Delta to speak on towers plan

The Corporation of Delta has joined the list of speakers at a public hearing on the contentious proposal to build several radio transmission towers in Point Roberts.

application by BBC Broadcasting Inc. but have not been addressed by the applicant.

The civic politicians at their meeting discussed what’s being done on several fronts to oppose the application to Whatcom County to construct five 45metre (150-foot) steel towers at an undeveloped lot on McKenzie Way, about 330 metres from the Tsawwassen border.

The towers are to transmit South Asian radio station KRPI,

AM 1550, which currently broadcasts from studios in Richmond to a Lower Mainland audience.

Also known as Sher-E-Punjab, the company currently broadcasts using antenna located in Ferndale, but wants to move them closer and have a stronger 50,000 watt all-day signal. The FCC granted approval but a permit is still required by the county, which has reportedly recommended zoning approval. The county will hold a public hearing that’s expected

to draw a large crowd from both sides of the border.

Council also gave its support to a petition recently submitted by the Cross Border Coalition Against the Towers to the constituency office of MP KerryLynne Findlay, asking for House of Commons to have Industry Canada and the foreign affairs minister to intercede. The petition also calls for an inquiry into why Industry Canada did not object to the FCC approval.

The petition had 3,500 signatures, however, an official with Findlay’s office this week said only 2,209 signatures were accepted by the clerk in Ottawa.

That’s because there was writing on many of the sheets where there can be no comments or other writing on petition pages.

Delta South MLA Vicki Huntington has also registered to speak at the public hearing at the Whatcom County Courthouse set for Oct. 27, 29, 30, 31 and Nov. 3.

“It meant everything,” she said of being able to stay close to home for much of her medical procedures. “It was so fantastic to have everything done here in Delta.”

Wild, a long-time Tsawwassen resident and Delta Hospital Auxiliary volunteer, was diagnosed with breast cancer last October. She said she initially noticed a mass in her breast and, concerned, booked a mammogram at Delta Hospital. After further testing, it was determined that she had breast cancer that had also started to spread to her lymph nodes.

She had a mastectomy on Oct. 31 and began chemotherapy and radiation treatment.

Aside from the chemotherapy and radiation, which is done at the Surrey Cancer Clinic, Wild has had all her testing and her surgery done at Delta Hospital.

“The support is unreal,” she said, adding that the auxiliary’s Pillow Pals program, which provides specially designed pillows to women recovering from breast cancer surgery, really helps increase comfort for patients.

Delta council has dealt with a myriad of issues when it comes to preserving the integrity of agricultural land this year, not the least of which is the issue of illegal dumping.

Civic politicians approved legislation to regulate soil removal and deposit activities on farmland in response to continued concerns about fill, including asphalt and concrete, being dumped on good agricultural land.

“We got really frustrated by the lack of enforcement by the Agricultural Land Commission,” said Ian Paton, an East Ladner farmer in his second term on council.

“They’re underfunded. I think they have two enforcement guys in the whole province. We got frustrated with them not being able to cover all these situations, so we decided we’d better step up our own bylaw enforcement.”

The legislation is supported through monitoring, by land and air, by Delta staff as well as a Farm Watch program in which area farmers act as Delta’s eyes and ears.

“It’s not the bona fide farmers that have been here for years,” said Paton.

“It’s these new guys that come in, buy up pieces of farmland and the first thing they think is, ‘Hey, I’ve got a cheap piece of farmland, let’s see if I can make a whole bunch of money with tipping fees with trucks coming in and dumping fill material.’”

Paton, who is running for reelection this fall, said the municipality was able to “shut down” the dumping activity that had been taking place for an extended period at Princess Farms on 104th Street in East Delta, a property that highlighted council’s concerns.

Soil that’s currently being brought in to a Ladner farm near Cedar Park Church, meanwhile, is completely above board with ALC

and Delta approvals, as well as monitoring by civic bylaw staff.

Paton, whose father, Ian Paton Sr., was a dedicated advocate for maintaining the Agricultural Land Reserve, touched on several other farming issues in a wide-ranging interview with the Optimist.

He said the improper discharge of blueberry cannons was another issue local politicians had to deal with this year and, so far, the results

have been positive.

Council approved legislation this spring that gives bylaw officers and police the power to fine blueberry farm owners caught contravening provincial rules on the placement of cannons and when they can be fired.

It had been a problem that frustrated homeowners living near blueberry fields, although just a couple of properties had been causing most of the noise.

Bylaw enforcement officers can now be first responders to complaints, Paton said, adding bylaw staff had been working with residents and farm property owners since a well attended public meeting on the issue last year.

“This year we really convinced the blueberry guys to try different methods of bird scares, so there’s way less cannons being fired this year and way less complaints.”

As far as applications by farm property owners to subdivide properties to make them smaller, and potentially less viable for farming, Paton said they still come to municipal hall, but not as much as they used to as council has a reputation of rejecting such proposals.

“I would say, personally, we have more actively farmed land in Delta now than we had in the ‘70s,” he said. “I think the farming community is pretty pleased with the direction of Delta council.”

He pointed to a major ditch widening program that began this summer in East Ladner and a bylaw that makes co-generation a permitted use at greenhouses as other improvements for the industry.

Truelove says he won’t run for another school board term BY

Delta board of education trustee Simon Truelove won’t be seeking re-election in this November’s civic election.

First elected to the board in 2005, Truelove, 64, made the announcement Tuesday, saying it has been his

privilege to be part a district where people work so well together. Unfortunately the same cannot be said of the performance of the provincial government, he said.

“My nine years have seen continual squeezing of our funding, downloading of costs and denial of responsibility for cuts by government. Trustees are sup-

posed to be able to ensure the ‘public’ part of public education through a co-governance relationship with the Ministry of Education,” Truelove said.

“We are the only body specifically elected by local voters with responsibility for public schools, but if we speak out about government actions we risk hav-

ing our district ‘punished’ by the allocation of scarce resources to other districts,” he added.

The recent school strike and lockout is just another indication how badly the system is broken, according to Truelove.

“Since June, school boards had been calling for the schools to be re-opened,

but our input was effectively silenced. The only winners were the private schools. To say the least, it has been frustrating,” he said.

Truelove reiterated that decisions made locally are usually best and school boards need more latitude in how schools are run and in how they are financed.

TFN inks deal to finance new sewer system BY

The Tsawwassen First Nation has reached a financing deal with Vancity on significant infrastructure projects.

Officials with the First Nation, Vancity, Delta and the province were on hand Thursday at the site of a new TFN sewage treatment plant now under construction for the announcement of the commercial partnership. It’s a significant step for the First Nation as it develops its lands with major commercial, housing and industrial projects.

The $40 million deal with the financial institution will help build the treatment plant, a new road and utility infrastructure.

About half that amount will be directed to the treatment plant.

“These are major projects for Tsawwassen First Nation, critical for the success of our nation’s future. They’re also important projects for Vancity. We are now excited to have their support and trust as we move forward to an exciting future.

It means a lot to the Tsawwassen First Nation,” said TFN chief Bryce Williams.

Noting a functioning sewer system has long been recognized as a key to future development, Williams said once their land use plan was completed, infrastructure was seen as a huge challenge.

“The Indian Act legacy left us with a major infrastructure deficit, which was not ready to support the community we needed to build. We all know infrastructure is very expensive and when we came to the deci-

sion that we needed to build our own sewer treatment plant, we knew we would need assistance with financing,” he said.

Williams added Vancity is committed to helping build communities, so the partnership was a perfect fit for the TFN. Stewart Anderson with Vancity said the financing deal is all about helping build stronger communities, including the necessary infrastructure and supports.

The new plant is to be fully operating by fall 2015.

Ivanhoe Cambridge and Property Development Group are developing almost 1.8 million square feet of shopping and office space on 180 acres at Highway 17A at 52nd Street. Those project is to be completed by May 2016. Meanwhile, the TFN land use plan will see 2,200 new homes built over the decade with Tsawwassen Shores comprising 850 of those units. The first phase of Tsawwassen Shore under construction is already sold out.

Revenue Canada email proves to be a fraud

The purpose of the Crime Beat is to educate and inform the public about some of the property crime trends occurring in South Delta and other files of interest. If you see anything occurring that you believe to be suspicious, call 911 for in progress crimes and emergencies or 604.946.4411 for other assistance.

The following are some of the calls the Delta Police responded to in the previous week: Tsawwassen • Sept. 22, 1 a.m., 1100block 53 A Avenue: About fifty youth who appeared intoxicated and being loud were located in a park celebrating “Hell Night.” The youth were sent on their way and any alcohol was seized.

• Sept. 23, 11 a.m., 4400-block 61st Street: Complainant reported his vehicle parked on the street in front of his residence was spray painted on the driver’s side of vehicle. No suspects or witnesses. Reported for information and insurance purposes.

• Sept. 25, 10:05 a.m.: Complainant reported that she had provided her personal information to what she thought was a legitimate company before she realized it was a scam.

The suspect had used her personal information in an attempt to open phone accounts and credit card accounts, but the companies realized something was off and reported their suspicions to the complainant.

• Sept. 25, 4:22 p.m., 1100-block 56th Street: Complainant reported he had observed a driver of a vehicle throw a pizza box on the parking lot grounds and that a verbal exchange had occurred before the driver picked up the litter.

Police were provided with

the license number of the suspect and attended his home. He was advised of the complaint and of the Delta bylaw regarding littering.

• Sept. 26, 6:56 p.m., 1500-block Spyglass Crescent: Report received that two vehicles without insurance were parked on the street. A police check found that one vehicle belonged to a nearby resident and was moved to the road without a permit.

Further investigation found the other vehicle had been stolen from Surrey and was towed by Roadway to a secure lot.

Ladner • Sept. 22, 1 a.m.: Complainant reported his cell phone was likely stolen and that he had used the “Find my iPhone” app to locate the phone at a specific address in Surrey.

Police attended the address and located a taxi driver who immediately turned the phone over to police indicating the phone had been left in his taxi and that he was planning to return the phone later in the day. No evidence to support charges. Complainant picked up the phone from police headquarters.

• Sept. 22, 2:56 p.m.: Report received from complainant that his wife had received an email from a website claiming to be the Canadian Customs and Revenue Agency informing her that she had a tax refund and that in order to receive the funds, her SIN and credit card number were required. This information was provided before it was realized the email was fraudulent. The credit card was immediately cancelled and Services Canada

contacted regarding the fraud. None of the cards appeared to have been compromised.

• Sept. 22, 11:45 a.m., 5700-block Ladner Trunk Road: Complainant reported he had left his bike locked to a telephone pole in the area and when he returned the bike was gone.

The bicycle is a grey and beige men’s mountain bike, 21 speeds, with a Dunbar Cycles sticker on the 21inch frame and a grey child carrier with an orange liner attached to the back.

• Sept. 24, 3:53 p.m., 5000-block Crescent Place: Report received from complainant that her residence and been broken into sometime overnight and several electrical items and cash had been stolen. The complainant indicated that she had left the rear sliding door unlocked. Forensic identification services is assisting with the investigation.

• Sept. 25, 7:24 p.m., London Crescent & London Court: An inscribed rectangular keychain with a silver key found in the area was brought into Delta Police Headquarters. The owner can claim with identification at headquarters, 4455 Clarence Taylor Crescent, Ladner.

• Sept. 27, 11 p.m., 4800-block Ladner Trunk Road: A suspect attempted to purchase four cans of beer from a local business. When he was asked for his ID, he grabbed one of the cans and fled. The investigation continues as to whether surveillance video is available.

• Sept. 28, 6:45 p.m.: Complainant reported he lost his iPhone. The phone does not have a number as the complainant only used the phone for the apps and music. Report taken for insurance purposes.

MURPHY’S LAW Named for our late MLA, Fred Gingell Park not only honours a great member of our community but also acts as a reminder of battles waged by the public that were both won and lost.

The letter in last Friday’s issue from Bob and Donna Bracken, which marked the 10th anniversary of the opening of the stairs to Tsawwassen Beach, got me thinking about the relatively short, but significant history of the park on English Bluff Road.

First and foremost, the picturesque piece of real estate overlooking the Strait of Georgia recognizes the contributions the former school board chair and Liberal MLA made to ensure this community became a better place to live. Gingell was a true gentleman and regardless of political stripe, locals were lucky to be represented by a man of such integrity.

However, whenever I think of the park that bears his name, I can’t help but also harken back to a pair of well-documented public struggles.

The stairs are a testament to the hard work of the Brackens and many others who fought a principled but often uphill battle to gain access to the beach below.

Why the western edge of Tsawwassen was allowed to develop without providing pathways to a public amenity is a bit of a mystery, but righting that wrong was a lot more difficult than it should have been.

Unwilling to take no for an answer, beach access advocates finally convinced civic officials to rectify the situation, creating Tsawwassen’s own version of the Grouse Grind in the process. The park not only offers a spectacular lookout point, but the ability to descend the stairs to amble along the shoreline has provided untold enjoyment for thousands over the last decade. While that’s definitely a success story, and will continue to be a wellutilized amenity in the years to come, the park also acts as a reminder of a battle that ultimately didn’t go in the public’s favour. You see, Fred Gingell Park is where the higher voltage power lines leave land en route to Vancouver Island.

An epic struggle to prevent the B.C. Transmission Corporation from increasing the voltage of the lines that cut a swath through Tsawwassen didn’t turn out as hoped, despite reasonable alternatives in terms of routes and shielding being put forth by the public. The unwelcome decision ultimately prompted many to sell the homes they had occupied for years.

The towers that dot the right-of-way have left a permanent scar, one that stretches all the way to the waterfront park.

More housing variety needed for seniors and young families MIKE SCHNEIDER

COMMUNITY COMMENT This past Wednesday was National Seniors Day in Canada.

If you weren’t aware, there is still time to hug a senior in your life. Whether it be a family member, friend or acquaintance, seniors have contributed to all of our lives and have helped to pave the way for a smooth transition to the golden years for all of us in the future.

Depending on who you are, and what your particular circumstance is, living in the retirement years can be a pleasant or daunting experience. Housing, health care, issues around personal care and mobility are part of the transition that likely requires already busy family members to attend to.

Recently, I had a chat with yet another friend and long time resident of Tsawwassen who has moved to South Surrey. He and his wife looked as hard they could for something that could meet their needs in downsizing that could also

free up the couple of hundred thousand they would need to retire with in relative comfort. Contingent within their retirement plan is to also prepare for the possibility of paying for extended care should that prospect present itself.

Unfortunately, alternative housing stock for seniors wishing to downsize is minimal, especially in South Delta. Thankfully that will change in the coming years with the TFN and Southlands developments but even then, as much as some hate to even broach the subject, zoning for density, particularly in the town centre area of Tsawwassen, and likely on 56 Street south, will have to be considered by governors of the future.

When we talk about official community plans we have to remember that young people and seniors are also part of our community and that as demographics evolve, as they always do, OCP amendments will need to be made just as they always have. Official community plans are living documents that need to consider the social needs of all age groups.

Official community plans should not say you can’t come here or sorry you have to move.

provincial average was seven per cent. This was up from a negative growth rate in the previous census, which is mildly encouraging.

Twenty-five percent of single-family housing stock in Delta, more in South Delta, was habited by families with no children (empty nesters).

Our modest 3.3 per cent growth in the last census breaks down to show that 15.5 per cent of our population are seniors, up a whopping 21.9 per cent from the previous census. The 15-64 age group was up 2.3 per cent and the 0-14 was down 5.9 per cent and that is why schools have been closed.

All the numbers aren’t in yet but it looks like the Delta School District will have a modest increase of approximately 50 students but those numbers are likely coming from the north.

There are some good facilities for seniors in need of assisted living and special care in Delta. The Waterford, Abbyfield, KinVillage and others come to mind. What is really needed here though, is twoway transitional housing stock.

Something for the young to start with and something for that 15 per cent to move down to so that they can stay in their community and enjoy all the amenities and services that it provides.

Candidates are committed

Editor: Re: Are civic candidates in it for the full term?, letter to the editor, Sept. 24 Mr. Garbutt raises a question regarding the intentions of candidates for the upcoming local elections, asking if we all intend to stay for the full four years. While I haven’t canvassed every candidate, I have spoken with a few and the universal response is that we wouldn’t be running if we weren’t commit-

ted to Delta.

Let’s look at the reason that we citizens of Delta were shortchanged in local representation. Scott Hamilton was successful in his bid to be an MLA. Rather than resign from council, he requested a leave of absence until the end of the year, after which it would be too late to call a by-election. This request was supported by Mayor Jackson and councillors Paton and Campbell among

others.

In fact, the only person that I’m aware of that spoke against it was councillor Bishop.

While I don’t begrudge Mr. Hamilton wanting to represent Delta at the provincial level, I do take issue with Mayor Jackson and her team denying Delta the opportunity to have a full complement of councilors working for the citizens of Delta.

Next four-year term pivotal to Delta’s growth Editor: Re: Are civic candidates in it for the long term?, letter to the editor, Sept. 24 Thank you Darren for asking the question, it is certainly an important point for all Deltans. It is precisely one of the (many) reasons that I am running.

Mayor Jackson and all but one of her council voted to deny Delta of our democratic rights to replace Scott Hamilton. As a result we had a councillor who was absent but allowed to cast a vote. Surely this is unacceptable to anyone who is familiar with or interested in our political process. Not to mention the fact that Mr. Hamilton served two masters, the premier and Mayor

Jackson, creating a conflict of interest.

I am committed to more than improving the democratic process and am committed to the issues of respecting the Official Community Plan, protecting the Agricultural Land Reserve and managing the growth of Delta.

The next four-year term will be pivotal in the growth of Delta. We have a planned bridge that could change the fabric of our community. We have two planned malls that could destroy our downtown cores and small businesses. We have a planned expansion to the container terminal that could cause more harm to the Fraser estuary and put

more trucks on the road to wreak havoc on traffic. As well we have the possibility of larger vessels going to the Surrey Fraser Docks and dealing with even larger shipments of thermal coal and LNG gas. This could change a lot of North Delta into an industrial zone.

These issues are of concern to all of Delta and I feel that a stronger council is needed to manage this growth.

I agree that Delta deserves better and that is why I want to be a part of a council that is more open and sensitive to community input, and more transparent.

And I intend to stay the full four-year term!

The Corporation of Delta is this weekend celebrating the opening of its newest bike pump track at Holly Park.

The grand opening of the new park, which is located at 4626-62nd St. in Ladner, is set for 11 a.m. Saturday.

Bike pump tracks are one of the fastest growing

attractions in biking. The parks are generally small in scale and can be enjoyed by cyclists of all ages and skill levels.

Blank sheet When you face a blank sheet or screen, you are staring at a world of creative possibility. You can write a poem, draw a picture, start a novel, write a love letter, make a list, design a logo, organize your day — or your office, outline a plan, start your bucket list, graph an equation, draw a map and on and on.

There is something enticing about a blank sheet. It invites creativity, reflection and initiative. It just begs to be marked up with something serious or silly or profound.

There is also something intimidating about a blank sheet. It gives no hint or help. It forces you decide how to fill the page. It challenges you; dares you. And if you are staring at a blank sheet with a deadline looming, like for this article for instance, it taunts you.

The ultimate blank sheet is described for us very simply in the first verse of the Bible: “In the beginning God created the heavens and the earth.” (Genesis 1:1) Just like that. From nothing to an unimaginable variety of galaxies, microbes and everything in between.

I understand that not everyone reading this accepts God As Creator but I suspect most have at some time, perhaps when stunned by beauty or grandeur, wondered if there could be a creative genius behind a world and universe of such intricacy and magnitude that it continues to overwhelm our most powerful microscopes and telescopes. And that Creative Genius made you, and loves you, and invites you to be part of his family.

Elizabeth Northcott said. “People who have loved pets that have passed away are welcome to bring photos to the service if they wish, and a special blessing will be extended to creatures who cannot, for practical reasons, be brought to the service.”

The church, which is located at the corner of Ladner Trunk Road and Arthur Drive, has a parking lot at the back. The church requests that all dogs be leashed, that cats be leashed or caged, and that other pets be confined. Aggressive pets should be left at home. No insects or spiders will be blessed at the church service; the church requests that they also be left at home.

Several leaning trees compromising the slope stability along this valued community trail have highlighted the need to undertake immediate slope protection work. Two independent geotechnical firms analysis of the trail confirmed the need to urgently conduct this slope protection work prior to the onset of fall/winter rain weather storms advising “localized slope failure and debris flow events would likely be triggered during and after periods of prolonged precipitation...debris flow events and falling down of the leaning trees can cause extensive damage along the park trails and could potentially contribute to an unsafe condition for use of the public amenity.”

The trail/stairs closure dates will be based on the weather forecast. The second day of this two day closure will include the use of a helicopter to transport the cut vegetation away from the site. The use of a helicopter will reduce the park’s closure period from several weeks to two days.

Signs will be posted at the park entrance and beach access prior to the work beginning.

Season opens with Secret Mask T

he Sidekick Players Club is thrilled to open its allCanadian 18th season with Rick Chafe’s, The Secret Mask, directed by Carroll Lefebvre.

This delicate play is a rare combination of heartbreak and humour as the father and son relationship unfolds. It tells the story of a 40-year-old George who gets a call out of the blue to come help his father Ernie who is recovering from a stroke as well as aphasia, substituting odd words in his struggle to be understood with often laugh-outloud results. In the process of getting to know each other they both begin to deal with the pieces that remain, not the ones missing.

The Secret Mask is a story based on Chafe’s real life experience with his father’s stroke.

“My father had a stroke that resulted in aphasia and memory loss in September, 2002,” he says. “Over the

following three months my siblings and I took turns flying out to Vancouver from our homes across Canada to help with his rehab and eventual relocation. Many of the events in this play are based on our collective experiences with Dad over that period.”

Ernie is closely based on Chafe’s father and his evolving personality and behaviour at the time.

George is drawn from the stories of several friends who all share his backstory, a son to an absent or abandoning father. Mae is inspired by the warm and wonderful speech-language pathologist who worked with Chafe’s father for his

three months of rehab in Vancouver. His dad seemed to be magnetically pulled to women following his stroke, and all of the additional characters played by Mae are drawn from real events and people they encountered together along the way.

Sidekick welcomes newcomer Luke F.G. Day (Ernie) from Vancouver and welcomes Delta’s Jeff Pannell (George), Lisa Gach (Mae) and Bernice Fehr (various roles) back to the Sidekick stage.

The Secret Mask opens Oct. 9 and runs until Oct. 25. Thursday, Friday and Saturday evenings only at 8 p.m. and one matinee on Oct. 19, Sunday at 2 p.m. at the Tsawwassen Arts Centre, 1172-56th St., Tsawwassen.

Tickets cost $18 for adults and $15 for seniors.

Three weeks ago local artist Jacqueline Dunn was in Tianjin, China showing 40 of her paintings commissioned by a Chinese art dealer, who had seen her work at the South Delta Artists Guild’s Gallery 1710. With a whirlwind trip, successful show, and vivid experiences now outstanding memories, and the oil paint barely dry on her just-completed work ready for hanging, Dunn is back in Gallery 1710 for the guild’s new show, Time for Change. Time for Change runs until Oct. 19.

The next Songwriter Café takes place Saturday, Oct. 4 at 7:30 p.m. at St. David’s Anglican Church, 1115-51A St., Tsawwassen.

Pack up for paradise in Punta Cana BY

I am up early, but the sun is already warm.

I walk the seemingly endless silky white sand beach, past palms swaying in the morning breeze. The clear turquoise waters curl gently on the shore. The lounge chairs and grass shelters are empty now, but soon guests will start to wander down, to claim their place in the sun. If you believe that Caribbean cruises would be heaven if only there was more beach time and drinks were included, then here is the place for you: Punta Cana, in the Dominican Republic.

I must say, I have never been one for a luxurious resort vacation. Most of my vacations are more geared to action and adventure then to relaxation. I prefer trips where you visit cultural landmarks and learn the history of a place. That being said, in the throes of a Canadian winter, all I’m looking for here in

the Dominican is blue sky, inviting ocean and a place where the sun is shining.

At Punta Cana nearly 40 all-inclusive resorts are sprinkled along about 35 kilometres of wide beach fringed with palm and coconut trees. My choice for a few days is the newly launched Level at the Melia Caribe Tropical. Once you’ve arrived, you can stash your wallet in the safe and settle in. The only decisions you’ll have to make are at the buffet or at the door of your room, where the stone walkway takes you through immaculate grounds and gardens either to the pool or to the private beach.

falls, rushing rivers, giant sand dunes, and mangrove jungles. Dominican culture strongly reflects its history, first recorded when Christopher Columbus landed here in 1492 after visiting the Bahamas and Cuba. The landscape reminded him of Spain and so he named the island La Isla Espanola — later changed to Hispaniola.

Manfred Schoebel, general manager for Meliá Caribe Tropical, tells me that the property is currently at 95 per cent occupancy.

This surprises me. During my stay there is never a

feeling of it being busy or crowded. Unlike many all-inclusives, there are choices of where to sit on the private beach or around the pool. Even in mid-afternoon, there are many empty beach chairs, and plenty of choice — sun, or the shade provided by the ubiquitous palm and coconut trees, or the many thatched-roof shelters.

On the food side, the buffets are varied and there are also the Asian, Italian and Mediterranean restaurants of Cuatro. This new establishment is divided into four different dining experi-

ences, including Uno, traditional steak house; Dos, a gastro pub; Tres, a fusion of Peruvian fare with Japanese and Cantonese cuisine; and Cuatro, a beachside buffet serving international cuisine. As a former Spanish colony, many of the local dishes carry a familiar Latin American feel, with an unlikely mixture of influences; European, African, and native Taíno Indian cultures.

If you want to get a little active, the resort has a water sports centre with kayaks, windsurfers, paddle boards and sailboats. You can book a dive or snorkel excursion, para-sailing, or a catamaran tour. Guests are able to indulge in the resort’s Experiences Menu, featuring special workshops, dinners on the beach, romantic private breakfasts, and Energy for Life activities like Body Balance — a mix of yoga and Tai Chi. Personal concierges make priority reservations for à la carte restaurants, the YHI Wellness spa, golf

courses, tennis courts and outside activities. If you are travelling with children, the Kids’ Zone will occupy the little ones. My ground level room features a Jacuzzi, spa shower, and something called a pillow and fragrance menu.

The service is impressive, and the kindness of the Dominicans is wonderfully authentic.

Overall, the Melia Caribe Tropical gives you the best of what Punta Cana has to offer: A holiday that can be romantic, family friendly or focused on well-needed rest and relaxation. Don’t go expecting to soak up Dominican culture, the resorts of Punta Cana seem particularly isolated, but if what you want is a luxurious escape, the Level is built to carry you away from the cares of the world.

Ladner scout heads back to Madagascar BY

Ladner’s Linda Rainbow returned to Madagascar this past summer to help build a school with a team from Scouts Canada.

The three-week trip to the island country off the southeastern coast of Africa was a big change from her first visit in 2012.

Rainbow, 21, says she was able to connect with the people a lot closer this time, learn about how they live and their culture as well as see positive changes in the community since being there two years ago.

The scouts worked on a dormitory the last time Rainbow was in Madagascar. This trip saw the group work on a threeclassroom school back in Ambato Boeni.

“How much it’s changed their lives is pretty great to see with my own eyes.”

The group of 15 scouts from around Canada also did smaller projects like putting up a fence around the school and making composting bins for a garden.

Rainbow also served as a training advisor, doing webinars and a pre-camp ahead of time. On the trip she was a medical advisor and in charge of first aid.

“It kept me busy.”

She was able to fundraise $3,250 with the help of people in the local community, Canada and abroad, and also had donations of first aid kit supplies and work site tools from Ladner Village Hardware, Harvest Drive Pharmacy, Tsawwassen Pharmasave and 89th Richmond Scout Group.

Rainbow joined scouts in 2005.

In 2013 she took part in another international service projects with Scouts Canada, travelling to the Czech Republic to help restore a church.

Well on Your Way Cardio, strength, circuits, HIITs, stretching. Each is a key component to good fitness and health, however how do you decide which one to do.

Deciding what workout to do is a little sciencebased, because there is clear research that different workouts are better than others for specific goals, and it’s intuitive-based, because your body will let you know what it feels like doing on any given day — or in some cases, what it doesn’t feel like doing.

The trick is to listen to them both and then get your runners on and begin.

First, you’ve got to remember that success doesn’t just happen, you’ve got to plan for it. Each

week take a look at your week ahead and add your workouts into your calendar.

Don’t worry about what workout yet. Just get yourself scheduled for something, every day, for 30 to 60 minutes.

Second, you have to have a goal. Us personal trainers are very goal-oriented.

We are nosy and will start pestering our client’s about what they want to achieve from their workouts from the get-go. We ask this question because their goals will ultimately dictate their workout program.

If weight loss is your goal then research (ACSM 2011) tells us that you need to get in at least 150 minutes of moderate intensity exercise to lose weight, and 150 to 250 minutes a week to maintain it.

Third, choose an activity you know you will maintain. I hate cardio and if I had to do cardio everyday I would probably be a couch

potato. Instead, I do what I love (weight training, yoga and hiking) and try to either incorporate cardio into those, or add one to two short cardio sessions a week.

And finally, to keep seeing results you gotta switch up your workouts. Every six to eight weeks try a new routine, a new class, or a new level of intensity.

This will help to keep your muscles challenged, your fitness level increasing each week and your mind from getting bored.

When you are out there looking for new activities use your friends and social media to help guide you to fresh new workouts.

Every week there seems to be a new “thing” in the fitness world, and word of mouth and the web are great places to investigate and see whether or not it appeals to you.

If you aren’t sure of a workout (such as whether or not you are fit enough

for CrossFit, or will a Barre class be OK if you have bad knees), call your local studio and ask if you can drop in before you commit.

There is so much fitness out there, with so many businesses competing for your dollar, that most facilities will allow you to sample their programs. One tip, though, arrive early so that you can chat with the instructor, and go at a time that you would normally attend. This way you get an opportunity to test-drive the instructor that would be teaching you in the future, and a great idea of the group and the workout if you were to join.

But, in the end the bottom line is this: move your body A LOT every day.

Week puts focus on smoke detectors This year Fire Prevention Week will be celebrated and observed Oct. 5-11.

The theme — Working Smoke Alarms Save Lives – Test Yours Every Month! — is most appropriate as we continue to experience needless deaths, injuries and losses from senseless, predictable and preventable events. About 66 per cent of home fire deaths occur in home without a working smoke alarm.

The Great Chicago Fire of 1871 lasted two days — Oct. 8 and 9 — and killed more than 250 people, left 100,000 homeless and burned more than 2,000 acres.

That fire forever changed the way that public officials viewed fire safety. To mark the 40th anniversary of this tragic event, the Fire Marshals Association of North America deemed that the most appropriate commemoration was to do everything they could to educate and inform the pub-

lic about the importance of fire safety and prevention. Since 1922, Fire Prevention Week has been observed every Sunday through to the Saturday that Oct. 9 falls on.

Every year, the federal government arranges for the Fire Prevention Week Order in Council Proclamation by the Governor General of Canada and joins forces with Fire Prevention Canada, which organizes and holds the National Launch to promote the observance of Fire Prevention Week across Canada.

During Fire Prevention Week, fire and life safety educators and fire service personnel around the province will be focused on empowering and bringing important safety messages to their communities on burn awareness and prevention utilizing appropriate planning, tools and education.

Smoke Alarm Tips • Read and follow the manufac-

turer’s instructions carefully.

• For best performance, an alarm should be mounted on the ceiling in or near the centre of the room, hall or stairway, and at the head of each stairway leading to an occupied area.

• Optimum location for wall mounts is at least 15 centimetres from the ceiling but not more than 30 centimetres from it.

• Avoid installing where the temperature is less than 5C or exceeds 48C. • Keep alarms away from doors and windows.

• Never locate an alarm in front of an air register, fans or vents.

• Keep alarms at least 60 centimetres from any corner.

• Do not recess smoke alarms in walls or ceilings.

• Smoke alarms in rooms with ceiling slopes greater than 30 centimetres rise per 2.4 metres horizontally should be located on the high side of the room.

• Avoid locating an alarm at the peak of an “A” frame type ceiling.

• Never paint a smoke alarm.

• Keep alarms 60 to 90 centimetres away from light fixtures.

When having an alarm connected into the electrical wiring system of a house you should: • Use a qualified electrical contractor.

• Never install the alarm in the electrical circuit except at the main panel. Alarms must also never be installed in a circuit connected to an on/off switch.

• Check the alarm when installation is complete.

Test your smoke alarm monthly and clean it every six months.

Mark it on your calendar so that you don’t forget.

Things to remember when testing your smoke alarm: • Ensure that power is being transmitted to the alarm and that it will activate in the presence of smoke.

• Test your smoke alarm by pressing the test button.

• Even alarms with a pilot light that indicate power is being transmitted, should be tested regularly.

• Battery-operated smoke alarms will warn you when batteries need replacing. Despite this, make it a habit to change the batteries yearly.

• When you’ve been away from home for a few days, check your alarm on your return to ensure it is working properly.

• Remember, your smoke alarm can’t protect you if the batteries have been removed or a plug has been disconnected.

• The lifespan of a typical smoke alarm is about 10 years, but some models last as little as five years.

• To clean the alarm, open the cover and gently vacuum the interior of it. Frequently, the alarm will sound while the unit is being cleaned.

SMOKE ALARMS ARE A KEY PART of a home fire escape plan. When there is a fire, smoke spreads fast. Working smoke

alarms give you early warning so you can get outside quickly.

• Install smoke alarms inside and outside each bedroom and sleeping area. Install alarms on every level of the home. Install alarms in the basement.

• Large homes may need extra smoke alarms.

Your Source for SAFETY Information • It is best to use interconnected smoke alarms. When one smoke alarm sounds they all sound.

• Test all smoke alarms at least once a month. Press the test button to be sure the alarm is working. www.nfpa.org/education • There are two kinds of alarms. Ionization smoke alarms are quicker to warn about flaming fires.

Photoelectric alarms are quicker to warn about smoldering fires. It is best to use both types of alarms in the home.

• A smoke alarm should be on the ceiling or high on a wall. Keep smoke alarms away from the kitchen to reduce false alarms. They should be at least 10 feet (3 meters) from the stove.

• People who are hard-of-hearing or deaf can use special alarms. These alarms have strobe lights and bed shakers.

• Replace all smoke alarms when they are 10 years old.

Modern homes burning faster Research over three decades has shown that modern homes may be making house fires more deadly than ever before.

Newer homes and furnishings are made with more synthetics, which make fires ignite and burn faster. They also release more toxic gases when burned. Most fire victims die from smoke or toxic gases and not from actual burns. Deadly conditions are reached much more quickly now than in the 1970s when more natural materials were used in home and furnishings.

Over 30 years ago, an important study conducted tests in actual homes with sizes and floor plans, furniture and items, and smoke alarms on the market. That report concluded smoke alarms generally provided the necessary escape time for different fire types and locations. This research led to the popular use of smoke alarms in residential settings.

A more recent 2005

Modern home building materials and furnishing are made with more synthetics, which make fires ignite and burn faster. study found a troubling difference with the previous investigation. The amount of safe escape time was consistently shorter and the fire growth rates were faster.

It is thought that synthetic materials currently found in homes contributed to this change.

The study concluded that because fires could be more aggressive, the time needed to escape home fires has been reduced from approxi-

mately 17 minutes to as little as three minutes.

This gives less time for occupants to escape a fire and is shorter than the seven minute response time target for fire services. This disparity can mean the difference between life and death.

The public is encouraged to plan for a three-minute evacuation in case of a fire.

Tips for staying safe in the kitchen

Kitchen fires due to cooking oil or grease igniting into flames cause the fastest-spreading and most destructive type of residential fire. When cooking with grease or oil, it is extremely important that you plan ahead so that you will know how to react fast to fire. Here are some tips:

Deep Frying The safest way to deep fry foods such as chicken or fries is to use a thermostatically-controlled electric skillet or a deep fat fryer.

Pan Frying Keep a pan lid or cookie sheet handy in case grease or oil catches fire. The lid or cookie sheet should be slid over the top of the pan to smother the fire.

Never attempt to move a flaming pot or pan away from the stove. The movement can fan the flames and spread the fire. The pan will also likely be very hot, causing you to drop it. In either case, you are placing yourself at great risk. Your immediate action should be to smother the fire by sliding a lid or flat cookie sheet over the pan.

Afterwards, turn off the heat and exhaust the fan, allowing the pan time to cool.

Most importantly, react fast, because grease fires spread very quickly.

Oven Cooking Keep your oven clean. Grease and food splatters can ignite at high temperatures.

• Ensure that you wear oven mitts when

removing cooking containers to avoid serious burns.

• Follow the cooking instructions for the recipe and the product you are using.

• Broiling is a popular method of cooking. When you use your broiler, place the rack five to eight centimetres (two to three inches) from the broiler element. Always place a drip pan beneath the broiler rack to catch the fat drippings. Never use aluminium foil for this purpose because the fat accumulated on the foil could catch fire or spill over.

Microwave Cooking Microwave ovens are a marvellous timesaving tool, but there are three characteristics of microwave cooking you should be cognizant of: • Foods, like those in high-fat or sugar, can heat very rapidly but feel cool to the touch. Pastry fillings can be very hot, but the crust cooler. Milk in baby bottles could be boiling, but the bottle itself not very hot to the touch. Use caution at all times.

• The heat is reflected by the metal interior.

• Heat can pass through glass, plastic and other materials.

• Heat is absorbed by the food.

• Do not use tin foil or any other metal objects in the microwave. If a fire occurs, keep the door closed and unplug the unit.

Call a qualified maintenance technician to ensure the microwave is in proper working order before using it again.

Additional tips for fire safety in winter

The winter season is the worst season for fires in Canada.

That is why all Canadians must be mindful of the importance of fire prevention and safety.

During the winter, we must heat our homes, most of our meals are prepared and eaten indoors, our clothing is dried indoors and people who smoke tend to do so indoors.

Besides following the other fire prevention advice, for the winter remember that: • Heating appliances such as space heaters should not have anything combustible close by and need at least one metre (three feet) of space around them. Inspect the electrical cord attached.

If it overheats, you have a fire hazard. Keep young children away from them.

DON’T LET THIS HAPPEN TO YOU!

• Electrical and heating systems can fail and become fire hazards.

Ensure they are regularly checked by a professional, especially prior to the winter season when fireplaces, heaters, appliances and other electrical equipment are in maximum use.

• Smoking while in bed, tired or under the influence of alcohol or medication is the most common cause of fires that kill.

• Most chimney fires occur with wood-burning fireplaces. Ensure chimneys are cleaned and professionally inspected regularly.

Burn only small quantities of wood at a time.

• Teach children that fire is not a toy; it is a tool we use to cook food and heat our homes.

• Educate your children about the dangers of fire and make sure they know

• Never use a flammable liquid near a flame or source of spark. Beware of hidden sources of sparks like water heater pilot lights, electric motors or heaters. Never smoke while pouring or using flammable liquids.

• If even a small doubt exists about any appliance/ equipment that you use, do not hesitate to contact a qualified technician. It may save your life, and the lives of your loved ones.

Fireplace Safety A fireplace becomes dangerous when accumulated tar or creosote catches fire or from uncontrolled burning or over-fuelling. Other causes of fireplace-related fires are substandard design or installation and lack of safety precautions.

• Open the damper before lighting the fire, and keep it open until the ashes are cool enough to touch.

• Ensure the fire is completely out before going to bed or leaving the house.

• Do not store combustible materials such as paper or wood too close to the fireplace.

• Use a screen in front of the fireplace opening to protect children and to prevent embers from escaping and igniting carpets, etc.

• Never leave children alone near a fireplace.

• Use dry, well-seasoned wood in small amounts.

• Have chimneys cleaned and serviced at regular intervals by a professional.

• Never overload your fireplace.

• Never use charcoal starter fluids, gasoline or any flammable substance to start fires.

• When using artificial logs, burn only one at a

time and follow instructions on the wrapping.

• Always place the ashes in a metal container and take them outside the house.

The Winter Season and Carbon Monoxide • It is important to install a carbon monoxide detector in your home. However, carbon monoxide detectors do not replace the need for prevention through yearly maintenance and inspection of heating systems and appliances.

• Smoke inhalation from fires is the most common form of carbon monoxide poisoning. Cigarette smoke and vehicle exhaust are the most common sources of regular carbon monoxide exposure.

• There must be an adequate supply of air for complete burning or combustion, or an excessive amount of carbon monoxide will accumulate indoors. Ensure that your wood stove or fireplace is not competing - for long periods of time - with your clothes dryer, kitchen, bathroom and attic vent fans, central vacuum cleaners and kitchen barbecues, which exhaust air from the home and so starve the furnace or the fireplace of oxygen.

• Proper venting of fuelburning appliances to the outside is also essential to prevent collection of carbon monoxide gas inside buildings.

• Never insulate or try to seal up a drafty hood, wind cap or exhaust vent on any natural gas appliance (furnace, water heater, range, dryer, space heater or fireplace). Keep all fuel-burning equipment free of lint, dust and trash. Don’t store anything close to the equipment that could restrict air circulation.

It might be the South Delta Sun Devils only loss this season and it didn’t even happen on the court.

On Monday, the senior girls volleyball powerhouse learned it would not be given a chance to three-peat as provincial AAAA champion.

The Tsawwassen school’s enrolment number for girls in Grades 11and-12 has dipped to 259 — seven below the minimum allowed to play in the sport’s highest tier. The Sun Devils filed an appeal with the B.C. Secondary Schools Girls Volleyball Association (BCSSGVA) to make an exception. After a lengthy discussion among executives, it was defeated.

The rule was put in place several years ago, mainly to prevent smaller independent schools — that have the ability to attract student athletes — from competing for higher tier championships.

“The competitive integrity of each of our four tiers was more

persuasive than providing an opportunity for a team to defend a title playing out of their tier,” said the BCSSGVA in an official statement.

It means the Sun Devils will instead be heavily favoured to win next month’s AAA championship tournament in Parksville thanks to a stacked line-up that features four university-bound players. South Delta already holds down the No. 1 ranking among AAA schools.

“The girls were devastated when they got the news,” said Devils head coach Dan Burgess. “We have had some tremendous battles with (AAAA) teams like Riverside and Earl Marriott over the past four years. Now, they are no longer our rivals.

“I’m just really not sure what the appeal process is even for if a situation like ours, as two-time defending champions and only seven kids under the limit, is denied.”

With less scheduled league games at this level, Burgess is now scrambling to line-up some exhibition matches with AAAA teams to fill the void and, more importantly,

keep his girls sharp.

“It’s important to say at any level there are some very good teams at the top,” he continued. “We have had some excellent matches with Kelowna Christian in the past and they are an ‘A’ size school. The question is the depth.

“After the top four or five teams, it typically drops off. It’s going to be a different experience at the provincials or Fraser Valleys where we have been really challenged in our earlier matches.”

The Devils have the makings of being one of the most dominant and talented athletic teams ever to represent the school.

Grade 12 twins Megan and Nicole McNamara are coming off another impressive summer representing Canada in beach volleyball — highlighted by a silver medal at the Youth Olympic Games in China. They will be continuing that version of the game at UCLA next year. The McNamaras will be looking to win their fourth consecutive provincial high school title, having also pulled off the feat in junior as

Grade 9s.

“Last year at this time it was half in and half off for them because they were also so busy with beach volleyball too,” said Burgess. “Now they are coming off an amazing summer with the international play behind them so they are more involved and excited about their final (high school) season.”

Middle Cassidy Pearson is also seeking her fourth straight B.C. championship. She was called up in her Grade 10 year to fill in for an injured Christine Howlett and helped South Delta win provincial gold. Last season, she was named MVP at the Fraser Valley championships.

Pearson and another Grade 12 standout — Laura Findlay — recently made a verbal commitment to play at the University of Manitoba next season.

“It’s the end of a golden era for this program,” added Burgess.

“Next year will be a bit of a rebuilding season for us but there is potential to contend again in a couple of years.”
