With a cap on the number of shoppers and vendors spaced out along 48th Avenue, the Ladner Village Market’s 2020 season got underway last weekend with new safety measures. See story on Page 3.
Optimist has streamlined new look starting with this week’s issue
Some readers might have noticed they’re reading a more streamlined version of the Optimist this week! Our page size has been slightly modified to make it easier to read as well as to align the Optimist with
other community newspapers in B.C. We’ve also resumed our business routes, which means there will be more copies of the Optimist on the street every week.
The Transportation Safety Board (TSB) has released its findings into a crash last month of a plane that took off from Delta. In a report released last week on the TSB website, investigators have ruled the flight, which originated from the International Flight Centre, a flight training school at Boundary Bay Airport in East Ladner, was caused by a collision with terrain. In the report, the TSB stated that on June 6, a Cessna 172M aircraft (registration CF-CCV) operated by the International Flight Centre was conducting a local training flight from Boundary Bay Airport with a student and a flight instructor on board. Shortly after 1 p.m., the

aircraft disappeared from radar over the Fraser River near Maple Ridge. The aircraft was last recorded travelling eastbound at an altitude of 200 feet with an airspeed of 80 knots. The Cessna 172 Skyhawk is a four-seat, single-engine, high-wing aircraft. The aircraft remains missing and the fate of the crew is unknown. Repeated calls and emails to the International Flight Centre by the Optimist have not been returned. The Vancouver Police Marine Unit, RCMP Underwater Recovery Team, RCMP Air 5 helicopter and multiple search and rescue teams searched the area and Fraser River for days, but no parts of the plane have been recovered and there’s been no contact with those on board.

Vendors, customers and organizers are giving solid marks to the opening day of this year’s Ladner Village Market. The 24th season kicked off last Sunday under sunny skies, although with a different experience due to protocols necessitated by the COVID-19 pandemic. All vendors at this year’s market are foodonly, and to allow for proper social distancing, there is only one entry and exit point. There’s fencing around
the perimeter, a queuing system that allows for 300 or so patrons, vendors and volunteers inside the market at any one time, enhanced sanitizing, one-way directional markers and a “shop don’t stop” mandate allowing for traffic to flow at a consistent pace. Absent are the buskers, entertainment and the ability to consume food while shopping, all of which aren’t possible under current provincial health guidelines. Jill McKnight, one of the market organizers, told the Optimist the safety measures put in
place all worked well. “We didn’t know what to think, but we have great volunteers who have been working on getting people through,” McKnight said. “Just like anything new, we will take all the feedback in and make adjustments. The people I have spoken to feel that the market is very well organized and that it is operating in a safe manner.” She said there was a lineup to get in, particularly in the morning, which peaked at about 25 minutes. Many of the vendors were wearing masks and
had Plexiglass up around their booths, while many patrons also wore masks, although that’s not a requirement. “I’m very impressed with the measures that they have done to make this a safe market to attend,” said Patrick Demers, owner of Maples’ Sugar Shack from Squamish, who has been a market regular for a number of years. “This looks like one of the best run markets that I have seen.” Lydia Ryall from Cropthorne Farm on Westham Island said the whole day was very posi-
tive. “People are grateful that we’re here. The market organizers have done a great job figuring things out. For the most part it’s been really nice to have a steady flow throughout the day,” Ryall said. Shoppers the Optimist spoke with briefly said they were impressed with the layout, directional arrows, signage and sanitization efforts and felt it was a safe shopping experience. To provide feedback to market organizers, email: info@ladnervillagemarket.com. The next market is on Sunday, July 26.

A man arrested at a North Delta home invasion last month is now facing six charges, including attempted murder, in relation to the incident. Delta police announced Friday that Blaine Robert Jackson, 37, of no fixed address, has been charged in relation to the June 26 incident.
At approximately 9:40 a.m., Delta police responded to a report of a home invasion in progress in North Delta. Police were informed the suspect was armed with a firearm, and had allegedly assaulted a resident. Police arrested one individual on scene, and located and secured a firearm believed to be involved in the inci-
dent. Prior to the arrival of the police, one of the occupants of the home received serious injuries and the suspect received minor injuries. “We are pleased that this investigation was able to proceed quickly, as we know crimes of this nature are concerning to the community,” said S/Sgt. Dave VaughanSmith.

Delta takes more steps in electric vehicle strategy SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
The City of Delta now has an electric vehicle strategy. Delta council has endorsed a staff recommendation to have a strategy aimed at removing barriers to electric vehicle ownership by increasing access to charging infrastructure and creating public awareness. A report to council notes Delta’s Community Energy and Emissions Plan states that one important way to achieve the city’s greenhouse gas emission reduction targets is by increasing the availability of electric vehicle charging in the city, which in turn promotes the purchase and use of electric vehicles. Delta has taken a number of steps, including installation of the city’s first publicly-owned

charging stations at recreation facilities in 2019 and zoning bylaw regulations requiring a percentage of parking stalls in residential buildings to support electric vehicle charging, the report notes, adding the strategy provides an action plan to further promote the uptake of electric vehicles. The strategy includes requiring up to 100 per cent of parking stalls in new multi-family buildings to provide an energized electrical outlet
capable of providing Level 2 or higher electric vehicle charging, requiring one energized electrical outlet capable of providing Level 2 electric vehicle charging in all new single-family homes and requiring up to 100 per cent of staff parking stalls at new commercial and industrial buildings to provide an energized electrical outlet capable of providing Level 2 or higher charging. The strategy also includes, among other things, exploring opportunities for incentives or rebates at the municipal level to retrofit existing buildings, provide outlets in bike storage areas for electric bicycle charging, conduct a gap analysis to determine high priority locations for more public charging stations as well as installing charging stations for electric fleet vehicles at city hall and both works yards.

Delta Secondary Grad Wins B.C. Renovator of the Year for 6th Consecutive Year A Delta Secondary grad has carved out a sterling reputation in B.C.’s burgeoning residential construction and renovation industry over the past quarter-century. Graeme Huguet, the owner of My House Design/Build/Team, is celebrating his company’s success that includes over 100 industry-related awards to date. My House Design/Build/Team recently added 14 more awards to the trophy case from four prestigious competitions – the BC CHBA’s (Canadian Homebuilder Association) Georgie Awards, Metro Vancouver’s HAVAN Awards for Housing Excellence, CHBA’s National Awards for Housing Excellence and CHBA’s Okanagan Housing Awards of Excellence. Most impressively, My House was awarded Renovator of the Year in both Metro Vancouver and the entire province. “To celebrate our recent honours and to support our local community during this difficult time, My House Design/Build/Team is now offering 14 per cent rebate off preliminary design and permit planning services,” says Huguet. “It is important for us to recognize where we started, how far we’ve come and all those who have supported us. We’re excited to showcase all that we can do right here at home, in Delta.” Huguet says the backbone of his company’s success is the great team that’s been assembled, many of whom have been with My House for 20, 25, or even 30 years. It’s also due to a start-to-finish process, which begins with seven full-time designers and includes in-house trades, that produces consistent results time after time. Huguet says awards are nice, but it’s what clients have to say that matters most. “The biggest accolades we can get are from satisfied clients, their letters of reference and passing our name on to their friends
and family,” he says. “We treat every project like an award winner.” Huguet says the company’s well-earned reputation as an industry leader means customers’ expectations are high, which he considers a good thing, and My House goes above and beyond to meet them, including offering a 2-5-10 warranty on every project, not just on new construction. “We make our actions speak louder than words. There’s a lot of talk in this business, but we ensure we back it up.” During a virtual ceremony in late June, My House Design/Build/ Team was honoured with seven B.C. Georgie Awards, including Residential Renovator of the Year for the sixth year in a row. The company also won Georgie Awards for: • Best Interior Design Custom Residence - New or Renovation • Best Certified Whole House Renovation (Built Green) • Best Residential Renovation $300,000 - $499,999 • Best Residential Renovation $500,000 - $799,999 • Best Residential Renovation $800,000 and Over • Best Condo Renovation Over $250,000
In addition, Huguet’s company won four Metro Vancouver HAVAN Awards of Housing Excellence from the Vancouver Homebuilders Association, including the Grand HAVAN Award: Residential Renovator of The Year. My House Design/Build/Team also took home top honours for: • Best Kitchen Renovation Under $75,000 • Best Townhouse/Condominium Renovation: $250,000 and Over • Best Renovation Over $1 Million Having proven excellence at the provincial level, My House Design/Build/Team capped off this year’s awards season by taking home two trophies from the National Awards for Housing Excellence hosted by the Canadian Home Builders’ Association: • Best Kitchen – Over $100,000 • Best Exterior My House remains open to serve clients safely during the COVID-19 pandemic. It offers the flexibility to either meet face-to-face using Plexiglass dividers or to do so virtually, and has implemented new health protocols to ensure homeowner safety. For a complimentary virtual consultation via Facetime or Zoom, visit MyHouseDesignBuild.com or call 604-694-6873 (604-MyHouse).
The purpose of the Crime Beat is to educate and inform the public about some of the property crime trends occurring in South Delta and other files of interest. If you see anything occurring that you believe to be suspicious, call 911 for in-progress crimes and emergencies or 604-9464411 for other assistance. The following are some of the calls Delta police responded to in the previous week:
TSAWWASSEN
• July 7, 8:17 p.m., 1100-block of 56th Street: Police conducted a traffic stop on a vehicle and noted a distinct odour of liquor from the driver. A breath sample was conducted where the driver was eventually issued a three-day immediate roadside prohibition while also receiving a violation ticket for no driver’s license. The driver gave police a false name until his real name was identified and then discovered to have an invalid driver’s license. • July 9, 3:22 p.m., 5000-block of Canoe Pass Way: Police were called to a shopping mall where a male was observed stealing clothing. The man was allegedly burning the price tags off the clothing outside of the mall. Upon police arrival, the male was arrested and admitted to stealing the clothes after having no proof of purchase. The total value of stolen items was $166.74. • July 10, 8:57 p.m., 200-block of Tsawwassen Beach Road: Complainant reported a large group of youth along the beach. Police attended and observed approximately 25 youth clustered together. Youth agreed to move along,
and also cleaned up their garbage. • July 10, 10:30 p.m., Candlewyck tennis courts: Complainant reported a suspicious male “skulking around” and provided description. Police located a male matching the description nearby. He detailed having a clandestine meeting with a female friend at the tennis courts, and explained he was now returning home. Nothing suspicious noted.
LADNER
• July 7, 12:10 a.m., 6400-block of Ladner Trunk Road: Police observed a vehicle traveling above the posted speed limit. Driver didn’t appear to be confident with their answers as to where they had been coming from. When asked if they had anything to drink, the driver stated they did not. Police asked driver to provide breathe sample. Driver provide two breath samples, which resulted in the driver receiving an immediate roadside prohibition for three days and vehicle impoundment. • July 7, 9:05 p.m., Highway 99 and Highway 17 off-ramp: Police were called to a collision involving a motorcycle and a deer. The deer jumped in front of the motorcycle. Fortunately, the driver was wellequipped with safety equipment, and didn’t sustain any injures. Unfortunately, the deer did not make it. • July 10, 7:27 p.m., location withheld: Landlord contacted police to request a wellness check after not having heard from a tenant for a week. Landlord advised dog was barking but tenant was not there. Police determined residence was empty but located a dog and cat inside.

3,000-name Point petition is presented to politicians TED MURPHY
t m u r p hy @ d e l t a - o p t i m i s t .c o m
A Tsawwassen resident has presented a petition with more than 3,000 names in the hopes that Canadians with property in Point Roberts can soon cross the line to perform routine maintenance. Kevin McIntosh, who launched the petition on change.org in late May, sent it to politicians on both sides of the border, including Prime Minister Justin Trudeau and U.S. President Donald Trump, on Monday. “I propose that the current list of essential reasons for persons to cross the border between Canada and the U.S. be expanded to include those persons owning personal property outside of their home jurisdiction,” McIntosh told lawmakers. McIntosh, who is now under 14-day quarantine at home following an odyssey to get his boat out of the Point Roberts Marina, told the Optimist he expects the political powers that be to expand the list of essential rea-

sons to cross the border into the American peninsula, hopefully prior to an expected extension of the border closure next week. Earlier this month, McIntosh flew from YVR to Sea-Tac, drove a rental car to Bellingham and then took a chartered flight to Point Roberts, where he prepped his vessel to sail back to Canada. He said with his boat now back in Canada, his personal situation has been resolved, but he’d like to see others who signed the petition get access to their boats and cottages. He’s hopeful politicians will agree to expand the definition of essential
travel so Canadians with property in Point Roberts can cross the border, so long as they don’t have any contact with local residents and don’t stay for any length of time. Many who have signed the petition own cottages and worry that without regular maintenance they will fall into disrepair. They raise concerns over rats and raccoons causing damage to vacant buildings as well as the possibility of leaks and other issues. There are also worries about insurance not being valid if structures are unattended for months on end. Many suggest crossing the border to check on property should be deemed essential travel.

he hypocrites across the river are at it again. Last week Richmond council voted 8-1 to tell senior governments that it’s opposed to a plan to expand FortisBC’s Tilbury LNG plant and build an adjacent marine jetty, citing environmental and public safety concerns, among others. Now, neighbours are certainly entitled to have a say regarding what might take place over the back fence, but that kind of input starts to wear thin when those doing the complaining adopt a “Do as I say, not as I do” approach. Richmond politicians have every right to be concerned about potential impacts of this proposed LNG expansion, but is this not the same group that was OK with a jet fuel tank farm setting up shop on the other side of the riverbank, much closer to its own citizens? Sure is, but who said principles had to be consistent? It was much the same last year when Richmond, the land of non-stop development and farmland mansions, opposed an industrial park plan along the South Fraser Perimeter Road in Delta over concerns about farmland, wildlife and industrialization. It was more of the same two years ago when Richmond did what it could to scuttle Gateway’s efforts to build a casino at the old Delta Town & Country Inn site in Ladner by citing a laundry list of worries when it was patently obvious the only real concern was the impact a nearby gambling hall would have on the River Rock Casino Resort, a cash cow Richmond has milked for more than $200 million over the past two decades. As I say, Richmond politicians have every right to offer their two cents on projects being proposed in Delta when they could negatively impact their constituents, but when you look around at what’s taking place north of the river these days, that’s about all their input is worth.

I
t was late afternoon and I was driving out of the Thrifty Foods parking lot. A middle-aged man dressed in black jeans was walking awkwardly down the sidewalk. He caught my eye because he was clearly inebriated and on closer look I could see he was high. I wondered what his story was. Did he just get off work, does he live around here, is he in distress, where did he get his drugs? So many questions ran through my mind as I saw his image get smaller in the rear view mirror. He was a reminder of the secret world of drug use. People are taking drugs alone, behind closed doors and they are dying in our community. Young men especially are dying from toxic and tainted drug supplies that have become increasingly dangerous due to COVID-19 disrupting the supply chain. If we don’t see it, or we don’t hear about it, we conclude it’s not happening here, but it is, and we should be concerned and very afraid. Illicit drugs are killing our friends and our neighbours.
Community Comment INGRID ABBOTT
When a person dies from overdose, it is considered a sudden death, it is not considered suspicious, therefore the police do not report the death to the public due to confidentiality reasons. Unless you know the family, we don’t hear about overdose deaths in our community. That is unless you are the Halpen family who bravely and courageously publicly announced in the Optimist that their son’s accidental overdose late last year was the result of toxic fentanyl. They revealed the cause of Morley’s death hoping it would educate other families about the dangers of drugs and the crisis of
drug use in our community. Sadly since Morley’s death I have been told two more young men have died this year of overdoses in our community. I don’t know who they are but I have no doubt their families are equally devastated and forever changed. Drug addicts are not confined to the streets of the Downtown Eastside, drug addiction afflicts all levels of society regardless of socioeconomic status. In our affluent South Delta communities, there is plenty of drug use happening behind the scenes, we just don’t see it. Why are we not discussing drug use and overdose in our community? We should be helping families in crisis with our love and support. I believe it’s because of shame. More than any other affliction, opioid use is the shameful secret behaviour that we find hard to discuss. Let’s do better by not blaming and first listen to people’s stories with compassion. We can address drug addiction like we treat COVID-19: by being kind, calm and safe. At least that would be a good start.

Grad event ignores guidelines
Editor: Re: SDSS parents get together to give their grads a deserving sendoff, July 9 It is now 14 days and counting since the June 26 graduation party hosted by Mellodee Rayne in Tsawwassen, and the story is still trending in the top four articles on the Optimist’s website. I am concerned about the health safety of this event which saw 40 grads plus 80 parents get together, albeit outdoors, for a four- to five-hour event. Despite Rayne’s insistence that “everything was in keeping with B.C. health guidelines and social bubbles,” the order of the B.C. provincial health officer about mass
gatherings (May 22) was overlooked apparently. It prohibits having more than 50 people at a social gathering and has no expiry date. The BC CDC website also states (July 12), “At this time, all in-person gatherings of any size are strongly discouraged.” This is with Fraser Health new cases of COVID-19 at 14 (July 10), a testing positivity rate of 1.4 per cent (July 9), and previously, 2.5 per cent (June 28). At 2.5 per cent, with 120 attendees (and don’t forget caterers and neighbourhood onlookers), three people could have been infected with COVID-19 upon arrival at the grad event and
could have transmitted the virus to three people each during the event, for a possible total of 12 infections, assuming the hypothetical original three were asymptomatic at the time. This is a degree of risk the school district chose to avoid by having virtual graduations. From photos accompanying the article, both online and in print, I noted there was no social distancing among the watchers at the curb during the grad walk, or between pairs of dancers. It is clear there is some community spread of COVID-19. I urge everyone to be careful out there this summer. Diane Wallace
Solution to get property owners across line
Editor: Re: No headway on petition for access to Pt. Roberts, July 9 I feel that Delta MP Carla Qualtrough is providing nice words about being sympathetic to Canadians with property in Point Roberts but is not backing them up with any action or results. It may ultimately be up to the U.S. as to who they let in but she is the elected representative
who is talking to the U.S. officials. It shouldn’t be too hard to convince U.S. officials that Point Roberts property owners who pay taxes and utilities in the U.S. should be able to cross the border to provide maintenance. She says they can’t come up with a solution. Well, Carla, here is a simple solution that has no risk to anyone: Border guards wear PPE. Property owners provide
proof of ownership at the border with either a property tax receipt or utility bill. They must go directly to and from their property with no other stops along the way. This eliminates any risk of spreading COVID-19 to or from anyone. Why is this so hard to understand? Property maintenance should be declared essential. Marlene Espenhain

Richmond council OK with jet fuel, just not LNG Editor: Re: Richmond council opposes expanded Tilbury LNG plant, July 9 I read that Richmond council is opposed to expansion of the Tilbury FortisBC plant on the South Arm of the Fraser River. This is the same Richmond that is allowing a jet fuel terminal to be built on the river
almost directly across from FortisBC. It is to take barges loaded with jet fuel from Cherry Point and Anacortes. It will then cross Richmond and go under the Middle Arm by pipeline to Vancouver International Airport near McDonald Beach. They ruled against using the North Arm which
would have eliminated the need for an expensive pipeline. The Tilbury facility has operated for over 50 years. It should be noted that a non-explosive leak of LNG dissipates into the atmosphere. A nonexplosive leak of jet fuel will foul the South Arm out to the ocean. Doug Laloge
Government implored to put a stop to Terminal 2 Editor: In May, 2019, I participated in the Terminal 2 public hearing as a registered participant. After observing the Vancouver Fraser Port Authority at the hearing, I find I am
even further disturbed that it wishes to go ahead with T2. Its utter lack of concern for the environment was breathtaking. I am imploring all who have power to stop this from going ahead and
to stop it once and for all. Climate change is real and we have no further time to waste on further destruction of the Fraser River estuary and the Salish Sea. Teresa Jones

It’s full speed ahead on a new track and field facility at North Delta Secondary. The City of Delta held a sod turning event last Saturday morning at the construction site with several municipal and provincial officials on hand. “The North Delta track and field facility will be a tremendous community asset, supporting everyone from high level
athletes to those looking for community recreation opportunities,” Mayor George Harvie said. The sod turning event came a week after Delta MP Carla Qualtrough and Delta North MLA Ravi Kahlon announced $5.8 million combined from the federal and provincial governments for the project estimated to cost $8 million. Last month Delta council approved the first tender for the project, awarding a civil works contract in the amount
of $4.8 million to Wilco Civil Inc. Tenders for the synthetic surface and athletic equipment will follow in the coming months, as well as a separate design and construction process for the field house. The project includes an eight-lane, 400-metre rubberized track surface with lighting, seating, a natural turf infield, as well as other features such as two tennis courts with pickleball court markings and additional parking.

The Driven Project made a pit stop in Ladner last month to bring smiles to youngsters through its “supercar therapy.” The initiative held its second Supercar Parade throughout the Lower Mainland escorted by the Vancouver Police Department. The parade route included Ladner, North Delta, Richmond, Vancouver, Coquitlam, Burnaby and Langley where supporters lined the streets to join in on the fun. One of those lucky families was Ladner’s Kutrina Mosch and her children Bex, 12, Heather, 12, and Samantha, 10. Mosch said one of her friends in Kelowna who has a child with similar special needs as her son got a ride through the Driven Project.

The Driven Project made a stop in Ladner to surprise Kutrina Mosch’s three children, including Bex (pictured). “She sent me a message and I sent in an application about six months ago,” she said. “I’ve been following them on Instagram and they [Driven Project] have been doing a lot of amazing things for amazing kids, so I got an email from them a little over a week before they came saying they would be doing this parade party
instead of rides for the kids due to COVID-19. “It was fantastic. Not only did they treat Bex, but they treated Bex’s siblings as well. Heather got to start the Lamborghini engine, Samantha took a bunch of pictures. The VPD were great. Bex got an award, and they all got goody bags, which was great for the kids,” Mosch said.

Safety protocols being put in place after province OKs visits IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .co m
Long-term care and senior living communities in South Delta are looking forward to welcoming visitors back into their facilities, but they caution it will still take some time to iron out all the details. Provincial health officer Dr. Bonnie Henry and Health Minister Adrian Dix recently announced an easing of visiting restrictions that have been in place since the outbreak of the COVID19 pandemic. Residents in long-term care and assisted living facilities will now be allowed one designated visitor to come to the home and visit in a designated space. Henry said there would be province-wide requirements for visits. First, facilities can have no active cases. Second, there must be a written safety plan at each facility, including pre-booking for visits. Third, visitors will be required to wear a mask and facility staff will train them how to use it properly. Tests will not be required for visitors, noted Henry, when asked by media. “It’s not something we need right now,” she said, adding the most important thing is for visitors to self-monitor their symptoms and to stay away if they have any. As well,

Seniors like Fran Taylor have only had virtual visits since March. visitors should maintain heightened hygiene. In addition to family and friend visits, Henry said personal care service providers, such as hairdressers, would also be allowed into homes, with guidance from the facility’s safety plan. Janice Miller from Bria Communities, which operates The Waterford and The Wexford in Tsawwassen, said the announcement is great news, but it doesn’t mean they are throwing open their doors right away. “As operators, we expected this announcement, but did not receive any information before-
hand,” said Miller. “There are precise expectations from the Ministry of Health that we must implement, and it will take some time to get things organized and develop a safety plan. While family members will be anxious to visit their loved ones, and vice versa, we are not ready yet. In the next days, we will need to consider additional staffing; we need to add significant monitoring and cleaning protocols and define indoor visiting areas much more clearly.” Miller said once all plans are in place, visits will be scheduled in
advance and within a set times, and visitors must comply with prescreening and PPE requirements. “We look forward to families and residents reuniting in a meaningful way very soon, but we have to do it safely and with caution to ensure we remain COVID-19 free,” she said. “We ask residents and families for their patience and support as we start to open our doors a little more.” The same precautions and plans are also being worked out at KinVillage in Tsawwassen. “We’re pleased that the government has acknowledged the importance of visits for the quality of life of residents living in long-term care homes and assisted living residences, while at the same time keeping important safety protocols in place,” said KinVillage CEO Donna Ellis. “We’ve seen firsthand how difficult the restrictions have been for residents and for their loved ones. “We’re pleased that in addition to continuing with virtual visits, residents and their loved ones will soon be able to again visit face-to-face. At the same time, we’re cautious because we know there are risks in loosening the restrictions,” she said. “We’re grateful for the understanding and patience of our residents and their families.”
OWL has resumed offering public tours on weekends
The Orphaned Wildlife Rehabilitation Society (OWL) has reopened its East Ladner facility for public tours. OWL started offering tours on weekends only last Saturday and now requires pre-booking via phone between 10 a.m.
and 3 p.m. at 604-9463171. OWL will not be accepting any walk-ins. “We ask that all visitors over the age of three please wear a face mask or covering for the comfort and safety of our volunteers and staff and we ask that if you are feeling
ill or have recently been in contact with someone who was ill, please phone to reschedule your tour for a later date,” said an OWL statement. “Tour groups will be limited to eight people so that we can guarantee proper physical distancing on
the tour path.” OWL is a non-profit organization whose staff and volunteers are dedicated to the rescue, rehabilitation, and release of injured and orphaned raptors and to educating the public about the birds.

Local Rotarian appointed to lead 50 B.C. clubs Tsawwassen’s Dave Hamilton installed as district governor in virtual ceremony this week
Tsawwassen Rotarian Dave Hamilton has been appointed as district governor of Rotary District 5040, which covers the majority of the province. A 30-year member of the Rotary Club of Tsawwassen and a long-time leader within the district, Hamilton was inducted at a special virtual ceremony broadcast live via Zoom on Monday, July 13 to Rotarians across B.C. The district governor will lead 50 clubs and 1,400 Rotarians, working with a global network of volunteer leaders who dedicate their time and talent to tackle the
world’s most pressing humanitarian challenges. Rotary connects 1.2 million members from more than 200 countries and geographical areas. As governor, Hamilton is excited to help clubs develop ways to grow Rotary, show people the opportunities that membership brings and increase the club’s impact in the district. He invites people to look up their local Rotary club at https:// rotary5040.org/50003/ ClubDirectory and visit their local club webpage to see what Rotary is doing in their community. Many clubs are
meeting virtually and prospective members are most welcome. Hamilton’s involvement in Rotary is a way of living up to one of his favourite quotes from Martin Luther King, “Life’s most persistent and urgent question is: What are you doing for others?” The recently retired general manager of the Delta Optimist, Hamilton is looking forward to travelling the province, virtually and in person, to see the district and meet the Rotarians responsible for making a difference in their communities and across the globe.

Earthwise’s barn owlets banded, learning to fly Wildlife biologist Sofi Hindmarch has banded three healthy owlets that were born this spring in the Earthwise Barn on the Southlands in Boundary Bay. The Earthwise barn owls laid the first of their three eggs on Easter Sunday in the nesting box in the loft of the barn. Earthwise volunteers recorded the first egg hatching on the camera screen in the Earthwise Farm Store in the middle of May, followed closely by the other two. The three barn owlets have been monitored on a daily basis by the volunteers and have grown rapidly. Barn owls are threatened by the continued loss of foraging habitat and also by the loss of structures like old barns where they prefer to nest. Seventeen barn owlets have now been banded at Earthwise in the last six years. Banding is an important tool to help biologists monitor the health of barn owl populations. Barn owls are recognized federally as a ‘threatened’ species

During this time they will come out of their nesting box and learn to fly in the security of the barn loft area. Eventually they will join their parents to learn the skills of night time foraging before finally leaving their Earthwise home. For updates on the Earthwise barn owls, visit the Earthwise Society Facebook page.

God speaks in whispers
Seems like we are in the loudest moments in history. Currently we have information overload, and everyone is screaming out their opinions trying to be heard. Social media, news, everyone’s opinions, so much noise. Christians ask: How in the world are we supposed to hear God? There is a lot of noise, and it is hard to hear God sometimes. The Bible talks about this very issue of not knowing where God is in the midst of the chaos and noise. 1 Kings 19 speaks about looking for God in the chaos. God spoke to Elijah and asked him to stand at the front of a cave. There was a massive windstorm, but God wasn’t in the storm.
Minister’s Minute ANDREAS BASSON
Pneuma Church
There was an earthquake that shook the mountain’s foundation, but God wasn’t there either. Next came a fire. We have seen Him manifest in fire before. But again, He was not there. So where is God? Finally, God speaks, in the sound of a gentle whisper. God
was there, but He wanted Elijah to pay attention to the whisper of God. How close do you need to be to hear a whisper? Pretty close. That is what God wants. He wants you to get close to Him. Close enough to hear Him whisper, to hear Him gently tell you where to go, what to do or what to say. God wants us to hear Him, but it requires intentionality. You can’t hear a whisper amongst a crowd unless you focus on it, draw towards it and lean in. That’s what God wants from us. To focus on Him, draw closer to Him and lean in. “Listen for God’s voice in everything you do, everywhere you go; he’s the one who will keep you on track.” Proverbs 3:6

Been hibernating throughout covid? the thought of getting back into a regular fitness routine can seem a bit daunting?
While there’s no way around it— when you’re not in the habit of working out, you lose progress don’t be deterred from sweating it out. Challenges can be a good thing! There are some things to think about when you’re easing back into a workout routine if you’ve been taking a break for the past couple of months. 1. Don’t overdo it right away Doing too much too soon can overwhelm you mentally and physically. A rigorous routine may eventually feel like too much to deal with, which in return make you feel defeated. Understand that you’re probably not going to be as fit as you were, and that’s OK. You can start with just 10 minutes a day, the goal is just to get moving more. 2. Begin with what works for you Do you only feel comfortable committing to one day a week initially? Great! Mark it on your calendar and stick with it. Don’t feel like you have to immediately start logging five to six gym workouts per week. You can’t get to three to four days a week without mastering day one. Baby steps! 3. Make sure your workouts include three key components When you’re getting back into fitness, your exercise plan should include components of cardiovascular endurance, resistance training, and flexibility. 4. Don’t forget to take those rest days! Another reason not to jump into a six-days-a-week workout
routine: Recovery is part of being active. “When you take a day off, your body isn’t. It’s actually working very hard to repair and replenish itself after all the work you put it through. 5. Set goals to keep you focused Especially during these times we can feel derailed and unfocused. With no events to look forward to, create your own 10km challenge or personal specific goals to work towards!

Mental Health – Nourishing our body, mind, and soul. I remember when I was completing my undergraduate degree at UBC, the notion that our brain could grow new cells was brand new, and almost laughed at. One of my professors was doing research on regrowth in the hippocampus, and people really thought she was a bit bonkers for thinking it was possible. Now, we understand it as fact. The brain is changeable, and we can literally change our brains by taking care of ourselves. How? Through so many things, but the main way is through taking care of our body, our mind, and our soul. Our brain changes in response to what we eat, how we sleep, how we handle stress, how we train our brain, and how we

How are you taking care of yourself? While our world seems to be calming down a bit, it’s time for us to up our game in self-care. ADVICE FROM THE PROS Q: Is it safe to be going to the dentist during this time
Question: How is ExpEdia CruisEs navigating tHEir way tHrougH tHEsE diffiCult timEs?
of COVID-19?
A: Maintaining a health mouth requires a person to have
Dr. Raj Dhiman 604-946-9588
regular access to dental care. This is made particularly difficult with the concerns of COVID-19. We have to weigh the risks vs the benefits of each decision we make when travelling out of the house, and going to the dentist is no different. If proper precautions are taken by the dental office it poses no more risk than going elsewhere. Precautions should include a health and travel history, maintaining adequate social distancing, measuring temperature of all patients, proper PPE, and readily available disinfectant and gloves and masks for all employees and patients. Riverside Dental is now open to serve your dental needs and all safety precautions are in place. Call us at 604-946-9588.

Q: What are your suggestions to help protect me against a COVID-19 infection? ans. Thanks for this question. As British Columbia moves through the different stages of its reopening plan; it is only natural that you have questions about keeping your risk of developing COVID low. Keeping appropriate physical distancing from those not in your immediate “bubble”, masks in places where physical distancing is difficult, alcohol-based hand sanitizer or proper hand washing are all MUST DO’s for the foreseeable future. Keeping yourself well both mentally and physically will help all of us move through this until a vaccine is available. The reality is COVID isn’t going away anytime soon and we will have to adapt to co-existing with the virus. The BC Centre for Disease Control has great information in much more detail. Check it out at www.bccdc.ca/health-info/diseases-conditions/covid-19. “Your personal pharmacist is with you every step of the way” is not just a slogan – it is THE reason Paul Gibbons, Pharmacist/Owner at the Medicine Shoppe Pharmacy in Tsawwassen, looks forward to helping you every day.
QUESTION I have been told I speak quite loudly. Does this have anything to do with my hearing? ANSWER Voices come in many different varieties — some airy and high-pitched, some gravely, some deep and resounding.

ANSWER:
Q: My recent investment statements have made me panic. How can I protect my retirement assets when markets are volatile? ans. My team and I utilize a cash wedge strategy in our clients’ portfolios
which is designed to meet your near-term retirement income needs – while allowing the rest of your portfolio to participate in the market recovery. We use this cash wedge strategy to: • Help protect against short-term market volatility • Increase liquidity in your portfolio • Reduce the risk of outliving your retirement funds • Increase the potential for future capital appreciation
We allow 2 families of 2 at a time in the store. Our store is quite large and can accommodate that nicely. With gold prices up 20% since the beginning of the year it is a perfect time to bring in the scrap jewellery that is broken or never worn anymore. This month we have seen more gold coming in than May and June combined. Silver is at a multi year high with a huge demand right now.
Western Coin and Stamp
Old Canadian and USA silver coins have a higher sale value than any time in the last 5 years. I do not ever remember paying premiums this large above spot silver price for pure silver as what we are paying now. For silver Maple leaves and 10 ounce bars we are paying $3.00 and $2.50 per ounce respectively above spot price. These premiums we are paying will definitely be getting lower as the mints ramp up production and our shipments arrive in. Jim Richardson

Our ears (and brain) listen as we speak and modulate our voices according to how much we are hearing ourselves. If you’re experiencing some form of hearing loss, the volume of your voice in your head is reduced, and so you increase the volume of your voice to compensate. This may lead you to speak louder than is necessary (and, sometimes, comfortable) for others. So while many around you may tell you to learn to speak softer, the real solution may be addressing the underlying problem: hearing loss.
Yes, we are open our regular hours. Mon-Fri 9:30- 6:00 and Sat 9:30 – 5:30.
Jim Richardson, owner
If you’ve been told you speak loudly for as long as you can remember, chances are you were born that way (now go ahead and enjoy a career in public speaking or auctioneering!) However, sometimes a loud spoken voice can indicate a possible hearing loss.

Canadian Lifeboat Institution volunteers will be at an open house this Saturday at the government dock.
Lifeboat Day set for Ladner Harbour “What does it take to save a life and how do you become a volunteer who does?” The Canadian Lifeboat Institution will answer that question when it holds its Lifeboat Day open house at the government dock in Ladner on Saturday, July 18 from 10 a.m. to 4 p.m. Both the Delta Lifeboat and the Fraser Lifeboat will be alongside, how-
ever owing to the pandemic, viewing will be from the wharf only as social distancing will be observed. Crew members will be on hand to explain their volunteer work. The public is invited to visit and support this important community volunteer service that has a working agreement with the City of Delta to assist police, fire
and ambulance when needed. CLI lifeboats help keep mariners safe in the Fraser River estuary and heavily support commercial, First Nations, sports fishermen and other recreational boaters throughout the year. Volunteers are given professional training in seamanship, navigation, medical, engineering, and search and rescue
techniques. This is done by senior members who gained their experience through service in the coast guard, navy and the merchant navy, and are always eager to pass on their experience to new crew members. For more information about the Canadian Lifeboat Institution, call 604-760-5218 or 604-9434399.
A master craftsman of custom furniture in Tsawwassen has put his skills to use to help out the South Delta Food Bank. Andrew Falconer, owner of Beach Grove Custom Furniture, told the Optimist he was recently given a large amount of cedar by some friends. “My mum was visiting at the time and was just about to fly back to the UK when the COVID-19 pandemic started to bite,” he said. “She suggested that in these troubled times it was a good opportunity to do some good in the community and seeing as I had the cedar, it made sense to see if I could sell planters from my workshop and give the profits to the South Delta Food Bank.” Falconer ended up building nine planters, donating $1,025 to the food bank, and in the process managed to use up all the cedar he was

given. “It was great. I literally thought I might run out of materials… nine of them take up a lot of wood,” he said. “It was a win-win-win thing. As my mum said, you won’t be as busy with the normal business, you have all this free wood and you can turn that into a positive. It kept me busy for the week and helped out someone locally and all the money was raised locally.” Falconer’s one-man business specializes in big chunky, rustic furniture.

Question:
I am seeing on the news and hearing from our Strata Council that insurance rates for Stratas are skyrocketing. Do you see any of this related to the work you do with Stratas?
What type of income proof do i have to provide When obtaining a mortgage??
ANSWER:
Answer:
We are not insurance experts but, we hear about this a lot lately. How it relates to us is in how Plumbing Issues may effect Insurance Claims. Floods inside a building can be incredibly costly. Your Mechanical Equipment (Boilers, Storage Tanks etc) are also expensive equipment that needs proper maintenance. Drainage lines also need cleaned (Hydro-jetted) on a scheduled basis as a way to maintain flow and avoid costly back-ups/floods. It is my understanding that if your building has a proper maintenance plan and can show that things are inspected, cleaned and maintained on a regular basis, it can work favorably when negotiating insurance rates. Any larger jobs that may need done in your building, (that may have been put off in the past), are now imperative. Buildings that still have Poly-B piping or need repairs or re-piping, are critical to get done asap or it can greatly affect your rates. Give us a call and we can set you up with a free mechanical audit of all your equipment and discuss how maintenance can save you money.

Lenders require a comfort level that the borrower has sufficient income and cash flow to service the new mortgage as well as any other obligations that they may have. The higher the Loan to Value (ie mortgage amount vs. purchase price) the more important this becomes as the lender is placing less reliance on the value and equity in the property and more on the earning power of the borrower. In the case of salaried employees the lender will likely require a recent payslip and one of the following: A job letter written by the applicants employer on company letterhead or your T4 from the last tax year. In the case of self employed or commission borrowers the last 2 years filed T1 generals as well as Revenue Canada notice of assessments to confirm income as well as all income taxes are paid to date. .

it is with great sadness that we announce the unexpected passing of loving husband, father, grandad and uncle, Vic, on Friday, July 10, 2020. Vic was born in Vancouver, BC on January 04, 1934 to Jesse and Frederick R. euler. Vic was the youngest of 9, lucinda, Velma, Vena, ivan, Freda, Fred, larry and Mel. Vic grew up in the Mount Pleasant district and always had time to share stories of his childhood experiences, tidbits about local history and proudly joke he had “webbed feet” as proof of being a true Vancouverite. Vic trained as a butcher, ran his own shop for several years in Vancouver. He sold his shop and began a lengthy career with super Valu and later a few independent grocery stores, finally retiring in 1994. Vic always boasted that he never suffered a severe cut which is rare in the meat industry. Vic met the love of his life, amy Joyce shepherd at arthur Murray dance studio and they married on september 01, 1956. they moved to Richmond in 1958, where they raised their two daughters Candace and Marlita. Vic was a beloved member of the steveston united Church and was the chairperson for numerous years. Vic is predeceased by his wife Joyce of 58 years, survived by daughters, Candace (Jose) Marlita (Dan) their grandchildren april (Joel), Jennifer (Julius) Jasmine (Piero), Maranda (Caleb), Harmony (Mat) and Destiny (seb); great-grandchildren samantha, Heidi, Josef, sebastian, Jaxon, Kahlina, Jaden, eliana, sophia and nicolas; sister-in-law ann shepherd as well as numerous nieces, nephews, cousins and friends. a memorial service is being planned. in lieu of flowers, donations can be made in Vic’s name to the steveston united Church, the Heart & stroke Foundation or BC Children’s Hospital.
HAERING, Peter June 23, 2020 On June 23, 2020, Peter Haering passed away at Delta Hospital. He will be sorely missed by his wife, Sylvie and brother, Rudi; his children, Carl, Patrick (Dawn), Heidi (Grant), and William; his grandchildren, Joel and Kate; his nieces, Linda (Jason) and Susan (Dale); and his nephew, Eric (Valerie). Peter studied at the University of British Columbia and the University of Toronto, following which he embarked on a career in meteorology that spanned 35 years. He was proud of his work, often providing meteorological analysis and commentary for Vancouver publications, and had the occasional guest spot on television. At the time of his retirement, he was still considered a nationally recognized expert in his field. Peter was an avid outdoorsman and enjoyed spending his free time hiking, camping, fishing, and cross−country skiing all over BC with his children and friends. In his later years, he continued to stay active with his daily walks around Tsawwassen, during which he would greet neighbours with his signature, "All the best!"
There will be no service at his request. In his memory, a plaque will be placed next to his parents, Rudolf and Selma, in Boundary Bay Cemetery, Tsawwassen. Donations can be made to the Delta Hospital and Community Health Foundation.

Luke is a beautiful soul who lives on in our hearts forever. Donations are accepted in Luke’s honour to: BC GUIDE DOGS A "Celebration of Luke’s Life" to be announced
He loved Shakespeare, the Beatles, Pete Fountain, and Harry Belafonte. However, his favourite singer of all time was Bob Dylan. He was quick to remind anyone who brought up the singer’s name in discussion that he had predicted Dylan’s Nobel Prize decades in advance.

It is with great sorrow we announce the sudden passing of our beloved Lukas. Luke was an amazing human being. He touched everyone who came into his life and stood for unconditional LOVE & KINDNESS. His desire to share with others and his love of life was undeniable. Luke graduated from SDSS in 2019. Through his vulnerabilities, he gave us many gifts and showed us what we might have otherwise missed in life. A true blessing. He is survived by his loving Mom, Denise; Grandma, Helene; Mike and Susie; Catherine and Ken; Karen, Doug, Samantha, and Parker; and his best friend/ support dog Justine.

Brigitte could strike up a conversation with anyone, and was genuinely interested in others. above all else, she cared greatly for her children and put others before herself. if you knew Brigitte, then you would know that nothing kept her from her daily walks; she especially loved walking around alpine Meadows and lost lake in Whistler, the Dyke in Boundary Bay, and lily Point in Point Roberts. those that wish to remember Brigitte in the years to come need only to visit these beautiful areas to be close to her once again. should friends desire, a “Brigitte Richters Memorial” GoFundMe page has been set up for the Volunteer Cancer Drivers society and a memorial bench plaque. a Celebration of life will occur at a future date. Please contact the family for details.
