Delaware General Election Guide 2026
A nonpartisan guide for Delaware Farm Bureau members
At the Delaware Farm Bureau, we know that agriculture is more than an industry, it’s a way of life. The decisions made by our elected leaders directly affect our farms, our families, and the rural communities we call home. That’s why staying informed and engaged in the electoral process is so important as we approach the general election. The Delaware Farm Bureau General Election Guide was created to help our members do just that. Agriculture is shaped by public policy at every level of government, and those seeking office must understand the issues and challenges facing Delaware farmers. At the same time, it is equally important that our members have access to clear, reliable information as they head to the polls. This guide allows candidates to share their views on issues important to Delaware’s agricultural community. To maintain fairness and transparency, all responses are published exactly as submitted, and candidates who choose not to participate are noted accordingly. The Election Guide is not an endorsement of any candidate or political position. Instead, it is a resource designed to put information directly in our members' hands, allowing each individual to make informed choices based on their values, experiences, and priorities. We encourage you to take time to review this guide and participate in the general election. By staying informed and exercising your right to vote, you help ensure that the voice of Delaware agriculture remains strong, respected, and heard. Thank you for your continued support of the Delaware Farm Bureau and for all you do to sustain agriculture in our state.
Sincerely,
William “Bill” Powers Jr. President, Delaware Farm Bureau
DEFB Election Guide Committee Members Bill Powers - Chair Steve Breeding Paul Cartanza Sr. Maci Dickerson Mollie Lynch Jim Minner Stewart Ramsey Connor Vincent
INTRODUCTION The Delaware Farm Bureau General Election Guide is provided as a resource to help members better understand where candidates stand on issues affecting agriculture and rural communities. The guide is intended to support informed participation in the electoral process by presenting candidate responses in a clear and accessible format. The Delaware Farm Bureau (DEFB) is a grassroots, member‑driven organization representing farmers, landowners, and those connected to agriculture across the state. DEFB’s mission is “to promote and protect Delaware agriculture through education and advocacy to ensure a quality of life for farmers and their families and their consumers.” Advocacy is a core function of DEFB. The organization works with elected officials and policymakers to communicate the priorities and concerns of the agricultural community on issues such as land use, environmental regulation, conservation, taxation, labor, and infrastructure. DEFB is nonpartisan and does not endorse candidates; its role is to provide information and represent the collective voice of its members. State and local elections are particularly important to agriculture. Many decisions that directly affect farming operations are made at the state level, influencing both day‑to‑day farm management and the long‑term sustainability of Delaware agriculture. The policies established by state leadership help shape the future of farms, land stewardship, and rural communities throughout Delaware. This Election Guide reflects the Delaware Farm Bureau’s commitment to transparency, education, and engagement. By providing candidates an opportunity to share their positions and members access to that information, DEFB supports thoughtful evaluation and informed decision‑making at the ballot box.

U.S. Senator
Democrat - Incumbent
Chris Coons Chris Coons has spent his career working to solve some of the biggest challenges confronting Delaware and our country, from creating jobs to lowering costs to protecting our values. Chris grew up in Hockessin and carries Delaware with him every day in the Senate. He has secured millions in major investments in Delaware’s future, from building more affordable housing to protecting our state’s beautiful natural wonders and keeping Delaware a great place to call home.
How will you balance development pressures with the need to preserve Delaware’s farmland? I’ve worked to have a strong, consistent record supporting farmland preservation in Delaware, which starts by visiting with family farmers to understand the many external pressures Delaware’s ag families face. Through the Farm Bill, I advocate for conservation programs that help farmers protect water quality, conserve soil, and preserve farmland. I’ve championed permanent reauthorization of the Land and Water Conservation Fund, which supports land, water, and wetland conservation and utilizes federal tools so Delaware farmers can access funding.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Delaware is home to the largest per-capita chicken industry in the country, and I'm working to protect the family farmers who drive it. I will continue to push back against tariffs that raise costs and squeeze export markets for Delaware soybean and poultry farmers. I listen to constituents, convene stakeholders, and build bipartisan support to get relief across the finish line. As co-chair of the bipartisan Senate Chicken Caucus, I hear directly from Delaware growers about a costly gap: when a bird flu case is found, all poultry farms within a 10-kilometer radius are barred from placing new flocks until the virus is contained — but only farmers whose flocks tested positive receive compensation, leaving flu-free growers to absorb the financial hit. That's why I've introduced the Healthy Poultry Assistance and Indemnification (HPAI) Act, working closely with the Delaware Department of Agriculture and Delmarva Chicken Association, to shape the fix.

U.S. Senator Republican
Michael “Dr. Mike” Katz Dr. Mike Katz, MD, MBA, is a pediatric critical-care anesthesiologist, business executive, former Delaware State Senator, and the Delaware Republican Party-endorsed candidate for United States Senate. For 30 years, Delaware families have trusted him to care for critically ill children while building and leading successful businesses. Mike and his wife Trish, raised their three children in Delaware. He is committed to strengthening Delaware's economy, protecting family farms, preserving rural communities, and safeguarding Delaware's agricultural heritage. How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware can achieve responsible economic growth while protecting the productive farmland that feeds our families, strengthens our economy, and defines our state's heritage. Productive farmland is one of Delaware's greatest resources, and once it is lost to development, it is rarely recovered. As your U.S. Senator, I will support federal policies that strengthen the economic viability of family farms by reducing unnecessary regulations, investing in agricultural infrastructure, expanding voluntary, incentive-based conservation programs, and respecting private property rights. Land-use decisions should remain primarily local, while the federal government serves as a partner, not an obstacle, to Delaware farmers. I support smart growth that encourages redevelopment of existing commercial and industrial areas before converting productive farmland whenever practical. Food security is national security. I will work to ensure Delaware farmers have the resources, opportunities, and the strong, effective voice in Washington they deserve to preserve our agricultural heritage for generations to come. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? The long-term viability of Delaware's family-owned farms depends on keeping agriculture profitable so the next generation can continue that legacy and preserve our working farmland. As your U.S. Senator, I will champion policies that reduce unnecessary federal regulations, lower energy costs, expand market opportunities through fair trade, protect family farms from burdensome taxes, and strengthen crop insurance and risk management. I will support agricultural research and innovation, rural infrastructure, broadband expansion, practical workforce solutions, and science-based conservation that protects our natural resources while recognizing the realities of farming. Delaware's poultry industry, together with our grain, produce, dairy, and livestock producers, is vital to our economy, our food security, and our way of life. I will work with Delaware farmers to ensure federal policies reflect the realities they face, strengthen the long-term competitiveness of Delaware agriculture, and ensure Delaware farmers always have a strong, respected, and effective voice in Washington.

Representative in Congress Democrat - Incumbent
Sarah McBride I have built my career around expanding opportunity, protecting fundamental freedoms, and delivering for Delawareans. While serving in the Delaware State Senate, I authored the Healthy Delaware Families Act, creating the state's first paid family and medical leave program. In Congress, I have focused on affordability, protecting human rights, expanding access to affordable healthcare, and advancing bipartisan legislation. Throughout my public service, I remain focused on delivering results for the people of Delaware. How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware can grow without sacrificing the farmland that makes our state special. I believe we need smart growth that directs development toward existing communities and infrastructure, while strengthening incentives to preserve our most productive farmland. As a member of Congress, I’ve worked to support Delaware’s agricultural community, including introducing the bipartisan SAVE Our Poultry Act to support farmers facing the impacts of avian flu and rising costs. I also introduced bipartisan legislation to expand biotechnology education and prepare students for careers in agriculture and other critical industries. We should continue investing in farmland preservation while giving Delaware farmers the resources they need to keep their land in production.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? My priority would be ensuring Delaware’s family farms have the resources to remain viable for generations. I would strengthen federal support for farmers facing agricultural disasters like avian flu and work to bring down costs for fertilizer, feed, and fuel. I would also fight for greater federal investment in Delaware’s roads, bridges, and transportation infrastructure, which farmers rely on to get their products to market, as well as support investments in agricultural innovation and workforce development. Finally, I would work to ensure federal agricultural programs reach family farmers to help them manage rising costs, access markets, and keep their farms in the family. Protecting Delaware agriculture means making farming economically sustainable while preserving the farmland and communities that are central to our state’s identity and economy.

Representative in Congress Republican
Joseph “Dr. Joe” Arminio Born and raised in Wilmington, Delaware. PhD in Political Science, from MIT. Public policy practitioner, including having chaired the National Coalition for Defense, which stood for an adequate national defense, and which had representation from every branch of service, intelligence and congress. Have taught American government, world politics, oratory and debate at the college level and care of Statesman Debate Institute. Author of seven books on politics, economics and history.
How will you balance development pressures with the need to preserve Delaware’s farmland? I believe that “subsidiarity” is best, including regarding farmland. Land-use decisions should be made at the local level, as much as possible. Also, I believe that a well-informed and active local, rooted populace – farmers and other local residents alike -- leads to good decisions. In part, toward the end of strengthening local decision-making, I champion what I call the American Prosperity Plan. This plan would relieve people of private debt, give a big boost to those not in debt, benefit creditors, relieve Uncle Sam of debt and revive 1950s economic growth or even better. Consequently, Delaware residents would have far more time and resources to “reason together” and to stand up to encroaching government officials and big businesses.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I oppose the globalist and big corporate takeover of our farms. This includes protecting Delaware from anything resembling UN Agenda 2030, federal projects such as Biden’s 30 by 30, and Wall Street farm grabs. I defy the false, global-warming alarm, including opposing the bizarre offshore wind farms. At the same time, I champion my American Prosperity Plan, which certainly would strengthen farmers. Delaware farmers are facing crushing prices for fertilizer and other inputs, and for labor and land. My detailed, explicit plan – this is no mere litany of promises – would rekindle high economic growth, tame inflation and put a stop to the immense concentration of wealth which threatens farmers and other decent Americans, too. Finally, I would do my part to stop “endless wars” – see my proposed “Grand Bargain.” Among other evils, these wars contribute to high fertilizer costs and may result in a military draft.

State Attorney General Democrat - Incumbent
Kathy Jennings I’ve been an attorney my entire career and have prosecuted everything from robbery and rape to Delaware’s only serial killer. Since I took office in 2019, we’ve had the six least-violent years on record, reduced recidivism, and won about $1 billion for Delaware taxpayers in corporate and federal lawsuits, including multiple successful lawsuits to stop the tariffs that are wrecking our economy.
What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities? Let’s start here: we all need to do better for farmers. Sometimes that means staying out of the way and sometimes it means standing up. Right now the federal government is doing a lot to get in the way. After promising the sun and the moon to American farmers, the President’s trade war has only made inputs more expensive, harassed a migrant workforce, and ultimately made it harder to sell broilers and grain abroad. We sued to stop it. We also stood up when the government tried to cut $80 million in programs that fund rural schools, Head Start, Meals on Wheels, victim services, and health centers. We stood up to save those funds. And we’ve repeatedly stood up to corporate polluters who’ve made it harder for rural families to safely enjoy our natural resources, including clean air and water. State Auditor
Democrat - Incumbent
Lydia York Lydia E. York is Delaware's State Auditor, the first African-American woman elected to an executive office in state history. Raised in Pittsburgh, she earned an accounting degree from Florida A&M University, an MBA in Finance from Wharton, and a J.D. and an LL.M. in Taxation from Temple University. A former CPA, her career spans public accounting and corporate finance. As Auditor, she oversees Delaware's financial reporting and audits of taxpayer dollars.
What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities? The Auditor’s Office is not where policy is developed or implemented. It is the Office where policy is reviewed for compliance. Throughout state government, the Auditor’s Office ensures that taxpayer dollars are spent appropriately and that the programs the government is responsible for implementing are helping the people they are supposed to help. This includes programs that are not specifically targeted at the farming community, but from which they also benefit. Specifically for the farming community, the Auditor of Accounts audits the Aglands Preservation Program and the Young Farmer Loan Program to ensure compliance and program implementation for the programs intended to promote and protect farm families. Such assurance provides the farming community with the information they need for advocacy for additional funding in these programs.

Austin Cassidy A homeowner, husband, and father of twin boys. In my day job, I work with small business owners. I've held local elected office before, as a soil and water conservation district supervisor, treasurer, and board chairman. I am also the treasurer of a faith-based non-profit and my family attends The Church of the Holy City, where I'm the Building & Community Manager. I'm running for Auditor because Delaware taxpayers deserve a watchdog, not a political lapdog. What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities? Agriculture is foundational to Delaware's economy, but farmers don't need another politician telling them how important they are. The people of our rural communities deserve the exact same thing that every Delaware taxpayer deserves. That's an auditor who answers to them and doesn't spend time catering to party bosses and special interests. If elected as your next Auditor, I won't pull any punches or owe either party any favors. My top priority will be transparency. The Auditor's office can only hold government accountable if ordinary people can read and understand the findings of its investigations. Waste, fraud and abuse must be disinfected with sunlight and regular people shouldn't need an accountant to decipher where their hard-earned tax dollars go.

April Marie Callaway Delaware has always been my home. I raised my family in Seaford, my husband of 31 years and my two children. My background is in Insurance and Billing for 18 years. I have a deep appreciation for farming as my Grandparents were farmers in Seaford and surrounding areas for decades.
What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities? By making sure our tax dollars are used for what they were intended for through proper auditing and follow through. When our tax dollars are spent unwisely, the people suffer from increased taxes and weak infrastructure. By properly auditing school districts and catching problems before they become issues, we avoid unnecessary property tax increases. Delaware is a one party state and our tax payers deserve proper oversight into their tax dollars.

Ted Lauzen Ted Lauzen has always demonstrated a commitment to service, effort, and community. He flew in combat for the Marines, competed in several World Cups for Team USA, and earned his MBA and JD from Penn. As the lucky husband of Sarah (a Milford native), a father of four young kids, and the Treasurer of the Delaware YMCA, Ted is committed to our future and ready to care for our communities across the state.
What role do you believe your office can play in supporting Delaware agriculture, farmers, and rural communities? Delaware's farmers and rural communities are essential to our economy, our heritage, and our future. As a combat veteran, a father of four, a small business owner, and an investment manager, I understand that it takes real sacrifice and consistent effort to care for your family, your farm, and your future. I am ready - on day one - to advocate and support our agriculture, farmers, and rural communities. As State Treasurer, I will thoughtfully invest the state’s portfolio to protect our communities and work closely with the Secretary of Agriculture to tailor financial support programs to support current and future farmers. I will advocate for sound fiscal management that protects the resources farmers depend upon, support financial education and succession planning for family farms, and work with agricultural leaders to strengthen access to capital and economic opportunity. Rural Delaware deserves a Treasurer who understands that healthy farms contribute to healthy communities. Instagram: @TedLauzenForDE | Facebook: Ted Lauzen for DE | Website: TedLauzen.com

House of Representatives - District 3 Independent
Dexter “Dizzy” Bland Dexter “Dizzy” Bland is a Wilmington small-business owner, youthdevelopment professional, and community advocate running for Delaware State Representative in District 3. A Howard High School graduate and Public Allies alumnus, he has built his career around service, workforce opportunity, youth engagement, and neighborhood problem-solving. As an independent candidate, Dexter is committed to practical leadership, accessible government, and ensuring that working families and small businesses have a genuine voice in Dover. How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware must accommodate growth without treating productive farmland as simply the next available development site. I support directing new housing and commercial growth toward areas with existing roads, utilities, and vacant or underused properties. At the same time, we should fully fund voluntary agricultural conservation easements, improve incentives for participating landowners, and include farmers early in state and local planning decisions. Preservation policies must respect private-property rights and avoid imposing unfair costs on farm families. Renewable-energy projects should prioritize rooftops, brownfields, parking areas, and suitable stateowned land before productive farmland. I would also support transparent reviews of major development proposals that consider soil quality, drainage, infrastructure costs, and the cumulative loss of agricultural acreage. Delaware can build needed housing while protecting the working lands that support our food supply, economy, environment, and rural communities. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? My priorities would begin with keeping farming financially possible. I would support fair property-tax treatment for agricultural buildings, dependable funding for farmland preservation, and stronger access to low-interest financing, crop insurance assistance, and equipment loans. Delaware should expand the Young Farmers Program and succession-planning support so family farms can transfer to the next generation rather than being sold because heirs cannot afford to continue operations. I would defend reasonable Right-to-Farm protections while ensuring regulations are clear, science-based, and developed with direct farmer input. I would also strengthen state and institutional purchasing of Delaware-grown products, expand farm-to-school and farm-to-community markets, and improve processing, cold-storage, broadband, and distribution capacity. Finally, farmers need a consistent voice before legislation affecting land use, water, energy, taxes, or environmental compliance moves forward. Preserving farmland matters, but our long-term goal must be preserving farmers and making agriculture profitable enough to continue.

Dan Zitofsky I am running for State Representative in Delaware’s 4th District because I believe in serving the people who feed our state and protect our rural way of life. I served in the U.S. Navy during the Persian Gulf War and as a New York police officer and 9/11 first responder. Nearly 23 years ago, I moved to Delaware to raise my family and protect the community and values I chose to call home.
How will you balance development pressures with the need to preserve Delaware’s farmland? I believe Delaware must grow responsibly without sacrificing the farmland that feeds our communities and drives our economy. I support stronger farmland preservation efforts, including expanded state incentives that make it more attractive for farmers to place land into preservation. We should reward landowners who choose conservation with fair, practical benefits while also respecting property rights. At the same time, we need smarter, targeted development that prioritizes already-built areas, protects productive acreage, and reduces pressure on family farms. Preserving farmland is not anti-growth; it is pro-food security, pro-economy, and pro-Delaware. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? My priorities are reducing regulatory burdens, improving tax relief for family-owned farms, expanding voluntary farmland preservation incentives, and supporting policies that help the next generation stay in agriculture. Farmers need predictable rules, lower costs, reliable infrastructure, and a fair return on their work. I would also support measures that protect ag land from unnecessary development pressure and help farms remain profitable across generations. Delaware’s farmers do not need more government interference—they need a partner that understands their challenges and backs policies that keep family farms viable. House of Representatives - District 6 Democrat
Rachel “Rae” Krantz Rachel “Rae” Krantz is a community advocate, mother of two, and software engineer running for Delaware’s 6th State House District. Her platform is centered on the belief that everyone in Delaware deserves a healthy, safe, and affordable life. She carries this belief in her conviction that we all deserve clean air, water, and soil.
How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware needs both affordable housing and a strong agricultural economy. Rae supports incentivizing local, small-scale developers that can focus on infill developments and meeting community needs where they are at. By using public investments to create more affordable housing units and growing existing communities, pressure to convert productive farmland can be reduced. Preserving farmland is part of ensuring Delaware residents have the right to clean air, fresh water, and healthy soil.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? One of Rae’s key priorities is protecting Delaware’s aquifer system, which farms in Delaware depend on for water. As sea-level rise continues to threaten our aquifers through seawater intrusion, we have to work quickly and proactively to defend our shorelines and waterways now so as to protect our farmers’ futures. Rae will continue advocating for stronger regulations on high-resource industries, such as data centers, guaranteeing more protection for Delaware’s water and energy supply, so that family farms have the resources they need to remain viable long-term.

Dr. Tanya Hettler My name is Dr. Tanya Hettler. I have a Ph.D. in Clinical Psychology from University of Delaware. I worked for three years for a Delaware thinktank as the Director of Education Policy. I ran for schoolboard in 2021. I am currently running for District 6 Representative. Our family moved to DE for my graduate work and planned on moving back to PA but we fell in love with DE - especially the parks and natural areas.
How will you balance development pressures with the need to preserve Delaware’s farmland? Balancing development with the need to preserve farms requires funding permanent conservation easements, directing new building toward areas with existing infrastructure, and supporting young farmers. The state should continue to purchase agricultural conservation easements from landowners. Planners should be encouraged to develop commercial and housing projects near existing utilities rather than creating rural sprawl. The state should continue to provide zero-interest loans to help new farmers buy and protect working land.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? The Delaware legislature should continue to support and fund the Agricultural Lands Preservation Foundation's authority and responsibility to administer an extensive statewide program to preserve Delaware’s farmlands and forestlands. This includes continuing to support and fund the Aglands Preservation Program and the Young Farmer Loan Program. The state should also encourage the use of local produce at farmer's markets and local restaurants. Encouraging agritourism and farm stay/vacation sites would also help Delawareans enjoy, appreciate, and learn more about farming. My family took several farm vacations when I was a child that developed in me a love of farms. In addition to supporting farmers, continuing to support the parks and wildlife areas throughout the state is essential. Delaware has so many amazing parks that are so beneficial to our residents and wildlife areas that provide ecosystems for animals as well as opportunities for citizens to appreciate the state's abundant wildlife.

Sherae’a Moore Sherae’a “Rae” Moore is a proudly raised Middletown resident who has experience as an educator, policy reformer, and advocate. She is a product of Appoquinimink School District, graduating from Middletown High School, and now she is raising her family here. She became a firstgeneration college graduate after earning her undergraduate degree in English from Delaware State University. She now holds a master's degree in Public Policy & Administration as well as in Secondary Education. How will you balance development pressures with the need to preserve Delaware’s farmland? As someone who represents one of Delaware’s fastest-growing communities, I’ve seen firsthand how quickly farmland in the Middletown area is being replaced by new development. Growth is inevitable, but it must be responsible. We cannot continue to lose productive farmland without considering the long-term impact on our local economy, food security, infrastructure, and quality of life. I support strengthening Delaware’s Agricultural Lands Preservation Program, encouraging smart-growth policies that direct development to appropriate areas, and ensuring farmers have a seat at the table in land-use decisions. Throughout my legislative service, I have supported responsible planning and environmental stewardship because I believe we can grow our communities while protecting the farmland and open spaces that define Delaware’s heritage.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Family farms are part of the fabric of Middletown and southern New Castle County, and preserving them requires more than protecting land; it means protecting the people who work it. I will continue supporting policies that strengthen farmland preservation, expand conservation programs, and improve access to resources for family-owned farms. I also support investing in agricultural infrastructure, protecting water quality, and creating opportunities for the next generation of farmers to remain in agriculture. As development continues to expand into our area, we must ensure family farms aren’t priced out or pushed aside. I have consistently supported legislation that promotes responsible land use and environmental stewardship, and I will continue working to balance growth with the preservation of Delaware’s agricultural economy.

Gary Taylor 20 years New Castle County Police. Retired as a Senior Sergeant. Strong background in conducting and supervising criminal investigations. 15 Years Delaware Department of Justice-currently statewide Director of Victim Services. 15 years HOA President (still currently serving). Volunteer coach with Special Olympics Delaware with the MOT Tigers. Many years and still currently coaching. Volunteer at Our Daily Bread in Middletown. Volunteer on church safety team. Career spent in advocacy and public/community service. How will you balance development pressures with the need to preserve Delaware’s farmland? As a State Representative, I wouldn't have control over the zoning, however, I would be able to help increase funding for farmland preservation. I would be able to help create tax incentives to help keep land in agriculture. I would try and focus growth to areas that already have existing infrastructure supports. I would try and push for redevelopment of existing developed areas versus developing farmland. Once we lose farmland to any kind of development it will be very difficult to recreate it. I would fight to protect local control on growth versus allowing the state to override decisions made at the local level. I would support more 4-H programs in schools, so the next generation understands the importance of farms and agriculture. No farms=no food. Delaware needs to ensure that Delaware can plant something other than basements and parking lots. I will be that voice for farmers.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I would seek input from the Delaware Farm Bureau to coordinate a legislative plan to assist and protect farmers. I would look to meet with the farm owners in Middletown to learn how I can assist them best as their Representative. I am not a farmer, so I won't pretend I know what is best for them or their land. I want them to educate me so I can be their voice in Dover. But with that said, I would look to increase funding for farmland preservation. Review the application process that farmers need to submit so it is not cumbersome and not a long approval process. Review possible increased tax incentives. Look to strengthen the rights of farmers to farm and reduce nuisance complaints/lawsuits. I would look to reduce any unnecessary regulatory red tape. Middletown used to be a farming community and we need to remember our roots.

Ayanna Khan-Flowers Ayanna Khan is a community leader, small business advocate, and candidate for Delaware’s 9th Representative District. She believes government works best when it listens, leads with transparency, and delivers practical solutions. Ayanna is committed to strengthening local communities, supporting small businesses and family farms, improving education, and ensuring responsible growth that protects Delaware’s future while creating opportunities for the next generation.
How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware is growing, and we need thoughtful planning that protects both our communities and our agricultural heritage. Family farms are more than businesses—they provide jobs, strengthen our economy, preserve open space, and help feed our state. I believe we can support responsible development without sacrificing productive farmland. That means encouraging smart growth in appropriate areas, protecting high-quality agricultural land whenever possible, and making sure farmers have a meaningful voice before major land-use decisions are made. As State Representative, I will work with farmers, local governments, and community leaders to promote balanced policies that preserve Delaware’s agricultural legacy while responsibly planning for future growth.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Delaware’s family farms deserve policies that help them succeed, not unnecessary obstacles. My priorities include protecting farmland, supporting agricultural businesses, expanding opportunities for the next generation of farmers, improving infrastructure that serves rural communities, and reducing unnecessary regulatory burdens where appropriate. I also believe we should strengthen partnerships between agriculture, education, and workforce development so more young people see agriculture as a rewarding career. As someone who strongly supports small businesses and responsible government, I will work to ensure family farms have the resources, representation, and stable business environment they need to remain an important part of Delaware’s economy and way of life for generations to come.

Tori Ann Parker The daughter of a Navy veteran and a public-school teacher, Tori Parker knows the value of service. She worked on Republican political campaigns for 15 years, including as the Kent County Republican Committee. A victim of politically motivated violence, she became a Democrat in 2021. Tori currently serves as Chief of Staff for State Auditor Lydia York, overseeing operations. Tori enjoys traveling and gardening. She lives in Middletown with her partner, Patty, and their family. How will you balance development pressures with the need to preserve Delaware’s farmland? I strongly opposed Executive Order 18, HS1 for HB450 and SS2 for SB23. All three tout themselves as “affordable housing” measures but they are mechanisms to continue Delaware’s trend of overpriced overdevelopment. While I appreciate the intent to address housing affordability, these bills raise serious concerns that I believe have not been adequately addressed. The bills push for high density rezoning across the state accelerates turning Delaware's farming communities into overdeveloped, congested areas that bear little resemblance to the most beautiful parts of the state. Replacing our fields, woodlands, and green corridors with McMansions that Delawareans can’t afford is unconscionable. Mandating by-right development without strong collaboration with Delaware’s farming community was unacceptable. Who do these bill benefit? Out-of-state transplants. Rather than helping lifelong Delawareans access affordable housing where they live and work, these bill accelerated (already 2nd in the nation!) inmigration, putting further strain our roads, schools, hospitals, and infrastructure. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I will immediately introduce legislation reversing Delaware’s, “Ready in Six” program. Fast tracking permits for housing developers disregarded Delaware’s already strained infrastructure. Delaware’s agriculture industry produces billions of dollars of economic activity and 1 in 8 jobs in the state and should never be overshadowed by the construction industry. In addition, I would prioritize increasing the AgLands Preservation Fund which has remained stagnant at $10 million for 20 years. I would also work closely with local school district and the Department of Education to expand aquaculture and agriculture programs in high schools to expose non-farm family students to Delaware’s longest and largest economic industry. I would also reintroduce an alternative to SS1 for SB212, a constitutional amendment, to protect Delawareans right to garden and hunt. The 11th District is currently represented by a commercial real estate agent. The Democratic Party must do a better job ensuring farmers needs are met.

Jeff Spiegelman Jeff Spiegelman of Clayton, DE was first elected in 2012 to represent the citizens of the 11th District, which includes parts of Clayton, Smyrna, Hartly, and Townsend. Rep. Spiegelman serves as one of four co-chairmen of the Delaware Sportsmen’s Caucus. He also serves on the ad hoc House Small Business Caucus. Jeff and his wife, Jenn, have two children: Saul and Elianah. In his limited free time, Rep. Spiegelman is a hunter, forager, and cook. How will you balance development pressures with the need to preserve Delaware’s farmland? I believe the Farmland Preservation and Open Space Preservation programs are extremely important to fully fund every year. These programs were designed to do exactly what this question is asking for; balance development pressures while recognizing and maintaining Delaware's number 1 industry.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I believe we could be doing more to alleviate pressure caused by deer crop damage by providing more opportunities for hunters and farmers to harvest white tail. The recent reassessment hit farmers especially hard and the next one is right around the corner. BEFORE we reassess properties again, we must learn from our mistakes of the last one. For example, not treating ag structures like commercial structures. Another example; making sure whatever comparative properties are used for poultry houses are in-state and relevant to that specific property. If we don't do this, we run the risk of driving out generational farms who can't afford another debacle.

She holds a BA cum laude from Smith College and a PhD from Rutgers University. When not working, she enjoys cooking with fresh produce.
How will you balance development pressures with the need to preserve Delaware’s farmland? We need to balance development pressures with the need to preserve Delaware's farmland, and we have reached a critical tipping point with so much population growth and sprawl. That is one reason why I co-primed HB 450, a bill that provides DelDOT with money for infrastructure via impact fees, gives DelDOT the power to discourage development in areas not targeted for development via higher impact fees, and also requires builders to pay a 2% surcharge on top of their impact fees that will be earmarked for the protection of farms, forests, and open space. We do need more housing (believe it or not), particularly affordable housing, but we should not allow building without guardrails. We also need to make sure that farmers, whose nest-egg is their land, are not taken advantage of or harmed by development policy.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I am happy to serve on the Agriculture committee in the House and learn more about what farm families need. I know that Delaware's family farms are facing a range of pressures right now, including not only pressure to sell land to builders but also because of federal actions, such as increased tariffs and higher costs for fuel and fertilizer because of the war with Iran. Not coming from a farming background myself and representing a district that does not have a huge number of farms, I look to the Farm Bureau and local farmers to let me know what is needed to strengthen the longterm viability of Delaware's family farms. I am always open to meeting and listening to the people most affected.

How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware’s growth must be balanced with protecting the farmland that supports our economy, our food supply, and our way of life. Having grown up on a small farm, I understand that once productive farmland is developed, we rarely get it back. I support strengthening Delaware’s farmland preservation programs, protecting farmers from unnecessary regulations, and providing incentives that make it financially possible for families to keep farming rather than sell their land for development. At the same time, we need smarter growth that directs development toward areas with existing roads, utilities, and infrastructure instead of continuing unchecked sprawl into agricultural areas. I also believe land-use decisions should remain primarily local, with farmers, residents, municipalities, and county governments having a meaningful voice. We can accommodate responsible growth without sacrificing the farms, open spaces, and rural character that make Delaware special. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? To strengthen the long-term viability of Delaware’s family farms, I would focus on protecting farmland, reducing unnecessary regulatory burdens, and making it easier for farms to remain profitable from one generation to the next. Having grown up on a small farm, I understand that preserving agriculture means supporting the families who work the land. I would prioritize funding for Delaware’s farmland preservation program, protect farmers from excessive taxes and fees, and support incentives that help young and beginning farmers enter agriculture. I would also work to expand access to local markets, encourage agricultural education and workforce programs, and protect farmers from development pressures and incompatible land uses. Delaware cannot preserve farmland without preserving farming as a viable business. Our policies should help family farms grow, adapt, and remain productive for generations

Kamela Smith Kamela “Kam” Smith, State Representative in Delaware’s 15th District. An author, social services professional, and mother in a blended family, Kam’s commitment to public service is deeply personal, advocating for social justice, health and education. Originally from Philadelphia, Kam and her family moved to Delaware over 20 years ago, seeking a safer environment and better educational opportunities. Delaware quickly became home, with her children thriving in public and vocational technical schools. How will you balance development pressures with the need to preserve Delaware’s farmland? Yes, this is a real concern that needs a human centered approach. We need both- local agriculture and affordable housing, but expansion shouldn't come at the expense of our farm families. We live in a state where we have more people than housing. We are also in a state where we support farmers and buy local. My approach pairs community minded leadership with smart growth policies. I support steering residential housing toward existing growth zones. I want to protect farmers from being priced out of or displaced from their land by aggressive development simply because they can no longer afford rising land costs. My personal objective is to keep our communities socially, physically and economically healthy without creating an injustice in one sector to solve a challenge in another.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I would spend time with family farms to listen to understand what they are experiencing, what the barriers are. The key word is "family" which confirms that this is generational. making succession planning and capital access critical. I would support legislation that expands agriculture apprenticeships, educational (CTE) pathways and career opportunities in farming/agriculture to build a reliable local workforce pipeline. This would include expanding the Young Farmer's Loan Program to help next generation farmers afford the land and the equipment that is needed.

Alonna Berry Alonna Berry is the State Representative (20th District), serving the Milton and Lewes communities. A multi-generational Sussex Countian, educator, nonprofit leader, and mother of two young boys, Berry comes from generations of farmers across southern Kent and Sussex counties. Two of her great grandfathers were small farmers, and their hard work helped build the foundation for her family in this community. She serves on the House Agriculture Committee and is committed to protecting Delaware agriculture. How will you balance development pressures with the need to preserve Delaware’s farmland? Sussex County is growing, and our challenge is making sure that growth strengthens, rather than weakens, our agricultural community. Responsible development can increase surrounding property values, giving many farm families greater equity and stronger access to the financing they need to invest in equipment, expand operations, and keep their farms viable for future generations. At the same time, we must protect productive farmland, direct growth to appropriate areas, and invest in the infrastructure that both residents and farmers rely on. Last legislative session, I supported legislation to accelerate infrastructure improvements and improve transportation planning because smart infrastructure reduces congestion, improves safety, and supports our agricultural economy. As a member of the House Agriculture Committee, I will continue advocating for balanced policies that preserve farmland, protect open space, and ensure farmers remain active partners in every major land use decision. Growth and agriculture can succeed together when we plan responsibly.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Family farms are the backbone of Sussex County's economy and way of life. One of the first tours I took after being elected was with the Delaware Farm Bureau, where farmers consistently raised concerns about road safety. Since taking office, I have worked to ensure agriculture is part of every transportation conversation. Farmers and farm equipment must be considered in every road construction project. Wider lanes, properly designed roundabouts, safe shoulders, and appropriate speed limits are essential to protecting those who feed our communities. Last session, I supported legislation that accelerates infrastructure construction because completing projects more efficiently reduces lengthy work zones that can limit field access and create dangerous conditions for farm equipment. I will continue pursuing investments in agricultural infrastructure, farmland preservation, workforce development, and practical regulatory reform while ensuring transportation and land use decisions reflect the needs of Delaware's farming community. When agriculture succeeds, Delaware succeeds.

Gene Dvornick Gene Dvornick is a Milton resident, and 20-year Georgetown Town Manager. Twice, he’s been recognized Manager of the Year. He’s a former Milton Town Council Member, and for 40 years, he’s protected Delawareans as a volunteer firefighter; currently serving as Milton Fire Chief. Since 1998, he’s been a Sussex County property owner. He worked in finance for DuPont and Draper Canning companies. He helped a neighbor place a farm in the farmland preservation program.
How will you balance development pressures with the need to preserve Delaware’s farmland? As a local government administrator wearing different hats, I have been successful in land-use efforts because I am well connected and have collaborated among local, state and federal officials, in addition to developers. In fact, many of our elected officials know me by name. One way to help balance development pressures is working with what many towns already have: brownfields. I have redeveloped abandoned sites, coordinated environmental assessments, acquired necessary remediation funding and permits, and kept the public informed which has led to property redevelopment. Brownfield remediation makes infill possible which not only accommodates growth, but it also supports property redevelopment and promotes business growth without sprawling into farmland. Without strong collaboration, including the efforts of the Sussex County Land Trust and other public-private partnerships, many preservation projects would not have been possible.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Recently, I helped commemorate an 88-acre family farm in Lewes which was purchased through buying development rights from landowners to keep land permanently agricultural. Although I had no direct part in it, this specific effort truly represents collaboration across party lines and symbolizes the type of legislative priority I would pursue. Some families struggle to pass their farms off to their children. For this group, I would propose legislation for transfer-tax exemptions, state tax credits and estate planning cost reduction opportunities for Delaware farming families. Another measure that I would support is the “Delaware Farm to Community Program.” This market-based system connects local farms with community-based organizations (e.g., food banks). In doing so, this bill preserves land, feeds people and promotes small- and mid-sized farms. I would also ensure continued BrownField funding and work to enhance farmland preservation policy through land-owner funding, policy and process (application) support.

How will you balance development pressures with the need to preserve Delaware’s farmland? Having a father who grew up on a farm, I understand the importance of the farming community and the importance of the products produced. Preserving farmland and making sure farmers have the support they need is essential to a healthy economy. I will balance development with farm preservation by working with government officials who represent the farming communities. I will listen to farm stakeholders and make sure everything I can do for farmers is being done.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? How will you balance development pressures with the need to preserve Delaware’s farmland? At the state level, ensuring that the Aglands Preservation Program is well funded is vital. When farmers have the opportunity to receive fair payment for their development rights, the farmer is no longer in the difficult position of needing to sell the land for other uses for money. As county and municipal governments work to build more affordable housing, ideally this is done in an area that doesn’t take away from our most productive soil. We must ensure that farmland does not become less valuable, both for when the farmer is ready to sell or preserve and also to ensure that their borrowing power is not diminished.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Delaware’s farmers need a voice in the legislature, so the first step is ensuring that we’re listening. Continuing to fund the Aglands Preservation Program so that it can AT LEAST meet its goal of preserving 50% of DE’s farmland is necessary. We should expand our Right to Farm laws such that farmers no longer have a one year waiting period for being shielded from nuisance suits. Sen. Huxtable’s SB 84 should be revisited. The work started under SB 35/SCR 106 this session needs to be continued. Ag buildings need to be assessed fairly and in a way that keeps farmers farming and in their homes. I look forward to the State Farmland Assessment Advisory Commission’s findings so that this legislation can be revisited.

Stephen Ondich Retired after 55 yrs as a Mechanical Engr doing Design and Construct project across the USA. My campaign will be on the topics of 2nd Amendment, immigration control, Abortion and Green Energy
How will you balance development pressures with the need to preserve Delaware’s farmland? Show how the Green Energy initiatives do not work. Taking farm land for solar fields and windmills along our shore line is a waist of tax payer money and destroys natural habitats productive farm lands and fisheries that we would want to save. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Research the use of (Mini Modular Nuclear Reactors) MMNRs in the state. They take up little space as compared to solar fields and would generate power 24/7 as compared to solar which will only produce power on sunny days. The MMNRs proposed for the new Data Centers would make them self-sufficient and be capable of putting their extra power into the grid 24/7. The cooling systems are closed loop - so once running - they would be taking very little water from our system.

Kerri Evelyn Harris Kerri Evelyn Harris serves as Majority Leader in the Delaware House of Representatives, representing the 32nd District. A veteran of the United States Air Force, she is a longtime advocate and organizer committed to expanding opportunity for working people. First elected in 2022, she quickly emerged as one of Delaware’s most influential voices, known for advancing people centered policy through collaborative leadership, principled service, and a steadfast commitment to strengthening communities. How will you balance development pressures with the need to preserve Delaware’s farmland? As someone whose grandfather was a farmer, I understand that farmland is more than acreage. It is a way of life and a cornerstone of Delaware's economy. Representing a district that includes both farmland and growing suburban communities, I know we must balance the need for new housing with protecting our agricultural heritage. That means encouraging smart, well planned development in areas with existing infrastructure while preserving our most productive farmland through conservation, responsible zoning, and support for family farms. Delaware's growing population deserves affordable places to live, but we should not meet that need by paving over the land that feeds us and sustains our economy. With thoughtful planning, we can create housing opportunities, strengthen our communities, and ensure that future generations can continue farming in Delaware.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Delaware's family farms need practical support to remain profitable for the next generation. This session, I spearheaded the effort to provide farmers with assistance for crop insurance deductibles, working alongside Representatives Vanderwende and Heffernan, as well as Secretary Clifton, to identify the relief farmers needed most. Together, we secured the funding to make this initiative a reality. I also support expanding farm to school programs so more Delaware-grown food is served in our schools. That creates reliable markets for local farmers, strengthens our food system, and helps students build healthy eating habits. I will continue to champion policies that preserve farmland, expand access to conservation and agricultural assistance programs, and remove barriers that make it harder for family farms to succeed. Supporting agriculture means protecting a vital part of Delaware's economy and preserving a way of life that has shaped our communities for generations.

Joshua Pennington I have lived in the 33rd district for a majority of my life. My family itself has been apart of this district for decades. I come from a first responder family and a small business family as well. I went to Lake Forest high school and studied in the Ag department for three years. I am married to my wonderful partner of 7 years who has a step dad that owns a produce stand.
How will you balance development pressures with the need to preserve Delaware’s farmland? The way that I would balance the need for development and preserving our valuable farmlands is by ensuring that if a development can go somewhere that isn’t a farm that it heads in that area. I would prefer not to ever have a piece of farm land removed from that purpose if other options exist for a developer to utilize.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I would look to ensure that our farmlands don’t get polluted by outside chemicals that aren’t meant for farm use. I would work to lessen the financial impact on a family farms resource, such has fertilizer, feed for there animals or building materials cost. I would also lol to strengthen laws on littering near or on a farm to ensure that the land stays viable for use. I would also work with farmers to ensure that any other need they have is done in the legislature as well.

Morgan Hudson Morgan Hudson is a small business owner, President of the Frederica Senior Center, and Vice Chair of the Kent County Board of Adjustment & Appeals. A lifelong community volunteer, Morgan has spent years serving neighbors, supporting local businesses, and advocating for seniors and property owners. As a Republican candidate for Delaware's 33rd House District, Morgan is committed to protecting family farms, strengthening public safety, lowering the cost of living, and putting people over politics. How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware family farms are a big part of what makes our state special, and we need to make sure they're still here for future generations. I believe we should preserve productive farmland while encouraging smarter development by reusing vacant buildings, empty shopping centers, and abandoned properties before paving over more farmland. We also need to continue investing in farmland preservation programs, reduce unnecessary regulations that make it harder for farmers to operate, and improve drainage and infrastructure that supports agriculture. I also want to make sure farmers have a voice before major development projects are approved in their communities. Farming isn't just a business, it's a way of life that supports our economy, our food supply, and our heritage. We can support responsible growth without sacrificing the farmland that feeds our families.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? My legislative priorities would include increasing funding in the Bond Bill for Delaware's Farmland Preservation Program to protect family farms for future generations. I also support SB 53. As President of the Frederica Senior Center, I've seen firsthand how our community food bank would benefit from connecting seniors with fresh, locally grown produce from farms in our district. I also support SB 211, which adds a younger member to the Governor's Council on Agriculture. We need to encourage more young people to get involved in agriculture and public service so the next generation is ready to lead. Finally, I support legislation like HB 176 that protects farmers' right to repair their own equipment or choose an independent mechanic. Lower repair costs and less equipment downtime help keep Delaware family farms productive, competitive, and financially strong.

Annie Norman I recently retired as State Librarian, and am recovering from 40 years in state government bureaucracy. My platform is Affordability through Government That Works. Delaware Libraries and UD Cooperative Extension have an award-winning partnership to support the needs of farmers. In libraries across the state, we see Delawareans struggle to access government services of all types. I’m now running for State Representative for District 34 to fix bureaucratic bottlenecks for the benefit of all Delawareans How will you balance development pressures with the need to preserve Delaware’s farmland? We learned during COVID of the downside of globalization, that basic needs, such as food, must be locally sourced and protected. Delaware’s farmlands and farm families are an essential resource. Delaware is small, and there are many needs to source locally, such as food, energy generation, housing, and more. Delaware needs to stay abreast of promising innovations in all areas and ways to maximize the use of space, perhaps with multiple complementary uses that also support economic vitality for Delaware farm families.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? A broader approach to state strategic planning is needed to balance all of the competing pressures as they evolve. Currently government services are siloed, but would benefit from macro planning to understand cause and effect across the many needs and priorities. Liveable Delaware, an earlier strategic plan, identified growth zones and areas for preservation, in a visible format and with opportunities for Delawareans to participate. An even more comprehensive and ongoing planning process should be adopted by Delaware that would keep family farms and more a priority and to provide transparency, trust, and effectiveness for Delawareans.

Lyndon Yearick I've had the honor to serve as the 34th District State Representative for twelve years. I have proven my accountability to the 34th District and Delaware. While staying committed to certain convictions and principles, I look to unite and work on issues together. I will continue to dedicate my time to improving the lives of Delawareans and implementing solutions for Delaware’s challenges. I have been a huge advocate for agriculture.
How will you balance development pressures with the need to preserve Delaware’s farmland? Raised on a dairy farm, I appreciate the opportunities and challenges with farming. I believe in private property rights. The farm family can make the best decision with one of their most valuable assets, their land. I have advocated for farmland preservation to keep the asset producing. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I will advocate to increase farmland preservation resources, reduce the regulatory burden on our farms, increase farm exports, continue to promote our farmers' markets, minimize the allocation of farmland to solar projects, and maintain private property rights.

Andrew “Andy” Gorlich Andy Gorlich is a lifelong Delawarean, mathematics teacher of 18 years, husband, and father. Raised in Delaware, he understands how important our farmland is to the local economy. With Degrees in Educational Leadership and Mathematics Education, Andy brings a practical, data-driven approach to legislative governance. He is running for State Representative for House District 36 because he wants every hard worker to afford to live here.
How will you balance development pressures with the need to preserve Delaware’s farmland? In order to balance these development pressures, managing growth responsibly requires a representative that can listen and address this concern in multiple directions. (1a) Keep active farms in production by supporting incentives to preserve agricultural land, especially our honored Century Farms. (1b) Lower farm overhead by backing Right to Repair legislation and pushing for stable, affordable pricing on essential production inputs like fuel, fertilizer, and crop treatments. (2a) Stop the loss of valuable farmland by requiring developers to build where infrastructure already exists, using smart zoning and strong accountability measures. (2b) Keep local cost of living affordable and ensure a stable power grid by placing strict, commonsense regulations on massive, high-energy data centers that want to move in. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? To ensure the long-term viability of Delaware family farms, I will pursue legislation that strengthens our local agricultural pipeline from early education through career startup. I will advocate for expanded funding and seamless integration with existing institutions like the University of Delaware Cooperative Extension, 4-H youth programs, and the Delaware Agricultural Financing Program (DAFP). After graduation, establishing transitional liaison programs, expanding low-interest equipment loans for first-time farmers, and enhancing vocational agricultural training in our public schools, we can give the next generation the practical tools and capital needed to succeed. An attractive, straightforward career choice for people new to farming or those that want to continue their family’s farm requires accessible financing, strong educational backing, and dedicated statelevel support that protects family-owned operations. Sussex County must never lose its title as the number-one broiler chicken producer in the nation.

How will you balance development pressures with the need to preserve Delaware’s farmland? I would support tax incentives to tax farmland at agricultural value, to reduce pressure to sell. Support investment to concentrate infrastructure in growth zones, discouraging sprawl into farmland. Support land preservation programs to pay farmers to keep land in agriculture permanently, funded by transfer taxes or bond issues. I would support developers to buy rights from farmers to build at higher density in designated growth zones, steering pressure away from rural land.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? I would support broadband and infrastructure investment in rural connectivity to support modern farm management and diversification. Support water and nutrient management cost-share programs. This will help farms meet environmental regulations without crushing margins. Support right-to-farm protections to strengthen legal shields against nuisance suits as development encroaches on working farms. Support value-added agriculture incentives like grants or tax credits for on-farm processing, agri-tourism, and direct -to- consumer sales to diversify income beyond commodity prices.

Carlie Carey Carlie Carey is a Sussex County native, small business owner, former restaurateur, farmer, ceramicist, wife, and mother of three. Raised in the 38th District and an Indian River graduate, she has spent her life building businesses, raising a family, and serving her community here at home. Carlie brings practical experience, fresh energy, and a strong local voice to Delaware’s House of Representatives.
How will you balance development pressures with the need to preserve Delaware’s farmland? It’s no secret that our area is growing, but as a Sussex County native, I know we must also stand by our agricultural community and the farmers who help define it. Balancing private property rights with the need to preserve farmland and support our agricultural economy is essential. Continued investment in Delaware’s Agricultural Lands Preservation Program and thoughtful landuse planning are two ways we can support farmers while accommodating responsible growth. Development pressure should not make the already difficult job of farming even harder. We also need to keep farming economically viable by supporting conservation practices, local markets, agritourism, and other opportunities that allow farmers to diversify and strengthen their businesses. When farmers identify responsible ways to keep their operations successful, we should work to remove unnecessary barriers and help make those opportunities possible.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Industries cannot survive from generation to generation if the numbers don’t make sense. A top priority should be to concentrate on keeping - or making - farming economically viable. Let’s make grants and financing easier to obtain and use. Having all options comparable in one place with access to support completing paperwork, defining parameters, etc. would help greatly. Next, expand access to farmland-preservation funding, young-farmer financing - like the Young Farmer Loan Program - and succession tools. Another idea is to help farmers earn more from what they’re already producing. Invest in local processing, cold storage, aggregation, distribution, farm stands, agritourism, and direct-to-consumer markets so producers can capture more of the final sale price instead of only selling a commodity at the farm gate. Dover needs to prioritize responsible development while ensuring agriculture remains as viable a part of our future as it has been in our past.

Timothy Dukes I was born and raised in the Laurel area. I currently serve as the Pastor of Central Worship Center. I have been serving in the House of Representatives for 14 years. I am presently the House Minority Leader.
How will you balance development pressures with the need to preserve Delaware’s farmland? It is always important to remember that agriculture is our states #1 industry. From poultry to growing, there are thousands of people that work in the industry. As legislators, we must preserve farmland through our states Farmland Preservation. I will continue to work to provide the much needed funding. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? As mentioned earlier, Farmland Preservation is the key to long term viability. We must work to protect the environment through cover crop management. As a legislator, it will be important protect special interest groups from creating senseless regulations that have a negative impact on our farmers. We should also create tax incentives as farmers pass on the land to their family or other farmers so there is sustainability. Facebook: State Representative Tim Dukes | Website: RepTimDukes.org

Ryan Stuckey Ryan Stuckey is a local businessman and Planning and Zoning Commissioner for Dagsboro. Raised by a single mother in Sussex County, Ryan and his wife have built several successful businesses from the ground up and currently operate Kisa Cafe on Main Street. He's dedicated to protecting Delaware’s agricultural heritage, holding developers accountable for infrastructure, and lowering costs for working families and local farms.
How will you balance development pressures with the need to preserve Delaware’s farmland? We don't have to choose between halting all economic growth and paving over Sussex County. The solution is forcing developers to build smarter through density-neutral conservation design. Currently, developers buy farms, bulldoze the property, and pave sprawling grids. Instead, we must mandate clustered development. If a developer has the right to build 100 homes on a 100-acre farm, they still get their 100 homes, we simply mandate they cluster them on 50 acres. The remaining land is permanently preserved as working agricultural space. The developer keeps their profit, the retiring farmer gets full market equity for their land, and we stop the sprawl. We must ensure developers fully fund their own infrastructure. When growth actually pays for itself, local governments aren’t pressured to rezone prime agricultural land just to chase tax revenue to cover municipal deficits. We can grow without sacrificing our rural roots. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Focus on keeping land affordable and farming profitable. First, fully fund the Agricultural Lands Preservation Foundation. Purchasing development rights gives retiring farmers a financially viable alternative to selling out to developers. Second, protect agricultural tax assessments. With Sussex County facing massive development pressure, we need state legislation ensuring that local property tax reassessments value farmland SOLELY on its agricultural use, not its speculative residential value. Farmers should not be taxed off their land to pay for developer sprawl. Finally, lower the operating costs crushing family farms. I support legislation allowing farms to roll over unused renewable energy credits instead of forfeiting them to utility companies. By fully funding preservation, protecting tax assessments, and lowering energy costs, we ensure Delaware farming remains a profitable livelihood. John Atkins I am a small businessman who has lived in this district for over 55 years. I am the most experienced candidate running for this seat with over a decade of prior service in the State House. I pledge to once again provide excellent constituent service and be an active and visible leader for our community's needs. Many years back, I also grew chickens and worked for Mountaire.
How will you balance development pressures with the need to preserve Delaware’s farmland? As a former Chair and Vice-Chair of the House Agriculture Committee, I established the Young Farmers Program in the State House which helped slow growth and development. Under that program, I am proud that over 42 young farmers have preserved over 3,420 acres of farmland at a cost of $10 million dollars. I will also work toward encouraging a county partnership to slow development and hold national developers more accountable.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? The State Farmland Preservation Fund has not been funded adequately over the past decade. I will press the Governor and Joint Finance Committee to double the funding for that important program. I have experience working with former Senator Thurman Adams on many revisions and updates to important agriculture legislation. Most importantly, I will meet regularly with farmers to ensure that DNREC is not getting in the way of our farmers earning a living and making life more difficult through burdensome regulations. I am proud to include Former Agriculture Secretary Ed Kee as one of my first endorsements.

Shay Frisby Shay Frisby is a lifelong public servant, community advocate, and candidate for Delaware State Senate District 5. A Claymont resident since 1993, she brings more than two decades of experience in social services, legal advocacy, labor organizing, and financial coaching. As a mother, grandmother, and caregiver, Shay is committed to expanding access to quality education, affordable healthcare, economic opportunity, and environmental protection while building stronger, safer communities through responsive, people-centered leadership. How will you balance development pressures with the need to preserve Delaware’s farmland? It’s important to emphasize that I take no corporate or other business entity donations. I consider myself purely beholden to my constituents and the needs of Delaware. I worry that politicians who take that money are not. Delaware’s farmland is vital to its economy. I do not want to see Delaware farmers experience what happened to Florida’s orange industry, which has nearly collapsed. This was due to short-sighted and rapid deregulation schemes, as well as the fact that their legislature caved to the demands of wealthy developers. I will balance the pressures between these interests by pushing for responsible development, particularly for struggling families who need affordable housing the most, in the parts of the state that can actually withstand this development. My priority is to create a Delaware economy that works for regular people and I cannot be influenced out of prioritizing that. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Again, I want to learn from Florida’s gross mishandling of its citrus industry. In addition to overdevelopment, Florida let various environmental issues, such as invasive species and inadequate storm protection, plague its crops. Compounding this was its complete laissez faire approach to major corporations and foreign capital buying up Florida family farms. I want serious climate change and environmental policy passed. We are the lowest lying state in the union. I do not think we have done nearly enough to address how vulnerable we are to regular flooding. I also want to see Delaware family farms kept in the ownership of Delawareans. When non-Floridians took over its citrus industry, they did not have a stake in preserving the land or the long term output of the crop. The legislature needs to take measures to ensure that the owners of Delaware farmlands have stakes in the success of this state.

Carolyn Frank Carolyn Frank is an Independent candidate running for Delaware's 5th Senate District. Born and raised in Wilmington, she was educated by the Brandywine School District, University of Delaware, and Delaware Technical Community College. As a registered nurse, Carolyn prioritizes the health of the state and its citizens. Carolyn wants to support workers' and small farmers' rights, protect the value of Delaware land, and encourage a healthy local economy where families stay fed. How will you balance development pressures with the need to preserve Delaware’s farmland? By connecting our farmers with the resources they need to facilitate sustainable production in order to encourage a strong supply chain within the state that supports and strengthens Delaware's local economy. I also believe in creating incentives for native wildlife encouragement and management that farmers can implement on their land. I call for regulations for corporations and large-scale construction that threaten farmland and nature. Development is important for our future, but cutting corners regarding regulations, environmental testing, and water use impact damages our farmlands and our economy. Data centers and other massive-scale construction projects need oversight and strict regulations if they are to continue building in Delaware and damaging its ecosystem and economy.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Commitment to future prioritization of Delaware Farm to Community Program and similar laws and initiatives that strengthen Delaware's local supply chain, with the goal of connecting businesses and government organizations with local farmers and growers. As it becomes more difficult for Delaware farmers to provide for their families, prioritizing a farm-to-table system ensures more profit is going to the farmers and not to a national corporate middleman. Concerns regarding gas and costs of business should be met with legislative remedies similar to SB53 that provide Delaware farmers with the subsidies they need to maintain their land, businesses, and animals during times of national economic hardship. By prioritizing local commerce and supply chains, Delawareans can reduce some of the costs incurred from shipping, transport, and interstate or international pricing.

How will you balance development pressures with the need to preserve Delaware’s farmland? We have land limitations and we must preserve a sufficient amount to feed the people. Never-ending growth is a fallacy. We must maintain a balance in every aspect of business to maintain a stable State. We need to reduce the ability of government to seize land and dictate it's use. We must let the poeple who own the land decide what why wish it's purpose to be. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? My legislative priorites are abound reducing the power of the State and it's budget and to conform to the US & Delaware Constitutions. I swore an oath to protect and defend the constitution over 40 years ago. I have and will continue to honor this oath in service to my district, my State and my Country. John “Jack” Walsh Senator Jack Walsh is running for reelection in Senate District 9, which includes Christiana and portions of Newark, Pike Creek, Stanton and Newport. A lifelong Delawarean and resident of the 9th district, Walsh is an electrician by trade and a proud member of IBEW Local 313 for over 40 years. He and his wife Jeanmarie live near Pike Creek, where they raised their three children. Walsh is also the proud grandfather of six grandchildren.
How will you balance development pressures with the need to preserve Delaware’s farmland? While Delaware has experienced exponential economic and population growth over past years, I believe it is vital that we preserve our farmland and open spaces for generations to come. Growing up in northern Delaware, I have seen how sprawling residential and economic development can quickly overwhelm our local farm communities; however, growth does not have to come at the cost of aglands. By pursuing sustainable development strategies such as higher-density and mixed-use housing, we can limit suburban sprawl that has eaten up so much of Delaware’s farmlands. As our state continues to grow, we must remember that agriculture not only represents so much of our cultural and environmental heritage, but is still the largest economic sector in our state. The choice between growth and farmland preservation is a false one and I will continue fighting for sustainable development and to protect our farmlands if reelected to serve the 9th district.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? As co-chair of the Joint Capital Improvement Committee (Bond), I have supported increased funding for Delaware’s Agland Preservation and Cover Crop programs year after year. I was proud to support this year’s $10 million investment in the Agricultural Lands Preservation program, and on Bond, successfully advocated for an increase in funding to Delaware’s Cover Crop program. I am happy to report that we achieved an increase in funding for the Cover Crop program from $6.4 million during FY26 to $8 million this year. Delaware’s Agland Preservation and Cover Crop programs have been vital tools for family farms up and down our state who have sought to protect their lands and explore sustainable farming techniques. In addition to advocating for smarter development strategies that preserve our aglands, I will continue to support funding for these important programs.

Nicole Poore Nicole Poore represents Delaware’s 12th Senate District, serving most of New Castle and Bear, all of Delaware City and Port Penn, and communities south of the Chesapeake & Delaware Canal. A lifelong New Castle resident, she grew up in Jefferson Farms. She earned degrees from Delaware Technical Community College and Wilmington University in criminal justice and a master's degree in organizational leadership. She and her husband live in New Castle with their three children. How will you balance development pressures with the need to preserve Delaware’s farmland? Balancing development pressures with the need to preserve Delaware’s agricultural lands requires a thoughtful approach to growth. We must prioritize smart, planned development by directing new growth toward Investment Levels 1 and 2 rather than allowing productive farmland to be lost. Preserving agricultural land also requires making preservation a realistic choice for landowners. Too often, our farmers are faced with selling farmland that has been in their families for generations when development offers exceed what farming can provide. Expanding the Agricultural Lands Preservation Program and strengthening incentives for conservation will help protect these critical resources. By ensuring farmland remains valued not only for development potential, but for its agricultural productivity and economic importance, we can better preserve Delaware’s farmland for future generations. What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? The future of Delaware agriculture depends on supporting the people who steward our farmland. Whether it is a large, multi-generational operation or one of the small farmettes emerging across the 12th Senate District and the state, we must create an environment where farmers can succeed. That means providing access to resources like reliable crop insurance when weather impacts yields, strengthening local agricultural markets, and supporting the businesses that purchase and process Delaware-grown products. We must also recognize that our farming population is aging as fewer young people are entering the industry. To ensure agriculture remains a vital part of Delaware’s future, we must encourage future generations through incentives for new farmers, support with land access and farm transitions, and education and training in modern farming practices. Investing in farmers today ensures Delaware agriculture continues for generations to come.

Kyra Hoffner Senator Kyra Hoffner represents Delaware’s 14th District, serving communities across Kent County with a focus on working families, farmers, and sustainable growth. She has championed policies supporting local agriculture, affordable housing, and economic opportunity. A strong advocate for preserving Delaware’s farmland heritage, she works closely with farmers and agricultural stakeholders to ensure their voices are reflected in state policy.
How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware’s growth must be managed in a way that respects our agricultural heritage and protects our limited farmland. I support smart, targeted development that prioritizes infill, redevelopment, and higher-density housing in already developed areas—reducing pressure on prime farmland. At the same time, we must strengthen our farmland preservation programs by increasing funding, streamlining enrollment, and ensuring long-term protections for preserved land. Collaboration is key: farmers, local governments, and developers should all have a seat at the table to create balanced land-use plans. I also support tools like agricultural zoning protections and conservation easements to safeguard productive land. By aligning growth with sustainability, we can meet housing and economic needs while preserving the farmland that sustains Delaware’s economy and identity.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? To strengthen Delaware family farms, I would prioritize policies that improve economic stability, reduce regulatory burdens, and expand market opportunities. This includes increasing state investment in farmland preservation and agricultural infrastructure, as well as supporting programs that help farmers adapt to climate challenges and rising input costs. I also support expanding access to local and regional markets through farm-to-school and farm-totable initiatives, and strengthening protections for Delaware-grown products. Workforce development and succession planning are critical, so I would back programs that help the next generation enter farming. Finally, I will continue working with farmers to ensure regulations are practical and fair, while supporting innovation in areas like value-added products and emerging markets. Our goal must be to keep family farms profitable, resilient, and central to Delaware’s future.

How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware cannot afford to pave over farmlands that fuel our economy, feed our families and define rural Western Kent County. To protect productive farms from development, I will encourage development towards designated growth zones and areas with access to existing infrastructure rather than expanding into farmlands. I would support policies that: (1) strengthen Delaware’s Agricultural Lands Preservation Program by increasing funding, streamlining processes and cutting RED TAPE, while prioritizing productive farms; (2) help farmers be competitive and profitable by investing in growth, equipment, research, and innovation; and (3) nurture the next generation of farmers by making it easier to access grants and loans, and make them feel like farming is a realistic career by developing mentorship and apprenticeship programs. After all, farmland preservation is only successful if farms are profitable and the next generation wants to keep farming. Once a productive farm is lost to development, it’s gone for good.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? The long-term viability of Delaware’s farms rests on three things: developing the next generation of farmers, access to financial capital and strong legislative support. (1) I will expand agricultural education, apprenticeships, and internships in schools so young people have access to hands-on experiences and opportunities with traditional and modern agriculture. They need to see farming as a rewarding and viable career. (2) I will support expanding access to low-interest loans and grants for new and young farmers. Additionally, I will prioritize funding cost-share crop insurance. We need to invest in the people who farm and the communities they feed. (3) Finally, I will champion Food as Medicine programs that connect Delaware-grown food with healthcare. This creates new markets for our farmers while helping Delawareans access nutritious, locally grown food to improve health. I am committed to working collaboratively with farmers to strengthen and protect the agricultural industry. Instagram: @NishaForSenate | Facebook: Nisha For Senate | Website: NishaForSenate.com

Emily Thompson I am a lifelong Delaware resident, a farmer’s daughter, and a Delaware Farm Bureau member. Growing up on my family’s farm instilled in me an appreciation for agriculture and preserving our way of life for future generations. I have served the State of Delaware for almost a decade and oversee programs through the Division of Public Health supporting families with young children. I am committed to protecting agriculture and advocating for farmers across Delaware.
How will you balance development pressures with the need to preserve Delaware’s farmland? Our state has experienced tremendous growth over the past several years, bringing increased development pressure to many of our rural communities. While responsible growth is important, it must be balanced with protecting the farmland that feeds our families and supports our local economy. Agriculture is Delaware’s number one industry, and its future depends on thoughtful, collaborative leadership. Preserving farmland requires working with farmers, landowners, local communities, and bringing in experts to develop solutions that support both growth and agriculture. We must encourage smart development in appropriate areas, strengthen farmland preservation efforts, and invest in policies that allow farming to remain a viable way of life for years to come. By working together, we can ensure Delaware continues to grow while protecting the agricultural landscapes that make our state unique.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? While no single policy will solve every challenge facing Delaware agriculture, there are practical steps we can take to support farm families and strengthen our agricultural communities. Senate Bill 35 is one example. By providing property tax relief for qualified farm structures, including poultry houses, barns, and other essential agricultural buildings, this legislation would help reduce some of the financial pressures facing family farms. Although it did not advance through the committee process this year, I remain committed to advocating for policies like this and supporting similar efforts in the 154th General Assembly. We must also protect programs that help agriculture remain both productive and environmentally responsible. Delaware’s Cover Crop Program has been one of the state’s most successful conservation initiatives, improving soil health, protecting water quality, and helping farmers remain productive for future generations. It deserves stable, reliable funding.

Brian Pettyjohn State Senator Brian Pettyjohn has represented Delaware's 19th Senate District since 2012 and serves as Senate Minority Whip. A lifelong advocate for agriculture, he comes from a Sussex County farming family, co-chairs the Council of State Governments East Agriculture & Rural Affairs Committee, and has championed farmland preservation, Right-to-Farm protections, and policies that strengthen Delaware's agricultural economy while preserving the state's farming heritage.
How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware can support responsible growth without sacrificing the farmland that has defined our state for generations. We need to protect productive agricultural land through our strong farmland preservation program, respect local land use decisions, and encourage development where infrastructure already exists rather than converting prime farmland. Farmers are vital to our economy, our food security, and our way of life, and they deserve policies that allow them to continue operating without unnecessary burdens. By investing in preservation, defending property rights, and ensuring local communities, vs. one-size-fits-all mandates from Dover, have a meaningful voice in land-use decisions, we can balance growth while protecting Delaware's agricultural heritage for future generations.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? My priority is ensuring Delaware family farms remain economically viable for future generations. That starts with strengthening farmland preservation while modernizing it to recognize that agriculture is constantly evolving. Preserved farms should have greater flexibility to adapt to new agricultural uses that help farm families remain profitable, whether through value-added agriculture, agritourism, emerging crops, or other innovative operations that complement farming. Today's farmers must diversify to thrive, and our policies should reflect that reality. We should eliminate unnecessary regulations, fees, and administrative burdens that make diversification more difficult or expensive. By preserving farmland, expanding opportunities for innovative agricultural enterprises, and removing barriers that limit a farmer's ability to adapt to changing markets, we can protect both Delaware's agricultural heritage and the economic future of the families who make their living from the land.

Harry Gold My career began in special education. I later moved into the private sector as a corporate trainer, led the opening of a school for drug and alcohol counselors, and finished my career as the de facto Chief Learning Officer supporting more than 20,000 employees. Since retiring, I've become an avid photographer and an active member of the Democratic Party - serving as President of the Shore Democrats as well as local and county committees How will you balance development pressures with the need to preserve Delaware’s farmland? Delaware's farmland is the backbone of Sussex County's economy and character, and I won't let short-term development pressure erode it. My approach: * Strengthen the Agricultural Lands Preservation Program with real, consistent funding, not just promises, so farmers who want to keep farming can do so without being squeezed out by rising land values * Push smart-growth policies that direct new development toward existing infrastructure and away from prime farmland * Expand use of conservation easements and transfer-of-development-rights programs, giving farmers ways to realize value from their land without selling it off permanently * Bring farmers to the table on growth planning decisions, since growth and agriculture don't have to be at odds, but it takes deliberate planning, not just letting the market decide What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? Family farms built this county, and Delaware's legislature should treat their survival as a priority, not an afterthought. My priorities: * Expand and fully fund the Agricultural Lands Preservation Program so more family farms can permanently protect their land while staying financially viable * Pursue tax relief targeted at working farms, including stronger agricultural use valuation protections, so rising land values near development don't force families to sell just to cover property taxes * Support succession planning through beginning farmer programs, low-interest loans, and estate planning assistance to help keep farms in the family across generations * Cut red tape for farmers navigating state permitting and regulatory processes Invest in local food infrastructure, including processing facilities and farmers' market access, so Sussex County growers have more direct paths to market

Gerald Hocker Senator Gerald Hocker represents the 20th Senate District and has been a member of the Senate since 2012. He has served as the Minority Leader in the Senate since after the 2018 General Election. Born and raised in Sussex County, Senator Hocker and his wife, Emily, own and operate a number of businesses in Clarksville, Ocean View, and the Bethany Beach area.
How will you balance development pressures with the need to preserve Delaware’s farmland? The state has added too many restrictive laws and regulations on the backs of our farmers. I respect property rights and support farmers doing what they believe is in the best interest of their families. If we want to preserve Delaware’s farmland for future generations, we need to make farming economically viable by reducing unnecessary regulations and avoiding legislation that adds costs and makes it harder for farmers to remain profitable and pass their farms on to the next generation.
What specific legislative priorities would you pursue to strengthen the long-term viability of Delaware family farms? In order to help the agriculture industry and encourage farming families to continue farming, we must do all we can to make farming more profitable. This includes strengthening the Young Farmers Program, the Farmers Bill of Rights, passing legislation like SB 53 that I sponsored, and also removing unnecessary and burdensome regulations that make farming too expensive.
