We were honored to partner with other local grantmakers and numerous donors in awarding final grants from the DeKalb County COVID-19 Response Fund – see pages 4-5 for highlights. Thank you to the many generous donors who responded to local needs brought about due to COVID-19.

We also made progress in acting on our DEI (Diversity, Equity, and Inclusion) Roadmap – from grants awarded (page 8), to supporting our local nonprofit community in their own focus on DEI (page 12), to a renewed focus on Funds (pages 10 & 20-21) that award grants for action that builds belonging in DeKalb County.

Responding to COVID-19 Through Grantmaking Thank you to all the generous donors and organizational funders who partnered to make an immediate impact in DeKalb County!

In August 2021, the DeKalb County COVID-19 Response Fund made its fifth and final round of grantmaking, awarding the remaining $124,166 to 16 local charitable organizations.

When we think back to March 2020, we are reminded of the uncertainty and immediate needs that arose due to the global pandemic. During this time, local organizational funders began working together to respond to needs in DeKalb County from this crisis. They created the DeKalb County COVID-19 Response Fund, formed an advisory committee, and began grantmaking to local organizations in April of 2020.

The distribution of grants went primarily to nonprofit organizations serving DeKalb County’s most vulnerable populations. Funding focused on basic human needs, including emergency food, basic supplies, interim housing and shelter, primary health care services, utility and financial aid, care for children and other vulnerable populations, and supported nonprofit organizations’ operating needs.

DeKalb County COVID-19 Response Fund

Since April 2020, the COVID-19 Response Fund received $729,240 in gifts from 623 generous donors. In turn, the Fund made 116 individual grants totaling $729,240 to assist organizations serving DeKalb County.

The DeKalb County COVID-19 Response Fund currently has a zero balance. If the need arises, the Fund will re-open for donations and grants.

Funding partners of the DeKalb County COVID-19 Response Fund Advisory Committee included representatives from the DeKalb County Community Foundation, Douglas C. & Lynn M. Roberts Family Foundation, DeKalb County Community Mental Health Board, IDEAL Industries Foundation, Horizons Unlimited Foundation, Kishwaukee United Way, and the DeKalb County Nonprofit Partnership (DCNP).

Working together made it more productive for both funders and nonprofits. The process we created was efficient and effective. It allowed us to respond quickly to review and analyze the many grant requests and provide relief funding to as many organizations as possible.” ~ Advisory Committee Member

Funding Action Through Art Thank you to the donors who make grants like these possible!

In March of 2021, the online exhibition “Arts in Action” was launched. The exhibit was a shared venture of the DeKalb County History Center and Ellwood House Museum. The two local nonprofit organizations spent a great deal of time listening to community conversations about racism in DeKalb County. They each wanted to take a closer look at their collections to explore local stories connected to Black and Latino experiences. They found unsettling information showing examples of restrictive cemeteries and housing in neighborhoods, Ku Klux Klan rallies, and unlivable migrant housing. But there were also inspiring stories of hope and perseverance.

Funding for the online exhibit was made possible by a Healing Illinois grant. “Arts in Action” uses an artistic perspective to provide an opportunity for combining local history with a medium that invites analysis and discussion. The History Center and Ellwood House Museum also secured three additional grants to expand the project.

Illinois Humanities Grant Provided support for a website that creates a central location where community conversation can continue. This grant also supports an in-person exhibit, May 22 – July 2, 2022, related programming, and a website. Additionally, four

other DeKalb County museums are reviewing their collections to expand the local history narrative to include people of color.

DeKalb County Community Foundation Grant – Provided general support for a variety of projects such as curriculum development and lesson plans for students. The goals include providing resources to classroom teachers that help them incorporate unrepresented voices to provide different perspectives while exploring local history.

Funding for this grant was made possible through ongoing donor generosity to *Community Impact Funds at the Foundation.

Migrant workers from Mexico and Southern Texas worked on farms in DeKalb County during the summers.

Grants in Action – Community Impact Fund – Proactive Grant

DeKalb County Community Mental Health Board Grant Provided support for a project coordinator and an app connecting the stories of people of color to physical places in DeKalb County.

The goals of the “Arts in Action” project are to create greater collaborations, build trust from community members of all races, and increase a sense of belonging for everyone who lives in our community. If you have stories to share or would like additional information, contact the DeKalb County History Center and Ellwood House Museum.

Providing Relief to Address Affordable Housing Challenges Thank you to generous donors whose gifts make grants like these possible!

Finding affordable housing for senior citizens living on a fixed income is essential. Barb City Manor, a nonprofit retirement community in DeKalb, provides seniors an affordable housing option with a friendly, home-like atmosphere.

Many of their residents can avoid or delay placement in assisted or longterm care facilities. Residents benefit from three daily meals, opportunities to socialize, weekly housekeeping service, 24-hour security, and the independence that living at Barb City Manor provides.

In reality, even affordable housing can stretch some residents too thin.

Thankfully a program exists to help. The Barb City Manor Resident Assistance Program provides assistance to residents in financial need. Currently, 19% of their residents receive financial aid from the program, which offsets monthly room and board expenses.

In 2021, Barb City Manor applied to the Community Foundation for a Promise Grant to support the Resident Assistance Program.

The goals of the Foundation’s Promise Grant program are to inspire, educate, and empower individuals who may experience extraordinary challenges due to their ethnicity, immigration status, and abilities. The funding request was an excellent fit for a Promise Grant. The grant provided timely relief to the Resident Assistance Program, allowing Barb City Manor residents to continue living in safety and security while easing their financial burden.

Grants in Action – Field of Interest Fund

New Books for Generations to Come Thank you to Lillian Boynton and other donors whose gifts make grants like these possible!

There’s nothing quite like a good book—one to fuel the imagination, to satisfy your curiosity or to explore distant lands without leaving your chair. With new content always on the horizon, books are a treasure of information and enjoyment.

The Lillian S. Boynton Library Book Endowment Fund was created on August 1, 2002, from the estate of Lillian S. Boynton. The Designated Fund at the Community Foundation provides a yearly distribution to the Sycamore Public Library exclusively for new book purchases. The Fund is approaching its 20th year in 2022 and has awarded more than $67,000 in grants to the library, enabling the library’s youth and teen services department to purchase over 4,600 books. Content ranges from board books and picture books for young readers to teen fiction and nonfiction for middle and high school readers.

Lillian S. Boynton

Lillian passed away on December 20, 1998. She wanted to ensure that her “home town” would benefit from the results of her labor, so through her estate, she created two Funds at the Community Foundation. Today, the Lillian S. Boynton Memorial Fund and the Lillian S. Boynton Library Book Endowment Fund continue to honor her memory.

Through Lillian’s generosity, we can purchase a wide variety of books, something that isn’t possible with the library’s annual book budget. Thanks to the Lillian S. Boynton Library Book Endowment Fund, over 4,600 new books have been purchased.

DeKalb County Nonprofit Partnership

Learn more at DCNP.org The DeKalb County Nonprofit Partnership (DCNP) is a membershipbased program of the DeKalb County Community Foundation. With a mission to strengthen the nonprofit sector in DeKalb County, DCNP offers training, professional development, programming, resources, and networking opportunities to nonprofit staff, volunteers, and board members.

Local Focus, Expert Resources In 2021, DCNP programs were offered virtually, in-person, and in hybrid format. This created opportunities to bring top-tier programming to DeKalb County.

Better Arguments Project In June, DCNP partnered with the Aspen Institute to offer this national initiative for a local audience.

Training included small group discussion and a framework focused on bridging divides and collaboration despite differences.

I.D.E.A. Initiative DCNP engaged consultant Delia Coleman of Equal Rights Advocates in San Francisco to lead the Inclusion, Diversity, Equity, and Action Initiative, made possible by an anonymous donor. Four local organizations embarked on this year-long intensive experience with the goal of creating more inclusive policies and practices.

MasterClass DCNP received a $9,000 grant from MasterClass, a prominent streaming service for professional development.

This allowed 50 DCNP members to receive annual subscriptions to MasterClass.

DCNP offered both in-person and online programming and professional development in 2021.

Nonprofit Day In September, DCNP hosted Nonprofit Day at the Egyptian Theatre. Dr. Jax ML Black presented a message of leadership, positivity, and optimism to nonprofit leaders throughout DeKalb County.

Community Improvement in Action Thank you to the CommunityWorks donors for funding these important issues areas throughout DeKalb County!

Essential Skills With the creation of the Essential Skills Video Series in 2020, the next step was to share the series with schools throughout DeKalb County. The video series focuses on the enhancement of essential skills (soft skills) education for middle and high school youth. This FREE resource was made available to schools in 2021 and is also available to organizations and groups that work directly with middle and high school students.

Student and teacher surveys are part of the resource package. Questions allow for reflection and understanding of the skills highlighted in the videos.

The five-part Essential Skills Video Series is a FREE, fun, and engaging resource.

Watershed Planning The Community Foundation is committed to land use and watershed planning in DeKalb County. Our primary role is to coordinate outreach opportunities within the community and provide grants when applicable for implementation plans.

In 2021, progress was made in a few areas of the county concerning watershed planning. The Illinois Environmental Protection Agency (IEPA) approved the Upper South Branch of the Kishwaukee River Watershed Improvement Plan.

County and includes the City of DeKalb. In addition, the Community Foundation provided a grant to Northern Illinois University to conduct water quality research in our local watersheds.

Kindergarten Readiness The Community Foundation is a partner in the DeKalb County Collaborative for Young Children (formerly Kindergarten Readiness Collaborative). This countywide effort provides support to young children and their families to better prepare children for school and life success.

In 2021, the collaborative participated in a series of social justice workshops to bring an equity approach to its work. Furthermore, the Community Foundation funded 1,130 kindergarten readiness toolkits.

Toolkits include a variety of writing, reading, and drawing materials, including information on Basics DeKalb County. A special note of thanks to our partners, School Tool Box, and the DeKalb County Farm Bureau! In addition to the workshops and toolkit grants, the Community Foundation awarded $47,000 in funding to the DeKalb County Regional Office of Education for their continued coordination of the collaborative and Basics DeKalb County.

Local schools participated in distributing Kindergarten Readiness Toolkits in the spring of 2021.

Funding for Kindergarten Readiness, Essential Skills, and Watershed Planning is made possible by donor generosity to CommunityWorks Funds at the Foundation. These Funds support three identified interest areas; early care and education, land use, and workforce development.

10 high schools represented across DeKalb County $17,023 in grants awarded to 14 organizations for youth serving programs and projects $1,500 grant to Our American Voice for Club OAV at Somonauk Middle School. Helping students care for their community and encouraging them to get involved. $700 distributed into the community for the $100 Challenge stewardship exercise.

Through the generosity of six $100 donors, seven students took part in the challenge of exploring their charitable interests and distributing the dollars into the community.

185 volunteer hours completed by 87 students at seven volunteer opportunities in the community.

Community Initiatives – YEP

Youth Engaged in Philanthropy (YEP) began its 13th year as a youthled committee of the Community Foundation in the fall of 2021. A focus for YEP this year was to keep diversity, equity, and inclusion (DEI) top of mind. DEI efforts stretched from recruitment and monthly meetings to food selection and grantmaking considerations.

Sub-Committee Highlights YEP 2.Pro Committee The committee continued their work to address the youth issues of “lack of youth involvement in the community” and “anxiety.” They continued their support of the SMS Club OAV at Somonauk Middle School and explored ways to work together. In addition, they created a new Instagram page, yep.positive to provide positive ways to cope with stress and anxiety.

Fundraising Committee The committee focused on YEP’s participation in Give DeKalb County, successfully raising over $12,000 in donations. Dollars raised support programming, operations, meeting materials, leadership opportunities, grantmaking efforts, and more.

YEP is open to all high school students in DeKalb County. Through monthly meetings and volunteer events, members are familiarized with nonprofits, build an understanding of philanthropy, and become grantmakers.

Together, For DeKalb County – The Howard and Mildred Eychaner Fund The Howard and Mildred Eychaner Fund was initially established in 2003 as a charitable remainder annuity trust. In 2021, their gift became available for grantmaking.

The Fund supports needs and opportunities in DeKalb Township, with priority for projects related to health care and affordable housing.

The entire balance of more than $250,000 will be expended within the next ten years.

Increasing the giving capacity of the Promise Grant – Subvencion de Promesa program was the first use of the Eychaner Fund.

Promise Grants support the needs of the underserved and often dismissed populations in DeKalb County.

Promise Grants aim to inspire, educate, and empower individuals who may experience extraordinary challenges due to their ethnicity, immigration status, and abilities.

About Howard and Mildred Eychaner Howard and Mildred (Milly) Eychaner were beloved DeKalb community members who spent their lives serving and advocating for others. They were children of the Great Depression and worked hard to make ends meet. Milly’s family were tenant farmers who moved frequently. Howard’s family farmed just east of Maple Park, but in 1927 after commodity prices crashed, they

could no longer pay the mortgage and had to relocate to DeKalb.

In 1937, Milly moved to DeKalb to study home economics at Northern Illinois University (NIU). Howard had also attended NIU but dropped out after a semester, hoping to earn enough to return, but that did not happen. The pair met at Epworth League, a group for young adults at DeKalb’s First Methodist Church.

Milly graduated with a bachelor’s degree in 1941 and began teaching home economics in Serena, IL. The couple married soon after, in February of 1942. Howard operated the Eychaner Delivery service, which later evolved into Blue Van and Storage locally and eventually was part of Allied Van Lines nationally.

Their Community Focus Milly served on the DeKalb School Board for 21 years and was president for three years. She supported migrant families by donating food, clothing, and friendship. Milly was a member of the City of DeKalb Planning Commission and was president of the United Methodist Women.

When a former pastor at First Methodist was assigned to create the Wesley Willows Retirement Center in Rockford, he asked Howard to join the board of directors. Howard’s experience there was essential to the later group that organized to create the DeKalb Area Retirement Center (Oak Crest) in 1978, for which Howard was the founding president. In 2004, Oak Crest opened the Howard and Mildred Eychaner Health Care Center.

Milly and Howard had an intense commitment to the full inclusion of LGBTQ people in society and the United Methodist Church.

In the 1980s, early in the AIDS epidemic, the couple founded the Northern Illinois chapter of Parents and Friends of Lesbians and Gays (Northern Illinois PFLAG). Milly volunteered to work with hospice specifically to serve young men who were dying of AIDS yet abandoned by their families.

Preserving the History of Kirkland through Charitable Giving In October 2007, an interested group met at the Kirkland Village Hall to launch the Kirkland Historical Society. The Historical Society is an outgrowth of “Kirkland: Then and Now,” a historical play performed in 2007 commemorating the village’s 125th birthday. The play’s success led to the organization of the Kirkland Historical Society.

The new Agency Fund at the Community Foundation creates a way for the Kirkland Historical Society to raise ongoing support to fulfill its mission. These donated dollars provide continuing maintenance, support, and service to the community and create future growth with expansion opportunities.

The Kirkland Public Library provided space in the old bank vault to hold and display donated historical items and artifacts. The Historical Society quickly outgrew this space and, in 2009, moved to the Olson’s Quiram-Kirkland Chapel, a space provided by Scott Olson.

The collection continued to grow, expanding into the many rooms within the chapel. The Kirkland Historical Society purchased the building in 2021. The building continues to serve multiple purposes as a historical center, a funeral home, and a space for community meetings and special events.

Hicks Family Scholarship Fund Supports Indian Creek Students James E. Hicks was born on June 13, 1937. He completed high school in 1955 and attended William Jewel College in Liberty, MO, graduating with a bachelor’s degree in education. James went on to attend Northern Illinois University, earning a master’s degree and a certificate of advanced study in school administration and school superintendent administration.

Overall, James worked in education for over 50 years. He began his education career as a teacher and principal in Fillmore, IL. James moved to Shabbona in 1967 and was a teacher, coach, principal, and superintendent in the Shabbona, Lee, and Rollo school system. He was the first superintendent for the Indian Creek School District, and after retirement, he served as a board member. James also worked as an administrator in the DeKalb and Sandwich School Districts.

Education and a commitment to community service are familiar to the Hicks family. James’ wife, Claudia, was the Village Board President of Shabbona for many years and worked for the Waterman School District before its consolidation with the Shabbona School District. When the schools merged in 1993, she transferred to the Indian Creek High School, working until her retirement.

The Hicks Family Scholarship Fund is intended for a graduating senior from Indian Creek High School with financial needs pursuing a degree in education.

“As a family, we wanted to give back to the Village of Shabbona and the Indian Creek community. My father spent over 50 years in education there. The scholarship honors his legacy and gives hope to those pursuing a degree in education. We know he would be pleased with the partnership we formed with the Community Foundation for the Fund.
