden in Rotary Park at City Hall, which includes a diverse selection of pollinator-friendly plants.

The pollinator garden will have signage to educate the public about the benefits and characteristics of a pollinator garden and the individual plants.

Among the other actions are reduced mowing at the McCloskey Hydro Corridor to allow a pollinator meadow to form during the summer, in partnership with BC Hydro and the Cougar Creek Streamkeepers, incorporating pollinatorfriendly plants into existing plant beds around the city, as well as supporting efforts of a Ladner resident who is supporting the David Suzuki Foundations’ Butterflyway Project, which has a goal to establish habitat for local bees and butterflies in communities throughout the country.

Outside the new Douglas J. Husband Discovery Centre will be fruit trees and bee hives, highlighting the importance of pollinators to the agricultural community.

Activities by others

taking place include an initiative by the Ladner Business Association that sees a blend of cosmos seedlings from West Coast Seeds, called the Dr. Bonnie Henry Pollinator Blend, planted recently in the village.

The “pollinator patch” is to raise more awareness about the importance of supporting the different pollinators.

The Rotary Club of Tsawwassen, meanwhile, recently dedicated their time to planting a brand new pollinator garden at Earthwise Garden.

Last September, the City of Delta was declared a Bee City, becoming the 43rd Canadian city by Bee City Canada to have the distinction.

The designation is awarded to cities that publicly declare they will protect pollinators and their habitats through coordinated and collaborative actions that align with the Bee City program.

By becoming a Bee City, the city has committed to protecting local pollinators by increasing the number of pollinator-friendly flowers in current and future civic garden beds and rain gardens, modernizing municipal mowing practices to benefit pollinators and developing partnerships with interested members of the community.

Federal and provincial environmental assessments are nothing more than a cruel hoax.

That’s what Fraser Voices spokesperson Otto Langer told the Optimist following a rally at a jet fuel tank farm under construction in Richmond, a gathering that included about a dozen concerned citizens trying to raise awareness about various projects they say threaten the Fraser River estuary including several on the Delta side of the river.

“The way these things are done, you’re bypassing proper environmental impact reviews and here we are in 2021 and they’re playing games you would have seen in the 1960s. It’s so frustrating,” said Langer, a retired Department of Fisheries and Oceans biologist.

The Vancouver Airport Fuel Facilities Corporation’s tank farm is to provide jet fuel for YVR, a project opponents say not only poses a danger for the area but makes little sense with fuel still trucked from the facility instead of being piped to the airport.

Meanwhile, major concerns continue when it comes to FortisBC’s big expansion plans for its Tilbury LNG facility in Delta as well as the adjacent application for an LNG export facility, called the Tilbury Marine Jetty Project, by the Tilbury Jetty Limited Partnership.

Lehigh Hanson Materials Ltd., meantime, wants to build a grinding facility with a marine terminal, adjacent to its existing cement plant on Tilbury Island, which would produce up to 650,000 tonnes of supplementary cementitious material per year when fully operational, as well as bring thousands of additional truck trips into Delta.

Fraser Voices has

also voiced objections over the application by the Port of Vancouver to build the Terminal 2 Project, a three-berth container facility that would be located on a new man-made island at Roberts Bank.

The port is submitting additional information requested by the federal government on the application and the port authority is hoping for a decision later this year.

Langer notes the environmental review was flawed from the start including the findings and recommendations from a federally-appointed review panel.

The option to replace the George Massey Tunnel, which the province has yet to announce, could also be a great concern, he said.

“You just shake your head. Is someone going to try to put this all together and try and do a decent job? At least (former Prime Minister Stephen) Harper said he would water down environmental reviews and get rid of half the protections. We at least knew what he was doing. Now (Justin) Trudeau has come along to supposedly save us all but nothing has really changed,” said Langer.

The lack of proper oversight and an overall industrial plan means harmful projects will be added on a piecemeal basis with residents unaware of the scope of what could be the end result, he noted.

“It’s frustrating for some of us old timers that have been through this, so many times in the last 50 years. Right now, the pressure on the estuary is greater than it’s been any time in the past. The government claims to be doing so many good things for the environment and protecting the economy but that’s all really highly misleading. It’s actually a cruel hoax how the

government is packaging these items,” added Langer.

He noted members of Fraser Voices are to meet later this month with staff from B.C. Minister of Environment and Climate Change Strategy George Heyman’s office later this month.

Washington State governor makes historic visit to Point Roberts on border closure concerns MARK BOOTH

Washington State Gov. Jay Inslee visited Point Roberts on Friday to hear from residents about the impacts of the prolonged closure of the Canadian border in response to the COVID pandemic.

Inslee became just the third governor to ever visit Point Roberts, after Govs. Albert Rosellini and Gary Locke visited during their time in office, respectively.

The governor publicly reiterated his call for the U.S. and Canadian governments to find a way to reopen the border to help communities like Point Roberts, which is only accessible by land via border crossings with Canada.

Inslee sent a letter earlier this month to U.S. Secretary of State Antony Blinken and Secretary of Homeland Security Alejandro Mayorkas urging an immediate full or partial reopening of the U.S.-Canadian border to provide relief for individuals and communities impacted by the prolonged closure.

“We’re working hard to find more ways to support Point Roberts, building on the strategic reserve funding I announced last month,” Inslee said.

Funds of $100,000 from the state Strategic Reserve Fund will help provide food security for the community and avoid a food crisis in this remote

area of the state. The strategic reserve funds went to Point Roberts’ International Marketplace, the only grocery store in Point Roberts.

The Marketplace recently announced that due to losses associated with continued closures of the U.S.-Canada border, they might be forced to close on July 15. With these funds, the grocery store will be able to retain its 10 employees and possibly add three more jobs when the border reopens and business picks up.

These state funds complement federal funding support provided through the American Rescue Plan Act (ARPA) and other COVID-19 relief legislation, which were secured thanks to the efforts of U.S. Sens.

Inslee was joined

by DelBene, state Reps. Alicia Rule and Sharon Shewmake, and Whatcom County Executive Satpal Sidhu on the visit to Point Roberts.

The Point Roberts community has been isolated due to the closure throughout the pandemic, and while all Washington communities have been impacted, the situation up there is unique,” Inslee said.

Our world is changing and evolving daily.

At times it’s becoming better, and other times worse. That’s just like us, who are hopefully becoming better at life. But maybe you are becoming worse.

The thing I have found that makes many of us feel overwhelmed is the unknown. We are in a storm of constant change and new rules, and it feels like the waves are getting higher. The whole world feels overwhelming.

Yet as Christians, we should not be. Why? We would say because of God. So what difference does God make in a changing world that’s becoming more uncertain? And why trust Him anyway?

Theologians refer to the immutability of God, meaning God is always the same, even in a world that’s constantly changing. To know that our God is not influenced or challenged by changing

times allows us to rest in His stability. He has always been here, and He will always be here.

He doesn’t change and He’s not becoming anything. He already IS. God sometimes referred to Himself as the “I AM.” He says to Moses from a burning bush, “I AM who I AM.” (Exodus 3:14) Hebrews 13:8 says, “Jesus Christ is the same yesterday and today and forever.” But this does not mean that God is

not involved in our lives, because in the Bible we clearly see that He is, even if you don’t see it.

But His character… who He is, that won’t ever change. No matter what happens in our world, no matter how you feel, this will always remain true. God is love.

God is powerful. God is present. God is faithful.

God is in control.

Do we know all the reasons for all the changes in the world? No! Have things in your life changed unexpectedly?

Yes! Especially during COVID, almost daily. Do you know when this is all going to be over? We don’t, and it looks like it could be a while.

But here is what you do know, God will always remain the same. No matter what happens, you can anchor yourself to Him in the waves. If you need a rock that you can cling to that will not be moved, God is that Rock.

So why not invest in your quality of life?

Capturing the beauty and complexity of life for 50 years

Though it’s changed and adapted through time, the Delta Photo Club has kept cameras in their hands for half a century DANI PENALOZA

The Delta Photo Club is triumphantly emerging from the pandemic’s storm with their members connected and optimistic for what their next season will look like.

And now, as B.C. is opening back up again, they are hopeful to celebrate the club’s 50th anniversary – at least, at some point.

“Our celebrations for the 50th were definitely derailed by COVID-19,” says Karoline Cullen, the DPC’s workshop coordinator. “We certainly had planned to have some exhibits and some other celebration-type functions to introduce the photo club again to the community, but that didn’t happen, so, as we start our 51st year, we might have some acknowledgement for that [accomplishment].”

Despite all the challenges, the club remained active in its

usual September to May season, and continued to run their workshops, photo sharing nights, competitions, and social events online.

“There is something to be said about not having to get properly dressed and jump into your car and maybe drive for half an hour. And in the dark depths of November and rainy winter, it’s kind of nice to just have your cup of tea or coffee, and roll up to your computer and go, ‘let’s have a meeting!’” says Cullen.

Zoom brought with it more opportunities for the DPC to host international guest speakers, including from Argentina and Germany, and also give members the opportunity to tune in from wherever they were.

Because some aspects of their club turned out to work better on an online format, Co-president George Pierce says that their new season starting in September will be a hybrid of Zoom and in-

As for how the club has successfully gone on for so long, Pierce credits

all the DPC’s great volunteers and the overall welcoming, inclusionary environment.

“It’s a place to relax and talk about a hobby that we have a common interest in,” he says.

Cullen adds that she has always been astounded with how willing members are to share their knowledge and wisdom with one another.

The environment is also very encouraging and friendly, and she feels that this plays a role in how they have been able to successfully run for this long.

The DPC is open to all skill and experience levels and covers a variety of interests, some of which include portraiture, nature, documentary, sports and fine art, reads their website.

Both Pierce and Cullen say they would love to have some younger members join their club to add even more perspectives and, together, all learn from one another.

Live music set to return for residents at Tsawwassen care home

This Saturday (July 17), KinVillage care home residents will be tapping their feet and dancing along to the live band playing from their patio.

By having some windows opened, the music will still be able to travel into the care home for residents to hear and also see playing in front of them, says Bettina Salini, director of wellness at KinVillage.

“It’s really about bringing joy and memories, but especially because of COVID, the joy factor

is super important … we believe in the healing power of music and that it can truly and deeply affect you for the better in a transformative and healing way,” says Natasha Mihell, Heart For Music program planner.

Salini says she is very excited to see the live band, MAD Jazz LIVE, perform and knows that residents are going to love the entertainment.

“They have taught us this last year what patience, resilience is and what it looks like … we’ve learned so much from them on how to look at things from a

perspective that we never lived in our generation,” said Salini. “They’ve lived through war, some of

them have lived through the Depression, too, and those who come from other places, the differ-

ent political economic situations that have happened. They’ve gone through a lot.”

Since 2019, Rick’s Heart Foundation has brought music to various care homes throughout the Greater Vancouver area as part of their Heart For Music program, including to KinVillage where they donated MP3 players, iPod Touches and headphones that year.

“For these seniors who, especially during COVID19, have been so isolated and affected by the bigger pandemic of loneliness and mental health struggles, they’re able to

be transformed through this,” added Mihell.

Rick’s Heart Foundation leads and funds programs for people marginalized by poverty, addiction, personal crises and isolation. And, specifically, the Heart For Music program was inspired by founder Rick Diamond’s personal experience with his late father, who suffered from dementia.

Salini hopes this event will be the beginning of many more as the pandemic gets under control, as she emphasizes just how important socializing and having joy in life is to health and wellness.

Bard in the Yard youth drama camps back for another summer MARK BOOTH

“Bard in the Yard” youth drama camps are back for a fourth consecutive summer in Delta. The camps were launched in 2018 by actor and teacher Jim Martens as a unique outdoor, activity-based day camp for youth who have completed Grade 4 and up.

Jim—Delta’s own Santa Claus—is joined this year by three other instructors, Julia Nichols (first year), Tom Schultes (fourth year), and Michael Kirk (fourth year).

There are two “Bard in the Yard” camps this summer: this week (July 12 to 16) and Aug. 16 to 20 (from 10 a.m. to 1 p.m. each day). All Bard in the Yard day camps take place outdoors in

Tsawwassen and there are numerous tents for any inclement weather situations as well as a dedicated washroom facility for participants.

The popularity of the camp has brought a number of students back for their second year of involvement.

“I enjoy the fun, immersive learning environment at Bard in the Yard! We do role-play games to help us with improv, we laugh a lot, and you meet lots of new friends,” said Carys Woolford. “I love that I can be creative, and the actors decide what will happen in the scenes we are performing. You learn how to project your voice, to write your own monologues and scenes and how to express emotions on stage.”

Ten percent of camp fees go towards Delta Youth Theatre student scholarships. It’s another way Bard in the Yard helps to build the future arts community in the Lower Mainland.

Pop up parks and street FUN-iture have arrived in Delta for the summer.

Last year as the community and businesses were hit hard by the pandemic, Delta’s new Community Resilience and Economic Recovery Support Team (CRERST) initiated the installation of 18 “We Love Delta” Adirondack chairs at the Social Heart Plaza, Elliott Street Wharf and the Tsawwassen Library.

To build on that initiative this year, additional street furniture placemaking and other outdoor features have come to the city’s business dis-

tricts, including seating/ eating areas with draped lighting, as well as recreation activities such as ping pong and bocce.

In Ladner, for example, a We Love Delta Pop-Up Park was set up on Bridge Street.

It involves a full street closure on Bridge Street from Delta Street to Harbour Stroll, but the portion of Bridge Street west of Harbour Stroll will be open to local traffic only.

The section of street was overlaid with recycled synthetic turf and activated with picnic tables with umbrellas, moveable tables and chairs, Adirondack chairs, bocce, a corn hole game and ping pong.

projects, which was dubbed as “Street FUNiture” by Delta staff.

Delta, in partnership with the university, conducted an online survey to engage with the community about placemaking, finding strong support for the initiative.

“Installing pop up parks in Delta’s business districts also encourages residents to stay local and drives consumer traffic to ‘main street’ businesses that have been significantly impacted by the pandemic,” a civic report notes.

Other pop-up parks are located at the Elliott Street Wharf, Wade Park, McKitrick Park as well Brandrith Park. The city is also planning to open outdoor reading rooms at the three libraries.

tantly obvious just how important tourism is for the city’s economy.

“These businesses can’t rely solely on residents, and we’ve heard that from our business community – that they need visitors, they need tourism, they need people coming and visiting our community from outside of our community to help their businesses thrive,” she adds.

And when local businesses are thriving, their communities thrive, and it just continues in a looping circle of supporting one another.

Delta parks provide unique experiences in the great outdoors Delta is blessed with vast amounts of outdoor space in which to get outside and enjoy.

Getting exercise for physical and mental health is now even more important as we continue to be challenged by the COVID-19 pandemic.

Here are just a few places where you can get outside, enjoy a hike and get in touch with nature: Deas Island Regional Park Located on an island in the lower reaches of the Fraser River, this is a great place for a picnic, a quiet walk or a paddle along the slough. The tall cottonwood trees and surrounding wetlands are home to a variety of wildlife – from eagles and chickadees to frogs and otters.

The park derives its name from John Sullivan Deas, a free Black tinsmith, who established a salmon cannery on the site in 1873. Deas Island Regional Park is home to three local heritage buildings: Inverholme Schoolhouse, Delta Agricultural Hall and Burrvilla.

Tinmaker’s Walk is a 3 m wide trail, with a coarse gravel base, with minimal grade changes.

The trail may be accessible for some users from Fisher’s Field to the Heritage area parking.

The trails to the west of Muskrat Meadow are soft/sandy and may be difficult for most wheelchair/stroller users.

Park hours are: June 8 to Sept. 6 from 7 a.m. to 10 p.m.

Boundary Bay Regional Park Sandy beach and tidal flats draw crowds in the summer. But Boundary Bay is a great place to explore year round, whether on the trails near Centennial Beach or on the wide open Dyke Trail with its big views.

There are 24 km of hiking trails, 18 km of horseback trails and 20 km of cycling trails.

Park hours are: June 8 to Sept. 6 from 7 a.m. to 10 p.m.

Delta Nature Reserve As the only publicly accessible part of Burns Bog, the Delta Nature Reserve allows visitors to experience bog ecosystems. Stroll along rustic boardwalks meandering through forests and hardhack meadows, and

Delta is a haven for farm-to-table options

From roadside country stands to bustling weekend markets, Delta offers a wide-variety of farmto-table options to enjoy from spring to fall.

Locally grown produce is always featured at the ever-popular Ladner Village Market. The 2021 season began on July 11 with additional dates set for July 25, Aug. 8, Aug. 22 and Sept. 12. The market is open from 10 a.m. to 4 p.m.

There is also an opportunity to purchase fresh produce in Boundary Bay. A farmer’s market opened in June in the new Southlands Community. It takes place in the Market District, which features a heritage Red Barn and the historic Alexander/ Gunn House that stands

as a tangible legacy of farming on this land.

The weekly farmers markets takes place every Saturday until Dec. 18 from 10 a.m. to 2 p.m.

In additional to the markets are opportunities to visit farms and retail stands throughout the community.

It will be more than just a museum.

Located next to the Delta Archive in the Ladner civic precinct, the Douglas J. Husband Discovery Centre promises to deliver residents an interactive experience to learn about Delta’s rich past, an experience that goes beyond the usual static museum displays.

According to the Parks, Recreation and Culture department, other than a few software updates, work on the new facility is almost complete.

When an individual or group first checks in, they can custom tailor

their tour for the various kiosks, which can be swapped out by the department for new displays. They provide digital story telling as well as fascinating artifacts.

The centre will have a section dedicated to telling the story of North Delta including that of its South Asian and Norwegian pioneers, as well as areas dedicated to farming, transportation and others.

The displays include, among other things, a “then and now” split screen of various Delta locations, an estuary section as well as the ability to create your own custom-made digital quilt using various items.

Other features include a greenhouse display, a water table where one can create their own delta, an education room for groups and a “habitat theatre” where people can interact with wildlife of various areas including Burns Bog. The facility even has certain ambient sounds piped in to provide a further sense of Delta place.

A heritage orchard with accompanying education programs will be located outside.

The facility is named after former Mayor Doug Husband, a lifelong Delta resident who passed away last year. Due to the ongoing COVID-19 pandemic, the facility is not yet open to the public.

Delta is a nature lovers paradise

The Fraser River delta is an important part of the Pacific Flyway, a stopping point for more than five million migratory birds annually. As a result, Delta’s become a haven for bird watchers that continue to flock to a number of hot spots to catch a glimpse of the local wildlife.

Delta is consistently at or near the top of the annual Christmas Bird Count, a national initiative to record the number of bird species.

The 300-hectare George C. Reifel Migratory Bird Sanctuary on Westham Island is a favourite location for birders. Almost 300 species have been sighted at the marshland reserve, including thousands of snow geese every fall.

Delta is also a great place to view eagles, hawks and owls, and although you’ll see more of these magnificent raptors in the winter months, they grace the area year round. If the statuesque great blue heron is a favourite, there’s no shortage of these graceful creatures along the Tsawwassen ferry causeway. As well, keep your eyes peeled for them at the edge of farm fields, where they can often be spotted looking for food in irrigation ditches.

Bird watching is a favourite past-time in Delta.

In addition to the Reifel Sanctuary, here are some other spots for birders: Burns Bog Burns Bog, one of Delta’s ecological treasures situated between the Fraser River and Boundary Bay, is home to over 150 species of birds.

Located at 8000 Nordel Way, the Delta Nature Reserve is the only public access to the bog and features a boardwalk and gravel trails. Burns Bog also provides habitat for about 30 species of mammal, including blacktail deer, red fox bobcat, coyote and beaver.

Regional Parks Boundary Bay Regional Park is a hub of ornithological activity, particularly in spring.

Take a quiet walk on the dike or kick off your shoes and dip your toes, or more, in the warm

water of Centennial Beach. Deas Island Regional Park, on the banks of the Fraser River in Ladner, has a number of picturesque walking trails and picnic spots.

Visit in the evening and you’ll likely see bats that make their home in the attic of a heritage building in the park.

Dikes On the edge of the city’s sprawling farm fields, the windswept dikes are a favourite spot for birders in search of majestic raptors or shorebirds by the thousands. The dike around Boundary Bay can be accessed from a number of locations, including the foot of 64th, 72nd of 104th streets and 17A Avenue. There are also dikes along the Millennium Trail and on River Road West near the Westham Island Bridge.

Reifel offers sanctuary to the birds and a place to explore

The George C. Reifel Migratory Bird Sanctuary, located 10 kilometres west of Ladner on Westham Island, is an ideal spot for birds on the Pacific Flyway to rest and refuel.

The 300-hectare (850acre) reserve consists of managed wetlands, natural marshes and low dikes in the heart of the Fraser River estuary.

Almost 300 species of birds have been sighted at Reifel over the years.

Many species are resident year-round or visit during the summer to raise their young, while others spend their winters at the sanctuary.

A yearly highlight is the arrival in fall of thousands of snow geese from Wrangel Island, which are a sight to behold as they feed in the marshes

and farm fields surrounding the sanctuary before heading back to Russia when winter is over.

In spring, many western sandpipers pass through the area and often frequent the shallow ponds of the sanctuary. Owls, sandhill cranes, chickadees, warblers and many other species can be found by walking the trail network.

The resident mallards are always friendly, particularly if you’ve picked up a bag of seed, or two, from the gift shop.

In terms of vantage points for bird watchers, a 10-metre high observation tower in the northwest corner of the sanctuary provides an excellent view of the shallow ponds and intertidal marshes outside the dikes.

I have a small leak in my hose-bib. Should I bother fixing it? Are there other plumbing things I should consider doing in the summertime?

Your hose bib is certainly worth fixing. It could be something as simple as a washer or it may be something more serious. If it is not a Frost Free Hose-bib, it may have frozen and cracked over the winter. Hose-bibs can cause a substantial flood if not taken care of. If you do need to replace it, make sure you go to a Frost Free Model.

I am a big fan of doing things in the off season, when there is not a sense of emergency. When it is Hot out, I think people should be servicing their Boilers and Furnaces. That way they will be good and ready for when the cold comes. It’s also a good time to consider any outside work. Adding Gas lines and BBQ Boxes.

South Delta Secondary French immersion student Georgia Jacobsen says she was absolutely shocked when she got an email announcing she had won a $4,000 scholarship.

She laughs that she had nearly forgotten about the whole project because she had finished her video on the Noble Prize-winning physicist Marie Curie back in January.

“I find her to be very inspirational, as she is the first woman to win a Noble Prize and she broke down a gender barrier in the field of sciences. I found that really inspirational to young women, in particular,” says Jacobsen, who just finished Grade 10.

Put on by L’Association canadienne des professionnels de l’immersion (ACPI), the 2021 Clip competition aimed to promote student creativity and encourage learners to continue studying French when they move onto post-secondary.

The scholarships given to the 19 winners are to be used at one of the four participating universities that offer French-based programs including the University of Ottawa, Université SainteAnne, Saint Paul University and York University.

“It’s quite an honor. I’m not sure what I want to do for university, but to have this opportunity is super exciting for me, and I’d love the chance to go study in one of these places,” she adds.

dents who placed in the competition, Jacobsen was one of the only two students from B.C. First place high school winners won $12,000, second place won $8,000 and third place winners won $4,000 to be put toward pursuing an education at those four Canadian universities.

Jacobsen would like to thank her French teacher, madame Turgeon, who she has had since Grade 8.

“She’s stuck with me through it all,” she laughs.

Jacobsen says that she started French Immersion in Grade 6 and went into the program as a “spur of the moment thing.”

After discovering that her elementary school had one French immersion spot left, she jumped at the opportunity.

“I was like, ‘okay, let’s give this a try and see how it goes’, and now, I love it,” she says.

Euan Aitchison didn’t have to look far for advice on what it would be like to take his soccer career and studies well beyond his home province.

The 2021 Vancouver College graduate and Total Soccer Academy product from Tsawwassen has committed to the University of New Brunswick for the coming 2021 season. The Reds are part of U Sport’s Atlantic Conference which means a steady dose of other schools in the Maritimes and getting to know a part of the country Aitchison has never been to before.

He will at least have one familiar teammate as fellow TSS product Chris Schmit will be joining him. Both were part of the 2003-born fulltime academy squad that was launched in 2013.

“There were a few schools that I wanted to go to that were somewhat local then I heard New Brunswick had interest in me through (TSS technical director) Colin (Elmes). It was far away and I was down for that. I knew how much fun my sister was having,” said Euan.

His sister is Kathleen Aitchison, a starting midfielder at the University of Nebraska, heading into her junior season this fall.

She would typically be home for the summer and suiting up for the TSS Rovers of the Women’s Premier Soccer League. However, the COVID-19 quarantine traveling rules, which were only recently eased, made staying put at the Lincoln campus the most logical choice.

“I would have only been out of quarantine for a week or two so it really didn’t make any sense to go home,” she said. “It’s been a benefit staying here, especially since we have a really big freshman class coming in. We’ve been able to help them and integrate them into the team. We will be going into the fall season extra prepared because so many of us stayed here.”

COVID wiped out the typical NCAA Division One fall season but the Cornhuskers did play a spring schedule that saw Kathleen start in all 10 games. There is a distinctive B.C. flavor to the team thanks to the program’s connections with TSS. She is joined

by Richmond natives Dakota Chan and Natalie Cooke as scholarship recipients.

“It has been absolutely amazing here,” continued Kathleen, who is majoring in psychology as an honour roll student. “There is no pro sports team here and football is the biggest thing around. It benefits all the other sports and elevates them to the point where you feel like you are being treated like a professional athlete. It’s so cool.

They take care of you so well.”

As for Euan, he will be making his way to Fredericton in early August and all signs point to the Reds playing a complete fall season. He praises his development at TSS that led to this opportunity.

“We played (B.C. Premier Soccer League) teams all the time and even in the games we didn’t win you could see the difference in the style of play. I don’t think I could have thrived or done anything better somewhere else,” he said.

UNIVERSITY OF NEBRASKA ATHLETICS/TOTAL SOCCER SYSTEMS

With his sister Kathleen heading into her junior season as a starter at the University of Nebraska, Euan Aitchison is set to start his post-secondary career at the University of New Brunswick this fall. The Tsawwassen siblings are both products of the Richmond-based Total Soccer Systems (TSS).

Kathleen was doing the TSS Academy sessions once a week on top of her club play at the BCPSL level before joining the program full-time in her Grade 10 year, working with Brendan Quarry.

“It was honestly was what made me into the player I am today,” said the Little Flower Academy graduate.

“Previously, I was playing on

a couple of teams and doing the TSS academy on the weekends. I would see small differences popping up in my game by implementing some of the things I was learning from Brendan. Eventually I realized making the switch would completely change how I played. I really thrived in that environment especially as Brendan as my coach. He

Playing their first home encounter in over two years, thanks to the COVID-19 pandemic wiping out about 40 games over two seasons, the Islanders dropped a 20-7 decision to the Victoria Shamrocks in front of close to 300 fans at the LLC. The loss came on the heels of a 16-7 setback to the Burnaby Lakers two days earlier, leaving the Islanders six games to play in their B.C. Junior “A” Lacrosse

“Because we have had a couple of rough seasons, that first loss (on Friday) kind of put them back into that hole,” added Ogilvie. “They had just started feeling good about themselves and the loss can bring back the old memories and it compounds.

“We have a lot of talent in that room but that first game we played so far below what we are capable of. Today, there were moments of competing then moments of dumb penalties. We now know we have a lot of stuff to work on.”
