Patients are benefiting from enhanced medical imaging procedures thanks to a new addition at Delta Hospital.

The Peter C. and Elizabeth Toigo Diagnostic Services Building opened in March 2020, at the beginning of the COVID-19 pandemic. At that time, the priority was to ensure the building was operational for patients who needed access to these services.

Last Friday, the province provided an update on the services that have been offered thus far as well, the Delta Hospital and Community Health Foundation offered thanks to the community for all their support in ensuring the project was built.

According to statistics from the province, from April 2019 to March 2020, Fraser Health conducted approximately 51,000 medical imaging procedures and 580,000 laboratory tests at Delta Hospital.

“We’re investing in diagnostic services across the province to ensure British Columbians have quick access to accurate diagnoses and care,” said Adrian Dix, Minister of Health. “As Delta and surrounding communities continue to grow, this new addition will ensure local patients have access to the services and equipment they need today and into the future.”

The building features state-of-the-art equipment and provides more space for patients and staff. The addition, built near the hospital’s main entrance, is approximately 800 square metres, about two and a half times larger than the previous space at Delta Hospital. The building provides services that include mammography, ultrasound, X-ray and CT scanning, and is designed to accommodate future services.

As part of the expansion, a larger laboratory space was created, which allows for physical distancing and enhances infection prevention and control.

The building also has a pneumatic tube system so specimens and blood products can be sent and delivered in seconds, rather than having someone deliver samples by hand. This limits the number of people handling a sample.

and features plenty of natural light to provide a better patient experience. The building provides more space and privacy in exam rooms, and a larger outpatient waiting area.

“Having a prompt diagnosis and early access to treatment can positively impact a patient’s care experience with the health system,” said Dr. Victoria Lee, Fraser Health president and CEO. “Diagnostic services play an important role in the patient journey, helping people get back to activities they enjoy as quickly as possible.”

This $15.1-million project is a collaboration between the Province, Fraser Health and the Delta Hospital and Community Health Foundation.

Through the Province, Fraser Health contributed $7.6 million and is providing ongoing operational costs. The foundation raised $7.5 million, including a $2.5-million donation from the Toigo family and $2.4 million from the Delta Hospital Auxiliary Society.

“We are sincerely appreciative to our foundation donors and their ongoing commitment toward Delta Hospital and health care in our community,” said foundation executive director Lisa Hoglund. “Although we could not celebrate the opening of this state-of-theart expansion the way we envisioned, we are grateful to our supporters who are committed to creating a community that thrives around its hospital.”

The City of Delta is looking to directly involve itself in the future of the hospice facility in Ladner.

In a letter to Fraser Health Authority board chair Jim Sinclair and health region president and CEO Dr. Victoria Lee, Mayor George Harvie noted that the FHA is in position to soon require the Irene Thomas Hospice and the Harold and Veronica Savage Centre for Supportive Care buildings are vacated by the Delta Hospice Society, and the city supports the termination of the lease.

Noting it’s an important step for continuing hospice services at the location, which would be in a manner that fully complies with provincial legislation, guidelines and policies, Harvie said it’s an opportunity to discuss with the FHA an option for the city to become the lease holder of the Harold and Veronica Savage Centre for Supportive Care building.

“Delta would subsequently sublease the building to the Society with a new board in place to ensure harmonization of service delivery by the Hospice consistent with Fraser Health Authority requirements and ensure that this asset remains whole to deliver vital services to the community,” said Harvie.

“In addition to continuity of services, it is our goal to retain the existing staff and volunteers of the supportive care centre that have made the hospice a centre of excellence in this community, to the greatest possible extent.”

to end the service agreement with the society without cause.

It’s due to the current society board refusing to offer patients the legal procedure medical assistance in dying (MAiD).

The current board reversed a decision by the previous board to allow it, putting it at odds with the province and FHA, which mandated that publically-funded hospices, that don’t have religious affiliations, provide it to those who request the procedure.

The health region last month announced that under the terms of an agreement with the society, on Feb. 25, it will serve 30 days’ notice, a provision contained in its contract with the society, for the DHS to vacate the premises.

Sinclair recently said the DHS, in addition to vacating the 10-bed Irene Thomas Hospice,

is expected to also vacate the Harold and Veronica Savage Centre for Supportive Care as well.

According to an advertisement in the Jan. 21 edition of the Optimist by the DHS, the society noted it still exists and will continue to be a strong advocate for palliative care, and will also continue to offer supportive care at no cost to patients, family members and caregivers.

The society said it will continue to maintain its hospice volunteer program and will continue to provide grief and loss counselling and support groups for adults, youth and children.

Fraser Health last month also announced that beginning Feb. 25, it will open five hospice beds at Mountain View Manor, a health region-owned and operated long-term care facility

located on the Delta Hospital campus of care.

Those beds will increase to the full complement of 10 by midApril.

Transfers to the Irene Thomas Hospice have been temporarily paused and any person seeking hospice care between now and Feb. 24 will be admitted to another hospice.

The DHS board stated it has urged Fraser Health to work with hospice staff to transition the operations of the Irene Thomas Hospice to Fraser Health so that no transfer of patients will be required.

The DHS board also noted it has always insisted the provision of MAiD in a hospice setting is contrary to long-standing principles of palliative care, which does not hasten or postpone death.

Despite Delta South being considered by many as a relatively safe seat for the B.C. Liberals, big dollars were spent to ensure incumbent candidate Ian Paton got reelected in last fall’s snap provincial election.

According to campaign finance reports released this week by Elections BC, Paton received $89,883 as an “inflow” for his campaign, having an “outflow” $69,488. Paton’s camp contends the figure spent is actually just over $47,450.

The B.C. Liberal Party was his main donor, money raised through the fundraising efforts of the local constituency association.

His expenses included $19,000 in advertising, $12,000 in salaries and benefits and over $4,000 for political signs.

In comparison, Delta South New Democrat candidate Bruce Reid’s campaign only received $5,657 and spent $4,875.

Green candidate Peter van der Velden received $7,908 and spent $3,866.

Paton finished with 12,828 votes (51.70 per cent of popular vote), Reid finished with 8,404 votes (33.87 per cent of popular vote), and van der Velden finished with 3,581 votes (14.43 per cent of popular vote).

Meanwhile, according

to Elections BC, in the riding of Delta North, the NDP’s Ravi Kahlon was also re-elected, having received $69,167 and listing $57,761 going out for last October’s election.

Liberal candidate Jet Sunner received $44,261 and his campaign spent $43,489, while the Green’s Neena Manral received $7,978 but spent $9,864.

Kahlon finished with 12,215 votes (56.78 per cent of the popular vote), Sunner finished with 7,179 votes (33.37 per cent of the popular vote) and Manral finished with 2,120 votes (9.86 per cent of the popular vote).

The last provincial election also saw parties and candidates eligible to claim up to 50 per cent of their expenses for reimbursement from the province.

It was part of a new law by the NDP that banned corporate and union donations.

The figures indicate Paton had a reimbursed amount of $21,403, while Reid was reimbursed $2,312 and van der Velden was reimbursed $1,933.

The figures also indicate Kahlon was reimbursed $25,307, Sunner was reimbursed $20,567 while Manral was listed as not eligible.

The NDP won a majority government with 57 seats, while the Liberals won 28 and the Greens won two.

The Delta Hospital Auxiliary thrift shops in Ladner will be re-opening their doors Saturday at 10 a.m.

The Delta Street operation has been closed since a suspicious late night fire on Dec. 27 that damaged the donation storage area.

The household and clothing stores came out of the blaze unscathed but the auxiliary needed to find another location for donations to be quarantined for 72 hours due to COVID-19 safety protocols. They didn’t have to look too far.

“We have leased out the (former) Lawlor’s Jewellery Store across the street,” said thrift shops coordinator Angie Smith on Monday morning.

“We are here right now and it’s a terrific space.

New Delta Police Deputy Chiefs sworn-in IAN JACQUES

The Delta Police Department officially has its two new Deputy Chiefs.

On Monday morning, during a short ceremony at city hall, Judge Kimberly Arthur-Leung swore-in Harj Sidhu, who was promoted within the department and Michelle Davey, who was a Superintendent with the Vancouver Police Department.

Sidhu becomes the DPD’s first South Asian Deputy Police Chief, while Davey is the first woman to be named Deputy Chief in Delta.

The appointments were necessitated by the recent departure of Deputy Chief Norm Lipinski who was named the inaugural Chief of the new Surrey Police Force in November.

“This is surly a milestone for both deputy’s in their policing careers as well as the DPD,” said Chief Neil Dubord. “The timing is perfect for you both to begin your roles. The Delta Police Department is in the beginning stages of developing a new strategic plan for 2021 to 2025. We recognize that the needs of the community are changing and we are committed to modernizing policing. Deputy Chief Sidhu has been with the Delta Police Department for 27 years and is known for his community-centred approach.”

Dubord said he has had many accomplishments in his career including the primary investigator on the high profile Panghali homicide investigation, as well as the development and implementation of the DPD’s current service delivery model, the Delta Service Enhancement Plan, as well as creating a computer software system that allows officers to account for

“Deputy Chief Davey is new to the department, but brings a wealth of experience with over 24 years with the Vancouver Police Department,” said Dubord. “She is a recognized subject matter expert in mental health issues, and has built innovative partnerships to help ensure those experiencing mental health challenges are not criminalized. Most importantly, she is known to be a champion in the role of woman in policing, including her participation in helping to create the B.C. Woman’s In Law Enforcement Association.

“I’m very glad to have both Deputy Chiefs with over 50 years of combined experience join our leadership team. So deputy’s, as you begin your new role, I encourage you to commit yourself to growing and developing your teams and ensuring they have the

tools and leadership to succeed.”

Mayor George Harvie, who is also chair of the Delta Police Board, also offered words of congratulations.

“I welcome you and wish you the best in your new roles on behalf of the Delta Police Board and the City of Delta,” said Harvie. “Normally we would have made this a grand event with your families and friends present, but due to COVID-19 restrictions we have had to limit attendance. Congratulations Deputy Sidhu on your promotion and your continued service to our Delta Police Department.

Delta confirms Spring Clean-up is cancelled IAN JACQUES

Spring Clean-up is officially cancelled in Delta – at least for this year.

The city confirmed in a post on its Facebook page late last week that the popular event would be canceled this year due to the on-going health and safety concerns around the COVID-19 pandemic.

“Unfortunately, as a result of COVID, the City of Delta had to make a difficult decision and cancel Spring Clean Up for 2021,” said Delta.

“This was important to ensure the safety of residents and the collection contractor. Spring Clean Up encouraged others

to come into our community and required a temporary increase to the collection workforce, requiring employees to work together in closer proximity and larger groups than regular garbage collection.”

It is expected that Delta staff will be reporting about the new program at the Feb. 8 council meeting.

“Delta council and staff understand the benefits of this program and the impact on the community. Therefore, understanding the community’s need to have some form of enhanced collection, the pandemic response was to implement a large item pick up program for 2021,”

said Delta. “This new program offers a more flexible schedule for residents to dispose of up to four unwanted, bulky items anytime throughout the year, including furniture, scrap metal, and mattresses (an item not accepted under the Spring Clean Up program).”

Delta said the Spring Clean Up program has only been canceled for 2021.

“Council will have this item brought before them again later in the year to vote on reinstating the Spring Clean Up Program for 2022,” said Delta.

ould this be the beginning of the end to the dumpster fire that is ICBC? On Tuesday, the provincial government announced that in mid-March, B.C. drivers will be receiving a one-time rebate cheque of roughly $190 – money coming from a surplus ICBC has accumulated with fewer claims during the COVID-19 pandemic.

The money will be coming to some 2.86 million drivers who held a policy between April 1 and Sept. 30 of last year.

Now I’m never one to turn down money – especially money from the government – but is this a case of too little too late?

If you ask the opposition B.C. Liberals it sure is.

Opposition critic for Public Safety and Solicitor General MLA Mike Morris says that it is totally unacceptable that B.C. drivers are the last in the country to see any reduction of auto insurance rates.

He also points out that drivers in B.C. are receiving $100 less than those in other provinces.

Morris has a point, but didn’t this mess start when his party was in charge?

Attorney General David Eby referred to the ICBC financial mess as a “dumpster fire” when the NDP took power in 2017, so for the Liberals to lay the blame squarely at the feet of the NDP now is a bit much don’t you think?

While I’m happy, as I’m sure every driver in the province who will be receiving this rebate is too, I’m also wondering if this is too little, too late.

For years now ICBC rates have been rising dramatically. When I chat with my relatives in Saskatchewan, for instance, they are astounded at the money I pay for auto insurance.

While the rebate is nice, the only way that we will all see consistent savings across the board is for the province to open ICBC up to competition so all drivers can shop around for savings. Until then, the dumpster fire, I suspect, will still be smouldering.

Travel dreaming keeps up going

re you like me and dreaming of white sandy beaches, Mai Tai’s, crystal blue waters and roman-

I can’t stop thinking about my next trip post pandemic or discussing with friends where they’ll go once they’ve had the vaccine.

My Instagram feed is packed with stunning pictures of Maui, Croatia, Venice and the English countryside to name a few. It is torture, but it also keeps me optimistic that some day in the future I can travel again.

Psychologists believe looking for a new adventure benefits our mental health because planning for the future gives us a lift. A 2014 Cornell University study found anticipation of a holiday increases happiness more than the purchase of material goods.

Prime Minister Justin Trudeau’s announcement last week that anyone flying into Canada will have to quarantine for three days in an airport hotel at $2,000 per person sure burst my bubble. I had high hopes for a summer holiday.

getting on a plane anytime soon, even to Montreal to visit close friends.

The threat of new COVID19 variants from Britain and South Africa is very scary. I support any restrictions that will stop the spread of the virus, but this has been a long year of staying home and I’m predicting we have another year to go.

For an already devastated travel industry the spread of a new variant is another blow.

The World Tourism Organization recently met to strategize how to restart tourism once the pandemic is over.

Their most promising idea is

a vaccine passport. If proof of a COVID-19 vaccine can kick start international travel I’m all for it.

Travelling is on the minds of everyone, whether it’s camping or cruising. Yet travel restrictions are a long way from being lifted. Sadly they continue to reduce our ability to connect with people we love and some we haven’t even met yet.

While we can’t predict the future, experts recommend planning an itinerary of where you want to go, whether that’s Cultus Lake or California.

Imagine it, think about it and talk about it, but don’t attach a timeline to it.

Travelling is deeply personal, it lifts us out of our comfort zone, develops compassion and broadens our world view.

It introduces us to new landscapes, language, foods and smells. Travel bonds relationships, demands critical thinking and flexibility.

I can’t wait to do it again, once we get approval for take off.

Serving up hope Editor: Who would have ever thought a pot of soup served on a rainy, wet Saturday in January of 1983 would be the start of a society that has now served and finished 38 years?

With the exception of the interruption due the COVID-19 pandemic from March to July of this year, in August we were granted the status of “essential service” allowing us to continue and we noticed how happy our friends and customers were, when they saw us back!

For this reason, I would like to take this opportunity to thank all the many people who have helped and contributed in helping us to serve the many needy people of the Downtown Eastside of Vancouver.

Every Saturday just before 10 a.m. the white truck of the Food on the Corner Society leaves the parking lot behind Thrifty’s and Joe’s Vegetable Market loaded with goods provided by the residents of Ladner and Tsawwassen for its

weekly mission, serving the folks in this most impoverished area.

In all these many years this Ministry has never failed even one Saturday!

I am so thankful for the many helpers who week-by-week make this important ‘mission possible.’

Whether the soup or sandwich makers, the folks that week-by-week serve and drive downtown, all contribute on a totally voluntary basis.

Some of our volunteers have been involved for all those 38 years. Indeed, a big “Thank You” to all!

The activity at our Society starts early in the week by some of our volunteers who collect the food items and then store them. The truck is loaded early Friday morning by a band of faithful people and then on Saturday morning’s, soup, sandwiches and urns of coffee are taken downtown, tables set up and lunch is served at 222 Main Street by our volunteers, many of them local families.

Who are some of our volunteers? You might be

surprised to find out we have had school classes making sandwiches, older folks in seniors’ homes also contribute making delicious sandwiches, some of the ladies contribute by knitting items for the cold winter months. All ages are involved with even the young children chopping vegetables for the soup and grandfathers making sandwiches.

And we have often been told that our soup and coffee are absolutely the best in the area!

The Food on the Corner Truck has participated annually in the Ladner May Days Parade, as well as the Sun Festival in Tsawwassen in August, and we have done so for many years.

Editor: I was heartened to read the recent story in the Optimist about the photographers abusing the wildlife management area at Brunswick Point.

The provincial government clearly needs to step up to control the photographers, who are so brazen (and so numerous) they have beaten a path out into the marsh past a sign posted by BC Environment urging people to stay on the dyke. (The sign has also been peppered by bullets, another indication of how seriously folks are taking the ministry’s

advice.)

With “wild” space on the Fraser Estuary shrinking due to human encroachment, development and rising sea level, wildlife management areas in the estuary grow ever more important and need to be greatly expanded. In the meantime existing wildlife areas need better protection.

As the situation stands, the road to Brunswick Point gets more government attention and upkeep with parking signs to prevent congestion and traffic jams leading to the dyke trails

and wildlife management area. But it seems to be doing nothing to prevent the invasion of photographers (worst offenders are readily identified by the rubber boots they wear so their feet don’t get wet in the marsh) into areas meant for wildlife. Rules need to be introduced before spring nesting season that would require people to stay on the dyke and be enforced with fines. Say $250 to $2,000 which is comparable to the fines for letting a dog off-leash in Vancouver parks and beaches.

DPD launches new public engagement portal Worried about drivers speeding through school zones? Perhaps you’re concerned about thefts from vehicles, or people stealing packages off front porches? Or maybe you’re feeling good about policing in Delta, but have a great idea on how to improve things in one area.

If you live or work in Delta, the Delta Police Department (DPD) wants to hear from you.

DPD has launched a new engagement portal – LetsTalkDPD.ca – as well as a public survey, to help gather public input in a number of key areas.

The new engagement portal requires basic registration – email and a postal code – to encourage focussed and accountable engagement.

“We are fortunate to have a progressive police board here in Delta,” said Chief Neil Dubord.

“Board members felt that given some of the societal changes we’ve been seeing across the country, as well as the impact of COVID, that we needed to make sure Delta Police was focussing on issues that mattered to the community.

“For example, over the years we’ve heard loud and clear from the community how much our No Call Too Small approach is valued, and that’s why it’s been an important part of our service delivery over the years.”

Dubord acknowledges while many get their updates on policing from social media, that’s not a solution that works for everyone, and some may not want to comment within that environment.

The LetsTalkDPD.ca portal is modelled after the City of Delta portal, and comments are moder-

ated 24/7.

DPD will also continue to reach out via Twitter, Facebook and Instagram, and is advertising the portal and survey on those platforms, as well as via local media.

The last time the department went out to formally gather public input was in late 2018.

The 2018 survey was timed to assess how the department was doing implementing its Community Safety Plan, which had been launched earlier that year.

At that time police collected feedback on a wide range of topics, including more than 300 comments.

The 2021 version of the survey contains many of the same questions, but also asks about the impact of COVID, and questions on diverse and equitable policing.

That’s why BC teachers believe so strongly that, at least for this school year, the Ministry of Education must stop the Foundation Skills Assessment (FSA).

With in-class learning disrupted and families’ lives full of anxiety, this is not the time to add to students’ stress with needless testing. And, with such inequitable access to technology and resources, it’s just not a fair assessment of their learning.

Instead, let’s take the time to build community and create class environments where students feel safe and ready to learn.

COVID-19 outbreaks at KinVillage declared over IAN JACQUES

Fraser Health has declared two COVID19 outbreaks at Tsawwassen’s KinVillage over.

The length of the outbreak in West Court, home to 100 care home residents, was 18 days.

Five staff members tested positive for COVID-19, but all have recovered and returned to work. No residents were infected.

During the 24-day outbreak on the third floor of South Court, home to assisted living and independent residents, a total of four residents were infected and sadly, two residents died. One resident remains in hospital and the other has recovered. No staff were infected.

“Although we are pleased that the outbreaks were well-contained, our KinVillage community mourns the loss of the two residents and extends sincere sympathies to their families and friends,” said CEO Donna Ellis.

Ellis acknowledges the tremendous efforts of staff, the active support of Fraser Health, and the cooperation of residents and families, in containing this very contagious virus.

“We are well-prepared to deal with outbreaks and our staff are skilled at infection control practices including careful surveillance and timely

follow-up of anyone showing symptoms,” added Ellis.

She also identified the single-site order that restricts each staff member to work in either West or South Court, but not both, together with assigning each staff member to work only in designated areas of each building during the outbreaks, as key factors in successfully managing these unrelated outbreaks.

According to KinVillage, restrictions on residents during an outbreak are severe, requiring isolation in suites, cancellation of all group activities, and no visitors allowed on site.

“Our staff are very sensitive to the negative impact these restrictions have and do their best to compassionately and creatively engage with residents and support them and their families, who are understandably concerned about loved ones living at KinVillage,” said Ellis. “We’re relieved and pleased that, although other restrictions and preventative measures necessarily remain in place post-outbreak, residents are now able to be out of their suites and engaging with their neighbours once again.”

The delay of vaccine supplies makes it all the more critical that people do everything they can to stop the spread of the coronavirus and keep everyone safe.

That’s what Delta Teachers’ Association president Susan Yao is urging following the recent news that teachers will not be part of prioritized groups to receive a COVID-19 vaccine.

Saying they understand current the roll-out is based on prioritizing those most vulnerable due to age, Yao said older Delta teachers will be able to access the vaccine relatively quickly, but teachers are also hopeful that issues with production and distribution can be resolved so that everyone working in schools can have access.

“Teachers care about their students, their colleagues and the communities in which they teach and live. While the DTA has been assured by the Delta School District that ventilation in Delta schools meets and exceeds provincial standards, adequate ventilation is only one of the ‘layers of protection’ available to prevent the spread of COVID-19,” Yao told the Optimist.

“While the PHO (public health officer) has not yet added mask-wearing

measures for K-12 students, except in certain circumstances, like areas of cohorts mixing such as in hallways at secondary schools, the addition of mandatory mask-wearing as another layer of protection is what teachers are asking for.

“At this time it is not possible for physical-distancing measures to work in most elementary and secondary classes, so that layer of protection is often not available for teachers and students. With the rise of the variant that is far more transmissible, masks and smaller classes are ever more critical to keep everyone safe.”

In a recent statement regarding the province’s vaccination roll-out plan, B.C. Teachers’ Federation president Teri Mooring said teachers, like many others, are disappointed to see there is no prioritization for the frontline workers who have kept schools, public services and the economy open.

She said that, hopefully, more vaccines are approved and the supply increases so that the immunization strategy can be appropriately adjusted and accelerated.

“There is no denying that teachers are stressed, anxious, and even afraid,” said Mooring. “If teachers are not prioritized for a vaccine, this government must take immediate action to improve safety measures in our schools.”

Plenty of coyote sightings in Delta raising concern MARK BOOTH

This is an active time of the year for coyotes and more people in Delta happen to be at home to take notice.

That’s the opinion of Delta Community Animal Shelter Manager Ryan Voutilainen as he assures there is nothing unusual about coyotes’ activity or behavior in the area.

“I just think there are more people at home to be honest because of COVID,” he said.

“People are noticing it because coyotes are not as active during the day normally and they tend to shy away from people. They are more like a dusk and overnight type creature.

“But now that people are all

at home and inside their homes guess what they are seeing? You are seeing them out during the daytime right now as this is the time of season where they are meeting up with other coyotes so they can have young.”

Coyote awareness has been running high in recent weeks due to attacks on early evening joggers at Stanley Park in Vancouver. The Delta Animal Shelter has received some recent calls on sightings, but Voutilainen says that is perfectly normal.

and it’s just a matter of people knowing what to do and how to make sure they are not use to humans for food and that sort of things,” he said. “In Delta we are lucky we don’t have to deal with bears so much, but it’s the same type of scenario, making sure your garbage is in a secure container and it’s not brought out until the morning of (collection). If they are approaching, it’s making any sort of loud noise to make yourself look bigger or threatening is what you want to do. Just yelling helps create that sort of distance.”

He has no sympathy for the speculator land owner of a controversial Tsawwassen property.

Those were among the pointed comments from Mayor George Harvie following a public hearing Jan. 26 as Delta council gave the go-ahead for a bylaw amendment aimed at stopping an outdoor industrial hemp grow operation and other unwanted activity at the site.

“I have no sympathy for the land owner, they’re not stewards of the land, they’re speculators, and they bought this property at a very inflated price on the market on purpose of not farming but speculation. And since that time they haven’t bothered to work with us…the planting of hemp on that property I thought was just a really bad sign insofar as trying to cooperate. They didn’t come to us. They did what they thought they could do and we suffered for a year from odour of that hemp growing to the neighbourhood there,” said Harvie.

“I just want to ensure to the rest of the speculators out there that are looking at targeting our agricultural lands, it’s not going to be supported by this council, and not supported

Reserve, and Delta has the authority necessary to rezone the property without the owner’s consent.

Harp Khela, a representative for company director Andorly Lio, asked council to send the bylaw back to staff, saying there’s confusion and ownership needs more information, claiming to have had no conversation with the planning department.

Khela added that since an initial confusion over approvals, hemp is not being grown at the site.

Saying it’s a unique parcel of land interfacing with residents, Coun Dylan Kruger said he took exception to a letter by the owner.

“The quote accusing this council of bullying and fostering division, when those are two terms that could very well be attributed to the behaviour of that particular individual, I thought that was quite reprehensible,” said Kruger. “In addition, the assertion that there would be confusion on behalf of the owners on how we got here is also baffling to me, because I think, in many ways, we’re here because time and time again it’s trust and misuse of this property, whether it be illegal clearing of land or illegal dumping of toxic soil or farm equipment left in inappropriate places, and just a lack of respect for community.”

The City of Delta had not approved, or was even consulted, when Health Canada issued a cultivation licence for the industrial hemp operation in the 5700-block of 6th Avenue, a 18-hectare (45acre) site formerly referred to as the Guichon property, but now owned by a numbered company.

The property, immediately east of the Forest by the Bay subdivision and adjacent to the Southlands and Beach Grove Golf Club, has been the subject of numerous odour complaints by surrounding residents.

More stringent than a bylaw that was originally considered for the site three years earlier, the regulations specially sets out additional prohibited activities such as the growing of industrial hemp, cannabis and even the construction of greenhouses.

Restriction of farm uses at an urban/agricultural interface has been an established practice in Delta since council adopted the A 1 Zone in 2006, which included an “edge planning area” with special restrictions, according to staff.

Council meetings are to have a territorial acknowledgement of Delta’s Musqueam and Tsawwassen First Nation neighbours.

Coun. Dan Copeland, at the Jan. 25 council meeting, gave a notice of motion for city staff to look at options for having council and committee meetings, as well as public events, preceded by meaningful acknowledgment of the First Nations’ traditional territory.

Council unanimously approved the motion.

Saying it’s aimed at reconciliation and building stronger relationships with Indigenous peoples, Copeland said it’s important for Delta to acknowledge the relationship of the Tsawwassen, Musqueam and other Coast Salish peoples have

with the land on which the modern day City of Delta was founded.

Mayor George Harvie said he has already set up meetings with TFN Chief Ken Baird and Musqueam Chief Wayne Sparrow to start the conversation.

Harvie said it’s important for cities to consult with their neighbouring First Nations chiefs, which hasn’t been the case in some communities.

Harvie said a report on the subject of recognition of the traditional territory of the Tsawwassen and Musqueam will also be coming to Delta’s police board for review and recommendations to council.

The practice of making such acknowledgments is now widely practiced throughout B.C including the Delta board of education.

The City of Delta is hoping to get government funding for a major upgrade project at the South Delta Recreation Centre.

Council this week endorsed a staff recommendation to apply for a COVID-19 Resilience Infrastructure Program grant through the federal and provincial governments in order to advance a seismic strengthening project of the concrete masonry unit walls at the Tsawwassen facility.

The project has an estimated $3.3 million price tag and the maximum the city could obtain from the grant would be $1 million.

Projects submitted must clearly demonstrate that they are for public use and benefit.

A report from staff said recent studies identified that a large portion of the unit walls at the recreation centre are structurally deficient and may fail

in a seismic event.

The issues with the walls were investigated after similar issues were discovered at the North Delta Recreation Centre several years ago.

Both facilities were constructed in the early 1970s.

It’s not the first time structural problems have occurred at a Delta recreational facility.

In 2014, the stucco façade on the east side of the Ladner Leisure Centre arena fell away from the wall after the anchoring system failed.

Nobody was hurt and the pool and fitness centre re-opened soon after, but there was limited use of the arena for an extensive period of time.

Delta ended up spending around $3.8 million on the Ladner Leisure Centre to fix the structural issues and at the same time, took the opportunity to undertake a number of other upgrades.

The ice arena portion of the Leisure Centre was built in the mid-1970s.

Qayqayt, Tsleil Waututh and Tsawwassen First Nations.

In an effort to educate themselves and embark on journeys of reconciliation, many municipalities across the country have instituted a territorial acknowledgement, including the City of Vancouver and others in B.C., as a mandatory protocol when opening up meetings, the Assembly notes, adding the decision by Surrey council is disappointing and a

further enforcement of systemic racism.

Surrey council this month voted 5-4 in opposition with McCallum being the deciding vote.

Joe Van Essen thought there was no way thieves would strike again in a church parking lot, especially a vehicle that belonged to a food bank.

He was wrong.

The coordinator of the South Delta Food Bank said he was disgusted when he discovered Friday morning that the catalytic converter had been stolen from the non-profit organization’s delivery van. It was parked at the food bank’s location behind the Lighthouse Pentecostal Church in the 5500-block of Ladner Trunk Road.

Van Essen figured the theft took place sometime overnight on Thursday as it had been used Wednesday for its

regular deliveries.

“The van was sitting where it always has been for the last 25 years and we have never had a problem,” he said. “But two months ago, the day care van at the church, that is also parked in the back, got ripped off.

“At the time I thought maybe I should move the van to the front where it at least would be exposed more. I did nothing because I didn’t think they would try to steal from the food bank van.”

The van has been taken to Ladner Motors for the $1,200 repair with the food bank on the hook for the $300 ICBC deductible. Van Essen is appreciative of the outpouring on social media since news of the theft became known, including cash donations and

A fuel tank leak from a commercial flatbed truck onboard a BC Ferry resulted in an emergency return to the Tsawwassen Ferry Terminal last Thursday morning.

The Queen of New Westminster was on its way to Duke Point for its first sailing of the day when the leak was detected.

“It was a flatbed truck with a generator and diesel tank on the back.

It was found the fuel tank line was pinched, which caused the fuel to leak,” explained BC Ferries spokesperson Deborah Marshall.

“The crew used drip trays and absorbent pads to contain the fuel. They also closed the scuppers on the car deck

right away to prevent any fuel from entering the environment.

“The ship turned around and headed back to Tsawwassen to unload the vehicle in question and then depart again.”

Delta fire and hazmat crews were called to the terminal to clean up the diesel residue.

“As the BC Ferry crews were working on containing the spill we responded a single unit routine (Hazmat-7),” explained Delta Fire deputy Chief Brad Wilson.

“Once Hazmat-7 got on scene they assisted in mitigating the incident. BC Ferry is responsible to contact a remediation company to remove the product from site. Delta Environmental was also informed of the incident. Hazmat -7 cleared the scene and returned to quarters.”

His greater concern, however, is this kind of criminal activity taking place in what seems like a safe community with an apparent complete disregard of their victims.

“I know on social media there are lots of people willing to pay for it but it’s not like we are broke,” he added. “I would just like to see these criminals get caught, never mind the deductible it’s going to cost.

“Whose car is next?

ICBC must get these calls from every one and it’s $1,200 each time. And who is buying this stuff?

Everybody who walks into these (scrap metal shops) should be on camera and asked where did they get this stuff.”

Mini Kahlon remembers a lot of loving and funny things her father did, such as buying a lifejacket for her fur baby, Niku.

It is in her father’s name that the Tsawwassen woman is aiming to shave her head as part of a fundraiser for BC Cancer, an organization that helps fight the disease that took her beloved dad.

A Go Fund Me campaign, “The Baldification of Jin & Min,” has been launched to help raise the money. Once donations reach $5,000, Mini will shave her head.

The campaign sits at $6,230 on Feb. 2.

Mini’s father, Rajinder Singh Kahlon, lovingly referred to as “Bapu,” or grandfather, died Dec. 3, 2019, of cancer that had spread to his liver.

“He was such a colourful person,” Mini said. “There was such breadth to him.”

Her name was a result of her father naming his youngest and smallest child a moniker that fit her lot in life, Manjinder, or Mini.

She recalled how he participated in the Polar Bear Swim every year and adored his grandsons, Kieran and Shaan.

Kahlon, who lived in Tsawwassen when he died, had been a Sea to Sky businessman — owning True Value Hardware stores in Squamish and Lillooet — and served on Squamish

council, the first traditional Sikh elected as a city councillor in Canada.

He moved away from Squamish in 2013.

What Mini misses most about her dad is just the everyday stuff.

“I really just physically miss him,” she said. “Anytime something happened, he is the person I would go to for advice or to share good news.”

Months after her father passed away, her dog Niku unexpectedly died of cancer as well.

The online fundraiser is launched in both her father’s name and the beloved pooch’s.

She recalled how after her dad died and Niku had been diagnosed with cancer, she found the life-jacket her dad had bought the dog.

Niku was able to enjoy the water a few times while wearing it in the days before he died.

“He was out on the water for the first time. It was so sweet and fun,” she said. “So cool that dad had some sort of plan that we were able to actually make happen.”

A strange serendipity is that after Niku died, Mini and her partner adopted a dog from Mexico without knowing the breed. They soon found it was part German Shepherd, the only type of dog her father had ever owned.

Joining Mini in the fundraiser is her friend and workmate, Harjinder Kaur Sanghera (Jin).

“We see people battling cancer far too frequently. People who may not have the same supports we did,” said Mini For Sanghera, the fundraiser to shave her head coincided with a desire to mark her 45th birthday.

She turned the milestone age with a weekend in Squamish in January and had wanted to shave her head to mark the

occasion.

The campaign allows her to put meaning to the deed.

“And here we are,” she said. “I am excited and looking forward to it.”

The online campaign lasts until Feb. 11, which is the United Nations’ International Day of Women and Girls in Science.

Empowering women was something her father championed and would be proud of, Mini said.

Big changes eyed for historic Ladner street SANDOR GYARMATI

Big changes could be on the horizon for Chisholm Street in Ladner Village.

City council recently approved a contract award of almost $180,000 for a consultant team to help shape the Ladner Waterfront Public Lands Development Strategy and Chisholm Street Reconfiguration project, a site redevelopment strategy and concept for the revitalization of Delta-owned lands along the waterfront at Chisholm Street.

It was one of the key recommendations by the Ladner Village Renewal Advisory Committee.

The primary focus will be the former Seven Seas site and Spot on the Water Park, along with developing options to reconfigure Chisholm Street and allow for future dike raising along the entire length of the street.

The potential benefits of including two additional nearby Delta-owned sites, the Chisholm Street public parking lot at the corner of Chisholm and Elliott streets and the Delta Museum Annex site, in a land disposition strategy to enhance redevelopment opportunities to activate the waterfront is to also be explored, a report to council explains.

The multi-phased strategy includes the consultant conducting research and engaging with landowners and key stakeholders, as well as develop a preliminary waterfront redevelopment strategy.

established by council in 2019 to provide advice on the renewal of village.

The committee’s mandate focused specifically on the best utilization of Delta-owned buildings in the village, possible streetscape and harbour waterfront design concepts, marketing and strategic incentives to attract development.

The committee discussed a number of options including the redesign of Chisholm Street as a catalyst for revitalization of the waterfront and the village overall.

One potential approach involves reducing the right-of-way width and converting the road to a oneway configuration to increase the size of the upland lots to render them developable without the adjacent water lots.

The committee recommended commissioning a study to further examine the option for raising the dike, narrowing Chisholm Street and converting it to a one-way street and adding the portion of the unused right-of-way to upland parcels to increase developable area of lots on the north side.

The committee, overall, came up with 35 recommendations, 15 of which have been identified as high priority actions to encourage a varied range of housing through smart densification, activate the waterfront for commercial development and public access, and support business sustainability through increased vibrancy.

Among the recommendations, the committee suggested redeveloping the Delta Museum Annex as a mixed-use site, seeking out opportunities to build a pedestrian/cycle bridge to Ladner Harbour Park and amending the Official Community Plan’s land use and height designations.

The biggest issue the committee felt needed to be addressed is increasing density and heights to allow more residential uses.

The report states that building terracing should be required along street edges so they maintain their village scale with three to four storeys maximum along the street and up to six storeys in some locations.

The City of Delta is moving closer to having a new housing action plan.

In the works for a couple of years, including gathering public feedback, the plan is aimed at increasing the variety and affordability of housing in Delta.

Staff already identified several key themes based on early feedback, including: expanding rental options, housing young people and families, supporting aging in place, supporting more integrated supportive housing options, supporting density and community character, and exploring innovative approaches to housing.

Community planning director Marcy Sangret told the Optimist staff are currently reviewing the additional community feedback provided in the recent Housing Action Plan Questionnaire.

Staff expect to report to council in February on the feedback results and proposed directions for the housing action plan, she said, adding they will follow-up in the spring with a further report and a draft action plan.

Planning staff will then seek council’s direction to undertake more public consultation on the draft document.

Due to limitations on gatherings during the COVID-19 pandemic, the public consultation process on Delta’s housing strategy has moved online.

Sangret also noted the goal is to have a final housing action plan ready for council’s consideration during the first part of 2021.

The final plan will include an implementation component.

Meanwhile, a group created by the B.C. and federal governments in 2019 called the Expert Housing Panel on the Future of Housing Supply and Affordability recently released its interim report on measures to help

more people find affordable housing in British Columbia.

That report on the feedback gathered focuses on governance, or the way in which governments control or influence the supply of housing, as well as the diversity of housing for all income levels and tenures, and also accelerating and adding certainty to the process for adding new supply.

“We are hearing loud and clear there is a crisis among working people who

need decent housing that is affordable and meets their needs, whether it be for sale or for rent. It is simply not available,” said panel chair Joy MacPhail in a news release.

“Our interim report is pointing to solutions in the short, medium and long term. We intend to continue our public consultations and then provide informed recommendations to all levels of government.”

The province notes the panel sought insights and ideas from experts, academics, researchers, urban planners, urban economists, Indigenous peoples, municipal housing policymakers and members of the public familiar with the housing challenges in B.C., and similar high-priced housing markets around the world.

The province also notes that, while the level of engagement has been robust, due to the unprecedented disruption caused by the COVID-19 pandemic, the panel has announced public consultations will continue until Jan. 15.

The panel has posted the interim What We Heard report on its website engage.gov.bc.ca/housingaffordability/ - and will provide a final report and recommendations to the federal and provincial governments in spring 2021.

Inclusive communities should embrace diversity SANDOR GYARMATI

It’s a much-needed form of affordable housing that can ensure neighbourhoods are inclusive.

That’s what Housing Be Mine president Shirley-Ann Reid told council Jan. 18th during the public hearing on amendments to the city’s secondary suite policy, changes that were approved by council following the hearing.

Describing suites as a form of lowimpact densification that maintain community character, Reid told council there’s currently around 425 adults in Delta with intellectual disabilities who will need homes within the next few years as many of their parents whom they’re currently living with are aging.

Noting the city needs to decrease barriers to accessibility and affordability for people of varying abilities, she said parents are concerned about their children’s futures and whether they’ll be able to remain in their home communities.

Reid also noted ground-oriented homes offer a solution to those individuals’ who experience physical

“Ultimately, the amendments are

extremely important in resolving Delta’s housing crisis. Equally important, secondary suites are an integral part of an inclusive affordable community that embraces diversity,” said Reid.

The society also noted that even

support workers are having difficulty finding affordable housing options in the community they work.

Released last spring, a comprehensive community and housing profile report for Delta noted participants during community consultations spoke about the significant need for inclusive housing for people with intellectual disabilities, physical disabilities as well as seniors needing supports.

Parents of children with developmental disabilities expressed concern over the housing options for their children as those parents age or pass away, the report noted, adding there’s few affordable housing options.

Out of approximately 23,600 single detached lots in Delta, removing the lot width requirement would allow secondary suites on approximately 1,950 additional lots, provided that three off-street parking spaces could be provided and B.C. Building Code requirements are met, according to the planning department.

The City of Delta is also undertaking a housing action plan, which should be completed in the next few months.

Having opportunities for more inclusive housing is among the goals of the upcoming housing strategy.

The provincial government has released data from the second year of the speculation and vacancy tax (SVT), which the province says shows the tax is working to increase the long-term rental housing supply.

“The COVID-19 pandemic demonstrated what British Columbians have always known - affordable and safe housing is critically important to the health and safety of people, our communities and our economy,” said Minister of Finance Selina Robinson in a news release.

“That’s why our government will continue to advocate for more affordable housing options and ensure housing is used to shelter people and not money.”

The report breaks down the numbers for each community including Delta, data that shows who owns residential property in the city.

According to the report, 49,179 B.C. residents who were exempt from the tax owned property in Delta, while 309 were listed as “other Canadian” and 195 were listed as foreign owners. Meanwhile, 229 were listed as “satellite family” and 227 were “other”.

As far as those who own residential properties in Delta that were not exempt, 86 were B.C. residents, 12 were other Canadians, 20 were foreign owners, 43 were satellite families and eight were in the other category.

owners in Delta listed their properties as their principal residence, while 8,099 were also occupied by tenants.

When it comes to revenue the SVT generated in Delta, $140,000 came from B.C. residents, $25,000 from other Canadians, $258,000 from foreign owners, $534,000 from satellite families, and $27,000 from the other category.

On another front, Delta and other Metro Vancouver municipalities still can’t charge their own empty homes tax.

The City of Vancouver has been charging such a tax for several years, having the ability to do so because the city has its own municipal charter.

Other Metro Vancouver cities including Delta are governed by the Community Charter, which means the provincial government would need to amend that charter in order to allow municipalities to impose an annual vacancy tax on residential and commercial properties.

Could mass timber buildings be coming to Delta?

Mass timber buildings could become part of Delta’s landscape.

It would be up to a proponent to bring forward a mass timber project and then see how it moves through Delta’s approvals process, the Mayor’s Task Force on Building Permits and Development Applications recently agreed.

The provincial government has invited municipalities, including the City of Delta, to sign on as mass timber construction early adopters in the Provincial Office of Housing and Construction Standards Mass Timber Early Adopter Initiative.

Council last fall agreed to consider the idea and sign an expression of interest, but also added conditions.

The task force was told the main concern raised among the various city departments was Delta’s practice to have coordinating registered professionals do code reviews and inspections for more complex buildings, which may limit Delta staff’s ability to provide feedback as an early adopter.

An upcoming new National Building Code will allow encapsulated mass timber construction up to 12 storeys, which in turn will be reflected in the next edition of the B.C. Building Code due out in 2022/2023.

The provincial government introduced its early adoption initiative for participating municipalities to permit the construction of taller buildings up to 12-storeys with engineered wood products in advance of the provincial adoption of the National Building Code.

Early adopter communities can also provide feedback on the proposed provisions ahead of the major code change.

So far, over a dozen other municipalities have signed on to the early adoption initiative.

The primary load-bearing structure in mass timber buildings is made of solid or engineered wood.

A staff report to council last fall noted Delta Fire and Emergency Services would support design elements that utilize passive fire protection, active fire detection and suppression techniques equal to or better than the B.C. Building Code.

Any project would be subject to the requirement for a Construction Fire Safety Plan.

Delta’s fire department also supports the same fire protection standards that the Vancouver Fire Department required for the recently constructed Brock Commons, a 12-storey mass timber project at the University of B.C. It included 24/7 on-site security and phased sprinkler activation during the construction stage.

The Office of Housing and Construction Standards concurred with those standards, as most have been integrated into the new Fire Code, the report notes.

Council agreed with a staff recommendation for a city requirement for independent reviews by professional licensees for submitted structural designs as part of building permit applications.

Delta also wants those members to have appropriate experience in designing structures of a similar type and scale, but not involved in preparing the submitted designs.

The proponent behind the application to build a townhouse project fronting the Beach Grove Golf Club in Tsawwassen continues to refine the proposal.

In an update to the Optimist, realtor Dean Bauck said the development in the 5700 block of 16th Avenue, has seen a number of changes, including a decrease in the number of proposed units from 22 to 20.

The zoning bylaw would allow for more units on a site the same size, he explained.

The application is to subdivide a portion of 5847 12th Ave. and consolidate it with 5766 16th Ave. in order to construct the townhouses on the development site.

project was approved, would ensure the long-term financial picture remains positive with good fiscal management.

Asked if another proposal may be coming along in a few years to remove more land from the course, he replied they don’t see that happening with the elimination of their debt combined with an apparent renewal in interest in their sport.

The solution being proposed could be for at least 25-to-35 years, he added.

“At this particular point in time we’re currently managing our debt. Are we going broke tomorrow? Absolutely not.

But, long-term, if we do not get rid of that mortgage we will, in fact, encounter some hardship down the road without retiring that mortgage. It’s not dissimilar to someone retiring.

You wouldn’t want to retire on a retirement income with a huge mortgage, it wouldn’t be doable. We need to retire that debt in order to be competitive,” said Wobick.

As an Ivy League graduate, Olivia Sheppard is on her way to a promising career in medicine. She just needs to get her kicks in overseas first.

Coming off an impressive NCAA career at Princeton University, the 23-year-old soccer standout from Tsawwassen is taking her talent to the professional level after signing with UMF Afturelding of Iceland’s national women’s league. The season will commence in May and run until the fall.

Sheppard says it was a matter of the right fit at the right time in her life.

After majoring in ecology and evolutionary biology, the plan was to apply for med school immediately until the COVID-19 pandemic struck last spring. The process came to a halt and Sheppard had the time to explore the options of potentially extending her playing career.

“I looked into playing opportunities specifically abroad. I felt like there would not be another time of my life where I get to play the sport I love and travel to beautiful countries,” explained the South Delta Secondary graduate. I had an agent but the process was slow since, knowing I was going to med school, it had to be a perfect fit for me (from a timing standpoint). I know that school would always be there and once I go down the med pathway, I will eventually be working the rest of my life.

Sheppard has been busy back at home studying for her Medical College Admissions Test (MCAT), tutoring and coaching at her former youth club Coastal FC where she is a member of the technical staff. She has also been training with its premier team in the Metro Women’s Soccer League that also features some university players back at home due to the pandemic.

After soccer, the one-time U20 national team member hopes to get into a pediatrics program on either side of the border.

“I did a summer internship in France in my sophomore year. I worked in a pediatric surgical unit and I loved it,” added Sheppard. “That is definitely something I could see myself doing in the long term for a career. I am unsure as to whether go to school or Canada or in the (Northeastern) US. I’m looking to keep those options open.”

Her career with Princeton included 56 starts over four years on the backline and in midfield. She was an All-Ivy League honourable mention in her junior year in helping the New Jersey school repeat as conference champions and advance to the NCAA Tournament.

Our shattered hearts regretfully announce the passing of our patriarch, William Baird Blackstone known to most as Bairdo. He is survived by his wife of 40+ years, Teresa Blackstone, three children; Gavan (Joe), Zach, Karina (Kenny), granddaughters; Jocelyn and Julia, brother Robert (Randee), in-laws Margaret and Lyle Warmington, Robert and Xinia Slomen, and his faithful dog, Princeton.

Baird was predeceased by his parents and siblings James, Nancy, Anne and Barbara.

Baird was loved by family and friends alike for his ability to show he cared with big bear hugs, lots of time for talk, an immense vocabulary, and an academic depth and rigor on so many topics.

It is with deep sadness that we announce the passing of our dearest Margaret Snell at the age of 85, after a brief battle with cancer. Margaret was born in Saskatchewan in 1935 to parents Kenneth and Florence McDonald.

She moved to British Columbia in 1967 with her husband, Frank, and their twin babies, James and Jennifer. By 1970 the family had settled in Tsawwassen, a place that Margaret soon grew to love and would reside for the rest of her life.

Margaret was predeceased by her loving husband and soul mate Frank in 2009. She is survived by her children, James and Jennifer (Philippe); her grandchildren, Kate-Lynn (Tyler), Colton (Ally) and Skyler; her great-grandchildren, Axel and Emilia; and her sisters, Jean, Thelma (Ian) and Liz, and their children, grandchildren and great-grandchildren.

Margaret was adored by the entire family and her many beloved friends. The memory of her rich and rewarding life will be cherished by us all. There will be no funeral service. Instead, the family will hold a private memorial in the spring in celebration of Margaret’s remarkable life.

Baird was born and raised in Waukesha,Wisconsin; son of Herbert and Jessie Anne Blackstone. Baird attended Kalamazoo College for his undergraduate degree and moved to Canada in 1968 with daughter Gavan and his then wife, Renee.

Hanford Powell Burden passed away on January 21, 2021, in Surrey, British Columbia. Hanford was born in Prince George, British Columbia, in 1924 to Frederick Parker Burden and Jane Burgess (Payson). He was predeceased by both parents; his wife of 57 years, Victoria (nee Tyrrell); his sister, Madeleine Patricia (Woods); and his older brother, Stephen. He is survived by his children, Patrick (Diane), Allyson, and Cathy (John); his grandchildren, Lauren (Kevin), Patrick, and Jane (Jake); and his great−grandchildren, Brooklynn and Rowen; and many nieces and nephews. Hanford first worked as a surveyor with his father in northern British Columbia and later graduated from McGill University in 1951 as a Civil Engineer. He spent a career, first with the RCAF, then with the Department of Transport and finally, with the Vancouver School Board. Hanford had a rich life, filled with cooking, volunteer work, fine dining, travel and friends and family. He believed strongly that he would be reunited with his loved ones, including all of his many dogs after a long and well−lived life.

Special thanks to the staff of Suncreek Village, who looked after him will affection and respect. The family knows he will rest in peace.

He enjoyed several careers during his working life; as a writer/editor, high school English/drama teacher, and in senior labour relations positions with School District #36, Health Employers Association BC, B.C. Ambulance Service, and most recently Community Social Services Employers Association of BC. As well, Baird did much to give back to the community by volunteering his time on various boards: Kinsmen, Delta Heritage Society, Delta Options Society and, for the past 10 years, as VP with Lookout Housing and Health Society.

Baird was also very passionate about live professional theater and launched a blog, Broken Leg Reviews, which recorded his take on some 50 Vancouver area plays per season. http://brokenlegreviews.blogspot.com/ Baird loved to stay active by working out, bicycle trips locally and in Europe, ski holidays with family, and summers at their off-grid, lakefront cabin in the Cariboo.

He will be deeply missed by his family, friends and colleagues.

A celebration of life will be held in the future once the pandemic has passed.

JANZEN, Yvonne M. August 3, 1965 − January 18, 2021 It is with great sadness we announce the passing of Yvonne Janzen after a six−year−long battle with cancer. She was a beloved mother, sister, daughter and friend. She will be lovingly remembered by her Mom and Dad (Lynne & Howard); son, Derek (Brooke); grandchildren, Charli, Dax, and Cruz; son, Kevin (Neelam); son, Garrett; daughter, Grace; sisters, Val (Gary) and Vicki; and her many beloved nieces, nephews, great−nephews, and her Auntie, Leslie. Yvonne had lost her husband, father of Garrett and Grace, Werner Siperko in December of 2004.

Yvonne had attended Delta Secondary in Ladner where she was always surrounded by friends. She was always the one to make people laugh at family dinners with her great sense of humour and infectious laugh that would make everyone around her smile. She was the most caring and loving kind −hearted person and will be missed by all.

SASAKI, Curtis Y. September 27, 1952 − January 16, 2021 It is with great sadness that we announce the passing of our brother and uncle after a hard battle with esophageal cancer. Curtis will be greatly missed by his siblings, Donna, Bryant, and April; his niece, Brynn (Wes); and extended family and friends. Curtis was well−loved and is fondly remembered by all those who knew him, including his co−workers at Triumph Logistics where Curtis continued to work even while battling cancer and going through both chemotherapy and radiation treatments. Curtis enjoyed photography, running, and going to the movies. In the late 80s and 90s, Curtis could often be spotted running through Ladner and was known to many as the "Ladner running man". While Curtis was quiet, he could always be counted on and was always willing to help others. Friendly and kind, Curtis will be remembered for being sensitive, considerate, and hard−working. In lieu of flowers, the family has asked that donations be made to the BC Cancer Foundation.
