A Reflection: Delta in a Year of Challenge and Resolve As this year comes to a close, it is impossible to reflect on Delta without acknowledging just how difficult and uncertain the past 24 months have been – by George Harvie Families, businesses, and local governments alike have felt the strain of an economy under pressure. Inflation, rising costs, the impacts of US Tariff ’s, and global instability have created ripple effects that reached right down to the municipal level.

Deltawasnotimmunetothesechallenges.Economicuncertainty,compounded by tariff threats and shifting trade realities, placed real pressure on local businesses and municipal planning. These global and national issues filtered directly into our local economy, affecting everything from infrastructure costs to household affordability. At the same time, municipalities were asked to do more, while navigating a growing list of unknowns beyond our control – requiring steady and thoughtful leadership to keep us out of debt and still provide low taxes.

These last two years in particular have also underscored the increasing strain caused by provincial government overreach. Bills 44 and 45 have wreaked havoc on local governments and strata’s alike with minimum density requirements and landlords given less and less control. Additionally, the upcoming Bill M216 has the potential to significantly impact local decisionmaking, making it more difficult for municipalities like Delta to respond thoughtfully and responsibly to the needs of our residents in development decision making. Local governments are closest to the people they serve, yet these legislative changes reduced local autonomy at a time when flexibility and collaboration are needed most.

One of the clearest examples of this tension was the direction to revamp Delta’s Official Community Plan. The reality we faced was that the OCP we were being asked to implement was no longer Delta’s vision - it was the Province’s.

And despite Delta exceeding its housing targets, the provincial government has not upheld its end of the agreement. Promised investments in healthcare, school funding, and transportation infrastructure have not materialized at the scale or pace required to support a rapidly growing population. This has been particularly frustrating given the extensive advocacy and lobbying efforts undertaken on behalf of our residents.

The consequences of this gap are felt daily. Affordability pressures remain unprecedented, and access to essential services - from family doctors to recreational opportunities - has become increasingly strained. It is precisely because of these realities that I am especially proud of the steps we took this year to support our most vulnerable and most hopeful populations.

The launch of the Youth and Kids YAK Pass was one such step. By providing free access to all Delta recreation centres and drop-in activities for youth aged 0 to 18, we removed financial barriers to healthy activity, connection, and belonging. At the same time, I lowered the age for the free senior access pass from 85 to 75 as a recognition that seniors deserve support earlier, particularly as fixed incomes and rising costs collide. These initiatives were led by me, to help you reduce your household costs during this affordability crisis.

There were also significant successes this year that deserve recognition.

The opening of the Universal Primary Care Clinic (UPCC) in Delta marked a significant milestone. While it does not solve every challenge in our healthcare system, it is a meaningful addition that will help many residents access care when they need it most. I want to sincerely thank the Delta Hospital and Community Health Foundation and MLA Ian Paton for working collaboratively with me to make this clinic a reality.

This success demonstrates what can be achieved when community partners align around a shared goal.

Looking ahead, it is clear that municipalities might need to take greater control of service delivery when higher levels of government fail to meet the needs of the population. That belief is what led me to Colwood this year to study their city-run medical clinic. It also led me to bring forward a motion to review this model as a potential option for Delta. With too many residents still without access to a family doctor, we must explore innovative and responsible solutions.

As our population ages and health needs become more complex - particularly for those requiring diagnostics, specialists, and face complex disorders - we cannot accept endless waitlists as the status quo.

Our goal must be clear: reduce waitlists to zero and ensure residents receive timely care. Achieving this will require thinking outside the box, careful planning, and measured leadership to navigate this complicated landscape - but above all, a commitment to serving the people who pay taxes and rightly expect services in return.

While healthy debate and differing perspectives are a natural part of local democracy, this past year it has been difficult to ignore the impacts of a deeply divided council. This was not a division of my choosing, nor one that serves the public interest when it becomes so entrenched. I have felt genuine frustration with the frequent reliance by certain members of Council to move to in-camera (closed door) meetings and votes that are never brought back to the public table, limiting transparency and accountability.

A lot of changes have been made to the structure of the City, that will never come to public scrutiny. It has made it increasingly challenging to advance initiatives aimed at delivering on clear public goals. When process is used to stall progress, the real cost is paid by residents who are waiting for action, solutions, and leadership. Despite these obstacles, my focus remains on collaboration wherever possible and on continuing to advocate for outcomes that move Delta forward.

As we move into the year ahead, I remain committed to advocating fiercely for our community, protecting local decision-making, transparency, and accountability – and I look forward to introducing you to my wonderful slate of local, community-focussed candidates for council and school board trustees in the months to come as we look towards the fall election.

The year in review: news highlights for 2025 SANDOR GYARMATI

The year 2025 was another filled with change for the City of Delta, including the recent surprise announcement of a new South Delta After Hours Urgent and Primary Care Centre.

The city had been loudly advocating for a clinic, expressing frustration which had been intensified by several 2025 overnight closures of the emergency department at Delta Hospital.

Meantime, housing continued to be probably the biggest issue for Delta residents, highlighted by what became the heated debate over the proposed major redevelopment of the Tsawwassen Town Centre Mall.

Submitting a proposal that met the new Official Community Plan, which was controversial itself the year before, Century Group president Sean Hodgins was then asked to withdraw and revise the plan, but what he submitted went down to defeat.

The city’s small-scale multi-unit housing (SSMUH) policy, mandated by the province, has also been drawing increasing ire from homeowners about a sudden big increase in height and densities, as well as relaxed parking requirements, proposed for their neighbourhoods.

Metro Vancouver mayors in December wrote to Premier David Eby requesting the province repeal the mandated housing targets handed to municipalities and to initiate consultation.

Mayor George Harvie, on behalf of Delta council, also sent a letter to the premier regarding the city’s opposition to Private Members Bill M216, the Professional Reliance Act, which

would require local governments to accept submissions by certified professionals regulated by the Professional Governance Act. Work also continues, or is planned on major infrastructure upgrades to accommodate future growth, with the 56th Street sanitary sewer project’s traffic impacts this year having caused headaches.

Council is also wrestling with the emergence of large “farm buildings” on agricultural land and calling on the

province to give the Agricultural Land Commission more enforcement capabilities.

The city is also, once again, taking another look at its tree preservation bylaw, starting with Sunshine Hills in North Delta.

One of the most notable road projects completed this year was the 72nd Avenue widening and upgrades, while the city is looking at various traffic safety measures including commissioning a Nordel Way corridor safety study.

The city also continues to call on the province to include a second exit from Ladner to be included in the George Massey Tunnel replacement project, but to no avail.

Council is to discuss a recent motion

by Harvie to have Delta investigate the possibility of the city taking on such a project.

Initial work on the tunnel project begins early next year.

As far as Delta’s industrial landscape, major road projects are well underway for Beedie’s Parkwood Industrial Estates, while the B.C. Utilities Commission this fall announced the approval of FortisBC Energy Inc.’s application for the Tilbury Liquefied Natural Gas (LNG) Storage Expansion Project.

The Vancouver Fraser Port Authority recently announced it has shortlisted three qualified construction teams as part of its procurement process for the landmass and wharf component of the Roberts Bank Terminal 2 Project.

Construction mobilization and early works are expected to occur in 2027, with major land reclamation works expected to begin in 2028. Terminal operations are set to begin in the mid-2030s.

Among the other city news, work on the new

Winskill Aquatic and Fitness Centre is now underway, while the city is also looking at coming up with a new overall parks and recreation master plan, as well as the future of John Oliver Park.

Work is also underway on a potential hotel/ commercial complex on city-owned land in Ladner Village.

On the political front, Jill McKnight won the Delta seat for the Liberals in the 2025 federal election, and was named the new Minister of Veterans Affairs.

And while the next municipal election won’t

be held until next fall, the nasty fallout between Harvie and several members of city council got more heated when it was announced that Couns.

Dylan Kruger, Daniel Boisvert, Rod Binder and Jennifer Johal would not be welcomed back on the Achieving for Delta slate.

On the financial side of things, council recently approved a 2.9 percent property tax, which works out to $90 for the average Delta home.

Council, meanwhile, hired a new city manager in Peter Weeber, replacing Donny van Dyk, who took the city manager’s position in Vancouver.

A year marked by community safety, innovation and connection As Delta reflects on the past year, the Delta Police Department’s 2025 Year in Review highlights strong public safety outcomes, major investigative successes, and community relationships.

Delta continues to be one of the safest cities in the region, maintaining a Crime Severity Index well below provincial and national averages.

That standing is supported by proactive enforcement initiatives targeting organized crime, prolific offenders, property crime, and impaired driving.

In 2025 alone, police issued more than 6,200 Motor Vehicle Act tickets and nearly 500 impaired-driving prohibitions.

Officers removed more than 200 unsafe commercial vehicles from local roads.

Officers also resolved several high-risk incidents, including armed-person calls, dangerousdriving cases, and significant drug and firearms investi-

gations, reinforcing Delta’s reputation as a community that prioritizes safety and addresses threats swiftly.

Major investigative files this year spanned human trafficking, cyber fraud, drug trafficking networks, firearms offences, and sexual exploitation cases, including emerging technology-enabled crimes. These lengthy and complex investigations led to numerous arrests, significant seizures, and multiple convictions, underscoring DPD’s commitment to protecting the most vulnerable.

Internally, 2025 was a year of modernization.

The full rollout of body-worn cameras, upgrades to police vehicle data connectivity, expanded drone deployment, and the launch of new digital communication tools marked major steps forward in efficiency and transparency.

The department also advanced its long-term planning, finalizing the 2026 to 2030

Delta police were recognized for the seventh straight year as one of BC’s Top Employers, expanded peer support and

wellness initiatives, strengthened recruitment efforts, and welcomed new recruits, exempt officers, reserve members, community safety officers, and civilian staff. Innovation in training, including virtualreality simulations and the new “Use of Force for the Mind” resilience course helped support member development and well-being.

Equally important were the community partnerships that remain central to DPD’s identity. Officers and staff participated in dozens of local events, supported vulnerable individuals through coordinated referrals, worked closely with schools, and engaged newcomer families.

The 2025 review tells a clear story: Delta police continue to evolve, adapt, and stand beside the community it serves, working every day to keep Delta safe, connected, and proud.

OPINION So long 2025, hello 2026 Editor’s Note IAN JACQUES

I

t has been an interesting year here in Delta, a year filled with lots of uncertainty and turmoil around housing and health-care issues namely.

If you look at many of our top stories of the year, they speak of those issues as well as the plight of our friends in Point Roberts.

In fact, three of our top 12 stories of the year are stories about Point Roberts.

The new year promises to bring more of the same when it comes to these issues, but there is a big additional catch - a municipal election.

In October 2026, residents in B.C. will head to the polls to elect a new mayor and council and school board trustees for their cities.

The election already appears to be hotly contested in places like Surrey, Richmond and here in Delta - that, despite we don’t have a confirmed slate of initial candidates just a lot of rumour.

I expect that to change once the calendar flips over into February and March.

As always, there is no shortage of stories to tell in this community.

In today’s year in review, we have tried to provide a brief snapshot of the year that was.

I hope you enjoy reading.

And as we move into a new year, the Optimist is also on the move.

We are moving locations from 5008 47A Ave., to new office space in Ladner Village.

The move will take place at the end of February into early March.

The space will be smaller to accommodate the three-person editorial department, as well as space for our distribution manager.

The move has been necessitated due to the need for a smaller office as the majority of our staff now work from home.

We are still working out all the details on the move and how the office may be accessible to the public and will share more details soon.

Until then, I hope everyone had a festival holiday season and a good New Year’s Eve. Here is hoping we all have a prosperous and healthy 2026.

or many, the stretch between the holidays and the new year glows with warmth.

It’s a time of tables crowded with family, laughter echoing through familiar rooms, and the quiet thrill of imagining what’s next. We trade stories, make resolutions, and tell ourselves these are the moments we’ll remember.

But for others, this same season can feel heavy.

The holidays have a way of amplifying everything.

Joy feels louder, but so does absence. Empty chairs are harder to ignore.

Traditions that once brought comfort can now reopen grief. While some people are busy making memories, others are bracing themselves against memories they wish didn’t hurt so much, or fearing the ones that may never be made again.

Both experiences can exist at the same time. And both are valid.

There’s a quiet truth we often forget amid the decorations and the gift lists: the

Being remembered. Feeling like you matter, even on the days you don’t feel particularly strong.

That’s why this season asks something more of us than celebration alone. It asks for awareness.

We can start by noticing: the friend who suddenly goes quiet, the colleague who opts out of gatherings, the neighbour who seems fine but hasn’t been quite themselves.

Struggle doesn’t always announce itself, and strength often wears a convincing dis-

guise.

Helping doesn’t require grand gestures. Sometimes it’s as simple as checking in without an agenda. Sending a message that says, “I’m thinking of you.”

Making space for someone to talk, or sit in silence.

Inviting, but not pressuring.

Listening, not fixing.

It also means giving ourselves permission to hold mixed emotions.

Gratitude and grief are not opposites; they can sit side by side. Joy doesn’t cancel out sadness, and sadness doesn’t mean we’ve failed at being grateful.

As we step into this new year, perhaps the most meaningful resolution we can make is this, to be gentler with one another. To remember that behind every smile may be a story we don’t know. And to understand that sometimes, the greatest gift we can offer isn’t wrapped.

It’s simply showing up.

Because in the end, what carries us forward isn’t what’s under the tree, but who walks beside us when the season feels long.

Ladner is a great place to live Editor: I would like to thank the lady who picked up my wallet the afternoon of Dec. 16 at Trenant Park parking lot and turned it into Freshco.

It fell out of my pocket and with the rain coming down in torrents, I didn’t hear it splash. Once I got home and realized it was missing, I went down to check in all the stores I’d

been in. I also immediately locked my card and cancelled my bank card.

I dreaded having to go through ICBC to replace my driver’s licence that I had just renewed.

I posted the loss on a local Ladner Facebook page where someone replied that she had seen a lady pick up what appeared to be a wallet and walk over to Freshco

(in the pouring rain).

I was able to go back down to the store and retrieve my wallet from the store manager all within a 24-hour time frame. Hallelujah!

So, a great big Ladnertype hug to you, whoever you are, and to J (you know who you are) for posting her good observation.

God bless our wonderful Delta first responders Editor: My husband has multiple sclerosis. At times, his muscular strength can vary drastically.

Sometimes he can walk with his walker. Other times his leg muscles can collapse suddenly.

Recently, in the bathroom at our home, his legs gave out and although he had a support belt around his waist, I couldn’t keep him up and he slowly slid to the floor. I knew he wasn’t injured but I couldn’t get him up on to his walker seat to trans-

port him to bed. No one else was home so I called 911.

Delta firefighters were the first on scene.

In a system where emergency room waits can be six to eight hours, four firefighters arrived in about six minutes and proceeded to check my husband’s vital signs.

They helped him off the bathroom floor and got him into his bed and continued checking his vitals.

They were really friendly and upbeat and

joking around which made us all feel so much better. They settled him in bed, wished us a wonderful Christmas and left.

A couple of minutes later the doorbell rang and paramedics came to check if everything was OK. I said yes and they left.

I just want to say how grateful my husband and I are that we have such knowledgeable first responders. It’s so reassuring in a crisis.

Fraserview RV Delta recently paid a visit to Reach in Ladner with a very generous cheque to help children receive speech therapy sessions. Sending a big thank you to the whole Fraserway RV team for picking kids with complex needs for their holiday giving again this year.

The Delta Hospital and Community Health Foundation is grateful to the North Delta Lions Club for their donation of $2,500 towards the purchase of a new Phlebotomy Chair for Delta Hospital’s Clinical Lab. Since 1993, the North Delta Lions have donated a total of $64,000 towards priority needs at the Delta Hospital Campus of Care, helping us maintain the highest standard of healthcare.

As I look back on the past year in British Columbia, a clear pattern has emerged: a provincial government too often convinced it knows best, resulting in decisions that adversely affect your livelihoods, communities, and private property.

Nowhere is that more apparent than in the erosion of private property rights and the chaotic implementation of the Declaration on the Rights of Indigenous Peoples Act (DRIPA).

While reconciliation is essential, the rollout of DRIPA has created uncertainty for landowners, farmers, and local governments. Unclear decision-making authority, consent processes and accountability have undermined confidence in land-use decisions, investment and long-term planning.

The same top-down approach is evident in other files, such as the proposed federal fishing closures which threaten local fishers without adequate consultation or clearly communicated science.

In a coastal community like South Delta, fishing is not an abstract policy debate, it is family livelihoods and generations of experience placed at risk.

We also saw a troubling reversal at Hastings Racecourse.

After publicly stating they would support keeping the track, the NDP kneecapped it instead, jeopardizing hundreds of jobs, and closing a 133-year agriculture industry in B.C. Government overreach has also extended into municipal planning.

Bill 45, the so-called minimum density legislation, stripped municipalities of local decision-making authority and imposed a one-size-fits-all approach.

Compounding this is the uncertainty created by Bill M216.

Its vague clauses risk grouping a wide range of professional designations outside the existing certified professional framework, potentially allowing development to proceed without proper municipal checks and balances.

At the same time, there are areas where government action lacks followthrough, with huge ramifications.

promises to protect our farmland, yet without adequate funding and enforcement, non-farm use on ALR land continues largely unchecked, including large structures going up across Delta that are clearly not barns.

There were important wins this year.

The long-awaited opening of the South Delta After Hours Urgent and Primary Care Centre is a major victory for our community. Fought for over many years by residents, health-care workers and advocates, it will provide timely care closer to home and ease pressure on Delta Hospital.

As B.C.’s shadow minister for agriculture and food, I also travelled across the province cataloguing the ongoing state of agriculture; from tree fruit growers to cattle producers, grain growers, greenhouse vegetables, organic produce, field crops, and dairy production - I have made sure farmers’ concerns are heard in Victoria.

British Columbians do not oppose government.

They oppose a government that overreaches where it should not and falls short where accountability is most needed. These are the areas in which I will be spending a lot of my time in 2026.

As your Member of Parliament for Delta and as Canada’s Minister of Veterans Affairs and Associate Minister of National Defence, I’m proud of what we have accomplished together this year: nationally, provincially and right here at home.

At the cabinet table in Ottawa, my guiding principle has been simple: to make sure Delta’s voice is heard.

From day one, advocacy for my constituents and for Canada’s veterans has guided my work. In my first year as Minister of Veterans Affairs, I was proud to secure $40 million annually in permanent funding through Budget 2025 to speed up disability claim processing — a long-standing priority for veterans.

Closer to home, my focus has been on safety and community well-being.

In November, we convened a trilateral summit to address crime and extortion with the federal Minister of Public Safety

and Secretary of State for Combating Crime, the premier of British Columbia, and Delta’s mayor and police chief.

This work builds on federal action to strengthen bail conditions and toughen sentences for extortion, violent crime, and gender-based violence, and invest in 1,000 new CBSA and 1,000 new RCMP officers to keep our communities safe.

Prosperity is another priority.

While recent tariffs have created uncertainty, they also reinforce the importance of investing locally and building resilience.

Our new Buy Canadian policy will help spur investment and reduce reliance on U.S. markets. As a former small business owner, I know how resilient Deltans are.

Recent investments like the $1.4 million for hydrogen fuel cell technology at Delta’s Hydra Energy demonstrate how innovation can drive economic growth while protecting the environment.

Our renewed commitment to the Canadian Armed Forces will also

strengthen Delta’s defence sector and the businesses that support it.

Looking ahead to 2026, our nationbuilding agenda will deliver transformative infrastructure across Canada, with B.C. leading the country in major project announcements. This momentum gives me a critical opportunity to continue advocating for the George Massey Tunnel replacement, an essential project for Delta’s safety, economy and future growth.

Through the Major Projects Office, our government is bringing together Indigenous, local, provincial, and federal partners to move forward on landmark initiatives.

This collaborative approach reflects who we are at our best.

Representing Delta this past year has been one of the greatest privileges of my life. It has only strengthened my belief in what we can achieve together. I am fully confident that the future holds even greater promise for our dynamic, resilient community.

I don’t like the gym. Now what?

Exercise is an important component of overall health.

Experts say that adults should aim for at least 150 minutes of moderate-intensity aerobic exercise or 75 minutes of vigorous-intensity aerobic exercise each week, along with muscle-strengthening activities at least two days a week.

Some believe heading to the gym is the best way to get the exercise they need, and it very well may be, unless it’s not.

Some people don’t like going to a gym and are therefore unlikely to do so with enough consistency to benefit from a membership.

However, the gym is not the only place where individuals can meet fitness requirements.

Those who are not necessarily enamored with the idea of exercising at a gym for a variety of reasons can rest assured that it’s still possible to be fit and healthy.

People who want to find ways to stay fit without a fitness club membership have plenty of options.

Get at-home equipment: Setting up gym equipment in a spare room, the basement or the garage can help athome fitness fans exercise. All it takes is some compact weights, perhaps a treadmill or elliptical and a few additional items to exercise effectively at home.

Tune into streaming services: Many content providers upload exercise videos online so people can follow along at home or elsewhere. A quick search of

YouTube offers a variety of options that fit with the type of exercise one desires.

From 30-minute aerobic walking workouts to rebounding to yoga videos, content is there and also may be free to watch.

Head outdoors: Walking or jogging around the neighborhood or on local trails can be effective. Plus, it exposes a person to sunlight and fresh air, and provides an opportunity to see people in the community.

Play a sport and/or join a club: Individuals may want to take up a physical activity, like joining a sports team or participating in a club that has physical activity, such as a hiking club.

Tips to stay the course with a New Year’s resolution

The holiday season is steeped in tradition.

Many of those traditions are rooted in celebrants’ faith, but one of the last customs people embrace each year is largely secular.

The tradition of making New Year’s resolutions is older than many people may realize.

According to History. com, the ancient Babylonians are believed to be the first people to make New Year’s resolutions when they began doing so roughly 4,000 years ago during a 12-day festival known as Akitu.

That festival was religious in nature, but many people now make resolutions with a goal toward self-improvement unrelated to their faith.

As people ponder their resolutions for the year ahead, the following strategies might help them stay the course over the next 12 months.

Give serious thought to a prospective resolution: Numerous variables can affect whether or not a person keeps a resolution, but giving a potential resolution little thought ahead of time can make achieving a goal unlikely. Give any potential change ample thought before committing to a resolution. If you aspire to lose weight, identify the ways you’re going to go about that.

Find a local gym to join, identify ways to eat a more nutritious diet and, perhaps most importantly, study how you can make time to stay the course. A little legwork in advance of declaring a resolution can pay off in

As people ponder their resolutions for the year ahead, the following strategies might help them stay the course over the next 12 months. the long run.

Set periodic goals: Small goals along the way to the larger goal can serve as motivation to keep going. If you aspire to watch less television and read more, resolve to read 100 pages per week and then gradually increase that total if you so desire. Small goals can provide a great means to measure incremental progress that will ultimately make achieving a larger goal more likely.

Be realistic: Realistic goals are more likely to be achieved than ones that seem good on the surface but are too difficult to keep. For example, if you aspire to exercise for an hour each day but obligations to work and family leave little time for physical activity, then you may need to reduce those expectations in favor of a more realistic, achievable goal. Taking on too much will only discourage you

when hurdles inevitably appear, and that is likely to compel you to abandon the resolution entirely. If your initial goal is realistic, then any challenges that arise are less likely to derail your efforts.

Don’t go it alone: Many people employ the buddy system as a means to stay motivated with fitness-related resolutions, and that approach can be applied to any goal you set at the beginning of the year. Having someone there to hold you accountable, and doing the same for a partner, increases the chances you will stay the course.

New Year’s resolutions are an ancient tradition, even if the majority tend to be abandoned rather quickly. But anyone can buck that trend and stay the course by employing a few simple, yet effective strategies.
