Housingshould be declareda human right.
That’s what representatives withthe2025 Greater Vancouver Point-in-Time Homeless Countthis weekasked municipalities at this week’s Unionof BC Municipalities(UBCM) convention, following the releaseof dataontrends inthe Count’s Final Report andcompanion Indigenous Homeless Count Report.
The recognitionof housingasa human right wouldprovidea pathway to policydevelopmentfor equitablehousing, as well asaddcriticalurgency and responsibilityfor municipalitiesandthe province to ensureaccess to housingcoststhat are aligned withincome, a news releaseexplains.
It canalso be the catalystforimplement-
ing policiesthat prevent homelessness, address theescalatinghousing andhomelessnesscrisis, eliminatediscrimination, andprioritizetheneeds ofvulnerableand marginalized populations, the news releaseadds.
The2025 Count was conducted this March by the Homelessness ServicesAssociation of BC and Infocus Consulting.
TheCityof Delta,in a latest count, ledall Lower Mainlandcommunities ina percentage increase ofunsheltered homeless persons, according to the2025 Point-inTime Homeless Count inGreater Vancouver Preliminary Data Report released earlier.
That report notes58 unsheltered people were inthecommunityon count day, compared to 27inthe last countconducted in2023. That’s a 115 percent jump.
The report explained unsheltered includes survey respondentswhodid not have a placeonthe nightof March10,2025.
There wasanine-per centincrease inthe numberof peopleexperiencinghomelessnessin Greater Vancouver since the2023 Count, withthe largestincrease in people whoareexperiencing unsheltered homelessness. That meansthey’re living outdoors, without protectionfromthe elements.
Meanwhile, the numberofindividuals experiencinghomelessnesswho were sheltered from2023-to-2025 was relatively similar, according to the report, which found Delta stayed at 17 individualsinthe latest countcompared to the previouscount.
In total,5,232 people were experiencing homelessnessacross16 municipalitiesinGreater
Vancouverwhenthis year’s count wasconducted over the24-hour period. Indigenous people were once again over-representedin unsheltered populations experiencinghomelessness.
According to the 2023count, thebiggest increase by percentage whenit came to the total numberofhomeless sheltered andunshelteredindividuals wasin theCityof Delta, which wasup159 percentfrom the2020count.
Housing gaps costing municipalities Meanwhile, inanother news releasethis week, the BC Urban Mayors’ Caucus(BCUMC) soundedthealarmon what it says are critical housing gapsandescalating municipalcosts, following the releaseof datacollected in partnership withthe Unionof BC Municipalities.

The datashowsthat nearly halfofthe survey respondents have housingprojectsintheir municipalitieson-hold due to lack ofprovincial funding. Housingneeds aregrowingacrosscommunities, andall respondentsindicated that they areincurring significant costsdue to rising homelessness, costing municipalitiesmillionsof dollars.

The Delta Police Department(DPD) has begun steppingupits recruitment efforts withinitiativesaimed at notonly attractingmore recruitsandexperiencedofficers butalso stopping other policedepartmentsfrom poaching promising recruits.
At the Delta Police Board’s Sept.17 meeting, Insp.Brian HillandS/Sgt. Andrew Thompson withthedepartment’s recruitmentunit went over their multi-pillar recruitmentplan, also explaininghowtheyarein toughcompetition withotherdepartments.
“Togive youabiggerideaofthe recruiting snapshot, inthe Lower Mainlandand, biggerpicture, evenon the (Vancouver) Island,it’s a small pool ofquality candidateswhoare looking to getinto lawenforcementand we’re alllooking to getthe best candidate. So, whether you’re Vancouveror Surrey, whetherin Victoria, there’sthat limited poolof people wanting to getinto policingthat are readyforthat nextlevel but we’reallfightingforthose candidates. That isthe landscape that we’re in. It’s a buyers’ market rightnowand recruits can basically choose which agencythey want to go to,” said Hill.
TheDPDis currentlyoperating14 members under strengthandislooking to hire15-to-17 recruits to bring its compliment back up,noted Hill.

Notinganother importantcomponentis retention, Thompson saidthey partnered withtheCityof Deltainan advertising campaign to attract residentsinterested in a careerin policing, as wellasconducted interviewand exampreparationhelpamongthosein theDPD’s owninternal poolofaround 200 volunteers who may be interested in joiningtheforce.
Onearea that wasdescribed asa“red flag” wasthe PoliceOfficer Physical Abilities Test (POPAT) whichprospective recruits must takeprior to entering the Justice Instituteof BC’s training program. The sessions areheld at variouslocations, although the Vancouver Police Department has beenoffering their own testing sessions.
Allother agencies have been relying on POPAT’sfrom third-party providers includingoneheld at the Richmond Oval. TheDPD became awarethat someoftheirprospective candidates that were sent to that POPAT had met third-party recruiters workingforother police agencieshoping to lure them away. That’s how they lost somewho went there.
Asa result, theDPD requestedfunding to getits own equipmentandisnow intheprocessof havingits own POPAT

Police Chief Harj Sidhu toldthe boardthat recruitment will remain a challenge forthe Lower Mainlandin thenextfive to 10 yearsuntil things start to stabilize.
“We’re talking aboutallthese numbers, but we haven’t lowered our standards. That’s very important. We’re still hiringhigh-calibre candidatesthat are going to the Justice Institute, winning awardsfor being top recruits,” he said.

The report goeson to note, “SPS is committed to conducting recruiting initiativesprofessionally, transparently, andina mannerconsistent with the workplaceenvironment with some precedentalready establishedas to what is acceptable.”
The report alsoexplainsthat almost allthe applicant submissionsunder the currentincentive scheme have beenfrom within British Columbia, despite socialmediaadvertstargeting largemetropolitanareasinAlbertaand Ontario.

eadership haslong beenmeasured by charisma, vision, andthe ability to rallyothersaround a cause. Yet,thetrue test ofleadershipisnotinhow many followersonecommands, butinhow many leadersonecreates.
Good leadersareoften admired fortheir strength, decisiveness, andconfidence. They inspire trust in their abilitiesand make others believe inthem. People follow becausetheyareconvincedthat thisleader has theanswers, theplan, and the power to make things happen. Butwhileeffective, this styleofleadership can alsocreate dependency, followerswho waitfordirection rather thanacton their own initiative.
Greatleaders, ontheother hand, leaveadifferent legacy. They make you believe not just intheirvision, but in your own capacity to con-
tributemeaningfully to it. They unlock potential you didn’tknow you had. Instead of standing at the centre, theycreate spaceforothers to shine, teachingthrough empowerment ratherthan control. The resultisa ripple effect: teamsthatare more confident, communitiesthat aremore resilient, andorganizationsthat thrive evenin theleader’s absence. Here in Delta, we are fortunate to have many of thesequietleadersamong
us,mentors guiding youth, neighbourslifting neighbours, advocatesensuring every voiceisheard. They don’t seekthe spotlight; instead, they shineitonothers. And indoing so,they create a rippleeffectthat outlastsany singletitle, term, orproject.
Thinkofthe teacherwho made you realize you were capableofmorethana passinggrade, orthecoach who sawleadershipin you before you sawitin yourself. These figures remindusthat leadershipisnot about beingthe loudest voiceinthe room but aboutamplifyingthe voices ofothers.
In today’s world, whether in politics, business, or communitylife, what we need arenotmore personalities to believe in, butmoreleaderswhohelpus believe in ourselves. That is thedifference betweenleadershipthat fadesandleadershipthat lasts.

Toooften we getthe responsefrom politicians andtheir bureaucrats that theyaredealing withthe ‘Big Picture,’like we don’t getit, theyare loftierthanus.
Thebigpictureis simply the culmination ofthousandsoflittlepictures.
Ifthey took care ofthe littlepicturesinatimely fashionthebigpicture would be lessdrasticand more manageable.
Example, Point Roberts andother Canadian/US small border towns.
Ifthey had handled
themproperly duringthe March2020international borderlockdown, our economies wouldnot have beennearly asdevastated.
We predicted ifthe lockdown went beyond fourmonths our economies mayneverfully recover, and we were unfortunately proven right.
We never recovered our economies to more than70 percentof our previouslevels. If we could seethat comingwhycouldn’tthe BigPicture pundits?
So,nowitisontothe

However, so far,any recognitionandaction are just more rhetoric, andthe very obvious issuesarenot being addressedinadvance. At some point everything will stopfunctioning. Strangelythis economic devastationandisolation isall selfcreatedand self defeating.

I tooamobliged to usea walker.I absolutely applaud Ms Salter’s explanationofhowitis so jarring to our poor arms to (try) to walk, asthey becomeshock absorberson, e.g.,gravel madefrom too large stones.
I’m sure that thisissue isnot something that able bodied people out fora walknormallythink about. Ineverdid. Butfor peoplewhoareobliged
to usea walker, rough and/oruneven surfaces constitutea barrier. This ismost unfair to those withmobility challenges.
However, the walkabilityof pathsforthecommunity, includingthose withmobility challenges, should be a routine part of walkwayconstruction policiesin Delta.
I wouldlike to see such policies be developed as soonasis possible.
Also, allofthe surfaces ofpresent walkways in Delta must be assessed to findwhat needs to be changed, so that allof
ourcitizens canenjoy a walk, regardlessof their mobility status. It is our right.
Presently, theonly two placeswhereI canenjoy a walkare Shirley’s Walk, which wasdesigned withthose withmobility challengesin mind. The pathwayis some sort of compactiblegravel, and thegravelpiecesare very small. The secondplace whereI can go fora walk isthe North40offleash dog park, asofcourse, the paved roadwaysare stillthere.

TheCityof Deltais looking at concerns regardinga Tsawwassen stop sign thathas sometimesdrawntheireof motorists.
This summer, the Transportation Advisory Committeediscussed a reviewthat wasundertakenaftera residentquery regardingtrafficon52nd Streetandthe stop sign by UplandDrive.

Theengineeringdepartment later removed boththecrosswalkandthe stop sign, butafterwhat was reported as several close calls of speeding vehicles, the stop sign was reinstalled butnotthecrosswalk. Meanwhile,52nd Street remainsa50km/h zone.
Thecommitteealso discussedtheCityof Vancouver’s recentmove to reduce speedlimitson alllocal streetsfrom50 km/h to 30km/h.
Vancouvercouncil unanimously approved theplan to reducethe speedlimitson resi-
dential streets, explainingthat slower vehicle speedsdramatically improve safetyfor people walkingand cycling.
According to theCityof Vancouver, the benefitsof lowering vehicle speeds from50km/h to 30km/h can reduce pedestrian fatality ratesincollisions from80 percent to 15 percent, and canlead to shorter stoppingdistances, reducing by nearly 50 percent, which helps preventcollisions.
Currently, theblanket speedlimitforall streets is set by theprovince at 50km/hunlessotherwise posted Municipalities have the authority to reduce speedlimitson individual streets, though.
TheCityof Delta has initiated lower speed limitson some residential streetsas part of a Slow Streetsprogram.
Delta staffadvised the Transportation Advisory Committeethey would reviewthe Vancouver policyandbringthat forward fordiscussion at afuturecommitteemeeting.

Like itornot, all Delta residents, and everyone else, now receiving mail delivery at theirhomes will have to start going to community mailboxes.
Last week, Public WorksandProcurement Minister Joël Lightbound saiddoor-to-door mail delivery willendfor almostall Canadian households within several years.
Fourmillion Canadians will seetheir service switch from door-to-doordelivery to acommunity mailbox model, amove that is expected to generate about$400million per yearin savings.
Canada Post must come back withaplan to implementthe changes, now that a moratorium since2015 to convert homedelivery to community mailboxesisending.Deltans have heard this before
It was overadecade agowhenthe sameplan surfacedin Delta, causing considerableangstthat eventually resulted inthe federal government backingoff.
In June2014, Canada Post officials madeapre-
sentation to Deltacouncil onthe agency’s plan at thetime to eliminateall homedelivery service.
“Weknow changing fromdoor-to-door to community mailboxes representsa significant changefor residentswho have not hadit before. We alsounderstandwhat neighbourhoodsare to residents. We’reconfident we canimplementthis transitioninathoughtful andeffective way,” said Jeremy Cotton, manager of municipalengagement and governmentaffairs for Canada Post.
Delta at that time had about39,000addresses with about28,000 getting maildelivery at thedoor.
Canada Post announcedtheprevious Decemberit would be phasing outdoor-to-door deliveryof regular mail to urban residents over five years, citing significant losses becauseofan increasing useofdigital communicationand a declineofletter mail volumes.
Part ofa multi-faceted plan to reducecosts, Canada Postsaidit would work with localofficials
to choose safeand appropriate community mailbox sites.
TheCrowncorporation set out somecriteria including havingthe mailboxes close to street lighting wherever possible.
Canada Post at the timealso saidit wasconsulting variousgroups, including seniors, about “alternative approaches forthose with significant challenges.”
However, the postal servicedidnot state whetherit wasconsideringcontinuinghome
deliveryforcertain people, even foranadded fee.
Whentheconversionprogram wasfirst announced by the Conservative government, Ladner wasthe first communityinthe Lower Mainlandtargeted forconversion.
That transitionfor approximately4,900 homesinLadner was scheduledfor April1, 2015,following a period ofconsultation with residentsandthecityon locationsforthecommunity mailboxes.
In 2015, Canada Post completed a Community Engagement Report.
Basedon1,670 Delta responses, the report noted Canada Post found that security of mail was theprimaryconcernfor most residents.
Canada Post also determinedthat 92 percentof respondents preferredsmaller clusters of community mailboxes, close to homes.
A significant number of people were alsoconcerned abouttheaccessibilityof mailboxes, particularly fortheir neighbours withdisabilitiesand seniors.
Deltacity staff recommendthat Canada Post
be requested to provide accessibilityfeaturesin conjunction withthe installationofthenew community mailboxes.
A seriesofconcerted pads would be installed that year aheadofthe plannedinstallations.
Not havingdoor-todoor had beenafactof lifefor yearsfor newer housingdevelopments and multi-familycomplexes, butthe switch to community mailboxesfor homesthat have always hadtraditionalhome deliverydidn’t go over well.
Afew weeksafterthe subsequentfederalelection, theconversion was suspended, andamoratorium laterimposed.
Then DeltaMP Carla Qualtrough saidthe homedeliveryissue was something sheheard loudand clearduringthe election campaign and inherfirst few months asMP.
“Weundertook a reviewandI will saythat Deltaprovideda tonof feedback because it was so near anddear to the heartsof South Deltans who were facingthis,” she saidfollowing the suspensionoftheplan.
Theconcentre pads were later removed.

St Augustineonce said: “Hope has two beautiful daughters; their namesareAnger and Courage Anger at the waythingsare, and Courage to see that they donot remainasthey are.”
Life sometimesfeels like being out at sea in themiddleofa storm. The windsofuncertainty blow hard, the waves ofdiscouragement rise high, and wewonderif we’ll be swept away. Yet Hebrews remindsus: hopeis ouranchor. An anchordoesn’t stop the storm, butit keepsthe shipfromdrifting and crashing.
Ourhopeisnotfragile—itisfastened to Christ Himself.
This weekin Canada, we paused forthe
National DayforTruth and Reconciliation.
It remindsusthat hope must not onlycomfort us—it must alsomove us. Hope anchors usin facing hard truths:the painfullegacy of residential schools, the voices of survivors, andthe call to healing. If we are anchored in Christ, then we cannotdrift past these realities. Instead, we find
thecourage to stand still, to listen, and to walk together toward justice and reconciliation.
Hope is never passive. It steadiesuswhenthe world chasesshortcuts or avoidsuncomfortable truths. It inspiresus to be reconcilers, peacemakers, andhealersin our families, communities, andincreation itself.
In quietmoments, we canpray: Lord Jesus, be my anchorwhen storms rise. Keepme steady whenI want to drift. Give mecourage to facetruth, strength to seek reconciliation, andhopethat endures.
And withthat prayer, we go into the world, knowing the storms will come, buttheanchor will hold. Christ steadies our steps, the Spirit strengthens ourcourage, and the Father’s love keeps us secure—firmand unshaken.

Writinga will-orupdating anoldone-isoneofthose tasks many ofus putoff.
I’ll get to it laterisacommonexcuse, butthe realityis, havinga willis aboutfarmore thandividingupmoneyor property It’s about caring for yourlovedonesand making sure your wishesare respected.
Make a Will Weekisatimely reminderof just howimportantitis-no matter your age, familycircumstances, orfinancial situation.
Withouta will, the law decideshow yourestate is divided. That maynot reflect what youwant. A partner, stepchildren,or closefriends maynot be recognized under provincial law.Or perhaps you’vealready helped one child withthe purchase of their first home, butnotthe younger one yet. A willensures you decidewhoinheritsandhow
much, who carries out your wishes, andfor parents with young children, who stepsinas guardian. That peaceofmind alone makescreatinga will worthwhile.
Forfamilies,a will canalso preventconflict. Sadly, disagreements aboutinheritance are commonwhenthereare no clearinstructions. By setting out yourintentionsformally, you spare yourlovedone’s unnecessary stress anddisputesandhelpthemfocuson supporting each other.
If you don’t have children, a will can be evenmoreimportant.
Leaving clearinstructions preventsuncertainty and strainforextendedfamilyand friends;afterall, someone will have to decidehow yourestate isdistributed.
But willsaren’tonly about family. They canalso reflect
your valuesandthe causes you care about. Some people make gifts to charities, creating a legacy that continues to make adifference.
A willalso makesit easier forlovedones to manage your affairs. Why? Dying without a will (known as dying‘intestate’) can lead to lengthy, costlylegalproceedings. By makingyour wishes clear, you streamlinetheprocess, minimizelegalfees, andhelp your beneficiaries avoidemotional strainandunnecessary delays.
The goodnewsisthat writinga willis simplerandmore affordablethan many people think.Anotaryor lawyer can guide you throughtheprocess. Taking this stepdoesn’t just protect yourestate -it’s oneof themostimportantgifts you canleave behind.

The DeltaLawOffice hasprovided some valuableinformationonhow you should choose your executorof your Will.
Usually, spouses will appoint each otheras executor, andthentheir childrenonthe passing of bothofthem. If you have this kindofafamily –and youlikeandtrust your kids-then youare inluck. But many people don’t.
Here are somequestions to ask yourself aboutthe person you might choose instead: Do theylivelocally? It’s easier to deal with your residence, banksandall the stuffin yourhomeif yourexecutorlivesnearby. Also, appointingan executorwho resides out of Canada can raisetax
Do youtrust them? To manage yourassets with careand respect? To do a good, thoroughandquick job? To getalong withthe other beneficiaries?
Willthey want the job? Askthem. What ifthey haveanew job, anew baby, orare themselves past the age wherethey wantthis kindof responsibility?
If youareablended family,or have beneficiarieswhodon’t getalong, wouldithelp to appoint a third party to lookafter things?
Youonlyneed one executor. Youdon’t get a better job withmore, and youareusually just makingmore work sincethey willallneed to sign everything. We recommend

A good win, andanice stepin the right direction.
That’s how headcoach Scott Martensdescribed the junior varsity South Delta Sun Devils impressive 35-6 home win last Thursday (Sept. 25) over the New West Hyacks.
“New West had size and numbers onus, butthey were a very rawfootball team, and we took advantage ofthat,” said Martens. “Weplayed aroundthis week with some personnel changes andallofthem seemed like they worked.Ascrazyasit is we have played five gamesnowandare still lookingforthe right mixfor offenceanddefence that givesus the best chancefor success.”
Much of the Sun Devils success camethroughtheair with four touchdowns passes by Quinn Kirincic to three different receivers –a45-yard pass to Simon Klukas, a35-yard pass to Henry Perry, athree-yard pass to Perryand a 50-yard pass to Ty MacGregor.
Easton Giesbrechtalso scored a majoroffa35-yardfumble recovery.
“Wealsoshuffled our backfield upabit to giveus somemore size at running back and some different matchupsif we want to grindit outor go more to the air,” added Martens.
South Deltaplaysitsfirst league game against rival Seaquamon Thursday,3 p.m. at
Dennison.
“Weneed to make another step inthe gamesthat count,” said Martens. “This was by far our best weekofpracticethis seasonandit showed by how the teamexecuted onthefield.Iam really excited for thecontinuedgrowth of the team and to seewhat we canaccomplish by working togetherforone common goal.”
The senior varsity Sun Devils dropped a 34-26 decision to the numberone ranked W.J. Mouat Hawks in Abbotsford Sept.26. South Deltafailed to capitalize on severalopportunitiesinthe first halftrailing20-7 at half-time.
South Delta’s defence stepped upallowing theoffense to scored twounconverted touchdowns to bringthem to withinone at 20-19, butthe Hawks maintainedtheir composure andanswered back. Thelossdropped the Sun Devils to 3-2 overalland0-1in regular seasonplay, whilethe Hawks remainedunbeaten at 5-0.
Damian Dumas passed for111 yards, rushedfor114 yardsand scored three touchdowns overall.
David Christian rushedfor70 yardsandone touchdown while Willem Ter Keursledthe receivers with61 yardswhile Quinn Sjoberg had50 yards receivingandone touchdown.

With great sadness, we announcethepassing of John Currie at theVernon JubileeHospitalon September 19th,2025,at theageof72 years. He is deeplymissedbyhis sister,Sheila (Bill);brothers, Ianand Graeme(Xuan);and many friends throughout BC andbeyond.
Jill TasmanpassedawayunexpectedlyonMay 1, 2025,at PeaceArchHospital. Shewas79. With her boundlessenergy, creativity, and spirit,it’shardto believe she’sgone.
Abeloved Grade 5teacherat Hawthorne Elementaryfromthe late ’70s through theearly 2000s,Jillleft alasting mark ongenerationsof students. Shecoached track, createdplay backdrops, and gaveheralltoevery school event. Shewas thekindofteacher whomade adifference —thoughtful, engaged, anddeeplydedicated.
Outsidethe classroom,Jill wasendlesslycreative. Sheworkedwithwood, craftedstainedglass, painted, made jewelryand collaged. Shewasalsoa blackbeltinkarate, adefenderof BurnsBog,anda committed volunteerat theHospice Thrift Store, DDSLThrift, and KinVillage. And shelovednothing more thanpaddlingherkayakon theFraserRiver.

He wasoneof thelucky ones whogot to do whathe lovedmostfor aliving: makingart. He had anatural talent in bothillustrationand claywork and thetwo great themesofhisart were humourand thegood olddays.
He grew up in Kitsilanoand in thelate60s movedto Tsawwassenwithhis wife,Judy, toliveinahouse newlybuilt by hisfather-in-law. He loved Tsawwassenand lived in thathousefor alittleover 50 years. He had many greatfriendsinTsawwassen andon7B—asoneof thesignshe made said “thingsarebetteron7B.”
He treatedhishomeitselflikeaworkofart andboth thehouseand yard were constantly evolving;his house, insideandout, was thenaturalenvironment for hiscountlesssculptures, paintings, signsand collectibles.
Hisother greatpassion wasplaying theguitar, mostly oldies.Heplayedprettymuchevery dayas farbackasanyone canrememberandas many old photosofhimasa young manattest. Hisretirement freedhimuptobeevenmorecreative ashegot to experiment with newforms:reproducing hisfavouritefamouspaintings, workingwithwood, sign makingand so on. Indifferent mediahe reproduced everything from Picasso paintings to comicstrips.
In hislastmomentshewas still cracking jokesand oneof thelastthingshe said was“behappy,” the great motifofhislifeandartand song.
