After four overnight closures of Delta Hospital’s emergency department this year, resulting in lobbying from Delta council, Conservative Delta South MLA Ian Paton and others in the community, the province has announced some additional health services for South Delta. In a press release Dec. 10, the provincial health ministry announced the opening of a new South Delta After Hours Urgent and Primary Care Centre (UPCC). “People and families want care that’s easy to access and available close to home,” said Josie Osborne, Minister of Health. “Our government is working hard to deliver that. The South Delta After Hours UPCC will improve access to timely care and strengthen health and well-being for people across Delta.” The South Delta After Hours UPCC is located with the South Delta Home Health and Public Health Clinic at 1826-4949 Canoe Pass Way, in Tsawwassen. The clinic provides care to people who need support within 12

to 24 hours for health concerns such as sprains, cuts that need stitches, fevers and minor infections, but do not require emergency-services. The UPCC provides comprehensive, after-hours urgent and episodic primary care and is staffed by primary care providers and registered nurses. “The establishment of the new South Delta After Hours UPCC represents a significant milestone for our community,” added Mayor George Harvie. “By providing convenient, afterhours access to health-care services, this development will strengthen support for residents in Delta and across the region. This is a development the City of Delta is pleased to welcome.” After-hours urgent and episodic primary-care services are available from 4:30 p.m. to 8 p.m., Monday to Friday, and 9 a.m. to 3 p.m. on weekends and statutory holidays. Plans are to extend until 4 p.m. The clinic expects to serve an estimated 6,000 patients per year and will complement the 10 UPCCs delivering care in the Fraser Health region. CONTINUED: see Page 7

Metro Vancouver on Thursday (Dec. 11) announced that a letter to Premier David Eby, co-signed by 16 Metro Vancouver mayors including Delta Mayor George Harvie, requests the province repeal the mandated housing targets handed to municipalities and initiate consultation on legislative amendments that address the context and needs of the communities. The mayors outlined a series of concerns regarding the government’s housing legislation including smallscale multi-unit housing (SSMUH) rules not reflecting local frameworks, geographic characteristics nor market realities, as well as infrastructure cost implications. Regarding the housing target orders, success relies on market conditions, development activities and broader economic trends, they said. “While Metro Vancouver member jurisdictions are approving projects representing thousands of units of housing, the permits to commence that construction are waiting for better financial conditions and improved consumer confidence before progressing. Local government cannot compel developers to initiate construction,” the letter states. Also outlining concerns about leg-

“Metro Vancouver jurisdictions have long supported complete communities and housing objectives alongside the infrastructure and amenities needed to create livable communities,” said the letter.

A recent Metro Vancouver staff report to the region’s board of directors recommended that the region ask the B.C. government to repeal legislation concerning housing targets, transit-oriented areas and SSMUH, as well as initiate consultation with municipalities. The report overviews emerging housing and development issues and also highlights related Metro Vancouver initiatives, also noting that the region’s mayors’ committee considered the report and conveyed several concerns about the provincial legislation. Those issues include, among other concerns, limited coordination and consultation with local governments in developing the legislation and issues regarding SSMUH. The B.C. government recently introduced new legislation to prevent municipalities from having SSMUH regulations deemed too restrictive. The proposed amendments will ensure all local governments are meeting the housing requirements allowing more diverse forms of housing, such as triplexes, rowhomes and townhomes, consistently throughout B.C., according to the province. The City of Delta noted the province asked it to review the zoning bylaw to further align with provincial site standards. The city is now proposing several changes to address that direction.

Dozens of volunteers of all ages have ensured about 550 families in Delta will have a Christmas dinner this year. School kids, seniors, and all ages in between, donated cans of meat, pasta, cereal, peanut butter, jam, cookies, soup, bread and any other grocery item, collected it, and sorted it, to be delivered this Saturday, Dec. 20. Last year, volunteers delivered 525 hampers for the Deltassist program and for several years in a row prior, about 500 hampers. “This year, there are a little heavier earlier numbers,” leading him to believe between 550 and 575 Christmas hampers will be given out, coordinator David Fredricksen said. Hamper preparation began Dec. 11 as volunteers showed up in a donated warehouse at Paridon Horticultural. Thanks to Delview Secondary’s Thanks 4 Giving Food Drive campaign in October, in which students and parents went to door-to-door asking for donations, several hundred kilograms of groceries had already been collected and were waiting for sorting in midDecember. That drive has been going on for 33 years. “They’re a huge supporter of our program. “Without them, it would be a much

more difficult process for us,” said Fredricksen. That same week, groceries continued to flood in from other schools and businesses, allowing the hampers to be sorted. Every family, depending on size, gets either two or three large boxes of food, including between two to four frozen chickens. Local farmers help a lot. “Right now, it looks like they’ll be able to provide us 6,000 pounds (2,700 kg) of potatoes,” along with beets, cabbages and onions, Fredricksen said. ”So there will be a lot of fresh produce for the people.” As always, Chewters Chocolates will provide some sweets, by donating pallets full of packages. “Everybody has to have chocolates for Christmas,” he said. And new this year were several pallets of Italian food donated by Bosa Foods, consisting of pasta, sauce and canned tomatoes. That’s roughly the same number as last year. “We’re going to be really close. I’m glad we didn’t go over the thousand mark,” Juan said. “It’s staying steady, I guess. It’s good to hear that it’s not worse than it what was last year,” which would show greater need in the community, And getting enough toys for preteens and for infants was challenging as always. Types of gifts needed for pre-teens includes makeup, toiletries, dolls, arts and crafts, Lego, cars and dinosaurs. If people have missed giving donations of new, unwrapped toys so

This is the second year the Toy Depot took place in Deltassist’s North Delta office instead of the rural East Delta Hall and it’s working well. Based on the feedback from clients, “It’s less stressful for them. It’s not as busy and it’s accessible, so I think we’ll continue with this location … it makes it more comfortable for some of the families,” she said. She said there were fewer donations of food from schools this year for the Christmas hampers, although other businesses and community groups are stepping up to fill the gap. “Donations (of food from schools) are down from previous years, prior to COVID,” she said. “This year went well. It’s nice to have different community members come out and support.”

A Ladner business’s drive to help out at Christmas wrapped up Dec. 11 when a couple of trucks hauled away about $20,000-worth of new toys of all types. The destination was the North Delta offices of Deltassist where the items boosted inventory that was given out as part of the Toy Depot, one of Deltassist’s major Christmas initiatives. “It went really well. We’ve had a good amount of community support,” said Jason Mitchell, president of Wesgrove Homes, which launched the toy drive Nov. 12. Signage, promo mate-

rials, and flyers and social media were all used to reach out to the community and local businesses to spread the word and encourage people to drop off toys at Wesgrove’s office in Ladner Village, up until Dec. 10. A photos with Santa event Nov. 20 at Britannia Brewing brought in more toys, while a gnome named Wes welcomed donors. Instagram was used to reach the younger generation while the Optimist’s preview story reached the older set with some people coming in several times with gifts. A homemade reel on Insta of the Grinch stealing Christmas presents drew more than 51,000

views, Mitchell pointed out. “We think it’s pretty funny and other people (have) too,” he said. They also did videos at Canadian Tire and Toys R Us. Tsawwassen Canadian Tire also chipped in lots of toys and next year plan to get more involved. It was kind of the last minute, “but they’ve been a huge help,” Mitchell added. Instagram has worked out well, for the toy drive, he added. Mitchell said he wants to increase the amount of business support next year, saying that could be easier with an earlier start. “It was a lot of fun, so we ran with it.”

CONTINUED from Page 1 “The Delta Hospital and Community Health Foundation has long advocated for expanded health services for Delta, and we are proud to now support this initiative through funding,” said Delta Hospital and Community Health Foundation CEO Lisa Hoglund. “This program is the result of strong partnerships with Fraser Health and other community champions, and we’re excited to see it come to life for the benefit of residents who need timely, compassionate care outside of regular hours.” The South Delta After Hours UPCC is funded by the Ministry of Health with additional funding provided by the Delta Hospital and Community Health Foundation. As well, the Delta Division of Family Practice and Tsawwassen First Nation are important partners in launching this new service, said the health ministry. “This clinic is the result of years of shared advocacy and collaboration to bring better, more accessible health services to South Delta,” said the TFN in a statement. “As the first modern urban treaty nation in Canada, TFN has invested significantly in regional infrastructure and community development, work that helped make this new health

facility possible. The UPCC will provide after-hours urgent and episodic primary care, reducing pressure on Delta Hospital’s emergency department and supporting the health and well-being of both TFN members and the wider community.” Delta Coun. Dylan Kruger, although expressing his support for the opening, says it is not enough. “Earlier this year, I called for a public health emergency in Delta after our hospital ER faced multiple closures, leaving our community without access to urgent care,” said Kruger in an emailed statement. “As we celebrate the announcement of the new South Delta After Hours Urgent and Primary Care Centre, we must confront the reality that these repeated ER shutdowns should never have happened in the first place. “Compounding this issue, Delta has the longest ambulance wait times in Metro Vancouver, further jeopardizing the health and safety of our residents. “While this new centre is a step forward, it shouldn’t have taken so long to arrive. Delta residents deserve consistent, reliable health care without unnecessary interruptions. We must continue to hold those in power accountable to guarantee that our community’s health and safety is prioritized.”

remier David Eby is shrugging off a blast of criticism on his housing policies from Metro Vancouver municipalities, telling a coalition of 15 mayors he’s not altering course or backing off on what they view as running roughshod over local community planning. The mayors sent Eby a letter asking him to repeal legislation that set housing targets, mandatory density around transit hubs and mandatory zoning for quadplexes on singlefamily lots, saying the laws have caused chaos and backlash at a municipal level. No way, said Eby. “In terms of backing off on the idea that someone should be able to build a townhome or a duplex or triplex, like I don’t know why we would say to a family, ‘No, sorry you’re not allowed to live in this established neighbourhood, we’re not going to provide you options here, the only way to do it is through a multiyear rezoning process,’” Eby said. “It would be nice if, voluntarily, cities would take this on. But the case is simple, that aside from some outstanding cities that really led the way here, the vast majority of municipalities in the province were unable or unwilling to make these necessary changes, and we had to take that step.” With less than a year to municipal elections, the mayors are grappling with backlash from local voters on how Eby’s multi-unit

Pepper us with demands, ask us to do all the housing approvals, and then you look at the construction and development industry right now, it’s all on pause.” The premier sees it differently, and is also doubling down on his other housing reforms, such as the speculation and vacancy tax and short-term rental restrictions. “Ultimately, I think that the portfolio of housing interventions we’ve made are the reason why we’re seeing rents finally come down, why we’re seeing so many purposebuilt rental buildings being built, why we’re seeing housing starts continue to happen, despite the big challenges in the condo market,” said Eby. Whether voters believe in that causation is another matter. Municipal politicians could be the first to test it directly — unless Eby calls an early provincial election before then, in which case he’ll get to see first-hand whether public support still stands for his marquee housing reforms.

t’s true that Christmas is for kids. Themes of peace, love, hope and goodwill toward men are simple concepts not easily distorted in their young minds by the often-harsh realities of the adult world. Hope viewed from the lens of innocence can be fulfilled through the simple comfort of family and of course, as delivered by jolly old Saint Nick. Although anticipation is not the same as hope, the two are

gracefully intertwined in a young person’s mind when Christmas messaging is in full swing. As we grow older, the cognitive and emotional understanding of hope becomes increasingly complex. The promise of what it offers conceptually is a driver that motivates just as many as it discourages. Not having hope is an unfortunate reality for many people and those who don’t require hope are automatically insulated from the despair that is too often required to search for it. The subjective nature of hope is cause for discussion and is

often the foundation for the good and ill in our lives. One person’s understanding of what a positive outcome of hope may be is another’s nightmare. Hope can be motivational and depressing at the same time. There is a very delicate balance between having it and losing it and that it is why the concept of hope is especially important at Christmas time when thoughts of a better existence for us all comes to the forefront. Christmas is the perfect opportunity for reflection and if you have occasion to witness the joy that children experience

at this time of the year, do your best to embrace it for what it is. Innocence will fade as existentialism creeps into our daily lives. We can only hope that young people will be able to adapt and learn from what we have taught them. A daunting prospect for sure considering some of the messages that young people are receiving. I worry, probably too much, that there is not enough hope to go around. In any case, and whatever your hopes are at Christmas time, I wish you and your families well in your pursuit of your desired outcomes. Merry Christmas!

Parties have no place at city hall Editor: Please be prepared for some not-so-complimentary stories coming from local council/mayor wannabes over the next 10 months. My personal contention has always been that party politics has no place in municipal government.

Each councillor should represent the people themselves and study and vote on the issues that are best for Delta as a whole. Of late, the rules from Elections BC curtail the amount of money that can be spent on campaigns (a good thing in my mind) but this has led

to candidates banding together to pool the total amount of funds. This makes them appear to be a slate or party. My plea to voters is to evaluate each candidate on their own merits and demand that they behave individually once elected. Joan Hansen

One of the highlights was transforming the Delta Visitor Centre and Chamber Office into a brighter, more welcoming place for residents and visitors. With its new vibrant yellow exterior and signage now visible from the street and highway, the building has truly come alive. We’re also excited to be adding a bike repair station soon, offering cyclists on the Barns to Beaches route a convenient spot for quick tune-ups. Together, these changes make the Centre more accessible, useful, and reﬂective of the vibrant community we serve. Through the Canada Summer Jobs initiative, we hired four enthusiastic students who formed our Summer Street Team, attending events and visiting locations throughout Delta. From markets and festivals to community gatherings, they provided tourism information, promoted local experiences, and encouraged both residents and visitors to explore every corner of our vibrant city. Altogether, our Visitor Services team attended 28 events, spent 24 days on location across Delta, and continued to maintain weekend operations at the Centre. In 2025, we welcomed visitors from around the world, which shows how much our community’s engagement and pride continue to grow. Along the way, the Delta Chamber of Commerce continued its core mission: supporting Delta’s business community. Through purposeful advocacy, handson member support, and a full year of events that sparked connection and conversation, we worked to ensure local businesses had a strong voice and the resources they need to succeed. Mayor George Harvie at council’s Dec. 8 meeting put forward a motion proposing the city investigate the feasibility of building a second exit out of Ladner. Noting the province’s transportation minister recently notified Delta a second exit will not be part of the George Massey Tunnel replacement project, and that the cost would be over $100 million, Harvie said the need for improved emergency access, congestion relief, community connectivity and safe evacuation routes remain significant priorities. He asked staff to come back with a report to council that proposes options be included in a feasibility study for the reconnection of River Road. The proposed options would include a single-lane eastbound vehicular route connecting River Road to 60th Avenue, and include preliminary cost estimates and potential funding opportunities, as well as timelines.

Council will discuss the motion their next regular council meeting on Jan.19, 2026. Despite years of advocacy from the city to re-connect River Road by providing an overpass structure over Hwy. 99, the province continued to refuse to include a second exit out of Ladner in the current scope of the Hwy. 99 tunnel program This fall, the city released the results of a third-party report commissioned by Delta which backs up council’s insistence that a new River Road overpass is needed. The city noted that the analysis by KPMG concluded that the overpass is a vital infrastructure component and its inclusion in the crossing project would help to meet the housing needs of a growing region. Additionally, the overpass will enable more than $7.6 billion in economic benefits over the next 30 years, while minimizing severe congestion on Hwy. 17A and Hwy. 99, when delivered as a broader infrastructure package, the city added.

In a year marked by healthcare challenges and changing needs, the Delta community stepped up in a big way, proving once again that local support can make a real and lasting difference. As the year draws to a close, it’s become clear just how much strength and generosity exists within the Delta community, especially when it comes to supporting local healthcare. As the holiday season approaches, the Delta Hospital and Community Health Foundation (DHCH Foundation) reflects on the incredible strength and generosity of the community. This is a time to celebrate the progress made together and to acknowledge the challenges that still lie ahead. Community support has been the cornerstone of efforts to ensure outstanding healthcare for Delta residents and for that, the foundation is deeply grateful. Action for better care The DHCH Foundation remains committed to advocating for the healthcare needs of the community. The foundation is actively collaborating with Fraser Health Authority, the Ministry of Health, MLA Ian Paton and Delta’s mayor and council to address ongoing challenges, including recent service interruptions due to a province-wide shortage of healthcare professionals, an issue deeply felt in Delta. Advocating and providing funding for the new South Delta Urgent Primary Care Centre. This new service is located at #1826-4949 Canoe Pass Way in Tsawwassen and will be open 4:30 p.m. to 8:00 p.m. Monday to Friday and 9:00 a.m. to 3:00 p.m. on weekends and statutory holidays.

Thanks to community generosity, the foundation completed its campaign to raise a record $18.25 million for the Beedie Long Term Care Centre and committed $8 million to upgrade Delta Hospital’s Endoscopy Program. This year’s Moonlight Gala alone contributed an unprecedented $1.8 million toward these efforts. The foundation has also committed $2.5 million to the acquisition of hospital equipment. Discussions continue with Fraser Health regarding other high-priority equipment needs, including bringing MRI services to the site. Looking ahead together Beyond fundraising, the foundation plays a vital advocacy role, amplifying the voices of patients, families and providers to influence positive change. Whether advocating for increased funding, improved access or health equity, the foundation remains a powerful champion for community well-being. As the foundation looks ahead to a new year, it does so with optimism and determination. The challenges in healthcare are real but so are the opportunities. With continued community partnership, the foundation will keep pushing boundaries, embracing innovation and putting the community at the heart of everything it does. The City of Delta is hoping to host World Cup outdoor watch parties next summer. However, following a lengthy debate at council on Monday (Dec. 8), it’s not clear where they will be held. During a presentation on proposed city events for 2026, staff outlined a proposal to host a series of family-friendly Canada match watch parties at the Chisholm Street Wharf in Ladner. The events would take place when Canada is scheduled to play on June 12, June 18 and June 24, as well as on July 19 for the World Cup final. Staff budgeted $120,000 for the viewing events. Each event would

include large screen viewing, soccer-themed activities, washroom facilities, security, signage, entertainment and required FIFA licensing. Should Team Canada advance beyond the group stage, additional watch parties would be scheduled to support the national team, a report to council notes. The report also notes staff evaluated the feasibility of hosting concurrent watch parties in North Delta, however, the resource and logistical requirements, including staffing levels, security, site preparation, equipment rentals and crowd management, were too significant to support running the event in two locations simultaneously. Mayor George Harvie disagreed, asking staff to

come back with a report on splitting the watch parties between North Delta and South Delta. Several members of council expressed concern about the logistics and added costs but agreed to have staff report back while still proceeding with an application from FIFA for a viewing licence. With the deadline fast approaching to apply, the city says the locations for the outdoor viewing parties are to be determined. In 2024, Delta was the first city in Metro Vancouver to host free Canucks playoff viewing parties for the community. Those events were held at the North Delta Social Heart, outside the North Delta Recreation Centre. After the events con-

cluded, the city said hundreds of fans came out for every game and up to 1,500 fans attended the final game in the second round against the Edmonton Oilers. The cost of hosting the viewing parties at Social Heart was roughly $150,000, including staffing costs, for the two playoff rounds. Delta police told the city there were no incidents of concern at the viewing parties, so additional policing costs were minimal. The majority of the $78,000 in policing costs related to the playoffs were associated with the large, unsanctioned gatherings at the Scott Road and 72nd Avenue intersection, which took place every time the Canucks won a playoff game.

Opinion: Stand.earth warns of dangers from liquefied natural gas expansion in Canada’s future FortisBC is applying to wildly expand its Tilbury LNG facility near Delta The LNG facility has been in operation since 1971 and is located adjacent to a nearby FortisBC transmission pipeline, which is proposed for use in LNG transport, shipping and export overseas. The utility company commissioned an expansion in 2018 that included a 46,000 cubic metre storage tank. It now aims to construct a new storage tank that can hold up to 142,000 cubic metres of LNG. The province is now in the process of weighing FortisBC’s application. If approved, construction is expected to start as early as 2027.

Concerns cited by Stand.earth include more tanker traffic, fewer climate change solutions and even more pollution.

FortisBC’s plans to expand storage tank capacity for liquefied natural gas (LNG) on Tilbury Island, which is located on the Fraser River, near Delta.

“This is a terrible place for this kind of industrial product project because of its proximity to the local population and because of where the flare would be,” Barford said.“And if there is an accident – imagine a fireball over the George Massey tunnel if a tanker hits the wrong rock or a tide isn’t quite what they thought it was.”

“It comes with all sorts of contaminants that come through it that are a huge issue for our climate as well as for local air quality,” she said.

Stand.earth believes that a proposed expansion of FortisBC’s existing Tilbury LNG facility could reap disastrous consequences. And the environmental lobby group wants action – not just from decision makers, regulators and politicians, but from those who live in the immediate surroundings, such as Delta and Ladner.

Concerns over the Tilbury LNG expansion

Barford suggests the increase in tanker traffic could lead to catastrophic consequences. In her view, if a tanker runs aground or if its crew misjudges tidal patterns, the resulting spill would devastate huge swaths of Delta, Ladner and the Fraser River.

Barford also takes issue with the phenomenon associated with LNG known as flaring, where excess natural gas is burned off for operational or “safety” reasons.

“This project has really flown under the radar, especially for this scale of expansion that FortisBC is proposing,” says Anna Barford, Stand. earth oceans campaigner.

The group believes that an expanded Tilbury LNG operation could potentially have negative health effects for all in the area of the facility and along the tanker route. Stand.earth also contends that the expansion of LNG use is associated with a rise in methane emissions and associated air pollutants.

Stand.earth advocates for a complete halt to LNG use, everywhere. Barford’s group believes that climate change solutions are best found in solar and wind projects, which creates local economies of scale, while maintaining balance with ecosystems. Barford suggests LNG projects only line the pockets of big banks or foreign investors, while leaving Canadians with the bill to fix any potential environmental degradation.

Local impacts and broader climate concerns

“This is not about profits coming back to Canada,” she says.“This is not us getting the best value for anything. It comes at a huge cost.”

And while FortisBC touts LNG as a lower-carbon energy alternative, Stand.earth unequivocally disagrees.

The City of Delta has begun gathering feedback on an application for Phase 2 of the KinVillage expansion. The rezoning and development permit application for the property at 1050 54A St. would see the development of a new six-storey purpose-built seniors’ affordable rental

building containing 143 units and a community centre on the ground floor. The residential portion would receive funding through BC Housing’s Community Housing Fund, but the costs of construction for the community centre would be separate and is still to be confirmed, a recent report to council notes. Residents have until Dec. 17, 2025 to provide

feedback on aspects of the project such as design, landscaping, access or amenities. The groundbreaking for the now completed first phase, a new 152-unit seniors’ affordable rental housing complex, was in the summer of 2023. In December 2022, city council gave final rezoning approval for that first phase of the overall master plan for the site.

Fraser River Tunnel project work starting in new year SANDOR GYARMATI sgyarmati@delta-optimist.com

The city says the B.C. government requires land in the 6100-block of River Road from Delta to advance early work for the George Massey Tunnel replacement project. The city has received the notice of expropriation and preparatory work that is expected to begin in January. During the upcoming early works, access to the Millennium Trail near this site will see periodic interruptions, the city notes, adding residents are advised to watch for signage and communication from the province as work progresses. The project also requires 1,846 square metres of Deas Island Regional

Park for permanent highway expansion, as well as approximately 42,791 square metres to be leased for temporary construction lay down and working space during construction. Tree clearing is scheduled to occur in January, followed by utility re-locations in April and temporary acoustic barrier installation and earthworks in May. The eight-lane tunnel will be composed of six tunnel elements that will be fabricated on Deas Island and transported to the site by barge. The project is to be open to traffic in 2030. An earlier Delta staff report notes that, in general, the city is supportive of the new tunnel concept and is encouraging the province to expedite

the project to minimize impacts to residents from the construction period. That report also notes that most project construction activities will generally occur within a 10-hour period during the daytime, with limited activities occurring during the nighttime. Pile driving is expected to occur over two, fivemonth periods in the first two years of construction. Vibratory pile-driving will be prioritized over impact pile driving where it is possible to reduce noise levels, the report notes, adding that mobile construction equipment will be fitted with silencers. The use of noise walls is a proposed mitigation strategy that is expected to lower noise levels at nearby residences.

The City of Delta is planning to hold new events next year. In addition to having outdoor FIFA World Cup viewing parties, staff at council’s Dec. 8 meeting proposed introducing a Great Pumpkin Carve as a two-day community

event across Ladner, Tsawwassen and North Delta. Pumpkin carving stations would create illuminated trails for residents to explore, contributing to both seasonal atmosphere and community pride, a report notes, adding the event would also support local pumpkin farmers during

the harvest period and include entertainment, food trucks and themed photo opportunities at each location. Also endorsed by council, staff proposed a summer Barns to Beaches Festival for Tsawwassen, developed in partnership with an event management company.

The report explains it would promote the Barns to Beaches Bike Route and Bike Month more broadly. That festival would take place in June at Southlands, featuring a one-day music concert, an adventure expo and a “Ride the Route” cycling experience, as well as artisan vendors and food

booths. Staff are also looking at refinements for several events that were held this year as well as coming up with a new policy on sponsors and partners for city events. The city will also start exploring alternative participation models for the Boundary Bay Airshow after 2026.

The city’s 2026 Financial Plan allocates $1.25 million to the events budget to support the delivery of major city events as well as community events, and smaller corporate events such as ribbon cuttings. The total budget for major city events, including the new ones, for 2026 is $868,000.

TransLink this week announced increased bus service on 37 routes across the region including Delta. TransLink’s Winter Service Changes take effect Monday, Jan. 5, and include all-day 30-minute service on the #609 South Delta Exchange/Ladner Exchange, seven days a week. It is the largest increase to any route this winter, improving conve-

nience for customers travelling to and from Tsawwassen First Nation, says TransLink. TransLink is also adding more service on the #310 Scottsdale/Ladner route with later night trips throughout the week. The boost in bus service have been made possible through TransLink’s 2025 Investment Plan. With the increases, including improvements to 53 routes this past fall, TransLink says it will have added about

one-third of bus service expansion funded through the plan, with more improvements on the way in April 2026. TransLink’s 2025 Investment Plan includes a new connection between South Delta Exchange and Centennial Beach by extending route 619 on summer weekends. As far as the #388 North Delta route (Nordel Way/88th Avenue), the route previously operated during AM and PM peaks, but the improvements made it an all-day service.

The improvements also introduced a second connection between Scott Road Station and Ladner Exchange via Hwy 17/SFPR. The route is to provide faster and more direct access to major industrial employment workplaces in Tilbury Industrial Park. A Delta staff report this year noted that for an average Delta residential property with an assessed value of $1.34 million, the TransLink levy for 2025 would increase by $63 to support the TransLink 2025 Investment Plan.

A Tsawwassen property within a busy commercial area still remains for sale after 900 days. Listed for $12 million as a “free standing lot”, the description for the site at 1342 56th St. is limited, noting the Official Community Plan (OCP) shows mixed use. According to the listing on the REW site, the property, as of the start of this week, has been on the market for 900 days. The designation described in the listing is now out of date because city council in July 2024 updated the Delta plan, including the site’s designation to urban centre. “This area has the highest density and is located adjacent to transit, shops and services. Locations

have been selected where there is existing servicing capacity to best support growth. Significant community contributions would be provided as part of major developments,” according to the City of Delta’s description of the new designation. Things getting tough for development, says Metro report A report this fall to the Metro Vancouver mayors’ committee provides a sobering overview of emerging housing and development issues. The report notes the region’s housing and development landscape has changed significantly over the past five years, shaped by macroeconomic volatility, rapid policy shifts and evolving market conditions. Senior governments

have introduced major measures to influence housing demand and supply, which have had implications for municipal decision-making and financial capacity, creating challenges including shifting development patterns, increased financial pressures and complex implementation requirements. The report notes costs for both residential development and infrastructure remain elevated due to labour shortages, material price volatility and evolving regulatory requirements. Also, while building and permitting volumes remain in line with longterm trends, volatility has increased significantly in the last three years and developers are facing financing challenges because of high interest rates, increasing costs and reduced demand, making it difficult to meet presale thresholds, leading to some project delays and cancellations. The report also notes that while purpose-built rental construction has accelerated, Metro Vancouver’s condo market is experiencing a pronounced slowdown, with unsold inventory projected to rise by 60 per cent by the end of 2025, reaching its highest level in years. Among the other issues, cities now have mandated minimum densities, so they are enacting a host of changes which may lead to new and previously unanticipated growth patterns, with implications for infrastructure and growth, the report adds.

The City of Delta has wrapped up public consultation on a proposed new Cemetery Master Plan. The city was looking for feedback on plans for the Boundary Bay and North Delta cemeteries, including new green burial options, expanded memorial features and improved accessibility. Boundary Bay Cemetery is nearing capacity, and the plan there would see a shift toward more cremation and memorial offerings, the city notes. The proposed plan also focuses on expanding burial services at the North Delta Cemetery, including new green burial spaces. The city notes it is also exploring a dedicated ash scattering area along the Fraser River. Earlier this year, Mayor George Harvie put forward a motion for the city to investigate establishing a dedicated site for families scattering or immersing ashes of their loved ones into the river, noting it has been a long-standing request from the Indian diaspora living

The Five River Management Services Society had identified the public trail network with access to the river, located in the Delta Link Business Park, as a suitable site. Staff were to investigate the suitability of Delta’s existing shoreline in an area also known as Duck Island. A subsequent staff update report, which was to be discussed at a council meeting but was pulled from the agenda and not discussed, noted a

consultant was contracted to assess technical considerations, feasibility and implementation for a shoreline scattering facility along the river. The consultant’s report identified several issues with Duck Island such as site access from the parking lot and a long walk for visitors with mobility challenges and would likely limit the use of the facility. That report also identified the Dow Fishing Bar site, located adjacent to the parking lot at the end of Huston Street, as more suitable, but also outlined sev-

eral constraints, noting it is likely that a more substantial pier structure would be required to bring families out over the moving water. The consultant also found issues with using Wellington Point Park, which already has a pier but functions as a neighbourhood/community park. The Delta report notes that a new pier option is “very costly, with a rough order of magnitude in the range of $3.5 million for the necessary upgrades.” In addition, various levels of government have jurisdiction over bodies of water and the foreshore. Given the legislative constraints and cost, staff proposed establishing a reflective lookout at Duck Island, which was expected to cost between $75,000to-$125,000 and could be accommodated within the city’s Financial Plan. While it does not endorse the scattering of cremated remains it “does offer an opportunity for families to remember their loved ones in a serene and contemplative setting adjacent to the river. The upgrade will consist of landscaping improvements, additional seating, signage, and minor trail upgrades.”

The Shepherd King When you hear the word, “shepherd,” during Christmas time, you’ll most likely think of the shepherds that rushed to Bethlehem after the angel appeared to them in the night as recorded in Luke chapter two. However, there is another mention of a shepherd included in the Christmas accounts. Matthew 2:6 says, “for from [Bethlehem] shall come a ruler who will shepherd my people Israel” (emphasis mine). This verse is an allusion to Micah 5:4. The Messiah who was to save God’s people was to be a shepherd king who would shepherd God’s people. In first century Jewish culture, shepherds were not considered noble people. As an occupation, a shepherd was considered a dishonourable job for various reasons. Nevertheless,

Amos was a shepherd as well. Perhaps most famously, King David was a shepherd before he was anointed as the great king of Israel, and he referred to God as a shepherd in his famous song: “The LORD is my shepherd…” (Psalm 23:1). In other words, God’s people always believed that their God was a shepherd king who would protect and guide his flock. When Jesus was born into this world, the shepherd king was coming into the world to defend his people and to guide them to fullness of life. This is why Christmas is so significant for Christ followers. Our shepherd king came to protect and guide us to himself. I pray that you will experience this Shepherd King Jesus who has come to shepherd his people.

Are older Canadian banknotes worth much money? For almost all Canadian banknotes from 1969 to date, only uncirculated notes have a chance to be worth more than face value. All used bills, they need to be deposited into the bank. Last week I did the monthly cash deposit and I found Jim Richardson, out that the Bank of Canada has changed the rules owner on older banknotes. We were unable to directly deposit them but had to fill out forms to send the Bank of Canada with the notes. Payment to us would be after the bank receives them. I believe this is the beginning of demonetizing the older notes like most other countries in the Western Coin & Stamp world is already doing.

South Delta teams medal at Tim Jardine Memorial Tournament South Delta Minor Hockey hosted the 30th Annual Tim Jardine Memorial Tournament in November, welcoming eight U15 teams and eight U18 teams from both local and out-of-town associations. It was an exciting weekend of hockey, highlighted by strong performances from the home teams. The South Delta U15 team, coached by Peter Zed and Hayden Dance, turned in a strong performance, battling through a competitive field to claim the silver medal after losing the final against Langley. The South Delta U18 team, coached by Ken Priestlay and Owen Venier, earned gold for the second year in a row in a thrilling overtime victory, with graduating player Dylan Lappin scoring the winning goal to seal a 7–6 win over top-seed Burnaby. Congratulations to all the players, coaches, and families for their effort and teamwork in making the tournament another outstanding success. The tournament was made possible thanks to the generous support of local businesses and community sponsors who continue to help keep the tradition of the Tim Jardine Memorial Tournament alive and thriving. Fond memories linger every day, Remembrance keeps them near.

Florence Peardon On November 30th, Florence Peardon passed away peacefully, surrounded by her family. She was predeceased by her loving husband, Tom, and granddaughter, Kim. She will be missed by her children, John (Pollye), Richard (Brenda), David, and Patricia (Sarah); grandchildren, Tammy (Craig), Amanda, Thomas (Amanda), Scott, Amber (Jordan), Nicole (Jordan), Jeff (Marika), Kurtis (Karl), and Josh (Kerry); many great-grandchildren; and extended family, Donna, Randy, Jacky, Ian, Bob, Maggie, Glen, Liz, Tammy, Joan, and Lea. We also want to thank the staff at Mountainview Manor for all the care they have given our mom for the last few years. Florence enjoyed volunteering for many years at the Ladner Legion and the Hospital Auxiliary.

She will be missed by many. Celebration of Life will be held on January 10, 2026, from 1 - 3pm at the Ladner Legion.

December 23, 1939 - November 23, 2025 It is with deep love and sadness that we announce the passing of our beloved mother, grandmother, sister, and friend, Carol Krushnisky, who left us peacefully on November 23, 2025. Carol lived a life defined by compassion, warmth, and her remarkable ability to make everyone feel cared for. She was known for her kindness, her thoughtful presence, and her wonderful baking that brought people together. She was also highly accomplished in her Mary Kay career, earning numerous awards—including the iconic Pink Cadillac—a testament to her dedication, leadership, and vibrant personality. She is lovingly remembered by her sons Gordon Krushnisky and Jako Krushnisky (Darlene), and by their blended family of three children: Nik Krushnisky (Geneviève), and their daughter Èlodie; Victoria (Cole), and their son Turner; and Alex. She is also remembered by her sister Colleen, many nieces, nephews, and extended family members, and was predeceased by her husband of 44 years, Jake Krushnisky, and her brother Alan. A service to celebrate Carol’s life will be held at Tsawwassen Alliance Church (4951 12th Avenue, Tsawwassen, BC) on December 20, 2025, at 11 AM. Family and friends are warmly invited to attend and share memories of a life beautifully lived.

Kenneth Gates It is with much love and sadness that we announce the passing of Kenneth Gates on December 3, 2025, at the age of 82. Ken was born in Toronto, Ontario, to Edwin and Jennie Gates. Ken fought a long and valiant battle but succumbed to his illness with his family by his side. He is survived by Dianne, his loving wife of 43 years. He leaves behind his children, whom he loved deeply - Kim (Todd), Steven, Brian (Susan), Colin Winship (Sheryll), and Tony Winship (Karyn); siblings, Rick (Elinor - deceased), Randy (Alice), Dennis, and sister Sue Holland (John); eight grandchildren and three great-grandchildren. Ken (also known as Grey Wolf) loved life and his many friends. He enjoyed many years as a Kinsman and then a K40 member, celebrating numerous events with his fellow members. He loved his car. The day he purchased his latest Corvette was such a happy day for him, enjoying many fun times as a member of the Riverside Corvette Club. He loved his family and friends, telling jokes whenever a word came to mind. Many jokes were told more than once, and each time he had fun telling them. He was definitely known for his joketelling, while having probably more fun telling them than the receiver. A huge thank you to the staff at the Delta Hospital and the Irene Thomas Hospice, who provided such great care in his final days. By request, there will not be a Memorial Service. A celebration of Life will be planned in the coming months. In lieu of flowers, donations to the BC Cancer Foundation or charity of your choice would be appreciated.

Ken will be missed by all who had the pleasure of meeting him.

TAKE NOTICE THAT GFL Environmental Inc. of 4295 72nd Street, Delta, BC V4K 3N2 applies to the Metro Vancouver Regional District (“Metro Vancouver”) pursuant to the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008 for a new Permit.

OBITUARIES

The purpose of this application is to request authorization to continue discharging air contaminants from GFL Environmental Inc.’s existing aerobic composting facility located at 4295 72nd Street, Delta, BC V4K 3N2. GFL Environmental Inc. is currently operating under approvals GVU1271, which expires March 20, 2026 and authorizes 4 existing sources; and GVU1280, which expires March 15, 2026 and authorizes 2 new sources introduced in 2025. GFL is requesting a new permit authorizing all 6 sources with a 20-year term to March 20, 2046. GFL Environmental Inc. composting facility includes the following processes: • Bulking agent prep area where overs, leaf and yard waste is stockpiled prior to use • A runoff pond for collection of site runoff. • A fully enclosed Main Process Building which includes areas for: o Receiving, pre-processing, primary composting (in-vessel system), and screening • A biofilter building to treat process air from the Main Process Building which exhausts through a stack • A finished compost product blending and storage area • Storage building for finished compost and equipment • Outdoor storage, and • Two overs resource recovery areas (the sources introduced in 2025)

Nellie van Bruchem (Petronella Adriana van de Pol) July 5, 1927 - December 2, 2025

Nellie was born in the Netherlands to a family with four brothers and two sisters. She spent the first 25 years of her life in Amersfoort and immigrated to Canada in 1952 to marry her fiancée, Jan van Bruchem. Upon her arrival, they married, settled in Ontario and raised their two children, Garry and Audrey. In 1972, Nellie, Jan and Audrey moved to Vancouver to establish a radio station specializing in programming for New Canadians under the call sign CJVB. When Jan retired, they were living in Tsawwassen and enjoying a more relaxed lifestyle. They travelled extensively and made annual trips to the Netherlands and Hawaii, and visited many places around the world. After 47 years of marriage, Jan passed away in 2000. Nellie found fulfillment in helping others. Over the course of her life, she made over 100 blood donations. For 16 years, she volunteered at Kin Village in Tsawwassen. She was a member of Tsawwassen United Church, where she helped the UCW make pies for church fundraisers. In 2012, Nellie moved to The Waterford Seniors Community and lived there for 12 years. She was able to participate in many of the activities offered, including the daily exercise programs. After a fall in January of this year, she required a higher level of care and moved to Magnolia Gardens in Langley. Nellie is predeceased by two grandsons, Luke Jan in 1981 and Philip Gerrit in 2010. She is survived by her daughter Audrey (Peter Locke), her son Garry (Siga) and her grandson, Andrew. She died peacefully on December 2, 2025, at the age of 98, with Audrey by her side.
