The Tsawwassen Causeway Beachis currentlyfacing significantenvironmentaland safety challenges due to hightrafficanda lack of clear jurisdictional oversight.

Recurring misuseisthreatening public safety, culturally significant landsandanimal habitat.

“There’s sort oflikea ‘no man’s land’ between whose responsibilityitis,” said Krystal Lockert, memberand natural resources manager withthe Tsawwassen First Nation (TFN).

Lockert says the causeway is essentiallyajigsaw puzzleofdifferent authorities.

The MinistryofTransportation and Transit is responsibleforthe roadandthe parkinglot,while BC Ferries managesthe beachfromthemossline to the water.

TheCityof Delta handles policeandfire callsfor thearea, butthe Tsawwassen First Nation’s own land is just a narrow stripthat curvesaroundthebluff.

Because these boundaries overlap so much, itcreatesa gapwherenooneisquite sure whoisin charge ofenforcing laws to stopillegal garbage dumping, beachfiresandanimal harvesting.

“Peopleare just dumping thebig stuffthey want to get ridof.Piano,truck canopy,tires, furniture. There wasawhole palletofused car partsfound,” said Dionne Baker, TFN’s natural resourcesenforcement officer.

She points to asmouldering fire, found recently, burningnext to plastic garbage bags— asaconstant hazard.

Fromdiscarded smokers to household trash, the beach has becomeadumpinggroundthat the communityisforced to cleanupona volunteer basis.

It is a maintenance cyclethat they both warn is no longer sustainable.

“Weactually had to have afight with somebody to takecommandofit. Nobody can seem to agree on who gets to do what,” said Baker.

The costof neglect

Theenvironmental stakesare high The shoreline servesasacriticalfish,crab and oyster habitat, and the surroundingtreeshouseoneof Canada’s largest heron rookeries.

Thecolonyof481heronnestscould vanish if a stray campfire spreads.

Beyondthefire risk, Lockertexplains,isaloomingthreat to public health. Visitors frequently harvest shellfishfromthe beach, despitethe Department of Fisheriesand Oceans(DFO) having closed thearea due totoxic redtide.

“It’snota closure because we don’t want you eating it,” she warns. “It’s a closure because you canactually diefromit.”

Culturalsignificance

Forthe Tsawwassen people,the causeway is far morethana scenictransit route;itisavitallink to theirhistory andfood sovereignty.

Long beforethe road was built,these waters were a sourceforcrab andshellfish,and today,the beach still servesasatraditional landing site forannualtribal canoe journeys.

Additionally, standingasa silent sentinel overthe bluff,atraditional house post marksthe exact point whereTFN land begins.

Bill andGeramylived in differentSouth Deltacommunities andhadnevermet when, in 2011,bothoftheir partners, MarilynandRon,werediagnosed with Alzheimer’sanddementia.

Whatfollowedwereyearsofcaregiving, adjustment,andlearningtonavigatelife withthesupportofcommunityprograms. ThroughtheAlzheimerSociety ofB.C.’s FirstLink® program,both families were connectedtoresources,supportgroups, and eventually totheKinVillageDay ProgramforOlderAdults.

Over manyyears, they experienced firsthandthe impactofKinVillage programs,fromsupportgroupstoadult dayandresidentialcare,andhowthese servicessupportedboththeirlovedones andtheir ownwellbeingduringdifficult times.

ForGeramy, theDPOAprovidedher first realbreakafteryears ofcontinuous caregiving.

Deltacouncil last week approved a recommendationforthecity to proceed withthetrail projectin partnership withthe Rotary Club of Tsawwassen,amixed-usegreenway connecting Centennial Beach to Fred Gingell Park,incorporatingamix of existing sidewalks and pathways with targetedupgrades.

Theprojectincludesfourfitnessnodes at Fred Gingell Park, Diefenbaker Park, the Southlands Drive Multi-Use Pathway and within a newlinear park beingcreatedas part ofthe Southlands development.

A staff report notes that, based on publicfeedback, targeted improvements to the proposed trailplan will be incorporated throughtheimplementation period,including signage andtrail surfacing.

Adjustments to the trailthrough Pebble Hill Park willalso be made to routethe path past the park’s washroomsand reduceimpact on the forestedarea of the park.

Theproject hasanestimated cost of$209,000, with Rotarycommitting $134,000. Thecity willassume responsibilityforongoing maintenanceand operations.

Asfarasdisc golf at Diefenbaker Park,the12-holecourse opened last yearasapilotproject.

The publicengagement program alsofocusedondisc golf, findingthat relocatingthecourse to the park was generally supported with both players and general park users.

The report addsthat based on the feedback, staff will revisethedisc golfcourse layout to address safety concerns by realigning teeand basket locations,improving sightlinesand adding signage. Drainageimprovements,upgraded tee boxesand enhanced hole signage willalso be implemented.

Delta policeare again reminding e-ridersofthe rulesofthe road –and they arenotanything goes.

“It’simportant to understandthat notalle-bikesarelegal andthat safety shouldalwayscomefirst,” Delta police saidonline.

In a socialmedia post they say that to beconsidered ane-bike,it must have pedals,themotor must be 500 watts orlessandit cannot go more than32 km/handtheminimum ageis16 years.

Kids14 yearsandolder canalso ride lighte-bikeswhichonly go 25km/h usingamotorthat’s 250 wattsorless.

Anythingdifferentthanthe above twodescriptionsandthe two-wheelers areconsidered motor vehiclesand requirelicences to operate, along with registrationandinsurance.

Policearealso reminding parents to ensurethat they’re buying the right bike, that riders have to wearhelmetsandthat ridingon sidewalksis notallowed.Frontand rearlightsare required at night.

They can be used on roads,bike lanesand permittedtrails.

“Illegalorimproperly used e-bikes can poseserious safety risks, not just to riders, but to pedestriansandother roadusers,” police said.

He addedthat policeare hoping legislation will catchup to allow them to respond.

Two children,agirl,9,anda boy, 11, were seriously injured following ane-scootercollision in Burnabyon Saturday(May 2).

A statementfrom Burnaby RCMP describesthe pairas pedestrians, while BC Emergency Health Services says they received a call aboutacrash involvingane-scooter.

The numbersarenotin, thereare no specific statistics, butFraser Health is seeingatrendwhenitcomes to e-scooterinjuriesandit’s nota good one.

Fraser Healthmedicalhealth officer Dr. Emily Newhouse saidthat while a code has recently beenadded to the system to recordhospitalizations specifically caused by e-scooterinjuries,it’s still too soon to getexact numbersfor theFraser Health region.

Acodeis stillnotinplace to specifically recorde-scooterinjuriesinemergency rooms.

As well, “The reasonthat we’re reluctant to provideprecise numbersis because we’reconcernedtheyare substantialunderestimates,that they will under-report the significanceofthese injuries,” Newhouse said.

Butthat said,whentheydolook at the data available,“itdoes strongly sug-

gest that thereisa substantialincrease inthe last five years.

“Thattrend seems to be continuing.”

Sheaddedthat it’s difficult to compare e-scooter to e-bikeinjuries becausethe latterarelumped in with cyclinginjuries.

Newhouse saidinjuries caninclude dislocations,fractures,neck andhead injuries, soft-tissueinjuries,braininjuriesand lacerations. “So, it’s the gamut.

“We tend to see in e-scooterinjuries, moreinjuries, to people’s upper bodies, theirarms,theirhead,ascompared to injuries to cyclists.”

People tend to fallforwardin scooter accidents,sheadded.

Andshenoted higherinjury rates arefoundamongnewe-scooterusers, althoughinjuriesalso canincrease among experienced riderswho ridein more risky situations, such as heavy traffic.

Bute-scooters are here, she pointed out. And pedestriansand cyclistsalso get hurt.

Delta Secondary studentsblew past expectations, raisingmore than$20,000 at theirfirst Relay For Lifeon Tuesday, May19.

“Canceris somethingthat hasaffected allofusin someform, whetherit’s throughadiagnosisoralossofa rela-

tiveorfriend,” said Shayla Hurley,one oftheorganizing students. “We areall here because we know when we come together, we canholdthe power to change thefuture of cancer.”

The walkathon-style relaybrought togetherdozensof students, teachers, parents, andlocal cancer survivors. Participants took lapsaroundthe track, enjoyed aluminary ceremony,

and hadfun with lawn games, tugof war, a slip-and-slide, balloon tosses,and colour wars.

Eventco-chairs Paisley McGilland Jack Osten were thrilledwhenthegroup exceeded itsoriginal goalof$12,500 at the startofthe event.

Theproceeds willfundthe Canadian Cancer Society’sgroundbreaking research andvital services.

Tammy Veltkamp, a survivorwho wasdiagnosed 13 years ago, saidthat it wasn’t just herlovedoneswho gother throughher journeyfightingthedisease.

“I’m standinghere today because ofother peopleIneverknew. The researcherswho spent late nights in labs,the nursesandotherhealth practitionerswho hadthe right equipment, and people just like yourselves whodecidedthat some day, wasn’tfast enough to finda cure,”she said.

“When you’rea patient, you feel like you’relosingcontrolof everything.

“You feel like you’relosingcontrolof your body, your schedule, even maybe yourfuture, butwhenIlook at this event, I see youtaking back that control on our behalf.”

Veltkamp applaudedthe students, sayingnewtreatments are discovered every day,“because oftheliteral sweat and tears they’re puttingonthistrack today.

“Tothe survivorshere today: we are thelucky ones. We arethe evidencethat hopeis real,andfinally, to those we’ve lost: we walkfor you. We remember you, and we promise to keep goinguntil canceris just a chapterinahistory book.”

It was sudden–he was chatting with usone day aboutall thebigprojectson the go, andthenext dayhe was gone.

But Chris Johnson wasn’tanyold employee. Well,he wasanoldemployee. He gothis start withthe North Shore News inthe1970sand putina remarkable47 years withthecompany, basically spendinghisentireadult life withus There’snobilityinthat.

Membersofthe public maynotknow his name, but Chrisplayed a huge rolein shapingthe B.C. community news landscape, quite literally infact,fordecades. He wasthe man behind the pages, pushing ournewspapers forward into the digital age anddoing everything he could to helpus survivethroughtrying times.

Notably,he wasan early championfor getting ourcontent on to anewfangled thing calledtheinternet. It wasn’t easy,and not just because many ofthenewsroom dinosaurs growled loudly at the suggestion this world wide webthing was something that should getthe same attentionas our nobleprintproducts.

I can remember, back inthe early website days, having to email stories andphotosand captionsand everything to him to loadon to allof our websites manually. They callforlong term thinking, collaborativeleadership,and acommitment to thecommon good.

Onemodelofprogress focuseson rapidexpansion—moredensity,more development, more speed Theother emphasizesthoughtfulplanning, environmental stewardship,and policies that protectthe characterandlivability of ourneighbourhoods. Delta’s future

•The westerndraw(WesthamIslandside) will remain open fornavigation and will provideanavailablehorizontalnavigational channelwidth of approximately14metres. Applying Canadian CoastGuard maneuvering criteria,the VPAPortInformationGuide,BridgeOperatingProcedureswill be updatedasfollows:

1. Vessels with abeamlessthan10.8metresmay transitthe westerndraw withoutany restrictions;

2. Vessels with abeambetween 10.8metresand 14 metres will require tug assistance to transitthrough theswing span;and, 3. Vessels with abeamgreater than 14 metres will notbeauthorizedto transit.

Eliminatingvessel trafficisnotthesolution

Thefactthat shutting Westham IslandBridge down to vesseltrafficis even beingconsidered is as scaryasitis appalling. We canall sympathize withthefarmerson Westham Islandwhen thebridge had to shut down, buteliminating vesseltrafficisnotthe solution.

The root causeofthe damage stemsfromthe failureof ourprovincial andfederal governments to fulfilltheir responsibility to maintainthe secondary channels throughanannual dredgingprogram. If this had beendone,there would have beenno

issues withthebridge.

I have personally initiated media events TV, radio,andprint— to addressthisissue, and the Optimist has participated,on several occasions.

Mayor George Harvie and South DeltaMLA Ian Paton have been strong supporters ofthis initiativeandit would be comforting to see some editorial supportfrom the Optimist as well.

Aneffectivedredging program wouldallow the safemovementof vesselsthrough Canoe Pass andthebridge. The failure to create thisprogramis causing damage to residents’properties,

injury to boaters, losses to local businessesand safety risksdue to limited access.

Institutinganeffective dredgingprogram would notonly resolvethese issues but wouldalso allowforthe safe passage of vesselsthrough thebridge.

Ifearfordecisionson this matter being made by bureaucratsthat are not stakeholdersandnot beingimpacted by the outcome. It’s time to look at thebigpictureandact responsiblyandshuttingthebridge down to vesseltrafficisnotdoing that.

The residents southofthe Westham IslandBridge notonlydependonthe bridge to swing-they rely onitfortheir very existence.

Thehomesand businessesinthisarea dependon reliableaccessthroughthe bridge for services, supplies,and safety. To even suggestthereisaviable “alternative route,” eveninaquoted remark,is bothirresponsibleanduninformed.

Owing to thefederal government’s failure to dredge Canoe Pass,that waterway is only navigable at certain hightidesand,for much of the time,it isessentiallyimpassable.

Forexample, I recentlyneeded to take my boat to Shelter Marina for service-what should have beenathreehourtrip took more than two days due

to the tidesandan overnight delay, for tides,in Steveston. Movingafloat home through Canoe Pass would be impossible. The swingbridge is notaconvenience;itisalifeline.

WhileI appreciate the farmers’ viewpoint, the bridge hasoperated as a swingbridge for over116 years, and only two years agounderwent a multimillion-dollar refit. The swingmechanism was totally rebuilt. Is thishowtax dollarsare spent? Spendmillionsand thenshutitdown?

The peopleon Westham Island chose to live thereknowing thebridge was part of dailylife, just asthoseofus southofthebridge built ourlivesand livelihoodsaroundit. Youdon’tmove next to an airportandthencomplain aboutthenoise.

Local First Nationscontinue to rely onaccessthroughthe swing spanfor traditionalactivities suchascrabbing and salmonfishing.That historicaland

culturalconnection to the watershould not be overlookedinthediscussion.

At the sametime, responsibilityfor the recentproblemsshouldnotfall solelyon marineusers. The municipalityandTransLinkalso bear responsibility fornot having strongeroperationalprotocolsand safeguardsinplace beforehand.

Havinglived in thearea for55 years, I can saythat temporarybridge closures during breakdowns have never been the realissue. Thebridge can be manually closed or even towedshut when necessary The real solutionisnoteliminating marineaccessaltogether, but creating betterprocedures,accountability,andcommunication betweenall partiesinvolved.

In theend,discussionandcompromisearethe best pathforward Both thefarmingcommunityand the marine communityare part ofthehistory and identity of Canoe Pass, andany longterm solutionshould respecttheneeds of both.

TheCityof Delta last weekcelebrated thegrandopeningofthenew washroomfacility at MapleCrescent Park,in Ladner.

The buildingfeaturesthree accessible single occupancy stalls,aconcession standandadrinkingfountainthat canfill water bottles.

Theproject hada$970,000 budget. Meanwhile,thecity last summer issued a request forproposalsfrom qualifiedarchitecturalfirms to actas thecoordinating registeredprofessional inthedevelopmentofanewone-storey fieldhouse at Hawthorne Park.

That newfieldhouse willincludeuniversal washrooms, gender washrooms, aconcession standandfenced storage.

According to thecity,the overall appearanceofthenewfieldhouseshould be consistent withotherfieldhousesor park washroom buildingsin Delta. Constructed in 1975,theexistingfield house willalso be demolished.

Thecity had budgeted $1.7 million forthe totalprojectcost to buildanew structure.

The Tsawwassen First Nation (TFN) isoneof sixcommunitiesintheFraser Health region receivinggrants totalling $110,000as part ofthis year’s Vision Zero program.

“Speeding vehicles,nearmissesand unsafe pedestrian crossingsprompted the Tsawwassen First Nation to apply forand receive Vision Zero funding to improve safetyintheir residentialarea,” anews releaseexplains.

“A raised crosswalknear RavenLane, a raised intersection/speed table at Falcon Wayand CormorantDriveand high-visibilitycrosswalkenhancements at three additionallocations will make it saferforelders, families, childrenand othercommunitymembers who walk and cycle.”

Thehealth regionnotesthisisthe fifth yearofthe Vision Zero in Road SafetyGrantprogram, aimed at making roads saferand reducinginjuriesfor active roadusers.

Thoseinclude peoplewho walk,bike oruse scooters orothermodes oftransportationthat don’tafford themthe

The numberofvisitors to Boundary Bay Regional Park inthe Cityof Delta last year increased by 12 percent from2024.

That’s according to a Metro Vancouver2025 annual report to the regional parkscom-

mittee, whichnotes Boundary Bay Regional Park reached1,148,200 visitors last year.

The report notesthere were anestimated 14.7 millionvisits to regional parksandgreenways with records set at two locations.

A totalof46,802 people took part in606 programs, events,and

outreach activities,while 6,617 volunteersand park partnerscontributed 21,068hours to stewardship, educationactivities, andinterpretiveprogramsand events.

Staffalsoadvanced numerous planning, design,andasset management initiatives,the report notes.

Amongtheinitiatives

last year wasallowing mobilefood vending at Boundary Bay Regional Park.

The region’s 2024 annual report noted there were 1,025,800 visits at the park that year,whichincludes Centennial Beach, up around six percentfrom theprevious year.

There’salso beena

steady increase whenit comes to the number of visitors tothe park over thedecades.

In 1995,the park, managed by the regional district, attracted 386,832 visitors, which at the time wasa55 percent increase since1990.

Meantime,following two successful seasons ofapilotprogram, Metro Vancouveris making it official to allowtheconsumptionofalcoholin designated areas at the park and other select regional parks.

Thenew bylaw permits alcoholconsumptioninthedesignated areasfrom11 a.m., to sunset,and will be communicated by posted signage.

Metro Vancouveris alsoplanning tophase outdesignated smoking areasin regional parks.

Another staff report to the regional parkscommitteenotesthedistrict

currentlyprohibitssmokingand vaping within regional parksexceptin certainareas, as wellas registered campsites.

Notingthat almostall municipal governments across Metro have adopted policiesor regulations that prohibit smokingin parks, including Delta, whichprohibitssmoking and vapingin parks, trails andopen spacesunder a localsmoking regulation bylaw,the report recommendedthe removal accompanied by a public education campaign that wouldcommunicatethe upcoming changes.

Meantime,whenit comes to Deas Island Regional Park,the2025 report notesit had 362,800visits last year, up two percentfrom2024.

Theprovinceisplanning to use a large sectionofthat park asa constructionarea forthe George Massey Tunnel replacement.

“We’ve been to nationalsinthe last four years. Nationals… there are120 teams, so it’s a very tough competition.”

“It’s beenalongtimecoachingthese guys and buildingthose relationships,” he said.

Skilled Delta winger Teagan Dernisky will soon be wearinga Saskatoon Blades jersey ashe was selected 15th overallin roundoneofthe2026 Western Hockey LeagueProspectsDrafton May6.

“I thinkwhen you watchaplayerlike aBrandon Hagel-typeforthe Tampa Bay Lightning right now, a Team Canada player at the last couple major tournamentsforthem,that’s the right sort ofcomparable,” said Bladesdirectorof scouting Dan Tencerin a

news releaseonthe Blades website. After leading the Canadian Sport School Hockey League (CSSHL) U15league in scoring with43 goalsand55assistsfor 98 pointsin30 games with Yale Hockey Academy, Dernisky continuedhis scoring ways in three postseason games withatrioof goalsandassistsfor six points.

“Nothing butexcitement,” said Dernisky on being drafted by the Blades, “I just can’t wait to get going with Saskatoon. Nothing butexcitement, I’m ready to go.”

In six games at the 2026 John Reid Memorial Tournament, the left-handed sniper scored five goals and sixassistsfor 11 points.

Amberhad adeep love forsports and theoutdoors. Sheenjoyedplayingsoftballandbasketball,loved swimmingandenjoyed fishingwithherdad. Shewas aloyal fanofthe Boston RedSox and theBoston Bruins.She cherished time spent withher many friendsand lovedmakingmemorieswiththose closesttoher.

Aboveall else,Amber wasanincrediblewifeand devotedmother.Her greatestjoy inlifewasher family.She is survived by theloveofher life, Brandon,and theirbeloved sons, Kayceand Kane, whowerethe centre ofher world. In 1949, Emiandher family immigrated from Horrenberg, Germany, wheretheyhad livedas displacedpersonsafterthe Second WorldWar,to Vancouver,sponsored by her mother’s relatives already livinginCanada. Emi, wholearned English quickly,was aproud Canadian, forevergratefulfor thegood lifeCanadaprovided.

Emimet Arnold“Arnie” Backer, thebrotherofher friend Eleanor.A courtshipfollowed,and they marriedonMay 20, 1961.

Afterlivingand teachingbrieflyinOliverand Vancouver,Arnie and Emimoved to Delta in 1966, wheretheyraisedtheirfour children,and Emi supportedArniein hiscareer.

Emiloved to bakeand knit,hostdinnerparties for family and friends,and spend time at thefamily cabinonHornbyIsland, wheretheyhosted innumerableguests.

Emigrieveddeeplyafter Arnie’sdeathinMarch 2021.She wasdiagnosed with Alzheimer’sDisease shortlyafterandbegan asteadydecline.
