Payroll tax comes with big hit

City hall, school district and businesses all on the hook SANDOR GYARMATI

Local governments and businesses, and likely taxpayers, face an impact under the provincial government’s new health care payroll tax. The recent provincial budget announced the elimination of Medical Services Plan premiums by 2020 to be replaced by a payroll health tax. The change will be phased in with MSP premi-

ums being cut by 50 per cent in 2019 and eliminated entirely the following year. The tax begins in full next year, requiring employers with payrolls over $500,000 a year to pay a 0.98 per cent tax annually. The tax goes up in increments with large employers hit the hardest as they will pay a 1.95 per cent tax on payrolls over $1.5 million. For employers who currently don’t pay their employees’ MSP

premiums, it will be a particularly big wallop, but even those who do will find themselves paying more with the new tax. It’s a charge that will particularly sting hardest next year when they’re still paying part of their employees MSP premiums as well. Angela Buhler, manager of the City of Delta’s financial services, said Delta’s estimated gross payroll is $100 million, thus the tax would be $1.95 million. GREENHOUSE: see Page 3

The City of Delta is facing an annual cost of about $850,000 as a result of the new health care payroll tax.

Trevena defends Pattullo

Minister says gov’t aware of Hwy. 99 congestion but must explore all options IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

It is about safety and not one project over the other. That’s how Minister of Transportation and Infrastructure Claire Trevena described provincial funding for a new Pattullo Bridge but nothing, at least not yet, for the George Massey Tunnel Replacement Project. “I know the question in this room is why the Pattullo, not the Massey,” Trevena told last week’s Mayor’s Economic Business Breakfast at Tsawwassen Springs. “It’s safety at the moment, but it’s not one project over the other. We are exquisitely aware of the congestion on Highway 99 and the bottleneck the tunnel causes, but we really do believe we need to explore all the options available.” Trevena told the audience of Delta business leaders that the independent technical review of the tunnel replacement is underway and that government expects to receive the results sometime in the spring. She said funding for the Pattullo was a pressing need for the communities the bridge serves. “It has been on the list

Anyone who drives across it knows that it is not safe, the lanes are narrow and the structure itself is beyond its useful life. This is about safety,” she stressed. Later in the day, Trevena accompanied City of Delta senior staff, including Mayor Lois Jackson, police Chief Neil Dubord and fire Chief Dan Copeland, on a bus tour of the tunnel. Jackson said the inclem-

ent weather did not allow for a walking tour, however. “We talked about the safety of the tunnel in particular and the number of issues that first responders have with carrying equipment in. From a safety point of view, I was happy to have our two chiefs with us,” said Jackson. “She [Trevena] was pleased with the tour and it gave her some first-hand information. I think she understands the situation,

CONTINUED from Page 1 In 2017, Delta’s cost for MSP premiums was $1.1 million. The new tax combined with still having to pay half MSP premiums will result in an additional $1.4 million in cost next year. When the MSP premiums paid to employees are gone the following year, it would still work out to an additional annual cost of about $850,000. That equates to an increase of just under one per cent if the city tried to recoup that cost through property taxes, said Buhler. The Delta School District, and possibly classrooms, also face a potential impact. Spokesperson Jen Hill noted the school district currently pays $1.575 million in employee MSP premiums. The decrease to

MSP premiums in 2018/19 is expected to be a savings of approximately $790,000, however, the new payroll tax is estimated at $1.475 million, meaning the district could be on the hook for $685,000 in additional costs. That’s a big hit for a district still facing annual deficits despite enrollment stabilizing. Other school districts are also concerned they’ll have to make cuts in the classroom to make up for the extra cost. “We are waiting for our funding allocation and we’ll have a better idea when we get the numbers from the province on what we face. It’s all moving targets now with a lot of unknowns,” said Hill. Businesses are also voicing concern about the new payroll tax. During ques-

tion period in the legislature this week, Delta South Liberal MLA Ian Paton noted the West Coast Vegetables Greenhouse in Ladner, which never paid MSP previously, faces a $100,000 added cost, threatening its viability. He invited Agriculture Minister Lana Popham to come to Delta to explain the new tax to the company. The government is projecting the payroll tax will generate $1.92 billion by 2020/21. However, MSP premiums bring in $2.6 billion annually, so there’s still a gap. A government-appointed group will make recommendations on how to offset the rest of the lost MSP revenue. It could result in measures such as an additional income tax charge.

but whether or not we will be able to get the province to fund it I don’t know.” Jackson said Delta will continue to press the province on the issue in order to address chronic traffic congestion. “This tunnel has some major problems with it and I know the Pattullo does too, but the Pattullo is not taking anywhere near the traffic we are. They have to look at everything, not just one thing,” said the mayor.

Trevena said government is very aware of the situation on the Highway 99 corridor. “We want to make sure before we invest the many billions of dollars that would be needed to build either a bridge or a replacement tunnel we do get the right project,” she said. “Through the technical review we want to find an answer that is the best value for public investment and the right project for the whole region.”

Driver fleeing from police crashes into parked car

An alleged domestic dispute turned into a two-vehicle accident in Tsawwassen Tuesday night. Delta police were originally called to what was described as a domestic dispute in a parking lot at 56th Street and 12th Avenue around 8:40 p.m. Upon police arrival one of the people involved in the dispute had left in a vehicle, leaving the other person to talk with police. Approximately an hour later, officers patrolling in the area located the vehicle associated to the incident in the parking lot and activated their emergency equipment. The vehicle sped out of the

parking lot at a high rate of speed. Police did not pursue the vehicle, which collided with an unoccupied parked vehicle, according to DPD public affairs coordinator Cris Leykauf. Both the driver and passenger were transported to hospital. *** Earlier in the day, the north end of 56th Street was blocked off to allow police and other first responders to attend to a single-vehicle accident. The accident occurred in the 2500-block around 3 p.m. when police say a Dodge van veered into the ditch. The accident is still under investigation, however DPD say the accident might have been caused by medical issues.

March is Distracted Driving Month and Delta police will be out targeting distracted drivers. “Checking your phone at a red light may seem harmless, but the truth is using an electronic device behind the wheel is a dangerous distraction,” stated a post on the police department’s Facebook page. “Even when stopped, it affects your situational awareness. You’re five times more likely to crash if you’re using your hand-held phone. When you’re behind the wheel, focus on the road.” Tougher penalties for distracted drivers take effect this month, alongside the piloting of new technologies, as B.C. does more to combat this dangerous driving behaviour that claims 78 lives each year. According to ICBC, distracted driving is any

when they’re driving. Starting this month, police will also begin to test new distracted driving scopes with further abilities to capture dangerous driving behaviours. Police will be testing the units for usability and effectiveness in all weather and traffic conditions. The pilot projects will be reviewed to determine next steps in the role technology can play in preventing distracted driving. “Distracted driving endangers the lives of British Columbians with devastating effects for families and communities,” said Attorney General David Eby. “It also puts significant pressure on insurance rates. Improving road safety is key to creating a sustainable auto insurance system with more affordable rates for B.C. families. We must see cultural shift that sees distracted drivers put down their cell phones and drive.”

activity that impacts a driver’s ability to focus on the road and is one of the top contributing factors in police-reported injury crashes in B.C. Started on March 1, drivers with two convictions for the use of electronic devices while driving during a three-year period will now face added and higher premiums. They could pay as much as $2,000 in penalties — an increase of $740 over previous amounts — in addition to their regular vehicle insurance premium. Two pilot projects exploring how technology can help combat distracted driving are also underway. ICBC is working with 139 volunteer drivers from across the province on a three-month pilot where drivers will share feedback about their experiences with a small telematics device installed in their vehicle that blocks the use of their handheld phone

Paddlers concerned about river access

Amendements to Port Information Guide have many in non-motorized community worried IAN JACQUES

Proposed amendments by the Port of Vancouver could have serious impacts on those that paddle the Fraser River for recreational and commercial purposes. A coalition of paddle clubs, paddle-oriented businesses, associations and other interested parties have recently become aware of the proposed amendments to the Port Information Guide. The Port of Vancouver put out a notice of the amendments on Feb. 13, setting a deadline of March 14 to submit comments in writing to the attention of the marine operations specialist at: navigation.review@portvancouver.com. Cathy Cook from the Pacific International Kayak Association said they have a number of concerns with the proposed amendments. One requirement would now see all Tier 2 vessels, including fishing vessels, pleasure craft and sail-

Another concern is changes to traffic control zones which would essentially create no paddle zones in popular paddling areas such as Deas Slough and the marsh.

Local paddler Niko Van Brandt said a third issue is the proposed widening of the deep-sea navigation channel, which together with other restrictions, would essentially prohibit kayaks from the lower Fraser River. “There are only a few places where we can bring a kayak into the water,” Van Brandt said. “As a paddler, what I want to be able to do is paddle close to shore and be able to get all the way to New West. Even at a certain point if

the port says you can only cross at this portion of the river, I’m happy with that, but it is very unclear.” Tony Dales, who operates Steveston-based Kaymaran Adventure Tours Inc., said notification of the guide amendments and communication by the port has been poor. “In the communications they keep referring to the marine operations specialist as the person who is taking in the comments. Well, we know for

a fact that dozens, if not 100-plus emails have gone out to this section and we have not received a reply,” said Dales. “I followed up with the port office here in Ladner, and they gave us a vague response saying we won’t have much to worry about. But we are still concerned.” Van Brandt added the group has no idea what the motivation is by the port to suggest these amendments. “There must be a reason, but we need to

know what and why the port wants to make these changes,” he said. The coalition is hoping that more paddling groups will speak up and share their concerns. “Hopefully the deadline will be extended and the port authority can commit to consultation,” said Cook. Port spokesperson Danielle Jang said nonmotorized vessels may still use and cross the south arm. Jang told the Optimist’s sister paper, the Richmond News, the port is essentially formalizing existing marine traffic regulations on the river into a policy. “What’s key is none of this info is new. It’s bringing awareness to laws and marine charts that exist, so people know where the transit route is. We want to show people where deep sea vessels can transit,” said Jang. t’s often been said that Burns Bog separates two very different Deltas, an assertion that certainly gains some traction when you look at what’s going on up north in terms of building heights. Last week civic politicians discussed an application for a 31-storey tower in the 9500-block of Scott Road, the third such skyscraper either built or proposed in North Delta. The 220-unit project is down the road from another application, a 35-storey tower at Scott Road and 75A Avenue, and not far from Delta Rise, the 37-storey building recently constructed on 80th Avenue just west of Scott Road. The two proposals are just that, and the 75A Avenue project is getting a rough ride from residents in the area, so there are no guarantees North Delta will soon have three skyscrapers, but the idea of 30-something-storey buildings is so foreign in South Delta it’s kind of hard to believe we’re all part of the same city. Building height has long been a line in the sand in South Delta, a demarcation point that many see as the difference between small town charm and big city ills. It’s become such an issue that proposals for five- and six-storey buildings can cause uproar and force developers back to the drawing board. I’m not sure what North Delta stands to gain from multiple high-rises, although I can accept they’d act as catalysts for redeveloping some tired areas along the Scott Road corridor. Maybe they’d eventually prompt TransLink to add a B-Line bus, particularly given it’s just down the hill and past the auto wreckers to get to the Scott Road SkyTrain station from the site of the latest proposal, but more than likely these skyscrapers are just going to make Scott Road even busier than it is today. What about the notion that increased density — and 30 storeys is certainly that — will bring more affordability? I guess that’s another potential benefit but when you see a relatively small one-bedroom unit in Delta Rise on the market for almost half a million bucks (at least it has a view), you have to wonder whether there’s much validity to that argument. I guess those kinds of debates will continue to remain theoretical down here in South Delta as we watch from afar as the other half of our city grapples with them.

Weighty issues facing those victorious in civic election

A

nd we’re off to the races. With Coun. Sylvia Bishop announcing her bid for the mayor’s seat with the support of the Team Delta slate behind her, the campaign season for October’s civic election has officially begun. With several council seat vacancies and the promise of a new mayor for the first time in almost two decades, one can expect to see many new (though not necessarily unfamiliar) names on the ballot. However, the changes in the leadership of our community do not stop there. In addition to our new police chief who hit the ground running in a pleasantly public facing and community oriented direction, we also have a new fire chief to replace the retired Dan Copeland and will be transitioning out of the 16-year tenure of City of Delta CAO George Harvie. It would not be unprecedented to see these names, nor that of former police chief Jim Cessford, on signs dotting the countryside this fall, especially considering Cessford sought the Liberal nomination in Delta South in the last provincial election before being topped by our current MLA Ian Paton. Whomever sits in the high chairs of the council chamber after October, one thing is certain:

Community Comment NICHOLAS WONG

they will be faced with a number of decisions that will shape the future of our community, including issues such as the proposed casino, the ongoing battle for the preservation of farmland, the as of yet unmitigated air quality issues regarding the East Ladner composting operation, the environmentally and economically disastrous Terminal 2 proposal, applications for high-rise towers and many more. This is the time to start paying attention to these issues so we can better identify the leaders that will take Delta down a path for the benefit of the community and the people who live in it. As you read and listen to the comments and arguments made leading up to election night, think of the principles and values they reflect. For while I am grateful to our previous councils for manag-

ing Delta’s budget and ensuring my children will not inherit a monumental debt burden (more than I can say for the provincial and federal governments), I am wary that a strict position on “no new debt” would not be reasonable in the regrettable event of an earthquake or significant damage to our dike system. In a similar manner, I would worry that keeping Delta “open for business” would also indicate the current system of board of variance approvals and bylaw changes for the overdevelopment of our neighbourhoods would continue or worsen. Thus, I wish good fortune on all those seeking election and Delta itself in this transition and close with a prayer: that city hall not join with the port to further industrialize the lower arm of the Fraser River, whose salmon are now endangered, nor support the Terminal 2 expansion, whose impacts the Canadian Environmental Assessment Agency called “permanent, irreversible, and continuous.” I would hate to see Delta signal its working hours with a red light (cue Roxanne). Community advocate Nicholas Wong ran as an independent candidate in Delta South in last year’s provincial election and ran for a seat on Delta council in the 2014 civic election.

Letters Jumping gun no justification

Editor: It’s strange how people think and act. The proposed Terminal 2 at Roberts Bank has been under the environmental assessment process for several years. Any decision to approve or turn down the project is probably at least a year or more away yet for the last few years all kinds of new port-related infrastructure projects — roads, warehouses, distribution and logistics centres, customs inspection facilities, etc. — have been and are still being constructed. Now we are starting to hear claims that T2 must be built because all this infrastructure is predicated on it going ahead. Ridiculous.

Prudent entities wishing to invest and add infrastructure to support T2 would have held off until a go ahead — or rejection — was given. There would still have been plenty of time to develop these projects, given that building T2 will take years, should it ever be approved. But no, they did not wait. So to now claim that T2 must go ahead because the land-based infrastructure to support it has been built is a nonsense argument. The T2 decision must be a stand-alone, based on its environmental assessment, which as of now is not looking at all likely. Roger Emsley

Third road needed into Tsawwassen Editor: Re: Strategy to make 56th St. safer, Feb. 28 The problem with 56th Street is there are too many cars on this thoroughfare and it will only get worse with the addition of Southlands and more people going to Point Roberts for cheaper fuel. As the carbon tax continues to go up, we can expect to see more cars travelling along 56th Street. With gas at $1.50

per litre, that might happen sooner than later. I would suggest a third road into Tsawwassen and this can only be accomplished by extending English Bluff Road down to Highway 17. With the Tsawwassen Springs developer going through the planning process to build yet more homes, this time townhomes, in the way of such as road extension, the window to do this is fast disappearing. FHA shouldn’t make lack of funding hospice’s problem

Editor: Many people choose to die in a quiet, natural way. With the help of family, they choose for their life to end in the palliative care offered by the unique nature of a hospice. The foundations of their choice, within the context of human rights, would be compromised and denied by the inclusion of access to MAiD at any hospice. Delta Hospice Society was incorporated in 1991 and has been brought to fruition by a group of very hard-working and dedicated people answering to the special needs of many. Government funding cannot be obtained to establish a hospice. The Delta Hospice Society’s first task was to register itself as a charity. It could then develop its fundraising strategies. The thrift shop, gifts, donations, fundraising events and more became, and still are, a crucial part of financing for the society’s valuable work. Not until 2007 did Fraser Health become involved. Some operational funds were promised, but only upon the society’s completion of the hospice

building. It was built on a piece of land Fraser Health leased to the society. Meeting very demanding standards for accommodation facilities, professional management and staffing, the society completed the 10-unit hospice in 2010. The work done by the society is invaluable. The constitution and mandate are clear and should remain intact. If Fraser Health and Delta Hospital are not providing MAiD services, then the real problem, funding, must be addressed. MAiD legislation was enacted in response to clamour. In consequence, its implementation was not properly considered and access to services has not been properly funded. Fraser Health and MAiD advocates must organize themselves and prepare to work hard to gain what is needed. They must call to task the persistent abdication of responsibility that is now relentlessly practised by all levels of government. Delta’s mayor, MLA and MP should not be allowed silence on these issues. Assuredly, Canada is culturally confident

Delta Hospice volunteer would like to see facility in Ladner offer MAiD

Editor: As an active, dedicated client volunteer for, and member in good standing of, the Delta Hospice Society, I wish to register my support for the provision of Medical Assistance in Dying (MAiD) services to clients at the Irene Thomas Hospice when requested and authorized in accordance with Fraser Health Authority protocols and Canadian law. I do not see this as in any way conflicting with our mission to provide quality of life and quality of dying for our clients. Indeed, denying MAiD at the Irene Thomas Hospice and insisting clients be removed from the familiar, supportive

and congenial environment we work so hard to build, and endure transport elsewhere, often to a strange and unfamiliar place, is cruel and inhumane for both client and family members. That’s surely a betrayal of our primary objective. Concern expressed by some about the possible withdrawal of financial and other support from religious and other communities on purely ideological grounds may be valid, but should only inspire the society to show leadership and seek alternate methods and sources of funding if necessary and not be used to justify denial of on-site MAiD services. After all, Delta has produced an impressive number of Olympians and Paralympians, including recent Rio athletes Mark Pearson, Max Lattimer, Marcus Thornmeyer and Brendan Hodge. When my husband Eron and I chose to raise our family in Ladner, we did so because Delta has a strong sense of community. For our family, it was also important that our children have access to good quality sport and recreation. Delta is a community with a long tradition of both active living and sport excellence. Families can enrol their children in a variety of sport and recreational activities, and we have a strong network of clubs and competitive opportunities in many sports. We have great coaches, and a solid foundation of playing fields and facilities. Like in many commu-

nities, there is a tension in Delta between active living, recreation, and participation-focused activities, and competitive or more high-performance sport. I am absolutely convinced these two are not at odds. In fact, a healthy, thriving community will offer both kinds of opportunities to its children and youth. We can provide inclusive physical activity opportunities for all, while creating the conditions for excellence for those with Olympic- or Paralympicsized dreams. It starts with physical literacy, or fundamental movement skills. This means quality daily physical activity in schools. We know active kids do better in school, and that there is a proven link between physical activity and improved health. Kids who get an active start in life usually stay active for life. Experiences also need to be positive — and fun. The values of fairness, respect and inclusion must be embedded into

programming and coaching. At the same time, we can always be striving for excellence, and discovering how good we can be. Perhaps nowhere is this tension more apparent then in our discussions around facilities and fields. Our kids need safe, welcoming and accessible places to play and compete. They also need facilities that meet the technical needs of their sports. Add to this a growing concern that families are moving away from Delta due to a lack of programming or competitive opportunities in certain sports, and that our recreational sport enthusiasts have to go to other communities to pursue many sport passions that used to be available locally. I believe there is more that we can do. I have met with many groups who have a bigger vision for Delta and want to bring our community sport and recreation amenities to the next level. Our local organizations

are coming together to find creative solutions. Our swim clubs and field hockey teams are but two examples of the hard work being done to address our community’s pressing needs. The work being done to update our tracks in both North Delta and South Delta is also a great example of partnership. A lot of private money is being raised to support these efforts. Today, my call to you is that we all work together to take Delta to the next level. As the city and province identify priorities for the federal government’s $1.3 billion Community, Culture and Recreation Infrastructure funding, let’s make sure that Delta gets its fair share. As we raise money and make plans, let’s share ideas and collaborate. Let’s dream big. For my part, I will continue to work with organizations that want to advance a broader discussion on community needs and priorities. My door is always open.

Vision Zero has goal of zero traffic fatalities 56th Street to see an increased police presence

DPD Strong

CHIEF NEIL DUBORD

In recent weeks, a spotlight has been cast on pedestrian safety in Tsawwassen. Examining the data, we discovered that 56th Street has seen three of the last four pedestrian fatalities and all victims were seniors. As a result, 56th Street will see an increased police presence in an effort to slow drivers down and make intersections safer for all pedestrians. Blogger Sandy James Planner wrote about our Vision Zero campaign, the goal of which is to see zero fatalities this year on

Delta’s roads. Here is a bit of what she had to say: “In 2017, with their focus on speed enforcement and distraction, the Delta Police Department issued 20 per cent more traffic violation tickets (8,079), and were a visible presence on the roads and in the community. Traffic fatalities were reduced by 50 per cent, and there were no pedestrian fatalities in 2017. Enforcing speed limits and dealing with driver distraction meant that more families were not ripped apart by road violence. Kudos to Chief Dubord and the Delta Police Department who have gone on record and who are proactively working to achieve Vision Zero-no traffic fatalities... within the City of Delta.” In her blog, Planner also writes about prevention, saying, “The best way to reduce fatalities and serious injuries is to enhance visibility, reduce speeds on roads and highways, change driver behaviour and have better designed

roads that ‘drive’ at the speed limit intended.” There is a relationship on our roads between drivers, pedestrians and cyclists. Road safety initiatives can be approached keeping all road users in mind, and examining initiatives involving the three E’s: enforcement, engineering and education. Enforcement and police presence on our roadways will modify behaviour. Road and intersection design play a significant role in collision rates. And lastly, but most important, is education — an understanding that your actions have an impact on road safety. I appreciate Planner for her blog post on Vision Zero — the more we get the message out there, the greater the impact we will have. In the meantime, this is a friendly reminder that Delta police will be doing enforcement throughout the community so slow down, put the phone down, buckle up and watch for pedestrians.

Dangerous ideas are certainly welcomed at high school fest

ElderCollege Delta members display their Hudson’s Bay blankets during a presentation last Saturday that featured author Howard Tichenor.

The Festival of Dangerous Ideas is coming to Delta Secondary. Social studies teachers Marie Bonardelli, Dana Huff and Pam Mann are teaming up to create an educational opportunity that causes students to think critically and discuss their ideas. The inspiration for

the festival came from Bonardelli, who spent the past six years in Australia where this was one of her favourite events to attend. “I always found it a really stimulating experience to think of questions,” she said. Bonardelli is all about idea-based learning and believes the festival encourages the notion that all ideas can be dangerous in some ways, adding that her own students are teaching her a thing or two. Students Nathan Pannel and Keon Senez have enjoyed the process of the project. They like the aspect of being able to choose what they’re learning about. “If something is more teacher-led, you have less opportunity to find what you want to learn about,” Senez said. Both students would be excited if more projects were led in this kind of format, and feel this is a step to more freedom of learning at DSS. The festival takes place from March 12 to 16 in the school library. The public is invited to take part during a special session on Tuesday, March 13 at 6 p.m. Daniel Feldman is a Delta Secondary student doing work experience at the Optimist.

Remembering a life well lived

Honouring our dearly loved family members at the time of their death is mixed with many layers of emotion, past experiences, family dynamics and social expectations. My father died on Feb. 24, one day before his 62nd wedding anniversary and two months before his 90th birthday. He lived a long, full and faith filled life. It was good to go home to New Brunswick to be with family, to share stories as we looked through piles of photos, receive many lifelong friends and acquaintances at the formal visitation at the funeral home and to plan the funeral service held at the church mom and dad attended. Dad knew

a lot of people through his personal, professional and church life. As a minister, walking through this passage of life with many families and friends, I often hear comments after a memorial

service like, “I didn’t know those things about their life.” It is a gift to have known a lot about my father’s life, but there were a few new insights that I learned through conversations with people I haven’t seen for many years. I am also thankful for the wonderful support spoken, written and offered in practical ways from colleagues in ministry and church community members as they stepped into the gap during my absence. It is a real affirmation of the message we hear in John 13: 35: “This is how everyone will recognize that you are my disciples — when they see the love you have for one another.”

Urgent need for blood donations

Canadian Blood Services continues to urge eligible Canadians to give blood as the national inventory and days on hand of several blood groups remain at critically low levels. A blood donor clinic will be held tomorrow from 10 a.m. to 5 p.m. at South Delta Secondary in Tsawwassen. As of earlier in the week, there were still more than 60 appointments to fill. “We’ve had an increase

in donations across Canada since Feb. 20 when we urged 35,000 new and returning donors to give blood,” says Rick Prinzen, Canadian Blood Services’ chief supply chain officer. “We’re pleased collections in many areas have improved, but floods in Ontario and a late snowfall in B.C. hampered our efforts to replenish the national blood supply to levels we need.” Given its short shelf life, the need for blood is

constant. Cancer patients, accident victims and people with blood disorders rely on blood transfusions every day. More regular donors are needed to maintain a strong national inventory of blood and blood products. Less than four per cent of eligible donors give blood each year. To make an appointment call 1-888-2-DONATE (1-888236-6283). Walk-ins are also welcome.

A pilot program designed specifically for stroke survivors will be offered at the Ladner Leisure Centre next month. Stroke Recovery Society of BC/March of Dimes Canada and the Delta Stroke Recovery Society have partnered to offer Aquability, a series of four classes on Fridays at noon. Led by a qualified instructor, the water-based classes aim to increase strength, cardiovascular fitness, balance, flexibility and range of motion, as well as improve overall mood and immune health. Anyone who has survived a stroke will tell you that rehabilitation is slow but steady. Communitybased programs such as Aquability are vital to achieving the best possible outcome following a stroke. The program has been offered in other parts of Metro Vancouver, so the Delta Stroke Recovery Society is thrilled to see it coming to Delta. There

arcy Michael’s new standup special starts streaming today on CraveTV. The Ladner actor and comedian says he wanted to make his first one-hour special a celebration of everything. “It’s a combination of some of my favourite bits over the years with some new stories about my silly little life. I’m still very much talking about my life as a gay stoner dad and all that jazz,” he explains. Titled Darcy Michael Goes to Church, the special was filmed at Berkeley Church in Toronto during last fall’s Just for Laughs Festival. “We’re living in some dark times these days so I made a conscious choice to make this material positive - although my mother said I still swear too much, but come on - we were in a church, I had to.” Michael says he tried to treat the show as a normal performance. “Honestly, I’m just as nervous before a five-minute spot at an open mic night as I am for something like this,” he says, adding it was especially stressful as he had only one show to get it right and he had a lot of friends and family in the audience who had come from all over the country. Twice nominated for a Canadian Comedy Award, Michael is a regular per-

Definitive Bowie experience coming to Ladner DAVE WILLIS

The “definitive” David Bowie experience is coming to Genesis Theatre next Friday. Syl Thompson and a live band will be putting on A Night of Bowie that pays tribute to the late English music icon. The show includes lots of hits from throughout Bowie’s extensive career, he says. “People will recognize

these songs, that’s for sure,” says Thompson, counting Heroes, Ashes to Ashes and Slow Burn among his favourites to perform. Thompson says he’s a big fan of Bowie, describing the star as a groundbreaker and someone who evolved throughout his career. “I can remember hearing Hunky Dory for the first time and I thought, ‘Wow, this is crazy, this guy is so good.’”

Thompson says it’s an honour to get on stage and play Bowie’s tunes. “It’s a real pleasure playing this music, first off. And it’s a real pleasure to play for people who really enjoy his music.” A Night of Bowie is set for next Friday, March 16 at 8 p.m. at Genesis Theatre, 5005-45th Ave., Ladner. Tickets are $38.50. Call 604-507-6355 or visit http://bellperformingartscentre.com/ for tickets.

Dance performance will benefit Genesis Theatre Lamondance show set for Sunday afternoon If you’re a resident of South Delta, it’s likely that at one time or another you’ve attended a performance at Genesis Theatre. This weekend there is a special fundraiser to help support the theatre that stages so many community events. Proceeds from this weekend’s show will help towards that need. Genesis Theatre and Deas Island Dance are partnering to present the contemporary dance company Lamondance. This vibrant 20-member company is a partnership of Brazilian and Canadian dancers and local choreographers. The local performance will feature four new works

Dumbbell tops treadmill if weight loss is the goal

Well on Your Way P.J. WREN

Whenever I tell people that cardio for weight loss sucks, they always seem a little baffled. Unfortunately, the concept of doing lots of cardio to drop the pounds is so ingrained into our brains the average exerciser has just accepted it as gospel. Want to lose weight, they think, then I must run for hours, elliptical for days, speed walk until sunset. But cardio for weight loss is actually a big fat waste of time. First off, what is termed as cardio or aerobic activity? These are activities that are performed at moderate levels of intensity (usually between 50 to 65 per cent of your maximum heart rate) and for extended periods of time. Aerobic exercises can be anything from jogging to biking to hitting the elliptical trainer in the gym. So why is this type of exercise so bad for weight loss? First off, the body adapts to any stress that you apply to it. That’s basic physiology. For example, if you want to become a better golfer, one thing you need to do is hit bucket after bucket of balls at the driving range. Soon, your body will become accustomed

to this movement pattern, learning how to do that swing more efficiently. While this concept of adaptation is great for improving the muscle memory for sport, it is not so great for weight loss. Aerobic activity can elicit that same effect. Because you are doing the same thing over and over (take jogging as an example), with no change in heart rate rhythm or movement, your body will become proficient at jogging and will recruit fewer muscle spindles and burn fewer calories as an energy source. (American Journal of Physiology) Large amounts of cardio is also damaging to the body, due to its repetitious movements. Connective tissue doesn’t like be used in the same direction, in the same pathway, using the same joints for long periods of time. It’s called repetitive stress injury for a reason. Instead, when working towards a goal of weight loss, your mission should be first to address what you do in the kitchen, and then second to burn the most calories (energy) you can in a day. Once you’ve cleaned up your diet (because that is truly 75 per cent of the weight loss solution), then I suggest you hop off of the treadmill and get into the weight room instead. Researchers and leading exercise experts are now steering people towards higher intensity activities, performed for shorter durations of time, for greater weight loss results. These include weight training, HIIT classes and

Tabata-type workouts. These short, intense training programs actually raise the body’s fat “releasing” hormone HGH (human growth hormone) - something that long bouts of cardio do not. (Romijn JA, Coyle EF, Sidossis LS, Gastaldelli A, Horowitz JF, Endert E, Wolfe RR) Strength workouts also build bone, boost energy, control blood sugar levels and insulin, as well as improve your heart and lung health if you perform your strength workout as a circuit, HIIT or Tabata. Additionally, circuits, HIITs and Tabata training protocols burn more calories — even after your workout session is completed. This is a phenomenon called EPOC (excess post-exercise oxygen consumption). How does EPOC work? The theory is because you have trained at high intensities, it takes the body more energy (up to 36 hours more), and therefore more calories, to bring it back to a pre-exercise state. (Kravitz & Reynolds, PhD) Now, with that said, if you like to run, run. If a four-hour bike ride turns your crank, ride. But if weight loss is your goal, and you have stalled and plateaued, then you need to look past the treadmill and at the dumbbell rack for more effective results. Sun Devils 4th at provincials South Delta Grade 8 girls basketball will look to build on outstanding season MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

It will go into the record book as a fourth place finish but the experience gained will mean so much more for a promising South Delta Sun Devils team moving forward. The Sun Devils closed out a memorable season by just missing out on a podium finish at the B.C. Grade 8 Girls Invitational Basketball Championships, after falling 47-33 to Steveston’s McMath Wildcats on Saturday at Semiahmoo Secondary. The wild affair saw South Delta erase a fourpoint deficit with a 10-0 run to open the third quarter. It was actually 12 consecutive points, however, a scoring error shortchanged them a basket, despite pleas from the coaching staff. McMath answered the spurt by scoring the final 10-points of the quarter and would never look back. It was a tough afternoon from the free throw line with the Devils connecting on just three of 21 attempts. It didn’t help that a contingent from Burnaby South were cheering against them on every attempt in the second half. It created a

South Delta Sun Devils Jane McDonald helped her team finish fourth at the B.C. Grade 8 Girls Championships, earning Second Team All-Star honours along with teammate Andie Assaly. somewhat hostile environment the players should only grow from. “We can’t wait for next season and this experience has made the girls even more determined to work in the summer on their skills and hungry to be better next season,” said Sun Devils coach Sharon Butler, who guided the team with Christine

Young. The Sun Devils opened the 16-team tournament with a pair of wins over Kamloops schools to earn a final four berth. A 42-24 triumph over Sa’Hali was followed by a nailbiting 37-33 victory over Westview on Thursday night. That set the stage for Friday afternoon’s

semi-final encounter with Seycove. The North Vancouver school jumped out to an 11-2 lead after one quarter and did not allow South Delta to get closer than six points the rest of the way in a 34-22 final. Guard Jane McDonald had nine points for the Devils and later was named a Second Team All-

Star, joining Andie Assaly. The team also includes: Makena Rutledge, Meagan Singh, Brianna Jassman, Sophie Gower, Teila Noble, Kate McDonald, Heidi Leigh, Amy Jones, Olivia Barber and Amy Smith. Earlier, South Delta was third at the Fraser Valley Championships and enjoyed a perfect run in Delta League play.

Sockeyes win extends Tunnel Series to at least 5 games The Richmond Sockeyes gave the Delta Ice Hawks a taste of their own medicine to climb right back into their semi-final series. A pair of power play goals from Arjun Badh and some solid 200-feet hockey led Richmond to a 2-1 game three victory on Tuesday in Ladner. Game four was last night at Minoru. The teams return to Delta on Sunday (7:35 p.m.) with the Ice Hawks now leading the bestof-seven affair 2-1. For easily the two highest scoring teams during the Pacific Junior Hockey League regular season, the series has been all about protecting leads and special teams thus far. Throw out an empty-netter in game one and each side has yet to score in the third period. Another trend has seen the team in front after

20 minutes go onto to victory each time. That’s why it was imperative the Sockeyes got off to a good start in a near must-win situation and they did just that. Badh banged home a rebound to make it 1-0. Defenceman Aiden Hansen-Bukata tied the game on a Delta man advantage but Badh re-stored the Richmond lead with 1:35 left in the second when he again jumped on the loose puck after the initial save by Jordan Naylor. The Ice Hawks were able to hold final period leads to take games one and two and it was Richmond’s turn this time behind the solid goaltending of Hardy Hoonjan who finished with 24 saves. “At the start we were preaching you have to play 60 minutes against a good club like this.

They come at you full speed right from the puck drop. You have to match that intensity and we did a good job tonight,” said Sockeyes head coach Brett Reusch. “We finally got the first goal of the series and our power play was solid. “We needed to have that lead going in (to the final 20 minutes). We haven’t scored a third period goal against them and they didn’t allow one in the Grandview series either. We knew we were close. Every game has been one goal so far.” The Ice Hawks their chances playing fiveon-five but throw out Hansen-Bukuta’s power play tally and they have been held scoreless for nearly 100 minutes of hockey, going back to Jesse Nelson’s goal in the early stages of the second period in game two.

South Delta U16 Mustangs celebrate their League Cup triumph last weekend at Newton Athletic Park.

Mustangs made a difference on and off the field this season The South Delta Mustangs were big winners on and off the field. The 16 Bronze team concluded its season at Newton Athletic Park on Saturday night with a thrilling League Cup win over the Coastal FC Vipers. The teams were tied at 3-3 at the end of regulation time and the Mustangs prevailed in penalty kicks — providing quite a birthday present for coach Vytas Vaitkus. The Mustangs also enjoyed a solid run during the regular season, being narrowly edged out for top spot in their division with a 10-1-2 record. The team of Tsawwassen and Ladner players, however, was much more than just enjoying success on the field. Through the Play Better Soccer charity fundraising program, the boys made a contribution of $500 to the South Delta

It’s been 38 years since he’s left us. You’re always on our mind. Mom, Cindy, and other siblings just love.

OBITUARIES BROWN, Beverley Dawn January 7, 1938 to February 23, 2018 Beverley Dawn Brown, born January 7,1938 in Burnaby, British Columbia, passed away peacefully at the Irene Thomas Hospice in Ladner, BC on Friday, February 23 at 19:30 hours. Her war with cancer was a long one. Though she won many of the battles, in the end there was comfort and peace. She would want all to know that with every last breath she was still fighting. All of her family and friends know that she never gave up. Bev, as we all called her, (as well as Gramma and of course Mom) loved to travel, meet and see new people and cultures. She often reminisced about her travels as a young adult with her good friend Dian. Bev met and married Wallace Brown and spent several years on Salt Spring. They made several new life time friends there including Gus and Pat Jacobsen, Tom & Bonnie Ross whom we both had the good fortune of growing up and knowing them as Family as well. Mom and Dad then moved to a house in Victoria where Heather Brown and Hugh Brown were born. In 1966, the family moved to Tsawwassen, BC and spent the next 40 plus years living at 2 different addresses where Mom made more new life time friends including John and Sharon Collins. When dad retired, the family moved back to Salt Spring Island for 12 years and then to Nanaimo BC. After dad got sick and passed away in November, 2003, mom remained in Nanaimo until December of 2016 when she started her battle with cancer. Because mom required a little more care, she moved to Kin Village in Tsawwassen BC, and lived there until she had to go to Irene Thomas Hospice.

JESCHELNIK, Rose Rose Jeschelnik of Burnaby, BC died March 2, 2018 at Carleton Gardens Care Centre. Her loving family were with her in her last days - daughter Alice, grandsons Chris and Colin and their dad Ken, Chris’ wife Nicole, great grandchildren Shaela and Drake and brother Ludwig Michelitsch and family. She was predeceased by her husband Tony in September 2011. Born August 28, 1922 in Draga, Slovenia (Suchen in the Gottschee area of the former Yugoslavia) where she and her beloved Tony met as children. They were married in Villach, Austria August 26, 1944. In 1948 they immigrated to Calgary, Alberta then moved to Thunder Bay, Ontario where Rose worked as a cook and baker. The next move was to Toronto, ON, then back to Thunder Bay where Tony and Rose built and operated The Old Country Motel and eventually found their way to a happy retirement in Ladner, BC. They then settled in Tsawwassen, near Rose’s brother Ludwig and his wife Katie and family, enjoying many years of camping with their grandsons, lawn bowling, 5 pin bowling, fishing, gardening and socializing with family, friends and neighbours. They then moved to Burnaby, BC to share a home with family. Service will be held at 10 am, Saturday, March 10, 2018 at Delta Funeral Home, 5329 Ladner Trunk Road, Delta, BC 604946-6040. https://www.arbormemorial.ca/en/delta Special thanks to staff at Carleton Gardens Centre for their kind care and concern over the last months.

SHERRELL, Albert November 29, 1937 to March 2, 2018 Albert will be sadly missed and loved by his son, Bryan; his daughter, Melissa; his wife Lorraine and her daughters and many family members. He lived his whole life in Ladner, and has many long-time friends. He kept watch over the neighbours and was always happy to lend a hand putting garbage cans away or mowing the lawns. On-line condolences may be placed at www.deltafuneral.ca Delta Funeral Home (604) 946-6040

There will be a memorial service on Friday, March 16, 2018 at 1:00pm at the Cedar Park Church, 5300 44th Avenue, Ladner, BC with a small reception to follow. Online Condolences may be placed at www.deltafuneral.ca Delta Funeral Home (604) 946-6040

Mom also loved music, birds and of course her cats. She always had a cat at every one of their homes, and they were almost always a rescue of some type. Her love for them was great. In Nanaimo she spent a lot of her time working with a cat rescue society and made one very close friend Barb who also had a love for cats. Mom leaves behind a sister, Georgia Grasdale and a brother, Ken Strachan. She was proud of her daughter Heather Ann and two grandchildren Maciej James Crock and Katarzyna Crock; and her son Hugh Wallace (Andrea Mary) and two grandchildren Amanda Joyce Brown and Garrett Edward Brown.
