Bridge review gets leader Province names engineer Stan Cowdell to look at $3.5B project, alternatives SANDOR GYARMATI

A technical review is finally going to get underway for the George Massey Tunnel Replacement Project. The province announced Wednesday it has hired professional engineer Stan Cowdell to lead the review of the $3.5-billion bridge project initiated by the former Liberal government. In September, the NDP government announced it was suspending the project, which would have seen a 10-lane bridge constructed across the south arm of the Fraser River, pending a third-party technical review. Cowdell is president of Westmar Project Advisors Inc. and has years of experience as an engineering consultant for public infrastructure projects, the province said. “Cowdell’s firm is leading the review, with the Ministry of Transportation and Infrastructure also recruiting additional expertise as needed to support his work in the fields of geotechnical,

release. “The first task of the review will be to independently undertake a technical review of the lifes-

pan, safety and seismic vulnerability and current congestion of the existing tunnel. As well, Cowdell will review the technical

assumptions and analysis for the tunnel and bridge options. As part of this, he will review the technical information already produced for the project and challenge or verify the assumptions made out of that work. This assessment may identify the need for further technical work.” The province also said it would continue to engage with the Metro Vancouver mayors to ensure that any plan for the Highway 99 corridor reflects their ideas and fits into the overall vision for the region. “The review will help the B.C. government choose a solution to the safety and congestion issues at the tunnel that is best for the region and the province, reflects the views and vision of Metro Vancouver, and gets the best value for public money. A report on the independent technical review is expected in spring 2018.” Delta council, which has been vocal in its support of the bridge, recently called on the province to immediately address safety issues regarding the aging tunnel.

and Delta as the only two areas where you can ever hope to meet that set of criteria,” Silvester said. He noted it’s too early in the examination to know if a potential cruise ship facility in Delta would be part of planned port infrastructure at Roberts Bank

or built from scratch as a new facility. Finding funding partners will also be an issue. This summer, a top official with Cruise Lines International Association told the media that Vancouver is behind other cities, such as Seattle,

that are investing heavily in their port infrastructure. The port shut down Ballantyne Pier to cruise ships in 2014, leaving Canada Place as the city’s only cruise terminal. Some ships, including Royal Caribbean’s 3,250-passenger Explorer

of the Seas, operate out of Seattle because they’re too large to get under the Lions Gate Bridge. Vancouver’s cruise passenger traffic grew to 827,000 passengers in 2016. The 2017 passenger count is projected to total 841,000.

Suspect arrested after theft at ferry terminal

• Oct. 25, 1:44 p.m., Tsawwassen Ferry Terminal: Complainant reported a black piece of luggage was left unattended in the ferry arrivals lobby and when they returned to the area it was gone. The bag contained approximately $100 worth of clothing. Police and BC Ferries will attempt to identify a suspect. Still under investigation. • Oct. 25, 3:23 p.m., 300-block of 54th Street: Complainant reported that sometime over the past week a Canon Rebel T6S camera, camera bag and two lenses were stolen from their truck. The complainant forgot the items were in the truck and once they remembered, the items were gone. Complainant believes the truck was likely left unlocked at times. Items valued at approximately

$2,200. • Oct. 28, 5:49 p.m., Tsawwassen Ferry Terminal: Report received that a passenger had their laptop computer stolen while they were paying for their boarding ticket. Police attended and located a suspect who had the laptop and break-in tools in their luggage. The suspect was arrested for theft and transported to cells. Suspect was released on a promise to appear in court at a future date. • Oct. 28, 11:17 a.m., 200-block of Centennial Parkway: Complainant reported their Halloween decorations on the fence had been damaged and their pumpkins smashed. The report made for information purposes. • Oct. 29, 8:08 p.m., 4900-block of 1A Avenue: Complainant reported their vehicle was broken into sometime overnight and rummaged through. No damage to the vehicle. Complainant indicated they might have left the vehicle unlocked. Nothing appeared to be stolen. • Oct. 29, 5:18 p.m., 200block of 67A Street: Report from complainant that their vehicle was broken into sometime over the past day while parked in front of their residence. The driver’s side window had been left open about an inch. No damage to the vehicle. A red Makita drill kit valued at $250 stolen. • Oct. 29, 11:15 a.m., 00-block of Georgia Wynd: Complainant reported that sometime over the past day someone had entered

their trailer parked outside their residence by cutting the latch. A Microsoft black shoulder bag containing orange truck straps stolen.

• Oct. 25, 8:16 a.m., 5200-block of Lynn Place: Complainant reported they left their garage door open during the day and when they returned to their residence they found the garage had been rummaged through. Items stolen include a $2,000 Mercedes-Benz Smart electric bicycle, a $2,500 Latitude 3350 laptop computer and a small suitcase. Incident still under investigation. • Oct. 26, 8:36 a.m., 4400-block of Clarence Taylor Crescent: A bagpipe case found at the Ladner Bus Exchange was brought into police headquarters. Police were able to contact the owner who found several items were missing from his vehicle, including McCallum bagpipes, a MacBook Pro laptop, an iPad, glasses, two Diving computers and an external hard drive. The owner of was not sure when the items were stolen and believes he might have left the vehicle unlocked. • Oct. 26, 2:10 p.m., 4500-block of River Road: A delivery driver for Canada Post reported the passenger side window of their vehicle was smashed. The complainant left the vehicle while delivering papers and upon returning found the vehicle damaged.

Police dep’t involved in eTicketing pilot project

The Delta Police Department will be one of several policing agencies from across the province that will be part of a pilot program next spring to test the province’s new eTicketing system. The shift from paper to electronic tickets printed at roadside will eliminate data entry errors and improve the speed of ticket processing. It will also more quickly flag dangerous drivers. According to the province, data from tickets written by police at roadside is entered up to four times as that ticket makes its way through the system. This magnifies the potential for error, increases

the likelihood that a ticket is challenged and overturned, and delays the government’s ability to identify dangerous drivers. DPD public affairs coordinator Sharlene Brooks said there were a number of factors to Delta being chosen as a pilot agency, including it being a midsize department and the city’s extensive road infrastructure. “We have a significant amount of traffic travelling on our roadways and the DPD has a strategic focus

on road safety,” Brooks said. She said when the pilot starts, the department will have 10 vehicles outfitted to ensure a good sample size for evaluation of the system. “Our officers will be trained to use this technology, however it is not onerous or complex,” she said. “We’re looking forward to being able to use this real-time, more efficient ticketing system,” said police Chief Neil Dubord. “We know from our policing partners, in jurisdictions outside of B.C., that using the eTicketing system improves public interaction at roadside and officer safety.”

It was a night of far more treats that tricks. Although call volume was up slightly from last year, Delta police say Halloween celebrations went off without any significant issues. Calls in the 24-hour period on Tuesday totaled 106, with 63 reported between 4 and 11 p.m. at the height of Halloween fun. In 2016, the depart-

ment received 92 calls, 54 of which were between 4 and 11 p.m. The majority of calls this Halloween were for disturbances, fireworks, noise complaints and alcoholfueled domestic files. DPD public affairs coordinator Sharlene Brooks said the department strategically realigned resources in order to augment regular patrols. “We are also fortunate to have a very good reserve constable program

and had reserves riding with police officers, which increased our resource capacity,” said Brooks. Brooks said officers started their shift with a community engagement initiative by handing out candy to trick-or-treaters. “That was very well received and police had the opportunity to interact with the young kids in a fun way so they know we are there to keep everyone safe and we are approachable,” added Brooks.

The Ladner Business Association (LBA) is preparing to flip the switch on this year’s Light Up Ladner campaign. This is year two for the GoFundMe campaign with the goal of raising the funds ($30,000) for the lighting and threeyear maintenance of the lights for the trees on 48th Avenue, Delta Street and Haviland Street. The lights are timed to light the village from dusk to 11 p.m. “The lights are in the trees, and we are now just working on the final touches,” said acting LBA president Jill McKnight. “People will notice the lights in the trees, so as part of that, and since this was a GoFundMe campaign, the LBA is relaunching its fundraising efforts and letting people know we are accepting donations and other ways people can give.” Several merchants have Light Up Ladner donation jars in their businesses, with the idea that every

to help promote Ladner Village in other communities that this is a great place to shop, have dinner and that we have this great walking community and we hope that the light campaign helps us build on that.”

Last year the project raised about $13,000. This year’s goal is $9,000. “It’s incredible the amount of volunteer support that goes into something like this. We estimate it is going to be over 100 hours,” McKnight said.

t was nice to see Delta council take a leadership role on Town Centre Mall redevelopment plans… after the public demanded Delta council take a leadership role on Town Centre Mall redevelopment plans. Mayor Lois Jackson got the ball rolling earlier this week by introducing a motion that got support from everyone at the council table to have the Century Group go back to the drawing board and not return until it had not only revised a proposed six-storey building that was widely panned but it had a master plan for the entire mall site. The demand was made after more than 350 people showed up at an open house last month to tell city officials they weren’t terribly impressed by the institutional-looking building that was to be the first phase of mall redevelopment. Maybe it’s just me, but I’m not sure it required an open house for those over at city hall to recognize that the building, pressed right up against 56th Street, wasn’t going to fly with the good folks in Tsawwassen, nor was the notion that plans for the rest of the property were nowhere to be found. Add it all up and it was a rather inauspicious start to the process, but at the very least the open house provided Century with plenty of feedback it can now use to revise its plans. As I’ve mentioned before, there’s widespread support for redeveloping the aging mall, which is good for Tsawwassen’s most prolific development company, but there are also a lot of people with suggestions as to what that redevelopment should look like, which could prove problematic. The fact that so many came out to seek information and offer opinion on a single mixed-use building shows the level of interest the community has on this project, which isn’t surprising given this is Tsawwassen after all and that the mall property is a key piece of the town core puzzle. There are a number of hot button issues – buildings pushed right to the sidewalk, underground parking, even the possibility of a high-rise – that are sure to generate much debate in the months ahead, but beyond all that noise is an opportunity to begin reshaping a town core that has, for the most part, been stuck in time. It’s now up to Delta, Century and the public to work together to make that happen.

Long overdue campaign rules extend to municipal elections

T

he Wild West of B.C. political cash is finally coming to an end. As a Halloween treat for municipalities across B.C., the provincial government has introduced legislation banning corporate and union donations in local elections. This issue was a large part of what got me involved in politics and I could not be happier with the news. Though I never thought I would be a fan-boy of anyone with the title “minister of municipal affairs and housing,” Selina Robinson more than deserves it. This is not an expression of approval of the NDP’s policy of financing elections with government subsidies, by any means. In fact, I find it abhorrent and think that big money coming from corporations is being replaced with big money from our collective wallets, but I want to focus on the positive takeaways in this column. Last Tuesday, Bill 15, the Local Elections Campaign Financing Amendment Act, limited individual contributions and candidate spending limits, tying both to the population of the municipality. It also eliminates donations from outside of B.C. and non-residents. The fact there were no restrictions on donation amounts before this

bill has blown me away since I started paying attention to politics. This will put more political power in the hands of citizens and residents. It effectively reduces the incentives for preferential access that has been enjoyed by land developers, condo marketers and corporations through large donations. Bill 15 is a strong step in the right direction for our democracy. It gives more control over our government to the people who actually elect the politicians. It is negligence beyond folly to think that donations of up to $360,000 would not sway decision makers. The last decade and a half of opinions of this nature made B.C. the face of Western political corruption in the New York Times. This ban is in stark contrast to

the position of the B.C. Liberal government just over a year ago when it had no plans to outlaw corporate or union donations to municipal parties, with former cabinet minister Peter Fassbender going so far as to say, “I don’t think it’s as big an issue as some people make it out to be.” However, it is a big issue. In fact, institutional corruption and the manner in which we elect our government are the biggest issues that we face as a society. When you entrust the keys of power to a select group of people, you want to be darn sure they were not paid to do a different job than what was promised. Bill 15 has helped make that a reality. The one thing I am most excited for with these changes are the way that government priorities will shift. Without the distraction of large donors, voters can have greater confidence that the decisions being made are in with the best interests of the community. Now, if only we could get rid of poison pill clauses in government employment contracts… Community advocate Nicholas Wong ran as an independent candidate in Delta South in May’s provincial election. Pattullo on the list, but not tunnel

Editor: Two news stories, separate but related, are of concern to Delta residents. According to newspaper reports, Metro Vancouver mayors are asking for a portion of the revenue from the proposed provincial carbon tax increases over the next four years to be dedicated to funding transit and transportation projects in the region. Replacement of the Pattullo Bridge, which currently handles about 80,000 vehicles per day, is on the list.

For North Delta residents this might be cause for alarm with respect to travelling into or out of New Westminster and other north-of-the-river communities. Where, one might ask, will those North Deltans go to cross the Fraser River when the Pattullo is not available? Perhaps, they will swing over and use the Alex Fraser Bridge which carries upwards of 120,000 vehicles on a weekday. It is interesting the same Metro Vancouver mayors deny there is a

need to replace the aging George Massey Tunnel with a bridge and turn their noses up at the idea that the tunnel is, like the Pattullo Bridge, very much in need of replacement; yet it too, handles about 80,000 vehicles on a daily basis. A second story carried in the daily press is that according to some, South Deltans commented there was no need for a bridge to replace the George Massey Tunnel. One suspects that such a comment might have been initiated

by North Delta residents who do not use the George Massey Tunnel. If all of this comes to pass and the Pattullo Bridge is replaced, perhaps then the North Delta drivers will understand what the South Delta drivers have been claiming for years — the George Massey Tunnel needs to be replaced with a bridge. Now, if only the socialist NDP-Greens will wake up and see the light, then perhaps right will win out over wrong. Bob Orrick

Don’t forget about project’s supporters

Editor: Re: Project to proceed despite objections, Oct. 27 I am somewhat disappointed in the recent reporting of a development taking place in Ladner published following a public hearing. I watched the entire hearing, and observed both people in opposition and in favour of the project present their sides. Unfortunately, the reporting seemed to present the proceedings as being nearly one-sided

and negative. Where was the mention of the letters of support and 118 signatures submitted in favour of the project? Why were none of the supportive community members quoted amongst the opposition quotes? Where was the re-telling of the architect’s description of attempts met with silence when the proponent team tried to begin a conversation during the early days of the project with the very neighbours

Peter Lougheed was Canadian first and an Albertan second

Editor: Re: Sky is falling so often now it’s not worth listening anymore, Community Comment, Oct. 27 The quote, “Let those Eastern bastards freeze in the dark,” Greg Hoover attributed to former Alberta premier Peter Lougheed was actually made by former Alberta premier Ralph Klein, who also said after some bank robbers were caught, all with Eastern addresses, “Send those Eastern creeps and bums back where they belong.”

Lougheed was Canadian first and Albertan second, unlike most provincial premiers then and now. His efforts alone kept Pierre Trudeau from pillaging all the resources of all provinces. He turned Alberta from a “have not” province to a “have” and an economy that was the envy of the world. All of Canada could learn from Lougheed’s legacy and become Canadian first and provincial second. Pat Morgan

social profile is the need for affordable housing for young families, the elderly, and people with differing abilities. In the end, I want to re-pose the question that the opposition presented at the public hearing: Who wins in the project? Sophie is an adorable eleven month old female Pointer mix who is around 35lbs. Being a puppy, she still has that puppy personality and moxie. We would definitely say she is high energy and would need an active family that goes out daily for mental and physical stimulation. Sophie is playfully mouthy, as puppies usually are, but because of this combined with her jumping up when excited, we feel a home with small, rambunctious children would not be ideal for her. She can be shy when she first meets you, and definitely has a preference of women over men, but it doesn’t take long for her to warm up and then she is your BFF! She can be shy around new dogs, especially when larger than she, and she is great with small dogs. She is not a huge fan of her crate, but has been making progress. She also has a bit of separation anxiety and needs some time to get adjusted to a new home and routine before being left along for long periods as she can be vocal. Sophie is lovely on leash and completely housebroken. As with all our dogs, she is spayed and up to date on all shots and vaccines and microchipped. In 2016, Operation Red Nose Delta-Richmond delivered 487 safe rides home over nine nights. I wonder who it was who once said, “Keep your eyes on the prize.” It seems to me to be good advice. Earlier this fall I was sitting in the Kubota backhoe outside the new church kitchen. Fortunately the machine was turned off and I could do no harm to myself or any of the property around me, but I pretended to dig the new soil for the ramp that would eventually come. Well, on Monday, the concrete was poured and soon it will be “cured” and the first “scooter, walker or wheelchair” will be able to easily enter the church and hall. The excitement continues to grow in All Saints as we watch repairs to the

Delta Police Victim Services marks 30 years of service in the community Ian Jacques

From its humble beginnings as a society in 1987, Delta Police Victim Services has grown into one of the most advanced programs of its kind in B.C. A little over 30 years ago, Delta police Sgt. Al Hammersmark was in charge of the program. From the outset, Hammersmark recognized that victims of crime have needs that must be met, a philosophy that has been the cornerstone of the program ever since. “As an officer, when they are dealing with an investigation they have to focus on that, but they also recognize the needs of the victim,” said Victim Services coordinator Kim Gramlich who has been with the program for 19 years. “Right from the start Al knew that something had to be done to ensure that victims were treated with kindness, respect

and whatever they needed, that they received the services and support.” Following Hammersmark’s leadership, a paid coordinator was hired and volunteer recruitment became a priority. The

program is currently run by a paid coordinator (Gramlich), two assistant coordinators (Kristin Vaughan-Smith and Sukhjit (Suki) Nager), one part-time family violence intervention worker (Jill Colley) and dedicated volunteers. “There was a lot of crisis intervention in those early years. From there it evolved to expand the core services,” said Gramlich. “Our services have evolved to be consistent with victims’ needs and also victims’ rights legislation.” Gramlich said the first interaction with any victim is what is referred to as a crisis response. From there it is all about information, referrals, follow-up support and guidance. “If you are a victim of crime, you want to know what is going on with your case, what stage is it at, how is it progressing, have there been charges, is it before the courts, will I have to testify – all of those pieces are so important Caber, a Labrador retriever, has been part of DPD’s Victim Services since 2010. Volunteers are the heart of the program Delta Police Victim Services currently has 14 dedicated volunteers that are available 24 hours a day, 365 days of the year to assist victims of crime and their families. “The thing that is so special about our volunteers is that they connect us to the community, they live in our community and they are passionate about the community of Delta,” said Gramlich. All of the volunteers get more than 90 hours of training, are subject to a security clearance and background checks, and are constantly upgrading their skills through additional training. “Once they begin the work, our volunteers feel like their work is incredibly helpful and valuable and that they make a difference in people’s lives,” added Gramlich. A nurse with a psychiatric background, when she retired she was looking for a volunteer opportunity and felt the Victim Services program was a perfect fit. “I think it’s the desire to help people and that’s why I went into nursing in the first place. This program itself is very valuable to our community,” Taylor said. “When people are at their lowest or feeling their worst it’s empowering to be able to help them to pick the pieces up and carry on and provide them with the resources that will help them heal and improve their lives.” Taylor said providing emotional support and someone to talk to is vitally important, especially at the beginning of a crisis. “People are lost when traumatic things happen. They don’t know what to do. You are in shock, you are in disbelief, so we provide that initial support and then a lot of information to help them move forward, which empowers them,” she said. Breanna Perens has been volunteering for the past six years. She started volunteering as a way to get experience as she pursues a full-time career in law enforcement. She said the program goes above and beyond to help the community. “It’s very rewarding. That is what draws me the most, the reward from helping the community,” Perens said. “We see people at their worst, and then when we close their file, we see them at their best, so it’s empowering to be a part of that experience.”

Support throughout the process

Following that initial interaction, support from Victim Services can last for days, months, even years in some cases. Nager is the full-time victim support worker for Delta police, splitting her time with Victim Services and the domestic violence unit. She has been with the department for six years. Most of the files she deals with tend to be sexual assaults and assaults, and domestic assaults that often times involve children. “It’s tough, but very rewarding work in the sense you know you have this accomplishment where you have worked with individuals, not only women, but children, and you have kept them safe from a horrible situation,” she said. Her work changes constantly as some days it will involve working with victims filling out forms, going to the welfare office, getting them referred to additional counselling and other services in the community, while other days it might involve helping them pack and move to a transition house or other housing in another community, shopping for furniture or driving them to appointments because they don’t have access to a vehicle. “It’s all of the extra steps to let them know that they are never alone,” said Nager. Gramlich said volunteers and staff work hard to connect with the community. “To be honest, a lot of people don’t want to know about Victim Services until they need Victim Services,” she said. “We believe that victims of crime have rights to services and it is important that we advocate for them and for those rights, so our passion drives us to do this work, to start new initiatives, and provide the very best to our community. We believe that it is not OK to leave people vulnerable.”

Officers see the impacts Const. Tiffany Cooper is a 12-year veteran of the department with experience in both patrol and specialized sections. She is a huge supporter of the program. “For us in patrol, when we go to a scene where there are victims, witnesses or anyone who might need support, we can’t always provide that depending on what we have to deal with,” Cooper said. “It’s good to know that we can call them and they will be there to provide support or whatever is needed. They do a phenomenal job of following up and providing any post support, referrals, anything that the victim might need. We can feel safe that they are in good hands.” And often Victim Services will also be there to provide support to officers too. “They are there for us. It’s not unheard of for a volunteer to call up one of us after a horrible call and ask, ‘Do you need support?’” added Cooper. “It’s a vital service that they provide.” Chief Neil Dubord said he is incredibly proud of the work that Victim Services staff and volunteers do for the community. “They do so much behind the scenes to ensure victims of crime and trauma have the tools and resources they need to get through challenging times,” said Dubord. “Files can take years to work their way through the system, the police investigation, charge procedures and the court system all take time, and our Victim Services team stays with victims throughout the process. “You simply cannot put a price tag on the work they do. They are the unsung heroes of the Delta police and another reason we live in this great community.”

Empathetic and non-judgmental care are cornerstones of the services provided.

Delta Police Victim Services Victim Services began in Delta in 1987, as a society. Initially a police officer, Sgt. Al Hammersmark, was in charge of running the program. Later a paid coordinator was hired and volunteer recruitment became a priority. The program is currently run by a team of dedicated volunteers, one paid Coordinator (Kim Gramlich), two Assistant Coordinators (Kristin Vaughan-Smith and Suki Nager -Suki who also works half-time in the domestic violence unit) and one part-time Family Violence Intervention Worker (Jill Colley). There have been a number of highlights over the years as Victim Services has grown and improved. They have been recognized, and received awards, for their work. The many achievements include a commendation for its involvement in several homicides, a fatal motor vehicle accident, complex sexual assault files and daily duties in supporting victims of sudden death and spousal assaults, honoured for “outstanding commitment and hard work which has impacted and benefited out community and the Delta Police.” In 2001 they also received the International Year of the Volunteer Award presented by the Federal Government recognizing Delta Police Victim Services for “outstanding service and contributions”. Victim’s rights received international recognition in 1985 when a United Nations General Assembly unanimously approved a Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power. Under “Access to Justice and Fair Treatment” the Declaration states that: Victims should be treated with compassion and respect for their dignity. They are entitled to access to the mechanism of justice and to prompt redress, as provided for by national legislation, for the harm they have suffered…Judicial and administrative mechanisms should be established and strengthened where necessary to enable victims to obtain redress through formal or informal procedures that are expeditious, fair, inexpensive and accessible. Victims should be informed of their rights in seeking redress through such mechanisms.

Deltassist works in close partnership with Delta Police, Delta Police Victim Services, MCFD, the School District, the City of Delta, and with the new transition house to provide timely services to families experiencing domestic violence. The Delta Police and Delta Police Victim Services provide excellent service to victims of violence and are referral sources for Deltassist. Deltassist has been providing “Stopping the Violence” services and “Adult Survivors of Sexual Abuse” counselling to women, self-referred groups for those who have committed violence, and safe groups for children since 1992. Delta Family Services (1992) was part of the Delta Project, which comprised the Delta Police, Crown, Forensics, Delta Police Victim Services, Delta Family Services, and judges. In the early 2000’s Deltassist (1997) continued to co-chair the DOVE, Delta Opposes Violence Everywhere Committee that focuses on education and prevention activities in Delta and through grants distributes to local agencies “grab and go” bags to family members fleeting violence. Deltassist is committed to helping residents of Delta achieve lives free of abuse and violence and believes that individuals can change and interact in positive ways. Violence and abuse impacts all aspects of the health of our community. With a broad approach that involves available services to the whole family, it is believed that the cycle of violence can be stopped. Deltassist recognizes that children are the most vulnerable to violence and through positive support and counselling, can understand that the violence was not their fault and that they can have healthy relationships in the future.


Around Town Music Makers remember

The Delta Music Makers will perform a Concert of Remembrance this Sunday at 2 p.m. at KinVillage in Tsawwassen. The audience will be treated to a variety of music, including concert marches, patriotic themes, Canadian folk music and featured performers. The format will include full band arrangements, instrumental soloists, a trumpet trio, vocal performers and more. Refreshments will be served at intermission. Drumming steps into the spotlight Sunday at Delta Secondary with the first South Delta Drum Festival. There will be clinics put on by drummers Craig Scott, Jason Overy and Tristan Helgason, says event organizer Rick Klemm. Each hour-long session will cover different styles of drumming. While there’s lots to be seen on YouTube, “there’s something to be said about watching live drummers,” he says. Scott will cover jazz drumming. The accomplished drummer and vibraphone player, his drumming credits include concert and club dates with Canadian jazz luminaries Oliver Gannon, Ian McDougall, Campbell Ryga, PJ Perry and Alan Matheson. Overy, who divides his time between performing, teaching and composing in the world of percussion, will cover world drumming. He has served as musical director of Uzume Taiko since 2004, provid-

Adventure playgrounds to make return next year SANDOR GYARMATI

Adventure playgrounds will be coming back next summer. Unlike regular playgrounds, the supervised sites provide a space for children to engage in unstructured play and exploration of their surroundings. This summer, two such playgrounds were offered at the South Delta Recreation Centre and the North Delta Recreation Centre. Children had tools and materials to build their own play space with the aim of allowing them to use their imagination, all the while learning to assess risk. While adventure playgrounds at first glance seem to have some element of risk, that’s the whole point, according to the City of Delta, which joined a growing number of communities hoping to

take the “bubble wrap” off kids. The initiative was discussed at a recent parks, recreation and culture commission meeting where it was described as a “huge success.” Commission members had a few suggestions for next year, including implementing an earlier start time in the summer, having more signage for the South Delta location and additional staff training when there’s a need to interject, such as when very young children want to use sharp/dangerous equipment. The commission suggested additional adventure playground pop ups during events such as the Tour de Delta. It also suggested gaining further input through a database of families that have participated. A report still has to come to Delta council for approval.

Ben Lockwood will be welcoming one of Western Canada’s top guitar players for tonight’s show.

International jazz musician Ben Lockwood returns to the Tsawwassen Arts Centre tonight for a concert with a special twist. The 8 p.m. concert is part of the jazz series Lockwood has been running at the arts centre for the past few years. As always he will have a quartet, but unlike the other shows, this concert will feature an organ quartet with a vibe of the classic jazz of the 1960s. He said the special guest will be one of Western Canada’s top guitar players, Dave Sikula. “Sikula is heavily influenced by the likes of Wes Montgomery, so it

should be a real classy, swinging night,” said Lockwood. “We’ll also be joined by Nick Peck on organ and Joe Poole on drums. We’ll be playing a repertoire associated with Wes Montgomery, the jazz of the ‘60s and some of Dave’s (and maybe the group’s) originals. It’s always fun doing these shows, but I am super excited about this one.” Lockwood, a Vancouver musician by way of the UK, has performed concerts around the world as well as at at the TD Vancouver International Jazz Festival. 80% of the population endures low back pain

Low back pain is something Dr. Emily Baas, chiropractor at Fiskco Health + Performance (fiskcohealth.com), sees often. And it’s no wonder. Low back pain is so common it’s been estimated that up to 80 per cent of us will be affected by it at some point in our lives, and of that 80 per cent, 15 per cent of us will develop chronic low back pain, making it the gift that keeps on giving. So what can we do to prevent low back pain and get us out of that 80 per cent bracket? And, what does a chiropractor recommend we do? Baas says there are many different factors that can cause us to experience low back pain, and these reasons need to be assessed first. For instance, is our pain from constitutional factors like our age (nobody said getting older was going to be easy)? Or, is it our physical fitness, or more specifically, lack thereof? A prime example of fitness affecting our low back are weak core muscles. A weak core can cause muscular imbalances, forcing the muscles in our low back to work harder. This, in time, can lead to low back pain. I see this a lot in

my field as people’s strong and bossy hip flexors take over on core exercises that their deep core muscles should be doing. There are also structural factors that can cause low back pain. These include degenerative discs, severe scoliosis, fractures and narrowing of the spinal canals. Heck, Baas says even environmental factors, like smoking, can slow the healing process when treating low back pain. And then there’s occupational factors such as heavy lifting, bending, twisting, sweeping and/ or sitting for long periods of time at work that can all lead to back pain. Common sports that can cause the low back to protest are golf, gymnastics, tennis, football and crosscountry skiing. There’s also pregnancy low back pain and past history of back pain because if you have had it in the past, professionals say you are more susceptible for pain in the future. It’s no wonder low back pain hits 80 per cent of us. Luckily for us, chiropractors have many “tools in their tool belt” when it comes to treating low back pain. For one, chiropractors are trained in the neuromusculoskeletal system, meaning they understand the nerves, muscle and joints/bones of the entire human body, making them a great resource when it comes to low back pain. A treatment chiropractors use a lot (when treating low back pain) is manual therapy. This is where they work on the soft tissue structures that

surround the spine, such as the muscles, ligaments and tendons. Chiropractors can also perform mobilizations, which are low velocity movements or stretches to the spine, to increase the range of motion within the joints of the spine and manipulations (or adjustments), which are high velocity, low amplitude movements that are very quick, yet are applied with little force. When asked if a chiropractor can relieve low back pain quickly, Baas explains that every case is different and it depends on many factors as well as each patient’s diagnosis. But, to generalize, 85 per cent of low back pain cases will typically get better in roughly six weeks with approximately one treatment per week. Some tips Baas has for us to avoid low back pain is to focus on core activation with abdominal bracing. Baas also stresses proper posture, especially at work if you sit at a desk, and to include a proper cool down into your exercise regime. While most people get a good warm up in, they often forget the cool down portion that is just as important as the warm up. Note: Today’s column is part two of my three-part series on low back pain. The South Delta Sun Devils will certainly be battle-tested when they head to Mission in 10 days for the Fraser Valley AAAA Girls Volleyball Championships. It’s expected seven B.C. berths will be on the line at the 12-team tournament that runs from Nov. 14-16. Those seem like pretty good odds until the current provincial rankings are taken into consideration. Five of the top eight teams reside in the Valley and the Sun Devils are not one of them. Fortunately, the perennial powerhouse isn’t far off. “There are nine good teams in the Valley. Seven will probably be going to provincials so there will be teams on the outside looking in and I want to make sure we are

not one of them,” said longtime SDSS coach Dan Burgess. “Our goal is to be in the top five or even make the semi-finals which would give us a favourable placement (in the provincial draw).” The reason for Burgess’ lofty expectations is his team’s ability to compete with many of the best in B.C. The Devils haven’t made an appearance in the rankings for some time but they are seeing what the measuring stick is on a regular basis thanks to being part of easily the toughest league in the province. The seven-school Fraser Valley Tier One West League featured No. 3 Seaquam, No. 4 Earl Marriott and No. 7 Semiahmoo. The Sun Devils were right in the mix with those heavyweights — finishing at 4-2. A chance to finish first ended Wednesday night with a hard-fought four set loss to

unbeaten Marriott (6-0). Earlier, South Delta defeated Semiahmoo and lost to Seaquam, leaving all three of those teams with identical records. “If you look at all those scores of our matches against all three of those teams, they could have gone either way,” Burgess continued. “Every game was like a twopoint difference.” So what has the Devils hopeful they can be even better and take a further step in the post-season? It starts and ends with a talented group of Grade 11s that are continuing to progress as the season unfolds. They certainly have a reputation of stepping up their game as the stage gets larger — finishing second at the junior provincials a year ago. “The more games we play against these elite teams, you are starting to see the Grade 11s

gaining that needed experience,” added Burgess. “You look at our last couple of matches, our Grade 12s on the floor totally delivered. Our Grade 11s are getting there. They are great players but they just got to raise that consistency level. I think they will. Every game they play, they are getting better.” On Seniors Night which saw the Grade 12s honoured in their final home game, Burgess had praise for his departing players — led by captain Kelsey Smith who led a spirited comeback that just fell short in Marriott’s clinching game. The Sun Devils are expected to get one final test before the Valley Championships at next Wednesday’s Delta Cup, hosted by Delta Secondary. They are poised to meet Seaquam in the final (8 p.m.) for what has become an annual clash.

Some welcoming challenges are on the horizon for Darren Naylor and his highflying Delta Ice Hawks. The GM/head coach watched his team steamroll to its 15th win in 16 games — a 12-0 whitewash of the Surrey Knights on Tuesday night in Ladner. Delta outshot the visitors by an astonishing 73-6 margin. Surrey is closing in on the two-year anniversary of its last regular season win in the Pacific Junior Hockey League. The franchise was located in Langley then. “Obviously the talent isn’t there. They are trying and working hard. You feel so bad for them,” said Naylor. “They have a full roster so kudos to them but it must be hard coming to the rink.” It was the Ice Hawks’ sixth consecutive victory during a stretch that has featured a steady diet of sub .500 teams. The lone exception was Sunday’s 7-2 road win over the Grandview Steelers. That will change significantly, starting Saturday night when Delta travels to North Vancouver to take on the 10-3-0-3 Wolf Pack, before returning home next Tuesday to host the 12-4-0-0 Ridge Meadows Flames. The Hawks rallied for a 4-3 win in Ridge Meadows back on Oct. 6. “Ridge is the toughest team we have seen this season,” continued Naylor. “Even though we lost to Abbotsford, we outshot them that game. I thought we were lucky to win out there. Their goalie played well but also let in a couple of softies as well and that was the difference. “North Vancouver is a bigger team and I think our speed presents some problems for them. I just want to keep winning though. We’re having fun.”

Edwardson closing out collegiate career in style Tsawwassen’s Erik Edwardson notched his third goal of the season to help the University of Portland blank Loyola Marymount 3-0 in West Coast Athletic Conference Play. The senior forward/midfielder is now just one goal away from matching his career high with still one conference game to go plus the playoffs. He also has three assists to his credit in 13 games — ranking fourth in team scoring. A week earlier, he set-up Portland’s only goal in a 1-1 draw at San Diego. Edwardson is joined by Surrey defender Eric de Graff as the only Canadians on the Pilots’ roster. The team also features players from Brazil, England, Belgium and Erik Edwardson Germany. Edwardson, 21, came through the Tsawwassen Soccer Club before spending the latter years of his youth career with Fusion F.C. of the B.C. Premier Soccer League where he led the team in scoring for three consecutive years (2012-14). His productive career at Portland included earning All-Conference honourable mention status in his freshman season. The South Delta Secondary graduate has also finished in the top three of team scoring the past two seasons. Portland now sits at 3-1-1 in conference play and 8-6-1 overall.

DOMESTIC HELP WANTED EVANS, J. O. Bus Born 4 August 1925 Died Peacefully 1 November 2017

Dad was born in Canmore, Alberta and died in Richmond, BC. He was predeceased by his loving wife Peggy in 2010. They were married for 66 happy years. Bus is survived by his 4 children, Bill, Janyce (Chris), Susan (Jay), John (Viva) and by 7 grandchildren Yvonne, James, Melanie, Scott, Robert, Matthew and Leah. He is further survived by 5 great-grandchildren Jaime, Dana, Ivan, Gus and Alexander. Bus spent many years at the PNE working his way from “rink rat” in his teens to assorted managerial positions of buildings such as Empire Stadium and the Pacific Coliseum. In 1975 he and Peggy moved to Tsawwassen where they built a house and Dad became manager of South Delta Recreation Centre and shortly thereafter, Director of Leisure Services for Delta. He was also an active member of Kiwanis for many years. Upon retirement in 1988, Mum and Dad enjoyed boating, travelling, RVing and especially hosting family get-togethers in their home on Tsawwassen Beach.

CHAN, David Poy Passed away peacefully at Delta Hospital, BC at the age of 88 on October 17, 2017. David was born in Vancouver, BC and spent most of his life working in Chicago, Illinois. He is survived by his nieces and nephews, Theresa, Frank (Nellie), Andrea (Kirk), and Minta (Mark), and the families of Tyrone (Jill) and Audrey (Yee); extended family members and friends. Predeceased by his siblings Herbert, Ida, Ada, Ruby, Richard, nephew Tyrone, and niece Audrey. David’s career as a professional portrait photographer, led to a portfolio of work that spanned from the mid 60’s to 2000 with Playboy Enterprises. His notable pictorials with Playboy magazine were the collegiate women and Ivy League series. David has such a gentle soul that will be dearly missed by his family and friends. MARGETSON, Richard Frederick It is with heavy hearts that we announce the passing of our dear Husband, Father and Grandfather, Richard Margetson on October 30, 2017 at the age of 74. He ran and owned Vector Engineering for over 40 years. Richard enjoyed spending time with his family, camping in their 5th wheel, duck hunting and cheering on the Vancouver Canucks. He never missed an opportunity to watch Top Gun with his children and grandchildren (for the 486th time). GLASS, Andrew Carleton March 31, 1928 October 20, 2017

Andy passed away peacefully after a short stay in Delta Hospital. He was comforted that his wife of 47 years, Barbara; son, Robert; daughter, Carol; and grandchildren Rob and Alita were there with him. Andy is also survived by sister, Mary (Jim); sister-in-law, Cheryl; niece, Jill (Colin); and many nieces and nephews back east. Predeceased by brother, Bob (Jean) less than one month ago. Andy had five sisters and two brothers. He grew up in Ottawa, spending happy summers at their cottage at Norway Bay, Que. During high school, at Glebe Collegiate, Andy played on the football, basketball and track and field teams. He attended Carleton University, but admitted that playing bridge was more interesting than studying. He came west to B.C. in his early twenties, where he worked for Crown Zellerbach as the Industrial Relations Supervisor for most of his career. Andy enjoyed the company of family and friends. He was optimistic, strong, patient, fun loving and uncomplaining. For many years he played golf and jogged regularly. In his later years, Andy regularly walked the Boundary Bay dyke with friends as well as played bocce balls and croquet in the back yard. He loved music and dancing - waltzes, polkas, disco or jive - right up until the last year of his life. Andy liked travelling and was able to see a good deal of the world. Home was best, however, where he enjoyed the garden and faithfully filled up the bird feeder until this fall. To start the day, he’d get up early, put the coffee on and call up, “coffee’s dripping through!”. You will be missed. A sincere thank you to Dr. Colleen Lee for all her help.
