Thefederal government has announcedplans to strengthenglobal tradethroughthe Port of Vancouver.

On July 16 at Deltaport, Steven MacKinnon, Federal Ministerof Transport, announcedthe referralof the Port of Vancouver Gateway Strategy to the MajorProjectsOffice(MPO).

According to thefeds, thistransformational strategy andassociated pillars, includingthe Roberts Bank Terminal 2project(RBT2), reflectthe type of nation-buildinginfrastructureprojects the Building Canada Act(the Act)aims to urgently advance to diversifyand growtrade capacity.

“Canadaneedsmoderntransportation infrastructurethat helps our businessescompete, gets Canadian goods to new markets, andcreates good jobs acrossthecountry,” said MacKinnon. “Byinvestingin our portsandtransportationnetwork, we aregrowing our economy, strengthening our supply chains, whileprotectingtheenvironment.”

The Gateway Strategy willfocuson four keypillars to support capacity growth at the Port including RBT2as wellas:

Rail Infrastructure optimization andexpansion: The majority of cargo movingthroughthe Port is transported byrail. The current system requires investment to diversify Canada’s trade. In partnership with the railways, the MPO andTransport Canada aredevelopinga rail infrastructure strategy to increase capacityandenhance supply chainefficiency, reliability, and resilience.

Environmentalprotections: As part

“The Port of Vancouver Gateway Strategy will strengthen Canada’s Pacifictradecorridorwhilecreating jobs, attractinginvestment, and drivinglong-termgrowth,” said Delta MP Jill McKnight “Itdemonstrates that environmental stewardshipand sharedeconomicprosperity are not competingpriorities, they go hand in handin buildinga strongerfuture for Indigenous Nations, Delta,British Columbiaand Canada asawhole.”

Peter XottapresidentandCEOofthe VancouverFraser Port Authority called theannouncement “game changing.”

“As Canada’s largest port, we know we’re going to play an outsized rolein deliveringonPrime Minister Carney’s commitment to doubleexports to markets outsideof NorthAmerica,” Xotta said. “Today’s announcement will help the Port of Vancouverand our partners get game-changingprojectslike Roberts Bank Terminal2 built, andmove more ofwhat Canadians make, mine, harvest andgrow to more customersaround the world.”

Oneof Canada’s largesttradeinfrastructureprojectsisa step closer to constructionafterthe VancouverFraser Port Authority (VFPA) selected its preferredconstruction partnerfor Roberts Bank Terminal2.

The VFPA announced July 13it has selected TerraMarineasthepreferred construction partnerforthe landmass andwharfcomponentofthe Deltabasedproject. TerraMarineisaconsortiumof Canadianandinternational firmsformed specificallyforthe project.

The selectionmovestheproject into itsdevelopmentphase, during whichthe VFPA, TerraMarineand First Nations will work together to finalizethedesign, constructionplanning, schedule, costestimatesand permitting, according to the VFPA.

“Thisbringsusone step closer to breakinggroundonthe nation-building project,” saidAlexa Young, vice-presidentof government, externalandenvironmentalaffairsof VFPA.

“The team hasextensiveexperience incollaborativelydelivering major marineinfrastructureprojects. It has demonstrated expertiseinhealthand safety, regulatory compliance, project management, environmental protectionandcommunityengagement.”

The terminalisexpected to begin constructionin late 2027and remains ontrack to startoperationsinthe mid-2030s, according to Young. She declined to disclosetheproject’scost, sayingtheprocurementprocessis still underway.

The Roberts Bank Terminal2project has beenidentified by Prime Minister Mark Carneyas part of Canada’s efforts to expandtradeinfrastructure anddoubleexports to non-U.S. markets overthe nextdecade.

Oncecompleted,thethree-berth marinecontainer terminalisexpected

to increase container capacityonthe West Coast by more than 30 percent whilecontributingmore than $3billion annually to the nationalgrossdomestic product(GDP),according to the port authority.

“It’s going to unlock $100 billionin additionalcontainer trade capacity annually,” said Young.

“So we’re going to be able to move moreofwhat Canadians make, mine, harvest andgrow, includingBritish Columbians rightherein our backyard.”

She saidtheadditional capacity will primarily supporttrade with Asian markets, particularlyChina, Japanand South Korea.

“Fifty percentofglobalGDPis going to reside[inAsia]in the next20 to 50 years. Just think abouthow many customersthat want andneed what British Columbiansand Canadians make,” she said.

The port authority saidit hasalso signed amemorandum ofunderstanding(MOU) with Vancouver-based Global Container Terminalsand isin “exploratory discussions”aimed at reachingadevelopment andoperating agreementfor thefuture terminal.

“Thediscussionsareongoing but going very well,” said Young.

Earlierthis month, Prime Minister Mark CarneyandAlberta Premier DanielleSmith jointlyadvancedaproposalforanew West Coastoilpipeline, with Roberts Bankidentifiedasone potential terminus. Young saidthat proposalis still at aconceptual stageand thatthe port authorityisnot currently involved.

Aroundthe sametime, Carneyalso referred to $10billioninfederalfundingfortheupgradeofthe Roberts Bank container terminal. Young saidthe authorityis still awaitingdetails about thefundingcommitment andexpects to providemorefundinginformation aboutthe Terminal2projectafterthe procurementprocessadvances.

“We will have updatedcosting figures, as wellasthebreakdownof where ourfunds willcomefrom, indue course We can’t speak to that during theprocurementprocess,”she said.

tcould have beena majordisaster.

In the earlymorninghours of July 16, Delta firefighters battled an aggressive, out ofcontrol wildfirenearthe Boundary Baydike.

Just a stone’s throw away fromthecentreofthe fire wasa barn withhorses. Idon’t need to point out what could have happened hadthefiredepartmentnot responded so quickly and managed to keepthefirefrom spreadinganyfurtherthan itdid.

The winds were high Thursday morningandtheconditions were perfect forthisfire to rapidly spreadand get outofcontrol, but again, quick actionsfrom ourfirefighters savedthe day.

Afterinvestigation, thefire department saidthe cause ofthefire wasundetermined, althoughonline speculation madetheassumptionthat it was teens who had a bonfireandleftitunattendedor thoughtthey had put it out beforeleavinganddidn’t.

Whetherornotit was teensoradults, theconditions outsideare tinderdry andnow is not the time to be having bonfiresanywhere in ourcommunity.

KinVillageproposalshouldhave beenapproved a month ago

On June15,council chambers erupted into cheers and applause after Mayor George Harvieandhis two Achievingfor Deltacouncillors-for questionable reasons-broughtforward a deferralmotion, delayingthe third reading vote on the KinVillage Phase2 seniorshousing expansion project.

I’m sorry, butthisisembarrassing. Consideringthedemographic in Tsawwassenandthe waitlistfor variouslevelsof care for seniorsthat currentlyexists- particularly in the public realm- you would thinkthat debate onthis much-needed housing form would be short.

It will be of little surprise to those who watch local landusedebates, that endlessdiscussions about parking, buildingheightandwhat amenitiesshouldorshouldn’t be provided, were what unnecessarily delayed this importantproject.

Re: Point Roberts pays formore Metro Van water than it uses(Optimist, July 2)

I was surprised by the Optimist’s recentarticle aboutthegreatdeal Point Roberts residentsare gettingon waterfromthe reservoirin Delta.

The Optimist reported that Point Roberts receives about3.2millionlitresof watera day from Metro Vancouver,or about1,168 millionlitres per year, for $1.1millionannually. That’s about$.94 per1,000 litres.

Delta,however, charges Delta residentson water

metersaminimumof $1.47 per1,000 litres. If Point Roberts waterusers were charged the sameas Deltausersthebill would be at least$1.7million.

Why,I wonder, are Point Roberts residents getting a $600,000annualdiscount ontheirannual waterbill?

Deltacouncil hasgreen-litaneweightunithouseplexprojectin Tsawwassen, passinganalternativemotion to allow exterior basementaccesswhileenacting strictlegalmeasures to preventillegal suites.

During the July 13meeting,council reviewed a zoningamendment bylaw, which rezones two, single-familylots at 1111and112350B Street to anew Comprehensive Development Zone.

The change permitsafour-unit houseplexon each property. Because theprojectaligns withthecity’s Official Community Plan,no publichearing was required.

City staff recommendedadvancing theproject withone majorcondition: thedeveloper had to provideupdated drawings removingall“basementaccess depressions.”

This staffconditionisa common strategy to discouragehomeownersfrom converting basementsinto unauthorized rental suites.

However, council pushed back, favouringanalternativemotion to keeptheexte-

rior basementdoors.

Coun. Rod Binder championedthe alternative, arguingthat restricting outsideaccessisa majorinconveniencefor homeownerstrying to maintaintheir properties.

He emphasizedthat thedeveloper has been clearthat the basements will lack kitchen rough-ins, separate metering, and mechanical systemsfor secondary units Buyers will be fully informed at the point of sale that the spacesare “specifically notintendedfor rentalor secondary type suite.”

To ensurethe basements remain strictly for personaluse, Coun. Daniel Boisvert proposed anadditional safeguard: a Section219covenant Thislegallybinding agreementis registeredontheproperty titles to restrict secondary suites.

City staffconfirmed thecovenant could be accommodated. Recognizingthe compromiseas “common sense,”council approved theamendedalternative recommendation.

Province expresses concern aboutlong, hot summer, wantspeoplenot to waste water

The B.C. governmentis ringingthealarm bells about droughtconditionsandurging peopleandproducers to save waterastheprovince headsinto mid summer.

Everyoneis beingasked to dotheir part to save wateras droughtconditionsintensify, Lana Popham, Ministerof Agricultureand Food saidin a release.

“By working togetherand reducing waterusewhere we can, we canhelpprotectfish and wildlife, supportfarmers whodependon reliable water suppliesand strengthenthe resilienceof ourcommunities,” said Randene Neill, Ministerof Water, Landand Resource Stewardship.

The watershortage in the Deltaarea keeps getting

worse every yearfor vegetable growerBrent Kelly,of Kelly Family Farms.

He estimatesthearea has had aboutfourcentimetresof rain since April, about half the usualamount.

It’s exceptionallydry,he said.

“Theonly thing that’s savingusistheirrigation,” water fromtheFraser River, he said.

Last year wasdryas well. “It’s been superdry forthe last few years.”

He growscranberrieswhich require every second-day watering and potatoes.

“If we didn’t have irrigation, we probably wouldn’t be farminghere anymore.”

Irrigationthoughdepends on sufficientflowfrom the Fraser River to keep salt waterfromflowing up the riverwhereirrigation wateris drawn.

The release says while recent rain hashelp stream levelsin some areas, the provinceismonitoring several areas, including B.C.’s south coast, partsof Vancouver Islandandthe southern interior,“where record-low streamflowsare being recorded.”

It alsolistsfour watersheds wherethereareincreasing riskstoaquatic ecosystems andfish. Those watersheds are connected to the Koksilah, Tsolumand Salmon rivers and Bessette Creek.

Delta South Conservative MLA Ian Paton saidthat there aredryareasinthe B.C. interior butconditions arenot badintheFraser Valley.

“We’ve hadabitof a spattering of rain,”he said.

He’s worriedthat ifthe drought worsens, the government will suddenly cutoff

wateraccess to farmersin order to preserve waterlevels increeks to save fish.

The release saidthat “temporary protection orders” to save fish may be issued on a streamif voluntary waterconservationdoesn’t work.

Paton said oftenduring mid-July if temperatures turn hot,it stayshotforthe rest of the summer.

“Talk to meinamonth fromnowand we could be in some severe droughtconditions.”

He noted the government has spent$100millioninthe last three years intheAgriculture Water Infrastructure Programwhich helps supportalmost 700 projectson B.C. farms to help build water storageand supply systemsindroughtareas.

The governmentalso gave $50millionfornew water

metersinsmall, ruraland First Nationcommunities to encourage saving water.

Paton said $100 million soundslikealotof money butitdoesn’t go that farwhen many farmers decidethey want to install waterconservation systems.

Considering B.C. winters have lots of rain or snow, “we need to figure outhow to conserve waterinthe winter months, build some of these huge retention lagoons, so we can buildup water reserves forirrigatingonce summer comes.”

According to Environment Canada’s five-year records for July 13 at the Vancouver Sea Island weather station,the maximum temperature for that dayin 2022 was21.7 C; in 2023,25.2 C; in 2024,24.8 C; in2025,28.8Candin2026it was21.5 C.

At the July 13 councilmeeting, civic politiciansadopted the two bylaws required to move the applicationfrom Red Door Housing Society Inc. further alonginthedevelopmentprocess.

At the June15, meeting, council deniedthe owner’s requestforadevelopment variance permit to waivethe requirement to undergroundthirdpartyutilities requirements.

According to a staff report. Red Door Housing Society will be required to undergroundthird-partyutilitiesfor electrical and telephone wiring as part ofthedevelopment servicing agreement with Delta.

The owner has also requestedthat paymentof landscaping securities and fees be deferred to the building permit stage, as BC Housing, afunding source fortheproject, does not releasefunding untilafter Deltaissues a building permit.

To accommodate thetimingof BC Housing funding, the owner has enteredinto a no-buildcovenant with Delta requiring paymentofthese securities beforea building permitisissued.

The owner hasprovidedallother required fees, executed covenants to addressnon-marketaffordable housing rental ratesand management, buildingdesign, landscaping, sustainability commitments, prohibitionof rooftop telecommunications equipment without Delta’s permission, stormand sanitary pump, anddevelopment servicing.

TFN workingonnew Active Transportation NetworkPlan

Tsawwassen First Nation (TFN)is making wayfor agreener, moreconnected future withthe launch of itsnew ActiveTransportation Network Plan (ATNP), a roadmap designed to transformhow residents navigatethegrowingcommunity by 2045.

Approved in March2026,the ATNPprioritizes nonmotorized travelacrossTFN lands.

Withonly six percentof current(work-related) localtrips made by activetransportation, theambitiousplanaims to boost safety, reducegreenhouse gas emissions, andconnect key hubs such as Tsawwassen Mills, residentialareas, and cultural spaces.

Kevin Tosoff, Managerof Community Planning ServicesforTFN’s Lands Department, emphasized theplan’s roleinaccommodating rapidlocaldevelopment.

“Asthecommunitycontinues to grow, we just want to ensurethat thetransportationinfrastructure keeps pace,” Tosoff said, notingthat TFNexpectsits lands to reachfull build-outaround2045or2050.

He addedthat “asa relatively youngcommunity nation, we’re buildingtheinfrastructure needed to supportfuture generationsand maintainahighqualityoflifeasthecommunitygrows.”

Safetyisaprimarydriverfortheplan.

Between2020and2024,13collisionsinvolving pedestriansor cyclists occurred onTFN roads, underscoringtheurgencyfor safer routes, particularly aroundthe Canoe Pass Waycommercialhotspot.

To achieve its2045vision,the ATNP maps out14 specificinfrastructureupgradesdividedinto nearterm “priority”andlong-term“ultimate” phases. Priorityinitiativesfocusonhigh-trafficcorridors, featuring road safetyimprovementsalong Canoe Pass Way,acomplete-street redesignfor Tsawwassen Drive, andnewbikeways and multi-use pathways on routeslike Salish SeaDrive and Fisherman Way. Lookingfurtherahead,theultimatephaseenvi-

sionsambitious structuraladditions, including a Highway17 landbridge,a Deltaport Waycrossing, and widespreadtraffic calming.

Tosoffindicated the communitycould seeimmediate, smaller-scaleimprovements, such asmobile speed signs, to supportthose largerprojects.

“Activetransportation basicallydefinesanything that’s like walkingand rolling,” Tosoffexplained, noting that it includes cyclistsand “people withaccessibility challenges, mobilitydevices;it’s basicallyany formofnon-motorized transportation.”

Communityengagementplayed animportant role

inshapingthe ATNP, with residentsconsistently highlightingtheneed forimproved connectivity.

Fundingfortheprojects willcomefrom TFN internally, alongsideexternal partnerships such as TransLink’s fundingprograms. Theframework is designed to be refreshed approximately everyfive years to adapt to thecommunity’s evolving needs.

The overarching goal, Tosoff said,is to “Create a safer, healthierandmoreconnected community where people canmove betweenthedifferentareas, workplaces, shops, communitydestinations, parks and cultural spaces.”

How to know God

LasttimeI referenced God can be known through nature, inthe general sense: Hiscreationdeclaresthat He exists.

In Romans1 we read His righteousnessis revealed, yet people suppressthis knowledge: “For what can be known about Godisplain to them, because God hasshown it to them.

For Hisinvisible attributes, namely, His eternal poweranddivine nature, have been clearly perceived, ever sincethecreationofthe world, inthethingsthat have been made. So theyare withoutexcuse.”

Therefore, the very world we livein ought to compelthe worshipof God, yet for many, itdoesnot.

Next, God reveals Himselfinamore explicit way:through His Word. The longest chapterinthebible, Psalm119,

contains176 verses each magnifyingthe Word of God: His law, testimonies, ways, precepts, commandments, and rules. All thesearedesigned to informus He is holy, and we are not. Thebible makes ourissue of sin very clearas wellasits remedy, the thirdandmostimportant revelationof God: His Son.

Iimplore you to come to this Son, Jesus Christ,“whoforthe joythat was set before Himendured thecross, despisingtheshame, andis seated at the right handofthethroneof God”;oras we read in Hebrews7, “Heis able to save to the uttermostthosewhodraw near to God through Him, since He alwayslives to make intercessionforthem.”
