TheCityof Delta has beendoingits part to play a key roleingrowinganddiversifyingtheprovince’s economic growth.
That wasthemessage conveyed at the Stateofthe City EconomicBreakfastheld Tuesday(Sept.16) at Cascades Casino Delta,organized by the Delta Chamberof Commerceinconjunction withthe City of Delta, gathering businessandcommunityleaders to engage inmeaningful dialogueonthefutureof economicdevelopmentin Delta.
Theopening remarksconveyed similarmessages onthecity’s positiveactionstrying to facilitate growth from Delta Chamberof Commerce Executive Director Richard Wischnewski, Tsawwassen First Nation Chief Laura Cassidyand Delta SouthMLA Ian Paton.
The eventalsofeatured guest speakers Mayor George Harvie, Jason Tonin, Executive VicePresident, Land Development, for Beedie, BC Real Estate Association EconomistAmit Sandhu,and Dr. Saad Dara, co-founderandCEOof Mangrove Lithium.
All had positivemessages aboutthecity’s open-forbusiness approach,as wellaswhat’s currently happeninginthe economic sceneand challenges.
Harvie outlined many ofthecity’songoinginitiativesincluding streamliningthecreation of new housing, notinghousinggrowth must meet economic growth,anddescribed howitisimportant to have activeengagement with businessonwhere Deltais headed.
Noting currentprojectsincluding Beedie’s Parkwood IndustrialEstatesdevelopmentaretransformativeinvestmentswhich willcreate thousands of jobs, Harvie laterduring thequestion-and-answer
sessionofthe event, reiterated that anothertremendousopportunity awaits at the site ofthe Vancouver Landfillwhenit closes.
Sidhutalked aboutthe economic, labour and real estate sceneswhichfaceuncertainty due to U.S. tariffs,notingthehousing market’s outlookis positive once economicuncertainty is eased,opening-up pent-updemand.
He noted Delta’s real estate market has seen recovery butis still volatile, with sales activityanticipated to pickupin2026 withatariff resolution.
Notingtheindustrial realestate marketisshowing signsof resilienceandgrowthafter a slowdown due to theuncertainty as wellas capital costs, Tonin talked abouthowthey have had positiveexperiences with Delta staffwho have shownthey immediately want to work on solutionsifany potential challenges areforeseen.
He pointed outhow Beedie hascreated morethan $2billioninindustrialproducton340 acresin vari-
ous Deltaprojects.
Dara described how his company plans to open second Delta-based lithiumprocessing facilityas geopoliticalshiftsdrivedemand to secure a Western lithium supply, ratherthan rely on China. Thenew facility will be capable ofproducing20,000 tonnes perannumof battery-gradelithium,enough to power morethan500,000electric vehiclesannually.
“Thethingthat we were most attracted by wasthe ability to permitthoughthecityof Delta. That was oneofthethings ouradvisors toldus,that thisisthe jurisdiction wherethings can getdonefaster…The thingthat isholdingus back in terms ofa drawback wasthe ability to get peoplehere. So, transit. In terms of attractingmoreinvestmentand attracting more jobs,Ithinkifa balance can be metin keepingthe permittingprocessandtheconstruction processas smoothasit has, alongsideimprovingtransitand allowing people to gethere without having to drive, that would suit Delta really well,” Dara added.
Morethan$11,500 was raisedthis August for Deltassist,a localcharitydedicated to providingoutreachandsupportinthe community.

Theoperatorofthe Deltaport container terminal at Roberts Bank ishopingthefederal government will approve andfast-trackaproposed expansionproject.
Global Container Terminals(GCT) last weekannouncedit has submittedits Deltaport Berth4(DP4)project to thenew MajorProject Officethroughtheofficial Project Intake Form.
DP4 would be afourth berthconnected to the existingfacility.
GCTisalso urgingthe Governmentof Canada to placeDP4on theProjectsof National Interest List, citing its critical rolein strengthening Canada’s supply chainsanddrivingprivate-sectorinvestment.
In anews release, GCT noted theproject representsexactlythe kind of strategic,privately fundedprojectthat aligns withthefederal government’svisionfor economiccompetitiveness and cleangrowth.
“Prime Minister Carney has seta clear directionfor Canada: invest in infrastructure that unlocksprivate capital,drivesinnovation,and positions our countryfor long-term success,” said Eric Waltz, PresidentandCEOof GCT.
“AddingDP4 to the Projectsof National Interest List would demonstratefederal leadershipandprovide thecertainty we need to advanceoneofthemost importantprivate-sectorledtrade infrastructure investmentsin Canada,”
GCTsaysitsDP4 expansion is designedto incrementallyincrease container capacitywhile minimizingenvironmentalimpacts andmaximizing economicbenefits.

TheDP4planisacompetingproposal against the VancouverFraser Port Authority’s (VFPA) planned Roberts Bank Terminal2(RBT2)project.
In 2023, that major three-berthcontainer expansion wasgiventhe greenlight by thefederal governmentafter a lengthy review over several years.
The B.C. government also gave its go-ahead laterthat year.
It is to be builton a new man-madeisland adjacent to the current Deltaport containerfacility.
Whilefinal approvals are still pending, the port authoritythis year saidit issued a requestforqualificationsfora landmass andwharfcomponentof theproject. Additional procurement willalso takeplaceincludingin the late-2020s to select theoperatorthat will build, equipandoperate thenew terminal.
The port authority had stated that T2 would not be operated by GCT, but a separate operator chosen by the port authority.
The latest timeline by the port hastheproject startingoperationsinthe mid-2030s.
Whiletheir public back-and-forth has cooledoff, The VFPA and GCT had beenina war of words, with GCT sayingits ownconstruction timeline wouldonly be aboutfour years because they would be building ona much smallerfootprint, whileminimizing environmentalimpacts and maximizing economic benefits.
In a statement followingthe2023announcement by the feds, GCT respondedthat the approval camedespite significantoppositionandconcerns from Environmentand Climate Change Canada, labour,community groupsand many others.
A July 2022 federal court rulingdismissed GCTallegationsofbias againstthe port.
In 2019, GCTfiledan applicationfora judicial review, challengingthe port authority’sdecisionmaking in relation to itslong-termplanning fordeliveringcontainer capacity.

Boreenis part ofthe support crew, while Emeny will be ridingmore than 800kmalongthecoastof B.C. in support of childrenandfamiliesaffected by cancer.
The event carriesdeep personal meaningfor Boreenand Emeny.
At just four yearsold, Boreen was diagnosed with Ewing’s Sarcoma, a rare bone cancer. What followed was a yearof chemotherapy at BC Children’s Hospital, multiplemisdiagnoses,and groundbreaking surgery to remove mostofhislefthip boneand sacrum to prevent recurrence.
Now,25 years laterand cancer-free, he says hefeelsadeep senseofgratitude.
“I’moneoftheonly people inthe world to have hadthat surgery. Every dayisa reminderofhowfortunateIam to still be here,” said Boreen. His survivorship hasshaped his pas-
sionforadvocacy.
He attended Camp Goodtimesin 2001, received the2022 Terry Fox Gold Medal Awardfrom SFU, andcontinues to sharehis story at events to raise awareness about childhood cancer.
This year, Colton will be part ofthe support crew,helping riders behindthe-scenes to make sure everything
runssmoothly.
“Steppinginto this roleis outsideof my comfort zone, butit’s important to me to connect with survivors, families, andfirst responderswhoareall part ofthis journey,”he said. “The support I’ve received has been overwhelming, and I’m so grateful. Thefunds raised will make a realdifferencefor kidsand
familiesfacing cancer.”
Building camaraderieonthe road Asafire calltaker, Emeny works closely withotherfirst responders over thephone, but Tourde Coastoffers a uniqueopportunity to connectin personandshareanexperiencethat unites everyoneforabigger cause.
That sense of camaraderieiswhat drewhim to the event, buthealso sees itasa personal challenge anda way to give back.
“It’sthetrifectaforme: raisingfunds and awarenessfor childhood cancer research, pushing myself to ride800 kmacrossthecoast, and being able to connect with partner agenciesin person,” said Emeny. “To rideshoulder-toshoulder with otherfirst responders, all working toward the same goal,is really special. It remindsmethat while we mayplay different roles, we’reall part of the same team.”
Overthe past fewmonths, Boreen and Emeny have been busy supportingthe Tourde Coast in every waythey can, by attendingcommunity events to raise awareness, volunteering at Camp Goodtimesandorganizingfundraisers to help their team reach its goals.

In the case ofhousingthere area multitudeofopinionsof what we don’t want but there islittleinthe wayof solutions that make senseother than the obvious oneswhichare to buildhousingin appropriately zonedareas within our Official Community Plan. Some peopledon’t want height butalsodon’t want infill.
Oneminute gentledensity isa good idea butthenext minutetheideaofafourplex being builtnext to a singlefamilyhomeisoffensive.
Many constantlycomplain about parking, trafficand congestion,which seems to indicatethat many ofus care more about cars than we do abouthousing choice. That is unfortunate.
The “character”that many in South Delta wish to preserveisthe same character that will eventually strangle usif we don’tadapt. Wellmaintained single-family neighbourhoods arelovely so let’s keep themthat way by puttingdensitywhereit should be.
The revision to the Tsawwassen Town Centre Mall application willlikely be beforecouncil soon.
Hopefullythat revision will address someoftheconcerns aboutheightanddensity. Apparently in a so-called housingcrisis,less housing will bebetter, yet you can be sure, no matterwhat, some will hate it.
Some have been advocatingconsideringdeveloping farmlandasanalternative. Thiscomes at atimewhen 70 percentofthe public,of all political stripes, support theideaof maintainingand enhancingtheALR.
One such proposalfloatingaroundinthecommunity includesthe75acresofproductiveorganic soil-based farmland at thecornerof Hwy.17and56th Street.

I seethat thecityof Deltaisdoingaccessibilityupgrades perthe articleinthe Aug. 21st editionofthe Optimist.
Iamhopingthis same committee canlook at the walkwaythat runs alongtheFraser River starting behindthe4800 block of48th Avenue. The pathalongthe river isoneof my favourite places to walk. Many people run, walkand bikealongthe path.
This last yearIfell and had several major
fractures.Afteralmost a yearofphysiotherapy, I amnow walking with a walker.
The river pathis hard surfaceandgravel. For people with walkers, itis difficult to walkon,and yourarms becomeshock absorbersas you bump overthe surface.
I occasionallymeet another man witha walker,and we have discussed howdifficultitisforus.
He saidthatat onetime there had beenplans to pave it, butthey’d been rejected.
I have never seen a wheelchairin years of walks.
Walking pathsarethe safest wayfor seniors to getexercise. Numerous seniors have walkersin my building, they all sayit’s toodifficult withthe rough terrain. Sidewalks have drivewaysandcracks.
Havingthat path paved would be a greatconvenience to thoseofus with disabilities, struggling to cope withfallsandinjuriesandtrying to avoid additionalfalls.

Metro Vancouverplans to initiateanalternative approvalprocess to removal landfrom Deas Island Regional Park in Delta.
In anupdate report onthe George Massey Tunnel replacement project to the Regional Parks Committee, the alternative approvalprocess was recommended astheprovincialproject requires1,846-squaremetresofthe regional park fora permanent highwayexpansion,as wellas approximately 42,791-square-metres to be leased for temporary construction laydown and working spaceduring construction.
Metroisthe registered ownerofthefee simple lands.
The regionaldistrict must first remove park dedicationofthose lands which can be achieved by wayofa bylaw, but theadoptionofthe bylaw by the Metro boardfirst requires approvalofthe electors, which can be obtained by meansof analternative approval process.
The report explains that to make thedeterminationofthe numberof electors, staff requested a voters’listforthe participatingarea from Elections
BC,which was received on April22,2025.
That listindicated that thereare1,752,298eligibleelectors.
It was recommended that number be considered a fair determination ofthe numberofeligible electorsfor the participatingarea. Basedonthe numberofeligibleelectors,175,230isthe numberofelectorswho must submit signed elector responseforms to prevent the Metro boardfrom adoptingthe bylaw.
The land to be sold to the provinceforthe highwayexpansionis a narrow triangular parcel adjacent to the east of Highway99.
The land to be leased asa temporary laydown area for theconstruction, meanwhile, will require the clearing of treesand vegetation.
While BC Ministry ofTransportationand Transit willundertake restorationoftheleased landoncetheprojectis complete, it willlikely take multipledecades for the park to be re-established to its current condition,the report notes. Due to the scaleof theproject, the length oftheinitial term of the lease would be seven years, with two automatic renewal termsofone year each, butfurtherlease renewals would be considered,asneeded,inthe eventconstructiontakes longerthananticipated. Establishedin1981,the park is91hectares(224 acres)andincludes5.9 kilometresoftrails, washrooms,picnic tables, and adock.
The park had approximately 354,900visitsin 2024.

Anew party runninginthecityelectionsnext year says it will spendmore on police,andalsolowerproperty taxes.
The Conservative Electors Association recently was registered by Elections BC in15citiesaroundthe province, with Delta beingoneofthem.
David Denhoff,financial agent with theassociation, saidthe party will ensure police have “the resourcesand support” to keepcommunities safe.
“A lotof peoplelove Delta because inthe past,it’s been saferthanother areas, butcrimeisticking up. Only Conservative mayors andcouncillors willdeliver safer streetsforfolksin Delta.”
Conservativesalso will lowerproperty taxes,he said.
“Propertytaxesin Deltaincreased by6.75 percentthis year-that’s nearly $200moreinproperty taxesforthe averagehousehold,” said Denhoff.
“That’s a significanthitwhenfamilies
arealready struggling with rising grocerypricesandhomeinsurancecosts.”
Voters want elected officials to lower taxesanddo so ina responsible way, he added.
Theorganization will have candidates underthe Conservative bannerand likely be runningin Deltaduringthe civicelection, Oct. 17,2026.
Applicationsfor candidates haven’t opened yet but Denhoff saidthere’s been “significant” interest in Delta,and heexpects “a strong groupof applicants.”
The Conservative Electors Associationthoughis separate from federalorprovincial Conservative parties.
Denhoffaddedthat it’s common for volunteersand candidates to be involved withother parties but wanted to emphasize that theassociationis completelyindependent from senior parties.
He doesn’t seethe party splitting the right-of-centre vote sayingthe party gives voters “a clear, conservative choice theyknowandtrust.”

Anew recreationplace at Tsawwassen Mills mall will soonprovide volleyballandpickleball athletesaplace to play until theirhearts’content.
The Nest, at morethan 90,000-sq.-ftinarea, will opennext spring at the mallandoffer14indoor pickleballcourts.
“We’re honoured to collaborate with Tsawwassen First Nation and Tsawwassen Millsin buildinga spacewhere the athleticcommunity canthrive,”founding partner Lorne Loiselle saidin anews release. “Withits state-of-the-artfacilities andextensiveprogramming,The Nest will redefinethepickleballand volleyballexperiencein Canada.”

TheCityof Delta has issued a request forproposalsfortheconstructionofanew gas absorptionheat pump system at Fire Hall No.5.
Theprojectis to replacetheexisting hydronicheating system anddomestichot water system servingthe64th Avenuefire hallin North Delta,includingthe removalanddisposal ofexisting boilerand domestic waterheater, the supplyandinstallationof two gasfire absorptionheat pumps, two boilers, onedomestic hot watertank, several unitheatersandassociated ancillaries.
According to FortisBC, gas absorptionheat pump technology can helpcommercialand industrialorganizations lowerannualoperational costsand reduceenergy useand overallgreenhouse gas(GHG)emissions.
Whilethe technology has beenused in Europe foracoupleofdecades, it’s relativelynew to the B.C. market, FortisBC notes,addingit ran a pilotprogramfrom20192020 to test gas absorptionheat pumpsin seven commercial buildings across B.C.
That pilotdemonstrated a 35 percent reductioninenergy use, and survey respondents all saidthey’d recommend the technology to others.

TheCityof Delta’s 2025 Financial Plan has $400,000 budgeted in an ongoingprogram to support greenhouseGHG emissions reduction within somecivic buildings.
Fundsare to be used toenableinnovative GHGandenergy reductionprojects,whichare incrementaland supplemental to buildingand equipmentupgrade projectsidentified within Delta’s Capital Plan,the
cityexplains.
“The purposeofthis programis to allow capitalupgrades to incorporate ahigher efficiency product to gobeyond like-for-like replacement. Thefunds will be used to supportupgrades to air handlingunits, boilers andheating systems, as wellasexplorea solar
installationopportunity and carry outfeasibility studies. Staffare reviewing possiblegrantor incentivefundingopportunities to supportthe variousupgradeprojects,” a report notes.
Thecity last year announcedit would receive$200,000fromthe Federationof Canadian MunicipalitiesGreen Municipal Fund to study methods to reduceGHG emissions at various recreationaland public buildingsthat produce thehighestamountof
carbonintheircommunities.
Another Delta staff report alsonoted that many successful retrofits of Delta’s buildingsand measuresimplemented overthe years withinthe city’sfleet resulted in the achievementofa20 per cent reductioninGHG emissionsfrom2007 levels.
However, moreneeds to be done to continue to improveenergy efficiency andfurther reduce GHG within Delta’s facilities,that report noted.

That’s according to a new Metro Vancouver report whichupdatesthe regionaldistrict’s Housing andTransportation (H+T) Cost Burden Study, analyzinghowcombined housingandtransportationexpensesaffect householdaffordability acrossthe region.
CombinedhouseholdH+Tcosts average $41,000 per year, with wide variationincosts between jurisdictionsand inthe ratiosofhousing costs to transportation costs,the report explains.
Keyfindingsinclude transportationcosts can rival,and sometimes exceed,housingcosts,
“Housingcoststhe average Metro Vancouver household$22,000 per year,whiletransportationcosts$19,000. In severalmember jurisdictions,however– Maple Ridge, Langley Township, LangleyCity, Port Coquitlamand Delta –transportationcosts exceed housingcosts,on average,”the report notes.

Small-Scale Multi-Unit Housing(SSMUH),for example,isunlikely to contribute to affordability ifitdoesnotoffertransit proximity, rental tenure andconvenientaccess to jobsand services.
Transit-OrientedAreas around SkyTrain,onthe other hand,couldenable greaterlevelsofaffordabilityifthehousingis
purpose-built rental,the report adds.
The dataalsodemonstratesthat strategic investmentsin public transit can significantly improvehousehold affordabilitywherehousingcosts remaina major challenge,according to the report,notinghouseholdsinareas with strong transitaccessconsistently experiencelowercombined housingandtransportationcosts.
“Thisunderscoresthe importanceofaligning landuseplanning with transitinfrastructure to supportmoreaffordable living. Transit-oriented development can reduce reliance on costly personal vehiclesandenable moreefficientuseof land formid-rise,rental,and wood framehousing forms.
“To maximizethese benefits, regionalgrowth policiesshouldcontinue to prioritizedevelopment inareas withexisting or planned rapidtransit service. In particular,the MajorTransitGrowth Corridor overlaypresentsanopportunity to strategicallyshapefuture growthareasthat support affordability,”the report concludes.
The report suggests expandingtheuseofthe MajorTransitGrowth Corridorconcept.

Asa Christian,Iknow withallconfidence thereisahope, alove anda peacethat cannot be shaken. Thisis becauseofthe peaceof God,which surpassesall understanding, found in Jesus Christ alone.
Jesus said “I AM the Lightofthe world. Whoeverfollows Me will not walkin darkness but will have thelightoflife.”
When we consider this text along with His additional words: “In this world you will have

tribulation. Buttake heart; I have overcome the world,” we are left withafullerunderstanding: The worldisfilled with darkness, yet we don’t have to fear today or tomorrow.
You seewhile His declarationsare pure doctrine(truthproposi-

But Jesusisn’t just informingusthat the darknessisallaroundus, so we ought to walk with Him, He’s alsoalertingus to the darkness withinus.
Butthe gospel, which means “goodnews”, is that He came to liberate usfrom both.
He came to set captives free fromtheir sin, which so easily ensnares. He came to be theone andonly sacrificefor our sin, so we could have our sins atonedforandlive everlastinglyin Hislight. Iimplore you to come to Jesusand He willgive you rest.
Whoevercomes to Him, He says He will never cast out, but instead, willforeverlive in Hislightoflife.

A Torontoactor will be back in Tsawwasseninafew weeks, continuing a careerthat’s nowinto twodecades.
Josette Jorge, use to livein Tsawwassenand still hasfamily in South Delta.
She will be checking in withthem whenshe’s outhereinthenextfew weeksfilming The Way You Dance, a story abouta choreographerin Los Angeleswho has to move back home to Langley to take care ofhis sick father. Her characterplaysthe best friend.
That’s just themost recentitemon Jorge’s resume,however.
She’s currently starring asthe nurse in The Unstoppable Jenny Garcia,aCBC Gemshow abouta Filipina teendiagnosed with cancer, basedonaprevious Quebec show.
That show resonates because Jorge, whousesthe gender-neutralpronoun Filipinx, to denotethat she’sanallyto thetranscommunity.
“… and being part ofthe Filipino community myself, I’m superproud to be part ofaprojectthat centresaround a Filipinofamily,”she toldthe Optimist.
In addition, many people can relate to the story,she saidaddingthat a decade ago, shelostafamilymember to cancer.

Jorgealso hada roleinanepisode of Law andOrder Toronto: Criminal Intent,thefamous U.S. crime showthat spunoffa Canadian version.
In that episode, Jorgeplays aprison warden.
“That wasagreatexperience,” she said,addingshe’s abig fanofthe Law andOrdershows.
Coincidentally,her husband, Fane Tsealsoplayed in anotherepisodeof Law andOrder Toronto.
“So, we’re pretty lucky that we both got to be ontheshow.”
Jorge recently has been recognized forher work.
She wonthe best supporting performerina childrenor youth program, inthe recent Canadian Screen Awards. She wasalsonominated forthe best writinginanimation awardandthe best voice performance.
Fornow, Jorgeis happy to work in Torontoand Canada.
“I want to stay in Canada. I feel very proud to be a part of Canadian productions, supporting Canadian writers, Canadiancreatives. I’mall aboutthat.”
Sheandher husbandalso runtheir owndrama school Ivy SpeechArts Academyand tell studentsthat to pursueanacting career,theyshouldlike what they’redoing, moneyornot.
“I always tellthem,what willdrive you,isthelove ofit. We don’t get paid for auditions, but we put our heartand soulinto it.”
Often, sending out audition tapes canlead to no response, which can be discouraging.
She tells students to pursueanddo what fulfillsthemasactors ratherthan waitingfortheirphones to ring.

“A good sign wasthat we were able to getthe whole rosterinto the gamewhich wasa super valuablelearningexperiencefor some of our very raw young guys,” saidheadcoach Scott Martens.“We competed really well. Bothquarterbacks were able to throw aTD pass andninedifferent wide receivers caught passeswhichis really rare at ourlevel.
