ThenewFraser River Tunnel to Delta doesnotincludea River Road overpass across Hwy.99,allowing another exit out ofLadner.

The MinistryofTransportationand Transit said Monday theproject,which replacesthe aging George Massey Tunnel, willnot have that feature.

“A crossing ofthis nature would typically be municipalinfrastructure,” the ministry saidand would requirefeasibilityandplanning studies.

However, thenew tunnel willinclude a southboundexitfromthe tunnelleadingon to River Road,asis currentlythe case,theministry said by email.

Work is supposed to startnext year onthe$4.15-billion,eight-lane tunnel, witha cyclingand pedestrian lane, with completion by 2030.

Andwhiletheprovince hasfully fundedtheproject, it’s asking thefederal governmentfora “significant financialcontribution” similar to what other provinces getforbigtransportation projects,notingOttawa isalready paying$1.3billionforthe Surrey-Langley SkyTrainextension.

“To be clear, aformalofferforfund-

ingfortheFraser River TunnelProject hasnot beenprovided by thefederal governmentfortheprovince to consider,” theministry said.

DeltaMP Carla Qualtroughhowever saidthefederal government made a solidoffer last summer worth, “hundredsofmillionsofdollars.”

“The Governmentof Canada did put hundredsof millionsofdollarson the tableforthe Massey tunnel replacementprojectandtheprovince hasn’t

yetaccepted that offer,” she saidinan interview withthe Optimist March 11.

“Significantmoney wasoffered prior to the last provincialelectionandtheprovince chosenot to acceptthat offer at the timeand hasn’t,asof yet, kindofaccepted themoneythefedsare… able to pay, giventhe economic realitiesof ourtime.”

She saidit’s importantfor herthat the peopleof Delta know that the Governmentof Canada,“made good onitspromise. We putalotofmoney

onthetablethat would have ensured a secondexit outofLadner,” she said.

“At some point, just beforethe last provincialelection,there wasalegitimate, multi-hundred-million dollar offerthat theprovincedidn’ttake at the time,” she said.

She saidit’s up to the province to explainwhyand saidthe offeris still there.

However, theprovince says it’s not gettingthe samehelpotherprovinces get.

“British Columbia’sexpectationis that thefederal governmenttreatitthe sameasitdoesotherprovinces,” the MinistryofTransportationand Transit said by email.

Theministryaddedthat if Ottawa givesthe sameleveloffundingthat otherprovinces get, “thentheprovince would be pleased to entertainthat discussion.”

Theministryalsoaddedthat the new tunnel won’tpreventfutureconstructionofa River Road overpass.

“I’d like them to get back to thetable withus so we can sealthisdealand get it past thefinishline,ASAP,” Qualtrough said.

Attempts to talk to Transportation Minister Mike Farnworth were not successful.

The B.C. government launchednew tactics March11 to attractmore doctors and nurses to improve primary care in theprovince.

For South Deltathough,there were nocommitmentsonwhenanurgent andprimary care centre mightopen, althoughit’s Health Minister Josie Osborne’s toppriority.

“Peopleneed health care where and whentheyneed it,” Osborne said in response to theOptimist’s question at a newsconference. “Inthe case of Delta, forexample,that’s why(we’re) carefullymonitoringandunderstanding what theneedsofthe regionareand ensuringthat we aredoing our best in working withthehealth authoritiesand working withphysicians… to ensure that those resourcesarethere, that those peoplearethere.

“It’s going to remaina toppriority and I’ve madethat commitmentof course to the mayorof Delta… to do that work together,” Osborne said.

South Delta hasonlyone walk-in clinic,openthree days a week, with appointments required,leaving patients to rely ontheemergency room at Delta Hospital.

However, theER was closed two nightsina row, Feb. 22and23 because ofa lack ofdoctors.

Mayor George Harvie tolda recent councilmeetingthat the numberofER visits hadincreased (by about17,000,) between2021and2023, to more than 43,400.

So far,38urgent primary care centres,whichtreatminorhealthcomplaints to spare the workloadonemergencies, have beenopenedaround B.C.,anincrease ofthree since last July.

Whilethereare no plans to create an urgent primary care centrefor the area, the DeltaDivisionof FamilyPractice expectsthe ministry to announce moneyin April to setupaprimary care network for South Delta.

Surrey-North DeltaDivisionof FamilyPracticelists twourgent andprimary care centres,onein Newtonand theotherin Whalley.

Osborneannouncedthat the governmentandthe College of Physiciansand Surgeonsof B.C. are working to allow U.S.-traineddoctors, certified by the American Boardof Medical Specialties, to becomefullylicensed in B.C. withoutfurtherassessment, examinationortraining. Themove follows similar strategies by Ontario, Nova Scotia and NewBrunswick, saida Ministryof

Healthnews release.

“Withtheuncertainty and chaos happening southof our border, we have an unprecedentedopportunity to attract skilledhealth-care workersinterested inmoving to Canada,” Osborne said.

U.S. nurses also soon will be able to applydirectly to the BC College of Nursesand Midwivesforlicensing, helping speed up amove to B.C.

Thecollege then will reviewthe applicants’history usingthe U.S. national nurse-licensureanddisciplinary database.

“Ourmessage to doctorsand nurses workinginthe U.S. is that now is the time to come to British Columbia. We will welcome you to our beautifulprovincewhere together we can strengthen publichealth care,deliver servicesfor peopleand buildhealthycommunities,” Osborne saidinthe release.

The change will be accompanied by ramped-up recruitmentin Washington, Oregonand California.

Theministry says that throughits Health Connect registry,a record numberofnearly 250,000 peoplefound a primary care providerin 2024.

Thisisanincrease fromthe186,000 peopleconnected in 2023and131,000 peopleconnected in 2022.

Theprovinceisalsotrying to fasttrackcredential recognitionfor health professionalsfromothercountriesand provinces,the release said.

TheCityofDelta haswrapped up thepubliccommentperiod for the proposed majorredevelopmentofthe Tsawwassen Town Centre Mall.

Thecityhad been gatheringfeedback until March16on the application that would seethe54-year-old singlestorey mall replacedwith amixed-use developmentthatwouldincludefour residential towers up to 24 storeysin height, as wellasmid-riseresidential buildingsand podiums, betweenfiveand-six storeys.

Areportonthefeedback onthe proposal,whichwouldcomplywiththe urbancentres land-usedesignationin theOfficial CommunityPlan(OCP), will be forwarded to council,the applicant CenturyGroup,and will also be made public.

Theproposalincludes,amongother features,anewcommunityhub, consistingofalargerpubliclibrary,which would be ownedby the city,andmobilityhub spacealong56th Street.

Thecurrent Tsawwassenlibrary at the Town Centre isinleased space, the onlyspaceamongDelta’s three libraries thatthecitydoesnot own.

Anopposition residents’group called DreamSouth Delta last weekproposed analternativeplanthat would seea newlibraryinstead be addedasthird floor to thenew Winskill Aquatic and FitnessCentre, notingthenewcentreis stillinthedesignstage.

Thegroup says that would reduce the significantcommunityamenity required for such alarge proposalby Century,whichinturn wouldnotbe able to buildas largeadevelopmentin the town centre.

It’s not clearhow much anew library wouldaddto the already $120-to130millionprojectedcostofthenew Winskill Aquaticand FitnessCentrefor thecity.

It’s alsonotthefirst time there wastalkofthecitybuildinganew TsawwassenlibraryatWinskill.

Back in2006, aproposalbythecityto build anew libraryatWinskill Park met with stiffopposition,promptingthecity tobackofffromthat plan.

Theproject wouldhavebeenpartof amuchbiggerplan,costing$8.3million,that alsoincludedtheconstruction of anewartificial turf playingfield at the park.

Theproposednewlibrarywould have been12,000-square-feet,about

4,000-square-feetbigger thanthe current South Deltabranchand locatedat the easternportionof thesitefronting 56thStreet.

Soonafteritwasannounced, it became clearthe Winskillproject faced substantial resistance from area residents,includingacontingent whoformedtheoppositiongroup Tsawwassen Coalitionfor aBetter Way, whodidn’tliketheideaofthelibrary beingmoved fromitscentral location and lossofgreen space.

Anotherproblemfacingthecity, whichsaw more than 2,000 residents mailin a“no”voteinareverse petition, wasthefact Tsawwassen residents would have hadtopay aspecial levy to help payfortheproject.

That tax would have worked outtoan averageofabout $98 annuallyforfive years.

Anewartificial turf field waseventuallyadded, butthe libraryremainsat the town centrelocation.

Longtime residentAnn Claggett,a former citycouncillor who helped form thegroupin2006, said theproposed location wasnot appropriate and the processwas beingrushed. Shehelped organizea largerallyatthe park in June that year.

Then Delta CAOGeorgeHarvie noted if theprojectwasn’t supported, he’d recommenda newlibrarybeput onhold untilafter 2010.

At alater meetingofthe Tsawwassen Business Association, Harvie said he received more than 250letters and emails, and about90percentcame from people who would not supportthe plan.

Theoriginal South Delta Library branchopenedbackin 1973, calledthe South Delta Kiwanis Library.

TheTsawwassenbranchon56th Street became thethirdlibrarytoopen in Delta,constructed in theshapeof aCoast Salishlonghouse.The branch eventuallyoutgrewthat locationand movedtothe town centrein1986.

In 2004, municipal staff began lookingapossible renovationsand potential newsites for the South Delta Library.

In 2005, Delta hired aconsultantto studythe library’sneedsand possible locations for alargerbranch, butpurchasingasitearoundthetowncentre turnedout to be considered costly.

Therewasalsotalk at thetimeof relocatingthe librarytothe South Delta Recreation Centre property,but that ideadidn’t sittoo well with many, either.

Theprovincial governmentneeds to provide theAgriculturalLand Commission withthe toolsitneeds to ensure farmlandisprotected fromprohibited usesand activities.

That’s themessage Deltacouncil wantsthe Unionof BC Municipalities to sendinaproposed city resolutionthat will be putforward,first to the Lower Mainland Local GovernmentAssociation resolutionprocess before submitting to UBCM. Council last week agreed to submit a resolution callingforthe strengtheningtheALC’s enforcement capabilities by increasing funding

to allowfora significant expansionofitscomplianceandenforcement team.

A staff report notes council had recentlydiscussed concerns regarding large structureson agricultural landand adopted a resolutionthat, in part,directed staff to coordinateandassist the ALConfutureenforcementonnon-compliant buildings.

The report also points outthat theALConly haseight staffmembers, whichincludes sixofficers, oneadvisorandone supervisor, eventhough theALC regulatesand oversees land-uselegislationfor4.6millionhectaresofAgriculturalLand Reserve landacross B.C.

The Delta Police Department(DPD)is warningthe public about anongoingphone scam inwhichafraudsteris spoofingthedepartment’snon-emergency number to deceivevictims.

TheDPD saidin anews releaseon Thursday that thedepartmenthas received more than40 reportsfrom individualswho were contacted by a caller falsely claiming to represent eitherthe police orananti-fraud agency. Victimsare toldthat their phone numberislinked to a policeinvestigation andarethenasked to provide personalinformation.

Thesefraudulent calls appear to comefromthe DPD’snon-emergency number at 604-946-4411,

non-compliant landuses that threaten agricultural landinBritish Columbia.

RBT2expansionstillyearsaway,saysPortofVancouver

While DonaldTrump’strade war with Canada hashighlighted Canada’s need to diversifyitstradeandimprove infrastructure, the Roberts Bank Terminal 2 (RBT2)projectis still years away from the startofconstruction.

In aninterview last week withthe Optimist onthe VancouverFraser Port Authority’s2024 cargo stats, president andCEO Peter Xottaalsoprovidedan update ona rangeof port activities impacting Delta,includingthe planned majorexpansionofthe Deltaport containerfacility.

The report notesthat the Port of Vancouverhelped facilitate record volumesof Canadiantradein2024,playing acrucial roleconnecting Canadato diverse marketsacross the world.

The VFPA’s statisticsshowa record 158millionmetric tonnesof cargo moved throughthe port facilitiesin 2024,afive percentincrease year-overyearthat wasled by strong performancesinthe auto, bulkandcontainer sectors.

Notingthat almostas much cargo movedthroughthe Port of Vancouver in2024as was handled by Canada’s nextfive largest portscombined,the report addsthat approximately 80 percentoftheinternationaltradeit enabled was Canadiantrade withcountriesotherthanthe U.S.

Alsonotinggrowth wasalsodue to theTrans Mountainpipeline, Xotta said the Port of Vancouver “plays an outsized role”whenitcomes to trade.

In 2023,the majorcontainer port expansion applicationin Delta was giventhegreenlight by thefederal governmentaftera“longandthorough review.”

Aprovincial go-aheadfollowed later that year.

Builtonanew man-madeisland adjacent to the current Deltaport containerfacility,RBT2 willprovidea50 percentincrease to the containerfacility’s capacity,providing2.4millionTEUs (20-foot-equivalent units) ofadditional capacityannually.

Theproject willdeliver substantial economic benefits,includingmore than 18,000 jobsduringconstruction,more than17,300ongoing jobs, anestimated $3billioninGDPannuallyonce built, as wellas$631millionintax revenue to support servicesfor Canadians,the port authority said.

In 2015,after alengthy listof studiesandassessments, the port authority submittedanenvironmental impact statement to the Canadian EnvironmentalAssessment Agency,

which triggeredalengthy reviewprocess.

To streamlinethe applicationprocess and avoidduplication,theprovincial government reliedprincipallyonthe federal review panelenvironmental assessmentfor theinformationneeded forits ownassessment.

In a 2012 interview,a yearprior to the port submittingaprojectdescription report,former port presidentand CEO Robin Silvester saidthe expected opening date had been movedfrom 2020 to 2024. By 2022, he saidconstruction would likelyto beginin2026and readyforoperation by the early2030s.

Fast forward to 2025,andfinal approvalsare still pendingfromthe Departmentof Fisheriesand Oceans.

The port submitteda Species at Risk Act-compliant Fisheries Act Authorizationin October2024.

Xotta saidthe port willthen be able to make afinalinvestmentdecision, andisprojecting sometimein2028 whenconstruction would startonthe project.

The latest timeline by the port has theproject startingoperationsinthe mid-2030s.

“The geo-politicsthat we areexperiencing rightnow, make it clearthat Canada asatrading nationshouldcontinue to invest ininfrastructureacross the various sectorsthat are involved. Frankly, Canada is now seeingmore incentiveandisencouraged to pivotin ourinternationaltrade…if we’renot at a point rightnowwhere peopleare saying ‘Gosh,if we hadmoretrade capacity we coulduseit right now, given the conversationthat is unfolding withthe United States’, Idon’tknowwhat would putagreaterasterisk on that.

“It’s beenaprojectthat experienced its challenges, butthe port authorityis continuing to be determined that it’s the rightplace, Roberts Bank,givenall theconsiderationsthat have comeforward,” he said.

Port to hand outgrantsin Delta

Asfarasthe VFPA’s promised communityamenitycontributionthat will come with port expansion,which will be in theneighbourhood of$6million, the port assured that proceeds would likely be distributed directly to students andcommunitygroups.

According to the port authority,the programincludesthree components: acommunityfund,communitygrants andan educationfund.

Funding would be distributedin phases, butthereisno word iftheCityof Delta would receive any of that funding. Xottanoted thefirst roundofthe programisexpected to be launchedthis spring and summer.

Ahead-on vehicle crashinLadnerinvolvinga suspectedimpaired driverisnowafatality policeinvestigation.

The Delta Police Department hasprovidedanupdate on the cashthat occurred Wednesday, March5, shortlyafter3 p.m.,inthe 6000-block of62B Street,

involving two vehicles.

Onedriver was detainedforimpaired driving, while bothdriversanda passenger in the second vehicle were transported to hospital, includingone personin criticalcondition.

Investigatorslearned that thedriverofthe second vehicle passed away on March11.

ing, and charges have not yet beenforward to Crowncounsel.

“A vehicle wasshot by an unknown suspect wearing allblack

clothing,” said Insp. James Sandberg, publicaffairs managerfor Delta police.

“There areno injuries; however, a vehicle has beenlocated with bullet holes and policenow believethe incident to be atargetedshooting.”

Iknow I’mlikelypreaching to theconverted when I say we have ahealth-care systemincrisisin this province.

Lastmonth,due to staffingshortages, the Delta Hospital Emergency Department wasshuttered twice– overnight– causing much stress, andanxiety for residentsandquestionsthat still have not beenfully answered.

Following the closures,the Optimist interviewed Health Minister JosieOsborneasking her aboutthecrisis stateofhealth servicesin ourcommunity.

She saidit remainsa toppriority to findanswers and ensure that the best quality of care is availablefor our residents.

Butfactsare facts, andtalkis cheap …anditislong pasttheshallowanswers of“it’s apriority.” Thiscommunity needsmore resources,and we need themnow.

In my view,cityofficials have gone to greatlengths to ensure everyone had a chance to be informedandheard. It will now be the responsibilityofcityofficials to summarizethe vast feedback received overthese past two monthsandallow council to considertheseopinions.

Ithinkitisimportant to remind ourselvesofhow we got here.

Our current mayorandcouncil were allelected onthe Achievingfor Delta slate. Recognizingthat the region was ina severe housingshortage, they successfully rana campaign inwhich housingneeds were a mainstayoftheir

Sincethat time, Century staff have been working with ourprofessional cityplannersandengineers to proceed througha complicated process to refine detailsoftheproposal. Someofthese processes have dealt withimplications ofincreaseddensity includingtraffic, school capacity,health care concerns andotherissues.

Ithinkitisimportant to commend allofthosewho have worked hard to contribute to thisprocess, bothforand againsttheproject.

Mayorandcouncil will soon have theopportunity to vote onthemerits oftheproposal. In a representative democracy we elect our governors to make theseimportantdecisionsforus and we shouldtrusttheirintegrityand judgement.

It has movedfroma 25-year-old Official Community Plan with no meaningfulupdates, to anew OCP completed - without real publicconsultation-in response to a provincial edict. That poorly considered OCPis now being tested by the latest Century Groupproposal,finding both wanting.

Theneed foravibrant town centre is bothobviousanddesirable. Butthis proposalis simply too much density (and maybeheight?)and toolittle urban characterandquality. I have long supported good design andincreasedhousing stock, butthis

Asaminimum,theproposalneeds to include both rentaloptionsand a supportedhousingcomponentof at least25 percent. Thisisonly reasonable given theproposed schemeincreases the land valueexponentially.

Even with thoseconsiderations,the four towers are simply too much. Under the current scheme,50 percentofthese units would simply have aviewofthe faceoftheadjacent towerand be in shadowmostofthetime.

Thisproject willdefine Delta going forward.Iknow Deltaand Century Group must do better.

Increasedensityin Tsawwassen

I supporthigherdensity at the Tsawwassen Town Centre, butdensificationacrossthe entirecity,asintended by theprovince,is being arbitrarilylimited by the OCPdesignationofany property more than280 squaremetres as the hostofa maximumof fourdwellings, irrespectiveoftheamount by whichthat 280metresis exceeded.

Thislimitation was

not mandated by the province, so underthe OCP, a 5,000 sq.-ftlot can takefourdwellings, but a20,000-sq.-ft.lot may not have morethanfour.

Two, side-by-side,10,000 sq.-ftlotscouldnowtake four each,and six3,000 sq.-ftlotscould together take24dwellings.

I believe that forwardthinkingplanners at city hall recognizethat haphazardlot sizesdefined by 60-year-old single family subdivisionsasthe

modulefordensification, wastesopportunitiesfor imaginativeprojectsand doesnothing to pry those land-hoggingeldersoff the5,000 squarefeetor moreofgroundthey may beoccupying.

More than 1,400units that are allocated tens of squarefeet each of ground space,arenotthe “missing middle”and are “affordable”only by reasonoftheirdiminutive size.

I mustsay,I wasexcited to hearof the suggestion to move ourlibrary to Winskill Park above the pool. Thereare many positives to this: It would be ownedandoperated by thetaxpayers, thereforenot subject to leaseincreases.

In the Jan.19,2018, editionofthe Optimist,there wasa story sayingthat thecity was“investigatingoptionsfor relatingthe Tsawwassenlibrary to a municipality-owned building.”

Ourlibraryistheonlyoneofthree

notlocatedinacity-owned building. At onetime,council waslookinginto movingit to Winskill.

Thelibrary would be a community hub, close to the KinVillage Community Centre with easy accessand parking. Thenewlibrarycould be built earlier thantheoneproposed as part of the Town Centre Mall re-development. Nothingis setin stone. Please considera wonderful positiveideafromthecommunityof Tsawwassenthat you considered in 2018.

Cityhostssecondopenhouse,hearsfromanti-towerscrowd

Delta’s city hall was packed Monday afternoon(March 10)forthe secondopenhouse where residents hadtheopportunity to meet withmembers of council to discuss various topicsofinterest.

Last week’s session,which followedanopenhouseheld March3 at the North Delta Recreation Centre, saw a groupprotesting outside, withextra security and police officerson hand,astheprimary focusforthe majority of thosein attendance wasthe proposed redevelopmentof the Tsawwassen Town Centre mall site.

Residents came withquestions, butacontingent usedthe openhouse to make itloudand clearthey were opposed to the application,as wellas Delta’s newOfficial Community Plan (OCP).

Thoseopposed to the appli-

cation madetheirviewsknown directly to members ofcouncil, grillingthemonthe OCPand whythedevelopmentinthe designatedurbancentre can’t followtheold OCP, limiting development to afour-to-six storey range.

Amongthequestions posed to councillors was, whythe city’shousingtargetscouldn’t be met withouthigh-rises.

It’s the samequestionthat had been posedduringthe OCPconsultationprocess, withthecity respondingthat thedensityprovided by taller buildingsallowsthecityand theprovince to focusinvestmentsininfrastructureinafew keylocations.

Thenew OCP was approved last year.

Prior to that, the Tsawwassen Area Plan waspreviously updatedin2011.

That planallowedthe buildingheight to increase fromfour to six storeys, but only withinaconfined area

withinthe town centre.

Theplanalso keptthe 1992 town centregrowth cap at 1,000units, whichmeant, at the time,there wasonlyadditional

capacity remaining at 242 units.

The2011planalsoincluded a modest maximum height limitincrease from three to four storeysalongthe56th Street

corridornorthofthe town centre, witha smallincrease in floor space ratio.

At the timecouncil approved the2011plan,then CAO George Harvie saidthedocumentshould be reviewed every fiveor six years, insteadofthe almost20 sincetheprevious plan.

Provincialhousinglegislationnow requires municipalities to update their OCPs every five years to reflecttheirmost recenthousingneeds reports, as wellas align their zoning bylaws by pre-zoningforthe 20-year totalamountofhousingunitsidentified.

Thecitywrappedup public consultationonthe application on March16 witha report on thefeedback to be prepared forcouncilandthe applicant, CenturyGroup. It willalso be shared withthe public.

Thecity willhost twomore openhouses thisfall, one again in North Deltaandtheotherin South Delta.

Each building will have five storeysoflivingarea on topofaone-storey above-ground parking structure, as wellas surface parking betweenthe buildings.

Theproject willalso includeahousing agreement to secure anaffordablehome ownership

programcomponentof thedevelopment.

The Ministryof Transportationand Transit gave its approval last year, a requirement due to the project’s proximity to the highways.

Uniforlocal says 170jobscutas Delta manufacturermovesoperations to U.S.

Theunion representing workers at furniture manufacturerPrepac Manufacturing Ltd. says the Delta-based company is set to cutmore than170 jobs at itslocal manufacturingfacility by May.

A March11 release from Unifor Local 114 claimsthecompany will cease manufacturing at its Deltaplantandmove operations to its North Carolinafacility.

Unifor national presidentLana Payne claimedinthe releasethe employerisusingtrade instabilityasanexcuse to move production south ofthe border.

emailthedecision to move operations to the North Carolinafacility took severalmonths ofanalysisand began beforeanytariff risks cameup.

Bozikis says the last few years have been challengingforfurniture manufacturersin North America, andthe closure ofthe Deltafacility isanecessary step that reflectsthe realitiesofthe company anditsprospectsinthefuture.

Most ofthecompany’s demandcomesfrom the eastern U.S., withits North Carolinafacility being better positioned to servicedemand, said Bozikis.

Recent tests at several schoolsinthe Delta SchoolDistrictfound none haddrinking water that exceeded the maximumacceptableconcentrationsoflead.

That’s according to a staff report to the board of educationon2025 lead-in-water test results, aprovincial requirement.

Theannual reporting ensuresthat drinking waterqualityin schools meetsthe guidelines establishedunderprovincialandfederallegislation,according to the district.

The reportnotesnone ofthe Deltaschoolsin this year’s testgroup exceededthe maximum acceptable concentrationof 0.005mg/L.

It alsoprompted the dailyflushingof some sinksanddrinkingfountainsandthe removal ofothers. Thedistrict alsolooked at long-term solutions,assuring they would be implementing theupgrades at soonas possible.

Thedistrict at the time noted there were no leadpipesinanyof the schools’ water systems, so the sourceoftheproblem waslikelyexternal pipe solderingdone years earlier.

Congratulations to local students Kylie (Grade5)andAmelia (Grade4),for being named winnersinthe Royal Canadian Legion’s 2024 National Youth Remembrance Contest.

Dwight was bornMay 12,1944, in Prince Albert, Saskatchewan,andpassedJanuary22,2025, in SouthSurrey, BC.Heispredeceased by his parents, Lorraineand Cliff Svenkeson,and brothersWarren, Harley (Marge),and Ross.Heis survived by hissons Keith(Kristina)and Scott (Kristin), nieceDebbie(Jeff)and four grandchildren, Jaxon, Kayla, Arlonand Avery. Dwight’s family movedtoBCwhenhe wasyoung. Afterfinishing school,heheldmanyjobsaround theprovinceuntil starting with PacificWestern Airlinesas aflightattendant in 1969andended his long career with AirCanada in 2008. Dwight and hisyoung family settledinLadner in 1981, where he remaineduntil hispassing.

ACelebrationofLifewillbeheld inDwight’shonouratTheCoastHotelin TsawwassenonApril12from2-4pm.

With heartsfull of love and sorrow,weremember Emma,whose light shone brightly from themoment shewasborn. From the ageof three, shefound joy in dance, especiallyballet, moving through lifewith graceandpassion. Her love formusic was boundless, andnothing madeherhappier than singingalongat concerts, especiallytothe songsof Ariana Grande.

An artist in everysense, shefoundbeautyinthe world aroundher—through music, dance, and the artofmakeup,whereher talentand creativity flourished. Herlovefor sunsetswas areflectionof her ownspirit—radiant,warm, andunforgettable.

Though shebattled chronicillness, it neverdefined her.Instead, shedefinedherself through love, resilience, and theway shecherishedher family and friends.Toher,familywas everything,andher friendships were deeplyvalued. Thebond she shared with her momwasoneof akind—best friends,soulmates, and inseparablein thislifeand thenext.

Born March12th, 1942, in Guelph, OntariotoparentsJohn Joseph Cumminsand Eileen EvaAngela Kowalski.Dadattended Chapel Street Public Schooland District High School wherehewas classpresident in hishometownofGeorgetown. He playedbaritone in theGeorgetownCitizensBand, footballandhockey, remainingathomeonthe iceeveninhislateryears.Dad spent countless days athisgrandparent’s farm, walking the4milesthere, orhitching aridewiththe milk manandhishorse drawn wagonwhereheworkedthe fieldsalongsidehis grandpaanddrovethe tractorat 12. Neverdeterredbyhardwork, he worked the“bull” gang,and thecoating machineatthepulp mill wherehisfather wasChief Engineerand Maintenance Supervisor.Hewas acadetinschoolbeforegraduatingtotheLorne Scots. On RemembranceDay he wouldstandguardatthe GeorgetownCenotaph, to the greatprideofhis Navy VeteranFather.In'66,he graduated with aB.A.fromKings University Ont. and wouldlater complete hisM.A.atUBC.Dad knew thepathto success waswest, so he left Georgetownwith$20 in hispocketandhitchhikedhis wayacrossthe country.HeslungbeersinJasperbeforestartingwork undergroundat theWAC BennettDam.Hebecameateacherand taught in the NWT and PeaceRiverbeforelocatingtoDelta,BCwherehetaughtfor 15 years. Heviewedthe summersnotas avacationbutanopportunity to divergeintonew opportunitiesand so beganhisfishing career.Over25yearsheowned, built and operatedcommercialGillnetters on theFraser. In '88,hebecameinvolvedin federalpoliticswiththe Reform Party. In '93,he waselected by theconstituentsof Delta,and wouldbere-elected5times,serving 18 yearsinfederalpolitics. He provedtobeanoutstanding spokespersonfor thecommunity,unafraidtooverstep thepoliticalboundariesofhis party.Earning areputationasthe MaverickMPand was consideredoneof themosttrusted membersofParliament.After 17.5 years and 2millionmilestravelled,hedecidednot to seek re-election. In 2011 he ran unopposed to becomethe leaderof theBCConservatives, stronglybelieving that BC deservedareal choice.In2013heofficially“retired” to theCummins Family Farm in Langley.Dad fenced themajorityofthe5-acre property intohorse pasturesandpaddocks,buildingbarnsand levelinganarena. He wasnever without asmile onhisold MasseyFerguson tractorand evenhad afew rideson hisdaughter’s horses. In 2017,Johnand Suerelocated to Ladysmith. Inthewinter, they wouldloadup thedogs,jumpintotheirmotorhomeanddrivesouthtothe Bajawheretheywouldcruisethebeaches in hisfavoritepurplejeep.Dad loved thedogsandwas committed to walkingtheir10,000daily steps,rainorshine.In 2020 theirsteps were paused whenhe suffered aspinal stroke,leavinghim paralyzedfromthe waistdown. At GF Stronghe learnt to self transfer, gaining enough mobilitytoreturnhomeandonceagain walk thedogs with momathis side.Dad’swill and mind stayed strong,hekeptup with news,politics, theBlue Jaysandhisweeklyweekendpaper crosswordpuzzles.Thisstrengthand determinationtopersevere areatestament to theManhe was. Hislastwords in the HouseofCommons,“My hope when firstelected wasthat when my time here wasdone thefolks athomewouldsay,Hekepthisword. He representedus well. Thatremains my fondest hope.Thank you”. Dad, youkept your word.Toyour family,friends,and constituents. We areproudof you,and we love youtotheend. John is pre-deceased by hisparentsandhisfirst wife Phyllis "Tracey".Heissurvivedbyhis wife of34 years, Sueand theirdaughter Carolyn,son Martin,and stepdaughtersKristina(Mike),and Erin (Mark).10 grandchildrenand 1great grandson. Sheissurvivedby4 ofher children, Shirley(Robert) Giguere, Mississauga, Ontario; Mandy Mukherjee, Bath, England; Hayley Mintrum, Johanesburg,South Africa;and Dean (Christine) Turner,Surrey, BC., her brother George Newmanof Perth, Australia and sister Mary Newman, Blackburn, Englandand her muchcherishednine grandchildren,and sevengreat grandchildrenspreadoutacross theworld.She was predeceased by herparents, 5ofher 7siblings and herdaughter Jane Dorey(Botswana).

Nanwas aproud Brit andhaddozensofnieces and nephews “backhome”.Blessedwitharemarkable memory shecouldrecitebirthdates,every detailand bitofnewsabouther immediateand extended family. Capably usingher computerand mobile phone,the wondersofmoderntechnologyallowedher to “visit” oftenwithchildren, grandchildrenand great children across theworld.

KathleenemigratedtoVancouver in theearly ‘80s livingand workinginRichmond, Tsawwassenand SouthSurrey. Shewasdeeplyinvolvedwiththe Ladner Anglican Church and spent many hours volunteeringthere. Shehad awidecircleoffriends youngandoldwho were always metwithher cheery hello and abig smile.

Always active,she metweekly with her coffee clutch, took ferrytrips to Victoria with herdear friend June, attended regularly at Dean’s many soccergames and BBQs and travelledannually to Whistler to her granddaughters’ Christmasconcert.

Well-travelledshenevermissedanopportunity to visitfamilyacrossCanada, Englandand Africa taking many joyous tripsoverthe years.

Kathleenhad alifewelllivedand will be sorely missedbyall whowerefortunateenough to have knownher.

Ourthankstothe staffatthe Irene Thomas Hospice forherdedicatedcarefor thelastfew months.

Shirleywaspredeceased by her cherishedhusband, Gerald Moulds,and is survived by her threechildren: sonWilliam(Bill) andhiswifeChristina, with daughtersEmma,Sarah,and Mary;son Mike andhis wife Joanne,withsons Christopher,Ryan,and Brandon;anddaughter SusanStickley(née Moulds) andherhusband Mike,withdaughtersJordan, Madyson,and Seanne.Shealso leavesbehindher brothersRoger,Howard,and BobChadwick, her sister MaeBrown,and alarge extended family.

Aftergraduatingfromhighschool in Creston, Shirley movedtoVancouver to pursueapost-secondary programandbeganher careeras adental hygienist. Shelater marriedGerald,and together they embarkedonajourneythat took them from Creston to HarrisonLake, Agassiz, Grand Forks, and finally Tsawwassen, wheretheysettled to raisetheiryoung family.Shirley dedicatedmuchofher lifetonurturing her threechildren,always eager to volunteer fortheir activities.Herbaking—especiallyherbrownies,sugar cookiesand Nanaimo bars, were enjoyed by many.

Shirley’splayful side wasjustasunforgettable. She delighted in hiding in thedarktoscare Gerry, and laterinlife, shebrought laughter to thestaff at the Waterfordbyambushing them with aloaded squirt gun. Apassionateadvocatefor Celiacdisease awareness, Shirley, alongsideGerry, playedan instrumental rolein establishing theCeliac Association. They took great joyinattending conferencesacross NorthAmerica andorganizing eventstosupportthe cause. While thecoupleloved travelingthe world, theirmosttreasured moments were spentonfamilytrips to Salt Spring Islandand Tofino withtheirchildrenand grandchildrenand Sundaydinners.

AcelebrationofShirley’s lifewill beheldat2:00p.m. on March29,2025,at theCoastTsawwassenInn in Delta, BC.Inlieuofflowers,the family kindly requests donations to theKidneyFoundation,a causeclose to Shirley’sheart.

Cheryl's family movedto100 Mile Houseonthe SpringLakeRanchin1956and sheattendedprivate girlsboarding schoolsin Kerrisdaleand Victoria and then High school in ScottsdaleArizona.

She marriedBob in 1967 livingfirst in Merrittand then Salmon ArmbeforemovingtoTsawwassenin 1970. Shehasbeen cremated with aservice already held.

PeterVan Eunendied in hiscarehomeafter along battlewithParkinson'sDisease. He was70years old.

Peterissurvivedbyhis mother,Catharina,andhis children, Kristinand Corey. Hiswife, Janice,diedin 2020and will welcomehiminto thegreatunknown.

Peterloved soccer, rugby, camping, hisfamilyand friends.Heloved to take walksinvariousparks in Ladner,usually with oneor twodogs joininghim along theway.Peter wasanaccomplishedartist and retiredfirefighter. Hewill be greatly missedby allwho knew him.
