Whenthey were not pulling togetheronthe waters of Saanich Inlet, participantsfoundother ways to pull together onthe journey. Those activitiesincluded camp-
ingon Tsawoutand Cowichan territories, preparingand eating meals together,taking part incircles(traditional Indigenousceremonies), andenjoyingceremonial drummingand dancing. Since2001, Indigenous
communities have partnered with policeand otherprovincialand federal agencies,including RCMP,the Vancouver Police Department, and the Royal Canadian Navy, forthe Pulling Together Canoe Journey.
Darryl Gray,president ofthe Pulling Together Canoe Society, saidthe journey strives to build badlyneeded connections between policeand Indigenouscommunities, particularly youth. He first gotinvolved in the journeywhenhe wasa youth attending Collingwood Neighbourhood House.

Should DeltafollowVancouver’s lead reducingspeed limitsonlocalstreets from50kmh to 30kmh?
Vancouvercitycouncilthismonth unanimously approved aplantoreduce the speedlimitson residential streets, explainingthat slower speedsdramaticallyimprove safetyfor people walking and cycling.
AccordingtoVancouver,the benefits oflowering vehicle speedsfrom50kmh to 30kmh canreduce pedestrianfatality ratesincollisionsfrom 80 percentto15 percent, and canleadtoshorterstoppingdistances,reducingbynearly50 percent, whichhelpspreventcollisions. Currently,theblanket speedlimitfor all streetsis setbytheprovince at 50 kmh, unlessotherwise posted.
Municipalities have authorityto reduce speedlimitsonindividual streets, thecityalsonotes.

be adopted provincewideandembedded in B.C.’s MotorVehicle Act.

In 2023, StevenLan, Delta’s engi-
neeringdirector, made apresentation to councilon the evolvingVisionZero strategy,sayingthecitywants to focus resourcesonhigh-trafficcorridorswhere mostseriousaccidentsoccur.
Sayingthe cityhas just under100 requestsfor traffic calmingeachyear, Lan said respondingtoresidentconcerns is alwaysaprimary focusfor the engineeringand the policedepartments.
Speeding and pedestriansafetyare the
primarycomplaints,although speedand traffic countmonitoringrevealsdrivers arelargely compliantinmostcases.
Lanalso said currentspeed limits may notmeetneighbourhood expectations, so alower speedlimiton streets may have to be considered.
Some areasalready have reductions andtheremay be supportfor the speed limit of 50 kmh,eveninareasthathave alreadyundergone traffic calming, to be reducedto30kmh,inevenmoreneighbourhoods, he said.
While Delta hasnot gone so faras to implementareducedspeed limit onall localstreets,council last year endorsed the new Vision Zero traffic safetyplan forthe city, acomprehensiveapproach focusedonreducingtraffic-related fatalitiesand seriousinjuries.
Yearsinthe making, the strategy is basedoncollision-dataanalysis, public and stakeholderfeedback,aswell as technicalassessmentofvarious road safetyinitiatives.
Thenew plan is to payparticular focusalongmajorcorridorsandintersections.

It’s a majorupgradein Deltaforthe Vancouver Fraser Port Authoritythat willnowopenthedoor foranentirelybignew projectacrossthe riverin Richmond.
The port and Wallenius Wilhelmsenannounced thecompletionofthe Annacis Auto Terminal OptimizationProject.
Construction,which beganin2022,involved consolidatingtheAnnacis Auto Terminaland Richmond Auto Terminal into a singlefacility at Annacis.
Theimprovements will allowthe single terminal, operated by Wallenius Wilhelmsen, to handle up to 480,000 vehicles annually--a36 percent increase in capacity.
Theprojectincluded
thecreationof60 rail car spotsthroughthe expansionof twoexisting terminal rail yards, a new vehicleprocessing building, along witheight electric vehicle charging stations,the port authorityexplained.
Theproject wasundertakeninatimely manner becausethe permitting andconsultationprocess wasundertaken by the port authority. That wasunlikethe Terminal 2container terminal project at Roberts Bank, which tookmorethan a decade,due to that project goingthroughadifferentprocess becauseit wasdesignated underthe ImpactAssessment Act.
Whilethe auto terminalproject willimprove efficiencyoftheexisting operationsandincrease capacity to handle a greater volumeof auto-
mobileimports, italso givesthe port the ability to have anew separate project built at the 40-acre Richmond site, locatedoff Steveston Highway, at the south sideof No.6 Road.
“Thisproject really had acoupleof really strong benefitsfroma port authority perspective. It does reallyallowthemost efficientof ourlimited
footprint. It allowsmore product to move through theexisting site,consolidating two auto terminals into one We have also freedupa40-acre site in Richmondthat cannow be used foranewimportmarine terminal.
“Byconsolidatingall the volumeonthe one site at Annacis Island, by making improvements to usethat footprint more
efficiently,it’s really aboutdoingmore with ourexistingasset,”the port’s Jennifer Natland, vice-presidentofpropertiesandenvironment, toldthe Optimist Natland saidthey anticipate going to marketin abouta year to gauge interest in a new marine terminalin Richmond.
Asfarasthe challenge of havingenough land, Natlandacknowledged the port is “very land constrained” andit’s one ofthe key challengesin accommodating Canada’s growingtradedemand.
“Welook at landforthe port in twodifferent ways. There’sthe waterfront land to support marine terminalsandthen there’sinlandindustrial landneeded for the supply chainandthelogisticsthat supportthose marine terminals.
“Both typesof land, froma port perspective, are very constrained,and theAnnacis Auto consolidationproject hasfreed upa very rare waterfront site for thenew marine terminal.”
Tim McGee, vicepresidentof Canada operationsfor Wallenius Wilhelmsen, saidthey currentlyprocess about 28 percentofallnew vehicles soldin Canada throughthefacility. He saidthefasterprocessing times willmean cars thathave been sitting at the terminalfrom 12 to 14 days while being processed, will now go throughinfour to six-days. Theproject wasfunded by the Governmentof Canada throughthe NationalTrade Corridors Fund,the port authorityand Wallenius Wilhelmsen.

A report to councilnotesthat anew roaddedication wouldalso be required to complete Wallace Avenueanda culde-sac at theendof Walker Avenue.
The report alsonotesthat although the applicationisconsistent withthe Small Scale Residential(SSR)designationintheOfficial Community Plan (OCP)andnew application reportsare typicallypresented to council for larger complexprojects,aproposed consultationprocess waspresented “due to theunusually large size ofthe subject property,the numberoflotsandunits
proposed,the numberof surrounding propertiesandtheexistingneighbourhood context which hashistoricallynot experienced much infilldevelopment.”
Houseplexesare multi-unit residential buildings withup to fourdwelling units.
The applicationisalso at apreliminary stageandaspects may changein response to staff reviewandcomments fromcouncilorthecommunity, the report adds.
Council recently gave preliminary approvalforan application to allow 16 residentialunitsina Tsawwassen neighbourhood.
That rezoningfor 808 51st St., 5140 8A Ave.,as wellasa portionof51st Street, wouldinvolve the subdivision oftheproperties anda portionof road into foursmall-scale residential lotsand constructionofafour-unithouseplex on each lot.
Approved in 2024,the SSMUH regulations permitadditionalunitson the majorityof single-detachedandduplex zonedlotsin Delta.

In February2024,after Bell Mediaannounced 4,800 job cutsacross Canada, Premier David Eby spoke passionately aboutthe need for people to get “accurate, impartial, reliableinformation inan ageofdisinformationand socialmediacraziness.”
Asalongtimenews publisher,Iknowthat 81 percent of Canadians turn to newspapercontent each weekforthat accurate, impartial,and reliable information. So, we don’t have an audienceproblem. What we have isanadvertisingproblem.
Sincethefounding ofthe Halifax Gazette in1752— governmentadvertising hasalways beenanimportant sourceof revenuefornews businesses. It allowedus to invest in journalists whoproducefact-based,factchecked reportingthat Canadians rely upon.
In more recent years, we’ve seenthose governmentdollarsdisappear. Forexample,the federal government reportsthat duringfiscal year2022 to 2023,it spent morethan$86millionon advertising.Ofthat,lessthan$1 million went to allprint publicationsinthecountrycombined.
So,wheredidthose millions go? Theansweris largely to American tech giantslike Facebook, Instagramand Google, amongst others.
Canadiansare rightlyconcerned about protecting our economyand our sovereigntyin thefaceofthreatsandmisinformationfromthe U.S.
Oneofthemosteffective ways to countermisinformationand to protect our Canadian cultureand identityis to have commercially viableandfiercelyindependent Canadian journalism.
Thequestionis:howdo we do payforit?
Oneofthemosteffective ways would be for governments– federal,provincial,and municipal –to setasideaminimumof25 percentoftheiradvertising spend for trusted Canadiannewsbrands.
Thenot-for-profit Rebuild Local News,foundthat advertising set-asides,done right, have thefollowing benefits:
First, they canprovide substantial revenue to localnewsorganizationsandhelpcommunity journalismthrive.
Second,itismoneythe governmentisalready spending—not newmoney— so itdoes not requireenlargingprovincial or local budgetsor raising taxes.
Third, governmentmessages
Independentjournalism can countermisinformation.
can reachafull rangeof residents, includingthosewho may not be using largermedia. Fourth, as advertising, it is paymentfora service rendered,nota subsidy per se. Finally,advertisingincommunitynewshelps government be moreeffective by reaching audiencesthroughcommunityand ethnic publicationsthat are more trustedintheircommunities.
According to a recent study, advertisingintrustworthyenvironmentslead to a 25 percentlift inbrand rating. News publishers in aggregateare seenas35 percent abovethe baselinelevelof trustacrossinformationenvironments.Andlocalnews publishers seeanadditional16 percent gainin perceived trustworthi-
nessamonglocal audiences, so newspapers are a highlyeffective wayforthe government to reach British Columbians.
We recommend B.C. adopt a minimum25 percent set-asidefor governmentadvertising, as well asforCrowncorporationslike BC Hydro, BC Transit,andBritish Columbia Lottery Corp., to help preserve local journalism jobs and keeplocal,communitynewspapers open. Those journalists keepcommunitiesand residents informed, so they caneffectively participateindemocraticprocesses.
It wouldalso sendanimportant signal to private-sector advertisers about keepingad dollars herein B.C., ratherthan sendingthem to Big Tech behemothsin California, whosealgorithmsamplifymisinformation anddisinformation.
Premier Ebyshoulddirecthis officials to spend B.C.’s advertisingdollars in towns like Merritt, B.C.,insteadof Mountain Viewor Menlo Park, California. It’s time to supportthehome team by buying locally.

Burns Bogandthe Delta Nature Reserve have beenadded to a nationwide database of protected andconserved areas, recognizingthe importanceofprotecting green spacesforfuture generations.
The localadditionis part ofmorethan8,000 hectaresof regional parklandthat have been added to the Canadian Protectedand Conserved Areas Database,which Metro Vancouver says providesa betterpicture, as wellascriticalinformation, abouttheconservationnetwork across thecountry.
“Metro Vancouver’s regional parks, greenways,conservancy areas, and reservesare ourshared legacy,” said Metro Vancouver board
“Theseareasprotect vital ecosystems,connect people to nature, and provideimportanthealth and climate benefits Beingincludedinthis database reinforces the importanceofthe work we’redoingthrough our regional parksandgreenways plansand strategies.”
Thefederal government wants to conserve 30 percentof Canada’s landand water by 2030 andis working with partnersacrossthe country,including Metro Vancouver,the regional districtnotes.
Deltacouncil was told last fallthat the federal government expressedinterest in addingthe Burns Bog Ecological Conservancy Areato the database and approached the city
regardingthe Municipal ProtectedAreas Project, whichidentifies municipaland regional lands that are protectedfor conservation purposes.
A staff report noted that it has been recognized by thefederal governmentthat local governmentprotectedareas areintegral to achieving Canada’s biodiversity goals butareunder reported onthe database.
BC Nature assistslocal governmentsinassessing candidate sitesandthen in registering the landsin the database.
Theconservancyarea hasalready been protected through public ownershipandaconservation covenant. Addition to the Canadian database does notinvolvenorimplyany additionalprotection statusor restrictionson how the landsare managed, the report added.
Closed to the public, the Burns Bog Ecological ConservancyArea is owned by Delta, Metro Vancouverandtheprovince.
Theadjacent Delta Nature Reserve, where the public boardwalks arelocated,isco-owned by Metro Vancouverand Delta.
Metro Vancouver intended to alsoadd all regional parks to the database,including Deas Islandand Boundary Bay,the report also noted.

TheCityof Deltaisasking residents to lenda handwhenitcomes to helping young city-owned trees beat theheat.
Thecityina recent socialmedia post notes staff have been workingaround the clock to watertrees, especially during summer.
Residentsareasked to help out, if they can, by also wateringyoungtree plantedontheir street.

Thecity has beenundertaking an inventoryofitstrees, collecting dataon streetand park treesas part of Delta’s Urban Forest Strategy.

The strategy, part of a package oftree enhancementandprotectionmeasures, lays outthe goalof40 percenturban tree canopycoverage, with specifictargets to increase the number oftreesin urbanareasandalong major roadways, including boulevards, mediansand other right-of-way areas.
To supportthe natural ecosystem, at least67 percent of thetreesplanted underthe Urban ReforestationProject will be native species withlifespans from50 to 100 years, saidthe city.

The Tsawwassen First Nation (TFN) recently announcedit has signed itsfirst industriallease underitsnew Short-Term LeasingProgram, saying it marksamilestonein the strategicutilizationof itsindustrial lands.
The18-monthlease covers afive-acre parcel on27B Avenueand has been awarded to H&H Installations,acompany supportingcritical infrastructureupgrades at Roberts Bank,notes theTFNinanews release.
As part ofthe agreement, H&H willusethe site asa laydownarea for staging materialsand equipment.
In return,H&H will completeallgrading andfillingofthe land,
site improvementsthat will significantly reduce futuredevelopmentcosts forTFN.
“This partnershipdemonstratesthe kindofcreative, mutually beneficial agreements we’relooking to build,” said ChiefLaura Cassidy.
“By making efficient useof our lands today, we are strengthening our nation’s economicfuture while supporting regional infrastructureprojects that benefitallBritish Columbians.”

It sounds straight forward and simple, but many ofus spenda lotof timedistracted oranxiousor worried. Thetime flies by andarenever really in thepresenttime, the “now”time.
Thereis something we mightdo to decrease that anxietyanddistraction, andthat is mindfulness meditation. Now,ifthis sounds way toonewagey to you, you should knowthat silent meditationorcontemplation isa spiritualpractice
embraced by many religions, including Judaism, Islam, Buddhism,and Christianity.
Christians callthis practice “centringprayer.”
Meditationisnot aboutachievingblissor enlightenment, but about letting go of burdensand worries. It is about settlingthemind.
In the storyofthe sisters Maryand Martha in the Gospelof Luke, Mary isinthe “now”moment. She has herwhole selffocusedinthepresent andon Jesus. Martha is anxiousand distracted by her many tasks.
Notonly canshenot focuson Jesus, butshe alsoblamesher sisterfor her own stateofmind. Jesus, theirfriend, calmsherandencouragesher to focuson just onething, ratherthan agonize about many things at the sametime, andindoing so,missthe presentmoment. Tsawwassen native Brent Seabrookis puttingonhiscoaching hat withthe Calgary Flames.
Last week,the Calgary Flamesannouncedthat thethree-time Stanley Cup championand Olympic goldmedalist has beenadded to their playerdevelopment staff,where Seabrook will be responsiblefor working withthe Flames andtheirAmerican Hockey Leagueaffiliate, CalgaryWranglers.
“Wearepleased to welcomeBrent Seabrook to ourdevelopment team,” said
Flames general manager Craig Conroy inanews release.
“Our young players will benefitfromhis yearsofexperiencein theNHLandhis championship pedigree.”
Seabrook retired fromtheNHLin2021 aftera15-yearplaying career withthe Chicago Blackhawks.
Following hisplaying career, Seabrook joined the Vancouver Giantsof theWHL,initially asan interimassistantcoach, andthentransitioned into aplayer-developmentcoach.
In 2024, Seabrook was named to Hockey Canada’s Programof
Excellence Management Group withtheunder-20 program.
“I am reallylookingforward to getting started withthegroup of young,talented playersinthe Flames organization,” said Seabrook.
“Thefutureofthe organizationis very bright, and Iamthankful to the Calgary Flames forallowing me to be a part it.”
Playing1,114NHL games, Seabrook’s career had many accomplishmentsincluding winningthree Stanley Cups withthe Chicago Blackhawks (2010, 2013, 2015),an Olympic gold medalin2010, World Junior silvermedalist in 2004 and goldmedalist in2005.
He wasinducted into the B.C. Hockey Hallof Famein2023.

Art(Anne) Hoekstra passedawaypeacefully on July 14,2025,at Irene Thomas HospiceinLadneratage 81.Predeceased by hisbeloved wife of54 years, Hilda, Artwas adevotedhusband, father,grandpa andbrother.Art lovedspending time with hisfamily, followingnews and sports,winningat Scrabble and watchinghischildrenand theirfamiliesgrow. Survived by hislovingfamilyofchildrenKen (Kamla),Sylvie(Ted),Joanne (Carey)and Matt (Amy); grandchildrenJoeand ZacProkop,Nickand Lexi Veenstraand Maddy,Hannahand Wes Hoekstra.Also left to celebratehislifeare sistersAnn and Grace;brothersReinand Nick;and many nieces andnephews.Predeceased by brother Andy.
Born in Friesland, Artarrived in Canada in 1957 with hisfamilyonthe Dutchemigrant ship GrooteBeer, settlinginRichmond, B.C. It washerewhereArt met Hilda. They quickly fellinlove,married in 1970and eventually made theirhomeinLadner.Art worked hardtoprovide for hisfamily, spending most ofhis workinglifeasa truckdriverintheLowerMainland. He wasactivelyinvolvedwithhis church,serving many yearsasa treasureranddeacon in the ChristianReformedChurch in Ladnerand Surrey/Fleetwood.
Arthad agood, kindand honestheart. He wasgiven wonderfulcarebythe medicalteamsatDelta Hospitaland Irene Thomas Hospice. Nowwiththe Lordour God, Artwill be greatly missedbyhis family.
