Donny van Dykisonthe move.

BC Emergency Health Services(BCEHS)is working to improve ambulance-response timesin Delta, but getting thefundingneeded for the resources required will be key.
That wasthemessage fromadelegation to city councilthis week,where Jennie Helmer, chief operationsofficer with BCEHS,and seniorprovincialexecutive-director James Towle, outlined thetriage system,the increase indemand includingforadvancedlife support, as well efforts to boost response timesintheprovince, includingtheadditionof more paramedics.
Noting Deltaisafastgrowingcommunity with a call volumeofaround 9,000in2024,and increasing, Towlenoted the callsin Delta have beenamixofhigh-acuity medical calls, patient transfers, traumasand
community-based needs.
The numberof callsfor themostcritical,timesensitive cases, such as cardiacarrest and respiratory issues, has goneup in Delta,creatingahighdemandforadvancedcare paramedicsandthe proper resources.
Thathas resulted in more timeneeded to deal withthose callsand transfers to primary care facilities,as wellasinteragencycoordination with first responder partners.
“So, withthese responsesofhighacuity, itdoesincrease ourtime withthese calls because we do have to go outof thecommunity at times, and we do augmentthat with surroundingcommunities,” said Towle.
“We’re constantly increasingour paramedic services withmorehiringof paramedics. We’re addingmoreunits to surroundingcommunities so that we can keepthe ambulancesfor Delta,in Delta,as much as possible.

will be reduced,adding, “how can youconvince usascouncil, so we can convince ourcommunity, that you are acting to reducethat back to more ofthe average?”
Towleadmittedthat whenthereisahigh demandinneighbouring communities, “ambulances tend to go where thedemandis required, however, theyareconstantlymonitoringwhere those callsarecoming inandiftheyaretaking resourcesfrom Delta, they willtry to shoreup the ambulance servicein those surroundingcommunities,” he said.
Harviecounteredthat urgent callsusuallymean patients must be taken outside Delta to regional hospitals,takingthose ambulancesoffthegrid asthey wait at thosehospitalfordischarge,while urgent calls have goneup 67 percent.
“What are you going to do to ensurethat we have the sametreatment andthe same response
timesasothercitiesin Metro Vancouver?”asked Harvie.
During thediscussion, Helmeradmitted responsetimetargetsin Deltaarenot beingmet butthecommitmentis to meetthetargets.
Shenoted resources and locationsareimportant, but BCEHS was createdin1974,and resourceplanningneeds tochange to reflect howcommunities have evolved. She saiditis significantissuenotonly for Delta butacrossthe province.
Helmer saidtheyare alsoadvocatingforfundingallthetime, “andthat isthe way we will reduce our responsetimesin yourcommunity.And I do apologizethat you’re onthefrontofthenews withthe poorest response times. That not what we strive for andthat’s not what yourcommunity wants.”

Anunexpectedphysician illness prompted the temporary closureof theemergencydepartment at Delta HospitalinLadner, Monday night.
In anews release, issued by the Fraser Health Authority just before 6 p.m. on Monday, Aug. 4,Fraser Health implementeda temporary service interruptionfrom7 p.m. on Monday, Aug. 4 to Tuesday, Aug. 5 at 6:30 a.m.
The serviceinterruption began at 7 p.m. to ensureall patients alreadyin theemergencydepartment could be seen by aphysician beforethey ended theirshift at 1:30 a.m., saidFraser Health.
Fraser Health saidthe serviceinterruptionimpacted the Emergency Departmentonly.
Allother services at Delta Hospital
were available.
Thisisnowthethird timein recent monthsthat Fraser Health has had totemporarily close theER at Delta Hospital.
In February,theER was closed twice overa weekendwhen there was aphysicianshortage,which resulted ina staffingissue.
Those closuresprompted outrage fromthecommunity, and angerfrom Deltacitycouncil, as wellas Delta South ConservativeMLA Ian Paton.
“Thisisan absolutefailureofthis BCNDP government and the Minister of Health JosieOsborne,” said Patonin a post onhis Facebook page Monday night.
“Whereareallthehealth care workersthey havesupposedly hired? Reality of what’s happening underthis governmentiscompletelyunacceptable.
“Eight years ofalltalk andno action.”
Deltacouncil sentletters to theprovincial governmentandFraser Health demanding answers,while Paton hasbroughtthisissue up multiple timesduringquestion period in the Legislature.
RepresentativesfromtheFraser Health Authoritydid appear at acouncil meetingin March to tryandaddress concernsofcouncilandthoseexpressed to council by thecommunity.
Talkofanurgent care centre for South Delta hasalsoheated up in recentmonths, buttheprovincial government has stillnotcommitted to anyfundingforany urgent care centre eitherin Northor South Delta,despite openingurgent care centresinother partsoftheprovince.
The Optimist reached out to Mayor George Harvieforcomment, but hedidnotprovide anything to the
Optimist beforeprintdeadline. Coun. DylanKruger,however, did provideacomment.
“Leadership changes at Fraser Health—includingtheCEO’s resignationand board chair’s dismissal were supposed to bringaccountabilityand reform. Instead,the public continues to bear theconsequences of abroken system,” saidKruger. “This isunacceptable. Deltadeservesconsistent, accessiblehealth care —not last-minuteshutdownsandempty promises.
“The Ministryof Health muststop treatingthislikea schedulinginconvenienceand starttreatingitlikethe crisisitis.
“Asacity, we cannot stand by.I will be pursuing every available avenue to ensure Delta residents receivethe reliable,emergency care theyareentitled to —nothingless.”

Deltacouncilgranted preliminary approval foraproposed zoning amendment to allowfor anew,five-unit townhousedevelopment at 551718th Ave.
The Tsawwassen property, surrounded by single-family residentialdevelopment to the south, east and west and Delta-owned agricultural land to thenorth, currently hasanolder single-familyhousewhich would be demolished.
The current zoningofthe site is Single Detached Residential 1 (RS1),intendedfor single-detachedhousingin lowerdensity residential areas.
The applicationisconsistent withtheOfficial Community Plandesig-
nationforthe site,which is Mixed Residential (MR).
That designationis intendedforlow-density, ground-orientedand “missing middle”forms ofhousingfocusedon areas close to services andtransit,a staff report notes.
Main building types envisionedinthat designationincludehouseplexes, townhouses, rowhousesaccessory dwellingunitsandlocal neighborhood stores, cafesand childcare with aheightofup to three storeys.
The report alsonotes that theproposed reduced setbacks and distance between buildings wouldaccommodate slightly larger buildingfootprintsand enhancelivabilityofthe townhouseunits,given
thesmall-scale nature of theinfillproject.
Councilalsogranted preliminary approvalfor a zoningamendment that would pave the wayfor the subdivision ofaproperty at 5125 WhitworthCrescent South,inLadner, into two, single-detached lots.
Each would have a new single-detached dwelling witha secondary suiteanda garden suiteon each lot.
Due to the smallscale multi-unithousing (SSMUH) regulations, the owner, shouldthe current application be approved,could build additionalunits, to have acombined totalofeight withoutfurther consideration by council.
A report also notes a lotdrainageplan would be required for each lot demonstrating that all
storm water would be managedon-site and directed to the municipal storm water system.
Councilalsogranted preliminary approvalfor a two-lot splitforaproperty at 1112980th Ave. in North Delta,whichcontainsanexisting singledetachedhousewhich would be retainedonone ofthelots.
A single-detached dwellingand secondary suiteareproposed for the other lot, butthe owners could buildadditional unitsfor each lot, to have acombined totalofeight, withoutfurther consideration by council.

West Vancouver police saythey may neverknowwhat led to afatal singlevehicle crashneartheAmblesideartificial turf fieldson Tuesday (July29).
First responders were called to Pound Roadaround12:10 p.m. after thedriverofanolder Dodge Ram went straight offthe eastbound portionofthe road,through some roadsidebramble bushesandinto atree,where the vehicle caughtfire.
“Atthis stageoftheinvestigation, we have notconclusivelyidentified thedriver,however, we have generated enough evidence that we believe we knowwhoitis. We have madethat person’sfamily aware, and we regret to report that a 29-year-old malefrom Delta wasfounddeceased at thecollision site,” said Sgt. Chris Bigland, West Vancouver police spokesperson.
The Integrated CollisionAnalysisand Reconstruction Service(ICARS) has been calledin to filea technical report onthecrash, but Bigland saidthereis
nothing to indicateanycriminalintent inthecrashand,ultimately,it will be the BC Coroners Servicethat hasconductoftheinvestigation.
Bigland saidthefire was severe enoughthat much ofthe evidence investigators wouldlookfor may be gone.
“Thefireasa resultofthecollision was significant, resultingin massive damage throughtheentire vehicle,” he said.“We mayneverknowwhat the circumstances were that caused this vehicle to travel east and make no attempt to negotiatetheleft turn.”
Anyonewho may have witnessedthe crashor may have captured dashcam footage fromthearea at that timeis asked to contactthe West Vancouver Police Department.

Following alengthy policeinvestigationinto a2021shootingincidentthat occurred in Coquitlam,36-year-old Sukhdeep Singh Pansal, of Delta, has pleaded guilty to firearms-related charges and has been sentenced to 38monthsin prison.
On Jan.16,2021, at approximately 12:05 a.m., Coquitlam RCMPofficers responded to a report ofshotsfired fromahigh-rise building located inthe600-block of Whiting Way,in Coquitlam.
A woman wasfound withanon-lifethreatening gunshot woundand was taken to hospital. The Lower Mainland District Emergency Response Team (ERT)assisted Coquitlam RCMPand Pansal wastakeninto custody.
Subsequently, Pansalpleaded guilty to thefollowing offences:unlawful possessionof restricted firearm andunlawfuldischarge offirearm.

Therearetimes politiciansdo their best not to get to the bottomof things.
Like whenitmight be embarrassing, orimpede their careers.
To wit: the41-member Metro Vancouver boardofelected officials,onaFriday afternoon,inthemiddleof summer,when our attentionmight be muted,shutdownwith a secret vote, behind closeddoors, anindependentinquiryinto the scandalous, runaway budgetforthe North Shore Wastewater Treatment Plant.
Its rationale begscredulity—that thecivil suitbrought by the project’soriginalcontractor, Acciona Wastewater Solutions LLP, and a counterclaim by Metro Vancouver againstthe company, were still before thecourts.
It saidthat proceeding now was, “not inthe publicinterest”anditslegaladviser saidthe review“would be ina better position” to do its work ifthelegal battles were first resolved.
Well, yes, ofcourse, who would disagree that lawsuits can be a nuisance to a review?
Butthe Acciona claimfor$250millionin costsand damagesdidn’t suddenly spring upon Metro VancouveronFriday morning.
The reviewunderformerprovincialdeputy financeminister Peter Milburn has been underwayformonths. Independent reviews are at times structured to avoid interfering withlegalproceedings, especiallyif the terms of reference were already scoped to avoid prejudicing matters before thecourts.
So,amongthelogicalquestions: Why stop now?
Didanyinformationemerge to change Metro’smind?
Originallybudgetedat $700million,witha completion targetof2020, the costofthe North Shore Wastewater Treatment Plantprojectisnownearing$4billion.
Nowit won’t getit.Andinfairness to the Metro Vancouver politiciansandexecutives whoeither approved the budgetincreases, or satidly by astheygrew, their reputations will be sulliednowfor several years.
Theoriginal$700-millioncontractin2011 for Acciona hasgrown to $3.86billion. The plantisoneofadecliningbreedofprimary wastewatertreatmentfacilitiesin North America, meaningthat itonly removes waste that floatsor sinks. Thecontract was changed to ensure that the much higher-grade tertiary treatmenttakesplace, so that sedimentin the primary stageandbiologicaltreatmentinthe secondary stageisfurther refined. Acciona wasfired in2021and replaced. Theoriginal 2020completion date nowis2030.

Other Metro Vancouver municipalitiesface annual chargesof$80 to $150, overa15-year period. Theprovincialandfederal governments have indicated furtherfundsarenot going to flowfromthem. Somewhat under the radarandundisclosed are thedecommissioningcostsoftheexistingplant.

Theongoing$3.8-billionprojectdebacle at Metro Vancouvercontinues.
CBC News reported on July 25that the Metro Vancouverdirectors,comprised of mainly mayors inthe Lower Mainland, havevoted,in secret, to delay the reviewofthe North Shore Wastewater Projectmesstheycreated. But wait,there’smore.
They have decidedthat it’s best to resolvethelegal case against Acciona, the originalcontractor, before a reviewoftheproject, but that case isnot scheduled fortrialuntil March2027. That meansthis case won’t even startuntil afterthenext municipal electionin2026.
Cleverand self serving. It seemsthe mayors’ planis to get re-elected withoutanyaccountabili-
ty for the project because it will be awaiting acourt process.
Meanwhile, its businessasusual at Metro Vancouver withno accountabilityfor our taxpayerdollars It’s time fortheprovince to stepin andprovideleadership that is so woeful at Metro Vancouverand change the laws to putanend to thisnonsense.

Further, Municipal Affairs Minister Christine Boyle must pressher provincialcolleagues to
move quickly to reform the Metro Vancouver governance model. Taxpayersshould nolonger be forced to financially supportan organizationthat appears to primarily benefit “favoured” municipal politiciansanda Metro senior-management teamthat hasdemonstrateditsinability to manage the taxpayer’s money responsibly.

TheCityof Delta,in the latest count, led all Lower Mainland communitiesinthe percentage increase ofunsheltered homeless persons.
That’s according to the 2025 Point-in-Time Homeless Count inGreater VancouverPreliminary Data Report released this week, whichnotes58unsheltered persons were in thecommunityon count day,compared to 27 in the last countconducted in 2023. That’s a 115-percent jump.
The report explainsunsheltered includes survey respondentswho didnot have a placeonthenight of March10,2025.
Anews releasenotes there was a nine-percentincrease in the numberof peopleexperiencinghomelessnessinGreater Vancouver sincethe2023 Count, withthe largestincrease in peoplewhoare experiencingunsheltered homelessness. That means they’reliving outdoors.
Meanwhile,the numberofindividualsexperiencing homelessness who were sheltered from2023-to-
2025 was relatively similar,according to the report,whichfound Delta stayed at 17individualsin the latest countcompared to the previouscount.
Sheltered individualsinclude thosewho stayed on thenightof March10,2025inanemergency shelter,a temporary winteroran extreme weather response shelter, atransitionhousefor thosefleeing gender-based violenceora youth safehouse, as wellasa hotelor motel butthat accommodation wasa temporary situationandthey hadnohousing to safely return. Sheltered individualsalso stayed forashort period in ahospital, localholdingcellordetox facility.
In total,5,232 people were experiencinghomelessnessacross 16 municipalitiesin Greater Vancouver when this year’s count that wasconducted over the 24-hour period.
“Weknowthat homelessness isgrowing at a much faster rate than populationgrowthinthe region,andthisindicatesthat shelter capacityisinsufficient,” said Lorraine Copas, chairofthe Greater Vancouver Community Advisory Boardfor Reaching Home.
According to the 2023count, the biggestincrease by percentage, whenit came to the total number ofhomelesssheltered andunshelteredindividuals wasintheCityof Delta,which wasup159 percent fromthe2020count.
Amongtheotherfindingsin the2025 report,31 percentof respondentswhoarehomelessin the regionidentifiedasa woman, anincrease from28 percentfrom 2023,whilethe total percentage of homeless respondentswhoidentifiedas Indigenousincreasedfrom 33 percentin2023 to 34 percentin 2025.
The report alsonotesthat it is important to note that Indigenous personsare over-representedin unsheltered populations experiencing homelessness.
While42 percentofnon-Indigenous respondentsinthe region were unsheltered,54 percentof Indigenous respondents were experiencingunsheltered homelessness.
The2025 Count wasconducted in March by the Homelessness ServicesAssociationof BC and Infocus Consulting.

Council, at its July 28 meeting, endorsedthe finaldesignconcepts forthe Chisholm Street Wharfand authorized staff to undertakeacompetitiveprocess to engage aconcessionoperator.
TheCityof Delta completed a second phaseofengagement onthe Chisholm Street Wharfproject earlierthis summer to confirm the directionofthedetailed design.
A report to council notesallthefeatures proposed inthedetailed designs were popular withmostofthe participantswhoprovided feedback.
Thedesigndrawings willnow be finalized,and theproject willproceed to procurementinfall 2025, withconstruction targetedforcompletion in late spring 2026.
The report alsonotes that to supportthe successfulactivationofthe wharfanddeliveronthe community’senthusiasmfortheproposed concession zone, staff recommendundertaking
TheChisholmStreetWharfprojectis estimatedat $4.5 millionandis part thecity’sfinancialplan for this year.
acompetitiveprocess to engage a suitable operator to providefood and beverage services at the pop-upcontainer zone.
Theconcession will play a key roleinenhancingthevibrancy,functionalityandvisitorexperienceofthe redeveloped wharf, the report adds.
Meanwhile, staffare alsodevelopingconcepts to incorporate a multiuse pathwayand reconfigure Chisholm Street roadway to support the revitalizationofLadner Village. A parking study and publicengagement are part ofthat project.
Asfarastheproposal to builda tourist accommodationonthecityowned site at Chisholm and Delta streets,ashort-
listofproponents has beeninvited to participateinthe second round, withdetailedproposals due by Sept.15.
Site preparationsare currentlyunderway.
Thecityisalso focusing onthe2025 Elliott Street Wharf Enhancement Plan, whichincludes staff working witha pairof proponents to evaluate thefeasibilityof launching kayakor boat tour operationsduringthe 2025 season.
The report also outlinesthecity’sother ongoingeffortsincluding lookinginto additional programmingandactivities,as wellasdevelopingabrand strategy for Ladner Village.

Most ofthe Deltacouncil last week votedinfavourofgrantingpreliminary approvalforan application to buildanew six-storey condo building on55A Streetin Tsawwassen.
Thedevelopmentincludes177 units,indoorand outdooramenity areasandthree levelsofunderground parkingaccessedfrom15B Avenue. Comprising fiveproperties, includingfourhousesandaduplex that would be demolished,the site hasfrontageson14B Avenue,15B Avenueand55A Street, butthereare currentlyno sidewalksonthethree frontages.
The site isalso surrounded by single-detacheddwellings to the west and apartment buildings to the north, east and south.
TheOfficial Community Plan (OCP)designationforthe site
is Neighbourhood Centresand Corridors(NC),whichisintendedfor multi-unit residentialandmixed uses up tosix storeys, a report explains, addingtheproposed development is consistent withtheNCdesignation.
The main building typesenvisionedunderthe OCPdesignation are townhouses,low-riseandmidrise apartment buildings, as wellas commercialormixed-use buildings with retailusesprimarilyonthe groundfloor.
Mayor George Harvieand Couns. Jessie DosanjhandAlicia Guichon votedinopposition,conveyingconcerns abouttheheightanddensity.

Deltacouncil, at its July 28meeting, agreed witha recommendation to allow a zoning change which wouldamend existing maximumheightallowances fordetachedaccessory dwellingunits (ADUs)includingcoachhousesand garden suites.
Theheight change is considered a minoramendment and wouldnot result inunits havingadditionalfloors.
A report notes staff reviewed the Ministryof Housingand Municipal Affairs’ Standardized Housing Designs Catalogue, alsoknownasthe BC Designs Catalogue, andCMHC Housing Designs Catalogue to create a catalogue ofdesignsfor garden suitesandcoach houses suitablefor Delta’s localcontext.
That reviewfoundthat all the standardized designsfor garden suitesand coach houses were notcompatible with the zoning bylaw becauseofheight restrictions.
Amendments to the maximum build-
ingheightsfordetachedADUs were required to make the design catalogue feasibleforproperty owners to select pre-reviewed designsand applyfor a building permit withouttheneed for a height variance.
Staffproposed raisingthe maximum height to mid-rooforthe topofaflat rooffor garden suitesfrom3.75metres (12feet) to fourmetres(13feet),andthe maximumheight to the roof ridgefor a pitched rooffrom4.5metres(15feet) to 5.5metres(18feet).
Staffalsoproposed raisingthe maximumheight to mid-rooforthe topof aflat roofforcoach housesfrom6.25 metres(21feet) to 6.75metres(22feet), andthe maximumheight to the roof ridgeforapitched rooffrom seven metres(23feet) to eight metres(26feet). The report alsonotes Deltaanticipates receiving$14.2millionthroughthe Housing Accelerator Fund to fundthe severalinitiatives,includingthecreation ofacomprehensiveADUprogram supported by apre-reviewed and standardized design catalogue.

The numberof cars attending was aboutwhat we had expected, butthe numberof spectators was overthe top. There wasalotof energy onthegrounds,andthe event was very ‘festive.’
“For2026, we expect to see car attendance rise,nowthat so many people have experienced Dennison Park. We knowthat the carcommunity will spreadthe word,andthe event will just continue to grow.
“Manythanks to the Cityof Delta,the Parksand Rec personnelandthe Sun Festivalcommitteefora very cohesive leadup to the event. We arelookingforward to doingit again next year.”

The Winskill Dolphins kicked offthefirst dayof Swim BC SummerProvincials at UBC witha bang with11 “A”finalsdelivering sevenmedalsandfour, fourth-placedfinishes.
Led by coach Judy Baker, thelocal club was represented by 12 swimmers including Kyla Marshall, Tiffany Ho, Aiden Lew, Leo Kim, Mattias Raffai, Keaton McGregor, DylanBradbury, KellyQi, Naomi Mynott, Anthony Cheremisin and Zach and Abby McLeod.
Thegroupfinishedthe week with many great swims and best timesultimatelybringinghome 19medals.
There were standout performancesdelivered by many swimmersincluding Keaton McGregorwho wasthe overall pointsleaderforthe teamand twelveyear-oldAnthony Chermisinwhoqualified for hisfirst provincialsand swamthe100free.
Withmorethan110 total swims,40finals madeand 27 best times, the Dolphins were at the topoftheir game.

Lookingforward,whilethis representstheendofthe competitive seasonforthe club, Naomi Mynott has been selected as part of Team BC that will participate inthe Canada Summer Games, in Newfoundland, in August.
Amemberofthe Swim Canada National Development Team, Mynottis a top ranked swimmer nationally who, inaddition to herfive-medal performance at SummerProvincialsalso recently wonthree medals at the Canadian SwimmingTrialsin Victoria includinga silverin the800free andbronzemedalsin the1,500free and400IM respectively.
Mynott will be busy forthenextfew weekscontinuing to traininpreparationforthebig eventand is expected to be among the top swimmersinthecompetition.

A55-year residentof Delta, Allangraduated from Kitsilano High Schoolandbegan along career with BC Telephone Company, retiring in 1995. He served as aproud Past Masterof theMasonicAncient Lodge in Ladner,a role heheldwithpride.
In retirementheenjoyed gardening,lawnbowling anddrivinginhis classiccar.Hewas knownforhis friendlysmile,unwaveringkindness, and awarm, generous spirit that left alastingimpressionon everyonehe met.
Hismemoryliveson throughhiswifeof62years, Margaret;his sister Norma(Richard);his children Heather (Ben),David (Tracey),and Douglas (Barbara);his five grandchildrenand twogreatgrandchildren.
No servicewill beheld. Hewill bedeeplymissedby his family,friends,andallwhohadthepleasureof knowinghim.

Born in Ladner,B.C., in thelittle,belovedhouseon RiverRoad West thather fatherand grandfather built,June grew upalong theFraserRiver surrounded by numerous relativesthat sheloved dearly.After thepassingofher much-loved sister, Joy, in 1957 June movedtoHawaiiwiththree friends beforeitbecameastate.She lived therefor several yearsand met her future husband. In 1962 they marriedand settledinSeattle, Washington,and in 1965 they startedtheirfamily. June wasthrilledtobe amomand worked tirelesslytobeagreatone.
June worked throughouther lifeinthebanking industryuntil retirement in the90’s. Herhobbies includedplayingbingoandbowling(realbowlingand Wiibowlingwhereshe standsas thereigning family champ).She is survived by her children, Susanand Brad Hamilton. Sheispredeceased by herparents, Frankand ElizabethVioletWilson (Dolly); her brothersRobertFranklin (Kingie)and Terrence Marvin;andher sistersMurielPearlandLeona “Joy” Clair.

Keithbuilt arespectedcareer in realestate,earning admirationforhisintegrity,workethic,and mentorship.His contributions to theTsawwassen and Richmond communities left alasting impact.
Outsideofwork, Keithenjoyedgolf, reading,and sports.Hewas afamiliarfaceinTsawwassen, where he lovedconnecting withfriendsandneighbours.
Keithissurvivedbyhis wife,Holley;children, Kelley and Riley; and grandchildren, Ava, Jack,Tanisha, andLeah. He is also remembered by Lynneand WayneDeacon,Anne,Scott,Geoff, and Trevor.He waspredeceased by Sydneyand Edna Tough,and Berniceand KeithDeacon.
