The decisions made by our elected leaders directly affect our farms, our families, and the rural communities we call home. That’s why staying informed and engaged in the electoral process is so important, especially during the primary elections when voters help determine who will appear on the general election ballot.

The Delaware Farm Bureau Primary Election Guide was created to help our members do just that. Agriculture is shaped by public policy at every level of government, and those seeking office must understand the issues and challenges facing Delaware farmers. At the same time, it is equally important that our members have access to clear, reliable information as they prepare to vote.

This guide allows candidates to share their views on issues important to Delaware’s agricultural community. To maintain fairness and transparency, all responses are published exactly as submitted, and candidates who choose not to participate are noted accordingly.

The Election Guide is not an endorsement of any candidate or political position. Instead, it is a resource designed to put information directly in our members' hands, allowing each individual to make informed choices based on their values, experiences, and priorities.

INTRODUCTION The Delaware Farm Bureau Primary Election Guide is provided as a resource to help members better understand where candidates stand on issues affecting agriculture and rural communities. The guide is intended to support informed participation in the electoral process by presenting candidate responses in a clear and accessible format during the primary election.

The Delaware Farm Bureau (DEFB) is a grassroots, member‑driven organization representing farmers, landowners, and those connected to agriculture across the state. DEFB’s mission is “to promote and protect Delaware agriculture through education and advocacy to ensure a quality of life for farmers and their families and their consumers.”

Advocacy is a core function of DEFB. The organization works with elected officials and policymakers to communicate the priorities and concerns of the agricultural community on issues such as land use, environmental regulation, conservation, taxation, labor, and infrastructure. DEFB is nonpartisan and does not endorse candidates; its role is to provide information and represent the collective voice of its members.

Primary elections play an important role in shaping the choices that will appear on the general election ballot. For agriculture, this early stage in the electoral process is a critical opportunity to engage with candidates and evaluate how well they understand the needs and challenges facing Delaware’s farming community.

This Election Guide reflects the Delaware Farm Bureau’s commitment to transparency, education, and engagement. Voting is one of the most important ways Delaware residents can participate in shaping the future of their communities. 2026 VOTING INFORMATION Primary Election Day Delaware’s General Election will be held on Tuesday, September 15, 2026. Polling places across the state will be open from 7:00 a.m. to 8:00 p.m.

Jeff Appelhans Jeff Appelhans is a historian and educator running for the United States Senate. He lives in Newark and is building a campaign focused on constitutional reform, human dignity, and practical public capacity. He is the grandson of Colorado ranchers and comes from Volga German families who settled to farm in Nebraska and Colorado. He often likes working with his hands more than typing on a keyboard.

How will you balance development pressures with the need to preserve Delaware’s farmland?

Delaware should preserve farmland by making farming viable, not by freezing families in place.

Delaware’s preservation program is a genuine structural achievement, but an easement preserves land use; it does not alone keep a farm affordable, solvent, contiguous, or transferable. I support voluntary preservation easements, with targeted additional funding, and predictable growth areas tied to roads, water, power, housing, and adopted local plans. Farmers should retain real choices about their property, but no applicant has a right to rezoning, subsidized infrastructure, or hidden ratepayer risk. Counties and municipalities should decide transparently, with state and utility facts about water, power, traffic, emergency services, drainage, noise, taxes, and fragmentation of working farm blocks. Housing matters, and so does economic development; neither requires parcel-by-parcel improvisation. Delaware should protect productive land, farm income, succession options, and local self-government while steering growth to places public infrastructure can actually support.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Farmers are legendarily wise about money and know the scent of bullshit. They know when diesel is over five bucks a gallon, when equipment sits idle because the manufacturer controls the repair, and when another season depends on whether a lawful crew arrives. I would pursue predictable trade policy; enforceable seasonal-workforce timelines; a vetted returning-worker track; portability among approved employers; a lawful-status option for established farmworkers; and real wage, housing, transportation, due-process, recruiter-fee, and anti-retaliation protections. I would pair that with shared Extension or cooperative help for records, compliance, bookkeeping, maintenance, and succession. Farmers should have the right to repair supported equipment, export their data, revoke access, and exit a vendor, with human and offline fallbacks. Modernization should reduce burdens, protect workers, and leave farm families in control. I want to help Delaware farm families control their own destiny through the changes ahead; technology cannot create a viable succession.

Chris Coons Chris Coons has spent his career working to solve some of the biggest challenges confronting Delaware and our country, from creating jobs to lowering costs to protecting our values. I’ve worked to have a strong, consistent record supporting farmland preservation in Delaware, which starts by visiting with family farmers to understand the many external pressures Delaware’s ag families face. Through the Farm Bill, I advocate for conservation programs that help farmers protect water quality, conserve soil, and preserve farmland. I’ve championed permanent reauthorization of the Land and Water Conservation Fund, which supports land, water, and wetland conservation and utilizes federal tools so Delaware farmers can access funding.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Delaware is home to the largest per-capita chicken industry in the country, and I'm working to protect the family farmers who drive it. I will continue to push back against tariffs that raise costs and squeeze export markets for Delaware soybean and poultry farmers. I listen to constituents, convene stakeholders, and build bipartisan support to get relief across the finish line. As co-chair of the bipartisan Senate Chicken Caucus, I hear directly from Delaware growers about a costly gap: when a bird flu case is found, all poultry farms within a 10-kilometer radius are barred from placing new flocks until the virus is contained — but only farmers whose flocks tested positive receive compensation, leaving flu-free growers to absorb the financial hit. That's why I've introduced the Healthy Poultry Assistance and Indemnification (HPAI) Act, working closely with the Delaware Department of Agriculture and Delmarva Chicken Association, to shape the fix.

Delaware's farmland crisis isn't just about acreage — it's about which acres.

Developers take our best, most fertile ground first, leaving farmers to work what's left. Even with one of the best farmland preservation records in the country, most of Delaware's farmland remains unprotected, especially in Sussex, where only about 22% is protected. Why? Landowners who preserve receive just 41 cents on the dollar of development value, on average — so across Delaware, selling can still beat preserving.

As Senator, I'll push federal dollars to close that gap — funding preservation payments that compete with real development value — and help Sussex and Kent direct new growth toward existing towns and higher density developments, instead of sprawl reaching the farm gate. Delaware's preservation program works; it just isn't funded to match today's land prices.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Eric's legislative priorities for Delaware farm families: - End the inheritance tax on family farms passed from generation to generation, so families aren't forced to sell to developers just to cover a tax bill. Bring tariffs on fertilizer and farm equipment to zero — full elimination, not partial relief — to lower input costs now.

- Shift farm subsidies away from crops grown for vehicle fuel and toward food for people and animals.

- Expand conservation and farmland preservation funding to keep prime farmland in production.

- Protect crop insurance and federal farm programs that carry family farms through bad years.

- Invest in agricultural research and Extension services so Delaware farmers have the tools to stay competitive.

Together, these priorities protect farm income, farmland, and the next generation's ability to keep farming.

Growth must serve national strength and local prosperity, not hollow out the countryside. Strong farms, strong families, and a strong Delaware go together. I will fight to keep productive soil in production while building the capacity this state and this country need.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Delaware’s family farms are the foundation of our rural economy and our food security. To secure their long-term viability I will pursue a focused American System agenda: reform federal estate and capital gains taxes so productive land can pass to the next generation without forced sales; expand reliable credit and rural infrastructure investment so farmers can modernize equipment, irrigation, and processing capacity; cut the regulatory burdens that drive up costs without improving results; and use targeted industrial policy to strengthen domestic markets for Delaware poultry, grains, and specialty crops. I will also defend voluntary, incentive-based conservation tools that keep land in production rather than locking it away. Strong farms require strong property rights, fair markets, and a next generation able to stay on the land. That is the legislative priority I will fight for in the U.S. Senate.

How will you balance development pressures with the need to preserve Delaware’s farmland?

I believe that “subsidiarity” is best, including regarding farmland. Land-use decisions should be made at the local level, as much as possible. Also, I believe that a well-informed and active local, rooted populace – farmers and other local residents alike -- leads to good decisions. In part, toward the end of strengthening local decision-making, I champion what I call the American Prosperity Plan. This plan would relieve people of private debt, give a big boost to those not in debt, benefit creditors, relieve Uncle Sam of debt and revive 1950s economic growth or even better. Consequently, Delaware residents would have far more time and resources to “reason together” and to stand up to encroaching government officials and big businesses.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

I oppose the globalist and big corporate takeover of our farms. This includes protecting Delaware from anything resembling UN Agenda 2030, federal projects such as Biden’s 30 by 30, and Wall Street farm grabs. I defy the false, global-warming alarm, including opposing the bizarre offshore wind farms. At the same time, I champion my American Prosperity Plan, which certainly would strengthen farmers. Delaware farmers are facing crushing prices for fertilizer and other inputs, and for labor and land. My detailed, explicit plan – this is no mere litany of promises – would rekindle high economic growth, tame inflation and put a stop to the immense concentration of wealth which threatens farmers and other decent Americans, too. Finally, I would do my part to stop “endless wars” – see my proposed “Grand Bargain.” Among other evils, these wars contribute to high fertilizer costs and may result in a military draft.

Kathy Jennings I’ve been an attorney my entire career and have prosecuted everything from robbery and rape to Delaware’s only serial killer. Since I took office in 2019, we’ve had the six least-violent years on record, reduced recidivism, and won about $1 billion for Delaware taxpayers in corporate and federal lawsuits, including multiple successful lawsuits to stop the tariffs that are wrecking our economy.

What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities?

Let’s start here: we all need to do better for farmers. Sometimes that means staying out of the way and sometimes it means standing up.

Right now the federal government is doing a lot to get in the way. After promising the sun and the moon to American farmers, the President’s trade war has only made inputs more expensive, harassed a migrant workforce, and ultimately made it harder to sell broilers and grain abroad. We sued to stop it.

We also stood up when the government tried to cut $80 million in programs that fund rural schools, Head Start, Meals on Wheels, victim services, and health centers. We stood up to save those funds.

And we’ve repeatedly stood up to corporate polluters who’ve made it harder for rural families to safely enjoy our natural resources, including clean air and water.

Michael A. Smith I, Michael A. Smith, am a professional economist who was raised working-class and moved hundreds of miles for an affordable degree.

After earning economics and finance degrees from the University of Alabama, I worked at economic research groups Secretariat Economists and Cornerstone Research, served as a staffer in Delaware's House of Representatives, and founded a nonprofit helping families cut energy costs. What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities?

Delaware's Treasurer has a direct, and often overlooked, role in rural Delaware. The Treasurer holds a seat on the board of the Delaware Agricultural Lands Preservation Foundation, so I'll be a committed vote to protect working farmland and preserve family farms for the next generation.

The office also runs the savings programs rural families count on. Delaware EARNS gives farm families, farmworkers, and the self-employed a way to build retirement security without an employer plan, and our 529 plan helps parents save for college and vocational / technical training alike.

I've also made a point of hiring several staff members from rural and farming communities in Kent and Sussex counties, because the next Treasurer should understand every corner of this state, from Bridgeville to Claymont, Newark to Dagsboro. As an economist raised working-class, I know these programs aren't abstractions: they're how a family plans, saves, and holds onto what they've built.

As a State Representative, I wouldn't have control over the zoning, however, I would be able to help increase funding for farmland preservation. I would be able to help create tax incentives to help keep land in agriculture. I would try and focus growth to areas that already have existing infrastructure supports. I would try and push for redevelopment of existing developed areas versus developing farmland. Once we lose farmland to any kind of development it will be very difficult to recreate it. I would fight to protect local control on growth versus allowing the state to override decisions made at the local level. I would support more 4-H programs in schools, so the next generation understands the importance of farms and agriculture. No farms=no food. Delaware needs to ensure that Delaware can plant something other than basements and parking lots. I will be that voice for farmers.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

I would seek input from the Delaware Farm Bureau to coordinate a legislative plan to assist and protect farmers. I would look to meet with the farm owners in Middletown to learn how I can assist them best as their Representative. I am not a farmer, so I won't pretend I know what is best for them or their land. I want them to educate me so I can be their voice in Dover. But with that said, I would look to increase funding for farmland preservation. Review the application process that farmers need to submit so it is not cumbersome and not a long approval process. Review possible increased tax incentives. Look to strengthen the rights of farmers to farm and reduce nuisance complaints/lawsuits. I would look to reduce any unnecessary regulatory red tape. Middletown used to be a farming community and we need to remember our roots.

The 9th District is where this question gets decided. Odessa, Townsend, and Port Penn are surrounded by working farmland, and we are watching development move faster than the infrastructure and planning meant to guide it. I have said from the start that overdevelopment is one of the biggest challenges our community faces. Balance does not mean stopping growth. It means directing it. I support strengthening and fully funding the Aglands Preservation Program, which is voluntary and landowner-driven — farmers decide, and they are paid fairly for development rights they choose to sell. I would prioritize easements in exactly the areas facing the most pressure, and I would insist that road, school, and water capacity be planned before approvals, not after. Farmland is not vacant land waiting for houses. It is a working industry, an economy, and a way of life worth protecting.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Three priorities. First, fund farmland preservation at a level that matches today's land values.

Appraisals have risen sharply, so flat funding preserves fewer farms each year. I would fight for consistent, predictable Aglands funding rather than leaving it to compete for scraps in tight budget years. Second, keep land reachable for the next generation. Preserved farmland is more affordable farmland. I would support credit access, transition planning, and beginning farmer programs so family farms survive the handoff between generations. Third, rural healthcare — where my career is directly relevant. I have spent two decades expanding care access for rural Delawareans, including telehealth. Farm families face distance, aging, injury, and stress with fewer providers nearby. Health access is a farm viability issue, and I would treat it that way. And I would consult farmers early, not hand them decisions already made for them.

My family was recently humbled to receive an honorary chapter degree from the Odessa High School FFA in recognition of our support for agricultural education and student leadership. We are grateful for this recognition and proud to support the next generation of agricultural leaders.

Rapid growth, housing and commercial projects in Kent and Sussex counties are raising and we need rural open spaces and working farms. We must look at Federal and State funding. We must look at DALPF (De Agricultural Lands Preservation Foundation) Move towards protection efforts and preserve our 1,300 farms. Also tax incentives, I support covered crops program on all three counties in coordination with DNREC.

I will continue to support covered crops program, DALPF. We as a state need to promote and market what our farmers produce. How important it is we serve our local grocery stores. Corn, soybeans and watermelons are important to our nation. In the future we must use our Port of Wilm. to export agricultural products.

At the same time, we must protect productive farmland, direct growth to appropriate areas, and invest in the infrastructure that both residents and farmers rely on. Last legislative session, I supported legislation to accelerate infrastructure improvements and improve transportation planning because smart infrastructure reduces congestion, improves safety, and supports our agricultural economy. As a member of the House Agriculture Committee, I will continue advocating for balanced policies that preserve farmland, protect open space, and ensure farmers remain active partners in every major land use decision. Family farms are the backbone of Sussex County's economy and way of life. One of the first tours I took after being elected was with the Delaware Farm Bureau, where farmers consistently raised concerns about road safety. Since taking office, I have worked to ensure agriculture is part of every transportation conversation. Farmers and farm equipment must be considered in every road construction project. Wider lanes, properly designed roundabouts, safe shoulders, and appropriate speed limits are essential to protecting those who feed our communities. Last session, I supported legislation that accelerates infrastructure construction because completing projects more efficiently reduces lengthy work zones that can limit field access and create dangerous conditions for farm equipment. I will continue pursuing investments in agricultural infrastructure, farmland preservation, workforce development, and practical regulatory reform while ensuring transportation and land use decisions reflect the needs of Delaware's farming community. I would look for state support that incentivizes processing agricultural products (i.e. soy crushing facilities). Reduced funding at the federal level has been problematic and farmers are clearly getting squeezed from a financial point of view. While federal financial assistance has been helpful but it is still insufficient. Finding incentives for domestic production will be critical.

At the state level, ensuring that the Aglands Preservation Program is well funded is vital. When farmers have the opportunity to receive fair payment for their development rights, the farmer is no longer in the difficult position of needing to sell the land for other uses for money. As county and municipal governments work to build more affordable housing, ideally this is done in an area that doesn’t take away from our most productive soil. We must ensure that farmland does not become less valuable, both for when the farmer is ready to sell or preserve and also to ensure that their borrowing power is not diminished.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Delaware’s farmers need a voice in the legislature, so the first step is ensuring that we’re listening.

Continuing to fund the Aglands Preservation Program so that it can AT LEAST meet its goal of preserving 50% of DE’s farmland is necessary. We should expand our Right to Farm laws such that farmers no longer have a one year waiting period for being shielded from nuisance suits. Sen. Huxtable’s SB 84 should be revisited. The work started under SB 35/SCR 106 this session needs to be continued. Ag buildings need to be assessed fairly and in a way that keeps farmers farming and in their homes. I look forward to the State Farmland Assessment Advisory Commission’s findings so that this legislation can be revisited.

There will be a need to balance the growing demand for increased housing, the need to keep legacy farms in their respective communities and some willingness to understand that some property owners see their land as their "retirement fund." All stakeholders will need to be able to actively listen to the concerns of all parties to come to amicable conclusions. I would be prepared to help mediate those discussions with anyone willing to listen. Consideration for farmers that are struggling and want to keep their farms, would clearly need to be considered.

Priorities would be focused on maintaining open land for farming. In the case of a troubled farm, perhaps an avenue could be a purchase by the State to maintain the tilled acreage with a lease back arrangement to the current farmer. The farmer continues to plant and harvest the property for his use, but would be leasing it and no longer have the burden of a mortgage (if that were the case.) The State would maintain ownership and could then pass it on to another farmer should the original owner look to get out of farming.

We should work to protect the farmland that supports our farmers, our economy, and our way of life. With good planning, we can meet today's needs without sacrificing the land that future generations will depend on.

Delaware’s farms are already the most productive per acre in the country; they have done their part; now we need to do ours to protect them.

Family farms are a big part of Delaware's economy and our way of life, so we need to make sure they can succeed for generations to come. My priorities would be to protect farmland from unnecessary development, address the impact of rising property assessments on farmers, and support programs that help farmers stay in business.

I also want to reduce unnecessary regulations and make sure farmers have a voice when laws and policies affecting agriculture are considered. Often, rules are passed with a focus on large corporate farms, but they have lawyers and compliance teams that can more easily navigate those rules than a family farm.

Together, we secured the funding to make this initiative a reality. I also support expanding farm to school programs so more Delaware-grown food is served in our schools. That creates reliable markets for local farmers, strengthens our food system, and helps students build healthy eating habits. Consistent with my platform's focus on utility costs, I would hold large industrial and data center projects responsible for the infrastructure costs they create instead of passing those costs on to residents and farmers.

Three priorities. First, costs. Farms run on energy, and my platform's push to strengthen utility oversight and hold corporations responsible for the infrastructure costs driving rate hikes protects farm operations directly. Lowering healthcare and prescription costs also matters because farm families are self-employed and pay their own way. Second, keeping farms in the family. The riskiest moment for a family farm is when it changes hands. I would support strengthening the tools that help families pass land to the next generation and help new farmers gain access to land and capital.

Third, rural infrastructure. Reliable roads and broadband are necessities for a modern farming operation, and I would protect farmland preservation funding from being diverted during difficult budget years. I represent Dover and Magnolia, not a farm, so I will be honest. I want the Farm Bureau at the table before I vote on anything affecting its members.

Agriculture is Delaware's economic backbone, not vacant land waiting for another set of rooftops. But the farmer who spent forty years working that ground gets to decide what happens to it. That's why I support fully funding the Delaware Agricultural Lands Preservation Foundation. Voluntary easements pay farmers real money to keep land in production — that's the free-market answer, and it works.

Beyond that, three things. Protect the Right to Farm Act so families who move next to a working farm can't sue over the smell, the dust, or the 5 a.m. tractor. Keep land-use decisions with county and municipal officials who answer to the people who live here, not Dover bureaucrats. And require that infrastructure — roads, schools, water — be planned and financed before approvals, so sprawl doesn't outrun what taxpayers can carry.

With discipline, smart development and farmland can coexist.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Four priorities: First, fully fund the Delaware Agricultural Lands Preservation Foundation — farmers volunteering to preserve ground. That's a budget choice, and I'd fight for it.

Second, smooth generational transfer. Delaware should expand tax relief for farm succession so a family doesn't have to sell acreage to settle an estate. We must not risk farms at the transition.

Third, strengthen the Right to Farm Act. As development pushes into Kent and Sussex, we cannot allow nuisance litigation to become a slow eviction. Farmers need certainty that lawful operations stay lawful.

Fourth, cut regulatory drag. Permitting timelines, DNREC compliance costs, and duplicative reporting hit small operations hardest because there's no compliance department — it's the farmer at the kitchen table at 10 p.m.

We also need to continue investing in farmland preservation programs, reduce unnecessary regulations that make it harder for farmers to operate, and improve drainage and infrastructure that supports agriculture. I also want to make sure farmers have a voice before major development projects are approved in their communities. Farming isn't just a business, it's a way of life that supports our economy, our food supply, and our heritage.

We can support responsible growth without sacrificing the farmland that feeds our families.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

My legislative priorities would include increasing funding in the Bond Bill for Delaware's Farmland Preservation Program to protect family farms for future generations. I also support SB 53. As President of the Frederica Senior Center, I've seen firsthand how our community food bank would benefit from connecting seniors with fresh, locally grown produce from farms in our district.

I also support SB 211, which adds a younger member to the Governor's Council on Agriculture. We need to encourage more young people to get involved in agriculture and public service so the next generation is ready to lead.

Finally, I support legislation like HB 176 that protects farmers' right to repair their own equipment or choose an independent mechanic. Lower repair costs and less equipment downtime help keep Delaware family farms productive, competitive, and financially strong.

Work with farmers to expand land trusts and land conservation to make preserving farmland common sense. The State must be competitive with developers in land conservation. Also, reducing tax burdens or capping land tax based on farms revenues will help farms hang onto land. Ensuring farmland is assessed and taxed as farmland and not as presumed developable real estate takes pressure off farms and reduces inflated taxation. And making developers pay their part for creating sprawl. In Delaware we are paving a road of gold for developers with outdated code and impact fees.

The tab often falls to taxpayers. Doing so will help curb rapid sprawl and strategically lessen the incentives to develop with the trending ferocity. This includes lobbying local municipalities to update their framework for development expectations as well as being tougher on variances and zoning changes.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

We must work to reduce or eliminate the transfer tax on farmland that is being assumed by immediate family members. This should not come with the stipulation of farmland preservation.

Landowners should not have to sell their development rights to the state to avoid transfer tax. While this may open doors for development in the future, it should not be a decision young landowners need to make to continue their family’s farming legacy. There are several states in the union that do not have any state-level real estate transfer taxation. Second, see that poultry farms and the taxation of the poultry houses are addressed to reduce the tax burdens carried on these structures. Poultry houses are used to produce food commodities like a farm field and should be assessed as such.

How will you balance development pressures with the need to preserve Delaware’s farmland?

As a former Chair and Vice-Chair of the House Agriculture Committee, I established the Young Farmers Program in the State House which helped slow growth and development. Under that program, I am proud that over 42 young farmers have preserved over 3,420 acres of farmland at a cost of $10 million dollars. I will also work toward encouraging a county partnership to slow development and hold national developers more accountable.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

The State Farmland Preservation Fund has not been funded adequately over the past decade. I will press the Governor and Joint Finance Committee to double the funding for that important program.

I have experience working with former Senator Thurman Adams on many revisions and updates to important agriculture legislation. Most importantly, I will meet regularly with farmers to ensure that DNREC is not getting in the way of our farmers earning a living and making life more difficult through burdensome regulations. I am proud to include Former Agriculture Secretary Ed Kee as one of my first endorsements.

To save farmland the most important issue is preservation. We have to leave the bidding process; farmers are preserving parcels of land that are not of great value or developable. Farmers are not going to preserve land that has a potential value of millions, for a few thousand dollars an acre. We are going to have to generate a new revenue source to generate a large sum of funds to offer farmers a fair amount of money for their land, thus entering into farmland preservation. We also must ensure we are focusing on parcels that are developable to save our ag industry and more importantly preserve Delaware’s future in agriculture. Adding this program into the purchase of farmland along with a low interest programs would allow farmers to expand their operation and more importantly help young farmers achieve their dreams.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

For farming to continue into the future there are several items of concern. The first would be to reduce and or exempt taxes on multiple farm properties. Second is to work on programs to assist farmers with a financial recovery towards crop damage while concurrently working to reduce the deer population through expanded hunting opportunities. Third is to ensure farmers have a right to move freely about the roads, as we see development encroaching on farms this is becoming an issue.

Senate - District 1 Democrat

Adriana Bohm Adriana Leela Bohm is a Wilmington Democrat running for State Senate in District 1. The daughter of a Vietnam-era veteran and an immigrant mother, she joined her mother on the GM assembly line at 17 before earning a Ph.D. in sociology. How will you balance development pressures with the need to preserve Delaware’s farmland?

I represent a city district, so I come at this as someone who wants growth directed to where infrastructure already exists. Sprawl is expensive for everyone. It takes working land out of production and pulls public dollars toward new roads and pipes instead of maintaining what we already have.

Delaware should fund the Agricultural Lands Preservation Program at a level that keeps pace with land values, so that preservation is a real option for a family rather than a losing bid against a developer. I also support requiring that public subsidies and tax breaks go toward housing working families can actually afford, built in existing communities, rather than luxury development on open ground.

Farmland preservation and my housing agenda are the same policy from two directions: build up where we already are, and keep working land working.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Three priorities.

First, healthcare. Farm families are self-employed, and premiums hit them harder than almost anyone. Lowering the cost of coverage and prescription drugs is farm policy.

Second, generational transfer. The greatest threat to a family farm is often the moment it changes hands. I would support strengthening the tools that help families pass a farm to the next generation, and help beginning farmers reach land and capital, instead of watching acreage sell to a developer by default.

Third, infrastructure. Reliable broadband and maintained rural roads are not luxuries for a modern operation. I would also protect farmland preservation funding from being raided in tight budget years.

I do not represent a farming district. I would want the Farm Bureau at the table before I voted on anything affecting your members.

It’s important to emphasize that I take no corporate or other business entity donations. I consider myself purely beholden to my constituents and the needs of Delaware. I worry that politicians who take that money are not.

Delaware’s farmland is vital to its economy. I do not want to see Delaware farmers experience what happened to Florida’s orange industry, which has nearly collapsed. This was due to short-sighted and rapid deregulation schemes, as well as the fact that their legislature caved to the demands of wealthy developers.

I will balance the pressures between these interests by pushing for responsible development, particularly for struggling families who need affordable housing the most, in the parts of the state that can actually withstand this development. My priority is to create a Delaware economy that works for regular people and I cannot be influenced out of prioritizing that.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

Again, I want to learn from Florida’s gross mishandling of its citrus industry. In addition to overdevelopment, Florida let various environmental issues, such as invasive species and inadequate storm protection, plague its crops. Compounding this was its complete laissez faire approach to major corporations and foreign capital buying up Florida family farms.

I want serious climate change and environmental policy passed. We are the lowest lying state in the union. I do not think we have done nearly enough to address how vulnerable we are to regular flooding.

I also want to see Delaware family farms kept in the ownership of Delawareans. When non-Floridians took over its citrus industry, they did not have a stake in preserving the land or the long term output of the crop. The legislature needs to take measures to ensure that the owners of Delaware farmlands have stakes in the success of this state.

While Delaware has experienced exponential economic and population growth over past years, I believe it is vital that we preserve our farmland and open spaces for generations to come. Growing up in northern Delaware, I have seen how sprawling residential and economic development can quickly overwhelm our local farm communities; however, growth does not have to come at the cost of aglands. By pursuing sustainable development strategies such as higher-density and mixed-use housing, we can limit suburban sprawl that has eaten up so much of Delaware’s farmlands. As our state continues to grow, we must remember that agriculture not only represents so much of our cultural and environmental heritage, but is still the largest economic sector in our state. The choice between growth and farmland preservation is a false one and I will continue fighting for sustainable development and to protect our farmlands if reelected to serve the 9th district.

What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms?

As co-chair of the Joint Capital Improvement Committee (Bond), I have supported increased funding for Delaware’s Agland Preservation and Cover Crop programs year after year. I was proud to support this year’s $10 million investment in the Agricultural Lands Preservation program, and on Bond, successfully advocated for an increase in funding to Delaware’s Cover Crop program. I am happy to report that we achieved an increase in funding for the Cover Crop program from $6.4 million during FY26 to $8 million this year. Delaware’s Agland Preservation and Cover Crop programs have been vital tools for family farms up and down our state who have sought to protect their lands and explore sustainable farming techniques. In addition to advocating for smarter development strategies that preserve our aglands, I will continue to support funding for these important programs.

Preserving agricultural land also requires making preservation a realistic choice for landowners. Too often, our farmers are faced with selling farmland that has been in their families for generations when development offers exceed what farming can provide. Expanding the Agricultural Lands Preservation Program and strengthening incentives for conservation will help protect these critical resources.

By ensuring farmland remains valued not only for development potential, but for its agricultural productivity and economic importance, we can better preserve Delaware’s farmland for future generations.

The future of Delaware agriculture depends on supporting the people who steward our farmland.

Whether it is a large, multi-generational operation or one of the small farmettes emerging across the 12th Senate District and the state, we must create an environment where farmers can succeed.

That means providing access to resources like reliable crop insurance when weather impacts yields, strengthening local agricultural markets, and supporting the businesses that purchase and process Delaware-grown products. We must also recognize that our farming population is aging as fewer young people are entering the industry.

Strong family farms strengthen Delaware. They provide food, support local businesses, protect our environment, and contribute significantly to our state's economy.

My priorities would include protecting farmland preservation programs, expanding access to agricultural grants and technical assistance, supporting the next generation of farmers, and strengthening local food systems that connect Delaware farmers directly with schools, healthcare institutions, and communities.
